    The main objective of the Bexar County Parking Garage Photovoltaic (PV) Panel project is to install a PV System that will promote the use of renewable energy. This project will also help sustain Bexar County ongoing greenhouse gas emissions reduction and energy efficiency goals. The scope of this project includes the installation of a 100-kW system on the top level of a new 236,285 square feet parking garage. The PV system consists of 420 solar panels that covers 7,200 square feet and is tied into the electric-grid. It provides electricity to the office area located within the garage. The estimated annual electricity production of the PV system is 147,000 kWh per year.

    Occupancy sensor systems are gaining traction as an effective technological approach to reducing energy use in exterior commercial lighting applications. Done correctly, occupancy sensors can substantially enhance the savings from an already efficient lighting system. However, this technology is confronted by several potential challenges and pitfalls that can leave a significant amount of the prospective savings on the table. This report describes anecdotal experiences from field installations of occupancy sensor controlled light-emitting diode (LED) lighting at two parking structures and two parking lots. The relative levels of success at these installations reflect a marked range of potential outcomes: from an additional 76% in energy savings to virtually no additional savings. Several issues that influenced savings were encountered in these early stage installations and are detailed in the report. Ultimately, care must be taken in the design, selection, and commissioning of a sensor-controlled lighting installation, else the only guaranteed result may be its cost.

  17. Health impacts of garage workers: A preliminary study

    This research study was carried out in two automobile repair garages situated in the Bangkok metropolitan area, employing 47 and 12 workers respectively. Air sampling, biological monitoring (blood, urine), noise monitoring, and audiometry of workers were done to assess the occupational environment and its impact on the workers. The occupational hygiene survey was carried out to observe the working conditions of both garages. It was found that conditions at both sites have a strong negative impact on the health of workers. The lead in air of Garage 1 was 0.20 mg/m[sup 3] which is the same as the threshold limit value (TLV) for lead in air for a working environment. The level of lead in blood of four workers of each garage was above the exposed level. According to the occupational hygiene survey carried out at both garages, 79% of workers of Garage 1 and 70% of workers of Gage 2 suffered from redness of the eyes (eye pain, gritty feeling), and 5% and 2% of workers of Garage 1 and Garage 2 respectively, complained about breathing difficulties. Control measures should be taken to minimize pollution due to dust, fumes, and noise which would reduce the health impacts and lead to a healthier workforce.

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed.

    This document has been prepared by the DOE Environmental Management (EM) Office of Technology Development (OTD) to highlight its research, development, demonstration, testing, and evaluation activities funded through the Morgantown Energy Technology Center (METC). Technologies and processes described have the potential to enhance DOE`s cleanup and waste management efforts, as well as improve US industry`s competitiveness in global environmental markets. METC`s R&D programs are focused on commercialization of technologies that will be carried out in the private sector. META has solicited two PRDAs for EM. The first, in the area of groundwater and soil technologies, resulted in twenty-one contact awards to private sector and university technology developers. The second PRDA solicited novel decontamination and decommissioning technologies and resulted in eighteen contract awards. In addition to the PRDAs, METC solicited the first EM ROA in 1993. The ROA solicited research in a broad range of EM-related topics including in situ remediation, characterization, sensors, and monitoring technologies, efficient separation technologies, mixed waste treatment technologies, and robotics. This document describes these technology development activities.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the US Department of Energy (DOE) Morgantown Energy Technology Center (METC) conducted November 30 through December 4, 1987. In addition, the preliminary findings of the Laramie Project Office (LPO) Survey, which was conducted as part of the METC Survey on January 25 through 29, 1988, are presented in Appendices E and F. The Survey is being conducted by an interdisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team components are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with METC. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. The on-site phase of the Survey involves the review of existing site environmental data, observations of the operations carried on at METC, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities at METC. The Sampling and Analysis Plan will be executed by the Oak Ridge National Laboratory (ORNL). When completed, the results will be incorporated into the METC Environmental Survey Interim Report.     This U.S. Department of Energy GATEWAY Demonstration project studied the applicability of light-emitting diode (LED) luminaires for commercial parking garage applications. High-pressure sodium (HPS) area luminaires were replaced with new LED area luminaires. The project was supported under the U.S. Department of Energy (DOE) Solid State Lighting Program. Other participants in the demonstration project included Providence Portland Medical Center in Portland, Oregon, the Energy Trust of Oregon, and Lighting Sciences Group (LSG) Inc. Pacific Northwest National Laboratory (PNNL) conducted the measurements and analysis of the results. PNNL manages GATEWAY demonstrations for DOE and represents their perspective in the conduct of the work. Quantitative and qualitative measurements of light and electrical power were taken at the site for both HPS and LED light sources. Economic costs were estimated and garage users’ responses to the new light sources were gauged with a survey. Six LED luminaires were installed in the below-ground parking level A, replacing six existing 150W HPS lamps spread out over two rows of parking spaces. Illuminance measurements were taken at floor level approximately every 4 ft on a 60-ft x 40-ft grid to measure light output of these LED luminaires which were termed the “Version 1” luminaires. PNNL conducted power measurements of the circuit in the garage to which the 6 luminaires were connected and determined that they drew an average of 82 W per lamp. An improved LED luminaire, Version 2, was installed in Level B of the parking garage. Illuminance measurements were not made of this second luminaire on site due to higher traffic conditions, but photometric measurements of this lamp and Version 1 were made in an independent testing laboratory and power usage for Version 2 was also measured. Version 1 was found to produce 3600 lumens and Version 2 was found to produce 4700 lumens of light and to consume 78 Watts. Maximum and minimum light

    This research project focused on evaluation of air transfer between the garage and living space in a single-family detached home constructed by a production homebuilder in compliance with the 2009 International Residential Code and the 2009 International Energy Conservation Code. The project gathered important information about the performance of whole-building ventilation systems and garage ventilation systems as they relate to minimizing flow of contaminated air from garage to living space. A series of 25 multi-point fan pressurization tests and additional zone pressure diagnostic testing characterized the garage and house air leakage, the garage-to-house air leakage, and garage and house pressure relationships to each other and to outdoors using automated fan pressurization and pressure monitoring techniques. While the relative characteristics of this house may not represent the entire population of new construction configurations and air tightness levels (house and garage) throughout the country, the technical approach was conservative and should reasonably extend the usefulness of the results to a large spectrum of house configurations from this set of parametric tests in this one house. Based on the results of this testing, the two-step garage-to-house air leakage test protocol described above is recommended where whole-house exhaust ventilation is employed. For houses employing whole-house supply ventilation (positive pressure) or balanced ventilation (same pressure effect as the Baseline condition), adherence to the EPA Indoor airPLUS house-to-garage air sealing requirements should be sufficient to expect little to no garage-to-house air transfer.

    This scoping study describes the underlying data resources and an analysis tool for a demand response assessment specifically tailored toward the needs of the Modern Grid Initiatives Demonstration Field Test in Phase II in Morgantown, WV. To develop demand response strategies as part of more general distribution automation, automated islanding and feeder reconfiguration schemes, an assessment of the demand response resource potential is required. This report provides the data for the resource assessment for residential customers and describes a tool that allows the analyst to estimate demand response in kW for each hour of the day, by end-use, season, day type (weekday versus weekend) with specific saturation rates of residential appliances valid for the Morgantown, WV area.

    Two hundred and eighty-three (283) male diesel bus garage workers from four garages in two cities were examined to determine if there was excess chronic respiratory morbidity related to diesel exposure. The dependent variables were respiratory symptoms, radiographic interpretation for pneumoconiosis, and pulmonary function (FVC, FEV1, and flow rates). Independent variables included race, age, smoking, drinking, height, and tenure (as surrogate measure of exposure). Exposure-effect relationships within the study population showed no detectable associations of symptoms with tenure. There was an apparent association of pulmonary function and tenure. Seven workers (2.5%) had category 1 pneumoconiosis (three rounded opacities, two irregular opacities, and one with both rounded and irregular). The study population was also compared to a nonexposed blue-collar population. After indirect adjustment for age, race, and smoking, the study population had elevated prevalences of cough, phlegm, and wheezing, but there was no association with tenure. Dyspnea showed a dose-response trend but no apparent increase in prevalence. Mean percent predicted pulmonary function of the study population was greater than 100%, i.e., elevated above the comparison population. These data show there is an apparent effect of diesel exhaust on pulmonary function but not chest radiographs. Respiratory symptoms are high compared to blue-collar workers, but there is no relationship with tenure.

    Personal samples of nitrogen dioxide (NO/sub 2/) and respirable particulate (RP) were collected over the shift on 232 workers in four diesel bus garages. Response was assessed by an acute respiratory questionnaire and before and after shift spirometry. Measures of exposure to NO/sub 2/ and RP were associated with work-related symptoms of cough; itching, burning, or watering eyes; difficult or labored breathing; chest tightness; and wheeze. The prevalence of burning eyes, headaches, difficult or labored breathing, nausea, and wheeze experienced at work were higher in the diesel bus garage workers than in a comparison population of battery workers, while the prevalence of headaches was reduced. Mean reductions in forced vital capacity (FVC), forced expiratory volume in 1 sec (FEV1), peak flow, and flows at 50 and 75% of FVC were not obviously different from zero. There was no detectable association of exposure to NO/sub 2/ or respirable particulate and acute reductions in pulmonary function. Workers who often had respiratory work-related symptoms generally had a slightly greater mean acute reduction in FEV1 and FEF50 than did those who did not have these symptoms, but these differences were not statistically significant.

    An assessment of the theoretical and numerical aspects of the computer code, PCGC-2, is made; and the results of the application of this code to the Morgantown Energy Technology Center (METC) advanced gasification facility entrained-flow reactor, ''the gasifier,'' are presented. PCGC-2 is a code suitable for simulating pulverized coal combustion or gasification under axisymmetric (two-dimensional) flow conditions. The governing equations for the gas and particulate phase have been reviewed. The numerical procedure and the related programming difficulties have been elucidated. A single-particle model similar to the one used in PCGC-2 has been developed, programmed, and applied to some simple situations in order to gain insight to the physics of coal particle heat-up, devolatilization, and char oxidation processes. PCGC-2 was applied to the METC entrained-flow gasifier to study numerically the flash pyrolysis of coal, and gasification of coal with steam or carbon dioxide. The results from the simulations are compared with measurements. The gas and particle residence times, particle temperature, and mass component history were also calculated and the results were analyzed. The results provide useful information for understanding the fundamentals of coal gasification and for assessment of experimental results performed using the reactor considered. 69 refs., 35 figs., 23 tabs.

    Newcomer countries expected to develop new nuclear power programs by 2030 are being encouraged by the International Atomic Energy Agency to explore the use of shared facilities for spent fuel storage and geologic disposal. Multinational underground nuclear parks (M-UNPs) are an option for sharing such facilities. Newcomer countries with suitable bedrock conditions could volunteer to host M-UNPs. M-UNPs would include back-end fuel cycle facilities, in open or closed fuel cycle configurations, with sufficient capacity to enable M-UNP host countries to provide for-fee waste management services to partner countries, and to manage waste from the M-UNP power reactors. M-UNP potential advantages include: the option for decades of spent fuel storage; fuel-cycle policy flexibility; increased proliferation resistance; high margin of physical security against attack; and high margin of containment capability in the event of beyond-design-basis accidents, thereby reducing the risk of Fukushima-like radiological contamination of surface lands. A hypothetical M-UNP in crystalline rock with facilities for small modular reactors, spent fuel storage, reprocessing, and geologic disposal is described using a room-and-pillar reference-design cavern. Underground construction cost is judged tractable through use of modern excavation technology and careful site selection. (authors)

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Fully aware of the nation's need to develop high-risk and long-term research in eastern oil-shale and low-grade oil-shale utilization in general, the US DOE/METC initiated an eastern oil-shale characterization program. In less than 3 months, METC produced shale oil from a selected eastern-US oil shale with a Fischer assay of 8.0 gallons/ton. In view of the relatively low oil yield from this particular oil shale, efforts were directed to determine the process conditions which give the highest oil yield. A 2-inch-diameter electrically heated fluidized-bed retort was constructed, and Celina oil shale from Tennessee was selected to be used as a representative eastern oil shale. After more than 50 runs, the retorting data were analyzed and reviewed and the best oil-yield operating condition was determined. In addition, while conducting the oil-shale retorting experiments, a number of technical problems were identified, addressed, and overcome. Owing to the inherent high rates of heat and mass transfers inside the fluidized bed, the fluidized-bed combustor and retorting appear to be a desirable process technology for an effective and efficient means for oil-shale utilization. The fluidized-bed operation is a time-tested, process-proven, high-throughput, solid-processing operation which may contribute to the efficient utilization of oil-shale energy.

    Venice Park landfill was one of the first sites to be permitted under Michigan's proposed Public Act 641. PA 641 essentially changed the rules and regulations for landfills from the simple design of digging a hole and filling it. It also upgraded standards to those that are more sophisticated, including liners, leachate collection systems, and gas extraction systems. In 1992, methane gas from the landfill was collected into wells drilled into the trash varying in depth from 30-50 feet in depth. A vacuum pulls the gas from the trash into the wells, then through a piping system. The landfill uses about 80-100 kilowatts in-house. The remainder of the gas is sold to Consumers Power Co. which uses landfill gas to supply power to homes.

    Jackson Park Hospital completed the construction of a new Medical Office Building on its campus this spring. The new building construction has adopted the City of Chicago's recent focus on protecting the environment, and conserving energy and resources, with the introduction of green building codes. Located in a poor, inner city neighborhood on the South side of Chicago, Jackson Park Hospital has chosen green building strategies to help make the area a better place to live and work. The new green building houses the hospital's Family Medicine Residency Program and Specialty Medical Offices. The residency program has been vital in attracting new, young physicians to this medically underserved area. The new outpatient center will also help to allure needed medical providers to the community. The facility also has areas designated to women's health and community education. The Community Education Conference Room will provide learning opportunities to area residents. Emphasis will be placed on conserving resources and protecting our environment, as well as providing information on healthcare access and preventive medicine. The new Medical Office Building was constructed with numerous energy saving features. The exterior cladding of the building is an innovative, locally-manufactured precast concrete panel system with integral insulation that achieves an R-value in excess of building code requirements. The roof is a 'green roof' covered by native plantings, lessening the impact solar heat gain on the building, and reducing air conditioning requirements. The windows are low-E, tinted, and insulated to reduce cooling requirements in summer and heating requirements in winter. The main entrance has an air lock to prevent unconditioned air from entering the building and impacting interior air temperatures. Since much of the traffic in and out of the office building comes from the adjacent Jackson Park Hospital, a pedestrian bridge connects the two buildings, further

    A comprehensive radiological survey was conducted at the Illinois National Guard Armory at Washington Park in Chicago. This facility, used for uranium processing during the MED/AEC era, is now used as offices, classrooms, and storage and garage areas. Forty-two spots of contaminaton in nine rooms or areas exceeded the allowable limits for uranium as given in the ANSI Standard N13.12. In most instances, the contamination was found to be removable and available for transfer to other locations. However, under current use conditions, the potential for radiation exposure to occupants of this building from these sources of contamination is small. Concentrations of radon daughters in the air in the building, as measured by grab-sampling techniques, were less than the limit of 0.01 WL above background as given in the Surgeon General's Guidelines in 10 CFR 712. No long-lived radionuclides were detected in any air sample. Concentrations of radionuclides in soil samples collected around the facility indicated essentially background levels. The presumed maximum 50-year dose commitments from potential inhalation/ingestion of residual contamination were calculated to be 2.5 mrem to the lung, 0.51 mrem to the bone, 0.12 mrem to the kidney, and 0.031 mrem wholebody; each of these is less than 0.5% of the appropriate standards for an individual in an uncontrolled area. In order to rduce the potential for radiation exposure, remedial measures such as stabilization of the contamination in place would be applicable as a short-term measure. In order to reduce the risk in the event that building modifications take place in the future, health physics procedures and coverage are recommended. The long-term solution would involve dcontamination by removal of the radioactive residues from the 11 rooms or areas in the facility.

    In this paper we argue that an underground nuclear park (UNP) could potentially lead to lower capital and operating cost for the reactors installed in the UNP compared to the traditional approach, which would be to site the reactors at the earth's surface at distributed locations. The UNP approach could also lead to lower waste management cost. A secondary benefit would be the increased margins of safety and security that would be realized simply as a consequence of siting the reactors underground. Lowered capital and operating cost for a UNP relative to traditional reactor siting is possible through the aggregate effect of the elimination of containment structures, in-place decommissioning, reduced physical security costs, reduced weather-related costs, reduced cost of liability insurance and reduced unit-cost for the nth reactor made possible through the continuous construction of multiple reactors at the same underground location. Other cost reductions might be possible through the transfer of the capital cost for part of the underground construction from the reactor owners to the owners of the UNP. Lower waste management cost is possible by siting the UNP at a location where there are geological and hydrological conditions suitable for hosting both the reactors and the repository for the waste from those reactors. After adequate storage and cooling, and assuming direct disposal, this would enable the spent fuel from the reactors to be transported directly to the repository and remain entirely underground during the transport process. Community concerns and transportation costs would be significantly reduced relative to current situations where the reactors are separated from the repository by long distances and populated areas. The concept for a UNP in bedded salt is used to develop a rough order of magnitude cost estimate for excavation of the reactor array portion of a UNP. Excavation costs appear to be only a small fraction of the overall power plant costs

The plan has been developed by the U.S. Department of Energy (DOE) and Lawrence Livermore National Laboratory (LLNL) scientists with guidance from the Environmental Protection Agency (EPA), the Radiologic Health and Environmental Health Investigations Branches of the California Health Services Department (CDHS-RHB and CDHS-EHIB), and the Agency for Toxic Substances and Disease Registry (ATSDR). Input from citizens and community organizations was also received during an over-70-day public comment period.

    The U.S. Department of Energy (DOE) prepared this draft environmental impact statement that evaluates the potential environmental impacts that may be associated with the construction and operation of a low-Btu coal gasification facility and the attendant industrial park in Georgetown, Scott County, Kentucky. DOE cancelled this project after publication of the draft.

    In response to a request from the National Park Service, an evaluation was undertaken of possible hazardous exposures to volcanic emissions, both gases and particulates, at the Hawaii Volcanoes National Park (SIC-7999) on the island of Hawaii in the State of Hawaii. Concerns included exposures to sulfur-dioxide (7446095) (SO2), asphalt decomposition products from burning pavement, acid mists when lava enters the ocean, volcanic caused smog, and Pele's hair (a fibrous glass like material). Two other related requests for study were also received in regard to civil defense workers in these areas. No detectable levels of SO2 were found during long term colorimetric detector tube sampling used to characterize park workers' personal full shift exposures. Short term detector tube samples collected near a naturally occurring sulfur vent showed SO2 levels of 1.2 parts per million (ppm). Work related symptoms reported by more than 50% of the respondents included headache, eye irritation, throat irritation, cough, and phlegm. Chest tightness or wheezing and shortness of breath were also frequently reported. Samples collected for hydrochloric-acid (7647010) and hydrofluoric-acid (7664393) recorded concentrations of up to 15ppm for the former and 1.0ppm for the latter acid. Airborne particulates in the laze plume were comprised largely of chloride salts. Airborne fibers were detected at a concentration of 0.16 fibers per cubic centimeter. The authors conclude that excessive exposure to SO2 can occur at some locations within the park. The authors recommend that workers and visitors to the park be informed of the potential for exposures.
