  1. Gulf of Mexico miocene CO₂ site characterization mega transect

    This project characterized the Miocene-age sub-seafloor stratigraphy in the near-offshore portion of the Gulf of Mexico adjacent to the Texas coast. The large number of industrial sources of carbon dioxide (CO₂) in coastal counties and the high density of onshore urbanization and environmentally sensitive areas make this offshore region extremely attractive for long-term storage of carbon dioxide emissions from industrial sources (CCS). The study leverages dense existing geologic data from decades of hydrocarbon exploration in and around the study area to characterize the regional geology for suitability and storage capacity. Primary products of the study include: regional static storage capacity estimates, sequestration “leads” and prospects with associated dynamic capacity estimates, experimental studies of CO₂-brine-rock interaction, best practices for site characterization, a large-format ‘Atlas’ of sequestration for the study area, and characterization of potential fluid migration pathways for reducing storage risks utilizing novel high-resolution 3D (HR3D) seismic surveys. In addition, three subcontracted studies address source-to-sink matching optimization, offshore well bore management and environmental aspects. The various geologic data and interpretations are integrated and summarized in a series of cross-sections and maps, which represent a primary resource for any near-term commercial deployment of CCS in the area. The regional study characterized and mapped important geologic features (e.g., Clemente-Tomas fault zone, the regionally extensive Marginulina A and Amphistegina B confining systems, etc.) that provided an important context for regional static capacity estimates and specific sequestration prospects of the study. A static capacity estimate of the majority of the Study area (14,467 mi2) was estimated at 86 metric Gigatonnes. While local capacity estimates are likely to be lower due to reservoir-scale characteristics, the offshore Miocene interval is a storage resource of National interest for providing CO₂ storage as an atmospheric emissions abatement strategy. The natural petroleum system was used as an analog to infer seal quality and predict possible migration pathways of fluids in an engineered system of anthropogenic CO₂ injection and storage. The regional structural features (e.g., Clemente-Tomas fault zone) that exert primary control on the trapping and distribution of Miocene hydrocarbons are expected to perform similarly for CCS. Industrial-scale CCS will require storage capacity utilizing well-documented Miocene hydrocarbon (dominantly depleted gas) fields and their larger structural closures, as well as barren (unproductive, brine-filled) closures. No assessment was made of potential for CO₂ utilization for enhanced oil and gas recovery. The use of 3D numerical fluid flow simulations have been used in the study to greatly assist in characterizing the potential storage capacity of a specific reservoir. Due to the complexity of geologic systems (stratigraphic heterogeneity) and inherent limitations on producing a 3D geologic model, these simulations are typically simplified scenarios that explore the influence of model property variability (sensitivity study). A specific site offshore San Luis Pass (southern Galveston Island) was undertaken successfully, indicating stacked storage potential. Downscaling regional capacity estimates to the local scale (and the inverse) has proven challenging, and remains an outstanding gap in capacity assessments. In order to characterize regional seal performance and identify potential brine and CO₂ leakage pathways, results from three high-resolution 3D (HR3D) seismic datasets acquired by the study using novel HR3D (P-Cable) acquisition system showed steady and significant improvements in data quality because of improved acquisition and processing technique. Finely detailed faults and stratigraphy in the shallowest 1000 milliseconds (~800 m) of data allowed for the identification and mapping of unconformable surfaces including what is probably a surface associated with the last Pleistocene glacial lowstand. The identification of a previously unrecognized (in commercial seismic data) gas chimney that was clearly defined in the 2013 HR3D survey, indicates that HR3D surveys may be useful as both a characterization tool for the overburden of a potential carbon sequestration site and as an additional monitoring tool for future engineered injection sites. Geochemical modeling indicated that injection of CO₂ would result in minor dissolution of calcite, K-feldspar and albite. In addition, modeling of typical brines in Miocene age rocks indicate that approximately 5% of injection capacity would result from CO₂ dissolution into the brine. After extensive searches, no rock samples of the Marginulina A and Amphistegina B seals (“caprocks”) were obtained, but analyses of available core samples of other Miocene age mudrocks (seals or caprocks) indicate that they have sealing ability sufficient for potential CO2 storage in underlying sandstone units.

    Powerful water maser emission (water mega-masers) can be found in accretion disks in the nuclei of some galaxies. Besides providing a measure of the mass at the nucleus, such mega-masers can be used to determine the distance to the host galaxy, based on a kinematic model.     Detailed investigation of an ancient sturzstrom or mega-landslide near Glacier, Washington has revealed it areal extent, approximate volume, age, geomorphology, source area, and possible causes. Stratigraphic and lithologic investigations indicate Church Mountain as the source area; therefore, this mega-landslide has been named the Church Mountain Sturzstrom (CMS). The CMS deposit is approximately 9 km in length, averages about 1 km in width, and has an estimated volume of 3 [times] 10[sup 8] m[sup 3]. Characteristics of the morphology and stratigraphy of the CMS deposit are suggestive of a sturzstrom origin, and may be indicative of sturzstrom elsewhere in the world. The overall stratigraphy of the deposit mimics the stratigraphy of the source area. The deposit is very compact, poorly sorted, matrix supported, and composed of highly angular clasts. Over steepening of the mountain due to glacial erosion may have contributed to the cause of failure, although the age of the CMS is at least 7,000 years younger than deglaciation. Four trees were C[sup 14] dated, yielding ages of about 2,700 B.P. for the CMS. Several other mega-landslides have been identified within 5--30 km of the CMS. The close proximity of these mega-landslides to the CMS suggests the possibility that they may have been triggered by an earthquake, although the ages of the other slides are currently unknown. The age of the CMS correlates approximately with age ranges of co-seismic events occurring along the west coast of Washington, further suggesting the possibility of an earthquake triggering mechanism.

    Visual Sample Plan (VSP) is sample planning software that is used, among other purposes, to plan transect sampling paths to detect areas that were potentially used for munition training. This module was developed for application on a large site where existing roads and trails were to be used as primary sampling paths. Gap areas between these primary paths needed to found and covered with parallel transect paths. These gap areas represent areas on the site that are more than a specified distance from a primary path. These added parallel paths needed to optionally be connected together into a single paththe shortest path possible. The paths also needed to optionally be attached to existing primary paths, again with the shortest possible path. Finally, the process must be repeatable and predictable so that the same inputs (primary paths, specified distance, and path options) will result in the same set of new paths every time. This methodology was developed to meet those specifications.

    One of the leading experimental projects at LAMPF has been the MEGA experiment. This is an experiment to search for the rare decay {mu} {yields} e{gamma} with a sensitivity of 10{sup {minus}13}. A prime component of this project has been the design and construction of high-rate, low mass MWPCs for the tracking of positrons from muon decay. With rate capabilities of 2 {times} 10{sup 4} e{sup +}/mm{sup 2}/s and a thickness of 3 {times} 10{sup {minus}4} radiation lengths, these chambers are state-of-the-art cylindrical MWPCs. Cylindrical chambers of this size (0.9 m{sup 2}) and thinness have never been previously constructed. The MEGA project at LAMPF has recently succeeded in building chambers with these necessary performance characteristics as demonstrated by data taken from muon decays, cosmic rays, and sources.

    The construction of MWPCs for the MEGA experiment at LAMPF are described. The chambers are cylindrical, low mass (3 {times} 10{sup {minus}4} radiation lengths), and are designed to operate at high rates (3 {times} 10{sup 4} /mm{sup 2}/s).     The influence of lattice-melt-induced resistivity gradients on the transport of mega-ampere currents of fast electrons in solids is investigated numerically and experimentally using laser-accelerated protons to induce isochoric heating. Tailoring the heating profile enables the resistive magnetic fields which strongly influence the current propagation to be manipulated. This tunable laser-driven process enables important fast electron beam properties, including the beam divergence, profile, and symmetry to be actively tailored, and without recourse to complex target manufacture.

    Ultrafast electron probes are powerful tools, complementary to x-ray free-electron lasers, used to study structural dynamics in material, chemical, and biological sciences. High brightness, relativistic electron beams with femtosecond pulse duration can resolve details of the dynamic processes on atomic time and length scales. SLAC National Accelerator Laboratory recently launched the Ultrafast Electron Diffraction (UED) and microscopy Initiative aiming at developing the next generation ultrafast electron scattering instruments. As the first stage of the Initiative, a mega-electron-volt (MeV) UED system has been constructed and commissioned to serve ultrafast science experiments and instrumentation development. The system operates at 120-Hz repetition rate with outstanding performance. In this paper, we report on the SLAC MeV UED system and its performance, including the reciprocal space resolution, temporal resolution, and machine stability.

    Commissariat à l’Énergie Atomique et aux Énergies Alternatives has developed the ARGOS X-ray framing camera to perform two-dimensional, high-timing resolution imaging of an imploding target on the French high-power laser facility Laser MegaJoule. The main features of this camera are: a microchannel plate gated X-ray detector, a spring-loaded CCD camera that maintains proximity focus in any orientation, and electronics packages that provide remotely-selectable high-voltages to modify the exposure-time of the camera. These components are integrated into an “air-box” that protects them from the harsh environmental conditions. A miniaturized X-ray generator is also part of the device for in situ self-testing purposes.

  8. Biothem-based Mississippian transect from the Basin and Range Province to the Anadarko basin

    A west-to-east transect, constructed using the 'Biostratigraphic Package Approach' of Lane and Frye and illustrating the biostratigraphic, lithologic, and depositional sequence relationships within the Mississippian system, extends from the basin and range province across the Transcontinental Arch (TA) and into the Anadarko basin. The transect is based on both published and proprietary biostratigraphic data. It was constructed primarily to portray the regional distribution and exploration significance of biotherms relative to the axis of the TA. These biotherms are biostratigraphic units that are wedge- or lens-shaped bodies of strata that are bounded by paleontologically recognizable unconformities in their updip extents, are conformable with underlying and overlying biothems in their maximum shelfal development, are conformable or bounded by surfaces of nondeposition and or submarine erosion in their downdip, basinal extremities, and also contain a logical sequence of depositionally related facies. An unexpected result of constructing the transect was the recognition of an apparent compensatory temporal and spatial distribution of Mississippian biothems. This distribution is interpreted to imply that biothems deposited during relative highstand events on one flank of the TA are time-equivalent to biothems deposited during relative lowstand events on the opposite flank of the TA. Platescale tilting, along with local subsidence and uplift, is suggested as the overriding mechanism controlling deposition along the extent of the transect.

    A new coherence imaging Doppler spectroscopy diagnostic has been deployed on the UKs Mega Amp Spherical Tokamak for scrape-off-layer and divertor impurity flow measurements. The system has successfully obtained 2D images of C III, C II, and He II line-of-sight flows, in both the lower divertor and main scrape-off-layer. Flow imaging has been obtained at frame rates up to 1 kHz, with flow resolution of around 1 km/s and spatial resolution better than 1 cm, over a 40 field of view. C III data have been tomographically inverted to obtain poloidal profiles of the parallel impurity flow in the divertor under various conditions. In this paper we present the details of the instrument design, operation, calibration, and data analysis as well as a selection of flow imaging results which demonstrate the diagnostic's capabilities.

    The operation of next-generation fusion reactors will be significantly affected by impurity transport in the scrape-off layer (SOL). Current modelling efforts are restricted by a lack of detailed data on impurity transport in the SOL. In order to address this, a carbon injector has been designed and installed on the Mega Amp Spherical Tokamak (MAST). The injector creates short lived carbon plumes originating at the MAST divertor lasting less than 50 μs. High voltage capacitor banks are used to create a discharge across concentric carbon electrodes located in a probe mounted on the Divertor Science Facility in the MAST lower divertor. This results in a very short plume duration allowing observation of the evolution of the plume and precise localisation of the plume relative to the X-point on MAST. The emission from the carbon plume was imaged using fast visible cameras filtered in order to isolate the carbon II and carbon III emission lines centered around 514 nm and 465 nm.

    The UNLV Research Foundation, as the primary award recipient, teamed with Varian Medical Systems-Security & Inspection Products and the University of Nevada Las Vegas (UNLV) for the purpose of conducting research and engineering related to a "next-generation" mega-voltage imaging (MVCI) system for inspection of cargo in large containers. The procurement and build-out of hardware for the MVCI project has been completed. The K-9 linear accelerator and an optimized X-ray detection system capable of efficiently detecting X-rays emitted from the accelerator after they have passed through the device is under test. The Office of Science financial assistance award has made possible the development of a system utilizing a technology which will have a profound positive impact on the security of U.S. seaports. The proposed project will ultimately result in critical research and development advances for the "next-generation" Linatron X-ray accelerator technology, thereby providing a safe, reliable and efficient fixed and mobile cargo inspection system, which will very significantly increase the fraction of cargo containers undergoing reliable inspection as the enter U.S. ports. Both NNSA/NA-22 and the Department of Homeland Security's Domestic Nuclear Detection Office are collaborating with UNLV and its team to make this technology available as soon as possible.

  12. Highly lead-loaded red plastic scintillators as an X-ray imaging system for the Laser Mega Joule

    The scope of this project intends to record spatially resolved images of core shape and size of a DT micro-balloon during Inertial Confinement Fusion (ICF) experiments at Laser Mega Joule facility (LMJ). We need to develop an X-ray imaging system which can operate in the radiative background generated by an ignition shot of ICF. The scintillator is a part of the imaging system and has to gather a compromise of scintillating properties (scintillating efficiency, decay time, emission wavelength) so as to both operate in the hard radiative environment and to allow the acquisition of spatially resolved images. Inorganic scintillators cannot be used because no compromise can be found regarding the expected scintillating properties, most of them are not fast enough and emit blue light. Organic scintillators are generally fast, but present low X-ray absorption in the 10 to 40 keV range, that does not permit the acquisition of spatially resolved images. To this aim, we have developed highly lead-loaded and red-fluorescent fast plastic scintillators. Such a combination is not currently available via scintillator suppliers, since they propose only blue-fluorescent plastic scintillators doped with up to 12%w Pb. Thus, incorporation ratio up to 27%w Pb has been reached in our laboratory, which can afford a plastic scintillator with an outstanding Z{sub eff} close to 50. X-rays in the 10 to 40 keV range can thus be detected with a higher probability of photoelectric effect than for classic organic scintillators, such as NE102. The strong orange-red fluorescence can be filtered, so that we can eliminate residual Cerenkov light, generated by {gamma}-ray absorption in glass parts of the imaging system. Decay times of our scintillators evaluated under UV excitation were estimated to be in the range 10 to 13 ns. (authors)

  13. 2-D computer modeling of oil generation and migration in a Transect of the Eastern Venezuela Basin

    The aim of the study was a two-dimensional computer simulation of the basin evolution based on available geological, geophysical, geochemical, geothermal, and hydrodynamic data with the main purpose of determining the hydrocarbon generation and migration history. The modeling was done in two geological sections (platform and pre-thrusting) located along the Chacopata-Uverito Transect in the Eastern Venezuelan Basin. In the platform section an hypothetic source rock equivalent to the Gyayuta Group was considered in order to simulate the migration of hydrocarbons. The thermal history reconstruction of hypothetic source rock confirms that this source rock does not reach the oil window before the middle Miocene and that the maturity in this sector is due to the sedimentation of the Freites, La Pica, and Mesa-Las Piedras formations. The oil expulsion and migration from this hypothetic source rock began after middle Miocene time. The expulsion of the hydrocarbons took place mainly along the Oligocene-Miocene reservoir and do not reach at the present time zones located beyond of the Oritupano field, which imply that the oil accumulated in south part of the basin was generated by a source rock located to the north, in the actual deformation zone. Since 17 m.y. ago water migration pattern from north to south was observed in this section. In the pre-thrusting section the hydrocarbon expulsion started during the early Tertiary and took place mainly toward the lower Cretaceous (El Cantil and Barranquim formations). At the end of the passive margin the main migration occur across the Merecure reservoir, through which the hydrocarbon migrated forward to the Onado sector before the thrusting.

    Uncertainties in the magnitude and seasonality of various gas emission modes, particularly among different lake types, limit our ability to estimate methane (CH4) and carbon dioxide (CO2) emissions from northern lakes. Here we assessed the relationship between CH4 and CO2 emission modes in 40 lakes along a latitudinal transect in Alaska to physicochemical limnology and geographic characteristics, including permafrost soil type surrounding lakes. Emission modes included Direct Ebullition, Diffusion, Storage flux, and a newly identified Ice-Bubble Storage (IBS) flux. We found that all lakes were net sources of atmospheric CH4 and CO2, but the climate warming impact of lake CH4more » emissions was two times higher than that of CO2. Ebullition and Diffusion were the dominant modes of CH4 and CO2 emissions respectively. IBS, ~ 10% of total annual CH4 emissions, is the release to the atmosphere of seasonally ice-trapped bubbles when lake ice confining bubbles begins to melt in spring. IBS, which has not been explicitly accounted for in regional studies, increased the estimate of springtime emissions from our study lakes by 320%. Geographically, CH4 emissions from stratified, dystrophic interior Alaska thermokarst (thaw) lakes formed in icy, organic-rich yedoma permafrost soils were 6-fold higher than from non-yedoma lakes throughout the rest of Alaska. Total CH4 emission was correlated with concentrations of phosphate and total nitrogen in lake water, Secchi depth and lake area, with yedoma lakes having higher nutrient concentrations, shallower Secchi depth, and smaller lake areas. Our findings suggest that permafrost type plays important roles in determining CH4 emissions from lakes by both supplying organic matter to methanogenesis directly from thawing permafrost and by enhancing nutrient availability to primary production, which can also fuel decomposition and methanogenesis.« less

    The polarizer is one of the critical components in a high-power millimeter-wave transmission line. It requires full and highly efficient coverage of any polarization states, high-power tolerance, and low-loss feature. Polarizers with rounded shape at the edge of the periodic groove surface are designed and fabricated by the machining process for a mega-watt long-pulse millimeter-wave transmission line of the electron cyclotron resonance heating system in the large helical device. The groove shape of λ/8- and λ/4-type polarizers for an 82.7 GHz transmission line is optimally designed in an integral method developed in the vector theories of diffraction gratings so that the efficiency to realize any polarization state can be maximized. The dependence of the polarization states on the combination of the two polarizer rotation angles (Φ{sub λ/8}, Φ{sub λ/4}) is examined experimentally in a low-power test with the newly developed polarization monitor. The results show that the measured polarization characteristics are in good agreement with the calculated ones.

    The heat island effect and the high use of fossil fuels in large city centers is well documented, but by how much fossil fuel consumption is elevating atmospheric CO2 concentrations and whether elevations in both atmospheric CO2 and air temperature are consistent from year to year are less well known. Our aim was to record atmospheric CO2 concentrations, air temperature and other environmental variables in an urban area and compare it to suburban and rural sites to see if urban sites are experiencing climates expected globally in the future with climate change. A transect was established from Baltimore city center (Urban site), to the outer suburbs of Baltimore (suburban site) and out to an organic farm (rural site). At each site a weather station was set-up to monitor environmental variables annually for five years. Atmospheric CO2 was significantly increased on average by 66 ppm from the rural to the urban site over the five years of the study. Air temperature was significantly higher at the urban site (14.8 oC) compared to the suburban (13.6 oC) and rural (12.7 oC) sites. Relative humidity was not different between sites but vapor pressure deficit (VPD) was significantly higher at the urban site compared to the suburban and rural sites. During wet years relative humidity was significantly increased and VPD significantly reduced. Increased nitrogen deposition at the rural site (2.1 % compared to 1.8 and 1.2 % at the suburban and urban sites) was small enough not to affect soil nitrogen content. Dense urban areas with large populations and high vehicular traffic have significantly different microclimates compared to outlying suburban and rural areas. The increases in atmospheric CO2 and air temperature are similar to changes predicted in the short term with global climate change, therefore providing an environment suitable for studying future effects of climate change on terrestrial ecosystems.

    The transport of particles via intermittent filamentary structures in the private flux region (PFR) of plasmas in the MAST tokamak has been investigated using a fast framing camera recording visible light emission from the volume of the lower divertor, as well as Langmuir probes and IR thermography monitoring particle and power fluxes to plasma-facing surfaces in the divertor. The visible camera data suggest that, in the divertor volume, fluctuations in light emission above the X-point are strongest in the scrape-off layer (SOL). Conversely, in the region below the X-point, it is found that these fluctuations are strongest in the PFR of the inner divertor leg. Detailed analysis of the appearance of these filaments in the camera data suggests that they are approximately circular, around 1–2 cm in diameter, but appear more elongated near the divertor target. The most probable toroidal quasi-mode number is between 2 and 3. These filaments eject plasma deeper into the private flux region, sometimes by the production of secondary filaments, moving at a speed of 0.5–1.0 km/s. Probe measurements at the inner divertor target suggest that the fluctuations in the particle flux to the inner target are strongest in the private flux region, and that the amplitude and distribution of these fluctuations are insensitive to the electron density of the core plasma, auxiliary heating and whether the plasma is single-null or double-null. It is found that the e-folding width of the time-average particle flux in the PFR decreases with increasing plasma current, but the fluctuations appear to be unaffected. At the outer divertor target, the fluctuations in particle and power fluxes are strongest in the SOL.

    A number of fundamental scientific questions have arisen concerning the operation of high-energy DR and CT systems. Some of these questions include: (1) How deeply can such systems penetrate thickly shielded objects? (2) How well can such systems distinguish between dense and relatively high Z materials such as lead, tungsten and depleted uranium and lower Z materials such as steel, copper and tin? (3) How well will such systems operate for a uranium material which is an intermediate case between low density yellowcake and high density depleted uranium metal? These questions have led us to develop a set of phantoms to help answer these questions, but do not have any direct bearing on any smuggling concern. These new phantoms are designed to allow a systemic exploration of these questions by gradually varying their compositions and thicknesses. These phantoms are also good probes of the blurring behavior of radiography and tomography systems. These phantoms are composed of steel ({rho} assumed to be 7.8 g/cc), lead ({rho} assumed to be 11.4 g/cc), tungsten ({rho} assumed to be 19.25 g/cc), uranium oxide (UO{sub 3}) ({rho} assumed to be 4.6 g/cc), and depleted uranium (DU) ({rho} assumed to be 18.9 g/cc). There are five designed phantoms described in this report: (1) Cylindrical shells of Tungsten and Steel; (2) Depleted Uranium Inside Tungsten Hemi-cube Shells; (3) Nested Spherical Shells; (4) UO{sub 3} Cylinder; and (5) Shielded DU Sphere.

    Purpose: MVCT images have been used on TomoTherapy system to align patients based on bony anatomies but its usefulness for soft tissue registration, delineation and adaptive radiation therapy is severely limited due to minimal photoelectric interaction and prominent presence of noise resulting from low detector quantum efficiency of megavoltage x-rays. We aim to utilize a non-local means denoising method and texture analysis to recover the soft tissue information for MVCT. Methods: A block matching 3D (BM3D) algorithm was adapted to reduce the noise while keeping the texture information of the MVCT images. BM3D is an imaging denoising algorithm developed from non-local means methods. BM3D additionally creates 3D groups by stacking 2D patches by the order of similarity. 3D denoising operation is then performed. The resultant 3D group is inversely transformed back to 2D images. In this study, BM3D was applied to MVCT images of a CT quality phantom, a head and neck and a prostate patient. Following denoising, imaging texture was enhanced to create the denoised and texture enhanced CT (DeTECT). Results: The original MVCT images show prevalent noise and poor soft tissue contrast. By applying BM3D denoising and texture enhancement, all MVCT images show remarkable improvements. For the phantom, the contrast to noise ratio for the low contrast plug was improved from 2.2 to 13.1 without compromising line pair conspicuity. For the head and neck patient, the lymph nodes and vein in the carotid space inconspicuous in the original MVCT image becomes highly visible in DeTECT. For the prostate patient, the boundary between the bladder and the prostate in the original MVCT is successfully recovered. Both results are visually validated by kVCT images of the corresponding patients. Conclusion: DeTECT showed the promise to drastically improve the soft tissue contrast of MVCT for image guided radiotherapy and adaptive radiotherapy.

  12. SPR-8 multi-mega watt space power system (MMW-SPS) concept description and concept refinement plan

    The SPR-8 MMW-SPS concept can satisfy both continuous and burst mode power requirements. At 10 MWe continuous mode power for 5 yr and 75 MWe burst mode power for 200 sec, the SPR-8 concept can power radar systems for detecting ballistic missile launchings and for discriminating between warheads and decoys. When enemy action is detected the SPR-8 MMW-SPS can power a rail gun, free electron laser, or particle beam and destroy the missile in the boost phase or warheads in space flight. The SPR-8 concept is based on the SPR-6 system (ref. 1) for providing continuous mode power. The system uses a fast UN-fueled, lithium-cooled reactor. Heat is transferred from the lithium coolant to potassium in a shell and tube heat exchanger-boiler. Potassium vapor is expanded through a turbine in a saturated Rankine cycle. After passing through the turbine the potassium is condensed in a compact heat exchanger by transferring heat to the radiator working fluid. An advanced radiator design is envisioned. Much work will be required in radiator technology to achieve low mass and plan form. For completeness of the SPR-8 system concept, a charged liquid droplet radiator is assumed but other types should be considered. Mechanical pumps are used for simplicity, but other types should be considered. A block diagram of the SPR-8 system is given.

    On July 31, 1991 the Federal Energy Regulatory Commission (FERC) issued a notice of proposed rulemaking (NOPR) that would fundamentally change the current scheme of transportation and sales of natural gas by interstate pipelines. FERC`s proposal will result in disparate impacts on the various segments of the natural gas industry. These impacts and the major policy issues sought for implementation by FERC can be grouped into five major points, discussed in this article: unbundling of service; pregrated abandonment; capacity reallocation; rate design; and transition/implementation costs.

  14. THE ROLE OF LAND USE IN ENVIRONMENTAL DECISION MAKING AT THREE DOE MEGA-CLEANUP SITES FERNALD & ROCKY FLATS & MOUND

    This paper explores the role that future land use decisions have played in the establishment of cost-effective cleanup objectives and the setting of environmental media cleanup levels for the three major U.S. Department of Energy (DOE) sites for which cleanup has now been successfully completed: the Rocky Flats, Mound, and Fernald Closure Sites. At each site, there are distinct consensus-building histories throughout the following four phases: (1) the facility shut-down and site investigation phase, which took place at the completion of their Cold War nuclear-material production missions; (2) the decision-making phase, whereby stakeholder and regulatory-agency consensus was achieved for the future land-use-based environmental decisions confronting the sites; (3) the remedy selection phase, whereby appropriate remedial actions were identified to achieve the future land-use-based decisions; and (4) the implementation phase, whereby the selected remedial actions for these high-profile sites were implemented and successfully closed out. At each of the three projects, there were strained relationships and distrust between the local community and the DOE as a result of site contamination and potential health effects to the workers and local residents. To engage citizens and interested stakeholder groups - particularly in the role of final land use in the decision-making process, the site management teams at each respective site developed new public-participation strategies to open stakeholder communication channels with site leadership, technical staff, and the regulatory agencies. This action proved invaluable to the success of the projects and reaching consensus on appropriate levels of cleanup. With the implementation of the cleanup remedies now complete, each of the three DOE sites have become models for future environmental-remediation projects and associated decision making.
