    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    This paper describes a program directed by the US Agency for International Development and Sandia National Laboratory which installed sustainable energy sources in the form of photovoltaic modules and wind energy systems in rural Mexico to pump water and provide solar distillation services. The paper describes the guidelines which appeared most responsible for success as: promote an integrated development program; install quality systems that develop confidence; instill local project ownership; train local industry and project developers; develop a local maintenance infrastructure; provide users training and operations guide; develop clear lines of responsibilities for system upkeep. The research program was administered by the New Mexico Research and Development Institute and was conducted by professional staff members at New Mexico State University and Lightning Dock Geothermal, Inc. The report is divided into four chapters, which correspond to the principal tasks delineated in the above grant.     In 1991, The American Association of Petroleum Geologists (AAPG) published a regional stratigraphic cross section and accompanying seismic line that extends from the south flank of the Ouachita tectonic belt in southern Arkansas (lat. 34.15'N) to south of the 28th parallel in the High Island area, South Addition Block of offshore Gulf of Mexico. The cross section shows chronostratigraphic correlations, lithostratigraphy, and generalized structural relations common to the central Gulf Coast and mid-continent region. The section has been published in three large sheets, each representing approximately 425 statue mi of geographic coverage. As an outgrowth of this project, AAPG, jointly with the Society of Sedimentary Geology (SEPM), organized and sponsored a project through their respective Research Committees on biostratigraphic, lithostratigraphic, and organic geochemical analyses of cuttings from key wells tied to the cross section. Separate splits of samples were sent to volunteers for the following analyses: (1) binocular microscope lithology analysis, (2) detailed biostratigraphy, (3) organic geochemistry, and (4) clay mineralogy by x-ray diffraction (XRD).

    This study analyzes impacts from energy efficiency standards and labeling in Mexico from 1994 through 2005 for four major products: household refrigerators, room air conditioners, three-phase (squirrel cage) induction motors, and clothes washers. It is a retrospective analysis, seeking to assess verified impacts on product efficiency in the Mexican market in the first ten years after standards were implemented. Such an analysis allows the Mexican government to compare actual to originally forecast program benefits. In addition, it provides an extremely valuable benchmark for other countries considering standards, and to the energy policy community as a whole. The methodology for evaluation begins with historical test data taken for a large number of models of each product type between 1994 and 2005. The pre-standard efficiency of models in 1994 is taken as a baseline throughout the analysis. Model efficiency data were provided by an independent certification laboratory (ANCE), which tested products as part of the certification and enforcement mechanism defined by the standards program. Using this data, together with economic and market data provided by both government and private sector sources, the analysis considers several types of national level program impacts. These include: Energy savings; Environmental (emissions) impacts, and Net financial impacts to consumers, manufacturers and utilities. Energy savings impacts are calculated using the same methodology as the original projections, allowing a comparison. Other impacts are calculated using a robust and sophisticated methodology developed by the Instituto de Investigaciones Electricas (IIE) and Lawrence Berkeley National Laboratory (LBNL), in a collaboration supported by the Collaborative Labeling and Standards Program (CLASP).

    This report summarizes an evaluation of the Long-Term Hydrologic Monitoring Program (LTHMP) that has been conducted since 1972 at the Gasbuggy, New Mexico underground nuclear detonation site. The nuclear testing was conducted by the U.S. Atomic Energy Commission under the Plowshare program, which is discussed in greater detail in Appendix A. The detonation at Gasbuggy took place in 1967, 4,240 feet below ground surface, and was designed to fracture the host rock of a low-permeability natural gas-bearing formation in an effort to improve gas production. The site has historically been managed under the Nevada Offsites Project. These underground nuclear detonation sites are within the United States but outside of the Nevada Test Site where most of the experimental nuclear detonations conducted by the U.S. Government took place. Gasbuggy is managed by the U.S. Department of Energy (DOE) Office of Legacy Management (LM ).

    Sandia National Laboratories and the University of New Mexico's Anderson School of Management are developing a program which enables M.B.A. students to assist in commercializing Sandia-developed technologies. Thus far, students have prepared detailed business plans (which include market analyses, design and development sections, and pro forma financials) for a wide range of technologies (robotics software, electron accelerators, acoustic detectors, sof-gel processing, imaging sensors, and chemical plating). This paper reports on potential applications which include waste management, cancer treatment, oil and gas transportation, coating of plastics, manufacturing and assembly, and parts inspections. By having graduate students conduct the research necessary to identify positive net-present-value projects, Sandia is able to interest private sector firms in its technologies.

  20. Long-Term Hydrologic Monitoring Program, Gnome site, Eddy County, New Mexico

    The Gnome site is located in Eddy County, approximately 31 miles southeast of the city of Carlsbad, New Mexico. Project Gnome, with a yield of 3.1 kilotons, was detonated December 10, 1961. It was the first nuclear detonation designed specifically for peaceful purposes and the first underground event of the Plowshare Program to take place outside the Nevada Test Site. The purpose of the Long-Term Hydrologic Monitoring Program at the Gnome site is to obtain data that will assure the public safety; inform the public, the news media, and the scientific community relative to radiological contamination; and to document compliance with federal, state, and local antipollution requirements. The Gnome site geographical setting, climate, geology, and hydrology are described. Site history, including Gnome event information and pre- and post-Gnome monitoring by the US Public Health Service and the USGS, is described. Site cleanups of 1968 and 1979 are described. Postoperational surveys indicate that the Gnome site is well below the established decontamination criteria and that no hazard exists or will likely occur during public use of the surface of the Gnome site. The Long-Term Hydrologic Monitoring Program for the Gnome site is described.

    This paper describes a USAID/USDOE sponsored program to implement renewable energy in Mexico for productive uses. The objectives are to expand markets for US and Mexican industries, and to combat global climate change - primarily greenhouse gas emissions. The focus is on off-grid applications, with an emphasis on developing the institution structure to support the development of these industries within the country. Agricultural development is an example of the type of industry approached, where photovoltaic and wind power can be used for water pumping. There are hundreds of projects under review, and this interest has put renewables as a line item in Mexico`s rural development budget. Village power projects are being considered in the form of utility partnerships.

    The initial National Emission Standards for Hazardous Air Pollutants (NESHAP - 40 CFR 61, Subpart H) Program at Sandia National Laboratories, New Mexico (SNL/NM) required: (1) continuous air monitoring of sources if the calculated effective dose equivalent (EDE) to the maximum exposed individual (MEI) was > 0.1 mrem/yr; (2) the determination of emissions based on measurements or measured parameters if the EDE to the MEI was < 0.1 mrem/yr; and (3) the calculation of worst case releases when the expected air concentrations were below detection limits using standard monitoring equipment. This conservative interpretation of the regulation guided SNL/NM to model, track, and trend virtually all emission sources with the potential to include any radionuclides. The level of effort required to implement these activities was independent of the EDE contributing from individual sources. A recent programmatic review found the NESHAP program to be in excess of the legal requirements. A further review found that, in summation, 13 of 16 radionuclide sources had a negligible impact on the final calculated EDE to the MEI used to demonstrate compliance at 20 separate on-site receptor locations. A reevaluation was performed to meet the legal requirements of 40 CFR 61, Subpart H, and still be reasonable and appropriate under the existing circumstances.

    Globally, governments and industries are implementing innovative voluntary programs to reduce greenhouse gas emissions. Often these programs encourage groups to use cost effective technologies that capture market-based forces. These programs are successful because they capitalize on existing opportunities where both the environment and the participants can benefit (i.e., win-win opportunities). This paper documents efforts to investigate these kinds of win-win opportunities in three developing countries: the Philippines, South Africa, and Mexico. Initial observations are provided as fresh information from the field, drawing on six missions during the last nine months. Utility costs, interest rates, and overall economic health appear to critically affect opportunities in each country. By contrast, details of heating, ventilating and air-conditioning (HVAC) design and local climate were often important differences between countries. These affect opportunities, for example, to achieve significant savings from cooling systems or not. Looking at the success of ESCOs was somewhat surprising. One might expect to see the most successful ESCO activity where utility costs are high and upgrade opportunities are plentiful (such as in the Philippines). This was not the case, however, as research in the Philippines did not reveal even one active ESCO contract yet. Design practices for new construction were in need of the same thing that helps US design teams do a better job of energy-efficient design, better communications between design team members. Finally, industrial firms were doing a variety of EE upgrades in each country, but this level of activity was relatively small compared to what should be cost effective.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    CONC/11 is a computer program designed for calculating the performance of dish-type solar thermal collectors and power systems. It is intended to aid the system or collector designer in evaluating the performance to be expected with possible design alternatives. From design or test data on the characteristics of the various subsystems, CONC/11 calculates the efficiencies of the collector and the overall power system as functions of the receiver temperature for a specified insolation. If desired, CONC/11 will also determine the receiver aperture and the receiver temperature that will provide the highest efficiencies at a given insolation. The program handles both simple and compound concentrators. CONC/11 is written in Athena Extended Fortran (similar to Fortran 77) to operate primarily in an interactive mode on a Sperry 1100/81 computer. It could also be used on many small computers.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

NMCIM was the primary interface for novel radioisotopes and radiochemistries developed at the Los Alamos National Laboratory (LANL) for SPECT/PET imaging and therapy. NMCIM coordinated the use of the small animal imaging facility with the CRTC provided support services to assist investigators in their studies. NMCIM developed education and training programs that benefited professional, graduate, and postdoctoral students that utilized its unique facilities and technologies. UNM COP RSP has been active in writing research and training grants, as well as supporting contract research with industrial partners. The ultimate goal of NMCIM is to bring new radiopharmaceutical imaging and therapeutic agents into clinical trials that will benefit the health and well being of cancer and other patients in New Mexico and the U.S.

The audit was conducted May 16-May 26, 1994, by the Office of Environmental Audit (EH-24). DOE 5482.1 B, {open_quotes}Environment, Safety, and Health Appraisal Program{close_quotes}, establishes the mission of EH-24, which is to provide comprehensive, independent oversight of Department-wide environmental programs on behalf of the Secretary of Energy.     This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz.     The significance of the Pena Blanca uranium deposits in the State of Chihuahua, Mexico as potential natural analogs for a nuclear waste repository in unsaturated welded tuff was first recognized in the 1980s. In the 1970s, the Pena Blanca region was a major target of uranium exploration and exploitation by the Mexican government. Since then the Nopal I uranium deposit has been studied extensively by researchers in the U.S., Mexico, and Europe. The Nopal I deposit represents an environment similar to that of the proposed high-level radioactive waste repository at Yucca Mountain in many ways. Both are located in semi-arid regions. Both are located in Tertiary rhyolitic tuffs overlying carbonate rocks that have been subjected to basin and range-style tectonic deformation. Both are located in a chemically oxidizing, unsaturated zone 200 m or more above the water table. The alteration of uraninite to secondary minerals at Nopal I may be similar to the alteration of uranium fuel rods in this type of setting. Investigations at Nopal I and in the surrounding Sierra Pena Blanca have included detailed outcrop mapping, hydrologic and isotopic studies of flow and transport, studies of mineral alteration, modeling, and performance assessment.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

In both experiments the UNM group research focuses on silicon strip tracking systems. The present research goals are to develop and utilize precision silicon tracking to increase significantly the physics reach of the Tevatron, and to make possible the study of high-P[sub t] physics at the SSC. The search for the t-quark in CDF is the primary goal of the upcoming Tevatron runs. This Progress Report summarizes our research accomplishments from the last year.

    Oil is a fundamental component of nationhood in Mexico. The 1938 expropriation of oil resources concluded a process of internal political consolidation and thus became the most important symbol of nationalism. Mexico has been undergoing a process of economic reform that has altered the country`s economic structure and has subjected it to international competition. Oil in particular and energy in general have been left untouched. There is recognition that without an equal reform of the energy industry, the potential for success will be significantly limited. While the Constitution allows private investment in the industry--with the exception of the resource properties themselves--the Regulatory Law bans any private participation. Because of its political sensitivity, however, amending the law in order to reform the oil industry will necessitate a domestic initiative rather than foreign pressure. In this perspective, NAFTA served to slow and postpone the reform of the industry, rather than the opposite. Once NAFTA is well in place, the industry will have to face competition.

    The Auxiliary Hot Cell Facility (AHCF) at Sandia National Laboratories, New Mexico (SNL/NM) will be a Hazard Category 3 nuclear facility used to characterize, treat, and repackage radioactive and mixed material and waste for reuse, recycling, or ultimate disposal. A significant upgrade to a previous facility, the Temporary Hot Cell, will be implemented to perform this mission. The following major features will be added: a permanent shield wall; eight floor silos; new roof portals in the hot-cell roof; an upgraded ventilation system; and upgraded hot-cell jib crane; and video cameras to record operations and facilitate remote-handled operations. No safety-class systems, structures, and components will be present in the AHCF. There will be five safety-significant SSCs: hot cell structure, permanent shield wall, shield plugs, ventilation system, and HEPA filters. The type and quantity of radionuclides that could be located in the AHCF are defined primarily by SNL/NM's legacy materials, which include radioactive, transuranic, and mixed waste. The risk to the public or the environment presented by the AHCF is minor due to the inventory limitations of the Hazard Category 3 classification. Potential doses at the exclusion boundary are well below the evaluation guidelines of 25 rem. Potential for worker exposure is limited by the passive design features incorporated in the AHCF and by SNL's radiation protection program. There is no potential for exposure of the public to chemical hazards above the Emergency Response Protection Guidelines Level 2.

This program is designed to create an avenue for the State to ensure DOE facilities are in compliance with applicable environmental regulations, to allow the State oversight and monitoring independent of the DOE, to allow the State valuable input into remediation decision making, and to protect the environment and the public health and safety of New Mexicans concerning DOE facility activities. This agreement, called the Agreement in Principle (AIP), includes all four of New Mexico`s DOE facilities: Los Alamos National Laboratory in Los Alamos; Sandia National Laboratories and the Inhalation Toxicology Research Institute on Kirtland Air Force Base in Albuquerque; and the Waste Isolation Pilot Plant near Carlsbad.

    The Mexican Federal Government through its Secretaria de Energia and the Federal Government owned electrical utilities, Comision Federal de Electricidad and Luz y Feurza del Centro, are doing very important efforts in order to give electric power to remote villages in Mexico via PV stand alone systems and hybrid systems with PV modules, wind generators, batteries and a back up diesel electric generator. Nowadays they are trying to take advantage of municipal solid waste in order to get power from the biogas generated in landfills. The main reason for this is, after NAFTA was signed, the municipal authorities in charge of final disposal of MSW will not be allowed any longer to throw away MSW in open fields. Besides, municipal authorities are also in charge of street lighting systems and they have to pay to the utilities a very high rate (12 cents/kWH). The main idea of this paper is how to dispose properly of MSW, fulfilling what is written in the new Environmental Law, and how to take advantage of this process in order to get power from landfill gas at marginal cost. A power wheeling agreement must be reached with the utility in order to send the power generated at the biogas facility to the street lighting lamps, avoiding the high rate for this purpose.

    The U.S. Department of Energy (DOE) maintains a strong commitment to transfer the results of its science and technology programs to the private sector. The intent is to apply innovative and sometimes advanced technologies to address needs while simultaneously stimulating new commercial business opportunities. Such focused technology transfer was evident in the late 1990s as the results of DOE investments in environmental management technology development led to new tools for characterizing and remediating contaminated sites as well as handling and minimizing the generation of hazardous wastes. The Departments Office of Environmental Management was attempting to reduce the cost, accelerate the schedule, and improve the efficacy of clean-up efforts in the nuclear weapons complex. It recognized that resulting technologies had broader world market applications and that their commercialization would further reduce costs and facilitate deployment of improved technology at DOE sites. DOEs Albuquerque Operations Office (now part of the National Nuclear Security Administration) began in 1995 to build the foundation for a technology exchange program with Mexico. Initial sponsorship for this work was provided by the Departments Office of Environmental Management. As part of this effort, Applied Sciences Laboratory, Inc. (ASL) was contracted by the DOE Albuquerque office to identify Mexicos priority environmental management needs, identify and evaluate DOE-sponsored technologies as potential solutions for those needs, and coordinate these opportunities with decision makers from Mexicos federal government. That work led to an improved understanding of many key environmental challenges that Mexico faces and the many opportunities to apply DOEs technologies to help resolve them. The above results constituted, in large part, the foundation for an initial DOE-funded program to apply the Departments technology base to help address some of Mexicos challenging environmental

    Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    The Clifton Quadrangle, Arizona and New Mexico, was evaluated to identify environments and delineate areas favorable for uranium deposits. The evaluation used criteria formulated for the National Uranium Resource Evaluation program. Evidence for the evaluation was based on surface studies, hydrogeochemical and stream-sediment reconnaissance, and aerial radiometric surveys. The quadrangle encompasses parts of three physiographic provinces: the Colorado Plateau, the transition zone, and the Basin and Range. The one environment determined, during the present study, to be favorable for uranium deposits is the Whitewater Creek member of the Cooney tuff, which is favorable for magmatic-hydrothermal uranium deposits on the west side of the Bursum caldera. No other areas were favorable for uranium deposits in sandstone, limestone, volcanogenic, igneous, or metamorphic environments. The subsurface is unevaluated because of lack of information, as are areas where access is a constraint.

    The objective of this project was the development of a 230 kV high-pressure gas-filled (HPGF) pipe-type cable employing paper or laminate of paper-polypropylene-paper (PPP) insulation pressurized with N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas. Heretofore, HPGF pipe-type cables have been restricted to 138 kV ratings due to technical difficulties in achieving higher voltage ratings. In view of the high cost of manufacturing and testing a large number of full size cables, cable models with 2 mm (80 mils) and 2.5 mm (100 mils) wall thicknesses of insulation enclosed in a test fixture capable of withstanding a test pressure of 2070 kPa (300 psig) and high electrical stresses were employed for dissipation factor versus voltage measurements and for ac and impulse breakdown tests at rated and emergency operating temperatures. In addition, a 36 cm (14 in) full wall cable model enclosed in a pressure vessel was utilized for transient pressure response tests. The results of this investigation attest tot he technical feasibility of the design and manufacture of a 230 kV HPGF pipe-type cable employing paper or PPP insulation pressurized with 100% N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas for operation under normal and 100 hour emergency conditions at conductor temperatures of 85{degree} and 105{degree}C, respectively. The manufacture of a full size PPP insulated cable pressurized with a blend of 15% SF{sub 6}/85% N{sub 2} gas employing pre-impregnated PPP insulating tapes and an annular conductor based on the design stresses defined in this report is recommended for laboratory evaluation and extended life tests. 11 refs., 45 figs., 11 tabs.

    In October 1990 an Agreement-in-Principle (AIP) was entered into between the US Department of Energy (DOE) and the State of New Mexico for the purpose of supporting State oversight activities at DOE facilities in New Mexico. The State`s lead agency for the Agreement is the New Mexico Environment Department (NMED). DOE has agreed to provide the State with resources over a five year period to support State activities in environmental oversight, monitoring, access and emergency response to ensure compliance with applicable federal, state, and local laws at Los Alamos National Laboratory (LANL), Sandia National Laboratories (SNL), the Waste Isolation Pilot Plant (WIPP), and the Inhalation Toxicology Research Institute (ITRI). The Agreement is designed to assure the citizens of New Mexico that public health, safety and the environment are being protected through existing programs; DOE is in compliance with applicable laws and regulations; DOE has made substantial new commitments; cleanup and compliance activities have been prioritized; and a vigorous program of independent monitoring and oversight by the State is underway. This report relates the quality and effectiveness of the facilities` environmental monitoring and surveillance programs. This report satisfies that requirement for the January--December 1992 time frame.

    Los Alamos National Laboratory and Instituto Mexicano del Petroleo have embarked on a joint study of options for improving air quality in Mexico City. The intent is to develop a modeling system which can address the behavior of pollutants in the region so that option for improving Mexico City air quality can be properly evaluated. In February of 1991, the project conducted a field program which yielded a variety of data which is being used to evaluate and improve the models. Normally the worst air quality for both primary and photochemical pollutants occurs in the winter Mexico City. During the field program, measurements included: (1) lidar measurements of aerosol transport and dispersion, (2) aircraft measurements of winds, turbulence, and chemical species aloft, (3) aircraft measurements of earth surface skin temperatures, and (4) tethersonde measurements of wind, temperature and ozone vertical profiles. A three-dimensional, prognostic, higher order turbulence meteorological model (HOTMAC) was modified to include an urban canopy and urban heat sources. HOTMAC is used to drive an Monte-Carlo kernel dispersion code (RAPTAD). HOTMAC also provides winds and mixing heights for the CIT photochemical model which was developed by investigators at the California Institute of Technology and Carnegie Mellon University.

    Sandia National Laboratories has made major investments in microsystems-related infrastructure and research staff development over the past two decades, culminating most recently in the MESA project. These investment decisions have been made based in part upon the necessity for highly reliable, secure, and for some purposes, radiation-hardened devices and subsystems for safety and sustainability of the United States nuclear arsenal and other national security applications. SNL's microsystems development and fabrication capabilities are located almost entirely within its New Mexico site, rendering their effectiveness somewhat dependent on the depth and breadth of the local microsystems workforce. Consequently, the status and development capacity of this workforce has been seen as a key personnel readiness issue in relation to the maintenance of SNL's microsystems capabilities. For this reason SNL has supported the instantiation and development of the Southwest Center for Microsystems Education, an Advanced Technology Education center funded primarily by the National Science Foundation, in order to foster the development of local training capacity for microsystems technologists. Although the SCME and the associated Manufacturing Technology program at Central New Mexico Community College have developed an effective curriculum and graduated several highly capable microsystems technologists, the future of both the center and the degree program remain uncertain due to insufficient student enrollment. The central region of New Mexico has become home to many microsystems-oriented commercial firms. As the demands of those firms for technologists evolve, SNL may face staffing problems in the future, especially if local training capacity is lost.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    In 2002, Gnomon, Inc., entered into a cooperative agreement with the U.S. Department of Energy (DOE) National Energy Technology Laboratory (NETL) for a project entitled, Adaptive Management and Planning Models for Cultural Resources in Oil and Gas Fields in New Mexico and Wyoming (DE-FC26-02NT15445). This project, funded through DOE’s Preferred Upstream Management Practices grant program, examined cultural resource management practices in two major oil- and gas-producing areas, southeastern New Mexico and the Powder River Basin of Wyoming (Figure 1). The purpose of this project was to examine how cultural resources have been investigated and managed and to identify more effective management practices. The project also was designed to build information technology and modeling tools to meet both current and future management needs. The goals of the project were described in the original proposal as follows: Goal 1. Create seamless information systems for the project areas. Goal 2. Examine what we have learned from archaeological work in the southeastern New Mexico oil fields and whether there are better ways to gain additional knowledge more rapidly or at a lower cost. Goal 3. Provide useful sensitivity models for planning, management, and as guidelines for field investigations. Goal 4. Integrate management, investigation, and decision- making in a real-time electronic system. Gnomon, Inc., in partnership with the Wyoming State Historic Preservation Office (WYSHPO) and Western GeoArch Research, carried out the Wyoming portion of the project. SRI Foundation, in partnership with the New Mexico Historic Preservation Division (NMHPD), Statistical Research, Inc., and Red Rock Geological Enterprises, completed the New Mexico component of the project. Both the New Mexico and Wyoming summaries concluded with recommendations how cultural resource management (CRM) processes might be modified based on the findings of this research.
