    A spate of recently enacted energy legislation and associated program changes is providing numerous opportunities to help California federal energy managers cut costs and meet their renewables, energy efficiency and GHG emissions goals. In April 2011, Governor Jerry Brown approved the nation’s most ambitious renewable portfolio standard (RPS), which requires 33% of the state’s electricity to come from renewable energy sources by 2020. Policy changes that will support the RPS include expanded eligibility rules that fill previous gaps in incentives for certain sizes of on-site renewable energy systems. Program updates described in this document include: $200 million more in funding for California Solar Initiative rebates to commercial and industrial customers; an increase in the eligible system size for the Feed-In-Tariff (FIT) from 1.5MW to 3MW; and pending changes that may allow customer-side systems to sell tradable renewable energy credits (TRECs) to entities with RPS compliance obligations in California.

    An unusual mineral enterprise is the mineral wax plant of Semenovskoye in the Aleksandriya brown coal basin of the Ukraine. The only plant of its kind in the Soviet Union, it has been in operation since 1959, extracting mineral wax from the local bitumen-rich brown coal. The plant yields about 7.5 tons of mineral wax a day (about 2700 tons a year), for use in a variety of applications.

    Giant kelp forests are marine communities dominated by the large brown alga, Macrocystis pyrifera. In the northern hemisphere, stands of this species occur along the outer coast of the eastern Pacific from near Santa Cruz in central California to the central coast of Baja California, Mexico. Plants are usually attached to rocky substrata at depths of 5 to 20 m. These submarine forests are probably the most species-rich, structurally complex and productive communities in temperate waters. This profile reviews the relevant literature (over 400 citations) describing M. pyrifera, the organisms associated with it, the interactions among these organisms, and environmental factors that affect the distribution and structure of the community. The state of our knowledge about giant kelp forests is summarized, and suggestions are made for future research and management. 31 figs., 12 tabs.

    program by other municipal agencies (as applicable). In order to accomplish the goals of the project, the following steps were performed: 1. Operation of a demonstration facility designed to receive 10,000 to 12,000 gallons of raw Trap Waste each day from private Trap Waste hauling companies. The demonstration facility was designed and built by Pacific Biodiesel Technologies (PBTech). The demonstration facility would also recover 300 gallons of Brown Grease per day from the raw Trap Waste. The recovered Brown Grease was expected to contain no more than 2% Moisture, Insolubles, and Unsaponifiables (MIU) combined. 2. Co-digestion of the side streams (generated during the recovery of 300 gallons of Brown Grease from the raw Trap Waste) with wastewater sludge in the WWTP's anaerobic digesters. The effects of the side streams on anaerobic digestion were quantified by comparison with baseline data. 3. Production of 240 gallons per day of ASTM D6751-S15 grade Biodiesel fuel via a Biodiesel conversion demonstration facility, with the use of recovered Brown Grease as a feedstock. The demonstration facility was designed and built by Blackgold Biofuels (BGB). Side streams from this process were also co-digested with wastewater sludge. Bench-scale anaerobic digestion testing was conducted on side streams from both demonstration facilities to determine potential toxicity and/or changes in biogas production in the WWTP anaerobic digester. While there is a lot of theoretical data available on the lab-scale production of Biodiesel from grease Trap Waste, this full-scale demonstration project was one of the first of its kind in the United States. The project's environmental impacts were expected to include: Reduction of greenhouse gas emissions by prevention of the release of methane at landfills. Although the combustion product of Biodiesel and Methane gas produced in the Anaerobic digester, Carbon Dioxide, is also a greenhouse gas; it is 20 times weaker for the same amount (per mole

The ability of CSP-TES to be a flexible source of generation may be particularly valuable in regions with high overall penetration of solar energy, such as the state of California. California's Renewable Portfolio Standard (RPS) requires the state to increase generation from eligible renewable energy resources to reach 33% of retail electricity sales by 2020. Beyond 2020, California targets a further reduction in greenhouse gas emissions. To help reach this goal, current California governor Jerry Brown has stated that a higher 40% RPS might be reachable in the near term. The levelized cost of energy is generally emphasized when assessing the economic viability of renewable energy systems implemented to achieve the RPS. However, the operational and capacity benefits of such systems are often ignored, which can lead to incorrect economic comparisons between CSP-TES and variable renewable generation technologies such as solar photovoltaics (PV). Here we evaluate a 40% RPS scenario in a California grid model with PV or CSP-TES providing the last 1% of RPS energy. We compare the technical and economic implications of integrating either solar technology under several sensitivities, finding that the ability to displace new conventional thermal generation capacity may be the largest source of value of CSP-TES compared to PV at high solar penetrations.

    Energy consumption in California fell in 1991 for the first time in five years. The State`s economy was especially hard hit by a continuing national recession. The construction industry for the second year experienced a dramatic downturn. Energy use in the industrial sector showed a modest increase, but consumption in other end-use categories declined. The decrease in energy used in transportation can be traced to a substantial fall in the sales of both highway diesel fuels and vessel bunkering fuels at California ports, the latter reflecting a mid-year increase in taxes. Gasoline sales by contrast increased as did the number of miles traveled and the number of automobiles in the State. Production in California`s oil and gas fields was at 1990 levels thus arresting a steady decline in output. Due to enlarged steam flooding operations, production at several fields reached record levels. Also countering the decline in many of California fields was new production from the Port Arguello offshore field. California natural gas production, despite a modest 1991 increase, will not fill the use within the State. Petroleum comprised more than half of the State`s energy supply principally for transportation. Natural gas use showed a small increase. Oil products play virtually no role in electrical production. The largest single source of electricity to the State is imports from the Pacific Northwest and from coal-fired plants in the Southwest. Combined contributions to transmitted electricity from renewable and alternate sources declined as hydropower was constrained by a prolonged drought and as geothermal power from the largest and oldest field at The Geysers fell. Windpower grew slightly; however solar power remained at 1990 levels and made no substantial contribution to total power generation.

    This photograph features the photovoltaic (PV) system at the Cal Expo in Sacramento, California, that was "made for the shade," but it does much more. Installed in September 2000, the 540-kilowatt PV system produces enough energy to power about 180 homes. In addition, the solar arrays serve as an oasis of shaded parking for 1,000 cars in a desert of scorching blacktop. The project was designed and built by Kyocera Solar/Utility Power Group for the Sacramento Municipal Utility District (SMUD). At the time, this was the largest parking lot solar system in the world today. Cal Expo is the site of many events, including the California State Fair.

    Air Products and Chemicals, Inc. has completed a comprehensive, multiyear project to demonstrate a hydrogen infrastructure in California. The specific primary objective of the project was to demonstrate a model of a real-world retail hydrogen infrastructure and acquire sufficient data within the project to assess the feasibility of achieving the nation's hydrogen infrastructure goals. The project helped to advance hydrogen station technology, including the vehicle-to-station fueling interface, through consumer experiences and feedback. By encompassing a variety of fuel cell vehicles, customer profiles and fueling experiences, this project was able to obtain a complete portrait of real market needs. The project also opened its stations to other qualified vehicle providers at the appropriate time to promote widespread use and gain even broader public understanding of a hydrogen infrastructure. The project engaged major energy companies to provide a fueling experience similar to traditional gasoline station sites to foster public acceptance of hydrogen. Work over the course of the project was focused in multiple areas. With respect to the equipment needed, technical design specifications (including both safety and operational considerations) were written, reviewed, and finalized. After finalizing individual equipment designs, complete station designs were started including process flow diagrams and systems safety reviews. Material quotes were obtained, and in some cases, depending on the project status and the lead time, equipment was placed on order and fabrication began. Consideration was given for expected vehicle usage and station capacity, standard features needed, and the ability to upgrade the station at a later date. In parallel with work on the equipment, discussions were started with various vehicle manufacturers to identify vehicle demand (short- and long-term needs). Discussions included identifying potential areas most suited for hydrogen fueling stations

    Our results show that all of the brown rot fungi tested produce oxalic acid in liquid as well as in semisolid cultures. Gloeophyllum trabeum, which accumulates the lowest amount of oxalic acid during decay of pine holocellulose, showed the highest polysaccharide-depolymerizing activity. Semisolid cultures inoculated with this fungus rapidly converted {sup 14}C-labeled oxalic acid to CO{sub 2} during cellulose depolymerization. The other brown rot fungi also oxidized {sup 14}C-labeled oxalic acid, although less rapidly. In contrast, semisolid cultures inoculated with the white rot fungus Coriolus versicolor did not significantly catabolize the acid and did not depolymerize the holocellulose during decay. Semisolid cultures of G. trabeum amended with desferrioxamine, a specific iron-chelating agent, were unable to lower the degree of polymerization of cellulose or to oxidize {sup 14}C-labeled oxalic acid to the extent or at the rate that control cultures did. These results suggest that both iron and oxalic acid are involved in cellulose depolymerization by brown rot fungi.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    Energy consumption in the state of California decreased about 3% in 1993 reflecting continuation of the recession that was manifest in a moribund construction industry and a high state unemployment that ran counter to national recovery trends. Residential/commercial use decreased slightly reflecting a mild winter in the populous southern portion of the state, a decrease that was offset to some extent by an increase in the state population. Industrial consumption of purchased energy declined substantially as did production of self-generated electricity for in-house use. Consumption in the transportation sector decreased slightly. The amount of power transmitted by the utilities was at 1992 levels; however a smaller proportion was produced by the utilities themselves. Generation of electricity by nonutilities, primarily cogenerators and small power producers, was the largest of any state in the US. The growth in the number of private power producers combined with increased amounts of electricity sold to the public utilities set the stage for the sweeping proposals before the California Public Utility Commission to permit direct sales from the nonutilities to retail customers. California production of both oil and natural gas declined; however, to meet demand only the imports of natural gas increased. A break in the decade-long drought during the 1992--1993 season resulted in a substantial increase in the amount of hydroelectricity generated during the year. Geothermal energy`s contribution increased substantially because of the development of new resources by small power producers. Decline in steam production continued at The Geysers, the state`s largest field, principally owned and managed by a public utility. Increases in windpower constituted 1--1/2% of the total electric supply--up slightly from 1992. Several solar photo voltaic demonstration plants were in operation, but their contribution remained small.

  20. ATMOSPHERIC CIRCULATION OF BROWN DWARFS: JETS, VORTICES, AND TIME VARIABILITY

    A variety of observational evidence demonstrates that brown dwarfs exhibit active atmospheric circulations. In this study we use a shallow-water model to investigate the global atmospheric dynamics in the stratified layer overlying the convective zone on these rapidly rotating objects. We show that the existence and properties of the atmospheric circulation crucially depend on key parameters including the energy injection rate and radiative timescale. Under conditions of strong internal heat flux and weak radiative dissipation, a banded flow pattern comprised of east-west jet streams spontaneously emerges from the interaction of atmospheric turbulence with the planetary rotation. In contrast, when the internal heat flux is weak and/or radiative dissipation is strong, turbulence injected into the atmosphere damps before it can self-organize into jets, leading to a flow dominated by transient eddies and isotropic turbulence instead. The simulation results are not very sensitive to the form of the forcing. Based on the location of the transition between jet-dominated and eddy-dominated regimes, we suggest that many brown dwarfs may exhibit atmospheric circulations dominated by eddies and turbulence (rather than jets) due to the strong radiative damping on these worlds, but a jet structure is also possible under some realistic conditions. Our simulated light curves capture important features from observed infrared light curves of brown dwarfs, including amplitude variations of a few percent and shapes that fluctuate between single-peak and multi-peak structures. More broadly, our work shows that the shallow-water system provides a useful tool to illuminate fundamental aspects of the dynamics on these worlds.

    California oil producers face a loss of production this year because of constraints on pipeline and tanker transportation to Los Angeles area refineries. The potential bottleneck is occurring at a time when Outer Continental Shelf production is near capacity from Chevron Corp.'s Point Arguello project at the same time production is increasing from Exxon Corp.'s nearby Santa Ynex Unit (SYU) expansion. Both megaprojects must compete for pipeline space with onshore crude producers, notably in California's San Joaquin Valley (SJV). Recent development limiting transportation options include: An indefinite shutdown of Four Corners Pipe Line Co.'s 50,000 b/d Line No. 1, damaged by the Jan. 17 earthquake; Loss of a tanker permit by Chevron and partners for offshore Point Arguello production; Permanent shutdown of Exxon's offshore storage and treatment (OST) facility, which since 1981 has used tankers to transport about 20,000 b/d of SYU production from the Santa Barbara Channel to Los Angeles. The OST, the first commercial floating production system in the US -- placed in the Santa Barbara Channel in 1981 after a decade of precedent setting legal and political battles -- was shut down Apr. 4.   5. DISCOVERY OF A CANDIDATE FOR THE COOLEST KNOWN BROWN DWARF

    We have used multi-epoch images from the Infrared Array Camera on board the Spitzer Space Telescope to search for substellar companions to stars in the solar neighborhood based on common proper motions. Through this work, we have discovered a faint companion to the white dwarf WD 0806-661. The comoving source has a projected separation of 130'', corresponding to 2500 AU at the distance of the primary (19.2 pc). If it is physically associated, then its absolute magnitude at 4.5 {mu}m is {approx}1 mag fainter than the faintest known T dwarfs, making it a strong candidate for the coolest known brown dwarf. The combination of M{sub 4.5} and the age of the primary (1.5 Gyr) implies an effective temperature of {approx}300 K and a mass of {approx}7 M{sub Jup} according to theoretical evolutionary models. The white dwarf's progenitor likely had a mass of {approx}2 M{sub sun}, and thus could have been born with a circumstellar disk that was sufficiently massive to produce a companion with this mass. Therefore, the companion could be either a brown dwarf that formed like a binary star or a giant planet that was born within a disk and has been dynamically scattered to a larger orbit.

    The Wide-field Infrared Survey Explorer (WISE) spacecraft has been reactivated as NEOWISE-R to characterize and search for near-Earth objects. The brown dwarf WISE J085510.83–071442.5 has now been re-observed by NEOWISE-R, and we confirm the results of Luhman, who found a very low effective temperature (≈250 K), a very high proper motion (8.''1 ± 0.''1 yr{sup –1}), and a large parallax (454 ± 45 mas). The large proper motion has separated the brown dwarf from the background sources that influenced the 2010 WISE data, allowing a measurement of a very red WISE color of W1 – W2 >3.9 mag. A re-analysis of the 2010 WISE astrometry using only the W2 band, combined with the new NEOWISE-R 2014 position, gives an improved parallax of 448 ± 33 mas and a proper motion of 8.''08 ± 0.''05 yr{sup –1}. These are all consistent with values from Luhman.

  7. CONFIRMATION OF ONE OF THE COLDEST KNOWN BROWN DWARFS

    Using two epochs of 4.5 {mu}m images from the Infrared Array Camera (IRAC) on board the Spitzer Space Telescope, we recently identified a common proper motion companion to the white dwarf WD 0806-661 that is a candidate for the coldest known brown dwarf. To verify its cool nature, we have obtained images of this object at 3.6 {mu}m with IRAC, at J with the High Acuity Wide-field K-band Imager (HAWK-I) on the Very Large Telescope, and in a filter covering the red half of J with FourStar on Magellan. WD 0806-661 B is detected by IRAC but not HAWK-I or FourStar. From these data we measure colors of [3.6] - [4.5] = 2.77 {+-} 0.16 and J - [4.5] > 7.0 (S/N < 3). Based on these colors and its absolute magnitudes, WD 0806-661 B is the coldest companion directly imaged outside of the solar system and is a contender for the coldest known brown dwarf with the Y dwarf WISEP J1828+2650. It is unclear which of these two objects is colder given the available data. A comparison of its absolute magnitude at 4.5 {mu}m to the predictions of theoretical spectra and evolutionary models suggests that WD 0806-661 B has T{sub eff} = 300-345 K.

    California energy consumption increased in 1994 in keeping with a recovery from the previous mild recession years. Although unemployment remained above the national average, other indicators pointed to improved economic health. Increased energy use was registered principally in the residential/commercial and transportation end-use sectors. A cooler-than-usual winter and spring was reflected in increased consumption of natural gas, the principal space-heating fuel in the state. Because of low water levels behind state dams, utilities turned to natural gas for electrical generation and to increased imports from out-of- state sources to meet demand. Other factors, such as smaller output from geothermal, biomass, and cogenerators, contributed to the need for the large increase in electrical supply from these two sources. Nonetheless, petroleum dominated the supply side of the energy equation of the state in which transportation requirements comprise more than one-third of total energy demand. About half of the oil consumed derived from California production. Onshore production has been in slow decline; however, in 1994 the decrease was compensated for by increases from federal offshore fields. Until 1994 production had been limited by regulatory restrictions relating to the movement of the crude oil to onshore refineries. State natural gas production remained at 1993 levels. The increased demand was met by larger imports from Canada through the recent expansion of Pacific Transmission Company`s 804 mile pipeline. Deregulation of the state`s utilities moved ahead in 1994 when the California Public Utilities Commission issued its proposal on how to restructure the industry. Public hearings were conducted in which the chief issues were recovery of the utilities` capital investments, conflicts with the Public Utilities Policies Act, management of power transactions between new suppliers and former utility customers, and preservation of energy conservation programs

    This paper discusses two preliminary MSIV clsoure ATWS calculations done using the RAMONA-3B code and the work being done to create the necessary cross section sets for the Browns Ferry Unit 1 reactor. The RAMONA-3B code employs a three-dimensional neutron kinetics model coupled with one-dimensional, four equation, nonhomogeneous, nonequilibrium thermal hydraulics. To be compatible with 3-D neutron kinetics, the code uses parallel coolant channels in the core. It also includes a boron transport model and all necessary BWR components such as jet pump, recirculation pump, steam separator, steamline with safety and relief valves, main steam isolation valve, turbine stop valve, and turbine bypass valve. A summary of RAMONA-3B neutron kinetics and thermal hydraulics models is presented in the Appendix.

    This study describes the predicted response of Unit One at the Browns Ferry Nuclear Plant to a postulated complete failure to scram following a transient occurrence that has caused closure of all Main Steam Isolation Valves (MSIVs). This hypothetical event constitutes the most severe example of the type of accident classified as Anticipated Transient Without Scram (ATWS). Without the automatic control rod insertion provided by scram, the void coefficient of reactivity and the mechanisms by which voids are formed in the moderator/coolant play a dominant role in the progression of the accident. Actions taken by the operator greatly influence the quantity of voids in the coolant and the effect is analyzed in this report. The progression of the accident sequence under existing and under recommended procedures is discussed. For the extremely unlikely cases in which equipment failure and wrongful operator actions might lead to severe core damage, the sequence of emergency action levels and the associated timing of events are presented.

    Analyses of postulated Anticipated Transients Without Scram (ATWS) were performed at the Idaho National Engineering Laboratory (INEL). The Browns Ferry Nuclear Plant Unit 1 (BFNP1) was selected as the subject of this work because of the cooperation of the Tennessee Valley Authority (TVA). The work is part of the Severe Accident Sequence Analysis (SASA) Program of the US Nuclear Regulatory Commission (NRC). A Main Steamline Isolation Valve (MSIV) closure served as the transient initiator for these analyses, which proceeded a complete failure to scram. Results from the analyses indicate that operator mitigative actions are required to prevent overpressurization of the primary containment. Uncertainties remain concerning the effectiveness of key mitigative actions. The effectiveness of level control as a power reduction procedure is limited. Power level resulting from level control only reduce the Pressure Suppression Pool (PSP) heatup rate from 6 to 4F/min.

    Last March, more than two years after California passed legislation to slash greenhouse gas emissions 25 percent by 2020, Lawrence Berkeley National Laboratory scientist Marc Fischer boarded a Cessna loaded with air monitoring equipment and crisscrossed the skies above Sacramento and the Bay Area. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.

  19. Where do California's greenhouse gases come from?

    Last March, more than two years after California passed legislation to slash greenhouse gas emissions 25 percent by 2020, Lawrence Berkeley National Laboratory scientist Marc Fischer boarded a Cessna loaded with air monitoring equipment and crisscrossed the skies above Sacramento and the Bay Area. Instruments aboard the aircraft measured a cocktail of greenhouse gases: carbon dioxide from fossil fuel use, methane from livestock and landfills, CO2 from refineries and power plants, traces of nitrous oxide from agriculture and fuel use, and industrially produced other gases like refrigerants. The flight was part of the Airborne Greenhouse Gas Emissions Survey, a collaboration between Berkeley Lab, the National Oceanic and Atmospheric Administration, and the University of California, and UC Davis to pinpoint the sources of greenhouse gases in central California. The survey is intended to improve inventories of the states greenhouse gas emissions, which in turn will help scientists verify the emission reductions mandated by AB-32, the legislation enacted by California in 2006.

    Since the observation of the first brown dwarf in 1995, numerous studies have led to a better understanding of the structures of these objects. Here we present a method for studying material resistivity in warm dense plasmas in the laboratory, which we relate to the microphysics of brown dwarfs through viscosity and electron collisions. Here we use X-ray polarimetry to determine the resistivity of a sulphur-doped plastic target heated to Brown Dwarf conditions by an ultra-intense laser. The resistivity is determined by matching the plasma physics model to the atomic physics calculations of the measured large, positive, polarization. Furthermore, the inferred resistivity is larger than predicted using standard resistivity models, suggesting that these commonly used models will not adequately describe the resistivity of warm dense plasma related to the viscosity of brown dwarfs.

    Over the past several years, four of the largest investor-owned California utilities have completed more than 50 evaluation studies designed to measure the energy and demand impacts of their demand-side management (DSM) programs. These four are: Pacific Gas and Electric (PG and E), Southern California Edison (SCE), Southern California Gas (SoCalGas), and San diego Gas and Electric (SDG and E). These studies covered residential, commercial, industrial, and agricultural DSM programs and provided a wealth of information on program impacts. The objective of this report is to summarize the results of these DSM evaluation studies in order to describe what DSM has achieved in California, to assess how well these achievements were forecast, and to compare the effectiveness of different types of DSM programs. This report documents the sizable investment made by the California utilities in their 1990--92 DSM programs. Between 1990 and 1992, the four utilities spent $772 million on energy-efficiency/conservation programs. This report also summarizes the realization rates estimated by the 50+ evaluation studies. Realization rates are defined as ex-post net savings estimates divided by ex-ante net savings estimates. Realization rates are summarized for 158 programs and program segments.
