    The Mississippi Consortium for the Utilization of Biomass was formed via funding from the US Department of Energy's EPSCoR Program, which is administered by the Office of Basic Science. Funding was approved in July of 1999 and received by participating Mississippi institutions by 2000. The project was funded via two 3-year phases of operation (the second phase was awarded based on the high merits observed from the first 3-year phase), with funding ending in 2007. The mission of the Consortium was to promote the utilization of biomass, both cultured and waste derived, for the production of commodity and specialty chemicals. These scientific efforts, although generally basic in nature, are key to the development of future industries within the Southeastern United States. In this proposal, the majority of the efforts performed under the DOE EPSCoR funding were focused primarily toward the production of ethanol from lignocellulosic feedstocks and biogas from waste products. However, some of the individual projects within this program investigated the production of other products from biomass feeds (i.e. acetic acid and biogas) along with materials to facilitate the more efficient production of chemicals from biomass. Mississippi is a leading state in terms of raw biomass production. Its top industries are timber, poultry production, and row crop agriculture. However, for all of its vast amounts of biomass produced on an annual basis, only a small percentage of the biomass is actually industrially produced into products, with the bulk of the biomass being wasted. This situation is actually quite representative of many Southeastern US states. The research and development efforts performed attempted to further develop promising chemical production techniques that use Mississippi biomass feedstocks.     The authority to regulate public utilities in Mississippi is vested generally in the Public Service Commission, composed of three members elected for four year terms from separate districts of the state. Within the purview of its powers, the authority of the Commission supersedes that of local governments. It is empowered to amend municipal franchises that contain provisions conflicting with its exclusive jurisdiction over the rates and standards of service of public utilities. Local governments play a role in regulating public utilities only through the exercise of their zoning and franchising powers. They may also operate their own utilities which are totally exempt from Commission control, unless they provide services more than one mile beyond their corporate boundaries. Other than a procedure in which certain provisions in municipal franchises may be subject to modification by the Commission, there is no process by which the decisions of local government respecting utilities are reviewed by the Commission. Public utility regulatory statutes, energy facility siting programs, and municipal franchising authority are examined to identify how they may impact on the ability of an organization, whether or not it be a regulated utility, to construct and operate an ICES.

    The Mississippi CCS Project is a proposed large-scale industrial carbon capture and sequestration (CCS) project which would have demonstrated advanced technologies to capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically, the Mississippi CCS Project was to accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petcoke to Substitute Natural Gas (SNG) plant that is selected for a Federal Loan Guarantee and would be the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Mississippi CCS Project was to promote the expansion of enhanced oil recovery (EOR) in the Mississippi, Alabama and Louisiana region which would supply greater energy security through increased domestic energy production. The capture, compression, pipeline, injection, and monitoring infrastructure would have continued to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project were expected to be fulfilled through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations. Phase 1 included the studies that establish the engineering design basis for the capture, compression and transportation of CO{sub 2} from the MG SNG Project, and the criteria and specifications for a monitoring, verification and accounting (MVA) plan at the Soso oil field in Mississippi. The overall objective of Phase 2, was to execute design, construction and operations of three capital projects: the CO{sub 2} capture and compression equipment, the Mississippi CO{sub 2} Pipeline to Denbury's Free State Pipeline, and an MVA system at the Soso oil field.

    The AgraPure Mississippi Biomass project was a congressionally directed project, initiated to study the utilization of Mississippi agricultural byproducts and waste products in the production of bio-energy and to determine the feasibility of commercialization of these agricultural byproducts and waste products as feedstocks in the production of energy. The final products from this project were two business plans; one for a Thermal plant, and one for a Biodiesel/Ethanol plant. Agricultural waste fired steam and electrical generating plants and biodiesel plants were deemed the best prospects for developing commercially viable industries. Additionally, oil extraction methods were studied, both traditional and two novel techniques, and incorporated into the development plans. Mississippi produced crop and animal waste biomasses were analyzed for use as raw materials for both industries. The relevant factors, availability, costs, transportation, storage, location, and energetic value criteria were considered. Since feedstock accounts for more than 70 percent of the total cost of producing biodiesel, any local advantages are considered extremely important in developing this particular industry. Biodiesel requires no major modifications to existing diesel engines or supply chain and offers significant environmental benefits.     The Mississippi Band of Choctaw Indians (MBCI) always seeks new opportunities to diversify its economy and create new career opportunities for tribal members, which is the purpose of this feasibility study. The MBCI will study the feasibility of locating a renewable energy installation on tribal lands. The technologies to be utilized in the renewable energy installation will be those that can readily handle poultry litter, either alone or in combination with wood residues. The purpose of the study is to determine whether such an installation can be both economically sustainable and consistent with the cultural, social, and economic goals of the tribe. The feasibility study will result in the development of a thorough business plan that will allow the MBCI to make an informed decision regarding this project.

    The Mississippi Ethanol (ME) Project is a comprehensive effort to develop the conversion of biomass to ethanol utilizing a proprietary gasification reactor technology developed by Mississippi Ethanol, LLC. Tasks were split between operation of a 1/10 scale unit at the Diagnostic Instrumentation and Analysis Laboratory (DIAL) of Mississippi State University (MSU) and the construction, development, and operation of a full scale pilot unit located at the ME facility in Winona, Mississippi. In addition to characterization of the ME reactor gasification system, other areas considered critical to the operational and economic viability of the overall ME concept were evaluated. These areas include syngas cleanup, biological conversion of syngas to alcohol, and effects of gasification scale factors. Characterization of run data from the Pre-Pilot and Pilot Units has allowed development of the factors necessary for scale-up from the small unit to the larger unit. This scale range is approximately a factor of 10. Particulate and tar sampling gave order of magnitude values for preliminary design calculations. In addition, sampling values collected downstream of the ash removal system show significant reductions in observed loadings. These loading values indicate that acceptable particulate and tar loading rates could be attained with standard equipment additions to the existing configurations. Overall operation both the Pre-Pilot and Pilot Units proceeded very well. The Pilot Unit was operated as a system, from wood receiving to gas flaring, several times and these runs were used to address possible production-scale concerns. Among these, a pressure feed system was developed to allow feed of material against gasifier system pressure with little or no purge requirements. Similarly, a water wash system, with continuous ash collection, was developed, installed, and tested.     A method for detection and prognosis of breast cancer and other types of cancer. The method comprises detecting expression, if any, for both an Id-1 and an Id-2 genes, or the ratio thereof, of gene products in samples of breast tissue obtained from a patient. When expressed, Id-1 gene is a prognostic indicator that breast cancer cells are invasive and metastatic, whereas Id-2 gene is a prognostic indicator that breast cancer cells are localized and noninvasive in the breast tissue.

    The Mississippi Band of Choctaw Indians (MBCI) always seeks new opportunities to diversify its economy and create new career opportunities for tribal members, which is the purpose of this feasibility study. The MBCI will study the feasibility of locating a renewable energy installation on tribal lands. The technologies to be utilized in the renewable energy installation will be those that can readily handle poultry litter, either alone or in combination with wood residues. The purpose of the study is to determine whether such an installation can be both economically sustainable and consistent with the cultural, social, and economic goals of the tribe. The feasibility study will result in the development of a thorough business plan that will allow the MBCI to make an informed decision regarding this project.

    Biodiesel is a renewable fuel conventionally generated from vegetable oils and animal fats that conforms to ASTM D6751. Depending on the free fatty acid content of the feedstock, biodiesel is produced via transesterification, esterification, or a combination of these processes. Currently the cost of the feedstock accounts for more than 80% of biodiesel production cost. The main goal of this project was to evaluate and develop non-conventional feedstocks and novel processes for producing biodiesel. One of the most novel and promising feedstocks evaluated involves the use of readily available microorganisms as a lipid source. Municipal wastewater treatment facilities (MWWTF) in the USA produce (dry basis) of microbial sludge annually. This sludge is composed of a variety of organisms, which consume organic matter in wastewater. The content of phospholipids in these cells have been estimated at 24% to 25% of dry mass. Since phospholipids can be transesterified they could serve as a ready source of biodiesel. Examination of the various transesterification methods shows that in situ conversion of lipids to FAMEs provides the highest overall yield of biodiesel. If one assumes a 7.0% overall yield of FAMEs from dry sewage sludge on a weight basis, the cost per gallon of extracted lipid would be $3.11. Since the lipid is converted to FAMEs, also known as biodiesel, in the in Situ extraction process, the product can be used as is for renewable fuel. As transesterification efficiency increases the cost per gallon drops quickly, hitting $2.01 at 15.0% overall yield. An overall yield of 10.0% is required to obtain biodiesel at $2.50 per gallon, allowing it to compete with soybean oil in the marketplace. Twelve plant species with potential for oil production were tested at Mississippi State, MS. Of the species tested, canola, rapeseed and birdseed rape appear to have potential in Mississippi as winter annual crops because of yield. Two perennial crops were investigated, Chinese

    The petroleum refining industry has been performing hazard analyses in process units to some extent since at least 1988 and in earnest since 1990, when the American Petroleum Institute published Recommended Practice No. 750, [open quotes]Process Hazards Management.[close quotes] The Hazard and Operability Study (HAZOPS) is the most widely used of the various analysis techniques available, in part because this highly structured technique is easy to teach and well-suited for continuous process units. The results of HAZOPS fall into two broad categories, tangible and intangible. The tangible results are obvious: worksheets which detail event scenarios for potential process deviations, and action items, or recommendations for changes to process equipment of procedures. In many cases, the action items address issues which have a purely economic impact or which are procedural in nature, involving little or no capital investment. The intangible results or products of a HAZOPS include: the training and knowledge gained by the team participants, and better utilization of limited capital funds resulting from more detailed up-front engineering when a HAZOPS is required prior to funding. An aggressive HAZOPS schedule also aids facilities in planning resources for process safety information updates where the necessary P ID's or PFD's are out-of-date. This paper details the experiences with HAZOPS at Chevron USA Products Company's Pascagoula, Mississippi Refinery. The manner in which HAZOPS are performed, the types of results obtained, and the benefits of the HAZOPS program are discussed. 8 refs., 1 fig., 1 tab.

    In February 1983, the US Department of Energy (DOE) identified the Richton Dome site in Mississippi as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Richton Dome site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. The site is in the Gulf interior region, which is one of five distinct geohydrologic settings considered for the first repository. This setting contains two other potentially acceptable sites--the Cypress Creek Dome site in Mississippi and the Vacherie Dome site in Louisiana. Although the Cypress Creek Dome and the Vacherie Dome sites are suitable for site characterization, the DOE has concluded that the Richton Dome site is the preferred site in the Gulf interior region. On the basis of the evaluations reported in this EA, the DOE has found that the Richton Dome site is not disqualified under the guidelines.

    efficiently engineer high-fidelity and high throughput separation systems for biomass components. INL and Iowa State University developed a computational modeling strategy for simulating multi-phase flow with an integrated solver using various computational fluid dynamics (CFD) codes. ISU set up a classic multi-phase test problem to be solved by the various CFD codes. The benchmark case was based on experimental data for bubble gas holdup and bed expansion for a gas/solid fluidized bed. Preliminary fluidization experiments identified some unexpected fluidization behavior, where rather than the bed uniformly fluidizing, a “blow out” would occur where a hole would open up in the bed through which the air would preferentially flow, resulting in erratic fluidization. To improve understanding of this phenomena and aid in building a design tool, improved computational tools were developed. The virtual engineering techniques developed were tested and utilized to design a separation baffle in a CNH combine. A computational engineering approach involving modeling, analysis, and simulation was used in the form of virtual engineering to design a baffle separator capable of accomplishing the high-fidelity residue separation established by the performance targets. Through the use of the virtual engineering model, baffle designs were simulated to (1) determine the effect of the baffle on the airflow of the combine cleaning system, and (2) predict the effectiveness of the baffle in separating the residue streams. A baffle design was selected based on the virtual engineering modeling, built into the INL selective harvest test combine. The result of the baffle changes improved the crop separation capability of the combine, enabling downstream improvement in composition and theoretical ethanol yield. In addition, the positive results from the application of the virtual engineering tools to the CNH combine design resulted in further application of these tools to other INL areas of research

    A low-cost, moderate-removal efficiency, flue gas desulfurization (FGD) technology was selected by the US Department of Energy for pilot demonstration in its Acid Rain Precursor Control Technology Initiative. The process, identified as In-Duct Scrubbing (IDS), applies rotary atomizer techniques developed for lime-based spray dryer FGD while utilizing existing flue gas ductwork and particulate collectors. IDS technology is anticipated to result in a dry desulfurization process with a moderate removal efficiency (50% or greater) for high-sulfur coal-fired boilers. The critical elements for successful application are: (1) adequate mixing of sorbent droplets with flue gas for efficient reaction contact, (2) sufficient residence time to produce a non-wetting product, and (3) appropriate ductwork cross-sectional area to prevent deposition of wet reaction products before particle drying is comple. The ductwork in many older plants, previously modified to meet 1970 Clean Air Act requirements for particulate control, usually meet these criteria. A 12 MW-scale IDS pilot plant was constructed at the Muskingum River Plant of the American Electric Power System. The pilot plant, which operates from a slipstrem attached to the air-preheater outlet duct from the Unit 5 boiler at the Muskingum River Plant (which burns about 4% sulfur coal), is equipped with three atomizer stations to test the IDS concept in vertical and horizontal configurations. In addition, the pilot plant is equipped to test the effect of injecting IDS off- product upstream of the atomizer, on SO{sub 2}and NO{sub x} removals.

    The DOE complex currently has 332 underground storage tanks (USTs) that have been used to process and store radioactive and chemical mixed waste generated from weapon materials production. Very little of the over 100 million gallons of high-level and low-level radioactive liquid waste has been treated and disposed of in final form. Two waste storage tank design types are prevalent across the DOE complex: single-shell wall and double-shell wall designs. They are made of stainless steel, concrete, and concrete with carbon steel liners, and their capacities vary from 5000 gallons (19 m{sup 3}) to 10{sup 6} gallons (3785 m{sup 3}). The tanks have an overburden layer of soil ranging from a few feet to tens of feet. Responding to the need for remediation of tank waste, driven by Federal Facility Compliance Agreements (FFCAs) at all participating sites, the Underground Storage Tank Integrated Demonstration (UST-ID) Program was created by the US DOE Office of Technology Development in February 1991. Its mission is to focus the development, testing, and evaluation of remediation technologies within a system architecture to characterize, retrieve, treat to concentrate, and dispose of radioactive waste stored in USTs at DOE facilities. The ultimate goal is to provide safe and cost-effective solutions that are acceptable to the public and the regulators. The UST-ID has focused on five DOE locations: the Hanford Site, which is the host site, in Richland, Washington; the Fernald Site in Fernald, Ohio; the Idaho National Engineering Laboratory near Idaho Falls, Idaho; the Oak Ridge Reservation in Oak Ridge, Tennessee, and the Savannah River Site in Savannah River, South Carolina.

    Current Intrusion Detection System (IDS) technology is not suited to be widely deployed inside a Supervisory, Control and Data Acquisition (SCADA) environment. Anomaly- and signature-based IDS technologies have developed methods to cover information technology-based networks activity and protocols effectively. However, these IDS technologies do not include the fine protocol granularity required to ensure network security inside an environment with weak protocols lacking authentication and encryption. By implementing a more specific and more intelligent packet inspection mechanism, tailored traffic flow analysis, and unique packet tampering detection, IDS technology developed specifically for SCADA environments can be deployed with confidence in detecting malicious activity.

    Between 2008 and 2014, the U.S. Department of Energy funded the MSU Micro-CHP and Bio-Fuel Center located at Mississippi State University. The overall objective of this project was to enable micro-CHP (micro-combined heat and power) utilization, to facilitate and promote the use of CHP systems and to educate architects, engineers, and agricultural producers and scientists on the benefits of CHP systems. Therefore, the work of the Center focused on the three areas: CHP system modeling and optimization, outreach, and research. In general, the results obtained from this project demonstrated that CHP systems are attractive because they can provide energy, environmental, and economic benefits. Some of these benefits include the potential to reduce operational cost, carbon dioxide emissions, primary energy consumption, and power reliability during electric grid disruptions. The knowledge disseminated in numerous journal and conference papers from the outcomes of this project is beneficial to engineers, architects, agricultural producers, scientists and the public in general who are interested in CHP technology and applications. In addition, more than 48 graduate students and 23 undergraduate students, benefited from the training and research performed in the MSU Micro-CHP and Bio-Fuel Center.

  14. Feasibility study of fuel grade ethanol plant for Alcohol Fuels of Mississippi, Inc. , Vicksburg, Mississippi

    The results are presented of a feasibility study performed to determine the technical and economic viability of constructing an alcohol plant utilizing the N.Y.U. continuous acid hydrolysis process to convert wood wastes to fuel grade alcohol. The following is a summary of the results: (1) The proposed site in the Vicksburg Industrial Foundation Corporation Industrial Park is adequate from all standpoints, for all plant capacities envisioned. (2) Local hardwood sawmills can provide adequate feedstock for the facility. The price per dry ton varies between $5 and $15. (3) Sale of fuel ethanol would be made primarily through local distributors and an adequate market exists for the plant output. (4) With minor modifications to the preparation facilities, other waste cellulose materials can also be utilized. (5) There are no anticipated major environmental, health, safety or socioeconomic risks related to the construction and operation of the proposed facility. (6) The discounted cash flow and rate of return analysis indicated that the smallest capacity unit which should be built is the 16 million gallon per year plant, utilizing cogeneration. This facility has a 3.24 year payback. (7) The 25 million gallon per year plant utilizing cogeneration is an extremely attractive venture, with a zero interest break-even point of 1.87 years, and with a discounted rate of return of 73.6%. (8) While the smaller plant capacities are unattractive from a budgetary viewpoint, a prudent policy would dictate that a one million gallon per year plant be built first, as a demonstration facility. This volume contains process flowsheets and maps of the proposed site.

    The Mississippi State Briefing Book is one of a series of state briefing books on low-level radioactive waste management practices. It has been prepared to assist state an federal agency officials in planning for safe low-level radioactive waste disposal. The report contains a profile of low-level radioactive waste generators in Mississippi. The profile is the result of a survey of NRC licensees in Mississippi. The briefing book also contains a comprehensive assessment of low-level radioactive waste management issues and concerns as defined by all major interested parties including industry, government, the media, and interest groups. The assessment was developed through personal communications with representatives of interested parties, and through a review of media sources. Lastly, the briefing book provides demographic and socioeconomic data and a discussion of relevant government agencies and activities, all of which may impact waste management practices in Mississippi.
