    This is the AmeriFlux version of the carbon flux data for the site US-MMS Morgan Monroe State Forest. Site Description - Owned by the Indiana Department of Natural Resources (IDNR), the Morgan Monroe State Forest, the site's namesake, is operated thanks to the long-term agreement between Indiana University and IDNR. The first settlers cleared the surrounding ridges for farming, but were largely unsuccessful. The state of Indiana purchased the land in 1929, creating the Morgan Monroe State Forest. Many of the trees in the tower footprint are 60-80 years old, surviving selective logging that ended over the past 10 years. Today, the forest is a secondary successional broadleaf forest within the maple-beech to oak hickory transition zone of the eastern deciduous forest.

    An initial series of calculations of the reactivity-worth of the OSMOSE samples in the MINERVE reactor with the R2-UO2 and MORGANE/R core configuration were completed. The calculation model was generated using the lattice physics code DRAGON. In addition, an initial comparison of calculated values to experimental measurements was performed based on preliminary results for the R1-MOX configuration.

    With increasing concerns about energy independence, job outsourcing, and risks of global climate change, it is important for policy makers to understand all impacts from their decisions about energy resources. This paper assesses one aspect of the impacts: direct economic effects. The paper compares impacts to states from equivalent new electrical generation from wind, natural gas, and coal. Economic impacts include materials and labor for construction, operations, maintenance, fuel extraction, and fuel transport, as well as project financing, property tax, and landowner revenues. We examine spending on plant construction during construction years, in addition to all other operational expenditures over a 20-year span. Initial results indicate that adding new wind power can be more economically effective than adding new gas or coal power and that a higher percentage of dollars spent on coal and gas will leave the state. For this report, we interviewed industry representatives and energy experts, in addition to consulting government documents, models, and existing literature. The methodology for this research can be adapted to other contexts for determining economic effects of new power generation in other states and regions.

    The report covers a walk through survey made of the Morgan Semiconductor Facility in Garland, Texas, to evaluate control technology for gallium-arsenide dust in the semiconductor industry. Engineering controls included the synthesis of gallium-arsenide outside the crystal pullers to reduce arsenic residues in the pullers, also reducing worker exposure to arsenic during cleaning of the crystal pullers.

    The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

    Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

The original draft copy was only recently located and is being published at this time because of the interest in the contained historical content.     As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    As required by the Romer-Twining Agreement of 1990, the US Department of Energy (DOE) has prepared this annual economic impact study for the state of Colorado. This report assesses the economic impacts related to the DOE Uranium Mill Tailings Remedial Action (UMTRA) Project in Colorado during the state fiscal year (FY) between 1 July 1994 and 30 June 1995. To estimate net economic benefit, employment, salaries and wages, and other related economic benefits are discussed, quantified, and then compared to the state`s 10 percent share of the remedial action costs. Actual data obtained from sites currently undergoing remedial action were used as the basis for analyses. If data were not available, estimates were used to derive economic indicators. This study describes the types of employment associated with the UMTRA Project and estimates of the numbers of people employed by UMTRA Project subcontractors in Colorado during state FY 1995. Employment totals are reported in estimated average annual jobs; however, the actual number of workers at the site fluctuates depending on weather and on the status of remedial action activities. In addition, the actual number of people employed on the Project during the year may be higher than the average annual employment reported due to the temporary nature of some of the jobs.

    Instrumental observations of the climate of southwestern Colorado date back to about 1880. Climatic conditions since the late 19th century will be described with emphasis on temperatures, temperature ranges and observed precipitation. Typical seasonal patterns of temperature and precipitation will be shown, and variations and apparent trends over time will be discussed. Drought characteristics will be described based on a standardized precipitation index developed for Colorado. Finally, brief comments on the challenge of collecting accurate and consistent long-term data will be given.

Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     This Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year (FY) 1995 (1 July 1994 through 30 June 1995). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock, Colorado. Economic data were requested from the Remedial Action Contractor (RAC), the Technical Assistance Contractor (TAC) and the US Department of Energy (DOE). The most significant benefits associated with the UMTRA Project in Colorado are summarized.

    This report is intended to present a basic description of the data from the two community surveys and to document the text of the questions; the methods used for the survey data collection; and a brief overview of the results. Completed surveys were conducted at local communities near the Rocky Flats, Colorado and the Fernald, Ohio sites; no survey was conducted for the Brookhaven, New York site. Fernald. The Fernald sample was randomly selected from 98% of all potential residential telephones in the townships of Ross, Morgan, and Crosby. The only telephone exchanges not used for the Fernald study had 4%, or fewer, of the holders of the telephone numbers actually living in either of the three target townships. Surveying started on July 24, 2001 and finished on August 30, 2001. A total of 399 completed interviews were obtained resulting in a CASRO response rate of 41.8%. The average length of an interview was 16.5 minutes. Rocky Flats. The sample was randomly selected from all potential residential telephones in Arvada and from 99% of the potential telephones in Westminster. Surveying started on August 10, 2001 and finished on September 25, 2001. A total of 401 completed interviews were obtained with a CASRO response rate of 32.5%. The average length of an interview was 15.7 minutes. Overall, respondents hold favorable views of science. They indicate an interest in developments in science and technology, feel that the world is better off because of science, and that science makes our lives healthier, easier, and more comfortable. However, respondents are divided on whether science should decide what is safe or not safe for themselves and their families. The majority of the respondents think that standards for exposure to radiation should be based on what science knows about health effects of radiation and on what is possible with today's technology. This report examines factors that will be important to the development of interstate commerce for electricity generated from renewable resources. It examines market fundamentals in a regional context, and then looks at the implications for Colorado.

    The US Department of Energy is developing an estimate of the hydropower development potential in this country. Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering Laboratory for this purpose. HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE, menu-driven software application. HES allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Colorado.

    The report presents a structural analysis of the radial gates of Olympus Dam in eastern Colorado. Five 20-foot wide by 17-foot high radial gates are used to control flow through the spillway at Olympus Dam. The spillway gates were designed in 1947. The gate arm assemblies consist of two separate wide flange beams, with a single brace between the arms. The arms pivot about a 4.0-inch diameter pin and bronze graphite-insert bushing. The pin is cantilevered from the pier anchor girder. The radial gates are supported by a pin bearing on a pier anchor birder bolted to the end of the concrete pier. The gates are operated by two-part wire rope 15,000-pound capacity hoise. Stoplog slots upstream of the radial gates are provided in the concrete piers. Selected drawings of the gates and hoists are located in appendix A.

    FutureGen 2.0 site will be the first near-zero emission power plant with fully integrated long-term storage in a deep, non-potable saline aquifer in the United States. The proposed FutureGen 2.0 CO2 storage site is located in northeast Morgan County, Illinois, U.S.A., forty-eight kilometres from the Meredosia Energy Center where a large-scale oxy-combustion demonstration will be conducted. The demonstration will involve > 90% carbon capture, which will produce more than one million metric tons (MMT) of CO2 per year. The CO2 will be compressed at the power plant and transported via pipeline to the storage site. To examine CO2 storage potential of the site, a 1,467m characterization well (FGA#1) was completed in December 2011. The target reservoir for CO2 storage is the Mt. Simon Sandstone and Elmhurst Sandstone Member of the lower Eau Claire Formation for a combined thickness of 176 m. Confining beds of the overlying Lombard and Proviso Members (upper Eau Claire Formation) reach a thickness of 126 m. Characterization of the target injection zone and the overlying confining zone was based on wellbore data, cores, and geophysical logs, along with surface geophysical (2-D seismic profiles, magnetic and gravity), and structural data collected during the initial stage of the project . Based on this geological model, 3D simulations of CO2 injection and redistribution were conducted using STOMP-CO2, a multiphase flow and transport simulator. After this characterization stage, it appears that the injection site is a suitable geologic system for CO2 sequestration and that the injection zone is sufficient to receive up to 33 MMT of CO2 at a rate of 1.1 MMT/yr.     The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field

    The Uranium Mill Tailings Remedial Action (UMTRA) Project is administered by the U.S. Department of Energy (DOE); its purpose is to cleanup uranium mill tailings and other contaminated material at 24 UMTRA Project sites in 10 states. This report summarizes the wildlife mitigation and monitoring program under way at the Gunnison UMTRA Project, Gunnison, Colorado. Remedial action at the Gunnison site was completed in December 1995 and is described in detail in the Gunnison completion report. The impacts of this activity were analyzed in the Gunnison environmental assessment (EA). These impacts included two important game species: the pronghorn antelope (Antilocapra americans) and sage grouse (Wentrocerus urophasianus). Haul truck traffic was predicted to limit antelope access to water sources north of the Tenderfoot Mountain haul road and that truck traffic along this and other haul roads could result in antelope road kills. Clearing land at the disposal cell, haul road and borrow site activities, and the associated human activities also were predicted to negatively impact (directly and indirectly) sage grouse breeding, nesting, loafing, and wintering habitat. As a result, an extensive mitigation and monitoring plan began in 1992. Most of the monitoring studies are complete and the results of these studies, written by different authors, appear in numerous reports. This report will: (1) Analyze existing impacts and compare them to predicted impacts. (2) Summarize mitigation measures. (3) Summarize all existing monitoring data in one report. (4) Analyze the effectiveness of the mitigation measures.

    A geographical network of climate sensitive tree-ring chronologies consisting of 25 archaeological sequences and two bristlecone pine series provides the basis for high resolution reconstructions of low and high frequency climatic variability on the southern Colorado Plateau over the last 1,500 years. Qualitative and quantitative dendroclimatic analyses of these data produce annual retrodictions of yearly and seasonal precipitation and summer Palmer Drought Severity Indices for each station and reconstructions of regional scale patterns in climatic variability. These reconstructions provide detailed information on climatic fluctuations that affected biotic and human populations as well as long-term baseline data for evaluating present-day climate and estimating future climatic trends. When integrated with other measures of past environmental variability, these reconstructions specify periods of favorable and unfavorable environmental conditions that would have affected past human populations of the region. The severest degradation, which occurred between A.D. 1250 and 1450, probably was causally related to numerous cultural changes that occurred at the end of the l3th century including the Anasazi abandonment of the Four Comers area. Projecting environmental patterns that characterized the last two millennia into the future indicates potential hazards to long term uranium mill waste disposal and containment and the potential and limitations of environmental restoration.

    The Department of Energy sponsored Atomspheric Studies in Complex Terrain (ASCOT) program has conducted a research program designed to increase our knowledge and understanding of terrain-dominated flows with specific emphasis on nocturnal flows within mountain valleys. ASCOT has sponsored both field studies and numerical modeling efforts to improve our understanding of the wind, temperature and turbulence structure of nocturnal drainage flows. One of the most recent ASCOT sponsored field studies involves a study within the Mesa Creek Basin in western Colorado to investigate the seasonal frequency of occurrence of drainage flows along the sloped surfaces and within the basin, and to evaluate the effect of the ambient meteorology on their development. The Mesa Creek Basin, situated on the north slope of the Grand Mesa, encompasses a roughly 10 {times} 20 km area that is approximately 30 km east of Grand Junction. The observational segment of the study was undertaken jointly by the Lawrence Livermore National Laboratory and the NOAA Wave Propagation Laboratory, and involved the operation of network of eight meteorological towers and a monostatic sodar within the Mesa Creek study area over a period of one year that extended from December 1988 through November 1989. These measurements were augmented by tethersonde observations to define the vertical wind and temperature structure during a few nights. The modeling portion of the study is being undertaken by Lawrence Livermore Laboratory using a three-dimensional prognostic boundary layer model to gain further insight into the dynamics of the seasonal variations and the effect of cloud cover on the development of the drainage flows. It is the purpose of this paper to present preliminary results form a numerical simulation done as part of this study. 4 refs., 7 figs.

The purpose of this Final Environmental Assessment (EA) is to provide DOE and the public with information on potential environmental impacts associated with the Expanded Ponnequin Wind Energy Project.     A study has been made of the engineering and economic feasibility of utilizing the geothermal resource underlying Glenwood Springs Colorado, to heat a group of public buildings. The results have shown that the use of geothermal heat is indeed feasible when compared to the cost of natural gas. The proposed system is composed of a wellhead plate heat exchanger which feeds a closed distribution loop of treated water circulated to the buildings which form the load. The base case system was designed to supply twice the demand created by the seven public buildings in order to take advantage of some economies of scale. To increase the utilization factor of the available geothermal energy, a peaking boiler which burns natural gas is recommended. Disposal of the cooled brine would be via underground injection. Considerable study was done to examine the impact of reduced operating temperature on the existing heating systems. Several options to minimize this problem were identified. Economic analyses were completed to determine the present values of heat from the geothermal system and from the present natural gas over a 30 year projected system life. For the base case savings of over $1 million were shown. Sensitivities of the economics to capital cost, operating cost, system size and other parameters were calculated. For all reasonable assumptions, the geothermal system was cheaper. Financing alternatives were also examined. An extensive survey of all existing data on the geology of the study has led to the prediction of resource parameters. The wellhead temperature of produced fluid is suspected to lie between 140 and 180/sup 0/F (60 and 82/sup 0/C). Flowrates may be as high as 1000 gpm (3800 liters per minute) from a reservoir formation that is 300 ft (90 m) thick beginning about 500 ft (150 m) below the suggested drill site in the proposed Two Rivers Park.

    The Colorado Geological Survey, has been engaged in assessing the nature and extent of Colorado's geothermal resources. The program has included geologic and hydrogeologic reconnaissance, and geophysical and geochemical surveys. In the Animas Valley, in southwestern Colorado, two groups of thermal springs exist: Pinkerton Springs to the north, and Tripp-Trimble-Stratten Springs about 5 miles (8.1 Km) south of Pinkerton. The geothermal resources of the Animas Valley were studied. Due to terrain problems in the narrow valley, a soil mercury survey was conducted only at Tripp-Trimble Stratten, while an electrical D.C. resistivity survey was limited to the vicinity of Pinkerton. Although higher mercury values tended to be near a previously mapped fault, the small extent of the survey ruled out conclusive results. Consistent low resistivity zones interpreted from the geophysical data were mapped as faults near Pinkerton, and compared well with aerial photo work and spring locations. This new information was added to reconnaissance geology and hydrogeology to provide several clues regarding the geothermal potential of the valley. Hydrothermal minerals found in faults in the study area are very similar to ore mined in a very young mountain range, nearby. Groundwater would not need to circulate very deeply along faults to attain the estimated subsurface temperatures present in the valley. The water chemistry of each area is unique. Although previously incompletely manned, faulting in the area is extensive. The geothermal resources in the Animas Valley are fault controlled. Pinkerton and Tripp-Trimble-Stratten are probably not directly connected systems, but may have the same source at distance. Recharge to the geothermal system comes from the needle and La Plata Mountains, and the latter may also be a heat source. Movement of the thermal water is probably primarily horizontal, via the Leadville Limestone aquifer.
