    This paper describes a USAID/USDOE sponsored program to implement renewable energy in Mexico for productive uses. The objectives are to expand markets for US and Mexican industries, and to combat global climate change - primarily greenhouse gas emissions. The focus is on off-grid applications, with an emphasis on developing the institution structure to support the development of these industries within the country. Agricultural development is an example of the type of industry approached, where photovoltaic and wind power can be used for water pumping. There are hundreds of projects under review, and this interest has put renewables as a line item in Mexico`s rural development budget. Village power projects are being considered in the form of utility partnerships.

    The new oil price environment is sending industry engineers back to the drawing board. The search is on for cost effective and perhaps unconventional deepwater production systems. One candidate for Gulf of Mexico deepwater tracts is a tanker-based floating production, storage, and offloading (FPSO) system. Substantial experience with tanker-based FPSO systems has proven them to be cost effective when the field is remote from existing production facilities and pipelines. A tanker-based system offers the unique feature of integrating production, storage, and offloading capabilities into a single unit. Such systems can be installed in 12 to 15 months and can even be leased, significantly improving an operator's cash flow.

    This study analyzes impacts from energy efficiency standards and labeling in Mexico from 1994 through 2005 for four major products: household refrigerators, room air conditioners, three-phase (squirrel cage) induction motors, and clothes washers. It is a retrospective analysis, seeking to assess verified impacts on product efficiency in the Mexican market in the first ten years after standards were implemented. Such an analysis allows the Mexican government to compare actual to originally forecast program benefits. In addition, it provides an extremely valuable benchmark for other countries considering standards, and to the energy policy community as a whole. The methodology for evaluation begins with historical test data taken for a large number of models of each product type between 1994 and 2005. The pre-standard efficiency of models in 1994 is taken as a baseline throughout the analysis. Model efficiency data were provided by an independent certification laboratory (ANCE), which tested products as part of the certification and enforcement mechanism defined by the standards program. Using this data, together with economic and market data provided by both government and private sector sources, the analysis considers several types of national level program impacts. These include: Energy savings; Environmental (emissions) impacts, and Net financial impacts to consumers, manufacturers and utilities. Energy savings impacts are calculated using the same methodology as the original projections, allowing a comparison. Other impacts are calculated using a robust and sophisticated methodology developed by the Instituto de Investigaciones Electricas (IIE) and Lawrence Berkeley National Laboratory (LBNL), in a collaboration supported by the Collaborative Labeling and Standards Program (CLASP).

    In 2000, Chevron began a project to learn how to characterize the natural gas hydrate deposits in the deepwater portions of the Gulf of Mexico. A Joint Industry Participation (JIP) group was formed in 2001, and a project partially funded by the U.S. Department of Energy (DOE) began in October 2001. The primary objective of this project is to develop technology and data to assist in the characterization of naturally occurring gas hydrates in the deep water Gulf of Mexico (GOM). These naturally occurring gas hydrates can cause problems relating to drilling and production of oil and gas, as well as building and operating pipelines. Other objectives of this project are to better understand how natural gas hydrates can affect seafloor stability, to gather data that can be used to study climate change, and to determine how the results of this project can be used to assess if and how gas hydrates act as a trapping mechanism for shallow oil or gas reservoirs. During the first six months of operation, the primary activities of the JIP were to conduct and plan Workshops, which were as follows: (1) Data Collection Workshop--March 2002 (2) Drilling, Coring and Core Analyses Workshop--May 2002 (3) Modeling, Measurement and Sensors Workshop--May 2002.

  19. Selectively reducing offshore royalty rates in the Gulf of Mexico could increase oil production and federal government revenue

    The US government leases large areas in the Outer Continental Shelf in the Gulf of Mexico for the development of oil resources and receives royalties on the oil produced. Conventional methods of oil recovery have recovered or are expected to recover about half of the 16 billion barrels of oil discovered in this area. Other oil recovery methods, collectively known as enhanced oil recovery (EOR), could potentially increase production by about 1 billion barrels of oil. EOR in the Gulf is expensive and does not appear to be economically justified in most cases. Under existing economic conditions and federal policies, GAO's review indicates that utilizing EOR methods will probably produce only about 10 percent of the additional recoverable oil. However, financial incentives in the form of royalty reductions could increase both oil production and federal government revenue if applied on a project-by-project basis. Universal applications of royalty reduction for EOR, however, while achieving increased oil production, would not increase federal government revenue. GAO recommends that the Department of the Interior's Minerals Management Service initiate action that would allow for selective royalty reductions for EOR projects in the Gulf in instances where both total oil production and federal government revenue will increase. 6 figs., 1 tab.

    The study program to determine the feasibility of interfacing a potential geothermal resource of Dona Ana County, New Mexico L'eggs Product industrial process is discussed in this final report. Five separate sites were evaluated initially as to geothermal potential and technical feasibility. Preliminary analysis revealed that three sites were considered normal, but that two sites (about three miles from the L'eggs Plant) had very high shallow subsurface temperature gradients (up to 14.85/sup 0/F/100 ft). An initial engineering analysis showed that to meet the L'eggs plant temperature and energy requirements a geothermal fluid temperature of about 250/sup 0/F and 200 gpm flow rate would be necessary. A brief economic comparison indicated that the L'eggs plant site and a geothermal site approximately four miles from the plant did merit further investigation. Detailed engineering and economic design and analysis of these two sites (including the drilling of an 1873 feet deep temperature gradient test hole at the L'eggs Plant) showed that development of the four mile distant site was technically feasible and was the more economic option. It was determined that a single-stage flash system interface design would be most appropriate for the L'eggs Plant. Approximately 39 billion Btu/yr of fossil fuel could be replaced with geothermal energy at the L'eggs facility for a total installed system cost of slightly over $2 million. The projected economic payback period was calculated to be 9.2 years before taxes. This payback was not considered acceptable by L'eggs Products, Inc., to merit additional design or construction work at this time.

Chevron is an active explorer and operator in the Gulf of Mexico and is aware that natural gas hydrates need to be understood to operate safely in deep water. In August 2000 Chevron worked closely with the National Energy Technology Laboratory (NETL) of the United States Department of Energy (DOE) and held a workshop in Houston, Texas to define issues concerning the characterization of natural gas hydrate deposits. Specifically, the workshop was meant to clearly show where research, the development of new technologies, and new information sources would be of benefit to the DOE and to the oil and gas industry in defining issues and solving gas hydrate problems in deep water.

    Expansion of a large commercial geothermally-heated greenhouse is underway and requires additional geothermal fluid production. This report discusses the results of a cost-shared U.S. Department of Energy (DOE) and A.R. Masson, Inc. drilling project designed to construct a highly productive geothermal production well for expansion of the large commercial greenhouse at Radium Springs. The well should eliminate the potential for future thermal breakthrough from existing injection wells and the inducement of inflow from shallow cold water aquifers by geothermal production drawdown in the shallow reservoir. An 800 feet deep production well, Masson 36, was drilled on a US Bureau of Land Management (BLM) Geothermal Lease NM-3479 at Radium Springs adjacent to the A. R. Masson Radium Springs Farm commercial greenhouse 15 miles north of Las Cruces in Dona Ana County, New Mexico just west of Interstate 25 near the east bank of the Rio Grande. The area is in the Rio Grande rift, a tectonically-active region with high heat flow, and is one of the major geothermal provinces in the western United State.

    This report includes technical progress made during the period October 2001 to October 2002. At the end of the first technical progress report the project was moving from feasibility of equipment design work to application of this equipment to the actual site for potential demonstration. The effort focuses on reservoir analysis cost estimations of not only the sub-sea processing unit but also the wells, pipelines, installation costs, operating procedures and economic modeling of the development scheme associated with these items. Geologic risk analysis was also part of the overall evaluation, which is factored into the probabilistic economic analysis. During this period two different potential sites in the Gulf of Mexico were analyzed and one site in Norway was initiated but not completed during the period. A summary of these activities and results are included here.

    This report examines selected factor affecting Mexico's future petroleum policies, and then assesses various implications of Mexico's petroleum for US interests and policies. After a brief introduction, the report is divided into three sections. The first offers a detailed analysis of Mexico's petroleum resources and production possibilities. The second considers petroleum as a symbolic issue of profound significance for Mexican nationalism. The final section provides an assessment of these and other factors for US interests, objectives, and policy options during the 1980s.

    The economic impact of coal mining in New Mexico is examined in this report. The analysis is based on economic multipliers derived from an input-output model of the New Mexico economy. The direct, indirect, and induced impacts of coal mining in New Mexico are presented in terms of output, value added, employment, and labor income for calendar year 2007. Tax, rental, and royalty income to the State of New Mexico are also presented. Historical coal production, reserves, and price data are also presented and discussed. The impacts of coal-fired electricity generation will be examined in a separate report.

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.

    This report is about the market for airline travel in northern New Mexico. Interest in developing a northern New Mexico regional airport has periodically surfaced for a number of years. The New Mexico State Legislature passed a memorial during the 1998 Second Session calling for the conduct of a study to determine the feasibility of building a new regional airport in NNM. This report is a study of the passenger market feasibility of such an airport. In addition to commercial passenger market feasibility, there are other feasibility issues dealing with siting, environmental impact, noise, economic impact, intermodal transportation integration, region-wide transportation services, airport engineering requirements, and others. These other feasibility issues are not analyzed in any depth in this report although none were discovered to be show-stoppers as a by-product of the authors doing research on the passenger market itself. Preceding the need for a detailed study of these other issues is the determination of the basic market need for an airport with regular commercial airline service in the first place. This report is restricted to an in-depth look at the market for commercial passenger air service in NNM. 20 figs., 8 tabs.

    The primary components of Tlaxcalan corn agriculture are described, including cropping patterns employed, resource management strategies, and interactions of human and biological factors. Tlaxcalan farmers grow corn in an array of polyculture and agroforestry designs that result in a series of ecological processes important for insect pest and soil fertility management. Measurements derived from a few selected fields show that trees integrated into cropping systems modify the aerial and soil environment of associated understory corn plants, influencing their growth and yields. With decreasing distance from trees, surface concentrations of most soil nutrients increase. Certain tree species affect corn yields more than others. Arthropod abundance also varies depending on their degree of association with one or more of the vegetational components of the system. Densities of predators and the corn pest Macrodactylus sp. depend greatly on the presence and phenology of adjacent alfalfa strips. Although the data were derived from nonreplicated fields, they nevertheless point out some important trends, information that can be used to design new crop association that will achieve sustained soil fertility and low pest potentials.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    With the chartering of the Manual de Anda ASHRAE Chapter in Mexico City, the first chapter in Latin America, and with increasing cross-border trade and investment as a result of NAFTA, it`s important for US and Canadian engineers to understand the state of HVAC technology in Mexico. The goal of this article is to introduce the reader to some industry leaders in Mexico and to show their creative design and installation expertise by reviewing some recent projects.

    Pipeline construction for Gulf of Mexico federal waters is following drilling and production operations into deeper waters, according to U.S. Department of Interior (DOI) Minerals Management Service (MMS) records. Review of MMS 5-year data for three water depth categories (0-300 ft, 300-600 ft, and deeper than 600 ft) reveals this trend in Gulf of Mexico pipeline construction. Comparisons are shown between pipeline construction applications that were approved by the MMS during this period and projects that have been reported to the MMS as completed. This article is the first of annual updates of MMS gulf pipeline data. Future installments will track construction patterns in water depths, diameter classifications, and mileage. These figures will also be evaluated in terms of pipeline-construction cost data.

    Altos Hornos de Mexico`s Blast Furnace No. 5, as a means to improve its product quality, sought and obtained the certification of its quality system based on the international standard ISO-9002. The certification was obtained under this quality standard in Dec. 1995 and has successfully been maintained after two continuance audits. For blast furnace No. 5 (BF5) the benefits are reflected by a reduction in the hot metal silicon content variability, a decrease in fuel consumption and a higher productivity. Benefits were also obtained in the working environment where the personnel became more highly motivated, procedures were carried out to completion and the quality records were filled correctly.

    Petroleum exploration in the region was generally less in 1983 than in 1982. Brazil, Colombia, Ecuador, and Barbados increased crude production, whereas Argentina, Bolivia, Brazil, Colombia, Ecuador, Mexico, and Trinidad-Tobago reported increases in gas production. Although drilling activities remained low compared to past years, significant oil discoveries were reported in Colombia, Mexico, and Brazil. In Colombia, Cano Limon field is reported to be the largest field found in the Llanos region. In Brazil, important oil discoveries were made offshore in the Para, Potiquas, and Ampos basins. In Mexico, discoveries were reported in the Cerro Azul, Poza Rica (Chicontepec, Villahermosa, and Tabasco) areas onshore and in the Bay of Campeche offshore.     Oil is a fundamental component of nationhood in Mexico. The 1938 expropriation of oil resources concluded a process of internal political consolidation and thus became the most important symbol of nationalism. Mexico has been undergoing a process of economic reform that has altered the country`s economic structure and has subjected it to international competition. Oil in particular and energy in general have been left untouched. There is recognition that without an equal reform of the energy industry, the potential for success will be significantly limited. While the Constitution allows private investment in the industry--with the exception of the resource properties themselves--the Regulatory Law bans any private participation. Because of its political sensitivity, however, amending the law in order to reform the oil industry will necessitate a domestic initiative rather than foreign pressure. In this perspective, NAFTA served to slow and postpone the reform of the industry, rather than the opposite. Once NAFTA is well in place, the industry will have to face competition.

    This report describes part of the work done to fulfill a contract awarded to Gruy Federal, Inc., by the Department of Energy (DOE) on Feburary 12, 1979. The work includes pressure-coring and associated logging and testing programs to provide data on in-situ oil saturation, porosity and permeability distribution, and other data needed for resource characterization of fields and reservoirs in which CO/sub 2/ injection might have a high probability of success. This report details the second such project. Core porosities agreed well with computed log porosities. Core water saturation and computed log porosities agree fairly well from 3692 to 3712 feet, poorly from 3712 to 3820 feet and in a general way from 4035 to 4107 feet. Computer log analysis techniques incorporating the a, m, and n values obtained from Core Laboratories analysis did not improve the agreement of log versus core derived water saturations. However, both core and log analysis indicated the ninth zone had the highest residual hydrocarbon saturations and production data confirmed the validity of oil saturation determinations. Residual oil saturation, for the perforated and tested intervals were 259 STB/acre-ft for the interval from 4035 to 4055 feet, and 150 STB/acre-ft for the interval from 3692 to 3718 feet. Nine BOPD was produced from the interval 4035 to 4055 feet and no oil was produced from interval 3692 to 3718 feet, qualitatively confirming the relative oil saturations as calculated. The low oil production in the zone from 4022 to 4055 and the lack of production from 3692 to 3718 feet indicated the zone to be at or near residual waterflood conditions as determined by log analysis. This project demonstrates the usefulness of integrating pressure core, log, and production data to realistically evaluate a reservoir for carbon dioxide flood.

    Field operations, which were conducted as a cooperative effort between Conoco and Gruy Federal, began on January 16, 1980 when the well was spudded. The well was drilled to 3692 feet, and 18 cores recovered in 18 core-barrel runs (144 feet). Upon completion of the coring phase, the hole was drilled to a total depth of 4150 feet and a complete suite of geophysical logs was run. Logging was then followed by completion and testing by Concoco. Core porosities agreed well with computed log porosities.     This paper reports that energy companies in the U.S. will benefit --- but not as much as they had hoped --- from the recently drafted North American Free Trade Agreement (Nafta) among the U.S., Mexico, and Canada. Nafta would remove most of the trade barriers between Mexico and the other two countries and supplement the U.S. - Canada Free Trade Agreement to create an open market in North America totaling $6 trillion/year in products and serving more than 360 million persons. Nafta was negotiated under a law that allows Congress to consider the pact for only 90 days, then vote on it without amendments. The pact marks the first time the U.S. has covered environmental concerns in a trade treaty, mainly pollution along the U.S.-Mexico border. The pact also is consistent with the international General Agreement on Tariffs and Trade (GATT).

    Exploration activity in South America, Central America, the Caribbean area, and Mexico in 1987 showed significant increases in seismic acquisition in Belize, Bolivia, Brazil, Costa Rica, Guatemala, Mexico, Paraguay, and Peru, and a decrease in Chile and Venezuela. Exploratory drilling increased in most major producing countries but was accompanied by a decline in development drilling. Most of the increase could be attributed to private companies fulfilling obligations under risk contracts; however, state oil companies in Bolivia, Chile, and Colombia showed significant increased activity, with only Mexico showing a decrease. Colombia again had a dramatic increase in production (29% from 1986). Noteworthy discoveries were made in Bolivia (Villamontes-1); Brazil, in the Solimoes basin (1-RUC-1-AM); Chile (Rio Honda-1); Colombia, in the Llanos basin (Austral-1, La Reforma-1, Libertad Norte-1, Cravo Este-1, and Cano Yarumal-1), in the Upper Magdalena basin (Toldado-1 and Los Mangos-1); Ecuador (Frontera-1, a joint-exploration venture with Colombia); Mexico, in the Chiapas-Tabasco region (Guacho-1 and Iridi-1), in the Frontera Norte area (Huatempo-1); Peru, in the Madre de Dios basin (Armihuari-4X); Trinidad (West East Queen's Beach-1); and Venezuela (Musipan-1X).     Petroleum deposits in southeastern Mexico and Guatemala occur in two main basinal provinces: the Gulf Coast Tertiary basin area, which includes the Reforma and offshore Campeche Mesozoic fields, and the Peten basin of eastern Chiapas State (Mexico) and Guatemala. Major oil production, in order of importance, is from Cretaceous, Paleocene, and Jurassic carbonate reservoirs in the reforma and offshore Campeche area. Several small oil fields have been discovered in Cretaceous carbonate reservoirs in west-central Guatemala. Almost all important production is in salt structure traps or on domes and anticlines that may be related to deep-seated salt movement. Some minor oil production has occurred in Cretaceous carbonate reservoirs in a buried overthrust belt along the west flank of the Veracruz basin. Gas production is mainly from Tertiary sandstone reservoirs.

The report Mexican Oil: Issues Affecting the Potential U.S. Trade and Development was requested by the Congress to aid in deciding if Oil should be included in the NAFTA. The report included: (1) recent trends in Mexican oil production and exports and the primary factors affecting Mexico`s ability to meet current production and export goals, (2) the views of U.S. oil-producing and oil service contracting companies regarding principal barriers to and potential benefits of U.S. trade with and investment in Mexico`s petroleum sector and the response of Mexican officials to those views, and (3) U.S. government efforts to assist Mexico`s petroleum sector.   10. Test evaluates high-volume ESP application offshore Mexico

    An electric submersible pump (ESP) test, although shorter than hoped for, indicated that artificial lift with ESPs had potential for replacing gas-lift operations, offshore Mexico. Petroleos Mexicanos (Pemex) recently preformed this test of a high-volume (10,000 b/d) ESP in the Akal reservoir of the Cantarell field, northeast Marina Region in the Gulf of Mexico. In the Marine Region, gas lift is the main artificial lift method; however, to maintain production on gas lift, sweetened gas requirements for the Akal reservoir would have to increase by about 30 MMscfd. The ESP design was complex because the pump would have to handle 20--40% of free gas at its intake. Installed in September 1996, the ESP had to be pulled from the well in November 1997 because of an electrical short. Actual operating time was about 7 months. The paper describes test objectives, pump environment, pump design, downhole equipment, surface equipment, operating history, production history, and an analysis.

    The Mexican Federal Government through its Secretaria de Energia and the Federal Government owned electrical utilities, Comision Federal de Electricidad and Luz y Feurza del Centro, are doing very important efforts in order to give electric power to remote villages in Mexico via PV stand alone systems and hybrid systems with PV modules, wind generators, batteries and a back up diesel electric generator. Nowadays they are trying to take advantage of municipal solid waste in order to get power from the biogas generated in landfills. The main reason for this is, after NAFTA was signed, the municipal authorities in charge of final disposal of MSW will not be allowed any longer to throw away MSW in open fields. Besides, municipal authorities are also in charge of street lighting systems and they have to pay to the utilities a very high rate (12 cents/kWH). The main idea of this paper is how to dispose properly of MSW, fulfilling what is written in the new Environmental Law, and how to take advantage of this process in order to get power from landfill gas at marginal cost. A power wheeling agreement must be reached with the utility in order to send the power generated at the biogas facility to the street lighting lamps, avoiding the high rate for this purpose.

  12. Solar Two technology for Mexico

    Solar power towers, based on molten salt technology, have been the subject of extensive research and development since the late 1970s. In the mid 1980s, small experimental plants were successfully fielded in the USA and France that demonstrated the feasibility of the concept at a 1 to 2 MW{sub e} scale. Systems analyses indicate this technology will be cost competitive with coal-fired power plants after scaling-up plant size to the 100 to 200 MW{sub e} range. To help bridge the scale-up gap, a 10 MW{sub e} demonstration project known as Solar Two, was successfully operated in California, USA from 1996 to 1999. The next logical step could be to scale-up further and develop a 30 MW{sub e} project within the country of Mexico. The plant could be built by an IPP industrial consortium consisting of USA's Boeing and Bechtel Corporations, combined with Mexican industrial and financial partners. Plausible technical and financial characteristics of such a ``Solar-Two-type'' Mexican project are discussed in this paper.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    The Wider Caribbean is potentially one of the largest oil producing areas in the world. Major petroleum production areas include Louisiana and Texas, USA; the Bay of Campeche, Mexico; Lake Maracaibo, Venezuela; and Gulf of Paria, Trinidad; all of which are classified as production accident high-risk zones. About 5 million of barrels are transported every day in the Caribbean, thus generating an intense tanker traffic. It has been estimated that oil discharges from tank washings within the Wider Caribbean could be as high as 7 million barrels/year. For all those reasons petroleum pollution is considered as the major environmental problem in the Wider Caribbean area and increasing day to day due to the use of petroleum as the main energy source. On the other hand, the continental shelf of Tabasco state actually represents one of the most productive areas for crude oil in the Gulf of Mexico. Sediments were collected from this area and analyzed for hydrocarbons.

    Exploration and development activities in two of the most important petroleum provinces in the U.S. are mixed, but the outlook is bright. There has been a steady increase in drilling in oil plays of the deepwater Gulf of Mexico and in the Permian basin of West Texas and New Mexico. But natural gas drilling has not seen much of an increase, although activity involving Miocne sands in the shallow water portion of the gulf is starting to pick up. Deep gas drilling, stalled by the 1986 spot price collapse, has not yet shown signs of new life, even though production is scheduled to begin this year from the Jurassic Norphlet deep gas play off Alabama. There should be continued increases this year in deepwater and Permian basin drilling if oil prices remain in the $18-20/bbl range. And gas drilling is expected to pick up considerably if spot prices strengthen. An important factor in the drilling outlook is an expectation that major interstate transmission companies this year will resume buying long term gas supplies for resale. Long term contracts reduce producer uncertainty in project economics.

The NSPP has three primary components: business incubation, workforce development, and technology demonstration and validation. The document contains a survey of test and demonstration assets in New Mexico available for external users such as small businesses with security technologies under development. Demonstration and validation of national security technologies created by incubator sources, as well as other sources, are critical phases of technology development. The NSPP will support the utilization of an integrated demonstration and validation environment.

    The Pitchfork Ranch field, Lea County, New Mexico, was discovered by HNG Oil Company with the successful completion of the Madera 32 State Com 1 well (Sec. 32, T24S, r34number), in May 1982, from Morrow sand perforations between 14,723 and 15,018 ft (IPCAOF = 8485 MCFGD). The exploratory well was based on seismic and surface geology in search of Morrow channel sands that occur 4 mi north in the South Bell Lake field. Because the federal lease was expiring, HNG drilled a step-out well 1 mi east, which was completed in the same Morrow sand zone (IPF = 1800 MCFGD, 16/64-in. choke, final tubing pressure = 6200 lb). At that time, our concept of the stratigraphic environments model changed from a channel system to a submarine fan that was fed by channels from the Central Basin platform, which lies 12 mi east. Other Morrow sand pay zones in the field vary from channel facies to small fans. Development drilling has continued since mid-1982. As of July 1, 1985, 24 wells had been completed and one rig was drilling. The field operators are HNG Oil Company and Southland Royalty Company. Several additional zones are productive in this field, besides the Morrow sands, including the Wolfcamp (oil) and two Atoka sands (gas). The production history of this field is summarized. The Pitchfork Ranch field is the largest deep gas field discovered in southeast New Mexico since Ralph Lowe discovered the Indian Basin field in Eddy County in 1962. The giant Indian Basin field has produced more than 1 tcf of gas. All the large gas fields in the Permian basin have not been found, as evidenced by the discovery of the Pitchfork Ranch field. The limits of this field have not been determined - it is still growing.

    Los Alamos and Sandia National Laboratories are partners in an effort to survey the super-cooled liquid water in clouds over the state of New Mexico in a project sponsored by the New Mexico Small Business Assistance Program. This report summarizes the scientific work performed at Sandia National Laboratories during the 2009. In this second year of the project a practical methodology for estimating cloud super-cooled liquid water was created. This was accomplished through the analysis of certain MODIS sensor satellite derived cloud products and vetted parameterizations techniques. A software code was developed to analyze multiple cases automatically. The eighty-one storm events identified in the previous year effort from 2006-2007 were again the focus. Six derived MODIS products were obtained first through careful MODIS image evaluation. Both cloud and clear-sky properties from this dataset were determined over New Mexico. Sensitivity studies were performed that identified the parameters which most influenced the estimation of cloud super-cooled liquid water. Limited validation was undertaken to ensure the soundness of the cloud super-cooled estimates. Finally, a path forward was formulized to insure the successful completion of the initial scientific goals which include analyzing different of annual datasets, validation of the developed algorithm, and the creation of a user-friendly and interactive tool for estimating cloud super-cooled liquid water.

Brazil, Colombia, Ecuador, Guatemala, and Venezuela had increased oil production, with Colombia showing a dramatic 71% increase attributed mainly to bringing on-stream the pipeline connecting Occidental-Shell-Ecopetrol's Cano Limon complex to the port of Covenas. Significant discoveries were reported from Argentina in the Olmedo, Oran, and San Jorge basins; Brazil in the offshore Campos and Amazon basins; Colombia in the Llanos basin; Ecuador in the Oriente basin; Mexico in the Bay of Campeche; Peru in the Ucayali basin; and Venezuela in the Eastern Venezuela basin.
