    Tampa Bay is Florida's largest open-water estuary and one of the most highly urbanized. This report summarizes and synthesizes many years of scientific investigation into Tampa Bay's geology, hydrology and hydrography, water chemistry, and biotic components. The estuary is a phytoplankton-based system, with mangroves being the second most important primary producer. Benthic organisms are abundant and diverse, although in parts of the bay the benthos consists of a relatively few opportunistic and pollution indicator species. The estuary provides habitat for the juveniles and adults of a number of commercial and recreational fishery species. Significant changes occurring as a result of urbanization and industrialization include significant declines in intertidal wetlands and seagrass meadows, changes in circulation and flushing, and degradation of water quality. Important management issues include dredge and fill operations, restoration of fisheries, increasing freshwater flow to the bay, and eutrophication. 257 refs., 85 figs., 27 tabs.

    The Tampa Bay National Estuary Program (TBNEP) is developing a Comprehensive Conservation and Management Plan (CCMP) to recommend management actions for protecting the Tampa Bay estuary. The purpose of the document is to facilitate development of the monitoring program by assisting the TBNEP to define the objectives of a monitoring program for Tampa Bay identifying indicators and a sampling design that are appropriate to those objectives, and identifying how existing Tampa Bay monitoring programs can be incorporated and modified (if necessary) to meet the monitoring objectives.

    Over the last ten years, Tampa Electric Company (TEC) has taken the Polk Power Station from a concept to a reality. The Tampa Electric Company Polk Power Station is a nominal 250 MW (net) Integrated Gasification Combined Cycle (IGCC) power plant located to the southeast of Tampa, Florida in Polk County, Florida. This project is being partially funded under the Department of Energy Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station achieved first fire of the gasification system on schedule in mid-July, 1996. It was placed in commercial operation on September 30, 1996. Since start-up in July, 1996, significant advances have occurred in the design and operation of the entire IGCC train. This presentation will feature an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Several different coal feedstocks have been tested and the resulting performance will be compared to that achieved on the base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    As the title indicates, the purpose of this paper is to relate how and why Tampa Electric Company decided to select the Integrated Gasification Combined Cycle (IGCC) for their next capacity addition at Polk Power Station, Polk Unit No. 1. For a complete understanding of this process, it is necessary to review the history related to the initial formulation of the IGCC concept as it was proposed to the Department of Energy (DOE) Clean Coal Initiative Round Three. Further, it is important to understand the relationship between Tampa Electric Company and TECO Pay Services Corporation (TPS). TECO Energy, Inc. is an energy related holding company with headquarters in Tampa, Florida. Tampa Electric Company is the principal, wholly-owned subsidiary of TECO Energy, Inc. Tampa Electric Company is an investor-owned electric utility with about 3200 MW of generation capacity of which 97% is coal fired. Tampa Electric Company serves about 2,000 square miles and approximately 470,000 customers, in west central Florida, primarily in and around Hillsborough County and Tampa, Florida. Tampa Electric Company generating units consist of coal fired units ranging in size from a 110 MW coal fired cyclone unit installed in 1957 to a 450 MW pulverized coal unit with wet limestone flue gas desulfurization installed in 1985. In addition, Tampa Electric Company has six (6) No. 6 oil fired steam units totaling approximately 220 MW. Five (5) of these units, located at the Hookers Point Station, were installed in the late 1940's and early 1950's. Tampa Electric also has about 150 MW of No. 2 oil fired start-up and peaking combustion turbines. The company also owns a 1966 vintage 12 MW natural gas fired steam plant (Dinner Lake) and two nO. 6 oil fired diesel units with heat recovery equipment built in 1983 (Phillips Plant).

    The U.S. Environmental Protection Agency prepared this statement to fulfill its National Environmental Policy Act requirements with respect to the potential issuance of a permit to the Tampa Electric Company under the National Pollutant Discharge Elimination System for the 1,150-MW Polk Power Station, a new pollutant source. The U.S. Department of Energy served as a cooperating agency in the development of this document due to its potential role to provide cost-shared financial assistance for a 260-MW Integrated Gasification Combined Cycle unit at the Power Station under its Clean Coal Technology Demonstration Project, and adopted the document by August 1994.

  14. Breaking Ground in Miami-Dade

    Officials from Miami-Dade County and the U.S. Department of Energy were on hand Wednesday, October 13th to formally break ground on an innovative project that will help improve the energy efficiency of one of the county’s major water treatment facilities.   The project will upgrade and expand the existing power generation system at the water plant which generates electricity from digester gas produced at the plant.  Landfill gas, which is produced from the Solid Waste Department’s South Dade Landfill, will be collected and piped across a canal to the water plant where it will be mixed with digester gases.  By combining landfill and digester gases, the county will increase the amount of self-generated electricity, and reduce the county's consumption of electricity generated from fossil fuels.

This project is being partially funded under the Department of Energy`s Clean Coal Technology Program pursuant to a Round III award. The Polk Power Station uses oxygen-blown, entrained-flow coal gasification technology licensed from Texaco Development Corporation in conjunction with a General Electric combined cycle with an advanced combustion turbine. This IGCC configuration demonstrates significant reductions of SO{sub 2} and NOx emissions when compared to existing and future conventional coal-fired power plants. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. It was placed into commercial operation on September 30, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. The presentation features an up-to-the-minute update of actual performance parameters achieved by the Polk Power Station. These parameters include overall capacity, heat rate, and availability. Tests of four alternate feedstocks were conducted, and the resulting performance is compared to that achieved on their base coal. This paper also provides an update of the general operating experiences and shutdown causes of the gasification facility throughout 1997. Finally, the future plans for improving the reliability and efficiency of the Unit will be addressed, as well as plans for future additional alternate fuel test burns.

    Aspects of solar measurements, solar collectors, selective coatings, thermal storage, phase change storage, and heat exchangers are discussed. The analysis and testing of flat-plate solar collectors are addressed. The development and uses of plastic collectors, a solar water heating system, solar energy collecting oil barrels, a glass collector panel, and a two-phase thermosyphon system are considered. Studies of stratification in thermal storage, of packed bed and fluidized bed systems, and of thermal storage in solar towers, in wall passive systems, and in reversible chemical reactions are reported. Phase change storage by direct contact processes and in residential solar space heating and cooling is examined, as are new materials and surface characteristics for solar heat storage. The use of R-11 and Freon-113 in heat exchange is discussed.

In addition, this project demonstrates the technical feasibility of commercial scale IGCC and Hot Gas Clean Up (HGCU) technology. The Polk Power Station achieved ``first fire`` of the gasification system on schedule in mid-July, 1996. Since that time, significant advances have occurred in the operation of the entire IGCC train. This paper addresses the operating experiences which occurred in the start-up and shakedown phase of the plant. Also, with the plant being declared in commercial operation as of September 30, 1996, the paper discusses the challenges encountered in the early phases of commercial operation.     The University of Miami (UM) has embarked on a very important and worthwhile mission: ``To make UM one of the most energy efficient universities in the nation by the year 2000``. In order for the University to meet this goal the authors knew they would need to take advantage of all the available technologies and address the freon issues. In June 1990 the Coral Gables Campus had five chilled Water Production Plants, each representing small independent systems serving from four to ten buildings. Because of energy conservation measures of the past, each plant had excess capacity. At that time they also had identified about 600 tons of old falling-apart air conditioning equipment. The Capital Construction Program was beginning design efforts for a new Music Recital Hall and an addition to the Law Library. With all this considered it made sense to develop a common chilled water loop to connect these plants and provide a vehicle to capitalize on available capacity. In early 1991 Florida Power and Light offered a new CILC rate with criteria that the chilled water plants met. It allowed them to produce air conditioning at 5.8 cents a kWh, compared to 7.5 cents a kWh, at the buildings. This, added to the reality of not having to maintain or replace the old systems, made this the number 1 priority project. They were convinced that this could give them a competitive edge over other institutions because it insured that they could produce air conditioning at the least cost per square foot.

As this concept took shape it became evident that a master chilled water loop encircling the entire campus would address the next 20 years of campus development. This 20 year plan would require various phases of development. Phase I would connect three chilled water production plants and enable us to supply chilled water to seven existing facilities with approximately 600 tons of old inefficient air conditioning equipment and supply chilled water to the new Law and Music facilities, (approximately 400 tons) without buying any additional chillers.

    Tampa Electric Company (TEC) is in the construction phase of its new Polk Power Station Unit No. 1. This unique project incorporates the use of Integrated Gasification Combined Cycle (IGCC) technology for electric power production. The project is being partially funded by the US Department of Energy (DOE), as part of the Clean Coal Technology Program. This will help to demonstrate this state-of-the-art technology, providing utilities with the ability to use a wide range of coals in an efficient, environmentally superior manner. During the summer of 1994, TEC began site development at the new Polk Power Station. Since that time, most of the Site work has been completed, and erection and installation of the power plant equipment is well underway. This is the first time that IGCC technology will be installed at a new unit at a greenfield site. This is a major endeavor for TEC in that Polk Unit No. 1 is a major addition to the existing generating capacity and it involves the demonstration of technology new to utility power generation. As a part of the Cooperative Agreement with the DOE, TEC will also be demonstrating the use of a new Hot Gas Clean-Up System which has a potential for greater IGCC efficiency.

    Tampa Electric Company continued efforts to complete construction and start-up of the Polk Power Station, Unit {number_sign}1 which will use Integrated Gasification Combined Cycle (IGCC) technology for power generation. From an overall standpoint, the Project continues to track well. The completion of construction system turnovers to Start-up is encouraging. Start-up will accept responsibility of the plant until turnover to operations. The major focus continues to be on the production of first Syngas, scheduled for July 17. All construction, engineering, and start-up activities are in support of Syngas production.     This report satisfies the requirements of Cooperative Agreement DE-FC21-91MC27363, novated as of March 5, 1992, to provide an annual update report on the year`s activities associated with Tampa Electric Company`s 250 MW IGCC demonstration project for the year 1993. Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project will use a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal (dry basis) coupled with a combined cycle power block to produce a net 250 MW electrical power output. Approximately 50% of the raw, hot syngas is cooled to 900 F and passed through a moving bed of zinc-based sorbent which removes sulfur containing compounds from the syngas. The remaining portion of the raw, hot syngas is cooled to 400 F for conventional acid gas removal. Sulfur-bearing compounds from both cleanup systems are sent to a conventional sulfuric acid plant to produce a marketable, high-purity sulfuric acid by-product. The cleaned medium-BTU syngas from these processes is routed to the combined cycle power generation system where it is mixed with air and burned in the combustion section of the combustion turbine. Heat is extracted from the expanded exhaust gases in a heat recovery steam generator (HRSG) to produce steam at three pressure levels for use throughout the integrated process. A highly modular, microprocessor-based distributed control system (DCS) is being developed to provide continuous and sequential control for most of the equipment on PPS-1.

    Tampa Electric Company`s Polk Power Station Unit 1 (PPS-1) Integrated Gasification Combined Cycle (IGCC) demonstration project uses a Texaco pressurized, oxygen-blown, entrained-flow coal gasifier to convert approximately 2,000 tons per day of coal to syngas. The gasification plant is coupled with a combined cycle power block to produce a net 250 MW electrical power output. Coal is slurried in water, combined with 95% pure oxygen from an air separation unit, and sent to the gasifier to produce a high temperature, high pressure, medium-Btu syngas with a heat content of about 250 BTUs/cf (HHV). The syngas then flows through a high temperature heat recovery unit which cools the syngas prior to its entering the cleanup systems. Molten coal ash flows from the bottom of the high temperature heat recovery unit into a water-filled quench chamber where it solidifies into a marketable slag by-product. Approximately 10% of the raw, hot syngas at 900 F is designed to pass through an intermittently moving bed of metal-oxide sorbent which removes sulfur-bearing compounds from the syngas. PPS-1 will be the first unit in the world to demonstrate this advanced metal oxide hot gas desulfurization technology on a commercial unit. The emphasis during 1996 centered around start-up activities.

    As part of the Tampa Electric Polk Power Unit No. 1, a Texaco pressurized, oxygen-blown entrained-flow coal gasifier will convert approximately 2300 tons per day of coal (dry basis) into a medium-BTU fuel gas with a heat content of about 250 BTU/scf (LHV). Syngas produced in the gasifier flows through a high-temperature heat recovery unit which cools the gases prior to entering two parallel clean-up areas. A portion (up to 50%) of the hot syngas is cooled to 1000{degrees}F and passed through a moving bed of zinc titanate sorbent which removed sulfur containing components of the fuel gas. The project will be the first in the world to demonstrate this advanced metal oxide hot gas desulfurization technology at a commercial scale. The remaining portion of the syngas is cooled to 400{degrees}F for conventional acid gas removal. This portion of the plant is capable of processing between 50% and 100% of the dirty syngas. The cleaned low-BTU syngas is then routed to the combined cycle power generation system where it is mixed with air and burned in the gas turbine combustor. Heat is extracted from the expanded exhaust gases by a heat recovery steam generator to produce high pressure steam. This steam, along with the steam generated in the gasification process, drives a steam turbine to generate an additional 132MW of power. Internal process power consumption is approximately 62MW, and includes power for coal grinding, air separation, and feed pumps. Net output from the IGCC demonstration plant will be 260MW.

    Ten past restoration projects in Tampa Bay were evaluated. Habitats included Spartina marsh, mangrove forests, Juncus marsh, and subtidal habitat. Success was difficult to determine because goals for each project had not been defined. In-kind losses of habitat occurred in all but one project. Permanent losses occurred in at least three projects. Restoration of Spartina and Juncus marshes was recommended. Mangroves will recruit into Spartina marshes, provided a seed source is available; planting of mangroves alone is not recommended. Seagrass restoration is not recommended at this time. Twelve sites, most less than 50 ha, were identified as potential restoration sites to give 344 ha of subtidal habitat to be made shallower and 176 ha of uplands to be scraped down. The current management program's legal and policy needs for improving environmental management, the role of mitigation, and the information needed to develop mitigation plans are discussed. This report will be useful to decisionmakers concerned with wetland habitat loss and restoration in Tampa Bay, Florida, and other areas with similar habitats.

    In 1969, an underground waste line at Mound Plant ruptured and released plutonium-238 in a dilute nitric acid solution to the surrounding soils. Most of the acid was neutralized by the native soils. The plutonium, which in a neutral solution is tightly sorbed onto clay particles, remained within the spill area. During remediation, a severe storm eroded some of the contaminated soil. Fine grained plutonium-contaminated clay particles were carried away through the natural drainage courses to the remnants of the Miami-Erie Canal adjacent to Mound Plant, and then into the Great Miami River. This focused risk assessment considers exposure pathways relevant to site conditions, including incidental ingestion of contaminated soils, ingestion of drinking water and fish, and inhalation of resuspended soils and sediments. For each potential exposure pathway, a simplified conceptual model and exposure scenarios have been used to develop conservative estimates of potential radiation dose equivalents and health risks. The conservatism of the dose and risk estimates provides a substantive margin of safety in assuring that the public health is protected.

    At the end of summer in 1992 the fishery of the Great Miami River took an unexpected deviation from the stasis of past years as an intense suspended algal bloom decreased the compositional diversity found at the lower GMR stations. Daytime supersaturation of oxygen and elevated pHs, reaching 9 by midday during the month of August, undoubtedly caused severe deficits of oxygen at night. Despite the aeration at every riffle, the intensities of the biological processes in the water were sufficient to cause very high positive and negative excursions of oxygen over the day and night cycle. This report documents a fish harvest that was conducted as part of the oxygen excess/deficit study.

    Over a two year period, the Miami-Dade Public Library System gave 12 free solar energy programs throughout Dade County in its various branches; Solar Water Heater Workshops, where registered participants actually took part in building or putting together a solar water heater. Kick-off programs were also given free-of-charge by a number of local solar companies, to inform the audience about solar energy in general and the solar workshops in particular. Average registered attendance at these workshops was twenty, not including the crowds of onlookers at the outdoor building sessions or the earlier kick-off programs, which often had an audience of sixty or more. A later phone check of ten workshop participants picket at random revealed four who had built or were building their own solar systems, three who were considering the purchase of -or had already bought - a domestic solar water heater, one who was reported to be no longer interested by his son, and two who could not be reached. One of the completed heaters has been donated to a local Girl Scout troop, where it is on permanent exhibit; another will be placed in a new library branch, with appropriate publicity about its source. Florida Power and Light, which formerly viewed our early workshops with suspicion, sent a speaker to our final program to announce financial assistance to those who wanted to buy a solar hot water heater.

    Fish were collected, using electroshocking techniques, from three sites in the Great Miami River (GMR) (September 7 and 8, 1995) as part of an annual survey for Fernald Environmental Restoration Management Corporation (FERMCO). The objective was to collect fish fillets for uranium analysis and examine the health of the fish community in comparison to data collected during the past eleven years. Samples were taken from upstream (river mile = RM; RM 38) and downstream (RM 19) of the Fernald site as well as from near the Fernald effluent line (RM 24). RM 38 is isolated from upstream fish migration by two dams located near Hamilton, Ohio and fish collected from this site should not be influenced by processes at the downstream sites. Samples of 549 fish from 29 species belonging to nine families provided seventy-two samples for uranium analysis by an independent laboratory. Chemical analysis of water samples collected at each site was used to determine the effect of chemical parameters on the fish community. This study focused on comparison of the density, biomass and diversity of the fish community between sites and between years.

    The electrofishing survey of fish from the Great Miami River at RM 19, 24 and 38 from late summer 1996 demonstrated the sensitivity of the fish community to microhabitat variation. The variation was particularly clear between the pooled, low flow sections of the river and the runs, where fast current habitats occurred. In 1996, like most recent years, the differences were obvious between Rm 24 and RM 19 and RM 38. River Mile 24 was characterized by a fish community of current-loving fish, dominated by Catastomidae (suckers), and Ictaluridae (catfish). In contrast, samples from pooled stations at RM 19 and 38 were dominated by Centrarchidae, Clupeidae and Cyprinidae, particularly the carp. The microhabitats sampled around the abutments of bridges at RM 19 and 38 where fast current and physical structure occurred, both resembled the community at RM 24. Changes in the fish communities associated with the upstream/downstream changes in stream volume, channel size, morphology, etc., were evidenced by the community coefficients which showed least similarity between the most distant sites.

    Fish sampling by electroshocking in the Great Miami River upstream and downstream the Fernald site (September 25 and 26, 1994) was designed to determine changes in the health of the fish community compared to the previous ten years and to collect samples for uranium analyses in fish fillets. Samples of 853 fish, from 27 species, eight families and three sites at river mile (RM) 38, RM 24, and RM 19 provided seventy-eight samples for uranium analyses by an independent laboratory. The biomass of fish caught per hour was greatest at RM 24 > RM 19 > RM 3 8. The diversity index and the heaviest fish community was RM 24 > RM 38 > RM 19. The pooled site at RM 38 near Hamilton was diagnostically separated from the other sites by the young-of-the-year (YOY) golden redhorse, smallmouth bass and golden shiner. The darns at Hamilton acted as an effective barrier against fish migration upriver. Larger freshwater drum, gizzard shad, channel catfish and flathead catfish, which might be expected in rapid current reaches of mid-sized rivers characterize RM 24. The pool at RM 19 was distinguished from the others by YOY gizzard shad, bluegill, and longear sunfish. Thus the fish community in 1994 was separated ecologically by the physical features of the habitat more than by water quality differences between sites. These data suggest that the Fernald effluents in September were having no detectable effects on the distribution of fishes, independent of changes in habitat quality separated on physical attributes of the river channel at each site.

    A review has been performed of existing information that describes geology, hydrogeology, and geochemistry at the South District Wastewater Treatment Plant, which is operated by the Miami-Dade Water and Sewer Department, in Dade County, Florida. Treated sanitary wastewater is injected into a saline aquifer beneath the plant. Detection of contaminants commonly associated with treated sanitary wastewater in the freshwater aquifer that overlies the saline aquifer has indicated a need for a reevaluation of the ability of the confining layer above the saline aquifer to prevent fluid migration into the overlying freshwater aquifer. Review of the available data shows that the geologic data set is not sufficient to demonstrate that a competent confining layer is present between the saline and freshwater aquifers. The hydrogeologic data also do not indicate that a competent confining layer is present. The geochemical data show that the freshwater aquifer is contaminated with treated wastewater, and the spatial patterns of contamination are consistent with upward migration through localized conduits through the Middle Confining Unit, such as leaking wells or natural features. Recommendations for collection and interpretation of additional site characterization data are provided.

    Quercetin is a bioflavonoid that exhibits several biological functions in vitro and in vivo. Quercetin 3-O-methyl ether (Q3) is a natural product reported to have pharmaceutical activities, including antioxidative and anticancer activities. However, little is known about the mechanism by which it protects cells from oxidative stress. This study was designed to investigate the mechanisms by which Q3 protects against Cu{sup 2+}-induced cytotoxicity. Exposure to Cu{sup 2+} resulted in the death of mouse liver FL83B cells, characterized by apparent apoptotic features, including DNA fragmentation and increased nuclear condensation. Q3 markedly suppressed Cu{sup 2+}-induced apoptosis and mitochondrial dysfunction, characterized by reduced mitochondrial membrane potential, caspase-3 activation, and PARP cleavage, in Cu{sup 2+}-exposed cells. The involvement of PI3K, Akt, Erk, FOXO3A, and Mn-superoxide dismutase (MnSOD) was shown to be critical to the survival of Q3-treated FL83B cells. The liver of both larval and adult zebrafish showed severe damage after exposure to Cu{sup 2+} at a concentration of 5 μM. Hepatic damage induced by Cu{sup 2+} was reduced by cotreatment with Q3. Survival of Cu{sup 2+}-exposed larval zebrafish was significantly increased by cotreatment with 15 μM Q3. Our results indicated that Cu{sup 2+}-induced apoptosis in FL83B cells occurred via the generation of ROS, upregulation and phosphorylation of Erk, overexpression of 14-3-3, inactivation of Akt, and the downregulation of FOXO3A and MnSOD. Hence, these results also demonstrated that Q3 plays a protective role against oxidative damage in zebrafish liver and remarked the potential of Q3 to be used as an antioxidant for hepatocytes. Highlights: ► Protective effects of Q3 on Cu{sup 2+}-induced oxidative stress in vitro and in vivo. ► Cu{sup 2+} induced apoptosis in FL83B cells via ROS and the activation of Erk. ► Q3 abolishes Cu{sup 2+}-induced apoptosis through the PI3K/Akt and MAPK

    The third quarter of 1996 has resulted in the completion of over five (5) years of extensive project development, design, construction and start-up of the 250 MW Polk Power Station Unit {number_sign}1 IGCC Project. the combined cycle performance test was completed on June 18, 1996. This test demonstrated that on distillate fuel, the combined cycle achieved a net output of 222,299 KW with a net heat rate of 6,868 BTU/KW. This is about 3.86% and 2.76% better than the guaranteed values of 214,040 KW and 7,063 BTU/KW respectively. During the third quarter of 1996, the combustion turbine was run on syngas two (2) different times for a combined total of about seven hours. Attachment {number_sign}4 shows graphically the transfer from oil to syngas. Emission levels were generally acceptable even though no specific emissions tuning was completed by GE and the emissions monitoring equipment was not yet completely operational.

Testing was accomplished by increasing the gas flow from the D absorber tower and measuring the performance of this module.     Central Florida Pipeline Company (CFPL), a subsidiary of GATX Terminals Corp., Tampa, FL, has used directional drilling under seven water bodies in Hillsborough, Polk and Osceola Counties in constructing its new pipeline from Tampa to Orlando. Primary reason for using directional drilling is to protect the environment by minimizing water turbidity while the 16-inch diameter, 109-mile refined petroleum products pipeline is being installed. Total cost of the project is pegged at $68.5 million. Directional drilling enabled the pipe to be placed about 20 feet below the bottom of: The Alafia River in Riverview with 999 feet drilled; Port Sutton Channel near the Port of Tampa with 2,756 feet drilled; Reedy Creek Swamp at the intersection of Interstate 4 and Highway 192 which had 1,111 feet drilled; Wetland {number_sign}70 southwest of Lake Wales with 1,575 feet drilled; Peace River south of Bartow had 2,470 feet drilled; Bonnet Creek west of Kissimmee had 693 feet drilled. Shingle Creek near the borders of Osceola and Orange Counties with 1,700 feet drilled. This paper reviews the design plans for construction and the emergency response plans should a rupture occur in the line.

    The American Academy of Microbiology convened a colloquium November 6-7, 2003, in Key Largo, Florida, to discuss the application of genomic methods to the study of pathogenesis. Professionals in the fields of genomics, bacteriology, virology, eukaryotic microbiology, medicine, clinical diagnostics, bioinformatics, and forensics contributed their expertise to discussions on the recent advancements in the field and the outlook for future research. A number of recommendations were made for ensuring that progress in the field continues. The availability of genome sequences from pathogenic bacteria, viruses, and fungi and other eukaryotes has opened new horizons for the field of pathogenesis. The genomes of over 100 bacterial pathogens have been fully sequenced, and scientists are busy investigating the mechanisms that regulate the diversity of bacterial pathogens and their myriad abilities to evade host defenses. Close to 1,200 viral genomes have been sequenced, and virologists are now beginning to examine the genomes of those viruses that cause undetected, cryptic infections. These virus-host interactions can serve as a reservoir of viral genes that later emerge in novel pathogens with the potential to infect humans, economically important animals, or crops. A number of eukaryotic microbes, including several pathogenic fungi, have also been sequenced, revealing unimagined diversity among these important pathogens. Certain themes have emerged from analyses of pathogen genome sequences, and the possibility exists that a sequence-based common thread may be found linking pathogens from different taxa. The results of genome sequencing efforts have also informed the study of pathogenesis, helping to identify the ways in which pathogens bring about disease. The advances of the past several years have been great, and we are closer than ever to a comprehensive understanding of pathogenesis, but much work lies ahead. If the science is to move forward, the genome sequences of many more organisms are needed. The sequences of many hosts, pathogens, their nonpathogenic relatives, commensals, as well as a diverse array of microorganisms, are all needed to complete the picture of pathogenesis and provide a phylogenetic framework for understanding the phenomenon. Moreover, improvements are needed in the two most important tools of genomics: annotation methodologies and sequence databases.

    Different ventilation strategies to improve indoor air quality and to reduce HVAC system operating costs in a restaurant with nonsmoking and smoking areas and a bar are discussed in this paper. A generic sitting-type restaurant is used for the analysis. Prototype designs for the restaurant chain with more than 200 restaurants in different US climates were analyzed to collect the information on building envelope, dining area size, heat and contaminant sources and loads, occupancy rates, and current design practices. Four constant air volume HVAC systems wit h a constant and variable (demand-based) outdoor airflow rate, with a mixing and displacement air distribution, were compared in five representative US climates: cold (Minneapolis, MN); Maritime (Seattle, WA); moderate (Albuquerque, NM); hot-dry (Phoenix, AZ); and hot-humid (Miami, FL). For all four compared cases and climatic conditions, heating and cooling consumption by the HVAC system throughout the year-round operation was calculated and operation costs were compared. The analysis shows: Displacement air distribution allows for better indoor air quality in the breathing zone at the same outdoor air supply airflow rate due to contaminant stratification along the room height. The increase in outdoor air supply during the peak hours in Miami and Albuquerque results in an increase of both heating and cooling energy consumption. In other climates, the increase in outdoor air supply results in reduced cooling energy consumption. For the Phoenix, Minneapolis, and Seattle locations, the HVAC system operation with a variable outdoor air supply allows for a decrease in cooling consumption up to 50% and, in some cases, eliminates the use of refrigeration machines. The effect of temperature stratification on HVAC system parameters is the same for all locations; displacement ventilation systems result in decreased cooling energy consumption but increased heating consumption.

    Engineering robust adhesion of the junction box (j-box) is a hurdle typically encountered by photovoltaic module manufacturers during product development and manufacturing process control. There are historical incidences of adverse effects (e.g., fires) caused when the j-box/adhesive/module system has failed in the field. The addition of a weight to the j-box during the 'damp-heat,' 'thermal-cycle,' or 'creep' tests within the IEC qualification protocol is proposed to verify the basic robustness of the adhesion system. The details of the proposed test are described, in addition to a trial-run of the test procedure. The described experiments examine four moisture-cured silicones, four foam tapes, and a hot-melt adhesive used in conjunction with glass, KPE, THV, and TPE substrates. For the purpose of validating the experiment, j-boxes were adhered to a substrate, loaded with a prescribed weight, and then subjected to aging. The replicate mock-modules were aged in an environmental chamber (at 85 degrees C/85% relative humidity for 1000 hours; then 100 degrees C/<10% relative humidity for 200 hours) or fielded in Golden (CO), Miami (FL), and Phoenix (AZ) for one year. Attachment strength tests, including pluck and shear test geometries, were also performed on smaller component specimens.

    The 7-acre Whitehouse Waste Oil Pits site was used by Allied Petroleum Products (Allied) to dispose of acidic waste oil sludges from its oil reclamation process in Whitehouse, Duval County, Florida. A cypress swamp system and residential area are immediately adjacent to the site. The acid sludge produced in the first step and clay used to decolorize the oil were dumped into the unlined pits at the site. A 1985 ROD addressed source control as a containment remedy consisting of a slurry wall construction, soil cap, and a ground water recovery and treatment system; however, EPA has re-evaluated the 1985 ROD selection and determined that the containment remedy failed to meet the requirements of SARA. As a result, the ROD Amendment focuses on an alternative for treating Whitehouse wastes by eliminating direct contact risk associated with pit soil/sludge wastes and preventing contaminated ground water in the surficial aquifer from migrating laterally. The primary contaminants of concern that affect the soil, sediment, surface water, and ground water are VOCs, including benzene, toluene, and xylenes; organics, including PCBs and phenols; and metals, including arsenic, chromium, and lead. The amended remedial action for the site are included.

    This paper presents the results of a study investigating the energy performance of three newly developed prototype electrochromic devices. The DOE-2.1 E energy simulation program was used to analyze the annual cooling, lighting, and total electric energy use and peak demand as a function of window type and size. The authors simulated a prototypical commercial office building module located in the cooling-dominated locations of Phoenix, AZ and Miami, FL. Heating energy use was also studied in the heating-dominated location of Madison, WI. Daylight illuminance was used to control electrochromic state-switching. Two types of window systems were analyzed; i.e., the outer pane electrochromic glazing was combined with either a conventional low-E or a spectrally selective inner pane. The properties of the electrochromic glazings are based on measured data of new prototypes developed as part of a cooperative DOE-industry program. The results show the largest difference in annual electric energy performance between the different window types occurs in Phoenix and is about 6.5 kWh/m{sup 2} floor area (0.60 kWh/ft{sup 2}) which can represent a cost of about $.52/m{sup 2} ($.05/ft{sup 2}) using electricity costing $.08/kWh. In heating-dominated locations, the electrochromic should be maintained in its bleached state during the heating season to take advantage of beneficial solar heat gain which would reduce the amount of required heating. This also means that the electrochromic window with the largest solar heat gain coefficient is best.

    There are several definitions of symbiosis, but in this book it involves an association where one organism (the symbiont) lives within or on the body of another organism (the host), regardless of the actual effect on the host. Some symbioses are mutualistic, some parasitic, and some involve commensalism, in which one partner derives some benefit without either harming or benefiting the other. This is the second volume in this exciting and rapidly advancing topic by these editors.     The U.S. Bureau of Mines diskette contains analysis and related source data for 2,357 natural gas samples collected from miscellaneous states, which include the following states: Alabama, Arkansas (except Arkoma Basin), Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia. All samples were obtained and analyzed as part of the Bureau's investigations of occurrences of helium in natural gases of countries with free market economies. The survey has been conducted since 1917. The analysis contained on the diskette contain the full range of component analysis data. Five files are on the diskette: READ.ME, MISC.TXT, MISC.DBF, USHEANAL.DBF, and BASINCDE.TXT.

    The team led by Dow Corning collaborated to increase the thermal performance of exterior insulation and finishing systems (EIFS) to reach R-40 performance meeting the needs for high efficiency insulated walls. Additionally, the project helped remove barriers to using EIFS on retrofit commercial buildings desiring high insulated walls. The three wall systems developed within the scope of this project provide the thermal performance of R-24 to R-40 by incorporating vacuum insulation panels (VIPs) into an expanded polystyrene (EPS) encapsulated vacuum insulated sandwich element (VISE). The VISE was incorporated into an EIFS as pre-engineered insulation boards. The VISE is installed using typical EIFS details and network of trained installers. These three wall systems were tested and engineered to be fully code compliant as an EIFS and meet all of the International Building Code structural, durability and fire test requirements for a code compliant exterior wall cladding system. This system is being commercialized under the trade name Dryvit® Outsulation® HE system. Full details, specifications, and application guidelines have been developed for the system. The system has been modeled both thermally and hygrothermally to predict condensation potential. Based on weather models for Baltimore, MD; Boston, MA; Miami, FL; Minneapolis, MN; Phoenix, AZ; and Seattle, WA; condensation and water build up in the wall system is not a concern. Finally, the team conducted a field trial of the system on a building at the former Brunswick Naval Air Station which is being redeveloped by the Midcoast Regional Redevelopment Authority (Brunswick, Maine). The field trial provided a retrofit R-30 wall onto a wood frame construction, slab on grade, 1800 ft2 building, that was monitored over the course of a year. Simultaneous with the façade retrofit, the building’s windows were upgraded at no charge to this program. The retrofit building used 49% less natural gas during the winter of

    The 1996 High-Temperature Superconducting Wire Development Workshop was held on January 31--February 1 at the Crown Plaza Tampa Westshore in Tampa, Florida. The meeting was hosted by Tampa Electric Company and sponsored by the Department of Energy`s Superconductivity Program for Electric Systems. The meeting focused on recent high-temperature superconducting wire development activities in the Department of Energy`s Superconductivity Systems program. Tampa Electric`s Greg Ramon began the meeting by giving a perspective on the changes now occurring in the utility sector. Major program wire development accomplishments during the past year were then highlighted, particularly the world record achievements at Los Alamos and Oak Ridge National Laboratories. The meeting then focussed on three priority technical issues: thallium conductors; AC losses in HTS conductors; and coated conductors on textured substrates. Following in-depth presentations, working groups were formed in each technology area to discuss and critique the most important current research and development issues. The working groups identified research areas that have the potential for greatly enhancing the wire development effort. These areas are discussed in the summary reports from each of the working groups. This document is a compilation of the workshop proceedings including all general session presentations and summary reports from the working groups.

A follow-on fluid injection test was developed to detect fluid and ion migration in a cementitious material/grouted test cube using a limited number of existing embedded sensor systems. This In Situ Decommissioning Sensor Network, Meso-Scale Test Bed (ISDSN-MSTB) - Phase 3 Fluid Injection Test Summary Report summarizes the test implementation, acquired and processed data, and results from the activated embedded sensor systems used during the fluid injection test. The ISDSN-MSTB Phase 3 Fluid Injection Test was conducted from August 27 through September 6, 2013 at the FIU-ARC ISDSN-MSTB test cube. The fluid injection test activated a portion of the existing embedded sensor systems in the ISDSN-MSTB test cube: Electrical Resistivity Tomography-Thermocouple Sensor Arrays, Advance Tensiometer Sensors, and Fiber Loop Ringdown Optical Sensors. These embedded sensor systems were activated 15 months after initial placement. All sensor systems were remotely operated and data acquisition was completed through the established Sensor Remote Access System (SRAS) hosted on the DOE D&D Knowledge Management Information Tool (D&D DKM-IT) server. The ISDN Phase 3 Fluid Injection Test successfully demonstrated the feasibility of embedding sensor systems to assess moisture-fluid flow and resulting transport potential for contaminate mobility through a cementitious material/grout monolith. The ISDSN embedded sensor systems activated for the fluid injection test highlighted the robustness of the sensor systems and the importance of configuring systems in-depth (i.e., complementary sensors and measurements) to alleviate data acquisition gaps.
