    Variable energy resources, such as wind power, now produce about 4% of U.S. electricity. They can play a significantly expanded role if the U.S. adopts a systems approach that considers affordability, security and reliability. Reaching a 20-30% renewable portfolio standard goal is possible, but not without changes in the management and regulation of the power system, including accurately assessing and preparing for the operational effects of renewable generation. The RenewElec project will help the nation make the transition to the use of significant amounts of electric generation from variable and intermittent sources of renewable power.

    In the United States, testing has been under way at electric coal-fired power plants to find viable and economical mercury control strategies to meet pending regulations. San Miguel Electric Cooperative (SMEC) engaged the Energy & Environmental Research Center (EERC) through a request for proposal (RFP) to perform research tests to evaluate sorbent-based technologies at its coal-fired San Miguel Generating Station to identify possible technology options that could be used by SMEC to meet the mercury reduction requirements of future U.S. federal standards. The goal of the testing was to target a mercury removal of {ge}90%. The EERC has successfully field-tested several sorbent-based technologies in previous projects that offer promise and potential to achieve a target removal of {ge}90%. Based on these field test results, yet recognizing that fuel type and plant operating conditions affect mercury capture significantly, the EERC proposed research tests to evaluate potential sorbent-based technologies provided by Norit Americas and the EERC that could potentially meet SMEC's mercury control objectives. Over the period of May through mid-June 2008, the EERC tested injection of both treated and nontreated activated carbon (AC) provided by Norit Americas and sorbent enhancement additives (SEAs) provided by the EERC. Tests were performed at San Miguel Unit 1 (450 MW) and included injection at the inlet of the air heater (AH) (temperature of 720 F). The test coal was a Texas lignite fuel with an average moisture content of 31.19%, an ash content of 26.6%, a heating value of 5,094 Btu/lb, a sulfur content of 2.7%, and a mercury concentration of 0.182 ppm, all reported on an as-received basis. Pilot-scale testing results identified DARCO{reg_sign} Hg-LH, SEA2 + DARCO{reg_sign} Hg, and the ChemMod sorbents as technologies with the potential to achieve the target mercury removal of {ge}90% at the full-scale test. Several of the thermal springs have geochemistry and geothermometry values indicative of high-temperature systems. In addition, the explorationists discovered a very young Climax-style molybdenum porphyry system northeast of Rico, and drilling intersected thermal waters at depth. The datasets in the geodatabase are a mixture of public domain data as well as data collected by Flint Geothermal, now being made public.     Long-term demonstration tests of advanced sorbent enhancement additive (SEA) technologies have been completed at five coal-fired power plants. The targeted removal rate was 90% from baseline conditions at all five stations. The plants included Hawthorn Unit 5, Mill Creek Unit 4, San Miguel Unit 1, Centralia Unit 2, and Hoot Lake Unit 2. The materials tested included powdered activated carbon, treated carbon, scrubber additives, and SEAs. In only one case (San Miguel) was >90% removal not attainable. The reemission of mercury from the scrubber at this facility prevented >90% capture.

    Interest in solid oxide fuel cells (SOFC) stems from their higher eciencies and lower levels of emitted pollu- tants, compared to traditional power production methods. Interconnects are a critical part in SOFC stacks, which connect cells in series electrically, and also separate air or oxygen at the cathode side from fuel at the anode side. Therefore, the requirements of interconnects are the most demanding, i:e:, to maintain high elec- trical conductivity, good stability in both reducing and oxidizing atmospheres, and close coecient of thermal expansion (CTE) match and good compatibility with other SOFC ceramic components. The paper reviewed the interconnect materials, and coatings for metallic interconnect materials.

    This document describes the 1991 progress of the Channel Islands National Park Kelp Forest Monitoring Project. Population dynamics of 68 indicator species of algae, fish, and invertebrates were measured at 16 permanent transect sites in 1991 by divers using SCUBA and surface-supply-air. Survey dives were conducted at seven other locations for comparisons and general information. In 1991, nine sites had healthy kelp forests. Five others had some kelp growing on or near the transect, but were dominated somewhat by sea urchins. White sea urchins were present in moderate to high numbers at four sites with declines at two sites and an increase at one. Juvenile fish recruitment was down in 1991; however, young-of-year rockfish were numerous at San Miguel Island and juvenile sheepland and garibaldi were common at Santa Barbra and Anacapa Islands. Abalone recruitment modules proved effective at concentrating juveniles of several species. This year was a poor recruitment year for abalone.

  14. Uranium Leasing Program Draft Programmatic EIS Issued for Public Comment

    DOE has issued the Draft Uranium Leasing Program Programmatic Environmental Impact Statement (ULP PEIS)(DOE/EIS-0472D) for public review and comment. The public comment period ends May 16, 2013. Under the Uranium Leasing Program, the DOE Office of Legacy Management administers 31 tracts of land in Mesa, Montrose, and San Miguel counties that are leased to private entities to mine uranium and vanadium. The program covers an area of approximately 25,000 acres. No mining operations are active on the ULP lands at this time. DOE is preparing the ULP PEIS to analyze the reasonably foreseeable potential environmental impacts, including the site-specific and cumulative impacts, of the range of selected alternatives for managing the program.

  15. Environmental assessment of remedial action at the Naturita Uranium processing site near Naturita, Colorado. Revision 1

    The proposed remedial action for the Naturita processing site is relocation of the contaminated materials and debris to the Dry Flats disposal site, 6 road miles (mi) [ 1 0 kilometers (km)] to the southeast. At the disposal site, the contaminated materials would be stabilized and covered with layers of earth and rock. The proposed disposal site is on land administered by the Bureau of Land Management (BLM) and used primarily for livestock grazing. The final disposal site would cover approximately 57 ac (23 ha), which would be permanently transferred from the BLM to the DOE and restricted from future uses. The remedial action activities would be conducted by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. The remedial action would result in the loss of approximately 164 ac (66 ha) of soils, but 132 ac (53 ha) of these soils are contaminated and cannot be used for other purposes. Another 154 ac (62 ha) of soils would be temporarily disturbed. Approximately 57 ac (23 ha) of open range land would be permanently removed from livestock grazing and wildlife use. The removal of the contaminated materials would affect the 1 00-year floodplain of the San Miguel River and would result in the loss of riparian habitat along the river. The southwestern willow flycatcher, a Federal candidate species, may be affected by the remedial action, and the use of water from the San Miguel River ``may affect`` the Colorado squawfish, humpback chub, bonytail chub, and razorback sucker. Traffic levels on State Highways 90 and 141 would be increased during the remedial action, as would the noise levels along these transportation routes. Measures for mitigating the adverse environmental impacts of the proposed remedial action are discussed in Section 6.0 of this environmental assessment (EA).

    Many user fa­cil­i­ties such as syn­chrotron ra­di­a­tion light sources and free elec­tron lasers re­quire ac­cel­er­at­ing struc­tures that sup­port elec­tric fields of 10-100 MV/m, es­pe­cial­ly at the start of the ac­cel­er­a­tor chain where ce­ram­ic in­su­la­tors are used for very high gra­di­ent DC guns. These in­su­la­tors are dif­fi­cult to man­u­fac­ture, re­quire long com­mis­sion­ing times, and often ex­hib­it poor re­li­a­bil­i­ty. Two tech­ni­cal ap­proach­es to solv­ing this prob­lem will be in­ves­ti­gat­ed. First­ly, in­vert­ed ce­ram­ics offer so­lu­tions for re­duced gra­di­ents be­tween the elec­trodes and ground. An in­vert­ed de­sign will be pre­sent­ed for 350 kV, with max­i­mum gra­di­ents in the range of 5-10 MV/m. Sec­ond­ly, novel ce­ram­ic man­u­fac­tur­ing pro­cess­es will be stud­ied, in order to pro­tect triple junc­tion lo­ca­tions from emis­sion, by ap­ply­ing a coat­ing with a bulk re­sis­tiv­i­ty. The pro­cess­es for cre­at­ing this coat­ing will be op­ti­mized to pro­vide pro­tec­tion as well as be used to coat a ce­ram­ic with an ap­pro­pri­ate gra­di­ent in bulk re­sis­tiv­i­ty from the vac­u­um side to the air side of an HV stand­off ce­ram­ic cylin­der. The scaffold also resulted in a reduced voltage hysteresis. The electrode showed a reversible capacity of ~1000 mA h g-1 at 0.2 A g-1 (~0.2 C) for about 20 cycles, and at a current density of 20 A g-1 (~20 C) the deliverable capacity was about 450 mA h g-1. The room temperature voltage hysteresis at 0.1 A g-1 (~0.1 C) was 0.62 V, which is significantly smaller than that normally reported in the literature. And it could be further reduced to 0.42 V when cycling at 45 ºC. Potentiostatic electrochemical impedance spectroscopy (PEIS) studies indicated the small voltage hysteresis may be due to a reduction in the Li2O/Fe interfacial area in the electrode during cycling relative to convention-al conversion systems.

  19. Rechargeable aluminum batteries with conducting polymers as positive electrodes.

    This report is a summary of research results from an Early Career LDRD project con-ducted from January 2012 to December 2013 at Sandia National Laboratories. Demonstrated here is the use of conducting polymers as active materials in the posi-tive electrodes of rechargeable aluminum-based batteries operating at room tempera-ture. The battery chemistry is based on chloroaluminate ionic liquid electrolytes, which allow reversible stripping and plating of aluminum metal at the negative elec-trode. Characterization of electrochemically synthesized polypyrrole films revealed doping of the polymers with chloroaluminate anions, which is a quasi-reversible reac-tion that facilitates battery cycling. Stable galvanostatic cycling of polypyrrole and polythiophene cells was demonstrated, with capacities at near-theoretical levels (30-100 mAh g-1) and coulombic efficiencies approaching 100%. The energy density of a sealed sandwich-type cell with polythiophene at the positive electrode was estimated as 44 Wh kg-1, which is competitive with state-of-the-art battery chemistries for grid-scale energy storage.

    Nanocrystalline copper lms were created by both repetitive high-energy pulsed power, to produce material without internal nanotwins; and pulsed laser deposition, to produce nan- otwins. Samples of these lms were indented at ambient (298K) and cryogenic temperatures by immersion in liquid nitrogen (77K) and helium (4K). The indented samples were sectioned through the indented regions and imaged in a scanning electron microscope. Extensive grain growth was observed in the lms that contained nanotwins and were indented cryogenically. The lms that either lacked twins, or were indented under ambient conditions, were found to exhibit no substantial grain growth by visual inspection. Precession transmission elec- tron microscopy was used to con rm these ndings quantitatively, and show that 3 and 7 boundaries proliferate during grain growth, implying that these interface types play a key role in governing the extensive grain growth observed here. Molecular dynamics sim- ulations of the motion of individual grain boundaries demonstrate that speci c classes of boundaries - notably 3 and 7 - exhibit anti- or a-thermal migration, meaning that their mobilities either increase or do not change signi cantly with decreasing temperature. An in-situ cryogenic indentation capability was developed and implemented in a transmission electron microscope. Preliminary results do not show extensive cryogenic grain growth in indented copper lms. This discrepancy could arise from the signi cant di erences in con g- uration and loading of the specimen between the two approaches, and further research and development of this capability is needed.

    In this paper, alternative system configurations for a novel Ground-Level Integrated Diverse Energy Storage (GLIDES) system, which can store energy via input of electricity and heat and deliver dispatchable electricity, is presented. The proposed system is low-cost and hybridizes compressed air and pumped hydro storage approaches that will allow for the off-peak storage of intermittent renewable energy for use during peak times. This study reveals that implementing direct-contact low grade heat exchange via sprayed falling droplets to cool the gas during charging (compression) and warm the gas during discharging (expansion) can be achieved through a secondary recirculating loop of liquid.more » This study shows that if the recirculating liquid loop is pre-conditioned with waste-heat prior to spraying during gas expansion and considering all the round trip conversion losses from standard 120 V 60 HZ electricity input and output with utilization of low grade heat at 90 C the alternative system design leads to a 16% boost in round trip efficiency of the electricity storage to elec = 82% with an energy density of ED = 3.59 MJ/m3.« less

    The Slick Rock uranium mill tailings sites are located near the small town of Slick Rock, in San Miguel County, Colorado. There are two designated UMTRA sites at Slick Rock, the Union Carbide (UC) site and the North Continent (NC) site. Both sites are adjacent to the Dolores River. The UC site is approximately 1 mile (mi) [2 kilometers (km)] downstream of the NC site. Contaminated materials cover an estimated 55 acres (ac) [22 hectares (ha)] at the UC site and 12 ac (4.9 ha) at the NC site. The sites contain former mill building concrete foundations, tailings piles, demolition debris, and areas contaminated by windblown and waterborne radioactive materials. The total estimated volume of contaminated materials is approximately 620, 000 cubic yards (yd{sup 3}) [470,000 cubic meters (m{sup 3})]. In addition to the contamination at the two processing site areas, four vicinity properties were contaminated. Contamination associated with the UC and NC sites has leached into groundwater.

    Western Area Power Administration (Western) is proposing to construct, operate, and maintain eight microwave repeater stations in southwestern Colorado, southeastern Utah, and northern Arizona, in order to meet the minimum fade criteria established by the Western Systems Coordinating Council (WSCC) for the operation and protection of electric power systems. The proposed microwave facilities would increase the reliability of communication. This environmental assessment (EA) describes the existing environmental conditions and the impacts from construction of the eight microwave communication facilities. The EA was prepared in compliance with the National Environmental Policy Act of 1969, the Council on Environmental Quality Regulations (40 CFR 1500-1508), and the Department of Energy Guidelines (52 FR 47662, December 15, 1987). The proposed project would consist of constructing eight microwave facilities, each of which would include a self-supported lattice tower, an equipment building, a propane tank, distribution lines to provide electric power to the sites, and access roads to the sites. The facilities would be constructed in San Miguel and Montezuma Counties in Colorado, San Juan County, Utah, and Navajo, Apache, Coconino, and Yavapai Counties in Arizona. 20 refs., 2 figs., 2 tabs.

    The San Ignacio (La Tembladera) geothermal site is located on the north side of the Siria Valley, Departamento de Francisco Morazan, near the village of Barrosa. Hot springs are located along a northwest-trending fault scarp at the edge of the valley and along north-trending faults that cross the scarp. The rocks in the area are primarily Paleozoic metamorphic rocks, overlain by patches of Tertiary Padre Miguel Group tuffs and alluvial deposits. Movement probably occurred along several faults during latest Tertiary and possibly early Quaternary times. Four spring areas were mapped. Area 1, the largest, is associated with a sinter mound and consists of 40 spring groups. About half of the springs, aligned along a north-south trend, are boiling. Area 2 is a small sinter mound with several seeps. Area 3 consists of a group of hot and boiling springs aligned along a north-trending fault. The springs rise through fractured schists and a thin cover of alluvium. Area 4 is located at the intersection of several faults and includes one of the largest boiling springs in the area.

    The Uranium Mill Tailings Radiation Control Act of 1978, hereafter referred to as the UMTRCA, authorized the US Department of Energy (DOE) to clean up two uranium mill tailings processing sites near Slick Rock, Colorado, in San Miguel County. The purpose of the cleanup is to reduce the potential health effects associated with the radioactive materials remaining on the processing sites and on vicinity properties (VPs) associated with the sites. The US Environmental Protection Agency (EPA) promulgated standards for the UMTRCA that contained measures to control the contaminated materials and to protect the ground water from further degradation. The sites contain concrete foundations of mill buildings, tailings piles, and areas contaminated by windblown and waterborne radioactive tailings materials. The proposed action is to remediate the UC and NC sites by removing all contaminated materials within the designated site boundaries or otherwise associated with the sites, and relocating them to, and stabilizing them at, a location approximately 5 road mi (8 km) northeast of the processing sites on land administered by the US Bureau of Land Management (BLM). Remediation would be performed by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project.

    The valuation of an electricity storage device is based on the expected future cash flow generated by the device. Two potential sources of income for an electricity storage system are energy arbitrage and participation in the frequency regulation market. Energy arbitrage refers to purchasing (stor- ing) energy when electricity prices are low, and selling (discharging) energy when electricity prices are high. Frequency regulation is an ancillary service geared towards maintaining system frequency, and is typically procured by the independent system operator in some type of market. This paper outlines the calculations required to estimate the maximum potential revenue from participating in these two activities. First, a mathematical model is presented for the state of charge as a function of the storage device parameters and the quantities of electricity purchased/sold as well as the quantities o ered into the regulation market. Using this mathematical model, we present a linear programming optimization approach to calculating the maximum potential revenue from an elec- tricity storage device. The calculation of the maximum potential revenue is critical in developing an upper bound on the value of storage, as a benchmark for evaluating potential trading strate- gies, and a tool for capital nance risk assessment. Then, we use historical California Independent System Operator (CAISO) data from 2010-2011 to evaluate the maximum potential revenue from the Tehachapi wind energy storage project, an American Recovery and Reinvestment Act of 2009 (ARRA) energy storage demonstration project. We investigate the maximum potential revenue from two di erent scenarios: arbitrage only and arbitrage combined with the regulation market. Our analysis shows that participation in the regulation market produces four times the revenue compared to arbitrage in the CAISO market using 2010 and 2011 data.     A new code, the Neoclassical Ion-Electron Solver (NIES), has been written to solve for stationary, axisymmetric distribution functions (f ) in the conventional banana regime for both ions and elec trons using a set of drift-kinetic equations (DKEs) with linearized Fokker-Planck-Landau collision operators. Solvability conditions on the DKEs determine the relevant non-adiabatic pieces of f (called h ). We work in a 4D phase space in which ? defines a flux surface, ? is the poloidal angle, v is the total velocity referenced to the mean flow velocity, and ? is the dimensionless magnetic moment parameter. We expand h in finite elements in both v and ?#21; . The Rosenbluth potentials, ?#8; and ?, which define the integral part of the collision operator, are expanded in Legendre series in cos ? , where #31;? is the pitch angle, Fourier series in cos #18;? , and finite elements in v . At each ? , we solve a block tridiagonal system for hi (independent of fe ), then solve another block tridiagonal system for he (dependent on fi ). We demonstrate that such a formulation can be accurately and efficiently solved. NIES is coupled to the MHD equilibrium code JSOLVER [J. DeLucia, et al., J. Comput. Phys. 37 , pp 183-204 (1980).] allowing us to work with realistic magnetic geometries. The bootstrap current is calculated as a simple moment of the distribution function. Results are benchmarked against the Sauter analytic formulas and can be used as a kinetic closure for an MHD code (e.g., M3D-C1 [S.C. Jardin, et al ., Computational Science & Discovery, 4 (2012).]).

Pursuant to the requirements of the Uranium Mill Tailings Radiation Control Act (UMTRCA) (42 USC {section}7901 et seq.), the proposed remedial action plan (RAP) will satisfy the final US Environmental Protection Agency (EPA) standards in 40 CFR Part 192 (60 FR 2854) for cleanup, stabilization, and control of the residual radioactive material (RRM) (tailings and other contaminated materials) at the disposal site at Burro Canyon. The requirements for control of the RRM (Subpart A) will be satisfied by the construction of an engineered disposal cell. The proposed remedial action will consist of relocating the uranium mill tailings, contaminated vicinity property materials, demolition debris, and windblown/weaterborne materials to a permanent repository at the Burro Canyon disposal site. The site is approximately 5 road mi (8 km) northeast of the mill sites on land recently transferred to the DOE by the Bureau of Land Management.

    The physical properties of marine sediments are influenced by compaction and diagenesis during burial. Changes in mineralogy, chemistry, density, porosity, and microfabric all affect a sediment's acoustic and electrical properties. Sediments from the Japan Trench illustrate the dependence of physical properties on biogenic silica content. Increased opal-A content is correlated with increased porosity and decreased grain density and compressional velocity. Variations with depth in opal-A concentration are therefore reflected in highly variable and, at times, inverse velocity-depth gradients. The diagenetic conversion of opal-A to opal-CT and finally to quartz was investigated at a site in the San Miguel Gap, California. Distinct changes in microfabric, particularly in the porosity distribution, accompany the diagenetic reactions and contribute to a sharp velocity discontinuity at the depth of the opal-A to opal-CT conversion. Evaluation of this reaction at several sites indicates a systematic dependence on temperature and age in clay-rich and moderately siliceous sediments. In ocean margin regions, sediments are buried rapidly, and opal-A may be converted to opal-CT in less than 10 m.y. Temperatures of conversion range from 30{degree} to 50{degree}C. Much longer times (>40 m.y.) are required to complete the conversion in open ocean deposits which are exposed to temperatures less than 15{degree}C. In the absence of silica diagenesis, velocity-depth gradients of most clay-rich and moderately siliceous sediments fall in the narrow range of 0.15 to 0.25 km/s/km which brackets the gradient (0.18 km/s/km) determined for a type pelagic clay section. Relationships such as these can be useful in unraveling the history of a sediment sequence, including the evolution with time of reservoir properties and seismic signatures.

    The Uranium Mill Tailings Radiation Control Act of 1978 (42 USC {section} 7901 et seq.), hereafter referred to as the UMTRCA, authorized the U.S. Department of Energy (DOE) to clean up two uranium mill tailings processing sites near Slick Rock, Colorado, in San Miguel County. The purpose of the cleanup is to reduce the potential health effects associated with the radioactive materials remaining on the sites and on vicinity properties (VPs) associated with the sites. Contaminated materials cover an estimated 55 acres of the Union Carbide (UC) processing site and 12 ac of the North Continent (NC) processing site. The total estimated volume of contaminated materials is approximately 61 8,300 cubic yards. In addition to the contamination in the two processing site areas, four VPs were found to contain contamination. As a result of the tailings being exposed to the environment, contamination associated with the UC and NC sites has leached into shallow ground water. Surface water has not been affected. The closest residence is approximately 0.3 air mi from either site. The proposed action is to remediate the UC and NC sites by removing all contaminated materials within the designated site boundaries or otherwise associated with the sites, and relocating them to, and stabilizing them at, a location approximately 5 road mi (8 km) northeast of the sites on land administered by the Bureau of Land Management (BLM). Remediation would be performed by the DOE`s Uranium Mill Tailings Remedial Action (UMTRA) Project. All solid contaminated materials would be buried under 5 feet (ft) of rock and soil materials. The proposed disposal site area is currently used by ranchers for cattle grazing over a 7-month period. The closest residence to the proposed disposal site is 2 air mi. An estimated 44 ac of land would be permanently transferred from the BLM to the DOE and restricted from future use.
