    The Midwest Clean Energy Application Center (CEAC) was one of eight regional centers that promoted and assisted in transforming the market for combined heat and power (CHP), waste heat to power (WHP), and district energy (DE) technologies and concepts throughout the United States between October 1, 2009 and December 31, 2013. The key services the CEACs provided included: Market Opportunity Analyses – Supporting analyses of CHP market opportunities in diverse markets including industrial, federal, institutional, and commercial sectors. Education and Outreach – Providing information on the energy and non-energy benefits and applications of CHP to state and local policy makers, regulators, energy end-users, trade associations and others. Information was shared on the Midwest CEAC website: www.midwestcleanergy.org. Technical Assistance – Providing technical assistance to end-users and stakeholders to help them consider CHP, waste heat to power, and/or district energy with CHP in their facility and to help them through the project development process from initial CHP screening to installation. The Midwest CEAC provided services to the Midwest Region that included the states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, North Dakota, Ohio, South Dakota, and Wisconsin.

    This report provides an overview of the efforts aimed to establish a student focused laboratory apparatus that will enhance Purdue's ability to recruit and train students in topics related to the dynamics, operations and economics of wind turbines. The project also aims to facilitate outreach to students at Purdue and in grades K-12 in the State of Indiana by sharing wind turbine operational data. For this project, a portable wind turbine test apparatus was developed and fabricated utilizing an AirX 400W wind energy converter. This turbine and test apparatus was outfitted with an array of sensors used to monitor wind speed, turbine rotor speed, power output and the tower structural dynamics. A major portion of this project included the development of a data logging program used to display real-time sensor data and the recording and creation of output files for data post-processing. The apparatus was tested in an open field to subject the turbine to typical operating conditions and the data acquisition system was adjusted to obtain desired functionality to facilitate use for student projects in existing courses offered at Purdue University and Indiana University. Data collected using the data logging program is analyzed and presented to demonstrate the usefulness of the test apparatus related to wind turbine dynamics and operations.

    Distributed generation consists of the use of integrated or stand-alone natural gas or liquid fueled power generation equipment. These distributed resources (DR) may provide power in the 5-kW to 50-MW range and can provide power directly to the customer, thereby potentially deferring additional transmission and distribution systems upgrades by the utility and improving power quality and reliability for the customer. Compact, technically advanced units in a variety of technologies presently available include diesel engines, lean burning gas fired internal combustion engine generator sets, cogeneration packages, small microturbines, and fuel cells. This class of resources has the potential to provide a cost effective, reliable, addition to a utility`s generating resource mix and is once again gaining favor in era characterized both by uncertainty and opportunity. Strategic deployment of these resources can also eliminate or delay expensive central plant capacity additions. Installations may be tailored to meet customer technical and financial requirements with projects being developed by utilities on customer sites as well as by Independent Power Producers and others. Economic constraints as well as key environmental and operating issues must be understood and clarified for those seeking to capitalize on this approach. As the first phase of a project with the objective of developing a best practices approach to implementing DR, EPRI`s project Application Experiences with Distributed Resources in the Midwest examined these issues. This report contains the results of an in-depth technical survey, which was given to distributed resource sites throughout the Midwest. Aspects of DR projects involving electrical interconnection, siting and permitting, operations and maintenance and various operating practices are examined.

    The changes in generating capacity projected for 1980 to 1989 are summarized. Tabulated data provide summaries to the information on projected generating unit construction, retirements, and changes, in several different categories and groupings. The new generating units to be completed by the end of 1989 total 699, representing 259,490 megawatts. This total includes 10 wind power and one fuel cell installations totaling 48.5 MW to be completed by the end of 1989. There are 321 units totaling 13,222 MW to be retired. There are capacity changes due to upratings and deratings. Summary data are presented for: total requirement for electric energy generation for 1985; hydroelectric energy production for 1985; nuclear energy production for 1985; geothermal and other energy production for 1985; approximate non-fossil generation for 1985; range of fossil energy requirements for 1985; actual fossil energy sources 1974 to 1979; estimated range of fossil fuel requirements for 1985; coal capacity available in 1985; and computation of fuel use in 1985. Power plant capacity factors are presented. Extensive data on proposed generating capacity changes by individual units in the 9 Regional Electric Reliability Councils are presented.

    This report contains information of federally-listed endangered and/or threatened fish and wildlife occurring in the midwestern states of Illinois, Indiana, Iowa, Kansas, Michigan, Minnesota, Missouri, Nebraska, Ohio, and Wisconsin. The information was compiled as a support document for the Regional Issue Identification and Assessment (RIIA) project sponsored by the Regional Assessments Division of the Office of Technology Impacts within the Department of Energy. The information on midwestern endangered species distribution, habitats, and reasons for population decline included in this document are designed to help assess the potential for adverse impacts if energy activities are sited within the general range of an endangered species. It is hoped that this document will thereby enhance the reliability of one portion of energy-related assessments performed in the Midwest. This report considers only those species listed prior to October 1979 as endangered and/or threatened in the federal endangered species list published in the Federal Register and that have been known to occur in the region in the last 20 years.

    The Organization of Midwest ISO States (OMS) launched the Midwest Demand Resource Initiative (MWDRI) in 2007 to identify barriers to deploying demand response (DR) resources in the Midwest Independent System Operator (MISO) region and develop policies to overcome them. The MWDRI stakeholders decided that a useful initial activity would be to develop more detailed information on existing retail DR programs and dynamic pricing tariffs, program rules, and utility operating practices. This additional detail could then be used to assess any"seams issues" affecting coordination and integration of retail DR resources with MISO's wholesale markets. Working with state regulatory agencies, we conducted a detailed survey of existing DR programs, dynamic pricing tariffs, and their features in MISO states. Utilities were asked to provide information on advance notice requirements to customers, operational triggers used to call events (e.g. system emergencies, market conditions, local emergencies), use of these DR resources to meet planning reserves requirements, DR resource availability (e.g., seasonal, annual), participant incentive structures, and monitoring and verification (M&V) protocols. This report describes the results of this comprehensive survey and discusses policy implications for integrating legacy retail DR programs and dynamic pricing tariffs into organized wholesale markets. Survey responses from 37 MISO members and 4 non-members provided information on 141 DR programs and dynamic pricing tariffs with a peak load reduction potential of 4,727 MW of retail DR resource. Major findings of this study area:- About 72percent of available DR is from interruptible rate tariffs offered to large commercial and industrial customers, while direct load control (DLC) programs account for ~;;18percent. Almost 90percent of the DR resources included in this survey are provided by investor-owned utilities. - Approximately, 90percent of the DR resources are available with less than

    The Midwest Superconductivity Consortium, MISCON, in the fourth year of operations further strengthened its mission to advance the science and understanding of high T{sub c} superconductivity. The goals of the organization and the individual projects continue to reflect the current needs for new knowledge in the field and the unique capabilities of the institutions involved. Group efforts and cooperative laboratory interactions to achieve the greatest possible synergy under the Consortium continue to be emphasized. Industrial affiliations coupled with technology transfer initiatives were expanded. Activities of the participants during the past year achieved an interactive and high level of performance. The number of notable achievements in the field contributed by Consortium investigators increased. The programmatic research continues to focus upon key materials-related problems in two areas.     This final report summarizes the Phase I research conducted by the Midwest regional Carbon Sequestration Partnership (MRCSP). The Phase I effort began in October 2003 and the project period ended on September 31, 2005. The MRCSP is a public/private partnership led by Battelle with the mission of identifying the technical, economic, and social issues associated with implementation of carbon sequestration technologies in its seven state geographic region (Indiana, Kentucky, Maryland, Michigan, Ohio, Pennsylvania, and West Virginia) and identifying viable pathways for their deployment. It is one of seven partnerships that together span most of the U.S. and parts of Canada that comprise the U.S. Department of Energy's (DOE's) Regional Carbon Sequestration Program led by DOE's national Energy Technology Laboratory (NETL). The MRCSP Phase I research was carried out under DOE Cooperative Agreement No. DE-FC26-03NT41981. The total value of Phase I was $3,513,513 of which the DOE share was $2,410,967 or 68.62%. The remainder of the cost share was provided in varying amounts by the rest of the 38 members of MRCSP's Phase I project. The next largest cost sharing participant to DOE in Phase I was the Ohio Coal Development Office within the Ohio Air Quality Development Authority (OCDO). OCDO's contribution was $100,000 and was contributed under Grant Agreement No. CDO/D-02-17. In this report, the MRCSP's research shows that the seven state MRCSP region is a major contributor to the U. S. economy and also to total emissions of CO2, the most significant of the greenhouse gases thought to contribute to global climate change. But, the research has also shown that the region has substantial resources for sequestering carbon, both in deep geological reservoirs (geological sequestration) and through improved agricultural and land management practices (terrestrial sequestration). Geological reservoirs, especially deep saline reservoirs, offer the potential to permanently store CO2 for

    The mission of the MFRC Research and Development Program, is to provide technological advances in forensic science for the benefit of our regional partners as well as the forensic community at large. Key areas of forensic science need are identified through our interactions with our Midwest partners and our R&D advisory group, as well as through our participation in national meetings in forensic science. Under the sponsorship of the National Institute of Justice, the MFRC solicits proposals for the development of practical and useful technology, instrumentation, and methodology that address needs in areas related to forensic science and its application to operational crime laboratories. The MFRC facilitates proposal development by working to establish partnerships between researchers and our regional partners. The MFRC administers a peer-review of the proposals and then funds the selected projects at a cost of approximately $55,000 each, with a 12-month period of performance. The process for selection of these projects includes the following steps: (1) drafting of a call for proposals by MFRC staff, (2) review of the draft call by members of the R&D advisory committee, (3) review and approval of the call by NIJ, (4) issuance of the call to ISU, Ames Laboratory, regional partners, and research organizations, (5) receipt of proposals, (6) review of proposals by R&D advisory committee, (7) ranking and selection by MFRC staff using advisory committee reviews, with concurrence by NIJ, (8) notification of proposers, (9) receipt and review of progress reports by MFRC, (10) receipt and review of final reports by MFRC, R&D advisory committee, and NIJ. The decision to fund any specific project is based upon a peer-reviewed call-for-proposal system administered by the MFRC.     Land use change is a complex response to changing environmental and socioeconomic systems. Historical drivers of land use change include changes in the natural resource availability of a region, changes in economic conditions for production of certain products and changing policies. Most recently, introduction of policy incentives for biofuel production have influenced land use change in the US Midwest, leading to concerns that bioenergy production systems may compete with food production and land conservation. Here we explore how land use may be impacted by future climate mitigation measures by nesting a high resolution agricultural model (EPIC – Environmental Policy Indicator Climate) for the US Midwest within a global integrated assessment model (GCAM – Global Change Assessment Model). This approach is designed to provide greater spatial resolution and detailed agricultural practice information by focusing on the climate mitigation potential of agriculture and land use in a specific region, while retaining the global economic context necessary to understand the far ranging effects of climate mitigation targets. We find that until the simulated carbon prices are very high, the US Midwest has a comparative advantage in producing traditional food and feed crops over bioenergy crops. Overall, the model responds to multiple pressures by adopting a mix of future responses. We also find that the GCAM model is capable of simulations at multiple spatial scales and agricultural technology resolution, which provides the capability to examine regional response to global policy and economic conditions in the context of climate mitigation.

    This report provides the DOE and industry with a general process for analyzing power electronics reliability. The analysis can help with understanding the main causes of failures, downtime, and cost and how to reduce them. One approach is to collect field maintenance data and use it directly to calculate reliability metrics related to each cause. Another approach is to model the functional structure of the equipment using a fault tree to derive system reliability from component reliability. Analysis of a fictitious device demonstrates the latter process. Optimization can use the resulting baseline model to decide how to improve reliability and/or lower costs. It is recommended that both electric utilities and equipment manufacturers make provisions to collect and share data in order to lay the groundwork for improving reliability into the future. Reliability analysis helps guide reliability improvements in hardware and software technology including condition monitoring and prognostics and health management.

The knowledge gained by understanding the high performance strategies used by individual builders, as well as the process each followed to move from traditional builder to high performance builder, will be beneficial in proposing more in-depth research to yield specific action items to assist the industry at large transform to high performance new home construction. This investigation identified the best practices of three successful high performance builders in the upper Midwest.     This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    Cogeneration systems fueled by natural gas exceed the reliability of most central station power generating units, according to a study conducted by RINC Corporation for Gas Research Institute (GRI). In the study, researchers obtained operating data from 122 natural gas cogeneration units nationwide representing 2,200 megawatts (MW) of capacity and nearly 2 million hours of operating time at 37 facilities. Units were grouped into categories reflecting size (from 60 kilowatts to 100 MW), type of system (gas engine or gas turbine technology), use of emission controls, and type of thermal application. Various types and sizes of gas systems reported average availability factors ranging from 90.0 to 95.8 versus a weighted average of 85.9 percent for fossil-fuel steam, nuclear, and gas-turbine-based central station power generating units. Comparisons are based on study data and data reported by the North American Electric Reliability Council for utility power plants. Gas cogeneration can improve utility operations because as a group the relatively small, dispersed cogeneration units are more reliable than one or more large central station units of similar capacity.

  10. Practices and Processes of Leading High Performance Home Builders in the Upper Midwest

    The NorthernSTAR Building America Partnership team proposed this study to gain insight into the business, sales, and construction processes of successful high performance builders. The knowledge gained by understanding the high performance strategies used by individual builders, as well as the process each followed to move from traditional builder to high performance builder, will be beneficial in proposing more in-depth research to yield specific action items to assist the industry at large transform to high performance new home construction. This investigation identified the best practices of three successful high performance builders in the upper Midwest. In-depth field analysis of the performance levels of their homes, their business models, and their strategies for market acceptance were explored. All three builders commonly seek ENERGY STAR certification on their homes and implement strategies that would allow them to meet the requirements for the Building America Builders Challenge program. Their desire for continuous improvement, willingness to seek outside assistance, and ambition to be leaders in their field are common themes. Problem solving to overcome challenges was accepted as part of doing business. It was concluded that crossing the gap from code-based building to high performance based building was a natural evolution for these leading builders.

    The paper and presentations compiled in this volume form the Proceedings of the fourth in a series of Workshops sponsored by Solar Energy Research Institute (SERI/DOE) under the general theme of photovoltaic module reliability during the period 1986--1990. The reliability Photo Voltaic (PV) modules/systems is exceedingly important along with the initial cost and efficiency of modules if the PV technology has to make a major impact in the power generation market, and for it to compete with the conventional electricity producing technologies. The reliability of photovoltaic modules has progressed significantly in the last few years as evidenced by warranties available on commercial modules of as long as 12 years. However, there is still need for substantial research and testing required to improve module field reliability to levels of 30 years or more. Several small groups of researchers are involved in this research, development, and monitoring activity around the world. In the US, PV manufacturers, DOE laboratories, electric utilities and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in this field were brought together under SERI/DOE sponsorship to exchange the technical knowledge and field experience as related to current information in this important field. The papers presented here reflect this effort.

    A Human Reliability Program (HRP) is designed to protect national security as well as worker and public safety by continuously evaluating the reliability of those who have access to sensitive materials, facilities, and programs. Some elements of a site HRP include systematic (1) supervisory reviews, (2) medical and psychological assessments, (3) management evaluations, (4) personnel security reviews, and (4) training of HRP staff and critical positions. Over the years of implementing an HRP, the Department of Energy (DOE) has faced various challenges and overcome obstacles. During this 4-day activity, participants will examine programs that mitigate threats to nuclear security and the insider threat to include HRP, Nuclear Security Culture (NSC) Enhancement, and Employee Assistance Programs. The focus will be to develop an understanding of the need for a systematic HRP and to discuss challenges and best practices associated with mitigating the insider threat.

    The Blade Reliability Collaborative (BRC) was started by the Wind Energy Technologies Department of Sandia National Laboratories and DOE in 2010 with the goal of gaining insight into planned and unplanned O&M issues associated with wind turbine blades. A significant part of BRC is the Blade Defect, Damage and Repair Survey task, which will gather data from blade manufacturers, service companies, operators and prior studies to determine details about the largest sources of blade unreliability. This report summarizes the initial findings from this work.

    In March 2005, the Midwest Independent System Operator (MISO) will begin operating the first-ever wholesale market for electricity in the central and upper Midwestern portion of the United States. Region-wide, centralized, security-constrained, bid-based dispatch will replace the current system of decentralized dispatch by individual utilities and control areas. This report focuses on how the operation of generators may change under centralized dispatch. We analyze a stylized example of these changes by comparing a base case dispatch based on a ''snapshot'' taken from MISO's state estimator for an actual, historical dispatch (4 p.m., July 7, 2003) to a hypothetical, centralized dispatch that seeks to minimize the total system cost of production, using estimated cost data collected by the EIA. Based on these changes in dispatch, we calculate locational marginal prices, which in turn reveals the location of congestion within MISO's footprint, as well as the distribution of congestion revenues. We also consider two sensitivity scenarios that examine (1) the effect of changes in MISO membership (2003 vs. 2004 membership lists), and (2) different load and electrical data, based on a snapshot from a different date and time (1 p.m., Feb. 18, 2004). Although our analysis offers important insights into how the MISO market could operate when it opens, we do not address the question of the total benefits or costs of creating a wholesale market in the Midwest.

    This report summarizes the results of the Load Control System Reliability project (DOE Award DE-FC26-06NT42750). The original grant was awarded to Montana Tech April 2006. Follow-on DOE awards and expansions to the project scope occurred August 2007, January 2009, April 2011, and April 2013. In addition to the DOE monies, the project also consisted of matching funds from the states of Montana and Wyoming. Project participants included Montana Tech; the University of Wyoming; Montana State University; NorthWestern Energy, Inc., and MSE. Research focused on two areas: real-time power-system load control methodologies; and, power-system measurement-based stability-assessment operation and control tools. The majority of effort was focused on area 2. Results from the research includes: development of fundamental power-system dynamic concepts, control schemes, and signal-processing algorithms; many papers (including two prize papers) in leading journals and conferences and leadership of IEEE activities; one patent; participation in major actual-system testing in the western North American power system; prototype power-system operation and control software installed and tested at three major North American control centers; and, the incubation of a new commercial-grade operation and control software tool. Work under this grant certainly supported the DOE-OE goals in the area of “Real Time Grid Reliability Management.”

    This workshop was the sixth in a series of workshops sponsored by NREL/DOE under the general subject of photovoltaic testing and reliability during the period 1986--1993. PV performance and PV reliability are at least as important as PV cost, if not more. In the US, PV manufacturers, DOE laboratories, electric utilities, and others are engaged in the photovoltaic reliability research and testing. This group of researchers and others interested in the field were brought together to exchange the technical knowledge and field experience as related to current information in this evolving field of PV reliability. The papers presented here reflect this effort since the last workshop held in September, 1992. The topics covered include: cell and module characterization, module and system testing, durability and reliability, system field experience, and standards and codes.

    The use of demand response and other flexible distributed resources over the past decade for market efficiency and grid reliability has grown dramatically. Federal and state policy objectives point to an important role for customer loads, generation and storage in the management of an increasingly unpredictable power system. As we consider the need to substantially scale the use of flexible distributed energy resources, there has been growing attention to the need to address not only the economics, but also the control system implications to ensure grid reliability. This has led to a focus on an area of activity called “Transactive Energy.” Transactive Energy refers to the combination of economic and control techniques that improve grid reliability and efficiency. These techniques may also be used to optimize operations within a customer’s facility. The Department of Energy has supported the GridWise® Architecture Council (“the Council”) to develop a framework to provide opportunity for collaboration among the many stakeholders involved in the transformation of the power system.

    In 2009, the Illinois State Geological Survey (ISGS), in collaboration with the Midwest Geological Sequestration Consortium (MGSC), created a regional technology training center to disseminate carbon capture and sequestration (CCS) technology gained through leadership and participation in regional carbon sequestration projects. This technology training center was titled and branded as the Sequestration Training and Education Program (STEP). Over the last six years STEP has provided local, regional, national, and international education and training opportunities for engineers, geologists, service providers, regulators, executives, K-12 students, K-12 educators, undergraduate students, graduate students, university and community college faculty members, and participants of community programs and functions, community organizations, and others. The goal for STEP educational programs has been on knowledge sharing and capacity building to stimulate economic recovery and development by training personnel for commercial CCS projects. STEP has worked with local, national and international professional organizations and regional experts to leverage existing training opportunities and provide stand-alone training. This report gives detailed information on STEP activities during the grant period (2009-2015).

    Collaborative efforts of Midwest Consortium have been put forth to add value to distiller's grains by further processing them into fermentable sugars, ethanol, and a protein rich co-product consistent with a pathway to a biorenewables industry (Schell et al, 2008). These studies were recently published in the enclosed special edition (Volume 99, Issue 12) of Bioresource Technology journal. Part of them have demonstrated the utilization of distillers grains as additional feedstock for increased ethanol production in the current dry grind process (Kim et al., 2008a, b; Dien et al.,2008, Ladisch et al., 2008a, b). Results showed that both liquid hot water (LHW) pretreatment and ammonia fiber expansion (AFEX) were effective for enhancing digestibility of distiller's grains. Enzymatic digestion of distiller's grains resulted in more than 90% glucose yield under standard assay conditions, although the yield tends to drop as the concentration of dry solids increases. Simulated process mass balances estimated that hydrolysis and fermentation of distillers grains can increase the ethanol yield by 14% in the current dry milling process (Kim et al., 2008c). Resulting co-products from the modified process are richer in protein and oil contents than conventional distiller's grains, as determined both experimentally and computationally. Other research topics in the special edition include water solubilization of DDGS by transesterification reaction with phosphite esters (Oshel el al., 2008) to improve reactivity of the DDGS to enzymes, hydrolysis of soluble oligomers derived from DDGS using functionalized mesoporous solid catalysts (Bootsma et al., 2008), and ABE (acetone, butanol, ethanol) production from DDGS by solventogenic Clostridia (Ezeji and Blaschek, 2008).     NREL has initiated the Gearbox Reliability Collaborative (GRC) to investigate the root cause of the low wind turbine gearbox reliability. The GRC follows a multi-pronged approach based on a collaborative of manufacturers, owners, researchers and consultants. The project combines analysis, field testing, dynamometer testing, condition monitoring, and the development and population of a gearbox failure database. At the core of the project are two 750kW gearboxes that have been redesigned and rebuilt so that they are representative of the multi-megawatt gearbox topology currently used in the industry. These gearboxes are heavily instrumented and are tested in the field and on the dynamometer. This report discusses the bearing calibrations of the gearboxes.

    A thermal battery is a one shot device. Its overall reliability is given as the product of its technical and operational reliability. This work evaluates operational reliability. The operational reliability for various performance requirements was estimated by analyzing data received from qualification tests of a certain thermal battery. A lower bound of its operational reliability was evaluated by use of the statistical tolerance method for each specific electrical performance requirement. A conservative overall lower bound for the operational reliability of the thermal battery was calculated as the product of the individual operational reliability estimates corresponding to each performance requirement.

    Demand response is the largest underutilized reliability resource in North America. Historic demand response programs have focused on reducing overall electricity consumption (increasing efficiency) and shaving peaks but have not typically been used for immediate reliability response. Many of these programs have been successful but demand response remains a limited resource. The Federal Energy Regulatory Commission (FERC) report, 'Assessment of Demand Response and Advanced Metering' (FERC 2006) found that only five percent of customers are on some form of demand response program. Collectively they represent an estimated 37,000 MW of response potential. These programs reduce overall energy consumption, lower green house gas emissions by allowing fossil fuel generators to operate at increased efficiency and reduce stress on the power system during periods of peak loading. As the country continues to restructure energy markets with sophisticated marginal cost models that attempt to minimize total energy costs, the ability of demand response to create meaningful shifts in the supply and demand equations is critical to creating a sustainable and balanced economic response to energy issues. Restructured energy market prices are set by the cost of the next incremental unit of energy, so that as additional generation is brought into the market, the cost for the entire market increases. The benefit of demand response is that it reduces overall demand and shifts the entire market to a lower pricing level. This can be very effective in mitigating price volatility or scarcity pricing as the power system responds to changing demand schedules, loss of large generators, or loss of transmission. As a global producer of alumina, primary aluminum, and fabricated aluminum products, Alcoa Inc., has the capability to provide demand response services through its manufacturing facilities and uniquely through its aluminum smelting facilities.     An integrated model is being developed to advance our understanding of the interactions between human activities, terrestrial system and water cycle, and how system interactions will be affected by a changing climate at the regional scale. As a first step towards that goal, a global integrated assessment model including a waterdemand model is coupled offline with a land surface hydrology routing water resources management model. A spatial and temporal disaggregation approach is developed to project the annual regional water demand simulations into a daily time step and subbasin representation. The model demonstrated reasonable ability to represent the historical flow regulation and water supply over the Midwest (Missouri, Upper Mississippi and Ohio). Implications for the future flow regulation, water supply and supply deficit are investigated using a climate change projection with the B1 emission scenario which affects both natural flow and water demand. Over the Midwest, changes in flow regulation are mostly driven by the change in natural flow due to the limited storage capacity over the Ohio and Upper Mississippi river basins. The changes in flow and demand have a combined effect on the Missouri Summer regulated flow. The supply deficit tends to be driven by the change in flow over the region. Spatial analysis demonstrates the relationship between the supply deficit and the change in demand over urban areas not along a main river or with limited storage, and over areas upstream of groundwater dependent fields with therefore overestimated demand.

    In 2010, the U.S. Department of Energy (DOE) tasked Lawrence Berkeley National Laboratory (LBNL) and the Pacific Northwest National Laboratory (PNNL), in separate contracts, to provide coordinated technical support to the electricity industry for two national electricity reliability initiatives. The first initiative focused on improving the frequency response of each of the three North American interconnections. The second initiative focused on improving industry understanding of the causes and consequences of fault-induced delayed voltage recovery, which has been observed in all three interconnections. Both initiatives were conducted in close coordination with the North American Electric Reliability Corporation (NERC) and the Western Electric Coordination Council (WECC) and involved the participation of leading utilities from across the United States. This is the final report on LBNL’s activities. It consists of summaries of each activity, including references to published documents that were prepared through the course of the project. (Activities under taken by PNNL are reported on in a separate report.)

    The author presents results on studies made of the reliability of steam generator (SG) tubing. The basis for this work is that in Japan the issue of defects in SG tubing is addressed by the approach that any detected defect should be repaired, either by plugging the tube or sleeving it. However, this leaves open the issue that there is a detection limit in practice, and what is the effect of nondetectable cracks on the performance of tubing. These studies were commissioned to look at the safety issues involved in degraded SG tubing. The program has looked at a number of different issues. First was an assessment of the penetration and opening behavior of tube flaws due to internal pressure in the tubing. They have studied: penetration behavior of the tube flaws; primary water leakage from through-wall flaws; opening behavior of through-wall flaws. In addition they have looked at the question of the reliability of tubing with flaws during normal plant operation. Also there have been studies done on the consequences of tube rupture accidents on the integrity of neighboring tubes.

This Plan is undertaken by Bonneville Power Administration (BPA), Puget Sound Power & Light, Seattle City Light, Snohomish Public Utility District No. 1 (PUD), and Tacoma Public Utilities. The Plan consists of potential actions in Puget Sound and other areas in the State of Washington. A specific need exists in the Puget Sound area for balance between east-west transmission capacity and the increasing demand to import power generated east of the Cascades. At certain times of the year, there is more demand for power than the electric system can supply in the Puget Sound area. This high demand, called peak demand, occurs during the winter months when unusually cold weather increases electricity use for heating. The existing power system can supply enough power if no emergencies occur. However, during emergencies, the system will not operate properly. As demand grows, the system becomes more strained.     The problems one faces in evaluating the reliability of a reboiler design, or in judging the effect of modifications of process conditions on reboiler operation can be complex. To carry out such evaluations, it is necessary for engineers to perform some calculations to determine: heat transfer coefficients in convection boiling; temperature difference, for the onset of nucleate boiling; heat transfer coefficients in the nucleate boiling region; critical heat flux or critical temperature difference; minimum {Delta}T for film boiling; and heat transfer coefficients for the film boiling region. There are a number of correlations, graphs, and computer programs that can be used to make these calculations. However, besides being laborious, it is still difficult to get a suitable picture of the overall problem from just this data. To simplify the process, and to have a better understanding of the problem, a map of the different boiling regions and their boundaries is presented here. With this map it is possible to locate the design or operating point of a specific kettle reboiler among all the boiling regions, enabling one to make a clearer analysis of its behavior. The parameters used to develop this map are described.

    FRANTIC-3 was developed to evaluate system unreliability using time-dependent techniques. The code provides two major options: to evaluate standby system unavailability or, in addition to the unavailability to calculate the total system failure probability by including both the unavailability of the system on demand as well as the probability that it will operate for an arbitrary time period following the demand. The FRANTIC-3 time dependent reliability models provide a large selection of repair and testingmore » policies applicable to standby or continously operating systems consisting of periodically tested, monitored, and non-repairable (non-testable) components. Time-dependent and test frequency dependent failures, as well as demand stress related failure, test-caused degradation and wear-out, test associated human errors, test deficiencies, test override, unscheduled and scheduled maintenance, component renewal and replacement policies, and test strategies can be prescribed. The conditional system unavailabilities associated with the downtimes of the user specified failed component are also evaluated. Optionally, the code can perform a sensitivity study for system unavailability or total failure probability to the failure characteristics of the standby components.« less

  7. MEMS reliability in shock environments

    In order to determine the susceptibility of the MEMS (MicroElectroMechanical Systems) devices to shock, tests were performed using haversine shock pulses with widths of 1 to 0.2 ms in the range from 500g to 40,000g. The authors chose a surface-micromachined microengine because it has all the components needed for evaluation: springs that flex, gears that are anchored, and clamps and spring stops to maintain alignment. The microengines, which were unpowered for the tests, performed quite well at most shock levels with a majority functioning after the impact. Debris from the die edges moved at levels greater than 4,000g causing shorts in the actuators and posing reliability concerns. The coupling agent used to prevent stiction in the MEMS release weakened the die-attach bond, which produced failures at 10,000g and above. At 20,000g the authors began to observe structural damage in some of the thin flexures and 2.5-micron diameter pin joints. The authors observed electrical failures caused by the movement of debris. Additionally, they observed a new failure mode where stationary comb fingers contact the ground plane resulting in electrical shorts. These new failure were observed in the control group indicating that they were not shock related.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

    Due to extreme surface to volume ratios, adhesion and friction are critical properties for reliability of Microelectromechanical Systems (MEMS), but are not well understood. In this LDRD the authors established test structures, metrology and numerical modeling to conduct studies on adhesion and friction in MEMS. They then concentrated on measuring the effect of environment on MEMS adhesion. Polycrystalline silicon (polysilicon) is the primary material of interest in MEMS because of its integrated circuit process compatibility, low stress, high strength and conformal deposition nature. A plethora of useful micromachined device concepts have been demonstrated using Sandia National Laboratories' sophisticated in-house capabilities. One drawback to polysilicon is that in air the surface oxidizes, is high energy and is hydrophilic (i.e., it wets easily). This can lead to catastrophic failure because surface forces can cause MEMS parts that are brought into contact to adhere rather than perform their intended function. A fundamental concern is how environmental constituents such as water will affect adhesion energies in MEMS. The authors first demonstrated an accurate method to measure adhesion as reported in Chapter 1. In Chapter 2 through 5, they then studied the effect of water on adhesion depending on the surface condition (hydrophilic or hydrophobic). As described in Chapter 2, they find that adhesion energy of hydrophilic MEMS surfaces is high and increases exponentially with relative humidity (RH). Surface roughness is the controlling mechanism for this relationship. Adhesion can be reduced by several orders of magnitude by silane coupling agents applied via solution processing. They decrease the surface energy and render the surface hydrophobic (i.e. does not wet easily). However, only a molecular monolayer coats the surface. In Chapters 3-5 the authors map out the extent to which the monolayer reduces adhesion versus RH. They find that adhesion is independent of

    Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

Some access control issues are discussed. Hopwise Reliable Multicast (HRM) is proposed to simplify reliable multicast of non real time bulk data between LANs. HRM uses TCP for reliability and flow control on a hop by hop basis throughout a multicast distribution tree created by today`s Internet MBone.

    MicroElectroMechanical Systems (MEMS) that think, sense, act and communicate will open up a broad new array of cost effective solutions only if they prove to be sufficiently reliable. A valid reliability assessment of MEMS has three prerequisites: (1) statistical significance; (2) a technique for accelerating fundamental failure mechanisms, and (3) valid physical models to allow prediction of failures during actual use. These already exist for the microelectronics portion of such integrated systems. The challenge lies in the less well understood micromachine portions and its synergistic effects with microelectronics. This paper presents a methodology addressing these prerequisites and a description of the underlying physics of reliability for micromachines.

    This report provides a distribution reliability measurement ''toolkit'' that is intended to be an asset to regulators, utilities and power users. The metrics and standards discussed range from simple reliability, to power quality, to the new blend of reliability and power quality analysis that is now developing. This report was sponsored by the Office of Electric Transmission and Distribution, U.S. Department of Energy (DOE). Inconsistencies presently exist in commonly agreed-upon practices for measuring the reliability of the distribution systems. However, efforts are being made by a number of organizations to develop solutions. In addition, there is growing interest in methods or standards for measuring power quality, and in defining power quality levels that are acceptable to various industries or user groups. The problems and solutions vary widely among geographic areas and among large investor-owned utilities, rural cooperatives, and municipal utilities; but there is still a great degree of commonality. Industry organizations such as the National Rural Electric Cooperative Association (NRECA), the Electric Power Research Institute (EPRI), the American Public Power Association (APPA), and the Institute of Electrical and Electronics Engineers (IEEE) have made tremendous strides in preparing self-assessment templates, optimization guides, diagnostic techniques, and better definitions of reliability and power quality measures. In addition, public utility commissions have developed codes and methods for assessing performance that consider local needs. There is considerable overlap among these various organizations, and we see real opportunity and value in sharing these methods, guides, and standards in this report. This report provides a ''toolkit'' containing synopses of noteworthy reliability measurement practices.     The purpose of this paper is to establish a periodic verification testing schedule based on the expected long term reliability of gate or globe motor operated valves (MOVs). The methodology in this position paper determines the nominal (best estimate) design margin for any MOV based on the best available information pertaining to the MOVs design requirements, design parameters, existing hardware design, and present setup. The uncertainty in this margin is then determined using statistical means. By comparing the nominal margin to the uncertainty, the reliability of the MOV is estimated. The methodology is appropriate for evaluating the reliability of MOVs in the GL 89-10 program. It may be used following periodic testing to evaluate and trend MOV performance and reliability. It may also be used to evaluate the impact of proposed modifications and maintenance activities such as packing adjustments. In addition, it may be used to assess the impact of new information of a generic nature which impacts safety related MOVs.

    Ground-water quality investigations require reliable chemical analyses of water samples. Unfortunately, laboratory analytical results are often unreliable. The Uranium Mill Tailings Remedial Action (UMTRA) Project`s solution to this problem was to establish a two phase quality assurance program for the analysis of water samples. In the first phase, eight laboratories analyzed three solutions of known composition. The analytical accuracy of each laboratory was ranked and three laboratories were awarded contracts. The second phase consists of on-going monitoring of the reliability of the selected laboratories. The following conclusions are based on two years experience with the UMTRA Project`s Quality Assurance Program. The reliability of laboratory analyses should not be taken for granted. Analytical reliability may be independent of the prices charged by laboratories. Quality assurance programs benefit both the customer and the laboratory.

    Results from accelerated life tests (ALT) on mass-produced commercially available 6” downlights are reported along with results from commercial LEDs. The luminaires capture many of the design features found in modern luminaires. In general, a systems perspective is required to understand the reliability of these devices since LED failure is rare. In contrast, components such as drivers, lenses, and reflector are more likely to impact luminaire reliability than LEDs.

    A relatively large amount of data pertaining to the performance of certain electronic parts after long periods of dormant storage has been collected and analyzed by the Reliability Department of Sandia National Laboratories. The failure models used by Sandia are presented and reliability assessments for selected electronic parts derived from these models and the measured performance data are provided. These data based assessments are compared to similar assessments derived from handbook calculations using the general data and models provided in the handbooks.

    To benchmark the current U.S. wind turbine fleet reliability performance and identify the major contributors to component-level failures and other downtime events, the Department of Energy funded the development of the Continuous Reliability Enhancement for Wind (CREW) database by Sandia National Laboratories. This report is the third annual Wind Plant Reliability Benchmark, to publically report on CREW findings for the wind industry. The CREW database uses both high resolution Supervisory Control and Data Acquisition (SCADA) data from operating plants and Strategic Power Systems ORAPWindª (Operational Reliability Analysis Program for Wind) data, which consist of downtime and reserve event records and daily summaries of various time categories for each turbine. Together, these data are used as inputs into CREWs reliability modeling. The results presented here include: the primary CREW Benchmark statistics (operational availability, utilization, capacity factor, mean time between events, and mean downtime); time accounting from an availability perspective; time accounting in terms of the combination of wind speed and generation levels; power curve analysis; and top system and component contributors to unavailability.

GRC accomplishments are: (1) Failure database software deployed - partners see business value for themselves and customers; (2) Designed, built, instrumented, and tested two gearboxes - (a) Generated unprecedented public domain test data from both field testing and dynamometer testing, (b) Different responses from 'identical' gearboxes, (c) Demonstrated importance of non-torque loading and modeling approach; and (3) Active collaborative, with wide industry support, leveraging DOE funding - Modeling round robin and Condition Monitoring round robin.

    This document discusses thermal performance envelopes which are used to specify steady-state design requirements for the systems of the Modular High Temperature Gas-Cooled Reactor to maximize plant performance reliability with optimized design. The thermal performance envelopes are constructed around the expected operating point accounting for uncertainties in actual plant as-built parameters and plant operation. The components are then designed to perform successfully at all points within the envelope. As a result, plant reliability is maximized by accounting for component thermal performance variation in the design. The design is optimized by providing a means to determine required margins in a disciplined and visible fashion.

    Sandia National Laboratories conducted an experiment for the National Nuclear Security Administration to determine the reliability of visual inspection of precision manufactured parts used in nuclear weapons. In addition visual inspection has been extensively researched since the early 20th century; however, the reliability of visual inspection for nuclear weapons parts has not been addressed. In addition, the efficacy of using inspector confidence ratings to guide multiple inspections in an effort to improve overall performance accuracy is unknown. Further, the workload associated with inspection has not been documented, and newer measures of stress have not been applied.

    Materials compatibility studies of aged, engineered materials and hardware are critical to understanding and predicting component reliability, particularly for systems with extended stockpile life requirements. Nondestructive testing capabilities for component reliability would significantly enhance lifetime predictions. For example, if the detection of crack propagation through a solder joint can be demonstrated, this technique could be used to develop baseline information to statistically determine solder joint lifelengths. This report will investigate high frequency signal response techniques for nondestructively evaluating the electrical behavior of thick film hybrid transmission lines.
