    The Missouri Agricultural Energy Saving Team-A Revolutionary Opportunity (MAESTRO) program brought together a team of representatives from government, academia, and private industry to enhance the availability of energy efficiency services for small livestock producers in the State of Missouri. The Missouri Department of Agriculture (MDA) managed the project via a subcontract with the University of Missouri (MU), College of Agriculture Food and Natural Resources, MU Extension, the MU College of Human Environmental Sciences, the MU College of Engineering, and the Missouri Agricultural and Small Business Development Authority (MASBDA). MU teamed with EnSave, Inc, a nationally-recognized expert in agricultural energy efficiency to assist with marketing, outreach, provision of farm energy audits and customer service. MU also teamed with independent home contractors to facilitate energy audits of the farm buildings and homes of these livestock producers. The goals of the project were to: (1) improve the environment by reducing fossil fuel emissions and reducing the total energy used on small animal farms; (2) stimulate the economy of local and regional communities by creating or retaining jobs; and (3) improve the profitability of Missouri livestock producers by reducing their energy expenditures. Historically, Missouri scientists/engineers conducted programs on energy use in agriculture, such as in equipment, grain handling and tillage practices. The MAESTRO program was the first to focus strictly on energy efficiency associated with livestock production systems in Missouri and to investigate the applicability and potential of addressing energy efficiency in animal production from a building efficiency perspective. A. Project Objectives The goal of the MAESTRO program was to strengthen the financial viability and environmental soundness of Missouri's small animal farms by helping them implement energy efficient technologies for the production facility, farm buildings

    The objective of the Missouri State Heating Oil and Propane Program was to develop a joint state-level company-specific data collective effort. The State of Missouri provided to the US Department of Energy's Energy Information Administration company specific price and volume information on residential No. 2 heating oil and propane on a semimonthly basis. The energy companies participating under the program were selected at random by the US Department of Energy and provided to the Missouri Department of Natural Resources' Division of Energy prior to the implementation of the program. The specific data collection responsibilities for the Missouri Department of Natural Resources' Division of Energy included: (1) Collection of semimonthly residential heating oil and propane prices, collected on the first and third Monday from August 1991 through August 1992; and, (2) Collection of annual sales volume data for residential propane for the period September 1, 1990 through August 31. 1991. This data was required for the first report only. These data were provided on a company identifiable level to the extent permitted by State law. Information was transmitted to the US Department of Energy's Energy Information Administration through the Petroleum Electronic Data Reporting Option (PEDRO).

    A detailed description is given of the laws and programs of the State of Missouri governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Missouri homeowners. Moving to either the 2009 or 2012 IECC from the 2006 IECC is cost effective over a 30-year life cycle. On average, Missouri homeowners will save $2,229 over 30 years under the 2009 IECC, with savings still higher at $7,826 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceeding cumulative cash outlays) in 1 year for both the 2009 and 2012 IECC. Average annual energy savings are $143 for the 2009 IECC and $507 for the 2012 IECC.

    Establish U.S. energy independence within 15 years -- This is a enormous systems engineering challenge to thoroughly analyze the present mix of power generation, energy consumption in all sectors such as transportation, industrial, commercial and residential, and devise new technologies to assist the process to independence. At this level, all citizens will be affected, requiring not only effective technologies, but superior cost/benefit ratios and effective free market interactions. With U.S. energy independence, world markets will be influenced. It will be necessary to develop or modify new energy sources, possibly including storage, and adjust or modify energy consumption profiles. Figure 1 shows the expected transition from present-day energy consumption based on both domestic and imported energy. During the 15 year period, the U.S. transitions to energy independence, eliminating imports, and perhaps reduces total energy consumption due to increased efficiency. In the future, U.S. energy consumption is able to grow in accordance with national policies and enhanced domestic capabilities. At the present time, the primary energy import is hydrocarbon products -- primarily oil. Of that imported oil, most of it is used for transportation. In order to reduce the need for imported oil, the U.S. will need to revamp its energy supply and energy consumption mixes. This change in business and usage in the U.S. will require enonnous effort on the part of many organizations and individuals. Los Alamos National Laboratory (LANL) will take the technological lead on this grand challenge. Nearly all directorates, technical, planning and policy capabilities will be brought together and focused on this objective. A simplified chart of the interactions within LANL is shown in Figure 3.     The 2009 International Energy Conservation Code (IECC) contains several major improvements in energy efficiency over the 2006 IECC. The notable changes are: (1) Improved duct sealing verified by testing the duct system; (2) Increased duct insulation; (3) Improvement of window U-factors from 0.40 to 0.35; and (4) Efficient lighting requirements. An analysis of these changes resulted in estimated annual energy cost savings of about $145 a year for an average new house. Construction cost increases are estimated at $655. Home owners will experience an annual cost savings of close to $100 a year because reduction to energy bills will more than compensate for increased mortgage payments and other costs.

    The growing interest in US biofuels has been motivated by two primary national policy goals, (1) to reduce carbon emissions and (2) to achieve energy independence. However, the current low cost of fossil fuels is a key barrier to investments in woody biofuel production capacity. The effectiveness of wood derived biofuels must consider not only the feedstock competition with low cost fossil fuels but also the wide range of wood products uses that displace different fossil intensive products. Alternative uses of wood result in substantially different unit processes and carbon impacts over product life cycles. We developed life cycle datamore » for new bioprocessing and feedstock collection models in order to make life cycle comparisons of effectiveness when biofuels displace gasoline and wood products displace fossil intensive building materials. Wood products and biofuels can be joint products from the same forestland. Furthermore, substantial differences in effectiveness measures are revealed as well as difficulties in valuing tradeoffs between carbon mitigation and energy independence.« less

    The authority to regulate public utilities in Missouri is vested in the Public Service Commission. The Commission is composed of five members who are appointed by the governor with the advice and consent of the senate. Commissioners are appointed for a term of six years. Commissioners must be free from any employment or pecuniary interests incompatible with the duties of the Commission. The Commission is charged with the general supervision of public utilities. The Public Service Commission Law passed in 1913, makes no provision for the regulation of public utilities by municipalities. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The U.S. transportation sector is almost totally dependent on liquid hydrocarbon fuels, primarily gasoline and diesel fuel from conventional oil. In 2002, the transportation sector accounted for 69 percent of the U.S. oil use; highway vehicles accounted for 54 percent of the U.S. oil use. Of the total energy consumed in the U.S., more than 40 percent came from oil. More significantly, more than half of this oil is imported and is projected by the Energy Information Agency (EIA) to increase to 68 percent by 2025 [1]. The supply and price of oil have been dictated by the Organization of Petroleum Exporting Countries (OPEC). In 2002, OPEC accounted for 39 percent of world oil production and this is projected by the EIA to increase to 50 percent in 2025. Of the world's oil reserves, about 80 percent is owned by OPEC members. Major oil price shocks have disrupted world energy markets four times in the past 30 years (1973-74, 1979-80, 1990-1991, and 1999- 2000) and with each came either a recession or slowdown in the GDP (Gross Domestic Product) of the United States. In addition, these market upheavals have cost the U.S. approximately $7 trillion (in 1998 dollars) in total economic costs [2]. Finally, it is estimated that military expenditures for defending oil supplies in the Middle East range from $6 billion to $60 billion per year [3] and do not take into account the costs of recent military operations in Iraq (i.e., Operation Iraqi Freedom, 2003). At the outset of his administration in 2001, President George W. Bush established the National Energy Policy Development (NEPD) Group to develop a national energy policy to promote dependable, affordable, and environmentally sound energy for the future in order to avert potential energy crises. In the National Energy Policy report [4], the NEPD Group urges action by the President to meet five specific national goals that America must meet--''modernize conservation, modernize our energy infrastructure, increase energy

    In many ways, the mountain west (Alaska, Arizona, Colorado, Idaho, Montana, New Mexico, Nevada, Utah, Wyoming) is an energy colony for the rest of the United States: it is rich in energy resources that are extracted to fuel economic growth in the wealthier and more populous coastal regions. Federal agencies and global corporations often behave as if the mountain west is a place to be exploited or managed for the benefit of customers and consumers elsewhere. Yet, the area. is not vast empty space with a limitless supply of natural resources, but rather a fast-growing region with a diverse economic base dependent on a limited supply of water. New decision processes and collaborations are slowly changing this situation, but in a piecemeal fashion that places local communities at odds with powerful external interests. Proper planning of major development is needed to insure that the west has a strong economic and cultural future after the fossil energy resources decline, even if that might be a century from now. To encourage the necessary public discussions, this paper identifies key differences between the mountain west and the rest of the United States and suggests some holistic approaches that could improve our future. This paper is designed to provoke thought and discussion; it does not report new analyses on energy resources or usage. It is a summary of a large group effort.

    The Energy Independence and Security Act of 2007 was signed into law on December 19, 2007, and became Public Law 110-140. Provisions in EISA2007 that require funding appropriations to be implemented, whose impact is highly uncertain, or that require further specification by federal agencies or Congress are not included in Annual Energy Outlook 2008 (AEO). For example, the Energy Information Administration (EIA) does not try to anticipate policy responses to the many studies required by EISA2007, nor to predict the impact of research and development (R&D) funding authorizations included in the bill. Moreover, AEO2008 does not include any provision that addresses a level of detail beyond that modeled in the National Energy Modeling System (NEMS), which was used to develop the AEO2008 projections. AEO2008 addresses only those provisions in EISA2007 that establish specific tax credits, incentives, or standards.

    In this study, we present a new decomposition approach for dual-energy computed tomography (DECT) called SIRZ that provides precise and accurate material description, independent of the scanner, over diagnostic energy ranges (30 to 200 keV). System independence is achieved by explicitly including a scanner-specific spectral description in the decomposition method, and a new X-ray-relevant feature space. The feature space consists of electron density, ρe, and a new effective atomic number, Ze, which is based on published X-ray cross sections. Reference materials are used in conjunction with the system spectral response so that additional beam-hardening correction is not necessary. The techniquemore » is tested against other methods on DECT data of known specimens scanned by diverse spectra and systems. Uncertainties in accuracy and precision are less than 3% and 2% respectively for the (ρe, Ze) results compared to prior methods that are inaccurate and imprecise (over 9%).« less

    Argentina has the most-advanced nuclear technology in Latin America, but budget cuts have slowed down some projects. Potential hydroelectric power is sufficient to fill Argentina's electrical needs, but the Yacireta complex, a joint venture with Paraguay, will be completed almost two years behind schedule. There is plenty of coal in Argentina, but it needs to import coal and coke to produce cast iron and steel. Geothermal and wind energy represent viable alternatives, but more funds and research are needed to exploit their potential. Argentina is on the road to energy independence, but with a new constitutional government possible in 1984, a shift in national energy policy is also possible. Any resultant increase in petroleum consumption to fuel rapid industrial development and stimulate employment could turn Argentina back into an oil-importing Third World nation. The Energy Detente fuel price/tax series and the principal industrial-fuel prices for December 1982 are included for the countries of the Western Hemisphere.

    Baryon acoustic oscillations (BAOs) allow us to determine the expansion history of the universe, thereby shedding light on the nature of dark energy. Recent observations of BAOs in the Sloan Digital Sky Survey (SDSS) DR9 and DR11 have provided us with statistically independent measurements of H(z) at redshifts of 0.57 and 2.34, respectively. We show that these measurements can be used to test the cosmological constant hypothesis in a model-independent manner by means of an improved version of the Om diagnostic. Our results indicate that the SDSS DR11 measurement of H(z) = 222 ± 7 km s{sup –1} Mpc{sup –1} at z = 2.34, when taken in tandem with measurements of H(z) at lower redshifts, imply considerable tension with the standard ΛCDM model. Our estimation of the new diagnostic Omh {sup 2} from SDSS DR9 and DR11 data, namely, Omh {sup 2} ≈ 0.122 ± 0.01, which is equivalent to Ω{sub 0m} h {sup 2} for the spatially flat ΛCDM model, is in tension with the value Ω{sub 0m} h {sup 2} = 0.1426 ± 0.0025 determined for ΛCDM from Planck+WP. This tension is alleviated in models in which the cosmological constant was dynamically screened (compensated) in the past. Such evolving dark energy models display a pole in the effective equation of state of dark energy at high redshifts, which emerges as a smoking gun test for these theories.

EH-24 accomplishes its mission by conducting systematic and periodic evaluations of the Department`s environmental programs within line organizations and by using supplemental activities that strengthen self-assessment and oversight functions within program, field, and contractor organizations. The audit evaluated the status of programs to ensure compliance with Federal, state, and local environmental laws and regulations; compliance with DOE Orders, guidance, and directives; and conformance with accepted industry practices and standards of performance. The audit also evaluated the status and adequacy of the management systems developed to address environmental requirements.

    Effects of a rotating magnetic field (RMF) on the electron energy distribution function (EEDF) and on the electron density are investigated with the aim of controlling the radical composition of inductively coupled plasmas. By adjusting the RMF frequency and generation power, the desired electron density and electron energy shift are obtained. Consequently, the amount and fraction of high-energy electrons, which are mostly responsible for direct dissociation processes of raw molecules, will be controlled externally. This controllability, with no electrode exposed to plasma, will enable us to control radical components and their flux during plasma processing.

    The Iowa Stored Energy Park was an innovative, 270 Megawatt, $400 million compressed air energy storage (CAES) project proposed for in-service near Des Moines, Iowa, in 2015. After eight years in development the project was terminated because of site geological limitations. However, much was learned in the development process regarding what it takes to do a utility-scale, bulk energy storage facility and coordinate it with regional renewable wind energy resources in an Independent System Operator (ISO) marketplace. Lessons include the costs and long-term economics of a CAES facility compared to conventional natural gas-fired generation alternatives; market, legislative, and contract issues related to enabling energy storage in an ISO market; the importance of due diligence in project management; and community relations and marketing for siting of large energy projects. Although many of the lessons relate to CAES applications in particular, most of the lessons learned are independent of site location or geology, or even the particular energy storage technology involved.

    The importance of reducing U.S. oil dependence may have changed in light of developments in the world oil market over the past two decades. Since 2005, increased domestic production and decreased oil use have cut U.S. import dependence in half. The direct costs of oil dependence to the U.S. economy are estimated under four U.S. Energy Information Administration Scenarios to 2040. The key premises of the analysis are that the primary oil market failure is the use of market power by OPEC and that U.S. economic vulnerability is a result of the quantity of oil consumed, the lack of readily available, economical substitutes and the quantity of oil imported. Monte Carlo simulations of future oil market conditions indicate that the costs of U.S. oil dependence are likely to increase in constant dollars but decrease relative to U.S. gross domestic product unless oil resources are larger than estimated by the U.S. Energy Information Administration. In conclusion, reducing oil dependence therefore remains a valuable goal for U.S. energy policy and an important co-benefit of mitigating greenhouse gas emissions.

    The U.S. Department of Energy Office of Legacy Management (DOE-LM) manages the legacy contamination at the Riverton, WY, Processing Site – a former uranium milling site that operated from 1958 to 1963. The tailings and associated materials were removed in 1988-1989 and contaminants are currently flushing from the groundwater. DOE-LM commissioned an independent technical team to assess the status of the contaminant flushing, identify any issues or opportunities for DOE-LM, and provide key recommendations. The team applied a range of technical frameworks – spatial, temporal, hydrological and geochemical – in performing the evaluation. In each topic area, an in depth evaluation was performed using DOE-LM site data (e.g., chemical measurements in groundwater, surface water and soil, water levels, and historical records) along with information collected during the December 2013 site visit (e.g., plant type survey, geomorphology, and minerals that were observed, collected and evaluated).

    The Missouri Soybean Association (MSA) and the National Biodiesel Board (NBB) partnered together to implement the MSA Biodiesel Demonstration project under a United States Department of Energy (DOE) grant. The goal of this project was to provide decision makers and fleet managers with information that could lead to the increased use of domestically produced renewable fuels and could reduce the harmful impacts of school bus diesel exhaust on children. This project was initiated in September 2004 and completed in April 2011. The project carried out a broad range of activities organized under four areas: 1. Petroleum and related industry education program for fuel suppliers; 2. Fleet evaluation program using B20 with a Missouri school district; 3. Outreach and awareness campaign for school district fleet managers; and 4. Support of ongoing B20 Fleet Evaluation Team (FET) data collection efforts with existing school districts. Technical support to the biodiesel industry was also provided through NBB’s Troubleshooting Hotline. The hotline program was established in 2008 to troubleshoot fuel quality issues and help facilitate smooth implementation of the RFS and is described in greater detail under Milestone A.1 - Promote Instruction and Guidance on Best Practices. As a result of this project’s efforts, MSA and NBB were able to successfully reach out to and support a broad spectrum of biodiesel users in Missouri and New England. The MSA Biodiesel Demonstration was funded through a FY2004 Renewable Energy Resources Congressional earmark. The initial focus of this project was to test and evaluate biodiesel blends coupled with diesel oxidation catalysts as an emissions reduction technology for school bus fleets in the United States.     This report is a preliminary overview of oil-shale potential in Missouri. Two types of oil shales occur in Missouri: (1) the platform marine type, represented by the Devonian Chattanooga Shale, and (2) black shales in Pennsylvanian cyclothems, many of which overlie currently mined coal beds. The Chattanooga Shale contains black, fissile, carbonaceous shales and reaches a thickness of around 70 ft in southwestern Missouri. Oil-yield data from Missouri are not available, but based on yields from other states, the Chattanooga of southwest Missouri is estimated to contain between 2.6 and 15.8 billion barrels of oil. Preliminary estimates of the black, hard, fissile, carbonaceous Pennsylvanian shales indicate they contain between 100 and 200 billion barrels of shale oil. Many of these units directly overlie currently mined coal seams and could be recovered with the coal, but they are now discarded as overburden. These shales also contain significant amounts of phosphates and uranium. Other Paleozoic units with limited oil-shale potential are the Ordovician Decorah and Maquoketa Formations and the Upper Devonian Grassy Creek Shale. Ambitious research programs are needed to evaluate Missouri oil-shale resources. Further investigations should include economic and technological studies and the drilling, mapping, and sampling of potential oil-shale units. Shrinking supplies of crude oil make such studies desirable.

    To address the potential threat that suspect/counterfeit parts could pose to DOE workers and the public, the Office of the Deputy Assistant Secretary for Oversight initiated a number of activities beginning in mid-1995. Oversight placed increased emphasis on the field`s quality assurance-suspect/counterfeit parts programs during safety management evaluations, in keeping with the Office of Environment, Safety and Health (EH) oversight responsibilities, which include oversight of the Department`s quality assurance (QA) programs. In addition, Oversight reviewed relevant policy documents and occurrence reports to determine the nature and magnitude of the problem within the Department. The results of that review, contained in an Office of Oversight report, Independent Oversight Analysis of Suspect/Counterfeit Parts Within the Department of Energy (November 1995), indicate a lack of consistency and comprehensiveness in the Department`s QA-suspect/counterfeit parts program. A detailed analysis of the causes and impacts of the problem was recommended. In response, this review was initiated to determine the effectiveness of the Department`s QA program for suspect/counterfeit parts. This study goes beyond merely assessing and reporting the status of the program, however. It is the authors intention to highlight the complex issues associated with suspect/counterfeit parts in the Department today and to present approaches that DOE managers might consider to address these issues.

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

With the financial support of the Department of Energy, the Economics and Management of Agrobiotechnology Center at the University of Missouri-Columbia has launched a pilot graduate education program that seeks to fill the gap. Within this context, a multi-disciplinary research and teaching program has been structured with an emphasis on new product and innovation economics and management. More specifically, this pilot graduate education program has the following major objectives: (1) To provide students with a strong background in innovation economics, management, and strategy. (2) To diversify the students academic background with coursework in science and technology. (3) To familiarize the student with biobased policy initiatives through interaction with state and national level organizations and policymakers.     ORAU conducted confirmatory surveys of the Hematite site during the period of June 12 through June 13, 2012. The survey activities included in-process inspections, document review, walkover surveys, sampling activities, and laboratory analysis of split samples. WEC was forthcoming with information relating to practices, procedures, and surface scan results. Scans performed by the WEC technician were extremely thorough and methodical. The WEC and ORAU technicians identified the same areas of elevated activity with comparable detector responses. WEC sampling of re-use soils, waste soils, sediments, and groundwater were conducted under ORAU observation. The sampling efforts observed by ORAU were performed in accordance with site-specific procedures and in a manner sufficient to provide quality supporting data. Three observations were made during groundwater sampling activities. First, the water level indicator was re-used without submitting rinse blank. Second, bubbles created during tubing extraction could indicate the presence of volatilized organic compounds. Third, samplers did not use a photo ionization detector prior to sample collection to indicate the presence of volatile organic vapors. Results of split samples indicated a high level of comparability between the WEC and ORAU/ORISE radiological laboratories. Analytical practices and procedures appear to be sufficient in providing quality radiochemical data. All concentrations from the Soil Re-Use Area and sediment samples are below Uniform radionuclide-specific derived concentration guideline level (DCGL{sub W}) limits; thus, comparisons to the less conservative stratified geometry were not required. Results were compared to individual DCGLs and using the sum of fractions approach. Both composite soil samples collected from the Waste Handling Area (Bins 1 and 4) were well below the prescribed USEI waste acceptance criteria.

    The F{sub N} basis function expansion solution to the Boltzmann transport equation in Cartesian geometry is summarized and evaluated for several heterogeneous slabs of interest. The resultant scalar and angular fluxes and the critical slab thickness (when applicable) compare to the Monte Carlo transport evaluations by MCNP. A correspondence between the one-group macroscopic cross section used in the FN code is made to energy independent synthetic MCNP microscopic cross sections. The FN method produces comparable results to MCNP, requires fewer computer resources, but is limited to specific problem types.

    Information is provided on the solar heating and hot water system installed at the William Tao and Associates, Inc., office building in St. Louis, Missouri. The information consists of description, photos, maintenance and construction problems, final drawing, system requirements and manufacturer's component data. The solar system was designed to provide 50% of the hot water requirements and 45% of the space heating needs for a 900 square foot office space and drafting room. The solar facility has 252 square foot of glass tube concentrator collectors and a 1000 gallon steel storage tank buried below a concrete slab floor. Freeze protection is provided by a propylene glycol/water mixture in the collector loop. The collectors are roof mounted on a variable tilt array which is adjusted seasonally and is connected to the solar thermal storage tank by a tube-in-shell heat exchanger. Incoming city water is preheated through the solar energy thermal storage tank.

    A set of seven InAs/InAsSb type-II superlattices (T2SLs) were designed to have speci c bandgap energies between 290 meV (4.3 m) and 135 meV (9.2 m) in order to study the e ects of the T2SL bandgap energy on the minority carrier lifetime. A temperature dependent optical pump-probe technique is used to measure the carrier lifetimes, and the e ect of a mid-gap defect level on the carrier recombination dynamics is reported. The Shockley-Read-Hall (SRH) defect state is found to be at energy of approximately -250 12 meV relative to the valence band edge of bulk GaSb for the entiremore » set of T2SL structures, even though the T2SL valence band edge shifts by 155 meV on the same scale. These results indicate that the SRH defect state in InAs/InAsSb T2SLs is singular and is nearly independent of the exact position of the T2SL bandgap or band edge energies. They also suggest the possibility of engineering the T2SL structure such that the SRH state is removed completely from the bandgap, a result that should signi cantly increase the minority carrier lifetime.« less

    We report here the discovery by the Intermediate Palomar Transient Factory (iPTF) of iPTF14yb, a luminous (Msub>r ≈ ₋27.8 mag), cosmological (redshift 1.9733), rapidly fading optical transient. We demonstrate, based on probabilistic arguments and a comparison with the broader population, that iPTF14yb is the optical afterglow of the long-duration gamma-ray burst GRB140226A. This marks the rst unambiguous discovery of a GRB afterglow prior to (and thus entirely independent of) an associated high-energy trigger. We estimate the rate of iPTF14yb-like sources (i.e., cosmologically dis- tant relativistic explosions) based on iPTF observations, inferring an all-sky value ofmore » $$R_{rel}$$ = 610yr-1 (68% con dence interval of 110{2000 yr-1). Our derived rate is consistent (within the large uncer- tainty) with the all-sky rate of on-axis GRBs derived by the Swift satellite. Finally, we brie y discuss the implications of the nondetection to date of bona de \\orphan" afterglows (i.e., those lacking de- tectable high-energy emission) on GRB beaming and the degree of baryon loading in these relativistic jets.« less

    This document is the final report of the solar energy system located at the Visitors' Center on the Stephens College Campus, Columbia, Missouri. The system is installed in a four-story, 15,000 square foot building designed to include the college's Admission Office, nine guest rooms for overnight lodging for official guests of the college, a two-story art gallery, and a Faculty Lounge. The solar energy system is an integral design of the building and utilizes 176 Honeywell/Lennox hydronic flat-plate collectors which use a 50% water-ethylene glycol solution and water-to-water heat exchanger. Solar heated water is stored in a 5000 gallon water storage tank located in the basement equipment room. A natural gas fired hot water boiler supplies hot water when the solar energy heat supply fails to meet the demand. The designed solar contribution is 71% of the heating load. The demonstration period for this project ends June 30, 1984.

    This report describes the environmental surveillance program at the Hazelwood Interim storage Site (HISS) and surrounding area, provides the results for 1992, and discusses applicable environmental standards and requirements with which the results were compared. HISS is located in eastern Missouri in the City of Hazelwood (St. Louis County) and occupies approximately 2.2 ha (5.5 acres). Environmental monitoring of HISS began in 1984 when the site was assigned to the US Department of Energy (DOE) as part of the decontamination research and development project authorized by Congress under the 1984 Energy and Water Development Appropriations Act. DOE placed responsibility for HISS under the Formerly Utilized Sites Remedial Action Program (FUSRAP), which was established to identify and decontaminate or otherwise control sites where residual radioactive materials remain from the early years of the nation`s atomic energy program or from commercial operations causing conditions that Congress has authorized DOE to remedy. In 1992 there were no environmental occurrences or unplanned contaminant releases as defined in DOE requirements and in the Superfund Amendment and Reauthorization Act (SARA) Title III of CERCLA.

Additionally, several nonradiological parameters are measured in groundwater. To assess the potential effect of SLAPS on public health, the potential radiation dose was estimated for a hypothetical maximally exposed individual.     The Hazelwood Interim Storage Site (HISS) is located at 9200 Latty Avenue, Hazelwood, Missouri. The property on which the HISS is situated is owned by the Jarboe Realty and Investment Company and is leased to Futura Coatings, Inc. Radiological surveys in 1977 and 1982 indicated uranium and thorium contamination and elevated radiation levels in the soil on this property and several others in the immediate vicinity. As part of the research and development program authorized by Congress under the 1984 Energy and Water Appropriations Act, Bechtel National, Inc. (BNI) is conducting remedial action on-site and at the vicinity properties. The work is being performed as part of the US Department of Energy (DOE) Formerly Utilized Sites Remedial Action Program (FUSRAP). Jarboe Realty and Investment Company has agreed to permit DOE to store contaminated material from the FY 1984 and 1985 Latty Avenue cleanup on its property. The contaminated material will be added to the existing pile created during the earlier site cleanup. The pile will then be covered to prevent erosion or migration of contamination. The property will be maintained as the HISS by DOE until final disposition for these materials is determined. BNI is conducting a surveillance monitoring program at the HISS during the interim storage period to detect potential migration of contaminants from the storage pile via air, water, and sediment.     The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2. The activities addressed in this environmental evaluation/cost analysis (EE/CA) report are being proposed as interim components of a comprehensive cleanup strategy for the St. Louis Site. As part of the Department's Formerly Utilized Sites Remedial Action Program (FUSRAP), DOE is proposing to conduct limited decontamination in support of proprietor-initiated activities at the SLDS, commonly referred to as the Mallinckrodt Chemical Works. The primary goal of FUSRAP activity at the SLDS is to eliminate potential environmental hazards associated with residual contamination resulting from the site's use for government-funded uranium processing activities. 17 refs., 3 figs., 5 tabs.

    The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).
