    Raman mapping is performed to study the lateral damage in supported monolayer graphene carved by 30 keV focused Ga{sup +} beams. The evolution of the lateral damage is tracked based on the profiles of the intensity ratio between the D (1341 cm{sup −1}) and G (1582 cm{sup −1}) peaks (I{sub D}/I{sub G}) of the Raman spectra. The I{sub D}/I{sub G} profile clearly reveals the transition from stage 2 disorder into stage 1 disorder in graphene along the direction away from the carved area. The critical lateral damage distance spans from <1 μm up to more than 30 μm in the experiment, depending on the parameters used for carving the graphene. The wide damage in the lateral direction is attributed to the deleterious tail of unfocused ions in the ion beam probe. The study raises the attention on potential sample damage during direct patterning of graphene nanostructures using the focused ion beam technique. Minimizing the total carving time is recommended to mitigate the lateral damage.

    For the past few years, the Minnesota Department of Corrections, assisted by Sandia National Laboratories, has developed a set of standards for perimeter security at medium, close, and maximum custody correctional facilities in the state. During this process, the threat to perimeter security was examined and concepts about correctional perimeter security were developed. This presentation and paper will review the outcomes of this effort, some of the lessons learned, and the concepts developed during this process and in the course of working with architects, engineers and construction firms as the state upgraded perimeter security at some facilities and planned new construction at other facilities.

    The subject document reports the results of an in-depth investigation of the fiscal year 1992 cost of the City of Minneapolis, Minnesota (Hennepin County) integrated municipal solid waste management (IMSWM) system, the energy consumed to operate the system, and the environmental performance requirements for each of the system`s waste-processing and disposal facilities. Actual data from records kept by participants is reported in this document. Every effort was made to minimize the use of assumptions, and no attempt is made to interpret the data reported. Analytical approaches are documented so that interested analysts may perform manipulation or further analysis of the data. As such, the report is a reference document for municipal solid waste (MSW) management professionals who are interested in the actual costs and energy consumption for a one-year period, of an operating IMSWM system.

The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy supported the National Renewable Energy Laboratory (NREL) in its response to this request through the Technical Assistance Project. Discussion with the MPCA identified the following as the highest-priority questions: What is the effect of (1) size of Renewable Energy Reserve (RER) and (2) duration of allocation award on (a) NOx emissions in Minnesota and (b) retail electricity prices?     As the universe of sources subject to air regulations continues to expand, traditional compliance and enforcement approaches that evaluate compliance status and address noncompliance one source at-a-time, are becoming less useful. In addition, increasing complexity of state and federal air regulations are a drain on resources as regulatory agencies try to manage Title V Permitting, new NESHAPS standards for hazardous air pollutants and new monitoring requirements associated with Title V Permits. In order to keep pace, regulatory agencies can use alternative approaches to compliance and enforcement that maximize resources while improving rates of compliance with state and federal air requirements. This paper discusses approaches used by the Minnesota Pollution Control Agency that are designed to improve compliance rates using non-conventional compliance and enforcement techniques. Approaches discussed include sector based initiatives, compliance assistance activities, and initiatives that encourage companies to conduct compliance self-assessments. Specific initiatives that have been used in 1996 and that are ongoing in 1997 are presented, including the purpose and outcome of these efforts.

    The Minnesota Valley Alfalfa Producers (MnVAP) propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota Industrial Park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project will utilize air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock. The plant will demonstrate high efficiency and environmentally compatible electric power production, as well as increased economic yield from farm operations in the region. The initial phase of the Minnesota Agripower Project (MAP) will be to perform alfalfa feedstock testing, prepare preliminary designs, and develop detailed plans with estimated costs for project implementation. The second phase of MAP will include detailed engineering, construction, and startup. Full commercial operation will start in 2001.

    The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

    The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Minnesota homeowners. Moving to either the 2009 or 2012 IECC from the current Minnesota Residential Energy Code is cost effective over a 30-year life cycle. On average, Minnesota homeowners will save $1,277 over 30 years under the 2009 IECC, with savings still higher at $9,873 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceed cumulative cash outlays) in 3 years for the 2009 IECC and 1 year for the 2012 IECC. Average annual energy savings are $122 for the 2009 IECC and $669 for the 2012 IECC.

    At the request of the Minnesota Power, Inc., the Energy & Environmental Research Center (EERC) sampled for lead at the stack (or duct directly leading to the stack) for three units at the Boswell Energy Center. All sampling was done in triplicate using U.S. Environmental Protection Agency (EPA) Method 12, with sampling procedures following EPA Methods 1 through 4. During the test program, lead sampling was done using EPA Method 12 in the duct at the outlet of the baghouse serving Unit 2 and the duct at the outlet of the wet particulate scrubber serving Unit 3. For Unit 4, lead sampling was done at the stack. The specific objective for the project was to determine the concentration of lead in the flue gas being emitted into the atmosphere from the Boswell Energy Center. The test program was performed during the period of May 8 through 11, 2000. This report presents the test data, sample calculations, and results, and a discussion of the lead sampling performed at the Boswell Energy Center. The detailed test data and test results, raw test data, process data, laboratory reports, and equipment calibration records are provided in Appendices A, B, and C.

    A study is made of a solar energy system for space heating a 97,000-square-foot office, factory, and warehouse building owned by Telex Communications, Inc. in Blue Earth, Minnesota. The solar system has 11,520 square feet of ground-oriented flat-plate collectors and a 20,000-gallon storage tank inside the building. Freeze protection is by drainback. Solar heated water from the storage tank circulates around the clock throughout the heating season to heating coils in the ducts. The system achieves its design solar fraction, is efficient, and generally reliable, but not cost-effective. Performance data for the solar system was collected by the National Solar Data Network for three heating seasons from 1978 to 1981. Because of a freeze-up of the collector array in December 1978, the solar system was only partially operational in the 1978 to 1979 heating season. The data in this report were collected in the 1979 to 1980 and 1980 to 1981 heating seasons.

    The Minnesota Wood Energy Scale-up Project began in late 1993 with the first trees planted in the spring of 1994. The purpose of the project is to track and monitor economic costs of planting, maintaining and monitoring larger scale commercial plantings. For 15 years, smaller scale research plantings of hybrid poplar have been used to screen for promising, high-yielding poplar clones. In this project 1000 acres of hybrid poplar trees were planted on Conservation Reserve Program (CRP) land near Alexandria, Minnesota in 1994. The fourteen landowners involved re-contracted with the CRP for five-year extensions of their existing 10-year contracts. These extended contracts will expire in 2001, when the plantings are 7 years old. The end use for the trees planted in the Minnesota Wood Energy Scale-up Project is undetermined. They will belong to the owner of the land on which they are planted. There are no current contracts in place for the wood these trees are projected to supply. The structure of the wood industry in the Minnesota has changed drastically over the past 5 years. Stumpage values for fiber have risen to more than $20 per cord in some areas raising the possibility that these trees could be used for fiber rather than energy. Several legislative mandates have forced the State of Minnesota to pursue renewable energy including biomass energy. These mandates, a potential need for an additional 1700 MW of power by 2008 by Northern States Power, and agricultural policies will all affect development of energy markets for wood produced much like agricultural crops. There has been a tremendous amount of local and international interest in the project. Contractual negotiations between area landowners, the CRP, a local Resource Conservation and Development District, the Minnesota Department of Natural Resources and others are currently underway for additional planting of 1000 acres in spring 1995.

    The Minnesota Department of Public Service (DPS) collects wind data at carefully selected sites around the state and analyzes the data to determine Minnesota`s wind power potential. DPS recently installed advanced new monitoring equipment at these sites and began to collect wind data at 30, 50, and 70 meters above ground level, with two anemometers at each level. Previously, the Department had not collected data at heights above ground level higher than 30 meters. DPS also, with the U.S. Department of Energy (DOE), installed four sophisticated monitoring sites as part of a Tall Tower Wind Shear Study that is assessing the effects of wind shear on wind power potential. At these sites, wind data are being collected at the 10, 30, 40, 50, 60, and 70 meter heights. This paper presents the preliminary results of the analysis of wind data from all sites. These preliminary results indicate that the traditional 1/7 power law does not effectively predict wind shear in Minnesota, and the result is an underestimation of Minnesota`s wind power potential at higher heights. Using a power factor of 1/5 or 1/4 may be more accurate and provide sound justification for installing wind turbines on taller towers in Minnesota.

    The Minnesota Valley Alfalfa Producers propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota industrial park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project utilizes air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock.     Paleorecords from Minnesota and adjacent areas have often been used to evaluate large-scale climatic processes in the mid-continent of North America. However, most of these records are compromised by chronological flaws, making problematic any comparisons with climatic interpretations based on other records (e.g., GISP2 in Greenland). We report here a high-resolution pollen record with a secure chronology constrained by 26 {sup 14}C dates on terrestrial macrofossils from Steel Lake, central Minnesota. About 11,200 years ago (calibrated yr BP) the late-glacial Picea forest near Steel Lake was succeeded abruptly by Pinus banksiana and/or resinosa. The Pinus forest began to open 9.4 ka cal BP with the expansion of prairie taxa, and a pine parkland or savanna prevailed until about 8 ka cal BP, when Quercus replaced Pinus to become the dominant tree in the prairie areas for 4500 years. The close chronological control permits the correlation of key vegetational changes with those at other reliably dated sites in the eastern Dakotas and in Minnesota, suggesting that the abrupt decline of the spruce forest was time-transgressive from southwest to northeast during 2000 years, and that the development of prairie was time-transgressive in the same direction over 2600 years. Correlation of key pollen horizons at Steel Lake with those in the high-resolution pollen profiles of Elk Lake, ca. 50 km northwest of Steel Lake, suggests that the well-known Elk Lake varve chronology for the early Holocene is about 1000 years too young.

    The contents and results of two large computerized data bases maintained by the Minnesota Department of Administration are described and analyzed. One contains information on monthly fuel use from 1972 through 1978 for 42 large state facilities: community colleges, state universities, hospitals, prisons, and office buildings. The second contains the results of detailed engineering audits performed at 41 such institutions. The audits cover 270 buildings and include 2010 individual energy conservation recommendations. Several data base management issues are discussed. These include errors and their identification, development of simple and consistent definitions for key terms, and collection of information on the major determinants of energy use and conservation potentials at these facilities.

    Northern States Power (NSP) plans development of a 425 MW windpowered electrical generation facility within the Buffalo Ridge Wind Resource Area (WRA) in southwestern Minnesota. In 1996, Western EcoSystems Technology (WEST, Inc.) was contracted by NSP to develop an avian monitoring protocol for the Buffalo Ridge windplant. This protocol was developed and peer-reviewed by numerous individuals representing the wind energy industry, U.S. Fish and Wildlife Service, Minnesota Department of Natural Resources, and conservation groups prior to finalization. The WRA currently consists of three phases of development. Phase I, constructed by Kenetech in 1994, consists of 73 Model 33 M-VS turbines and related facilities, including distribution lines, meteorological towers, communication systems, transformers, substations, roads, and operations and maintenance facilities in the approximate center of the WRA, and generates 25 MW of electricity. Phase II, consisting of 143 turbines and related facilities sufficient to generate 100 MW of electricity, will be constructed by Zond Systems, Inc. beginning in the spring of 1997. Phase II will be located in the northwestern portion of the WRA. Phase III facilities capable of generating an additional 100 MW are planned for the southeast portion of the WRA. Plans call for the eventual production of 425 MW of electricity within the WRA. Studies were conducted in these three areas and a permanent reference area not scheduled for windpower development located along Buffalo Ridge northwest of the WRA in Brooking County South Dakota.

The result is a passive solar, super-efficient 3542-ft2 walkout ranch-style home with all the creature comforts. Along with meeting ZERH standards, Amaris also achieved certifications for Leadership in Energy & Environmental Design for Homes v4, MN Green Path Emerald, and a Builders Association of the Twin Cities Reggie Award of Excellence. The home achieves a HERS score of 41 without photovoltaics; with PV, the home achieves a HERS score of 5.

    The technical feasibility of high-temperature [>100{degrees}C (>212{degrees}F)] aquifer thermal energy storage (ATES) in a deep, confined aquifer was tested in a series of experimental cycles at the University of Minnesota`s St. Paul field test facility (FTF). This report describes the second long-term cycle (LT2), which was conducted from October 1986 through April 1987. Heat recovery; operational experience; and thermal, chemical, hydrologic, and geologic effects are reported. Approximately 61% of the 9.21 GWh of energy added to the 9.38 {times} 10{sup 4} m{sup 3} of ground water stored during LT2 was recovered. Temperatures of the water stored and recovered averaged 118{degrees}C (244{degrees}F) and 85{degrees}C (185{degrees}F), respectively. Results agreed with previous cycles conducted at the FTF. System operation during LT2 was nearly as planned. Operational experience from previous cycles at the FTF was extremely helpful. Ion-exchange softening of the heated and stored aquifer water prevented scaling in the system heat exchangers and the storage well, and changed the major-ion chemistry of the stored water. Sodium bicarbonate replaced magnesium and calcium bicarbonate as primary ions in the softened water. Water recovered form storage was approximately at equilibrium with respect to dissolved ions. Silica, calcium, and magnesium were significantly higher in recovered water than in injected water. Sodium was significantly lower in water recovered than in water stored.

    The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

    The U.S. Environmental Protection Agency (EPA) Region 5, in accordance with the RE-Powering America's Land initiative, selected the Atlas Industrial Park in Duluth, Minnesota, for a feasibility study of renewable energy production. The EPA provided funding to the National Renewable Energy Laboratory (NREL) to support a feasibility study of solar renewable energy generation at the Atlas Industrial Park. NREL provided technical assistance for this project but did not assess environmental conditions at the site beyond those related to the performance of a photovoltaic (PV) system. The purpose of this study is to assess the site for a possible PV installation and estimate the cost, performance, and site impacts of different PV configurations. In addition, the study evaluates financing options that could assist in the implementation of a PV system at the site.

Four short-term and two long-term cycles were previously conducted, which provided a greatly increased understanding of the efficiency and geochemical effects of high-temperature aquifer thermal energy storage. The third long-term cycle (LT3) was conducted to operate the ATES system in conjunction with a real heating load and to further study the geochemical impact that heated water storage had on the aquifer. For LT3, the source and storage wells were modified so that only the most permeable portion, the Ironton-Galesville part, of the Franconia-Ironton-Galesville aquifer was used for storage. This was expected to improve storage efficiency by reducing the surface area of the heated volume and simplify analysis of water chemistry results by reducing the number of aquifer-related variables which need to be considered. During LT3, a total volume of 63.2 {times} 10{sup 3} m {sup 3} of water was injected at a rate of 54.95 m{sup 3}/hr into the storage well at a mean temperature of 104.7{degrees}C. Tie-in to the reheat system of the nearby Animal Sciences Veterinary Medicine (ASVM) building was completed after injection was completed. Approximately 66 percent (4.13 GWh) of the energy added to the aquifer was recovered. Approximately 15 percent (0.64 GWh) of the usable (10 building. Operations during heat recovery with the ASVM building`s reheat system were trouble-free. Integration into more of the ASVM (or other) building`s mechanical systems would have resulted in significantly increasing the proportion of energy used during heat recovery.

    This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company's (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP.     Groundwater at Camp Ripley, Minnesota, is recharged both on post and off site and discharged to rivers, wetlands, and pumping wells. The subsurface geologic materials have a wide range of permeabilities and are arranged in a complex fashion as a result of the region's multiple glacial advances. Correlation of individual glacial geologic units is difficult, even between nearby boreholes, because of the heterogeneities in the subsurface. This report documents the creation of a numerical model of groundwater flow for Camp Ripley and hydrologically related areas to the west and southwest. The model relies on a hydrogeological conceptual model built on the findings of a University of Minnesota-Duluth drilling and sampling program conducted in 2001. Because of the site's stratigraphic complexity, a geostatistical approach was taken to handle the uncertainty of the subsurface correlation. The U.S. Geological Survey's MODFLOW code was used to create the steady-state model, which includes input data from a variety of sources and is calibrated to water levels in monitoring wells across much of the site. This model was used for several applications. Wellhead protection zones were delineated for on-site production wells H, L, and N. The zones were determined on the basis of a probabilistic assessment of the groundwater captured by these wells; the assessment, in turn, had been based on multiple realizations of the study area's stratigraphy and groundwater flowfield. An additional application of the model was for estimating flowpaths and times of travel for groundwater at Camp Ripley's range areas and waste management facilities.

Wind Powering America's Wind for Schools project addresses these issues by developing Wind Application Centers (WACs) at universities; WAC students assist in implementing school wind turbines and participate in wind courses, by installing small wind turbines at community "host" schools, by implementing teacher training with interactive curricula at each host school.     Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.

    The technical feasibility of gasifying coal-peat and coal-wood chip mixtures with the University of Minnesota, Duluth Campus commercially technology two-stage coal gasifier was demonstrated during a series of experimental tests. Three types of processed peat products were mixed with coal and gasified. The three peat products were: peat briquettes, peat pellets and sod peat. The best peat product for gasification and handling was found to be peat pellets with a diameter of 7/8 inch and a length of .75 to 2 inches. A mixture of 65% coal and 35% peat pellets was found to cause no loss in gasifier efficiency and no operational problems. However, there was found to be no economic advantage in using coal-peat mixtures. The very limited testing performed with coal-wood chip mixtures indicated that the wood chips would be difficult to handle with the coal handling-equipment and there would be no economic advantage in using wood chips. 3 refs., 4 figs., 6 tabs.

    Life cycle inventory analysis has been applied to the prospective operation of regenerative thermal oxidation (RTO) technology at oriented strand board plants at Bemidji (Line 1) and Cook, Minnesota. The net system destruction of VOC`s and carbon monoxide, and at Cook a small quantity of particulate, has a very high environmental price in terms of energy and water use, global warming potential, sulfur and nitrogen oxide emissions, solids discharged to water, and solid waste deposited in landfills. The benefit of VOC destruction is identified as minor in terms of ground level ozone at best and possibly slightly detrimental. Recognition of environmental tradeoffs associated with proposed system changes is critical to sound decision-making. There are more conventional ways to address carbon monoxide emissions than combustion in RTO`s. In an environment in which global warming is a concern, fuel supplemental combustion for environmental control does not appear warranted. Consideration of non-combustion approaches to address air emission issues at the two operations is recommended. 1 ref., 5 tabs.

    In this second study on solutions to ice dams in 1-1/2 story homes, five test homes located in both cold and very cold climates were analyzed for air leakage reduction rates following modifications by independent contractors on owner-occupied homes. The reason for choosing this house type was they are very common in our area and very difficult to air seal and insulate effectively. Two projects followed a roof-only Exterior Thermal Moisture Management System (ETMMS) process. One project used an interior-only approach to roof air sealing and insulation. The remaining two projects used a deep energy retrofit approach for whole house (foundation wall, above grade wall, roof) air leakage and heat loss reduction. All were asked to provide information regarding project goals, process, and pre and post-blower door test results. Additional air leakage reduction data was provided by several NorthernSTAR Building America industry partners for interior-applied, roof-only modifications on 1-1/2 story homes. The data represents homes in the general market as well as homes that were part of the state of Minnesota weatherization program. A goal was to compare exterior air sealing methods with interior approaches. This pool of data enabled us to compare air tightness data from over 220 homes using similar air seal methods.

We analyzed MH sediments from West Olaf Lake (WOL) and Steel Lake (SL) in Minnesota to examine the effects of warm/dry climatic conditions on prairie-woodland ecosystems. Mineral composition and carbonate {delta}{sup 18}O were used to determine climatic variations, whereas pollen assemblages, charcoal {delta}{sup 13}C, and charcoal accumulation rates were used to reconstruct vegetation composition, C{sub 3} and C{sub 4} plant abundance, and fire. The ratio of aragonite:calcite at WOL and {delta}{sup 18}O at SL suggest that pronounced droughts occurred during the MH but that drought severity decreased with time. From charcoal {delta}{sup 13}C data we estimated that the MH abundance of C{sub 4} plants averaged 50% at WOL and 43% at SL. At WOL C{sub 4} abundance was negatively correlated with aragonite:calcite, suggesting that severe moisture deficits suppressed C{sub 4} plants in favor of weedy C{sub 3} plants (e.g., Ambrosia). As climate ameliorated C{sub 4} abundance increased (from {approx}33 to 66%) at the expense of weedy species, enhancing fuel availability and fire occurrence. In contrast, farther east at SL climate was cooler and wetter than at WOL, and C{sub 4} abundance showed no correlation with {delta}{sup 18}O-inferred aridity. Woody C{sub 3} plants (e.g., Quercus) were more abundant, biomass flammability lower, and fires less important at SL than at WOL. Our results suggest that C{sub 4} plants are adapted to warm/dry climatic conditions, but not to extreme droughts, and that the fire regime is controlled by biomass-climate interactions.

    Phase 1 of the Aquifer Thermal Energy Storage (ATES) Project at the University of Minnesota was to test the feasibility, and model, the ATES concept at temperatures above 100{degrees}C using a confined aquifer for the storage and recovery of hot water. Phase 1 included design, construction, and operation of a 5-MW thermal input/output field test facility (FTF) for four short-term ATES cycles (8 days each of heat injection, storage, and heat recover). Phase 1 was conducted from May 1980 to December 1983. This report describes the FTF, the Franconia-Ironton-Galesville (FIG) aquifer used for the test, and the four short-term ATES cycles. Heat recovery; operational experience; and thermal, chemical, hydrologic, and geologic effects are all included. The FTF consists of monitoring wells and the source and storage well doublet completed in the FIG aquifer with heat exchangers and a fixed-bed precipitator between the wells of the doublet. The FIG aquifer is highly layered and a really anisotropic. The upper Franconia and Ironton-Galesville parts of the aquifer, those parts screened, have hydraulic conductivities of {approximately}0.6 and {approximately}1.0 m/d, respectively. Primary ions in the ambient ground water are calcium and magnesium bicarbonate. Ambient temperature FIG ground water is saturated with respect to calcium/magnesium bicarbonate. Heating the ground water caused most of the dissolved calcium to precipitate out as calcium carbonate in the heat exchanger and precipitator. Silica, calcium, and magnesium were significantly higher in recovered water than in injected water, suggesting dissolution of some constituents of the aquifer during the cycles. Further work on the ground water chemistry is required to understand water-rock interactions.

    The project helped tribal leaders, staff and community members on the Grand Portage, Leech Lake, and White Earth Reservations better understand their community's energy usage, assess local resources that might be utilized to reduce energy consumption and begin to formulate appropriate development strategies. The principal guiding interest was to assess energy usage and the potential for wind resource development on each of the three reservations. Key tribal staff became familiar with wind energy technology and assessment methodologies that will be of continued use as each tribe moves forward with development projects. The findings were that wind resources are available at each reservation with varying degrees of potential for development. At White Earth moderate to excellent resources are present at White Earth village and along the U.S. 59 corridor sufficient to be tapped to serve several scattered tribal complexes. At Grand Portage a former community television repeater tower site provides a viable elevated location for a wind turbine to serve the tribal community settlement. At Leech Lake, while most constrained by tree cover, a site adjacent to a casino holds promise for the newer taller wind turbines now coming to market at ever-increasing taller rotor heights. The project developed considerable data of importance regarding the potential for wind development on and near each reservation.

    To impart hands-on training in physics analysis, CMS experiment initiated the concept of CMS Data Analysis School (CMSDAS). It was born over three years ago at the LPC (LHC Physics Centre), Fermilab and is based on earlier workshops held at the LPC and CLEO Experiment. As CMS transitioned from construction to the data taking mode, the nature of earlier training also evolved to include more of analysis tools, software tutorials and physics analysis. This effort epitomized as CMSDAS has proven to be a key for the new and young physicists to jump start and contribute to the physics goals of CMS by looking for new physics with the collision data. With over 400 physicists trained in six CMSDAS around the globe, CMS is trying to engage the collaboration in its discovery potential and maximize physics output. As a bigger goal, CMS is striving to nurture and increase engagement of the myriad talents, in the development of physics, service, upgrade, education of those new to CMS and the career development of younger members. An extension of the concept to the dedicated software and hardware schools is also planned, keeping in mind the ensuing upgrade phase.

    The Alliance to Save Energy has responded to interest in the Green Schools concept from the New England states of Maine, New Hampshire and Vermont. The Alliance conducted a train-the-trainers workshop in Augusta, Maine March 17--18, 1999. This work is part of a Green Schools replication project leveraged by funds from another source, NORDAX, which contributed $80,000 to provide partial support to staff at the Maine Energy Education Project (MEEP), Vermont Energy Education Program (VEEP), and New Hampshire Governor's Office to develop Green Schools Projects. DOE funds were used to conduct training, develop a network of state and local government, business and school partners to support school efficiency activities in those three states.
