    Although production of U/sub 3/O/sub 8/ declined only slightly in 1980, New Mexico's share of domestic production has declined from 48% in 1976 to 35% in 1980. Production projections indicate a continued decline in 1981 and lower production until at least 1984. New Mexico has 41% of total domestic reserves producible in the $50-per-lb cost category. In keeping with the anticipated steady depletion of reserves, production of crude oil in New Mexico was 69.9 million bls, a 6.3% decline in production from 1979. Condensate production of 5.4 million bbls in 1980, however, represented an increase of 7% from 1979 production. Although natural gas production was the lowest since 1970 and declined by 2.6% from 1979 production, 1980 was the 15th year that production exceeded 1 trillion cu ft. Despite declines in production, the valuation of oil and gas production has increased significantly with oil sales doubling from the previous year and gas sales increasing by $409 million because of higher prices. Reserves have been estimated to be 959 million bbls of crude oil and 17.667 trillion cu ft of natural gas. Production of 19.5 million short tons of coal in 1980 represented a 33% increase over 1979 production and an increase of 157% since 1970. Coal resources in New Mexico are estimated to be 180.79 billion short tons, and production is projected to incease to 39.61 million tons in 1985 and 67.53 million tons in 1990. The most notable developments in geothermal energy have been in technical advances in drilling, testing, and applications, especially in the area of hot dry rock systems. The US Bureau of Land Management has issued 113 geothermal leases that remain active. Recent geothermal exploration activity has been detailed for 21 companies.

    This report presents data on passenger travel and freight transport and analysis of the consequent energy use in Mexico during the 1970--1971 period. We describe changes in modal shares for passenger travel and freight transport, and analyze trends in the energy intensity of different modes. We look in more detail at transportation patterns, energy use, and the related environmental problems in the Mexico City Metropolitan Area, and also discuss policies that have been implemented there to reduce emissions from vehicles.

    Oil is a fundamental component of nationhood in Mexico. The 1938 expropriation of oil resources concluded a process of internal political consolidation and thus became the most important symbol of nationalism. Mexico has been undergoing a process of economic reform that has altered the country`s economic structure and has subjected it to international competition. Oil in particular and energy in general have been left untouched. There is recognition that without an equal reform of the energy industry, the potential for success will be significantly limited. While the Constitution allows private investment in the industry--with the exception of the resource properties themselves--the Regulatory Law bans any private participation. Because of its political sensitivity, however, amending the law in order to reform the oil industry will necessitate a domestic initiative rather than foreign pressure. In this perspective, NAFTA served to slow and postpone the reform of the industry, rather than the opposite. Once NAFTA is well in place, the industry will have to face competition.

    This paper describes a USAID/USDOE sponsored program to implement renewable energy in Mexico for productive uses. The objectives are to expand markets for US and Mexican industries, and to combat global climate change - primarily greenhouse gas emissions. The focus is on off-grid applications, with an emphasis on developing the institution structure to support the development of these industries within the country. Agricultural development is an example of the type of industry approached, where photovoltaic and wind power can be used for water pumping. There are hundreds of projects under review, and this interest has put renewables as a line item in Mexico`s rural development budget. Village power projects are being considered in the form of utility partnerships.

    This paper describes a program directed by the US Agency for International Development and Sandia National Laboratory which installed sustainable energy sources in the form of photovoltaic modules and wind energy systems in rural Mexico to pump water and provide solar distillation services. The paper describes the guidelines which appeared most responsible for success as: promote an integrated development program; install quality systems that develop confidence; instill local project ownership; train local industry and project developers; develop a local maintenance infrastructure; provide users training and operations guide; develop clear lines of responsibilities for system upkeep. The paper emphasizes the importance of training. It also presents much collected data as to the characteristics and performance of the installed systems.

    This report summarizes the results of geothermal energy resource assessment work conducted by the New Mexico Statewide Geothermal Energy Program during the period September 7, 1984, through February 29, 1988, under the sponsorship of the US Dept. of Energy and the State of New Mexico Research and Development Institute.     The Nopal I uranium deposit is located in the Pena Blanca district, approximately 40 miles north of Chihuahua City, Mexico. The deposit was formed by hydrothermal processes within the fracture zone of welded silicic volcanic tuff. The ages of volcanic formations are between 35 to 44 m.y. and there was secondary silicification of most of the formations. After the formation of at least part of the uranium deposit, the ore body was uplifted above the water table and is presently exposed at the surface. Detailed petrographic characterization, electron microprobe backscatter electron (BSE) imagery, and selected x-ray maps for the samples from Nopal I high-grade ore document different uranium phases in the ore. There are at least two stages of uranium precipitation. A small amount of uraninite is encapsulated in silica. Hexavalent uranium may also have been a primary precipitant. The uranium phases were precipitated along cleavages of feldspars, and along fractures in the tuff. Energy dispersive spectrometer data and x-ray maps suggest that the major uranium phases are uranophane and weeksite. Substitutions of Ca and K occur in both phases, implying that conditions were variable during the mineralization/alteration process, and that compositions of the original minerals have a major influence on later stage alteration. Continued study is needed to fully characterize uranium behavior in these semi-arid to arid conditions.

    The report provides: (1) an overview of the Mexican economy and the energy and environmental sectors; (2) specific market assessments of the oil and gas sector, the electric power sector, the industrial air pollution control sector, and the municipal and industrial water pollution control sector; and (3) an analysis of the Mexican business climate and procedures. Each of the sectors is projected to show significant growth over the next several years. The Mexican government has taken many positive steps to improve the country's business climate, including trade and foreign exchange liberalization, foreign investment incentives, and strengthened intellectual property regulation. The North American Free Trade Agreement is expected to further improve the business climate in Mexico.

    A continuing supply of energy for the domestic scene is of vital concern to our nation and is determined to a significant extent by the availability of sufficient nonfuel resources used in the production and utilization of various forms of energy. This report, taking a very comprehensive view, first establishes the current energy-related requirements for the various elements and mineral products. It then assesses domestic and world reserves and resources for each nonrenewable resource and determines a ranking of impending domestic scarcities by using resource-to-demand ratios. Special problems on by-products production are noted, followed by a discussion on import dependency. The roles of recycle and substitution are then assessed, and the possibilities for synthesis of nonelement commodities are reviewed. Detailed requirements for the more widely used materials in a large number of energy supply systems are then provided, followed by newer future requirements for more advanced energy systems anticipated to be in widespread use in the next century. Finally, the various problems associated with 16 elements deemed most likely to become scarce within the next 50 years are resummarized, and the general conclusions of this study are provided.

    Despite differences between the most recent round of acquisitions and previous minerals investments by the petroleum industry, the current trend of takeovers builds upon the history of oil's involvement in mining. In particular, takeovers continue to concentrate on uranium, coal, and copper. A number of petroleum firms also have obtained gold, silver, molybdenum, nickel, and other minerals assets. There is no discernible pattern to oil industry ownership of these incidental holdings, the markets for which are not much affected by the activities of petroleum companies.     The US Department of Energy (DOE) is considering ways to encourage states to adopt energy efficiency standards for residential and commercial buildings in the private sector. Such standards are now mandatory for federal buildings, and for private buildings in 34 states; in the remaining 16 states, the standards serve as guidelines for voluntary compliance. In this study for DOE, Pacific Northwest Laboratory (PNL) assessed the process by which energy codes for commercial buildings were adopted and implemented in Arizona and New Mexico. Information was gathered primarily through a series of interviews with state officials, city building officials, architects and engineers, builders, and staff from utilities in the two states. Until other state processes are studied, the extent of the similarities and dissimilarities to the situation in New Mexico and Arizona are unknown. A more extensive study may show that at least some elements of the two state's experience have been paralleled in other parts of the country. General strategies to encourage the adoption of energy codes, assist implementation, and support enforcement were developed based on the research from Arizona and New Mexico and are presented in this report. 6 refs., 4 figs.

    Sequestration of carbon as a stable mineral carbonate has been proposed to mitigate environmental concerns that carbon dioxide may with time escape from its sequestered matrix using alternative sequestration technologies. A method has been developed to prepare stable carbonate products by reacting CO2 with magnesium silicate minerals in aqueous bicarbonate/chloride media at high temperature and pressure. Because this approach is inherently expensive due to slow reaction rates and high capital costs, studies were conducted to improve the reaction rates through mineral pretreatment steps and to cut expenses through improved reactor technology. An overview is given for the estimated cost of the process including sensitivity to grinding and heating as pretreatment options for several mineral feedstocks. The energy costs are evaluated for each pretreatment in terms of net carbon avoided. New studies with a high-temperature, high-pressure flow-loop reactor have yielded information on overcoming kinetic barriers experienced with processing in stirred autoclave reactors. Repeated tests with the flow-loop reactor have yielded insights on wear and failure of system components, on challenges to maintain and measure flow, and for better understanding of the reaction mechanism.

    In October of 1990, the New Mexico Environment Department entered into an agreement with the US Department of Energy (DOE) to create the Department of Energy Oversight and Monitoring Program. This program is designed to create an avenue for the State to ensure DOE facilities are in compliance with applicable environmental regulations, to allow the State oversight and monitoring independent of the DOE, to allow the State valuable input into remediation decision making, and to protect the environment and the public health and safety of New Mexicans concerning DOE facility activities. This agreement, called the Agreement in Principle (AIP), includes all four of New Mexico`s DOE facilities: Los Alamos National Laboratory in Los Alamos; Sandia National Laboratories and the Inhalation Toxicology Research Institute on Kirtland Air Force Base in Albuquerque; and the Waste Isolation Pilot Plant near Carlsbad.

    The U.S. Department of Energy (DOE) provides a major source of economic benefits in New Mexico, second only to the activities of the U.S. Department of Defense. The agency's far-reaching economic influence within the state is the focus of this report. Economic benefits arising from the various activities and functions of both the Department and its contractors have accrued to the state continuously for over 50 years. For several years, DOE/Albuquerque Operations Office (AL) and New Mexico State University (NMSU) have maintained inter-industry, input-output modeling capabilities to assess DOE's impacts on the state of New Mexico and the other substate regions most directly impacted by DOE activities. One of the major uses of input-output techniques is to assess the effects of developments initiated outside the economy such as Federal DOE monies that flow into the state, on an economy. The information on which the models are based is updated periodically to ensure the most accurate depiction possible of the economy for the period of reference. For this report, the reference periods are Fiscal Year (FY) 1997 (October 1, 1996, through September 30, 1997), and FY 1998 (October 1, 1997, through September 30, 1998). Total impact represents both direct and indirect impacts (resending by business), including induced (resending by households) effects. The standard multipliers used in determining impacts result from the inter-industry, input-output models uniquely developed for New Mexico.     In October 1990 an Agreement-in-Principle (AIP) was entered into between the US Department of Energy (DOE) and the State of New Mexico for the purpose of supporting State oversight activities at DOE facilities in New Mexico. The State`s lead agency for the Agreement is the New Mexico Environment Department (NMED). DOE has agreed to provide the State with resources over a five year period to support State activities in environmental oversight, monitoring, access and emergency response to ensure compliance with applicable federal, state, and local laws at Los Alamos National Laboratory (LANL), Sandia National Laboratories (SNL), the Waste Isolation Pilot Plant (WIPP), and the Inhalation Toxicology Research Institute (ITRI). The Agreement is designed to assure the citizens of New Mexico that public health, safety and the environment are being protected through existing programs; DOE is in compliance with applicable laws and regulations; DOE has made substantial new commitments; cleanup and compliance activities have been prioritized; and a vigorous program of independent monitoring and oversight by the State is underway. This report relates the quality and effectiveness of the facilities` environmental monitoring and surveillance programs. This report satisfies that requirement for the January--December 1992 time frame.

    Highlights: • Anaerobic digestion and nutrient mineralization of paunch in a CSTR. • Low CH{sub 4} yield and high CH{sub 4} productivity was obtained at an OLR of 2.8 g VS L{sup −1} day{sup −1.} • Post-digestion of the digestate resulted in a CH{sub 4} yield of 0.067 L g{sup −1} VS. • Post-digestion is recommended for further digestate stabilization. - Abstract: A laboratory study investigated the anaerobic digestion of paunch in a continuous stirred tank reactor (CSTR) for the recovery of biogas and mineralization of nutrients. At an organic loading rate (OLR) of 2.8 g VS L{sup −1} day{sup −1} with a 30-day hydraulic retention time (HRT), a CH{sub 4} yield of 0.213 L g{sup −1} VS and CH{sub 4} production rate of 0.600 L L{sup −1} day{sup −1} were obtained. Post-anaerobic digestion of the effluent from the CSTR for 30 days at 40 °C recovered 0.067 L g{sup −1} VS as CH{sub 4}, which was 21% of the batch CH{sub 4} potential. Post-digestion of the effluent from the digestate obtained at this OLR is needed to meet the stable effluent criteria. Furthermore, low levels of soluble ions such as K{sup +}, Ca{sup 2+} and Mg{sup 2+} were found in the liquid fraction of the digestate and the remainder could have been retained in the solid digestate fraction. This study demonstrates the potential of biogas production from paunch in providing renewable energy. In addition, recovery of plant nutrients in the digestate is important for a sustainable agricultural system.

    Waste streams that may be generated by the Global Nuclear Energy Partnership (GNEP) Advanced Energy Initiative may contain significant quantities of organics (0-53 wt%) and/or nitrates (0-56 wt%). Decomposition of high nitrate streams requires reducing conditions, e.g. organic additives such as sugar or coal, to reduce the NOx in the off-gas to N{sub 2} to meet the Clean Air Act (CAA) standards during processing. Thus, organics will be present during waste form stabilization regardless of which GNEP processes are chosen, e.g. organics in the feed or organics for nitrate destruction. High organic containing wastes cannot be stabilized with the existing HLW Best Developed Available Technology (BDAT) which is HLW vitrification (HLVIT) unless the organics are removed by preprocessing. Alternative waste stabilization processes such as Fluidized Bed Steam Reforming (FBSR) operate at moderate temperatures (650-750 deg. C) compared to vitrification (1150-1300 deg. C). FBSR converts organics to CAA compliant gases, creates no secondary liquid waste streams, and creates a stable mineral waste form that is as durable as glass. For application to the high Cs-137 and Sr-90 containing GNEP waste streams a single phase mineralized Cs-mica phase was made by co-reacting illite clay and GNEP simulated waste. The Cs-mica accommodates up to 30% wt% Cs{sub 2}O and all the GNEP waste species, Ba, Sr, Rb including the Cs-137 transmutation to Ba-137. For reference, the cesium mineral pollucite (CsAlSi{sub 2}O{sub 6}), currently being studied for GNEP applications, can only be fabricated at {>=}1000 deg. C. Pollucite mineralization creates secondary aqueous waste streams and NOx. Pollucite is not tolerant of high concentrations of Ba, Sr or Rb and forces the divalent species into different mineral host phases. The pollucite can accommodate up to 33% wt% Cs{sub 2}O. (authors)

    This report summarizes the drilling operations and subsequent interpretation of thermal and geochemical data from the New Mexico Tech NMT-2GT (OSE RG- 05276 POD) test well. This slim hole was drilled along an elongate heat-flow anomaly at the base of the Socorro Mountains to better assess the geothermal resource potential (Socorro Peak geothermal system) on the western side of the New Mexico Tech campus in Socorro, New Mexico. The reservoir depth, hydraulic properties, temperature and chemistry were unknown prior to drilling. The purpose of the NMT-2GT (OSE RG-05276 POD) well was to explore the feasibility of providing geothermal fluids for a proposed district space heating system on the New Mexico Tech campus. With DOE cost over runs funds we completed NMT-2GT to a depth of 1102 feet at the Woods Tunnel drill site. Temperatures were nearly constant (41 oC ) between a depth of 400–1102 feet. Above this isothermal zone, a strong temperature gradient was observed (210 oC /km) beneath the water table consistent with vertical convective heat transfer. The existence of a groundwater upflow zone was further supported by measured vertical hydraulic head measurements which varied between about 258 feet at the water table to 155 feet at a depth of 1102 feet yielding a vertical hydraulic a gradient of about 0.1. If the upflow zone is 1 km deep, then a vertical flow rate is about 0.6 m/yr could have produced the observed curvature in the thermal profile. This would suggest that the deep bedrock permeability is about 20 mD. This is much lower than the permeability measured in a specific capacity

    Energy use in the Mexican industrial sector experienced important changes in the last decade related to changes in the Mexican economy. In previous studies, we have shown that a real change in energy-intensity was the most important factor in the overall decline of energy use and CO2 emissions in the Mexican industrial sector. Real changes in energy intensity were explained by different factors, depending on the industrial sub-sector. In this paper, we analyze the factors that influenced energy use in the Mexican iron and steel industry, the largest energy consuming and energy-intensive industry in the country. To understand the trends in this industry we used a decomposition analysis based on physical indicators to decompose the changes in intra-sectoral structural changes and efficiency improvements. Also, we use a structure-efficiency analysis for international comparisons, considering industrial structure and the best available technology. In 1995, Mexican iron and steel industry consumed 17.7 percent of the industrial energy consumption. Between 1970 and 1995, the steel production has increased with an annual growth rate of 4.7 percent, while the specific energy consumption (SEC) has decreased from 28.4 to 23.8 GJ/tonne of crude steel. This reduction was due to energy efficiency improvements (disappearance of the open hearth production, increase of the share of the continuous casting) and to structural changes as well (increase of the share of scrap input in the steelmaking).

    The hearing was called to discuss the proposed rules issued by the Department of the Interior relating to the valuation of coal production from Federal and Indian leases for royalty purposes. The rules would base the value of coal on the gross proceeds obtained under a contract. The rules would exclude Federal black lung excise tax payments and abandoned mine payments from value, but would include state severance taxes. Considerable controversy arose such that Congress imposed a moratorium on implementation to allow further public comment. An alternative proposal from a joint industry group would base value on the depletable income provisions of the Internal Revenue Code. However, several western governors have voiced concerns over this alternative which analysis shows would result in significantly lower revenues to the Federal government, the states, and to the Tribes. Testimony was heard from eight witnesses, representing the DOI Land and Minerals Management, electric power associations, Western Organization of Resource Councils, the Navajo nation, National Coal Association, and Montana. Additional materials were submitted by the Energy Information Administration, the Western Coal Traffic League, the Western Fuels Association, and the States of Wyoming, North Dakota, Colorado, and New Mexico.

    The study program to determine the feasibility of interfacing a potential geothermal resource of Dona Ana County, New Mexico L'eggs Product industrial process is discussed in this final report. Five separate sites were evaluated initially as to geothermal potential and technical feasibility. Preliminary analysis revealed that three sites were considered normal, but that two sites (about three miles from the L'eggs Plant) had very high shallow subsurface temperature gradients (up to 14.85/sup 0/F/100 ft). An initial engineering analysis showed that to meet the L'eggs plant temperature and energy requirements a geothermal fluid temperature of about 250/sup 0/F and 200 gpm flow rate would be necessary. A brief economic comparison indicated that the L'eggs plant site and a geothermal site approximately four miles from the plant did merit further investigation. Detailed engineering and economic design and analysis of these two sites (including the drilling of an 1873 feet deep temperature gradient test hole at the L'eggs Plant) showed that development of the four mile distant site was technically feasible and was the more economic option. It was determined that a single-stage flash system interface design would be most appropriate for the L'eggs Plant. Approximately 39 billion Btu/yr of fossil fuel could be replaced with geothermal energy at the L'eggs facility for a total installed system cost of slightly over $2 million. The projected economic payback period was calculated to be 9.2 years before taxes. This payback was not considered acceptable by L'eggs Products, Inc., to merit additional design or construction work at this time.

The most critical environmental impact is the increased seismic activity that may be associated with geothermal fluid migration resulting from geothermal production and reinjection.

    Clay minerals are important components of the environment and are involved or implicated in processes such as the uptake of pollutants and the release of nutrients and as potential platforms for a number of chemical reactions. Owing to their small particle sizes (typically, on the order of microns or smaller) and mixing with a variety of other minerals and soil components, advanced characterization methods are needed to study their structures, dynamics, and reactivities. In this article, we describe the use of solid-state NMR methods to characterize the structures and chemistries of clay minerals. Early one-pulse magic-angle spinning (MAS) NMR studies of 27Al and 29Si have now been enhanced and extended with new studies utilizing advanced methodologies (such as Multiple Quantum MAS) as well as studies of less-sensitive nuclei. In additional work, the issue of reactivity of clay minerals has been addressed, including studies of reactive surface area in the environment. Utilizations of NMR-sensitive nuclides within the clay minerals themselves, and in molecules that react with speci?c sites on the clay mineral surfaces, have aided in understanding the reactivity of these complex aluminosilicate systems.

    Recent years have witnessed a growing recognition of the link between emissions of carbon dioxide (CO{sub 2}) and changes in the global climate. Of all anthropogenic activities, energy production and use generate the single largest portion of these greenhouse gases. Although developing countries currently account for a small share of global carbon emissions, their contribution is increasing rapidly. Due to the rapid expansion of energy demand in these nations, the developing world`s share in global modern energy use rose from 16 to 27 percent between 1970 and 1990. If the growth rates observed over the past 20 years persist energy demand in developing will surpass that in the countries of the Organization for Economic Cooperation and Development (OECD) early in the 21st century. The study seeks to examine the forces that galvanize the growth of energy use and carbon emissions, to assess the likely future levels of energy and CO{sub 2} in selected developing nations and to identify opportunities for restraining this growth. The purpose of this report is to provide the quantitative information needed to develop effective policy options, not to identify the options themselves. These individual studies were conducted fro Argentina, Brazil, Mexico and Venezuela in Latin America.

    About 6% of the total coa resource was selected for assessment in the Gulf of Mexico Coastal Plain region of the NCRA project underlies federally proclaimed management areas. Of the approximately 11 billion short tons of coal in this category, approximately 37 percent are estimated to be federally owned. Much of the coal in these categories may not be available for mining, and much of it is probably not economically recoverable. The dispersed nature of Federal holdings, the complicated nature of surface and mineral estate ownership, and the existence of various legal and technological restrictions may remove a significant portion of this coal resource from consideration for development. Continuing work by USGS scientists suggests that potentially viable energy resources of coal-bed methane are present within both Federal and non-Federal areas of the Gulf of Mexico Coastal Plain coal-bearing region. 3 refs., 3 figs.

    This study examines the history, current status and future prospects for increased coal use in Mexico. Environmental implications of the power-generation capacity expansion plans are examined in general terms. Mexican environmental law and regulations are briefly reviewed along with the new sense of urgency in the cleanup of existing environmental problems and avoidance of new problems as clearly mandated in recent Mexican government policy initiatives. It is expected that new capital facilities will need to incorporate the latest in process and technology to comply with existing environmental regulation. Technology developments which address these issues are identified. What opportunities have new initiatives caused by the recent diversification of Mexico`s energy economy offered US firms? This report looks at the potential future use of coal in the Mexican energy economy, examining this issue with an eye toward identifying markets that might be available to US coal producers and the best way to approach them. Market opportunities are identified by examining new developments in the Mexican economy generally and the energy economy particularly. These developments are examined in light of the current situation and the history which brought Mexico to its present status.

    Mexico, considered the Saudi Arabia of the Western Hemisphere because of its proven and potential petroleum reserves, has surprised the world: it has embarked on the biggest nuclear-electric program in the Third World, only to postpone it days before scheduled approval of an international bidding (on which the atomic energy industry had pinned its hopes). A graph shows Mexican supplies of electricity by source with official projections to 1990. The point of entrance of the first nuclear reactor, originally scheduled for 1982, won't come onstream until 1983; and how nuclear-generated electricity grows close to 5% of the total in 1990. The big question is, will the future President of Mexico give the green light to the atomic megaproject. And if he does, how will Mexico deal with the serious logistics problems and grave ecological implications confronting the industry worldwide. In this issue, the author and Energy Detente touch on these questions and review the nuclear power status of Mexico, as well as addressing some of its global problems. Also presented in this issue is an update of the fuel price/tax series for the Western Hemisphere countries.

    This is a proposal to locate a combined Modular Pumped Hydro (MPH) Energy Storage plus PV solar facility at Rio Rancho High School, NM. The facility will functionally provide electricity at night derived from renewable solar energy. Additionally the facility will provide STEM related educational opportunities for students and staff of the school, public community outreach, and validation of an energy storage approach applicable for the Nation (up to 1,000,000 kWh per installation). The proposal will summarize the nature of electricity, why energy storage is useful, present the combined MPH and solar PV production design, present how the actual design will be built and operated in a sustainable manner, how the project could be funded, and how the project could be used in STEM related activities.

    Many projects have been proposed to promote and demonstrate renewable energy technologies (RETs) in developing countries on the basis of their potential to reduce carbon emissions. However, no uniform methodology has been developed for evaluating RETs in terms of their future carbon emissions reduction potential. This study outlines a methodology for identifying RETs that have the potential for achieving large carbon emissions reductions in the future, while also meeting key criteria for commercialization and acceptability in developing countries. In addition, this study evaluates the connection between technology identification and the selection of projects that are designed to demonstrate technologies with a propensity for carbon emission reductions (e.g., Global Environmental Facility projects). Although this report applies the methodology to Mexico in a case study format, the methodology is broad based and could be applied to any developing country, as well as to other technologies. The methodology used in this report is composed of four steps: technology screening, technology identification, technology deployment scenarios, and estimates of carbon emissions reductions. The four technologies with the highest ranking in the technology identification process for the on-grid category were geothermal, biomass cogeneration, wind, and micro-/mini-hydro. Compressed natural gas (CNG) was the alternative that received the highest ranking for the transportation category.

The witnesses represented investors, various sectors of the petroleum industry, economists, and various departments and agencies of the federal government. Their testimony follows the text of S. 2362, which amends the Mineral Lands Leasing Act of 1920 by limiting the authority to lease land when a merger is involved. Discussion on the relative merits of the legislation included antitrust and securities law issues and the exploration record following merger.

    New Mexico was the largest producer of uranium in the western world during 1960s and 1970s. Investigators at the University of New Mexico School of Medicine`s Epidemiology and Cancer Control Program have been conducting epidemiological studies on uranium miners over the past 2 decades. Currently, this cohort includes more than 3600 men who had completed at least 1 y of underground work experience in New Mexico by December 31, 1976. These miners, who are now in their 5th through 7th decades, the age when lung cancer incidence is highest, are at high risk for developing this disease because they were exposed to high levels of radon progeny in the mines, and they also smoked tobacco. However, not all people comparably exposed develop lung cancer; in fact, the lifetime risk of lung cancer for the smoking uranium miners has been projected by epidemiological analyses to be no higher than 50%. Therefore, the identification of gene alterations in bronchial epithelium would be a valuable tool to ascertain which miners are at greatest risk for lung cancer. The underlying significance of the current effort confirms the hypothesis that chronic exposure to high concentrations of {alpha}-particles and tobacco smoke produces genetically altered lung epithelial cells throughout the respiratory tract of some susceptible individuals before they develop clinical disease.

The principal witness, Secretary of the Interior James G. Watt, outlined the new administration's policies for developing domestic resources. Policies for maintaining a strong mining industry and development on public lands will be tied to a sound economic base in order to reduce inflation and interest rates. Other witnesses included members of Congress, representatives of the mining industry, and government agencies.     The significance of the Pena Blanca uranium deposits in the State of Chihuahua, Mexico as potential natural analogs for a nuclear waste repository in unsaturated welded tuff was first recognized in the 1980s. In the 1970s, the Pena Blanca region was a major target of uranium exploration and exploitation by the Mexican government. Since then the Nopal I uranium deposit has been studied extensively by researchers in the U.S., Mexico, and Europe. The Nopal I deposit represents an environment similar to that of the proposed high-level radioactive waste repository at Yucca Mountain in many ways. Both are located in semi-arid regions. Both are located in Tertiary rhyolitic tuffs overlying carbonate rocks that have been subjected to basin and range-style tectonic deformation. Both are located in a chemically oxidizing, unsaturated zone 200 m or more above the water table. The alteration of uraninite to secondary minerals at Nopal I may be similar to the alteration of uranium fuel rods in this type of setting. Investigations at Nopal I and in the surrounding Sierra Pena Blanca have included detailed outcrop mapping, hydrologic and isotopic studies of flow and transport, studies of mineral alteration, modeling, and performance assessment.

Thorough chemical cleaning of this coal can be accomplished in long residence time, slurry transport systems to produce high-quality fuel product. Concurrently, mineral recovery from coals will supplement existing ores.     As part of the design of the Process and Environmental Technology Laboratory (PETL) in FY97, an energy conservation report (ECR) was completed. The original energy baseline for the building, established in Title 1 design, was 595,000 BTU/sq. ft./yr, site energy use. Following the input of several reviewers and the incorporation of the various recommendations into the Title 2 design, the projected energy consumption was reduced to 341,000 BTU/sq. ft./yr. Of this reduction, it is estimated that about 150,000 BTU/sq. ft./yr resulted from inclusion of more energy efficient options into the design. The remaining reductions resulted from better accounting of energy consumption between Title 1 ECR and the final ECR. The energy efficient features selected by the outcome of the ECR were: (1) Energy Recovery system, with evaporative cooling assist, for the Exhaust/Make-up Air System; (2) Chilled Water Thermal Storage system; (3) Premium efficiency motors for large, year-round applications; (4) Variable frequency drives for all air handling fan motors; (4) Premium efficiency multiple boiler system; and (5) Lighting control system. The annual energy cost savings due to these measures will be about $165,000. The estimated annual energy savings are two million kWhrs electric, and 168,000 therms natural gas, the total of which is equivalent to 23,000 million BTUs per year. Put into the perspective of a typical office/light lab at SNL/NM, the annual energy savings is equal the consumption of a 125,000 square foot building. The reduced air emissions are approximately 2,500 tons annually.

    Bioleaching is the term used to describe the microbial dissolution of metals from minerals. The commercial bioleaching of metals, particularly those hosted in sulfide minerals, is supported by the technical disciplines of biohydrometallurgy, hydrometallurgy, pyrometallurgy, chemistry, electrochemistry, and chemical engineering. The study of the natural weathering of these same minerals, above and below ground, is also linked to the fields of geomicrobiology and biogeochemistry. Studies of abandoned and disused mines indicate that the alterations of the natural environment due to man's activities leave as remnants microbiological activity that continues the biologically mediated release of metals from the host rock (acid rock drainage; ARD). A significant fraction of the world's copper, gold and uranium is now recovered by exploiting native or introduced microbial communities. While some members of these unique communities have been extensively studied for the past 50 years, our knowledge of the composition of these communities, and the function of the individual species present remains relatively limited. Nevertheless, bioleaching represents a major strategy in mineral resource recovery whose importance will increase as ore reserves decline in quality, become more difficult to process (due to increased depth, increased need for comminution, for example), and as environmental considerations eliminate traditional physical processes such as smelting, which have served the mining industry for hundreds of years.

    Since the early 1990s, Los Alamos National Laboratory (LANL) has applied electric grid models and simulation software to problems of national significance. This effort continues with a variety of other projects funded by the Department of Energy (DOE), other federal and state agencies and private companies. Critical to the success of these programs is the ability to integrate regional-scale models of the electric grid, to assess the propagation of grid impacts, and to present interactively the effect of potential mitigating actions required to stabilize the grid. All of these capabilities are applied in this study, to accomplish the following goals and objectives: (1) Develop an AC power flow model representing future conditions within New Mexico's electric grid, using commercial tools accepted by the utility industry; (2) Conduct a 'screening' analysis of options for accelerating potential renewable energy development through the addition of a statewide transmission collector system; (3) Estimate total revenue needed, jobs created (temporary and permanent) plus indirect and direct impacts to the state's economy; (4) Evaluate potential cost allocation methodology; and (5) Issue a project report that will provide information for policy direction by state regulators, project developers, and legislators.

    Pipeline construction for Gulf of Mexico federal waters is following drilling and production operations into deeper waters, according to U.S. Department of Interior (DOI) Minerals Management Service (MMS) records. Review of MMS 5-year data for three water depth categories (0-300 ft, 300-600 ft, and deeper than 600 ft) reveals this trend in Gulf of Mexico pipeline construction. Comparisons are shown between pipeline construction applications that were approved by the MMS during this period and projects that have been reported to the MMS as completed. This article is the first of annual updates of MMS gulf pipeline data. Future installments will track construction patterns in water depths, diameter classifications, and mileage. These figures will also be evaluated in terms of pipeline-construction cost data.

    MINER{nu}A Main INjector ExpeRiment {nu}-A is a high-statistic neutrino scattering experiment that will ran in the NuMI Beam Hall at Fermilab. To calibrate the energy response of the MINER{nu}A detector, a beamline is being designed for the MINER{nu}A Test Beam Detector (TBD). The TBD is a replica of the full MINER{nu}A detector at small scale for calibration studies of the main detector. The beamline design consists of the following parts: a copper target, used to generate tertiaries from an incoming secondary beam; a steel collimator for tertiaries, which also serves as a dump for the incoming beam; a time of fight system (scintillator planes); four wire chambers, for angle measurements and tracking; and two dipole magnets, used as an spectrometer. During last October, the first commissioning run of the MINER{nu}A Test Beam took place in the Meson Test Beam Facility at Fermilab. We commissioned the target and collimator of the new tertiary beamline.

  20. Rio Grande pipeline introduces LPG to Mexico

    Rio Grande Pipeline, a joint venture between Mid-America Pipeline Co., Amoco Pipeline Co. and Navajo Pipeline Co., has broken new ground in the energy industry as the first LPG pipeline to cross the US-Mexico border. Plans for the project were announced in November 1995 and first deliveries started three months ago on March 21, 1997. The 8-inch, 265-mile pipeline originates near Odessa, TX, where it receives an 85-15 propane-butane mix via a connection to Mid-America Pipeline. From Odessa, product moves west through the Texas desert and crosses the Rio Grande River about 15 miles south of El Paso near Clint, TX and extends 20 miles into Mexico. Capacity of the line is 24,000 bpd and it has been averaging about 22,000 bpd since line-fill. All in all, it sounded like a reasonably feasible, routine project. But perceptions can be deceiving, or at least misleading. In other words, the project can be summarized as follows: one river, two cultures and a world of difference. The official border crossing for pipeline construction took place on Dec. 2, 1996, with a directional drill under the Rio Grande River, but in actuality, the joint venture partners were continually bridging differences in language, laws, customs and norms with Pemex and contracted workers from Mexico.
