    Hanford, by all accounts, is an enormous and complex project, with thousands of disparate, but co-mingled activities in motion on any given day. The primary target of the mission at Hanford is cleanup of the 586 square-mile site, but there is the equally vital mission of site services and infrastructure. Without functions like the well-maintained site roads, electricity, water, and emergency management services, not a single cleanup project could be undertaken. As the cleanup projects evolve - with new work-scope emerging, while existing projects are completed - there becomes a very real need to keep projects integrated and working to the same 'blueprint'. And the Hanford blueprint extends for years and includes myriad variables that come with meeting the challenges and complexities associated with Hanford cleanup. Because of an innovative and unique contracting strategy, the Department of Energy (DOE) found a way to keep the cleanup projects un-encumbered from the side task of having to self-provide their individual essential site services, thus allowing the cleanup contractors to concentrate their efforts on their primary mission of cleaning up the site. These infrastructure and support services also need to be provided efficiently and cost effectively - done primarily through 'right-sizing' efforts. The real innovation came when DOE had the foresight to include a second provision in this contract which specifically asked for a specialized role of site integrator and innovator, with a special emphasis placed on providing substantial cost savings for the government. The need for a true site integrator function was necessitated by the ever-increasing complexity of projects at Hanford and the progression of cleanup at others. At present, there are two main DOE offices overseeing the cleanup work and six primary contractors performing that work. Each of these contractors works to separate schedules and cleanup milestones, and the nature of the cleanup differs, but

    Policy Flash 201 0-05, issued on October 15,2009, provided an overview of Federal Acquisition Circular (FAC) 2005-37. In reference to Policy Flash 2010-05, the subject Acquisition Guide Chapter has been updated to prescribe Department of Energy implementing procedures pursuant to changes to Federal Acquisition Regulation 6.302-2 which now limits the length of contracts awarded noncompetitively under unusual and compelling urgency circumstances to the minimum contract period necessary to meet the requirements, and no longer than one year, unless the head of the agency determines that exceptional circumstances apply. The chapter is revised to state that the Senior Procurement Executive can make the determination that exceptional circumstances apply. It also includes additional guidance when these exceptional circumstances apply.

    Many utilities operating pressurized water reactors (PWRs) are implementing longer reload cycles. Westinghouse is addressing this trend with fuel products that increase fuel utilization through higher discharge burnups. Higher burnup helps to offset added enriched uranium costs necessary to enable the higher energy output of longer cycles. Current fuel products have burnup capabilities in the area of 40,000 MWd/tonne U or more. There are three main phenomena that must be addressed to achieve even higher burnup levels: accelerated cladding, waterside corrosion, and hydriding; increased fission gas production; and fuel rod growth. Long cycle lengths also require efficient burnable absorbers to control the excess reactivity associated with increased fuel enrichment while maintaining a low residual absorber penalty at the end of cycle. Westinghouse VANTAGE + PWR fuel incorporates features intended to enhance fuel performance at very high burnups, including advances in the three basic elements of the fuel assembly: fuel cladding, fuel rod, and fuel assembly skeleton. ZIRLO {sup TM} cladding, an advanced Zircaloy cladding that contains niobium, offers a significant improvement in corrosion resistance relative to Zircaloy-4. Another important Westinghouse PWR fuel feature that facilitates long cycles is the zirconium diboride integral fuel burnable absorber (ZrB{sub 2}IFBA).

    The DOE has conducted economic analyses of alternative energy projects over the past several years which compared emerging technologies to conventional technologies and also to competing emerging technologies. The method used was to determine and compare the product costs of the technologies being assessed. A review of the application of this product cost technique over the past few years revealed that slightly different financial assumptions, economic factors, and scope were used. Therefore, it is not meaningful to compare results. Consistent comparison of the economic benefits of programs and projects being evaluated by DOE is essential to accomplish the assigned missions and functions. The process of reviewing much of the work accomplished by DOE and its support contractors failed to disclose a single source document or methodology which had potential application across the full range of DOE interests. However, the 1981 version of the Technical Assessment Guide published by the Electric Power Research Institute (EPRI) appears to have all of the necessary elements, economic factors, assumptions, and cost performance information necessary to meet the DOE's needs. A review of the document indicates that the methodology described by EPRI can be applied to almost any energy project so long as appropriate business and financial assumptions are made.The financial and business assumptions presented in EPRI technical report P-2410-SR are typical of the electric utility industry. Moreover, using a methodology already widely accepted by the utility industry, DOE can help reduce proliferation of different methods and promote the adoption of a standard. This guide presents a summary of the methodology, data on fuel price projections, and cost and performance information for transmission and generation technologies, and reflects an explanation of the economic methodology to include sample problems.

    Many states are deploying renewable generation sources at a significant rate to meet renewable portfolio standards. As part of this drive to meet renewable generation levels, significant additions of wind generation are planned. Due to the highly variable nature of wind generation, significant energy imbalances on the power system can be created and need to be handled. This report examines the impact on the Northwest Power Pool (NWPP) region for a 2019 expected wind scenario. One method for mitigating these imbalances is to utilize plug-in hybrid electric vehicles (PHEVs) or battery electric vehicles (BEVs) as assets to the grid. PHEVs and BEVs have the potential to meet this demand through both charging and discharging strategies. This report explores the usage of two different charging schemes: V2GHalf and V2GFull. In V2GHalf, PHEV/BEV charging is varied to absorb the additional imbalance from the wind generation, but never feeds power back into the grid. This scenario is highly desirable to automotive manufacturers, who harbor great concerns about battery warranty if vehicle-to-grid discharging is allowed. The second strategy, V2GFull, varies not only the charging of the vehicle battery, but also can vary the discharging of the battery back into the power grid. This scenario is currently less desirable to automotive manufacturers, but provides an additional resource benefit to PHEV/BEVs in meeting the additional imbalance imposed by wind. Key findings in the report relate to the PHEV/BEV population required to meet the additional imbalance when comparing V2GHalf to V2GFull populations, and when comparing home-only-charging and work-and-home-charging scenarios. Utilizing V2GFull strategies over V2GHalf resulted in a nearly 33% reduction in the number of vehicles required.     Guided ultrasonic waves (GUW) are being increasingly used for both NDT and monitoring of piping. GUW offers advantages over many conventional NDE technologies due to the ability to inspect large volumes of piping components without significant removal of thermal insulation or protective layers. In addition, regions rendered inaccessible to more conventional NDE technologies may be more accessible using GUW techniques. For these reasons, utilities are increasingly considering the use of GUWs for performing the inspection of piping components in nuclear power plants. GUW is a rapidly evolving technology and its usage for inspection of nuclear power plant components requires refinement and qualification to ensure it is able to achieve consistent and acceptable levels of performance. This paper will discuss potential requirements for qualification of GUW techniques for the inspection of piping components in light water reactors (LWRs). The Nuclear Regulatory Commission has adopted ASME Boiler and Pressure Vessel Code requirements in Sections V, III, and XI for nondestructive examination methods, fabrication inspections, and pre-service and in-service inspections. A Section V working group has been formed to place the methodology of GUW into the ASME Boiler and Pressure Vessel Code but no requirements for technique, equipment, or personnel exist in the Code at this time.

    This paper will review the Title 1 NO{sub x} emission reduction strategy of an electric utility. Since 1995, New York State Electric and Gas has been operating its electric generating units under the nitrogen oxide emission requirements of Title 1 of the Clean Air Amendments of 1990. New York State Electric and Gas operates six coal fired generating stations which are located in the Ozone Transport Region of the Northeast US. The geographic location of NYSEG's generating stations requires additional nitrogen oxide reductions during the summer months. This paper will examine the comprehensive approach taken by NYSEG in meeting its environmental obligations. NYSEG used a mixed approach of operational optimization, installation of low NO{sub x} burners, and installation of advanced technology to reduce emissions. NYSEG has also been awarded two projects by the Department of Energy to demonstrate innovative nitrogen oxide reduction technology. The paper will include a review of the DOE projects and the results achieved to date. NYSEG's three years of operating experience under the Title 1 requirements will also be discussed. The paper will conclude with a review of what NYSEG is examining for future strategies as further NO{sub x} reductions are expected to be required towards the end of the decade.

    Louisiana State University`s Energy Savings Performance Contract with CES/Way was a groundbreaking project that applied part-load cogeneration technology to a large university campus to meet chilled water and steam requirements for expansion needs. Simultaneously, the project provided these utilities at no additional out of pocket cost to the institution by using the innovative financing mechanism of performance contracting, in which project savings pay for the investment. In addition, the work is performed via a cogeneration system operating most of the year at part-load. This mechanical cogeneration project could also be termed a thermal cogeneration project, as it provides a dual thermal benefit from a single input energy source. Not only did the project achieve the projected energy savings, but the savings proved to be so dependable that the University opted for an early buyout of the project from CES/Way in 1994, after only about two years of documented savings.

    In spring 2011, the Technology Maturation Plan (TMP) for the Supplemental Treatment Project (RPP-PLAN-49827, Rev. 0), Technology Maturation Plan for the Treatment Project (T4S01) was developed. This plan contains all identified actions required to reach technical maturity for a field-deployable waste feed pretreatment system. The supplemental pretreatment system has a filtration and a Cs-removal component. Subsequent to issuance of the TMP, rotary microfiltration (RMF) has been identified as the prime filtration technology for this application. The prime Cs-removal technology is small column ion exchange (ScIX) using spherical resorcinol formaldehyde (sRF) as the exchange resin. During fiscal year 2011 (FY2011) some of the tasks identified in the TMP have been completed. As of September 2011, the conceptual design package has been submitted to DOE as part of the critical decision (CD-1) process. This document describes the remaining tasks identified in the TMP to reach technical maturity and evaluates the validity of the proposed tests to fill the gaps as previously identified in the TMP. The potential vulnerabilities are presented and the completed list of criteria for the DOE guide DOE G 413.3-4 different technology readiness levels are added in an attachment. This evaluation has been conducted from a technology development perspective - all programmatic and manufacturing aspects were excluded from this exercise. Compliance with the DOE G 413.3-4 programmatic and manufacturing requirements will be addressed directly by the Treatment Project during the course of engineering design. The results of this evaluation show that completion of the proposed development tasks in the TMP are sufficient to reach TRL 6 from a technological point of view.     Purpose: To provide information pertaining to IROC Houston QA Center's (RPC) credentialing process for institutions participating in NCI-sponsored clinical trials. Purpose: Provide guidance to the Radiology Departments with the intent of implementing a Low Dose CT Screening Program using different CT Scanners with multiple techniques within the framework of the required state regulations. Method: State Requirements for the purpose of implementing a Low Dose CT Lung Protocol required working with the Radiology and Pulmonary Department in setting up a Low Dose Screening Protocol designed to reduce the radiation burden to the patients enrolled. Radiation dose measurements (CTDIvol) for various CT manufacturers (Siemens16, Siemens 64, Philips 64, and Neusoft128) for three different weight based protocols. All scans were reviewed by the Radiologist. Prior to starting a low dose lung screening protocol, information had to be submitted to the state for approval. Performing a Healing Arts protocol requires extensive information. This not only includes name and address of the applicant but a detailed description of the disease, the x-ray examination and the population to be examined. The unit had to be tested by a qualified expert using the technique charts. The credentials of all the operators, the supervisors and the Radiologists had to be submitted to the state. Results: All the appropriate documentation was sent to the state for review. The measured results between the Low Dose Protocol versus the default Adult Chest Protocol showed that there was a dose reduction of 65% for small (100-150 lb.) patient, 75% for the Medium patient (151-250 lbs.), and a 55% reduction for the Large patient ( over 250 lbs.). Conclusion: Measured results indicated that the Low Dose Protocol indeed lowered the screening patient's radiation dose and the institution was able to submit the protocol to the State's regulators.

    Batteries with several hours of capacity provide an alternative to combustion turbines for meeting peak capacity requirements. Even when compared to state-of-the-art highly flexible combustion turbines, batteries can provide a greater operational value, which is reflected in a lower system-wide production cost. By shifting load and providing operating reserves, batteries can reduce the cost of operating the power system to a traditional electric utility. This added value means that, depending on battery life, batteries can have a higher cost than a combustion turbine of equal capacity and still produce a system with equal or lower overall life-cycle cost. For a utility considering investing in new capacity, the cost premium for batteries is highly sensitive to a variety of factors, including lifetime, natural gas costs, PV penetration, and grid generation mix. In addition, as PV penetration increases, the net electricity demand profile changes, which may reduce the amount of battery energy capacity needed to reliably meet peak demand.

    The United States Department of Energy (DOE) has published a standard that specifies the criteria for preparation and packaging of plutonium metals and oxides for safe long-term storage (DOE-STD-3013-96). This standard is followed for the packaging of materials resulting from the disassembly of nuclear weapons at Los Alamos National Laboratory under the Advanced Retirement and Integrated Extraction System (ARIES) project. Declassified plutonium metal or oxide material from the ARES project is packaged into doubly contained and welded type 304L stainless steel containers that comply with the DOE standard. The 3013-96 standard describes requirements for maximum contamination limits on the outer surface of the sealed inner container. These limits are 500 dpm per 100 cm2 for direct measurements and 20 dpm per 100 cm2 for removable contamination. For containers filled, welded, and handled inside a highly contaminated glovebox line, these limits are difficult to obtain. Simple handling within the line is demonstrated to contaminate surfaces from 10,000 to 10,000,000 dpm alpha per 100 cm2. To routinely achieve contamination levels below the maximum contamination levels specified by the 3013-96 standard within a processing operation, a decontamination step must be included. In the ARIES line, this decontamination step is an electrolytic process that produces a controlled uniform etch of the container surfaces. Decontamination of the 3013-96 compliant ARIES inner container is well demonstrated. Within 30 to 50 minutes electrolysis time, tixed contamination is reduced to hundreds of dpm generally occurring only at electrode contact points and welds. Removable contamination is routinely brought to non-detectable levels. The total process time for the cycle (includes electrolysis, rinse, and dry stages) is on the order of 1.5 to 2 hours per container.     As part its campus sustainability efforts, Pacific Northwest National Laboratory (PNNL) has invested in eight new and existing buildings to ensure they meet the U.S. Department of Energy’s requirements for high performance sustainable buildings (HPSB) at DOE sites. These investments are expected to benefit PNNL by reducing the total life-cycle cost of facilities, improving energy efficiency and water conservation, and making buildings safer and healthier for the occupants. This study examines the cost-effectiveness of the implementing measures that meet the criteria for HPSBs in 3 different types of buildings on the PNNL campus: offices, scientific laboratories, and data centers. In each of the three case studies examined the investments made to achieve HPSB status demonstrated a high return on the HPSB investments that have taken place in these varied environments. Simple paybacks for total investments in the three case study buildings ranged from just 2 to 5 years; savings-to-investment ratios all exceeded the desirable threshold of 1; and the net present values associated with these investments were all positive.

    For the 2010 ANS Embedded Topical Meeting on Decommissioning, Decontamination and Reutilization and Technology, Savannah River National Laboratory's Mike Serrato reported initial information on the newly developed specialty grout materials necessary to satisfy all requirements associated with in-situ decommissioning of P-Reactor and R-Reactor at the U.S. Department of Energy's Savannah River Site. Since that report, both projects have been successfully completed and extensive test data on both fresh properties and cured properties has been gathered and analyzed for a total of almost 191,150 m{sup 3} (250,000 yd{sup 3}) of new materials placed. The focus of this paper is to describe the (1) special grout mix for filling the P-Reactor vessel (RV) and (2) the new flowable structural fill materials used to fill the below grade portions of the facilities. With a wealth of data now in hand, this paper also captures the test results and reports on the performance of these new materials. Both reactors were constructed and entered service in the early 1950s, producing weapons grade materials for the nation's defense nuclear program. R-Reactor was shut down in 1964 and the P-Reactor in 1991. In-situ decommissioning (ISD) was selected for both facilities and performed as Comprehensive Environmental Response, Compensations and Liability Act actions (an early action for P-Reactor and a removal action for R-Reactor), beginning in October 2009. The U.S. Department of Energy concept for ISD is to physically stabilize and isolate intact, structurally robust facilities that are no longer needed for their original purpose of producing (reactor facilities), processing (isotope separation facilities), or storing radioactive materials. Funding for accelerated decommissioning was provided under the American Recovery and Reinvestment Act. Decommissioning of both facilities was completed in September 2011. DOE G-830.120, Implementation Guide for Use with 10 CFR Part 830.120, Quality Assurance, [10] provides additional guidance on establishing and implementing effective QA processes to control S/CIs. DOE O 232.1, Occurrence Reporting and Processing of Operations, [11] specifies requirements for reporting S/CIs under the DOE Occurrence Reporting and Processing System (ORPS). DOE promulgated the requirements and guidance to control or eliminate the hazards posed by S/CIs, which can lead to unexpected equipment failures and undue risks to the DOE mission, the environment, and personnel. This Guide is a compendium of information contained in the referenced DOE directives and other documents concerning S/CI controls. It incorporates, updates, and supersedes earlier guidance issued in Plan for the Suspect/Counterfeit Products Issue in the Department of Energy, dated October 1993, [4] and in memoranda issued by Defense Programs (DP) [12-16] and other DOE program offices. This guidance was developed to strengthen the procurement process, identify and eliminate S/CIs, and improve the reporting of S/CIs. The information in this Guide, when implemented by DOE and its contractors, will satisfy the S/CI requirements contained in the referenced DOE directives.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

It includes those requirements codified in Title 10 of the code of Federal Regulations, Chapter 1, on December 31, 1993. It also includes, in a separate section, any of those requirements that were superseded or discontinued between January 1992 and December 1993. Finally, the appendix lists mailing and delivery addresses for NRC Headquarters and Regional Offices mentioned in the compilation. The Office of Information Resources Management staff compiled this listing of reporting and recordkeeping requirements to briefly describe each in a single document primarily to help licensees readily identify the requirements.     The Guide to Attic Air Sealing was completed in 2010 and although not in the standard Measure Guideline format, is intended to be a Measure Guideline on Attic Air Sealing. The guide was reviewed during two industry stakeholders meetings held on December 18th, 2009 and January 15th, 2010, and modified based on the comments received. Please do not make comments on the Building America format of this document. The purpose of the Guide to Attic Air Sealing is to provide information and recommendations for the preparation work necessary prior to adding attic insulation. Even though the purpose of this guide is to save energy - health, safety and durability should not be compromised by energy efficiency. Accordingly, combustion safety and ventilation for indoor air quality are addressed first. Durability and attic ventilation then follow. Finally, to maximize energy savings, air sealing is completed prior to insulating. The guide is intended for home remodelers, builders, insulation contractors, mechanical contractors, general contractors who have previously done remodeling and homeowners as a guide to the work that needs to be done.

    This implementation guide for the Hanford Analytical Services Quality Assurance Plan (HASQAP) was developed by the US Department of Energy, Richland Operations Office (RL) Waste Management Division, Analytical Services Branch. This plan formally presents RL`s direction for Hanford Sitewide implementation of the HASQAP. The HASQAP establishes a uniform standard for quality requirements to meet US Department of Energy Order 5700.6C, Quality Assurance (10 CFR 830.120, ``Quality Assurance Requirements``), and is intended to satisfy the Hanford Federal Facility Agreement and Consent Order (Tri-Party Agreement) requirements for ``Guidance on Preparation of Laboratory Quality Assurance Plans``. The quality assurance criteria specified in the HASQAP shall serve as a baseline for implementing quality management systems for the laboratories that provide analytical services, for data requesters and users, and for oversight organizations that monitor the data-generation process. Affected organizations shall implement the HASQAP requirements that are applicable to their work scope. Full implementation of the HASQAP is scheduled to occur by August 1995. RL will work with the US Environmental Protection Agency (EPA) and Washington State Department of Ecology (Ecology) to have the HASQAP document incorporated into Appendix F of the Tri-Party Agreement by early Fiscal Year 1996.

It fulfills, in part, the requirements of DOE Order 460.1B for the Headquarters Certifying Official to establish standards and to provide guidance for the preparation of Safety Analysis Reports for Packagings (SARPs). This PRG is intended for use by the Headquarters Certifying Official and his or her review staff, DOE Secretarial offices, operations/field offices, and applicants for DOE packaging approval. This PRG is generally organized at the section level in a format similar to that recommended in Regulatory Guide 7.9 (RG 7.9). One notable exception is the addition of Section 9 (Quality Assurance), which is not included as a separate chapter in RG 7.9. Within each section, this PRG addresses the technical and regulatory bases for the review, the manner in which the review is accomplished, and findings that are generally applicable for a package that meets the approval standards. Proper placement involves integrating information on hole trajectory, rod string properties, and economics. Too many guides or wheels will increase polished rod load, thereby increasing recovery cost.     On January 30, 1989, the US Department of Energy (DOE) promulgated an interim rule entitled [open quotes]Energy Conservation Voluntary Performance Standards for New Commercial and Multi-Family High Rise Residential Buildings; Mandatory for New Federal Buildings[close quotes] (10 CFR Part 435, Subpart A). These standards require federal agencies to design all future federal commercial and multifamily high-rise residential buildings in accordance with the standards, or demonstrate that their current requirements already meet or exceed the energy-efficiency requirements of the standards. Although these newly enacted standards do not regulate the design of nonfederal buildings, the DOE recommends that all design professionals use the standards as guidelines for designing energy-conserving buildings. To encourage private sector use, the DOE published the standards in the January 30, 1989, Federal Register in the format typical of commercial standards. The Pacific Northwest Laboratory developed several computer programs for the DOE to make it easier for designers to comply with the standards. One of the programs, ENVSTD24 (Version 2.4), is detailed in this user's guide and is provided on the accompanying diskettes. The program will facilitate the designer's use of the standards dealing specifically with building envelope design. Using this program will greatly simplify the designer's task of performing the calculations needed to determine if a design complies with the standards.

    A physical design is developed for a gas-cooled heavy-water nuclear reactor intended for a project of a nuclear power plant. As a fuel, the reactor would employ thorium with a small admixture of enriched uranium that contains not more than 20% of {sup 235}U. It operates in the open-cycle mode involving {sup 233}U production from thorium and its subsequent burnup. The reactor meets the conditions of a nonproliferation of nuclear weapons: the content of fissionable isotopes in uranium at all stages of the process, including the final one, is below the threshold for constructing an atomic bomb, the amount of product plutonium being extremely small.

    In June of this year, the Department of Energy (DOE) issued directives DOE O 414.1C and DOE G 414.1-4 to improve quality assurance programs, processes, and procedures among its safety contractors. Specifically, guidance entitled, ''Safety Software Guide for use with 10 CFR 830 Subpart A, Quality Assurance Requirements, and DOE O 414.1C, Quality Assurance, DOE G 414.1-4'', provides information and acceptable methods to comply with safety software quality assurance (SQA) requirements. The guidance provides a roadmap for meeting DOE O 414.1C, ''Quality Assurance'', and the quality assurance program (QAP) requirements of Title 10 Code of Federal Regulations (CFR) 830, Subpart A, Quality Assurance, for DOE nuclear facilities and software application activities. [1, 2] The order and guide are part of a comprehensive implementation plan that addresses issues and concerns documented in Defense Nuclear Facilities Safety Board (DNFSB) Recommendation 2002-1. [3] Safety SQA requirements for DOE as well as National Nuclear Security Administration contractors are necessary to implement effective quality assurance (QA) processes and achieve safe nuclear facility operations. DOE G 414.1-4 was developed to provide guidance on establishing and implementing effective QA processes tied specifically to nuclear facility safety software applications. The Guide includes software application practices covered by appropriate national and international consensus standards and various processes currently in use at DOE facilities. While the safety software guidance is considered to be of sufficient rigor and depth to ensure acceptable reliability of safety software at all DOE nuclear facilities, new nuclear facilities are well suited to take advantage of the guide to ensure compliant programs and processes are implemented.     A small diameter, 20 mm to 50 mm, guided projectile is used in antiaircraft defense. A pulsing laser designator illuminates the target aircraft. Energy reflected from the aircraft is received by the guided projectile. The guided projectile is fired from a standard weapon but the spining caused by the riflings are removed before active tracking and guidance occurs. The received energy is focused by immersion optics onto a bridge cell. AC coupling and gating removes background and allows steering signals to move extended vanes by means of piezoelectric actuators in the rear of the guided projectile.

    The objectives of this study were to review all the changes in the latest version (Rev. 3, Draft 2) of Regulatory Guide 1.35 and to provide a regulatory analysis for all positions in the guide to determine if it is cost-effective to backfit the guide to the containments of existing plants. To meet these objectives, three tasks were undertaken. The first task outlined containment design criteria, traced the evolution of prestressed concrete containment configurations and prestressing systems, reviewed the history of the development of the guide, and summarized the applicability of the particular versions of the regulatory guide to the 43 nuclear plants that utilize a prestressed concrete containment. Under the second task a comparative regulatory analysis of Rev. 3 (Draft 2) of the guide was developed in which major decision factors affected by the proposed change were identified, and differential risk and cost factors were addressed in relation to the current version of the guide which is in effect (Rev. 2). Finally, under the third task a backfit analysis was conducted in accordance with the requirements of the ''Backfitting'' Rule, Section 50.109 for each of the revised or added positions contained in Rev. 3 (Draft 2). Application of the revision to operating plants will provide consistency in review and a uniform standard for assessing the in-service condition of the ungrouted tendons in prestressed concrete containments. It is concluded that the revisions will have a positive impact on safety and thus lower public risk. Backfitting of the revised guide is possible for most plants licensed since 1974.

    Counterfeiting of industrial and commercial grade items is an international problem that places worker safety, program objectives, expensive equipment, and security at risk. In order to prevent the introduction of Suspect/Counterfeit Items (S/CI), this information sheet is being made available as a guide to assist in the implementation of S/CI awareness and controls, in conjunction with subcontractor's/supplier's quality assurance programs. When it comes to counterfeit goods, including industrial materials, items, and equipment, no market is immune. Some manufactures have been known to misrepresent their products and intentionally use inferior materials and processes to manufacture substandard items, whose properties can significantly cart from established standards and specifications. These substandard items termed by the Department of Energy (DOE) as S/CI, pose immediate and potential threats to the safety of DOE and contractor workers, the public, and the environment. Failure of certain systems and processes caused by an S/CI could also have national security implications at Los Alamos National Laboratory (LANL). Nuclear Safety Rules (federal Laws), DOE Orders, and other regulations set forth requirements for DOE contractors to implement effective controls to assure that items and services meet specified requirements. This includes techniques to implement and thereby minimizing the potential threat of entry of S/CI to LANL. As a qualified supplier of goods or services to the LANL, your company will be required to establish and maintain effective controls to prevent the introduction of S/CI to LANL. This will require that your company warrant that all items (including their subassemblies, components, and parts) sold to LANL are genuine (i.e. not counterfeit), new, and unused, and conform to the requirements of the LANL purchase orders/contracts unless otherwise approved in writing to the Los Alamos National Security (LANS) contract administrator

The recommendations are drawn from the Advanced Energy Design Guide for Small to Medium Office Buildings, an ASHRAE publication that provides comprehensive recommendations for designing low-energy-use office buildings with gross floor areas up to 100,000 ft2 (see sidebar). Designed as a stand-alone document, this fact sheet provides key principles and a set of prescriptive design recommendations appropriate for smaller office buildings with insufficient budgets to fully implement best practices for integrated design and optimized performance. The recommendations have undergone a thorough analysis and review process through ASHRAE, and have been deemed the best combination of measures to achieve 50% savings in the greatest number of office buildings.

    Martin Marietta Energy Systems, Inc., (Energy Systems) is committed to performing and documenting safety analyses for facilities it manages for the Department of Energy (DOE). Included are analyses of existing facilities done under the aegis of the Safety Analysis Report Upgrade Program, and analyses of new and modified facilities. A graded approach is used wherein the level of analysis and documentation for each facility is commensurate with the magnitude of the hazard(s), the complexity of the facility and the stage of the facility life cycle. Safety analysis reports (SARs) for hazard Category 1 and 2 facilities are usually detailed and extensive because these categories are associated with public health and safety risk. SARs for Category 3 are normally much less extensive because the risk to public health and safety is slight. At Energy Systems, safety studies are the name given to SARs for Category 3 (formerly {open_quotes}low{close_quotes}) facilities. Safety studies are the appropriate instrument when on-site risks are limited to irreversible consequences to a few people, and off-site consequences are limited to reversible consequences to a few people. This application guide provides detailed instructions for performing safety studies that meet the requirements of DOE Orders 5480.22, {open_quotes}Technical Safety Requirements,{close_quotes} and 5480.23, {open_quotes}Nuclear Safety Analysis Reports.{close_quotes} A seven-chapter format has been adopted for safety studies. This format allows for discussion of all the items required by DOE Order 5480.23 and for the discussions to be readily traceable to the listing in the order. The chapter titles are: (1) Introduction and Summary, (2) Site, (3) Facility Description, (4) Safety Basis, (5) Hazardous Material Management, (6) Management, Organization, and Institutional Safety Provisions, and (7) Accident Analysis.

The vision of this program is: • Buildings operating automatically and continuously at peak energy efficiency over their lifetimes and interoperating effectively with the electric power grid. • Buildings that are self-configuring, self-commissioning, self-learning, self-diagnosing, self-healing, and self-transacting to enable continuous peak performance. • Lower overall building operating costs and higher asset valuation.     A saw having a self-pumped hydrodynamic blade guide or bearing for retaining the saw blade in a centered position in the saw kerf (width of cut made by the saw). The hydrodynamic blade guide or bearing utilizes pockets or grooves incorporated into the sides of the blade. The saw kerf in the workpiece provides the guide or bearing stator surface. Both sides of the blade entrain cutting fluid as the blade enters the kerf in the workpiece, and the trapped fluid provides pressure between the blade and the workpiece as an inverse function of the gap between the blade surface and the workpiece surface. If the blade wanders from the center of the kerf, then one gap will increase and one gap will decrease and the consequent pressure difference between the two sides of the blade will cause the blade to re-center itself in the kerf. Saws using the hydrodynamic blade guide or bearing have particular application in slicing slabs from boules of single crystal materials, for example, as well as for cutting other difficult to saw materials such as ceramics, glass, and brittle composite materials.

    One of the Plutonium Finishing Plant's (PFP) current Authorization Basis (AB) documents is the Final Safety Analysis Report (FSAR). This FSAR (HNF-SD-CP-SAR-02 1) was prepared to the format and content guidance specified in U.S. Nuclear Regulatory Commission (NRC) Regulatory Guide 3.39, Standard Format and Content of License Applications for Plutonium Processing and Fuel Fabrication Plants (RG 3.39). In April 1992, the US Department of Energy (DOE) issued DOE Order 5480.23 which established the FSAR requirements for DOE nonreactor nuclear facilities. In 1994, DOE issued DOE-STD-3009-94, Preparation Guide for US. Department of Energy Nonreactor Nuclear Facility Safety Analysis Reports, which is a format and content guide addressing the preparation of FSARs in accordance with DOE Order 5480.23. During the initial preparation and issuance of the PFP FSAR the format and content guidance contained in NRC Regulatory Guide 3.39 was utilized, since it was the most applicable guidance at the time for the preparation of Safety Analysis Reports for plutonium processing plants. With the adoption of DOE Order 5480.23 and DOE-STD-3009-94, DOE required the preparation of SARs to meet the format and content of those DOE documents. The PFP was granted an exemption to continue with RG 3.39 format for future FSAR revisions. PFP modifications and additions have required PFP FSAR modifications that have typically been prepared to the same NRC Regulatory Guide 3.39 format and content, to provide consistency with the PFP FSAR. This document provides a table comparison between the 3009 and RG 3.39 formats to validate the extent of PFP FSAR compliance with the intent of DOE Order 5480.23 and DOE-STD-3009-94. This evaluation was initially performed on Revisions 1 and 1A of the PFP FSAR. With the preparation of a Revision 2 draft to the FSAR, sections with significant changes were reevaluated for compliance and the tables were updated, as appropriate. The tables resulting from this

    This Pocket Guide is a condensed version of information provided in three EPA documents: Guidance for Performing Preliminary Assessments Under CERCLA, Guidance for Performing Site Inspections Under CERCLA, and Hazard Ranking System Guidance Manual. Additionally the guide provides a DOE perspective on site assessment issues and information on the Federal Agency Hazardous Waste Compliance Docket as well as data sources for DOE site assessments. The guide is intended to present this information in a simple, portable, and direct manner that will allow the user to effectively focus on those aspects of the site assessment process of interest. The guide is not intended as a substitute for the three EPA guidance documents mentioned previously. DOE investigators should be thoroughly familiar with the EPA guidance before conducting site assessments. Use this pocketguide as an overview of procedures and requirements and as a field guide.

    The document contains a user's guide on how to run the RELAP-7 code. The RELAP-7 code is the next generation nuclear reactor system safety analysis code being developed at the Idaho National Laboratory. RELAP-7 will become the main reactor systems simulation toolkit for the LWRS (Light Water Reactor Sustainability) program’s RISMC (Risk Informed Safety Margin Characterization) effort and the next generation tool in the RELAP reactor safety/systems analysis application series. RELAP-7 is written with object oriented programming language C++. A number of example problems and their associated input files are presented in this document to guide users to run the RELAP-7 code starting with simple pipe problems to problems with increasing complexity.

    This guide is provided to aid in the achievement of security objectives in the Department of Energy (DOE) contractor/subcontractor program. The objectives of security are to protect information that, if released, would endanger the common defense and security of the nation and to safeguard plants and installations of the DOE and its contractors to prevent the interruption of research and production programs. The security objective and means of achieving the objective are described. Specific security measures discussed in this guide include physical barriers, personnel identification systems, personnel and vehicular access control, classified document control, protection of classified matter in use, storing classified matter, and repository combinations. Means of dealing with security violations and security infractions are described. Maintenance of a security education program is discussed. Also discussed are methods of handling clearance terminations, visitor control, travel to sensitive countries, and shipment security. The Technical Surveillance Countermeasures Program (TSCM), the Computer Security Program, and the Operations Security Plan (OPSEC) are examined.
