    The Atmospheric Radiation Measurement (ARM) Program was created in 1989 with funding from the U.S. Department of Energy (DOE) to develop several highly instrumented ground stations to study cloud formation processes and their influence on radiative transfer. In 2003, the ARM Program became a national scientific user facility, known as the ARM Climate Research Facility. This scientific infrastructure provides for fixed sites, mobile facilities, an aerial facility, and a data archive available for use by scientists worldwide through the ARM Climate Research Facility—a scientific user facility. The ARM Climate Research Facility currently operates more than 300 instrument systems that provide ground-based observations of the atmospheric column. To keep ARM at the forefront of climate observations, the ARM infrastructure depends heavily on instrument scientists and engineers, also known as lead mentors. Lead mentors must have an excellent understanding of in situ and remote-sensing instrumentation theory and operation and have comprehensive knowledge of critical scale-dependent atmospheric processes. They must also possess the technical and analytical skills to develop new data retrievals that provide innovative approaches for creating research-quality data sets. The ARM Climate Research Facility is seeking the best overall qualified candidate who can fulfill lead mentor requirements in a timely manner.

    The ARM Climate Research Facility currently operates more than 300 instrument systems that provide ground-based observations of the atmospheric column. To keep ARM at the forefront of climate observations, the ARM infrastructure depends heavily on instrument scientists and engineers, also known as Instrument Mentors. Instrument Mentors must have an excellent understanding of in situ and remote-sensing instrumentation theory and operation and have comprehensive knowledge of critical scale-dependent atmospheric processes. They also possess the technical and analytical skills to develop new data retrievals that provide innovative approaches for creating research-quality data sets.

    The 22 slides in this presentation treat the subject under the following headings: MaRIE XFEL Performance Parameters, Input Electron Beam Parameters, Undulator Design, Genesis Simulations, Risks, and Summary It is concluded that time-dependent Genesis simulations show the MaRIE XFEL can deliver the number of photons within the required bandwidth, provided a number of assumptions are met; the highest risks are associated with the electron beam driving the XFEL undulator; and risks associated with the undulator and/or distributed seeding technique may be evaluated or retired by performing early validation experiments.

    Mentoring is an established strategy for learning that has its root in antiquity. Most, if not all, successful scientists and engineers had an effective mentor at some point in their career. In the context of scientists and engineers, mentoring has been undefined. Reports addressing critical concerns regarding the future of science and engineering in the U.S. mention the practice of mentoring a priori, leaving organizations without guidance in its application. Preliminary results from this study imply that formal mentoring can be effective when properly defined and operationalized. Recognizing the uniqueness of the individual in a symbiotic mentor-protégé relationship significantly influences a protégé’s learning experience which carries repercussions into their career intentions. The mentor-protégé relationship is a key factor in succession planning and preserving and disseminating critical information and tacit knowledge essential to the development of leadership in the science and technological industry.

    This is the AmeriFlux version of the carbon flux data for the site US-MRf Mary's River (Fir) site. Site Description - The Marys River Fir site is part of the "Synthesis of Remote Sensing and Field Observations to Model and Understand Disturbance and Climate Effects on the Carbon Balance of Oregon and Northern California (ORCA)". Located in the western region of Oregon the Marys River site represents the western extent of the climate gradient that spans eastward into the semi-arid basin of central Oregon. The sites that make up the eastern extent of the ORCA climate gradient is the Metolius site network (US-Me1, US-ME2, US-ME4, US-Me5) all of which are part of the TERRA PNW project at Oregon State University.

    At Los Alamos National Laboratory (LANL), statistical scientists develop solutions for a variety of national security challenges through scientific excellence, typically as members of interdisciplinary teams. At LANL, mentoring is actively encouraged and practiced to develop statistical skills and positive career-building behaviors. Mentoring activities targeted at different career phases from student to junior staff are an important catalyst for both short and long term career development. This article discusses mentoring strategies for undergraduate and graduate students through internships as well as for postdoctoral research associates and junior staff. Topics addressed include project selection, progress, and outcome; intellectual and social activitiesmore » that complement the student internship experience; key skills/knowledge not typically obtained in academic training; and the impact of such internships on students’ careers. Experiences and strategies from a number of successful mentorships are presented. Feedback from former mentees obtained via a questionnaire is incorporated.     The purpose of the Matter-Radiation Interactions in Extremes (MaRIE) facility at Los Alamos National Laboratory is to investigate the performance limits of materials in extreme environments. The MaRIE facility will utilize a 12 GeV linac to drive an X-ray Free-Electron Laser (FEL). Most of the same linac will also be used to perform electron radiography. The main linac is driven by two shorter linacs; one short linac optimized for X-FEL pulses and one for electron radiography. The RF systems have historically been the one of the largest single component costs of a linac. We will describe the details of the different types of RF systems required by each part of the linacs. Starting with the High Power RF system, we will present our methodology for the choice of RF system peak power and pulselength with respect to klystron parameters, modulator parameters, performance requirements and relative costs. We will also present an overview of the Low Level RF systems that are proposed for MaRIE and briefly describe their use with some proposed control schemes.

    Western Area Power Administration (Western) and the Platte River Power Authority (Platte River) propose to upgrade portions of the existing electric transmission and substation system that serves the Town of Estes Park, Colorado. The existing transmission lines between the Estes Power Plant Switchyard and the Marys Lake Substation include a 115,000 volt (115-kV) line and 69,000 volt (69-kV) line. Approximately one mile is a double-circuit 115/69-kV line on steel lattice structures, and approximately two miles consists of separate single-circuit 115-kV and a 69-kV lines, constructed on wood H-Frame structures. Both lines were constructed in 1951 by the US Bureau of Reclamation. The existing transmission lines are on rights-of-way (ROW) that vary from 75 feet to 120 feet and are owned by Western. There are 48 landowners adjacent to the existing ROW. All of the houses were built adjacent to the existing ROW after the transmission lines were constructed. Upgrading the existing 69-kV transmission line between the Marys Lake Substation and the Estes Power Plant Switchyard to 115-kV and expanding the Marys Lake Substation was identified as the most effective way in which to improve electric service to Estes Park. The primary purpose and need of the proposed project is to improve the reliability of electric service to the Town of Estes Park. Lack of reliability has been a historical concern, and reliability will always be less than desired until physical improvements are made to the electrical facilities serving Estes Park.

The study will include a wind resource assessment, transmission system analysis, engineering and conceptual designs and estimates, environmental impact, economic viability, market and regulatory analyses, and assessments. The feasibility study is intended to result in a comprehensive business plan sufficient to obtain financing for the construction, development, and operation of a wind energy plant.

The objective was to provide heat for domestic hot water and to space heat 163,768 sq. ft. Cost savings for the first three years were significant and, with the exception of a shutdown to replace some corroded pipe, the system has operated reliably and continuously for the last four years.

It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. The summary report details the student/mentor experience and future plans after the first summer practicum. This program provides practical training to DHS graduate fellows in the DOE laboratory complex. It involves coordinating students, their thesis advisors, and their laboratory project mentors in establishing a meaningful program of research which contributes to the graduate student's formation as a member of the nuclear forensics community. This final written report includes information concerning the overall mentoring experience, including benefits (to the lab, the mentors, and the students), challenges, student research contributions, and lab mentor interactions with students home universities. Idaho National Laboratory hosted two DHS Nuclear Forensics graduate Fellows (nuclear engineering) in summer 2011. Two more Fellows (radiochemistry) are expected to conduct research at the INL under this program starting in 2012. An undergraduate Fellow (nuclear engineering) who worked in summer 2011 at the laboratory is keenly interested in applying for the NF Graduate Fellowship this winter with the aim of returning to INL. In summary, this program appears to have great potential for success in supporting graduate level students who pursue careers in nuclear forensics. This relatively specialized field may not have been an obvious choice for some who have already shown talent in the traditional areas of chemistry or nuclear engineering. The active recruiting for this scholarship program for candidates at universities across the U.S. brings needed visibility to this field. Not only does this program offer critical practical training

    Environmental and breathing-zone samples were analyzed for polynuclear aromatic hydrocarbons (PAH), total particulates, and respirable free silica at the Airco Company (SIC-3624), Saint Marys, Pennsylvania in January, 1984. The evaluation was requested confidentially because of concern over exposures to soot, coal tar pitch volatiles, and sand in the car bottom and sagger bake operations. Forty-three employees were interviewed. Two of 19 total particulate samples exceeded the OSHA standard of 15 milligrams per cubic meter (mg/m3), 17.3 and 32.7 mg/m3. Benzene soluble fractions ranged from 0.5 to 5.0 mg/m3. The OSHA standard for benzene soluble fractions is 0.2 mg/m3. Two of seven samples of silica were above the limit of detection, 0.09 and 0.06 mg/m3. In bulk samples, the benzene soluble fractions ranged from 0.44 to 860 mg/gram and the PAH content from 0 to 26,124 micrograms per gram. Employees working in the bake areas reported a significant excess incidence of symptoms such as skin, nose and eye irritation, cough, sore or dry throat, chest tightness, and breathing difficulty. The authors conclude that a health hazard exists at the facility. Recommendations include enclosing vehicles used in moving electrodes, cleaning up spilled dust, and controlling fumes emitted from the sagger kilns.

    The Matter-Radiation Interactions in Extremes project will build the experimental facility for the time-dependent control of dynamic material performance. An x-ray free electron laser at up to 42-keV fundamental energy and with photon pulses down to sub-nanosecond spacing, MaRIE 1.0 is designed to meet the challenges of time-dependent mesoscale materials science. Those challenges will be outlined, the techniques of coherent diffractive imaging and dynamic polycrystalline diffraction described, and the resulting requirements defined for a coherent x-ray source. The talk concludes with the role of the MaRIE project and science in the future.

    Charcot-Marie-Tooth disease is a pathologically and genetically hetergenous group of disorders that cause a progressive neuropathy, defined pathologically by degeneration of the myelin (CMT 1) of the axon (CMT 2) of the peripheral nerves. An X-linked type of the demyelinating form of this disorder (CMT X) has recently been linked to mutations in the connexin 32 (Cx32) gene, which codes for a 284 amino acid gap junction protein found in myelinated peripheral nerve. To date some 7 different mutations in this gene have been identified as being responsible for CMT X. The majority of these predict nonconservative amino acid substitutions, while one is a frameshift mutation which predicts a premature stop at codon 21. We report the results of molecular studies on three further local CMT X kindreds. The Cx32 gene was amplified by PCR in three overlapping fragments 300-450 bp in length using leukocyte-derived DNA as template. These were either sequenced directly using a deaza dGTP sequencing protocol, or were cloned and sequenced using a TA vector. In two of the kindreds the affected members carried a point mutation which was predicted to effect a non-conservative amino acid change within the first transmembrane domain. Both of these mutations caused a restriction site alteration (the loss of an Nla III and the creation of a Pvu II, respectively), and the former mutation was observed to segregate with the clinicial phenotype in affected family members. Affected members of the third kindred, which was a very large multigenerational family that had been extensively studied previously, were shown to carry a point mutation predicted to cause a premature truncation of the Cx32 gene product in the intracellular carboxy terminus. This mutation obliterated an Rsa I site which allowed a rapid screen of several other family members.

    The DOE Office of Environmental Management (DOE-EM) oversees one of the largest and most technically challenging cleanup programs in the world. The mission of DOE-EM is to complete the safe cleanup of the environmental legacy from five decades of nuclear weapons development and government-sponsored nuclear energy research. Since 1995, Florida International University's Applied Research Center (FIU-ARC) has supported the DOE-EM mission and provided unique research capabilities to address some of these highly technical and difficult challenges. This partnership has allowed FIU-ARC to create a unique infrastructure that is critical for the training and mentoring of science, technology, engineering, and math (STEM) students and has exposed many STEM students to 'hands-on' DOE-EM applied research, supervised by the scientists and engineers at ARC. As a result of this successful partnership between DOE and FIU, DOE requested FIU-ARC to create the DOE-FIU Science and Technology Workforce Development Initiative in 2007. This innovative program was established to create a 'pipeline' of minority STEM students trained and mentored to enter DOE's environmental cleanup workforce. The program was designed to help address DOE's future workforce needs by partnering with academic, government and private companies (DOE contractors) to mentor future minority scientists and engineers in the research, development, and deployment of new technologies and processes addressing DOE's environmental cleanup challenges. Since its inception in 2007, the program has trained and mentored 78 FIU STEM minority students. Although, the program has been in existence for only five years, a total of 75 internships have been conducted at DOE National Laboratories, DOE sites, DOE Headquarters and field offices, and DOE contractors.     The Petroleum Technology Transfer Council (PTTC) and cooperating Regional Lead Organizations (RLOs) in its South Midcontinent (Oklahoma Geological Survey, Norman, Oklahoma) and West Coast (University of Southern California, Los Angeles, California) regions conducted a ''Mentor-Based Effort to Advance Implementation of Preferred Management Practices (PMPs) For Oil Producers'' (DE-FC26-01BC15272) under an award in Phase I of Department of Energy's (DOE's) PUMP (Preferred Upstream Management Practices) program. The project's objective was to enable producers in California, Oklahoma and Arkansas to increase oil production, moderating or potentially reversing production declines and extending the life of marginal wells in the near term. PTTC identified the primary constraints inhibiting oil production through surveys and PUMPer direct contacts in both regions. The leading common constraint was excess produced water and associated factors. Approaches for addressing this common constraint were tailored for each region. For Oklahoma and Arkansas, the South Midcontinent Region developed a concise manual titled ''Produced Water And Associated Issues'' that led to multiple workshops across the region, plus workshops in several other regions. In California, the West Coast Region leveraged PUMP funding to receive an award from the California Energy Commission for $300,000 to systematically evaluate water control solutions for the California geological environment. Products include still-developing remedial action templates to help producers identify underlying causes of excess water production and screen appropriate solutions. Limited field demonstrations are being implemented to build producer confidence in water control technologies. Minor leverage was also gained by providing technology transfer support to a Global Energy Partners project that demonstrated affordable approaches for reducing power consumption.     At Farbwerke Hoechst, Csaba did research and development work on the surface chemistry of organic pigment dyes and learned about the practical aspects of surface chemistry. During his doctoral research, Csaba invented and developed porous-layer open tubular columns which offers remarkable advantages over wall-coated OTC, e.g., a higher loadability and the ability to use all retention mechanisms afforded by adsorption. He also prepared surface-treated beads, an approach that he used later in the context of HPLC. Working with S.R. Lipsky on the development of analytical methodologies for lunar samples, searching for trace compounds which could show the presence of life on the moon in a distant past, he imagined applying to LC the same principles that he had used earlier in GC, and built the first instrument for high pressure liquid chromatography. Very early, he understood the potential of this new separation method to revolutionize biochemistry and molecular biology. Working for Picker-Nuclear, Csaba developed the first commercial instrument for HPLC, which was also the first instrument to use microbore HPLC columns (for ion-exchange separations of biological compounds). From the beginning, Csaba focused his interests on the separation of samples of biological origin, becoming the pioneer of modern bioanalytical chemistry. He devoted considerable attention to the development of the theory and applications of reversed-phase liquid chromatography, the most widely applied chromatographic method of analysis, pioneered the use of displacement chromatography for preparative HPLC, and innumerable applications of HPLC to the separation of samples of biological origin. He developed the solvophobic theory of retention in RPLC, the use of entropy-enthalpy compensation in the study of retention mechanisms, and the fundamentals of electrochromatography. The importance of his spearheading HPLC, RPLC, and their applications in the life sciences, fields in which these new methods are leading to countless breakthroughs, is such that his contributions will remain among the major scientific achievemetns of the 20th century.

    We propose quantum receivers for 3- and 4-ary phase-shift-keyed (PSK) coherent state signals to overcome the standard quantum limit (SQL). Our receiver, consisting of a displacement operation and on-off detectors with or without feedforward, provides an error probability performance beyond the SQL. We show feedforward operations can tolerate the requirement for the detector specifications.

    The purpose of this study was to investigate the economic appropriateness of several enhanced oil recovery processes that are available to a small mature oil field located in southwest Arkansas and to implement the most economic efficient process evaluated. The State of Arkansas natural resource laws require that an oilfield is to be unitized before conducting a secondary recovery project. This requires all properties that can reasonably be determined to include the oil productive reservoir must be bound together as one common lease by a legal contract that must be approved to be fair and equitable to all property owners within the proposed unit area.

    This project uses numerical techniques to assess the structural integrity and capacity of the bridge foundations and, as a result, reduces the risk associated with reusing the same foundation for a new superstructure. Nondestructive test methods of different types were used in combination with the numerical modeling and analysis. The onsite tests included visual inspection, tomography, ground penetrating radar, drilling boreholes and coreholes, and the laboratory tests on recovered samples. The results were utilized to identify the current geometry of the structure with foundation, including the hidden geometry of the abutments and piers, and soil and foundation material properties. This data was used to build the numerical models and run computational analyses on a high performance computer cluster to assess the structural integrity of the bridge and foundations including the suitability of the foundation for reuse with a new superstructure and traffic that will increase the load on the foundations. Computational analysis is more cost-effective and gives an advantage of getting more detailed knowledge about the structural response. It also enables to go beyond non-destructive testing and find the failure conditions without destroying the structure under consideration.

    There are currently twenty-four Multi-Filter Rotating Shadowband Radiometers (MFRSR) operating within Atmospheric Radiation Measurement (ARM). Eighteen are located within the Southern Great Plains (SGP) region, there is one at each of the North Slope of Alaska (NSA) and Tropical Western Pacific (TWP) sites, and one is part of the instrumentation of the ARM Mobile Facility. At this time there are four sites, all extended facilities within the SGP, that are equipped for a MFRSR but do not have one due to instrument failure and a lack of spare instruments. In addition to the MFRSRs, there are three other MFRSR derived instruments that ARM operates. They are the Multi-Filter Radiometer (MFR), the Normal Incidence Multi-Filter Radiometer (NIMFR) and the Narrow Field of View (NFOV) radiometer. All are essentially just the head of a MFRSR used in innovative ways. The MFR is mounted on a tower and pointed at the surface. At the SGP Central Facility there is one at ten meters and one at twenty-five meters. The NSA has a MFR at each station, both at the ten meter level. ARM operates three NIMFRs; one is at the SGP Central Facility and one at each of the NSA stations. There are two NFOVs, both at the SGP Central Facility. One is a single channel (870) and the other utilizes two channels (673 and 870).

    Summary of Students and Projects Sarah Bender The possible improvement of the Multi-Isotope Process (MIP) Monitor by the addition of Compton suppression is investigated for this study. The Compton continuum from the dominant 661.7 keV Cs-137 fission product peak obscures lower energy lines which could be used for spectral and multivariate analysis. A novel Compton suppression system which uses fast, room-temperature materials will be developed using simulation. As opposed to the standard high purity germanium (HPGe) detector suppressed using a thallium-doped sodium iodide (NaI(Tl)) guard detector array, cerium-doped lanthanum bromide (LaBr3) will be used as the primary spectroscopic detector. For Sarah’s Master’s degree, she constructed and validated the unsuppressed detector response of the Pennsylvania State University (PSU)-Compton suppression system. For Sarah’s PhD, she is completing that simulation by including the suppressed operation which will be validated with spent fuel samples. She is also going to use the validation of suppressed operation to predict the detector response of a LaBr3 based Compton suppression system. Richard Clark Richard Clark completed his study this FY of a new technique known as Intrinsic Dosimetry. Intrinsic Dosimetry is the method of measuring total absorbed dose received by the walls of a container holding radioactive material. By considering the total absorbed dose received by a container in tandem with the physical characteristics of the radioactive material housed within that container, this method has the potential to provide enhanced pathway information regarding the history of the container and its radioactive contents. The latest in a series of experiments designed to validate and demonstrate this newly developed tool are reported. Kenneth Dayman The MIP Monitor is an online, non-destructive approach to process monitoring in a nuclear fuel reprocessing facility using gamma spectra taken of process streams and multivariate data analysis to detect anomalies in operation. Last year, Mr. Dayman investigated methods to classify spent nuclear fuel according to both reactor type and burn up based on the constituent nuclide activities, which may be used to more accurately calibrate other models in an analysis scheme in order to improve the accuracy and precision of predictions. He is currently writing up his results for publication and has transitioned to another project with Dr. Derrick Haas at PNNL.
