    This study assesses the hydrologic performance of four land surface models (LSMs) for the conterminous United States using the North American Land Data Assimilation System (NLDAS) test bed. The four LSMs are the baseline community Noah LSM (Noah, version 2.8), the Variable Infiltration Capacity (VIC, version 4.0.5) model, the substantially augmented Noah LSM with multiparameterization options (hence Noah-MP), and the Community Land Model version 4 (CLM4). All four models are driven by the same NLDAS-2 atmospheric forcing. Modeled terrestrial water storage (TWS), streamflow, evapotranspiration (ET), and soil moisture are compared with each other and evaluated against the identical observations. Relative to Noah, the other three models offer significant improvements in simulating TWS and streamflow and moderate improvements in simulating ET and soil moisture. Noah-MP provides the best performance in simulating soil moisture and is among the best in simulating TWS, CLM4 shows the best performance in simulating ET, and VIC ranks the highest in performing the streamflow simulations. Despite these improvements, CLM4, Noah-MP, and VIC exhibit deficiencies, such as the low variability of soil moisture in CLM4, the fast growth of spring ET in Noah-MP, and the constant overestimation of ET in VIC.

    The Atmospheric Radiation Measurement (ARM) Program was created in 1989 with funding from the U.S. Department of Energy (DOE) to develop several highly instrumented ground stations to study cloud formation processes and their influence on radiative transfer. In 2003, the ARM Program became a national scientific user facility, known as the ARM Climate Research Facility. This scientific infrastructure provides for fixed sites, mobile facilities, an aerial facility, and a data archive available for use by scientists worldwide through the ARM Climate Research Facility—a scientific user facility. The ARM Climate Research Facility currently operates more than 300 instrument systems that provide ground-based observations of the atmospheric column. To keep ARM at the forefront of climate observations, the ARM infrastructure depends heavily on instrument scientists and engineers, also known as lead mentors. Lead mentors must have an excellent understanding of in situ and remote-sensing instrumentation theory and operation and have comprehensive knowledge of critical scale-dependent atmospheric processes. They must also possess the technical and analytical skills to develop new data retrievals that provide innovative approaches for creating research-quality data sets. The ARM Climate Research Facility is seeking the best overall qualified candidate who can fulfill lead mentor requirements in a timely manner.

    The Morris County Improvement Authority (Authority), a public body corporate and politic of the State of New Jersey and created and controlled by the County, at the direction of the County and through the Program guaranteed by the County, financed 3.2 MW of solar projects (Solar Projects) at fifteen (15) sites for seven (7) local government units (Local Units) in and including the County. The Program uses a Power Purchase Agreement (PPA) structure, where the Solar Developer constructs, operates and maintains all of the Solar Projects, for the benefit of the Local Units and the Authority, for the maximum State law allowable PPA period of fifteen (15) years. Although all fifteen (15) sites were funded by the Authority, only the Mennen Arena site was considered for the purposes of the required local match funding for this grant. Specifically at the Mennen Arena site, the Authority financed 1.6 MW of solar panels. On October 18, 2013, the DOE Grant was drawn down following completion of the necessary application documents and final execution of an agreement memorializing the contemplated transaction by the Local Units, the County, The Authority and the solar developer. The proceeds of the DOE Grant were then applied to reduce the PPA price to all Local Units across the program and increase the savings from approximately 1/3 to almost half off the existing and forecasted utility pricing over the fifteen (15) year term, without adversely affecting all of the other benefits. With the application of the rate buy down, the price of electricity purchased under the PPA dropped from 10.9 to 7.7 cents/kWh. This made acquisition of renewable energy much more affordable for the Local Units, and it enhanced the success of the program, which will encourage other counties and local units to develop similar programs.

    Mentoring is an established strategy for learning that has its root in antiquity. Most, if not all, successful scientists and engineers had an effective mentor at some point in their career. In the context of scientists and engineers, mentoring has been undefined. Reports addressing critical concerns regarding the future of science and engineering in the U.S. mention the practice of mentoring a priori, leaving organizations without guidance in its application. Preliminary results from this study imply that formal mentoring can be effective when properly defined and operationalized. Recognizing the uniqueness of the individual in a symbiotic mentor-protégé relationship significantly influences a protégé’s learning experience which carries repercussions into their career intentions. The mentor-protégé relationship is a key factor in succession planning and preserving and disseminating critical information and tacit knowledge essential to the development of leadership in the science and technological industry.

    Transient behavior is thought to play an integral role in brain functionality. Numerical simulations of the firing activity of diffusively coupled, excitable Morris-Lecar neurons reveal transient spatiotemporal chaos in the parameter regime below the saddle-node on invariant circle bifurcation point. The neighborhood of the chaotic saddle is reached through perturbations of the rest state, in which few initially active neurons at an effective spatial distance can initiate spatiotemporal chaos. The system escapes from the neighborhood of the chaotic saddle to either the rest state or to a state of pulse propagation. The lifetime of the chaotic transients is manipulated in a statistical sense through a singular application of a synchronous perturbation to a group of neurons.

At LANL, mentoring is actively encouraged and practiced to develop statistical skills and positive career-building behaviors. Mentoring activities targeted at different career phases from student to junior staff are an important catalyst for both short and long term career development. This article discusses mentoring strategies for undergraduate and graduate students through internships as well as for postdoctoral research associates and junior staff. Topics addressed include project selection, progress, and outcome; intellectual and social activitiesmore » that complement the student internship experience; key skills/knowledge not typically obtained in academic training; and the impact of such internships on students’ careers. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering.     The DOE Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclear weapons development and government-sponsored nuclear energy research. Since 1995, Florida International University's Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and math (STEM) students and has exposed many STEM students to 'hands-on' DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a 'pipeline' of minority STEM students trained and mentored to enter DOE's environmental cleanup workforce. The program was designed to help address DOE's future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE's environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only five years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors. Over 85 DOE Fellows have participated in the Waste Management Symposia since 2008 with a total of 68 student posters and 7 oral presentations given at WM. The DOE Fellows

    The Petroleum Technology Transfer Council (PTTC) and cooperating Regional Lead Organizations (RLOs) in its South Midcontinent (Oklahoma Geological Survey, Norman, Oklahoma) and West Coast (University of Southern California, Los Angeles, California) regions conducted a ''Mentor-Based Effort to Advance Implementation of Preferred Management Practices (PMPs) For Oil Producers'' (DE-FC26-01BC15272) under an award in Phase I of Department of Energy's (DOE's) PUMP (Preferred Upstream Management Practices) program. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. PTTC identified the primary constraints inhibiting oil production through surveys and PUMPer direct contacts in both regions. The leading common constraint was excess produced water and associated factors. Approaches for addressing this common constraint were tailored for each region. For Oklahoma and Arkansas, the South Midcontinent Region developed a concise manual titled ''Produced Water And Associated Issues'' that led to multiple workshops across the region, plus workshops in several other regions. In California, the West Coast Region leveraged PUMP funding to receive an award from the California Energy Commission for $300,000 to systematically evaluate water control solutions for the California geological environment. Products include still-developing remedial action templates to help producers identify underlying causes of excess water production and screen appropriate solutions. Limited field demonstrations are being implemented to build producer confidence in water control technologies. Minor leverage was also gained by providing technology transfer support to a Global Energy Partners project that demonstrated affordable approaches for reducing power consumption.     Purpose: Kyphoplasty is an effective procedure to alleviate pain in vertebral metastases. However, it has no proven anticancer activity. Samarium-153-ethylene diamine tetramethylene phosphonate ({sup 153}Sm-EDTMP) is used for palliative treatment of bone metastases. A standard dose of 1 mCi/kg is administrated intravenously. The present study was conducted to determine the feasibility of intravertebral administration of {sup 153}Sm with kyphoplasty. Methods and Materials: A total of 33 procedures were performed in 26 patients. Of these 26 patients, 7 underwent procedures performed at two vertebral levels. The mean age of the cohort was 64 years (range, 33-86). The kyphoplasty procedure was performed using a known protocol; 1-4 mCi of {sup 153}Sm was admixed with the bone cement and administered under tight radiation safety measures. Serial nuclear body scans were obtained. Pain assessment was evaluated using a visual analog pain score. Results: All patients tolerated the procedure well. No procedure-related morbidities were noted. No significant change had occurred in the blood counts at 1 month after the procedure. One case was not technically satisfactory. Nuclear scans revealed clear radiotracer uptake in the other 32 vertebrae injected. Except for the first patient, no radiation leakage was encountered. The mean pain score using the visual analog scale improved from 8.6 before to 2.8 after the procedure (p < .0001). Follow-up bone scans demonstrated a 43% decrease in the tracer uptake. Conclusion: The results of our study have shown that the combination of intravertebral administration of {sup 153}Sm and kyphoplasty is well tolerated with adequate pain control. No hematologic adverse effects were found. A reduction of the bone scan tracer uptake was observed in the injected vertebrae. Longer follow-up is needed to study the antineoplastic effect of the procedure.

    At Farbwerke Hoechst, Csaba did research and development work on the surface chemistry of organic pigment dyes and learned about the practical aspects of surface chemistry. During his doctoral research, Csaba invented and developed porous-layer open tubular columns which offers remarkable advantages over wall-coated OTC, e.g., a higher loadability and the ability to use all retention mechanisms afforded by adsorption. He also prepared surface-treated beads, an approach that he used later in the context of HPLC. Working with S.R. Lipsky on the development of analytical methodologies for lunar samples, searching for trace compounds which could show the presence of life on the moon in a distant past, he imagined applying to LC the same principles that he had used earlier in GC, and built the first instrument for high pressure liquid chromatography. Very early, he understood the potential of this new separation method to revolutionize biochemistry and molecular biology. Working for Picker-Nuclear, Csaba developed the first commercial instrument for HPLC, which was also the first instrument to use microbore HPLC columns (for ion-exchange separations of biological compounds). From the beginning, Csaba focused his interests on the separation of samples of biological origin, becoming the pioneer of modern bioanalytical chemistry. He devoted considerable attention to the development of the theory and applications of reversed-phase liquid chromatography, the most widely applied chromatographic method of analysis, pioneered the use of displacement chromatography for preparative HPLC, and innumerable applications of HPLC to the separation of samples of biological origin. He developed the solvophobic theory of retention in RPLC, the use of entropy-enthalpy compensation in the study of retention mechanisms, and the fundamentals of electrochromatography. The importance of his spearheading HPLC, RPLC, and their applications in the life sciences, fields in which these new methods are leading to countless breakthroughs, is such that his contributions will remain among the major scientific achievemetns of the 20th century.

    There are currently twenty-four Multi-Filter Rotating Shadowband Radiometers (MFRSR) operating within Atmospheric Radiation Measurement (ARM). Eighteen are located within the Southern Great Plains (SGP) region, there is one at each of the North Slope of Alaska (NSA) and Tropical Western Pacific (TWP) sites, and one is part of the instrumentation of the ARM Mobile Facility. At this time there are four sites, all extended facilities within the SGP, that are equipped for a MFRSR but do not have one due to instrument failure and a lack of spare instruments. In addition to the MFRSRs, there are three other MFRSR derived instruments that ARM operates. They are the Multi-Filter Radiometer (MFR), the Normal Incidence Multi-Filter Radiometer (NIMFR) and the Narrow Field of View (NFOV) radiometer. All are essentially just the head of a MFRSR used in innovative ways. The MFR is mounted on a tower and pointed at the surface. At the SGP Central Facility there is one at ten meters and one at twenty-five meters. The NSA has a MFR at each station, both at the ten meter level. ARM operates three NIMFRs; one is at the SGP Central Facility and one at each of the NSA stations. There are two NFOVs, both at the SGP Central Facility. One is a single channel (870) and the other utilizes two channels (673 and 870).

    Summary of Students and Projects Sarah Bender The possible improvement of the Multi-Isotope Process (MIP) Monitor by the addition of Compton suppression is investigated for this study. The Compton continuum from the dominant 661.7 keV Cs-137 fission product peak obscures lower energy lines which could be used for spectral and multivariate analysis. A novel Compton suppression system which uses fast, room-temperature materials will be developed using simulation. As opposed to the standard high purity germanium (HPGe) detector suppressed using a thallium-doped sodium iodide (NaI(Tl)) guard detector array, cerium-doped lanthanum bromide (LaBr3) will be used as the primary spectroscopic detector. For Sarah’s Master’s degree, she constructed and validated the unsuppressed detector response of the Pennsylvania State University (PSU)-Compton suppression system. For Sarah’s PhD, she is completing that simulation by including the suppressed operation which will be validated with spent fuel samples. She is also going to use the validation of suppressed operation to predict the detector response of a LaBr3 based Compton suppression system. Richard Clark Richard Clark completed his study this FY of a new technique known as Intrinsic Dosimetry. Intrinsic Dosimetry is the method of measuring total absorbed dose received by the walls of a container holding radioactive material. By considering the total absorbed dose received by a container in tandem with the physical characteristics of the radioactive material housed within that container, this method has the potential to provide enhanced pathway information regarding the history of the container and its radioactive contents. The latest in a series of experiments designed to validate and demonstrate this newly developed tool are reported. Kenneth Dayman The MIP Monitor is an online, non-destructive approach to process monitoring in a nuclear fuel reprocessing facility using gamma spectra taken of process streams and multivariate data analysis to detect anomalies in operation. Last year, Mr. Dayman investigated methods to classify spent nuclear fuel according to both reactor type and burn up based on the constituent nuclide activities, which may be used to more accurately calibrate other models in an analysis scheme in order to improve the accuracy and precision of predictions. He is currently writing up his results for publication and has transitioned to another project with Dr. Derrick Haas at PNNL.

The mechanism by which this occurs has heretofore been unknown. We show sliding of these proteins along DNA occurs on a new vehicle in molecular biology, a ‘molecular sled’ named pVIc. This 11-amino acid viral peptide binds to DNA independent of sequence. pVIc slides on DNA, exhibiting the fastest one-dimensional diffusion constant, 26±1.8 × 106 (bp)2 s−1. pVIc is a ‘molecular sled,’ because it can slide heterologous cargos along DNA, for example, amore » streptavidin tetramer. Similar peptides, for example, from the C terminus of β-actin or NLSIII of the p53 protein, slide along DNA. Finally, characteristics of the ‘molecular sled’ in its milieu (virion, nucleus) have implications for how proteins in the nucleus of cells interact and imply a new form of biochemistry, one-dimensional biochemistry.« less

    To extend geographical coverage, refine spatial resolution, and improve modeling efficiency, a computation- and data-intensive effort was conducted to organize a comprehensive hydrologic dataset with post-calibrated model parameters for hydro-climate impact assessment. Several key inputs for hydrologic simulation including meteorologic forcings, soil, land class, vegetation, and elevation were collected from multiple best-available data sources and organized for 2107 hydrologic subbasins (8-digit hydrologic units, HUC8s) in the conterminous United States at refined 1/24 (~4 km) spatial resolution. Using high-performance computing for intensive model calibration, a high-resolution parameter dataset was prepared for the macro-scale Variable Infiltration Capacity (VIC) hydrologic model. The VIC simulation was driven by DAYMET daily meteorological forcing and was calibrated against USGS WaterWatch monthly runoff observations for each HUC8. The results showed that this new parameter dataset may help reasonably simulate runoff at most US HUC8 subbasins. Based on this exhaustive calibration effort, it is now possible to accurately estimate the resources required for further model improvement across the entire conterminous United States. We anticipate that through this hydrologic parameter dataset, the repeated effort of fundamental data processing can be lessened, so that research efforts can emphasize the more challenging task of assessing climate change impacts. The pre-organized model parameter dataset will be provided to interested parties to support further hydro-climate impact assessment.

    Purpose: To analyze survey information regarding mentorship practices and cross-correlate the results with objective metrics of academic productivity among academic radiation oncologists at US Accreditation Council for Graduate Medical Education (ACGME)-accredited residency training programs. Methods and Materials: An institutional review board-approved survey for the Radiation Oncology Academic Development and Mentorship Assessment Project (ROADMAP) was sent to 1031 radiation oncologists employed at an ACGME-accredited residency training program and administered using an international secure web application designed exclusively to support data capture for research studies. Data collected included demographics, presence of mentorship, and the nature of specific mentoring activities. Productivity metrics, including number of publications, number of citations, h-index, and date of first publication, were collected for each survey respondent from a commercially available online database, and m-index was calculated. Results: A total of 158 academic radiation oncologists completed the survey, 96 of whom reported having an academic/scientific mentor. Faculty with a mentor had higher numbers of publications, citations, and h- and m-indices. Differences in gender and race/ethnicity were not associated with significant differences in mentorship rates, but those with a mentor were more likely to have a PhD degree and were more likely to have more time protected for research. Bivariate fit regression modeling showed a positive correlation between a mentor's h-index and their mentee's h-index (R{sup 2} = 0.16; P<.001). Linear regression also showed significant correlates of higher h-index, in addition to having a mentor (P=.001), included a longer career duration (P<.001) and fewer patients in treatment (P=.02).     I would like to start by working from Vic Reis`s total quality management diagram in which he began with the strategy and then worked through the customer requirements-what the Department of Defense (DoD) is hoping for from the science-based stockpile stewardship program. Maybe our customer`s requirements will help guide some of the issues that we should be working on. ONe quick answer to {open_quotes}why have we adopted a science-based strategy{close_quotes} is that nuclear weapons are a 50-year responsibility, not just a 5-year responsibility, and stewardship without testing is a grand challenge. While we can do engineering maintenance and turn over and remake a few things on the short time scale, without nuclear testing, without new weapons development, and without much of the manufacturing base that we had in the past, we need to learn better just how these weapons are actually working.

    The primary research task completed for this project was the development of the Regional Arctic Climate Model (RACM). This involved coupling existing atmosphere, ocean, sea ice, and land models using the National Center for Atmospheric Research (NCAR) Community Climate System Model (CCSM) coupler (CPL7). RACM is based on the Weather Research and Forecasting (WRF) atmospheric model, the Parallel Ocean Program (POP) ocean model, the CICE sea ice model, and the Variable Infiltration Capacity (VIC) land model. A secondary research task for this project was testing and evaluation of WRF for climate-scale simulations on the large pan-Arctic model domain used in RACM. This involved identification of a preferred set of model physical parameterizations for use in our coupled RACM simulations and documenting any atmospheric biases present in RACM.

    A widely used land surface model, the Variable Infiltration Capacity (VIC) model, is coupled with a newly developed hierarchical dominant river tracing-based runoff-routing model to form the Dominant river tracing-Routing Integrated with VIC Environment (DRIVE) model, which serves as the new core of the real-time Global Flood Monitoring System (GFMS). The GFMS uses real-time satellite-based precipitation to derive flood monitoring parameters for the latitude band 50°N–50°S at relatively high spatial (~12 km) and temporal (3 hourly) resolution. Examples of model results for recent flood events are computed using the real-time GFMS (http://flood.umd.edu). To evaluate the accuracy of the new GFMS, the DRIVE model is run retrospectively for 15 years using both research-quality and real-time satellite precipitation products. Evaluation results are slightly better for the research-quality input and significantly better for longer duration events (3 day events versus 1 day events). Basins with fewer dams tend to provide lower false alarm ratios. For events longer than three days in areas with few dams, the probability of detection is ~0.9 and the false alarm ratio is ~0.6. In general, these statistical results are better than those of the previous system. Streamflow was evaluated at 1121 river gauges across the quasi-global domain. Validation using real-time precipitation across the tropics (30°S–30°N) gives positive daily Nash-Sutcliffe Coefficients for 107 out of 375 (28%) stations with a mean of 0.19 and 51% of the same gauges at monthly scale with a mean of 0.33. Finally, there were poorer results in higher latitudes, probably due to larger errors in the satellite precipitation input.

    Despite the fact that Global Climate Model (GCM) outputs have been used to project hydrologic impacts of climate change using off-line hydrologic models for two decades, many of these efforts have been disjointed applications or at least calibrations have been focused on individual river basins and using a few of the available GCMs. This study improves upon earlier attempts by systematically projecting hydrologic impacts for the entire conterminous United States (US), using outputs from ten GCMs from the latest Coupled Model Intercomparison Project phase 5 (CMIP5) archive, with seamless hydrologic model calibration and validation techniques to produce a spatially andmore » temporally consistent set of current hydrologic projections. The Variable Infiltration Capacity (VIC) model was forced with ten-member ensemble projections of precipitation and air temperature that were dynamically downscaled using a regional climate model (RegCM4) and bias-corrected to 1/24 (~4 km) grid resolution for the baseline (1966 2005) and future (2011 2050) periods under the Representative Concentration Pathway 8.5. Based on regional analysis, the VIC model projections indicate an increase in winter and spring total runoff due to increases in winter precipitation of up to 20% in most regions of the US. However, decreases in snow water equivalent (SWE) and snow-covered days will lead to significant decreases in summer runoff with more pronounced shifts in the time of occurrence of annual peak runoff projected over the eastern and western US. In contrast, the central US will experience year-round increases in total runoff, mostly associated with increases in both extreme high and low runoff. Furthermore, the projected hydrological changes described in this study have implications for various aspects of future water resource management, including water supply, flood and drought preparation, and reservoir operation.« less
