  7. Advancing strategic environmental assessment in the offshore oil and gas sector: Lessons from Norway, Canada, and the United Kingdom

    Abstract: Strategic environmental assessment (SEA) for offshore oil and gas planning and development is utilized in select international jurisdictions, but the sector has received limited attention in the SEA literature. While the potential benefits of and rationale for SEA are well argued, there have been few empirical studies of SEA processes for the offshore sector. Hence, little is known about the efficacy of SEA offshore, in particular its influence on planning and development decisions. This paper examines SEA practice and influence in three international offshore systems: Norway, Atlantic Canada and the United Kingdom, with the intent to identify the challenges, lessons and opportunities for advancing SEA in offshore planning and impact assessment. Results demonstrate that SEA can help inform and improve the efficacy and efficiency of project-based assessment in the offshore sector, however weak coordination between higher and lower tiers limit SEA's ability to influence planning and development decisions in a broad regional environmental and socioeconomic context. - Highlights: Black-Right-Pointing-Pointer SEA can inform and improve the efficacy and efficiency of project EA offshore Black-Right-Pointing-Pointer Scope and deliverables of SEA offshore often differ from stakeholder expectations Black-Right-Pointing-Pointer Considerable variability in influence of SEA output beyond licensing decisions Black-Right-Pointing-Pointer Sector-based SEA offshore is often too restrictive to generate expected benefits.

    This report builds from a similar previous analysis (Schwabe et al., 2011) exploring the differences in cost of wind energy in 2008 among countries participating in IEA Wind Task 26 at that time. The levelized cost of energy (LCOE) is a widely recognized metric for understanding how technology, capital investment, operations, and financing impact the life-cycle cost of building and operating a wind plant. Schwabe et al. (2011) apply a spreadsheet-based cash flow model developed by the Energy Research Centre of the Netherlands (ECN) to estimate LCOE. This model is a detailed, discounted cash flow model used to represent the various cost structures in each of the participating countries from the perspective of a financial investor in a domestic wind energy project. This model is used for the present analysis as well, and comparisons are made for those countries who contributed to both reports, Denmark, Germany, and the United States.

A description is given of the sources and their contributions to the overall dose assessment.     Fiscalization of petroleum in Norway is a multidimensional process, which includes the conventional components of explicit taxation but also involves implicit nontax economic burdens. The latter are often even more important than the taxes themselves. The multidimensional fiscal structure reflects the multiple purposes of petroleum taxation in Norway, of which revenue collection appears to be but one. Given the multiple objectives, it is therefore not surprising that the components are partly inconsistent and contradictory.

    This report includes technical progress made during the period October 2001 to October 2002. At the end of the first technical progress report the project was moving from feasibility of equipment design work to application of this equipment to the actual site for potential demonstration. The effort focuses on reservoir analysis cost estimations of not only the sub-sea processing unit but also the wells, pipelines, installation costs, operating procedures and economic modeling of the development scheme associated with these items. Geologic risk analysis was also part of the overall evaluation, which is factored into the probabilistic economic analysis. During this period two different potential sites in the Gulf of Mexico were analyzed and one site in Norway was initiated but not completed during the period. A summary of these activities and results are included here.

    The Global Threat Reduction Initiative (GTRI) reduces and protects vulnerable nuclear and radiological material located at civilian sites worldwide from sabotage, theft or diversion. The GTRI program has worked successfully with foreign countries to remove and protect nuclear and radioactive materials including high-activity sources used in medical, commercial, and research applications. There are many barriers to successful bilateral cooperation that must be overcome including language, preconceived perceptions, long distances, and different views on the threat and protection requirements. Successful cooperation is often based on relationships and building trusting relationships takes time. In the case of Mexico, GTRI first made contact in 2005. The project then lost momentum and stalled. At the same time, GTRIs cooperation with the Republic of Colombia was a resounding success resulting in the securing of forty sites; the consolidation of numerous disused/orphan sources at a secure national storage facility; and, the development of a comprehensive approach to security including, inter alia, training and sustainability. The government of Colombia also showcased this comprehensive approach to thirteen Central American and Caribbean countries at a GTRI regional security conference held in Panama in October 2004. Representatives from the Colombian government were aware of GTRIs interest in initiating cooperation with the Government of Mexico and to facilitate this cooperation, they offered to invite their Mexican counterparts to Colombia to observe its successful cooperation with GTRI. Shortly after that visit, the Government of Mexico agreed to move forward and requested that the cooperative efforts in Mexico be performed in a tripartite manner, leveraging the skills, experience, and resources of the Colombians. As a result, 22 of Mexicos largest radioactive sites have had security upgrades in place within 18 months of cooperation.

    The United States Agency for International Development (USAID) Enhancing Capacity for Low Emission Development Strategies (EC-LEDS) program is designing its second phase of assistance to the Government of Mexico (GOM). In preparation for program design, USAID has asked the National Renewable Energy Laboratory (NREL) to assist in identifying options for enabling renewable energy in Mexico and reducing greenhouse gas (GHG) emissions in the energy sector. The NREL team conducted a literature review and consulted with over 20 Mexican agencies and organizations during a two-week temporary duty assignment (TDY) to Mexico to identify gaps, opportunities, and program theme areas for Mexico.

Comments made by high ranking officials imply there are differences to reconcile before the agreement is passed. Toward seeing these countries in trio, this issue compares gasoline markets and some energy perspectives. The purpose of this article is to contribute to understanding of the three countries through their petroleum industry structure.     In the accident consequence assessment (ACA) area there is extensive cooperation between the Nordic countries (Denmark, Finland, Norway, and Sweden), performed within the Nordic Safety Program, and partially funded by the Nordic Council of Ministers, via the Nordic Liaison Committee for Atomic Energy. One of the 17 projects in the ACA-related program area is concerned with the economic consequences of the Chernobyl accident in Finland, Norway, and Sweden. This paper is limited to describing conditions in Norway. There are areas in Norway where the Chernobyl fallout is >100 kBq/m{sup 2}, and the total amount of radiocesium deposited over Norway is estimated by the National Institute for Radiation Hygiene to be 6% of the radiocesium released from the reactor. The areas where ground concentrations are highest are mostly in sparsely populated mountain areas. These areas are, however, important in connection with several nutritional pathways, notably, sheep, goats, reindeer, and freshwater fish. The purpose of this paper is to summarize information on mitigating actions and economic consequences of the deposited radioactive materials to Norwegian agriculture in the 1986-87 and 1987-88 slaughtering periods.

    This report presents data on passenger travel and freight transport and analysis of the consequent energy use in Mexico during the 1970--1971 period. We describe changes in modal shares for passenger travel and freight transport, and analyze trends in the energy intensity of different modes. We look in more detail at transportation patterns, energy use, and the related environmental problems in the Mexico City Metropolitan Area, and also discuss policies that have been implemented there to reduce emissions from vehicles.

    This report presents the results of the Gulf of Mexico Regional Collaborative (GoMRC), a year-long project funded by NASA. The GoMRC project was organized around end user outreach activities, a science applications team, and a team for information technology (IT) development. Key outcomes are summarized below for each of these areas. End User Outreach; Successfully engaged federal and state end users in project planning and feedback; With end user input, defined needs and system functional requirements; Conducted demonstration to End User Advisory Committee on July 9, 2007 and presented at Gulf of Mexico Alliance (GOMA) meeting of Habitat Identification committee; Conducted significant engagement of other end user groups, such as the National Estuary Programs (NEP), in the Fall of 2007; Established partnership with SERVIR and Harmful Algal Blooms Observing System (HABSOS) programs and initiated plan to extend HABs monitoring and prediction capabilities to the southern Gulf; Established a science and technology working group with Mexican institutions centered in the State of Veracruz. Key team members include the Federal Commission for the Protection Against Sanitary Risks (COFEPRIS), the Ecological Institute (INECOL) a unit of the National Council for science and technology (CONACYT), the Veracruz Aquarium (NOAA’s first international Coastal Ecology Learning Center) and the State of Veracruz. The Mexican Navy (critical to coastal studies in the Southern Gulf) and other national and regional entities have also been engaged; and Training on use of SERVIR portal planned for Fall 2007 in Veracruz, Mexico Science Applications; Worked with regional scientists to produce conceptual models of submerged aquatic vegetation (SAV) ecosystems; Built a logical framework and tool for ontological modeling of SAV and HABs; Created online guidance for SAV restoration planning; Created model runs which link potential future land use trends, runoff and SAV viability; Analyzed SAV

    This report summarizes the electricity exchange between the United States and Mexico and Canada during Calendar Year 1985. The construction, opration and maintenance of any electric transmission facility which crosses an international border of the United States requires a Presidential permit which has been granted by DOE. During 1985, the US imported 45,900,563 MWh of electric energy at a cost of $1,041,908,785. Of this total, 45,659,944 MWh were imported from Canada and the remainder (240,619 MWh) were received from Mexico. During this same period, US exports of electric energy totaled 4,964,930 MWh with gross revenues of $25,215,549. Of this, 4,812,537 MWh representing $22,068,665 in revenues were delivered to Canada, and 152,393 MWh representing $3,146,884 in revenues were delivered to Mexico. On a net basis, the US was an importer of 40,935,633 MWh of electric energy. These 1985 values constitute an increase of 8.1% in gross imports and an increase of 94.1% in gross exports compared to 1984 levels.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

  20. Data from deployment of temporary seismic stations in northern Norway and Finland

    This short contribution is a description of data now available in NORSAR's data archives from a temporary deployment during 2002-2004 of six seismic stations in northern Norway and Finland. Explosions in underground as well as open-pit mines in the Khibiny massif of the Kola Peninsula of northwestern Russia are conducted on a frequent and relatively regular basis. It was decided to supplement the network of permanent stations in northern Fennoscandia and northwest Russia with temporarily deployed stations, in order to record these explosions, as well as other mining explosions and natural events occurring in this general area. As shown in Fig. 6.4.1, the six temporary stations were deployed along two profile lines, extending westwards from the Khibini massif. The rationale for this deployment was to collect data to examine distance as well as azimuthal dependence of seismic discriminants. As can be seen from Fig. 6.4.1 the southernmost of the two profile lines runs through the permanent seismic array ARCES in northern Norway.

    Oil is a fundamental component of nationhood in Mexico. The 1938 expropriation of oil resources concluded a process of internal political consolidation and thus became the most important symbol of nationalism. Mexico has been undergoing a process of economic reform that has altered the country`s economic structure and has subjected it to international competition. Oil in particular and energy in general have been left untouched. There is recognition that without an equal reform of the energy industry, the potential for success will be significantly limited. While the Constitution allows private investment in the industry--with the exception of the resource properties themselves--the Regulatory Law bans any private participation. Because of its political sensitivity, however, amending the law in order to reform the oil industry will necessitate a domestic initiative rather than foreign pressure. In this perspective, NAFTA served to slow and postpone the reform of the industry, rather than the opposite. Once NAFTA is well in place, the industry will have to face competition.

    The Miocene floral pulse model of Jiang and Watkins is revised. The new revision suggests that the Gulf of Mexico Miocene floral pulses, corresponding to the traditional foraminiferal tops, are transgression surfaces of the fourth-order sequences. These pulses show diverse magnitudes and when they are plotted on a depth (or time) tract, their relative magnitudes show an orderly wavy pattern comparable to the Haq et al.'s third-order cycles in the Miocene. After iterative comparison, the condensed intervals of these Miocene third-order sequences have been determined as, in descending order, Cyclammina 3, the second Cibicides carstensi, the second Textularia W, Cristellaria I, Robulus 43, Discorbis B, the third Marginulina A, and Textularia panamensis (= fauna unit II). The least prominent pulses suggesting the third-order cycle highstands (or shelf-margin wedges) are suggested as, in descending order, Textularia X, Bolivina thalmanni, Globorotalia fohsi robusta, Bigenerina humblei, Cibicides opima, Saracenaria schencki, Marginulina A (= second Robulus chambersi), and Siphonina davisi. Redeposited Cretaceous nanno species are an important component in the Gulf of Mexico middle and lower Miocene. Significant concentrations of these species are found primarily in the third-order cycle highstands, one exception being the Marginulina A third-order cycle highstand that in the High Island and West Cameron areas contained only rare redeposited Cretaceous nannos.

    TRUPACT-I was tested to evaluate the design under the regulatory testing requirements defined in DOE Order No. 5480.1, Chapter 3. Tests were conducted both at the Drop Test Facility at Oak Ridge National Laboratories, Oak Ridge, Tennessee, and at Sandia National Laboratories, Albuquerque, New Mexico. The program consisted of 12-inch and 30-foot drop tests onto an essentially unyielding surface, 40-inch drop tests onto a puncture bar, and a thermal test. Instrumentation for the tests included accelerometers, strain gages, and thermocouples. Data from each test was stored on magnetic tape for later analysis. The test unit met all of the structural regulatory requirements during the impact events, with the possible exception of damage to the seal retainer bond line discovered during disassembly. The adhesive bonds on the seal retainer did not hold after the thermal test. The foam behind the puncture panel on the outer door burned during the thermal test, overheating and deteriorating the seals; the seals failed. This report presents the raw data from the testing program of TRUPACT-I, Unit 0. An analysis report interpreting the data will be published as ''TRUPACT-I, Unit 0 Test Data Analysis,'' SAND85-0943 (TTC-0555), Sandia National Laboratories, Albuquerque, New Mexico.

    The new oil price environment is sending industry engineers back to the drawing board. The search is on for cost effective and perhaps unconventional deepwater production systems. One candidate for Gulf of Mexico deepwater tracts is a tanker-based floating production, storage, and offloading (FPSO) system. Substantial experience with tanker-based FPSO systems has proven them to be cost effective when the field is remote from existing production facilities and pipelines. A tanker-based system offers the unique feature of integrating production, storage, and offloading capabilities into a single unit. Such systems can be installed in 12 to 15 months and can even be leased, significantly improving an operator's cash flow.

  12. Sustainable fuelwood use in rural Mexico. Volume 1: Current patterns of resource use

    The present report summarizes the results of the first phase of a project of cooperation between the Mexican National Commission for Energy Conservation (CONAE) and the United States Environmental Protection Agency (U.S. EPA) on sustainable biofuel use in rural Mexico. This first phase has been devoted to (i) conducting an in-depth review of the status of fuelwood use in rural and peri-urban areas of Mexico, (ii) providing improved estimates of biomass energy use, (iii) assessing the socioeconomic and environmental impacts of fuelwood use, and (iv) identifying preliminary potential lines of action to improve the patterns of biomass energy use in Mexico; in particular, identifying those interventions that, by improving living conditions for rural inhabitants, can result in global benefits (such as the reduction in greenhouse gas emissions). A comprehensive review of the existing documentation of biofuel use in rural and peri-urban Mexico was conducted. Reports from official, academic, and non-governmental organizations were gathered and analyzed. A computerized rural energy database was created by re-processing a national rural energy survey. Because of the paucity of information about biofuel use in small rural industries, most of the analysis is devoted to the household sector.

    The Mexican Federal Government through its Secretaria de Energia and the Federal Government owned electrical utilities, Comision Federal de Electricidad and Luz y Feurza del Centro, are doing very important efforts in order to give electric power to remote villages in Mexico via PV stand alone systems and hybrid systems with PV modules, wind generators, batteries and a back up diesel electric generator. Nowadays they are trying to take advantage of municipal solid waste in order to get power from the biogas generated in landfills. The main reason for this is, after NAFTA was signed, the municipal authorities in charge of final disposal of MSW will not be allowed any longer to throw away MSW in open fields. Besides, municipal authorities are also in charge of street lighting systems and they have to pay to the utilities a very high rate (12 cents/kWH). The main idea of this paper is how to dispose properly of MSW, fulfilling what is written in the new Environmental Law, and how to take advantage of this process in order to get power from landfill gas at marginal cost. A power wheeling agreement must be reached with the utility in order to send the power generated at the biogas facility to the street lighting lamps, avoiding the high rate for this purpose.

  14. Solar Two technology for Mexico

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    This invention relates to a termination unit comprising an end-section of a cable. The end section of the cable defines a central longitudinal axis and comprising end-parts of N electrical phases, an end-part of a neutral conductor and a surrounding thermally insulation envelope adapted to comprising a cooling fluid. The end-parts of the N electrical phases and the end-part of the neutral conductor each comprising at least one electrical conductor and being arranged in the cable concentrically around a core former with a phase 1 located relatively innermost, and phase N relatively outermost in the cable, phase N being surrounded by the neutral conductor, electrical insulation being arrange between neighboring electrical phases and between phase N and the neutral conductor, and wherein the end-parts of the neutral conductor and the electrical phases each comprise a contacting surface electrically connected to at least one branch current lead to provide an electrical connection: The contacting surfaces each having a longitudinal extension, and being located sequentially along the longitudinal extension of the end-section of the cable. The branch current leads being individually insulated from said thermally insulation envelope by individual electrical insulators.

    To understand the ecological effects of the Chernobyl reactor accident, we investigated radiocesium ([sup 137]Cs) levels in Eurasian woodcock (Scolopax rusticola), earthworms (Lambricidae), litter (dead organic materials lying on the ground), humus (beneath litter 2 cm deep), and mineral soil samples (3-6 cm deep) from a heavily effected (20-60 kBq/m[sup 2][1 Bq = 1 nuclear fission/sec]) area in Norway. The highest concentrations measured in earthworms (1988 median = 142 Bq/Kg) and woodcock (1986 median = 730 Bq/kg) for human food (600 Bq/kg fresh mass) only were found in woodcock during 1986. Radiocesium concentrations decreased (P < 0.001) in earthworms (40%) and woodcock (95%) from 1986 to 1990. There was no reduction in total radiocesium in soil over the same period. The relatively high radiocesium concentrations in woodcock during 1986 and the decreasing radiocesium ratio in woodcock to earthworms during the first years following fallout could have been caused by woodcock ingesting abiotic radiocesium with earthworms. The decrease in radiocesium in woodcock and earthworms during the study (1986-90) probably resulted from decreasing bioavailability of radiocesium during the first years after fallout rather than by radiocesium disappearing from the ecosystem. 38 refs., 3 figs., 2 tabs.

The objectives are to expand markets for US and Mexican industries, and to combat global climate change - primarily greenhouse gas emissions. The focus is on off-grid applications, with an emphasis on developing the institution structure to support the development of these industries within the country. Agricultural development is an example of the type of industry approached, where photovoltaic and wind power can be used for water pumping. There are hundreds of projects under review, and this interest has put renewables as a line item in Mexico`s rural development budget. Village power projects are being considered in the form of utility partnerships.

    The United Nations implements technical cooperation projects in developing countries through its Department of Technical Cooperation for Development (DTCD). The DTCD is mandated to explore for and develop natural resources (water, minerals, and relevant infrastructure) and energy - both conventional and new and renewable energy sources. To date, the United Nations has been involved in over 30 geothermal exploration projects (completed or underway) in 20 developing countries: 8 in Africa (Djibouti, Ethiopia, Kenya, Madagascar); 8 in Asia (China, India, Jordan, Philippines, Thailand); 9 in Latin America (Bolivia, Chile, El Salvador, Honduras, Mexico, Nicaragua, Panama) and 6 in Europe (Greece, Romania, Turkey, Yugoslavia). Today, the DTCD has seven UNDP geothermal projects in 6 developing countries. Four of these (Bolivia, China, Honduras, and Kenya) are major exploration projects whose formulation and execution has been possible thanks to the generous contributions under cost-sharing arrangements from the government of Italy. These four projects are summarized.

    Air pollutants have been associated with increased diabetes in humans. We hypothesized that ozone would impair glucose homeostasis by altering insulin signaling and/or endoplasmic reticular (ER) stress in young and aged rats. One, 4, 12, and 24 month old Brown Norway (BN) rats were exposed to air or ozone, 0.25 or 1.0 ppm, 6 h/day for 2 days (acute) or 2 d/week for 13 weeks (subchronic). Additionally, 4 month old rats were exposed to air or 1.0 ppm ozone, 6 h/day for 1 or 2 days (time-course). Glucose tolerance tests (GTT) were performed immediately after exposure. Serum and tissue biomarkers were analyzed 18 h after final ozone for acute and subchronic studies, and immediately after each day of exposure in the time-course study. Age-related glucose intolerance and increases in metabolic biomarkers were apparent at baseline. Acute ozone caused hyperglycemia and glucose intolerance in rats of all ages. Ozone-induced glucose intolerance was reduced in rats exposed for 13 weeks. Acute, but not subchronic ozone increased ?{sub 2}-macroglobulin, adiponectin and osteopontin. Time-course analysis indicated glucose intolerance at days 1 and 2 (2 > 1), and a recovery 18 h post ozone. Leptin increased day 1 and epinephrine at all times after ozone. Ozone tended to decrease phosphorylated insulin receptor substrate-1 in liver and adipose tissues. ER stress appeared to be the consequence of ozone induced acute metabolic impairment since transcriptional markers of ER stress increased only after 2 days of ozone. In conclusion, acute ozone exposure induces marked systemic metabolic impairments in BN rats of all ages, likely through sympathetic stimulation. - Highlights: Air pollutants have been associated with increased diabetes in humans. Acute ozone exposure produces profound metabolic alterations in rats. Age influences metabolic risk factors in aging BN rats. The results also brought focus to the potential contributions that DOEs science and technology could make for solving the many difficult, multi-generational problems faced by hundreds of bi-national communities along the 2,000-mile shared border of the United States and Mexico. Efforts to address these U.S.-Mexico border issues were initially sponsored by the DOEs Albuquerque and Carlsbad offices. In subsequent years, the U.S. Congress directed appropriations to DOEs Carlsbad office to address public health, safety and security issues prevalent within U.S.-Mexico border communities. With ASLs assistance, DOEs Albuquerque office developed contacts and formed partnerships with interested U.S and Mexican government, academic, and commercial organizations. Border industries, industrial effluents, and public health conditions were evaluated and documented. Relevant technologies were then matched to environmental problem sets along the border. Several technologies that were identified and subsequently supported by this effort are now operational in a number of U.S.-Mexico border communities, several communities within Mexicos interior states, and in other parts of Latin America. As a result, some serious public health threats within these communities caused by exposure to toxic airborne pollutants have been reduced. During this time, DOEs Carlsbad office hosted a bilateral conference to establish a cross-border consensus on what should be done on the basis of these earlier investigative efforts. Participating border region stakeholders set an agenda for technical collaborations. This agenda was supported by several Members of Congress who provided appropriations and directed DOEs Carlsbad office to initiate technology demonstration projects. During the following two years, more than 12 private-sector and DOE-sponsored technologies were demonstrated in partnership with numerous border community stakeholders.   8. Quality of Cultural Heritage in EIA; twenty years of experience in Norway

    The aim of this paper is to clarify and discuss how quality, relevance, attitudes, beliefs and transfer value act as underlying driving forces in the development of the Cultural Heritage theme in EIAs. One purpose is to identify and discuss some conditions that can better environmental assessment in order to increase the significance of EIA in decision-making with regard to Cultural Heritage. The main tools used are different research methods designed for analyses of quality and quality changes, primarily based on the relevant opinions of 160 people occupied with Cultural Heritage in EIA in Norway. The study is based on a review of 40 types of EIAs from 1991 to 2000, an online questionnaire to 319 (160 responded) individuals from 14 different backgrounds, and interviews with three institutions in Sweden and Denmark. The study confirms a steadily increasing quality on EIRs over time, parallel with an improvement of the way in which Cultural Heritage is treated in EIA. This is supported by both the interviews and the qualitative comments regarding the survey. Potential for improvements is shown to be a need for more detailed background material as well as more use of adequate methods. The survey shows the existence of a wide variety of negative views, attitudes and beliefs, but the consequences of this are difficult to evaluate. However, most certainly, negative attitudes and beliefs have not been powerful enough to be detrimental to the quality of Cultural Heritage component, as nothing in the study indicates that negative attitudes and myths are undermining the system of EIA. The study shows the importance of having on-going discussions on quality and quality change over time by people involved in EIA, and how this is a necessary condition for successful implementation and acceptance. Beliefs and negative attitudes can also be a catalyst for developing better practice and advancing new methodology. In addition, new EIA countries must be prepared for several years

    This project is a collaborative effort with Los Alamos National Laboratory, Sandia National Laboratories, and a number of universities throughout the country. Field and laboratory tests were proposed to investigate advanced technologies in reservoir characterization, reservoir simulation, and recovery enhancement. Basically, the approach was to acquire an oilfield property for experimental purposes where interdisciplinary testing could be performed. Several researchers, especially in the academic area, would like to have access to field data and have expressed interest in participating in the project. A standardized dataset from a well-characterized site could be made available to anyone who is developing and validating new simulators. The data-gathering phase should be coordinated fully with the principal users of the data, and all data should be stored in an easily accessible form. A database for the New Mexico Improved Oil Recovery Project (NMIORP) could be established which would be designed for access by various computer networks. Initially, this project provided for a planning phase for the NMIORP. A field site, the Sulimar Queen Unit, has been acquired by New Mexico Tech, and the activities specified in the planning phase have been completed. A data acquisition well was drilled, logged, and cored. Geological and reservoir studies for the Sulimar Queen Unit were conducted. Results of these studies indicate that the Sulimar Queen Unit is a suitable field site for the NMIORP. This report describes the results of the studies that were conducted and outlines possible future tests that could be performed at the field site.

    Ozone in the main air pollutant in Mexico City Metropolitan Area (MCMA). This kind of pollution is induced by the emissions of nitrogen oxides and hydrocarbons. According to Official Statistics National Air Pollution Quality Standard is exceeded over 300 days a year. Volatile hydrocarbons are generated in the cycle of storage transport and distribution of fuel (Gasoline Distribution Cycle). Above 17 millions of liters are handled daily in MCMA. Evaporative emission control is a complex task involving: floating roof tanks and vapor recovery units installation at bulk terminals and implementation of Phase 1 and Phase 2 vapor recovery systems at service stations. Since 1990, IMP has been involved in researching vapor emissions associated to gasoline storage and distribution cycle. Besides, the authors evaluate several technologies for bulk terminals and service stations. In this job, the authors present the results of an evaluation according to Mexican Official Standard of 500 vehicles. The gasoline vapors are trapped during refueling of cars and they are conduced to an equipment that includes an activated charcoal canister in order to adsorb them. Another Activated charcoal canister adsorbs ambient air as a reference. Experimental results showed that refueling hydrocarbon emissions are between 0.4 and 1.2 grams per liter with averages of 0.79 and 0.88 grams per liter according with two different gasoline types. These results were applied to Mexico City Vehicular fleet for the gasoline distribution cycle in order to obtain a total volatile hydrocarbon emission in Mexico City Metropolitan Area.

  12. Microsystems technologist workforce development capacity and challenges in Central New Mexico.

    Sandia National Laboratories has made major investments in microsystems-related infrastructure and research staff development over the past two decades, culminating most recently in the MESA project. These investment decisions have been made based in part upon the necessity for highly reliable, secure, and for some purposes, radiation-hardened devices and subsystems for safety and sustainability of the United States nuclear arsenal and other national security applications. SNL's microsystems development and fabrication capabilities are located almost entirely within its New Mexico site, rendering their effectiveness somewhat dependent on the depth and breadth of the local microsystems workforce. Consequently, the status and development capacity of this workforce has been seen as a key personnel readiness issue in relation to the maintenance of SNL's microsystems capabilities. For this reason SNL has supported the instantiation and development of the Southwest Center for Microsystems Education, an Advanced Technology Education center funded primarily by the National Science Foundation, in order to foster the development of local training capacity for microsystems technologists. Although the SCME and the associated Manufacturing Technology program at Central New Mexico Community College have developed an effective curriculum and graduated several highly capable microsystems technologists, the future of both the center and the degree program remain uncertain due to insufficient student enrollment. The central region of New Mexico has become home to many microsystems-oriented commercial firms. As the demands of those firms for technologists evolve, SNL may face staffing problems in the future, especially if local training capacity is lost.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.
