    The information in this Final Environmental Statement is the second assessment of the environmental impacts associated with the construction and operation of the Grand Gulf Nuclear Station, Units 1 and 2, located on the Mississippi River in Claiborne County, Mississippi. The Draft Environmental Statement was issued in May 1981. The first assessment was the Final Environmental Statement related to construction, which was issued in August 1973 prior to issuance of the Grand Gulf Nuclear Station construction permits. In September 1981 Grand Gulf Unit 1 was 92% complete and Unit 2 was 22% complete. Fuel loading for Unit 1 is scheduled for December 1981. The present assessment is the result of the NRC staff review of the activities associated with the proposed operation of the Station, and includes the staff responses to comments on the Draft Environmental Statement.

This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    Between 2008 and 2014, the U.S. Department of Energy funded the MSU Micro-CHP and Bio-Fuel Center located at Mississippi State University. The overall objective of this project was to enable micro-CHP (micro-combined heat and power) utilization, to facilitate and promote the use of CHP systems and to educate architects, engineers, and agricultural producers and scientists on the benefits of CHP systems. Therefore, the work of the Center focused on the three areas: CHP system modeling and optimization, outreach, and research. In general, the results obtained from this project demonstrated that CHP systems are attractive because they can provide energy, environmental, and economic benefits. Some of these benefits include the potential to reduce operational cost, carbon dioxide emissions, primary energy consumption, and power reliability during electric grid disruptions. The knowledge disseminated in numerous journal and conference papers from the outcomes of this project is beneficial to engineers, architects, agricultural producers, scientists and the public in general who are interested in CHP technology and applications. In addition, more than 48 graduate students and 23 undergraduate students, benefited from the training and research performed in the MSU Micro-CHP and Bio-Fuel Center.

    Over the last ten years, Tampa Electric Company (TEC) has taken the Polk Power Station from a concept to a reality. The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility throughout 1997. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    This report includes a Benefit-Cost Study for Distribution Automation (DA) at Georgia Power Company, an Evaluation of two communication systems for Distribution Automation, and Development and Evaluation of a standards-based interface between an AM/FM system and SCADA. The Benefit-Cost Study addresses the functional requirements and performance of the major Distribution Automation functions under GPC`s conditions. Five implementation scenarios for Distribution Automation are analyzed. The performance of the DA functions is simulated for four prototype GPC substations in the Carrollton and Tucker areas. The results of the simulation are extrapolated for the entire GPC distribution system. A number of reliability related functions along with real-time modeling and volt/var control functions are recommended for implementation at GPC. GPC has installed two pilot communication systems for Distribution Automation. Both pilot systems use proprietary radio technologies for communications with pole-top power system devices and customer meters. One of these systems, in the Carrollton area, uses a Metricom{trademark} UtiliNet{trademark} radio system, and the other, in the Tucker area, uses a CellNet{trademark} Data Systems, Inc. CellNet radio system. The performance of these two systems is described and evaluated in the project. The advantages and disadvantages of the communication systems for the recommended distribution automation system at GPC are analyzed. A transfer format from a mapping and facilities database to a SCADA database for the Georgia Power Company was developed and tested for the project. The mapping and facilities database is implemented as an Oracle database in the ARC/Info AM/FM/GIS application by ESRI, and the SCADA database is implemented on the OASyS 5.0 SCADA platform provided by Valmet Automation. The National Transfer Format (NTF) is the vehicle for the transfer of data from the GIS to the SCADA system.

    The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round II award. The Polk Power Station uses oxygen-blown, entrained-flow IGCC technology licensed from Texaco Development Corporation to demonstrate significant reductions of SO{sub 2} and NO{sub x} emissions when compared to existing and future conventional coal-fired power plants. In addition, this project demonstrates the technical feasibility of commercial scale IGCC and Hot Gas Clean Up (HGCU) technology. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation. Finally, the future plans for improving the reliability and efficiency of the Unit in the first quarter of 1997 and beyond, as well as plans for future alternate fuel test burns, are detailed. The presentation features an up-to-the-minute update on actual performance parameters achieved by the Polk Power Station. These parameters include overall Unit capacity, heat rate, and availability. In addition, the current status of the start-up activities for the HGCU portion of the plant is discussed.

    Initially, most micro-CHP systems will likely be designed as constant-power output or base-load systems. This implies that at some point the power requirement will not be met, or that the requirement will be exceeded. Realistically, both cases will occur within a 24-hour period. For example, in the United States, the base electrical load for the average home is approximately 2 kW while the peak electrical demand is slightly over 4 kW. If a 3 kWe micro- CHP system were installed in this situation, part of the time more energy will be provided than could be used and for a portion of the time more energy will be required than could be provided. Jalalzadeh-Azar [6] investigated this situation and presented a comparison of electrical- and thermal-load-following CHP systems. In his investigation he included in a parametric analysis addressing the influence of the subsystem efficiencies on the total primary energy consumption as well as an economic analysis of these systems. He found that an increase in the efficiencies of the on-site power generation and electrical equipment reduced the total monthly import of electricity. A methodology for calculating performance characteristics of different micro-CHP system components will be introduced in this article. Thermodynamic cycles are used to model each individual prime mover. The prime movers modeled in this article are a spark-ignition internal combustion engine (Otto cycle) and a diesel engine (Diesel cycle). Calculations for heat exchanger, absorption chiller, and boiler modeling are also presented. The individual component models are then linked together to calculate total system performance values. Performance characteristics that will be observed for each system include maximum fuel flow rate, total monthly fuel consumption, and system energy (electrical, thermal, and total) efficiencies. Also, whether or not both the required electrical and thermal loads can sufficiently be accounted for within the system

Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

Under Executive Order (EO) 10485 of September 3, 1953, as amended by EO 12038 of February 3, 1978, a Presidential Permit is required to construct, connect, operate, or maintain facilities at the U.S. international border for the transmission of electric energy between the United States and a foreign country. DOE has determined that the issuance of a Presidential Permit to TEP for the proposed project would constitute a major Federal action that may have a significant impact on the environment within the meaning of the ''National Environmental Policy Act of 1969'' (NEPA) 42 United States Code (U.S.C.) {section}4321 et seq. For this reason, DOE has prepared this Draft Environmental Impact Statement (EIS) to evaluate potential environmental impacts from the proposed Federal action (granting a Presidential Permit for the proposed transmission facilities) and reasonable alternatives, including the No Action Alternative. This EIS was prepared in accordance with Section 102(2)(c) of NEPA, Council of Environmental Quality (CEQ) regulations (40 Code of Federal Regulations [CFR] 1500-1508), and DOE NEPA Implementing Procedures (10 CFR 1021).     The Mississippi CCS Project is a proposed large-scale industrial carbon capture and sequestration (CCS) project which would have demonstrated advanced technologies to capture and sequester carbon dioxide (CO{sub 2}) emissions from industrial sources into underground formations. Specifically, the Mississippi CCS Project was to accelerate commercialization of large-scale CO{sub 2} storage from industrial sources by leveraging synergy between a proposed petcoke to Substitute Natural Gas (SNG) plant that is selected for a Federal Loan Guarantee and would be the largest integrated anthropogenic CO{sub 2} capture, transport, and monitored sequestration program in the U.S. Gulf Coast Region. The Mississippi CCS Project was to promote the expansion of enhanced oil recovery (EOR) in the Mississippi, Alabama and Louisiana region which would supply greater energy security through increased domestic energy production. The capture, compression, pipeline, injection, and monitoring infrastructure would have continued to sequester CO{sub 2} for many years after the completion of the term of the DOE agreement. The objectives of this project were expected to be fulfilled through two distinct phases. The overall objective of Phase 1 was to develop a fully definitive project basis for a competitive Renewal Application process to proceed into Phase 2 - Design, Construction and Operations.     As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    This Annual Site Environmental Report (ASER) for 2003 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing Rocketdyne’s Santa Susana Field Laboratory (SSFL). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988; all subsequent radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2003 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property (land, structures, waste), and recycling.

    The U.S. Environmental Protection Agency (EPA), in accordance with the RE-Powering America's Land initiative, selected the Kerr McGee site in Columbus, Mississippi, for a feasibility study of renewable energy production. The National Renewable Energy Laboratory (NREL) provided technical assistance for this project. The purpose of this report is to assess the site for a possible photovoltaic (PV) system installation and estimate the cost, performance, and site impacts of different PV options. In addition, the report recommends financing options that could assist in the implementation of a PV system at the site.

    Central Power and Light Company (CPL) intends to upgrade its existing transmission line ties with the Commision Federal de Electricidad (CFE) system in Mexico. CPL currently has a single 69-kilovolt (kV) transmission line in the Brownsville area which connects CPL`s system with the system of CFE. This existing line runs between the Brownsville Switching Station, located on Laredo Road in Brownsville, Cameron County, Texas, and an existing CFE 69-kV line at the Rusteberg Bend of the Rio Grande in Cameron County. Under current conditions of need, the existing 69-kV line does not possess sufficient capability to engage in appropriate power exchanges. Therefore, CPL is proposing to build a new line to link up with CFE. This proposed line would be a double-circuit line, which would (1) continue (on a slightly relocated route) the existing 69-kV tie from CPL`s Brownsville Switching Station to CFE`s facilities, and (2) add a 138-kV tie from the Military Highway Substation, located on Military Highway (US Highway 281), to CFE`s facilities. The proposed 138/69-kV line, which will be constructed and operated by CPL, will be built primarily on steel single-pole structures within an average 60-foot (ft) wide right-of-way (ROW). It will be approximately 6900--9200 ft (1.3--1.7 miles) in length, depending on the alternative route constructed.

    In examining the workings of the Public Utility Holding Company Act (PUHCA) and considering its possible repeal, it is best to go back to the original purposes of PUHCA and analyze whether those purposes are still relevant and, if so, whether the 1935 Act accomplished its goal. Indeed, one might ask, {open_quotes}Are the abuses which gave rise to PUHCA back in the 1930`s now eradicated such that outright repeal is warranted?{close_quotes} One is reminded of that old quote from Santayana, {open_quotes}Those who cannot remember the past are condemned to repeat it.{close_quotes} There is not a more appropriate time to heed that saying than now. To lay the foundation, we need to step back in time and place ourselves in the shoes of the policy makers at the time that PUHCA was debated.

    This document summarizes the tasks identified for National Laboratory technical support of Ocean Renewable Power Corporation (ORPC) DOE grant awarded under the FY10 Industry Solicitation DE-FOA-0000293: Technology Readiness Advancement Initiative. The system ORPC will deploy in Cobscook Bay, ME is known as the TidGen™ Power System. The Turbine Generator Unit (TGU) each have a rated capacity of 150 to 175 kW, and they are mounted on bottom support frames and connected to an onshore substation using an underwater power and control cable. This system is designed for tidal energy applications in water depths from 60 to 150 feet. In funding provided separately by DOE, National Laboratory partners NREL and SNL will provide in-kind resources and technical expertise to help ensure that industry projects meet DOE WWPP (Wind and Water Power Program) objectives by reducing risk to these high value projects.

    This Annual Site Environmental Report (ASER) for 2002 describes the environmental conditions related to work performed for the Department of Energy (DOE) at Area IV of Boeing' s Santa Susana Field Laboratory (SSFL)). In the past, the Energy Technology Engineering Center (ETEC), a government-owned, company-operated test facility, was located in Area IV. The operations at ETEC included development, fabrication, and disassembly of nuclear reactors, reactor fuel, and other radioactive materials. Other activities at ETEC involved the operation of large-scale liquid metal facilities that were used for testing liquid metal fast breeder components. All nuclear work was terminated in 1988, and, subsequently, all radiological work has been directed toward decontamination and decommissioning (D&D) of the former nuclear facilities and their associated sites. Closure of the liquid metal test facilities began in 1996. Results of the radiological monitoring program for the calendar year 2002 continue to indicate that there are no significant releases of radioactive material from Area IV of SSFL. All potential exposure pathways are sampled and/or monitored, including air, soil, surface water, groundwater, direct radiation, transfer of property ( land, structures, waste), and recycling. All radioactive w astes are processed for disposal at DOE disposal sites and/or other licensed sites approved by DOE for radioactive waste disposal. No liquid radioactive wastes are released into the environment, and no structural debris from buildings w as transferred to municipal landfills or recycled in 2002.

    This report provides a summary of activities associated with the technical exchange between representatives of the Japan Atomic Power Company (JAPC) and the United States Department of Energy (DOE) regarding the development and testing of Gas Expansion Modules (GEM) at the Fast Flux Test Facility (FFTF). Issuance of this report completes the scope of work defined in the original contract between JAPC and DOE titled ''Study on Improvement of Core Safety - Study on GEM (III).'' Negotiations related to potential modification of the contract are in progress. Under the proposed contract modification, DOE would provide an additional report documenting FFTF pump start tests with GEMs and answer additional JAPC questions related to core safety with and without GEMs.

    This report provides the results of the South Texas Project Allegations Review Team of the US Nuclear Regulatory Commission. This team was formed to obtain and review allegations from individuals represented by three attorneys who had contacted Congressional staff members. The allegers were employed in various capacities at South Texas Project Electric Generating Station, licensed by Houston Lighting and Power Company, et al.; therefore, the allegations are confined to this site. The South Texas Project Allegations Review Team reviewed, referred, and dispositioned concerns related to discriminatory issues (harassment and intimidation), falsification of records and omission of information, and various technical issues. The team was able to substantiate certain technical issues of minor safety significance or regulatory concern at the South Texas Project facility, but it did not find widespread discriminatory practices such as harassment and intimidation.

    This EA evaluates and updates the potential environmental impacts of DOE’s proposed continued operations of the NCCC Project at the PSDF plant. The NCCC is designed to test and evaluate carbon dioxide (CO2) control technologies for power generation facilities, including CO2 capture solvents and sorbents, mass-transfer devices, lower cost water-gas shift reactors, and scaled-up membrane technologies. Additionally, the NCCC evaluates methods to integrate CO2 capture technologies with other coal-based power plant systems by testing both pre-combustion and post-combustion technologies. The NCCC provides the capability to test these systems under a wide range of fuels, including bituminous and sub-bituminous coals, lignites and biomass/coal mixtures. The goal of the NCCC project is to accelerate the development, optimization, and commercialization of viable CO2 control technologies.

    A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared, solely under funds provided by West Texas Utilities (WTU), the Energy Systems Group (ESG) of Rockwell International, and four other support groups. A central-receiver repowering system is one in which a tower, surrounded by a large field of mirrors, is placed adjacent to an existing electric power plant. A receiver, located on top of the tower, absorbs solar energy reflected onto it by the mirrors and converts this solar energy to heat energy. The heat energy is transported by the liquid sodium to a set of sodium-to-steam steam generators. The steam generators produce steam at the same temperature and pressure as that produced by the fossil boiler in the existing plant. When solar energy is available, steam is produced by the solar part of the plant, thus displacing steam from the fossil boiler, and reducing the consumption of fossil fuel while maintaining the original plant output. A means for storing the solar energy is usually provided, so that some energy obtained from the solar source can be used to displace natural gas or oil fuels when the sun is not shining. This volume presents an executive summary of the conceptual design, performance, economics, development plans, and site owner's assessment. (WHK)

    The AgraPure Mississippi Biomass project was a congressionally directed project, initiated to study the utilization of Mississippi agricultural byproducts and waste products in the production of bio-energy and to determine the feasibility of commercialization of these agricultural byproducts and waste products as feedstocks in the production of energy. The final products from this project were two business plans; one for a Thermal plant, and one for a Biodiesel/Ethanol plant. Agricultural waste fired steam and electrical generating plants and biodiesel plants were deemed the best prospects for developing commercially viable industries. Additionally, oil extraction methods were studied, both traditional and two novel techniques, and incorporated into the development plans. Mississippi produced crop and animal waste biomasses were analyzed for use as raw materials for both industries. The relevant factors, availability, costs, transportation, storage, location, and energetic value criteria were considered. Since feedstock accounts for more than 70 percent of the total cost of producing biodiesel, any local advantages are considered extremely important in developing this particular industry. The same factors must be evaluated in assessing the prospects of commercial operation of a steam and electrical generation plant. Additionally, the access to the markets for electricity is more limited, regulated and tightly controlled than the liquid fuel markets. Domestically produced biofuels, both biodiesel and ethanol, are gaining more attention and popularity with the consuming public as prices rise and supplies of foreign crude become less secure. Biodiesel requires no major modifications to existing diesel engines or supply chain and offers significant environmental benefits.     Biodiesel is a renewable fuel conventionally generated from vegetable oils and animal fats that conforms to ASTM D6751. Depending on the free fatty acid content of the feedstock, biodiesel is produced via transesterification, esterification, or a combination of these processes. Currently the cost of the feedstock accounts for more than 80% of biodiesel production cost. The main goal of this project was to evaluate and develop non-conventional feedstocks and novel processes for producing biodiesel. One of the most novel and promising feedstocks evaluated involves the use of readily available microorganisms as a lipid source. Municipal wastewater treatment facilities (MWWTF) in the USA produce (dry basis) of microbial sludge annually. This sludge is composed of a variety of organisms, which consume organic matter in wastewater. The content of phospholipids in these cells have been estimated at 24% to 25% of dry mass. Since phospholipids can be transesterified they could serve as a ready source of biodiesel. Examination of the various transesterification methods shows that in situ conversion of lipids to FAMEs provides the highest overall yield of biodiesel. If one assumes a 7.0% overall yield of FAMEs from dry sewage sludge on a weight basis, the cost per gallon of extracted lipid would be $3.11. Since the lipid is converted to FAMEs, also known as biodiesel, in the in Situ extraction process, the product can be used as is for renewable fuel. As transesterification efficiency increases the cost per gallon drops quickly, hitting $2.01 at 15.0% overall yield. An overall yield of 10.0% is required to obtain biodiesel at $2.50 per gallon, allowing it to compete with soybean oil in the marketplace. Twelve plant species with potential for oil production were tested at Mississippi State, MS.     This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company`s (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP. DOE has reviewed the environmental impacts associated with this minor modification and has determined that the conclusions reached in the environmental assessment and Finding of No Significant Impact prepared in connection with NSP`s original amendment request remain valid.

    To date, comprehensive basin analysis and petroleum system modeling studies have not been performed on any of the basins in the northeastern Gulf of Mexico. Of these basins, the Mississippi Interior Salt Basin has been selected for study because it is the most petroliferous basin in the northeastern Gulf of Mexico, small- and medium-size companies are drilling the majority of the exploration wells. These companies do not have the resources to perform basin analysis or petroleum system modeling research studies nor do they have the resources to undertake elaborate information searches through the volumes of publicly available data at the universities, geological surveys, and regulatory agencies in the region. The Advanced Geologic Basin Analysis Program of the US Department of Energy provides an avenue for studying and evaluating sedimentary basins. This program is designed to improve the efficiency of the discovery of the nation`s remaining undiscovered oil resources by providing improved access to information available in the public domain and by increasing the amount of public information on domestic basins. This report provides the information obtained from Year 1 of this study of the Mississippi Interior Salt Basin. The work during Year 1 focused on inventorying the data files and records of the major information repositories in the northeastern Gulf of Mexico and making these inventories easily accessible in an electronic format.

The answers to these questions will help supporting institutions across the state to improve land assessment and agronomic management practices for biomass production. In the last decade, energy supply has become a worldwide problem. Bioenergy crops could supply energy in the future. Bioenergy crops are plants, usually perennial grasses and trees, that produce a lot of biomass that can be converted into energy. Bioenergy crops can be grown for two energy markets: power generation, such as heat and electricity, or liquid fuel, such as cellulosic ethanol. These resources could reduce petroleum dependency and greenhouse gas production. Woody plants and herbaceous warm-season grasses, such as switchgrass, giant miscanthus,energy cane, and high yielding sorghums, could be major sources of biomass in Mississippi.

    In February 1983, the US Department of Energy (DOE) identified the Richton Dome site in Mississippi as one of the nine potentially acceptable sites for a mined geologic repository for spent nuclear fuel and high-level radioactive waste. To determine their suitability, the Richton Dome site and the eight other potentially acceptable sites have been evaluated in accordance with the DOE's General Guidelines for the Recommendation of Sites for the Nuclear Waste Repositories. These evaluations were reported in draft environmental assessments (EAs), which were issued for public review and comment. After considering the comments received on the draft EAs, the DOE prepared the final EAs. The site is in the Gulf interior region, which is one of five distinct geohydrologic settings considered for the first repository. This setting contains two other potentially acceptable sites--the Cypress Creek Dome site in Mississippi and the Vacherie Dome site in Louisiana. Although the Cypress Creek Dome and the Vacherie Dome sites are suitable for site characterization, the DOE has concluded that the Richton Dome site is the preferred site in the Gulf interior region. On the basis of the evaluations reported in this EA, the DOE has found that the Richton Dome site is not disqualified under the guidelines.

    As a result of the recent passage of new amendments to the Clean Air Act, many U.S. power plants will be required to reduce sulfur dioxide (SO{sub 2}) emissions. Iowa Electric Light and Power (IELP) was interested in investigating a number of options that will allow Prairie Creek Unit 4 to operate in compliance with these new regulations. One of these options was Dry Sorbent Injection (DSI), a relatively simple and low cost retrofit technique, useful for controlling SO{sub 2} concentrations in coal combustion flue gas. The purpose of the program was to obtain operational data necessary to aid in the identification and assessment of DSI options that have a high potential for successful application. This paper contains a summary and analysis of the data obtained during the test effort. It also contains a discussion of the results of each of the major tasks undertaken to accomplish this feasibility study.

The MBCI will study the feasibility of locating a renewable energy installation on tribal lands. The technologies to be utilized in the renewable energy installation will be those that can readily handle poultry litter, either alone or in combination with wood residues.     A conceptual design of a sodium-cooled, solar, central-receiver repowering system for West Texas Utilities' Paint Creek Unit 4 was prepared. The existing Paint Creek Unit 4 is a natural-gas-fired, baseload unit with a dependable net power output of 110 MWe. It is a reheat unit, has a main steam temperature and pressure of 538/sup 0/C (1000/sup 0/F) and 12.41 MPa (1800 psig), respectively, has a reheat temperature of 538/sup 0/C (1000/sup 0/F), and was placed in operation in 1972. On this conceptual design study program, a large number of trade studies and optimizations were carried out, in order to derive the most cost-effective design that had the greatest potential for widespread application and commercialization. As a result of these studies, the optimum power level for the solar part of the plant was determined to be 60 MWe, and provisions were made to store enough solar energy, so that the solar part of the plant would produce, on March 21 (equinox), 60 MWe of electric power for a period of 4 h after sunset. The tower in this system is 154 m (505 ft) high to the midpoint of the receiver, and is surrounded by 7882 heliostats (mirrors), each of which is 6.7 m (22 ft) by 7.3 m (24 ft). The mirror field occupies 1.74 x 10/sup 6/ m/sup 2/ (430 acres), and extends 1040 m (3400 ft) to the north of the tower, 550 m (1800 ft) to the south of the tower, and is bounded on the east and west by Lake Stamford. The receiver, which is of the external type, is 15.4 m (50.5 ft) high by 14 m (45.9 ft) in diameter, and is capable of absorbing a maximum of 226 MW of thermal energy. The set of sodium-to-steam generators consists of an evaporator, a superheater, and a reheater, the power ratings of which are 83.2, 43.7, and 18.1 MWt, respectively. Conceptual design, system characteristics, economic analysis, and development plans are detailed. (WHK)

    The results of the conceptual design study reported include the development of a workable design for a sodium-cooled tower focus repowering system, the costs required to construct that design, and the determination of the benefits which could be obtained. A number of trade studies and optimizations were carried out in order to derive the most cost-effective design that also had the greatest potential for widespread application and commercialization. These studies are identified and their results are presented and discussed. The overall plant design is described and diagrammed, as are each of the subsystems: the heliostats, external receiver, master control, heat transport, thermal storage, electric power generating, and steam generating subsystems. Each subsystem's cost is summarized by major component. The subsystem is then described with its major components in terms of physical characteristics, requirements, and performance. An economic analysis is presented based on the internal rate of return to the project owner, and development plans are described. Appended is the system requirements specification. The testing and results for a sodium-cooled receiver panel are described. (LEW)

    Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    Lighting consumes more than 20% of electricity generated in the United States. Solid state lighting relies upon either inorganic or organic light-emitting diodes (OLEDs). OLED devices because of their thinness, fast response, excellent color, and efficiency could become the technology of choice for future lighting applications, provided progress is made to increase power efficiency and device lifetime and to develop cost-effective manufacturing processes. As a first step in this process, Eastman Kodak Company has demonstrated an OLED device architecture having an efficacy over 50 lm/W that exceeds the specifications of DOE Energy Star Program Requirements for Solid State Lighting. The project included work designed to optimize an OLED device, based on a stacked-OLED structure, with performance parameters of: low voltage; improved light extraction efficiency; improved internal quantum efficiency; and acceptable lifetime. The stated goal for the end of the project was delivery of an OLED device architecture, suitable for development into successful commercial products, having over 50 lum/W power efficiency and 10,000 hours lifetime at 1000 cd/m{sup 2}. During the project, Kodak developed and tested a tandem hybrid IES device made with a fluorescent blue emitter, a phosphorescent yellow emitter, and a phosphorescent red emitter in a stacked structure. The challenge was to find low voltage materials that do not absorb excessive amounts of emitted light when the extraction enhancement structure is applied. Because an extraction enhancement structure forces the emitted light to travel several times through the OLED layers before it is emitted, it exacerbates the absorption loss. A variety of ETL and HTL materials was investigated for application in the low voltage SSL device structure. Several of the materials were found to successfully yield low operating device voltages without incurring excessive absorption loss when the extraction enhancement structure was applied
