  1. State taxation of multijurisdictional corporate income

    This article analyzes the taxation methods used by the states and describes what constitutes a unitary business. The authors give a historical perspective of the relevant court decisions in this area. The fact that almost 40% of the Supreme Court cases addressing this issue involve large oil companies illustrates the importance of this area to oil companies. The authors discuss the need for uniformity in state laws and the need for congressional action after the case analysis. They note the reluctance and sometimes refusal of many corporations to furnish the information needed to determine unitary issues, and cite the questionnaires some states require the corporations to file. They also cite the fairness issue when only some states tax foreign income. Congress appears to be in the best position to evaluate the multiple factors and assess the arguments surrounding the policy issues.

    The Department of Energy Office of Building Technology, State and Community Programs (BTS) is interested in assessing the potential economic impacts of its portfolio of programs on national employment and income. A special purpose version of the IMPLAN input-output model allied In Build is used in this study of all 38 BTS programs included in the FY2001 federal budget. Energy savings, investments, and impacts on U.S. national employment and wage income are reported by program for selected years to the year 2030. Energy savings from these programs have the potential of creating a total of nearly 332,000 jobs and about $5.3 billion in wage income (1995$) by the year 2030. Because the required investments to achieve these savings are capital intensive, the net effect after investment is 304,000 jobs and $5.0 billion.

A special purpose input-output model called ImSET is used in this study of 14 Building Technologies Program subprograms in the EERE final FY 2009 budget request to the Office of Management and Budget in February 2008. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2025. Energy savings and investments from these subprograms have the potential of creating a total of 258,000 jobs and about $3.7 billion in earned income (2007$) by the year 2025.

    The Department of Energy (DOE) Office of Energy Efficiency and Renewable Energy (EERE) is interested in assessing the potential economic impacts of its portfolio of subprograms on national employment and income. A special purpose version of the IMPLAN input-output model called ImBuild II is used in this study of 20 subprograms of the Weatherization and Intergovernmental Program contained in the EERE final FY 2005 budget request to the Office of Management and Budget on February 2, 2004. Energy savings, investments, and impacts on U.S. national employment and earned income are reported by subprogram for selected years to the year 2030. Energy savings and investments from these subprograms have the potential of creating a total of 228,000 jobs and about $3.1 billion in earned income (2003$) by the year 2030.

    The purpose of the handbook is to provide technical assistance to state grantees participating in the Partnerships in Low-Income Residential Retrofit (PILIRR) Program. PILIRR is a demonstration program aimed at identifying innovative, successful approaches to developing public and private support for weatherization of low-income households. The program reflects the basic concept that responsibility for financial support for conservation activities such as low-income residential retrofitting is likely to gradually shift from the DOE to the states and the private sector. In preparing the handbook, PNL staff surveyed over 50 programs that provide assistance to low-income residents. The survey provided information on factors that contribute to successful programs. PNL also studied the winning PILIRR proposals (from the states of Florida, Iowa, Kentucky, Oklahoma and Washington) and identified the approaches proposed and the type of information that would be most helpful in implementing these approaches.

    The United States, just like many other countries of the world, uses the source of income, residence, citizenship, or a combination thereof as its bases of taxation. This makes double taxation, the result of a home and host countries both taxing the same income, an obstacle in the way of international investment and technology. Allowing a tax credit for certain taxes paid to foreign sovereigns is the American approach to help alleviate the double taxation problem. Special effort is taken to define foreign oil and gas extraction income (FOGEI) and foreign oil-related income (FORI) as they pertain to taxation. Several examples illustrate the latest means for calculating FOGEI and FORI taxable income based on the 1982 and 1983 limitations and provisions which were set forth in the Internal Revenue Code. 175 references.

    Protection of low-income consumers remains an important public policy concern in a restructuring electricity industry. Policies are needed to ensure that low-income households have enough affordable electricity to protect their health and safety, and that they are not victimized by unscrupulous suppliers. In this paper, the author presents three broad federal roles in setting low-income electricity policy, and discuss three more specific policy areas: universal service, electricity assistance, and health and safety. He discusses the key policy issues that arise when considering these potential federal initiatives and draw upon reviews of proposed low-income policies from restructuring proposals in eight states--California, Massachusetts, New Hampshire, New York, Pennsylvania, Rhode Island, Vermont, and Wisconsin.

    Recently, utilities seeking rate increases have submitted innovative petitions for phase-in rate relief to state regulators. According to the Edison Electric Institute, the industry has seen almost 80 phase-in rate orders issued nation-wide in the last six years. For financial reporting purposes, deferred revenues under phase-in plans must be recognized as current income in the first year of the phase-in. The Internal Revenue Service (IRS) at the Industry Coordinator level, however, recently accepted the position that deferred phase-in revenues accrued for book purposes are not immediately taxable income to the utility.

    Abstract: Energy is a key requirement for a healthy, productive life and a major driver of the emissions leading to an increasingly warm planet. The implications of a doubling and redoubling of per capita incomes over the remainder of this century for energy use are a critical input into understanding the magnitude of the carbon management problem. A substantial controversy about how the Special Report on Emssions Scenarios (SRES) measured income and the potential implications of how income was measured for long term levels of energy use is revisited again in the McKibbin, Pearce and Stegman article appearing elsewhere in this issue. The recent release of a new set of purchasing power estimates of national income, and the preparations for creating new scenarios to support the IPCC’s fifth assessment highlight the importance of the issues which have arisen surrounding income and energy use. Comparing the 1993 and 2005 ICP results on Purchasing Power Parity (PPP) based measures of income reveals that not only do the 2005 ICP estimates share the same issue of common growth rates for real income as measured by PPP and US $, but the lack of coherence in the estimates of PPP incomes, especially for developing countries raises yet another obstacle to resolving the best way to measure income. Further, the common use of an income term to mediate energy demand (as in the Kaya identity) obscures an underlying reality about per capita energy demands, leading to unreasonable estimates of the impact of changing income measures and of the recent high GDP growth rates in India and China. Significant new research is required to create both a reasonable set of GDP growth rates and long term levels of energy use.

  7. Effects of federal income taxes on the cash flow, operating revenue, and net income of electric utilities

    The idea to do this research was suggested by the efforts of some consumer groups and others to seek passage of a law in the United States to exempt investor-owned electric utilities from federal income taxes. The goal of the consumer groups is to reduce the charges to utility customers (which is measured in this study by the amount of the operating revenues of the utilities) while not causing any harm to the utilities. The population of interest consisted of all investor-owned electric utilities included on a current Compustat utility tape. In the analysis of the data, the changes in cash flow, operating revenue, and net income were summarized by the 89 utilities as a total group and by the division of the utilities into smaller groups or combinations which used the same accounting methods during the test period. The results of this research suggest the following conclusions concerning the change to a situation in which electric utilities are not subject to federal income taxes: (1) as a group, the decrease in cash flow would be significant, (2) as a group, the decrease in operating revenue (charges to customers) would not be significant, (3) as a group, the increase in net income would be significant, and (4) in analyzing the effects of any financial adjustments or changes on electric utilities, the accounting policies used to the utilities are an important factor.

The purpose of this report is to enable the low-income advocates and others to assess the options and design program most suitable for the citizens of their states or jurisdictions. It is not the authors' intent to recommend a particular course of action but, based on our broad experience in the field, to provide the information necessary for others to do so.     In July 1986, the US Department of Energy (DOE) awarded competitive grants to five states to conduct pilot projects to establish partnerships and use resource leveraging to stimulate support for low-income residential energy retrofits. The projects were conducted under DOE's Partnerships in Low-Income Residential Retrofit (PILIRR) Program. These projects have been monitored and analyzed through a concurrent process evaluation conducted by the Pacific Northwest Laboratory (PNL). This study reports the findings of that evaluation. The overriding goal of the PILIRR Program was to determine whether the states could stimulate support for low-income residential energy improvements from non-federal sources. The goal for the process evaluation was to conduct an assessment of the processes used by the states and the extent to which they successfully established partnerships and leveraged resources. Five states were selected to participate in the program: Florida, Iowa, Kentucky, Oklahoma and Washington. Each state proposed a different approach to promote non-federal support for low-income residential weatherization. Three of the five states--Florida, Iowa, and Washington--established partnerships that led to retrofits during the monitoring period (October 1986--October 1988). Kentucky established its partnership during the monitoring period, but did not accomplish its retrofits until after monitoring was complete. Oklahoma completed development of its marketing program and had begun marketing efforts by the end of the monitoring period. 16 refs., 7 figs., 1 tab.

    The purpose of this study is to estimate the potential employment and income benefits of the emerging market for gas cooling products. The emphasis here is on exports because that is the major opportunity for the U.S. heating, ventilating, and air-conditioning (HVAC) industry. But domestic markets are also important and considered here because without a significant domestic market, it is unlikely that the plant investments, jobs, and income associated with gas cooling exports would be retained within the United States. The prospects for significant gas cooling exports appear promising for a variety of reasons. There is an expanding need for cooling in the developing world, natural gas is widely available, electric infrastructures are over-stressed in many areas, and the cost of building new gas infrastructure is modest compared to the cost of new electric infrastructure. Global gas cooling competition is currently limited, with Japanese and U.S. companies, and their foreign business partners, the only product sources. U.S. manufacturers of HVAC products are well positioned to compete globally, and are already one of the faster growing goods-exporting sectors of the U.S. economy. Net HVAC exports grew by over 800 percent from 1987 to 1992 and currently exceed $2.6 billion annually (ARI 1994). Net gas cooling job and income creation are estimated using an economic input-output model to compare a reference case to a gas cooling scenario. The reference case reflects current policies, practices, and trends with respect to conventional electric cooling technologies. The gas cooling scenario examines the impact of accelerated use of natural gas cooling technologies here and abroad.

    The US Department of Energy's Weatherization Assistance Program (WAP) funds local agencies to provide weatherization services to low-income households. This report describes the most salient features of this program, examines relationships between organization and program outcomes, and presents recommendations for the program's further development. Data were collected by written surveys administered to local weatherization agencies, a telephone survey of 38 states and eight DOE support offices, and site visits to selected local agencies. Locally controlled factors found to be significantly related to program performance include the amount of the weatherization director's time spent on program administration, the use of established client selection criteria, the frequency of evaluation of local goal attainment, and the type of weatherization crews used. Factors controlled at the state or federal levels that influence program performance include delays in state reimbursements of local agency expenditures and local flexibility in the choice of weatherization measures. Data-gathering difficulties experienced during this project indicate a need for possible improvements in goal-setting and record-keeping procedures.

    This study had two major objectives: (1) assess and compare changes in natural gas consumption between 1987 and 1993 by income group and (2) assess the potential influence of energy policy on observed changes in natural gas consumption over time and across income groups. This analysis used U.S. Department of Energy (DOE) data files and involved both the generation of simple descriptive statistics and the use of multivariate regression analysis. The consumption of natural gas by the groups was studied over a six-year period. The results showed that: (1) natural gas use was substantially higher for the highest income group than for the two lower income groups and (2) natural gas consumption declined for the lowest and middle income quintiles and increased for the highest income quintile between 1987 and 1990; between 1990 and 1993, consumption increased for the lowest and middle income quintile, but remained relatively constant for the highest income quintile. The relative importance of the structural and variable factors in explaining consumption changes between survey periods varies by income group. The analysis provides two major energy policy implications: (1) natural gas intensity has been the highest for the lowest income group, indicating that this group is more vulnerable to sudden changes in demand-indicator variables, in particular weather-related variables, than increase natural gas consumption, and (2) the fall in natural gas intensity between 1987 and 1993 may indicate that energy policy has had some impact on reducing natural gas consumption. 11 refs., 4 figs., 16 tabs.

    This second report of the Fuel Oil Marketing Advisory Committee (FOMAC) of DOE is twofold: to update information on the energy needs of low-income persons and governmental response to such needs; and to emphasize the need for energy-conservation programs that may alleviate the enormous financial burden placed on low-income people by rising energy prices. FOMAC has continued to develop further and refine its initial energy-conservation recommendations. Mainly, the updated assessment document finds that the poor will expend at least 35% of their income directly on energy and will spend at least 21% of their income on household energy. Other economic impacts of rising energy costs on low-income groups are summarized. Appropriations and stipulations by Congress to aid the lo-income people are reviewed. After careful review of various program designs, FOMAC continues to support the income indexing/vendor line of credit approach. This design provides assistance to elgible households based on: energy needed, cost of fuel, and percentage of income. The cost of implementing the FOMAC design nationally would, according to estimates, range from $3.5 to $4.6 billion for the 1980-1981 winter heating season. A figure of $1.6 to $2.2 billion is being discussed in the Congress. Meeting the ongoing energy needs of the poor will require a coherent national policy which consists of aid in paying energy bills and aid in the poor's effort to conserve energy. The report seeks to promote such policies. Needs assessment, government response, FOMAC model, comments on the programs, projected cost of 1980-1981 Energy Assistance Program, need for conservation programs, and program financing are discussed.

  14. An integrated approach to low-income energy affordability for a restructured world

    In the context of retail electric competition, various mechanisms have been proposed to address threats to low-income energy affordability. Most proposals include the use of ratepayer for (a) low-income bill payment support (e.g., rate discounts) and/or (b) energy efficiency programs specifically designated for low-income customers. An integrated approach to both energy efficiency and low-income bill payment is being tested in New Jersey. The program specifically targets payment-troubled customers and those with the lowest incomes. It combines a three-part approach to energy affordability: (1) deep and comprehensive gas and electric efficiency measures; (2) extensive customer energy education, with the goals of both (a) empowering participants with the skills and knowledge to gain control of their energy situation and (b) securing action commitment that the customer carries out as a partner to save energy and lower their utility bills; and (3) an affordable payment plan which includes extended payment of arrearages, partial arrearage forgiveness, and a bill discount for those in the lowest income tier who maintain their partnership obligations. This paper describes the E-Team Partners program design, presents preliminary impact evaluation results for the first 7,000 participants, and discusses the attributes of this model in a restructured environment.

    A method based on phase-shifting Fizeau interferometry is presented with which retroreflectors with large incoming-outgoing beam separations can be tested. The method relies on a flat Reference Bar that is used to align two auxiliary mirrors parallel to each other to extend the aperture of the interferometer. The method is applied to measure the beam coalignment of a prototype Triple Mirror Assembly of the GRACE Follow-On Laser Ranging Interferometer, a future satellite-to-satellite tracking device for Earth gravimetry. The Triple Mirror Assembly features a lateral beam offset of incoming and outgoing beam of 600 mm, whereas the acceptance angle for the incoming beam is only about ±2 mrad. With the developed method, the beam coalignment of the prototype Triple Mirror Assembly was measured to be 9 μrad with a repeatability of below 1 μrad.

    A field test involving 35 houses was performed in Texas between 2000 and 2003 to study the response of low-income homes in hot climates to weatherization performed as part of the U.S Department of Energy Weatherization Assistance Program and to investigate certain methods to improve weatherization performance. The study found that improved Program designs and the use of advanced energy audits resulted in better weatherization measures being installed (use of blower doors to guide the infiltration work, more frequent installation of attic insulation, and installation of wall insulation) in the study homes, improved space-heating savings performance compared to the Program as implemented in the hot climates in 1989, and more comfortable indoor temperatures. Two key policy dilemmas for Texas and other hot-climate states were highlighted by the study; namely, how to balance expenditures between installing cost-effective weatherization measures and performing health, safety, and repair items, and that health, safety, and repair items can have an adverse impact on energy savings, which further complicates the weatherization decision process. Several occupant and equipment-related behaviors were observed in the field test homes that help explain why audits may over predict energy consumptions and savings and why air-conditioning electricity savings are difficult to measure. Based on this study, it is recommended that states in hot climates be encouraged to select from an expanded list of measures using advanced audits or other techniques, and further studies examining the benefits obtained from air conditioner measures should be performed. In addition, guidelines should be developed for the hot-climate states on how to (a) balance the objectives of saving energy, improving health and safety, and addressing repair issues, and (b) select repair items.

  5. Energy efficient low-income housing demonstration with Houston Habitat for Humanity. Final status report, October 1, 1995--September 30, 1997

    Using DOE grant funds, the Alliance to Save Energy developed and managed an award-winning low-income housing demonstration in cooperation with Houston Habitat for Humanity at the 1996 and 1997 annual NAHB Builders Show in Houston, Texas. Using a unique group of over 30 national, state and local partners, the energy design of Houston Habitat houses was permanently upgraded to the Energy Star Homes Program threshold. Meeting Energy Star Homes Program criteria, the partner design team increased the level of efficiency approximately 30% over the 1992 Model Energy Code. This innovative design using commercially available materials added approximately $1,400 in cost-effective energy upgrades with an estimated payback of less than 8 years. The 30 public-private partners successfully demonstrated energy and resource efficient housing techniques to the 65,000 NAHB home show attendees and the over 3,000 Habitat affiliates. This project resulted in the Houston Habitat affiliate becoming the nation`s first low-income Energy Star Homes Program home builder. By the year 2000, Houston Habitat anticipates building over 500 homes to this new level of efficiency as well as set an example for other Habitat affiliates nationwide to follow. The 1997 demonstration house utilized an all-women volunteer builders team to construct a 3 bedroom home in Houston Habitat`s Woodglen Subdivision. Energy consumption was remotely metered by Texas A and M.

    The Department of Energy’s Energy Information Administration (EIA) recently released its short term forecast for residential energy prices for the winter of 2005-2006. The forecast indicates significant increases in fuel costs, particularly for natural gas, propane, and home heating oil, for the year ahead. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation’s low-income households by primary heating fuel type, nationally and by Census Region. The statistics are intended for the use of policymakers in the Department of Energy’s Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2006 fiscal year.

    The city of Memphis Division of Housing and Community Development (HCD) receives grant funding each year from the U.S. Department of Housing and Urban Development (HUD) to provide local housing assistance to low-income residents. Through the years, HCD has found that many of the program recipients have had difficulty in managing their households, particularly in meeting monthly financial obligations. One of the major operating costs to low-income households is the utility bill. Furthermore, HCD`s experience has revealed that many low-income residents are simply unaware of ways to reduce their utility bill. Most of the HCD funds are distributed to low-income persons as grants or no/low interest loans for the construction or rehabilitation of single-family dwellings. With these funds, HCD builds 80 to 100 new houses and renovates about 500 homes each year. Houses constructed or renovated by HCD must meet HUD`s minimum energy efficiency standards. While these minimum standards are more than adequate to meet local building codes, they are not as aggressive as the energy efficiency standards being promoted by the national utility organizations and the home building industry. Memphis Light, Gas and Water (MLGW), a city-owned utility, has developed an award-winning program named Comfort Plus which promotes energy efficiency{open_quote} in new residential construction. Under Comfort Plus, MLGW models house plans on computer for a fee and recommends cost-effective alterations which improve the energy efficiency of the house. If the builder agrees to include these recommendations, MLGW will certify the house and guarantee a maximum annual heating/cooling bill for two years. While the Comfort Plus program has received recognition in the new construction market, it does not address the existing housing stock.

    This report outlines the lessons learned and sub-metered energy performance of an ultra low energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. Affordable housing development authorities throughout the United States continually struggle to find the most cost-effective pathway to provide quality, durable, and sustainable housing. The challenge for these authorities is to achieve the mission of delivering affordable housing at the lowest cost per square foot in environments that may be rural, urban, suburban, or within a designated redevelopment district. With the challenges the U.S. faces regarding energy, the environmental impacts of consumer use of fossil fuels and the increased focus on reducing greenhouse gas emissions, housing authorities are pursuing the goal of constructing affordable, energy efficient and sustainable housing at the lowest life-cycle cost of ownership. This report outlines the lessons learned and sub-metered energy performance of an ultra-low-energy single family ranch home and duplex unit, called the Paradigm Pilot Project and presents the final design recommendations for a 153-unit net zero energy residential development called the Josephine Commons Project. In addition to describing the results of the performance monitoring from the pilot project, this paper describes the recommended design process of (1) setting performance goals for energy efficiency and renewable energy on a life-cycle cost basis, (2) using an integrated, whole building design approach, and (3) incorporating systems-built housing, a green jobs training program, and renewable energy technologies into a replicable high performance, low-income housing project development model.

    In July of 2007 The Department of Energy's (DOE's) Energy Information Administration (EIA) released its impact analysis of 'The Climate Stewardship And Innovation Act of 2007,' known as S.280. This legislation, cosponsored by Senators Joseph Lieberman and John McCain, was designed to significantly cut U.S. greenhouse gas emissions over time through a 'cap-and-trade' system, briefly described below, that would gradually but extensively reduce such emissions over many decades. S.280 is one of several proposals that have emerged in recent years to come to grips with the nation's role in causing human-induced global climate change. EIA produced an analysis of this proposal using the National Energy Modeling System (NEMS) to generate price projections for electricity and gasoline under the proposed cap-and-trade system. Oak Ridge National Laboratory integrated those price projections into a data base derived from the EIA Residential Energy Consumption Survey (RECS) for 2001 and the EIA public use files from the National Household Transportation Survey (NHTS) for 2001 to develop a preliminary assessment of impact of these types of policies on low-income consumers. ORNL will analyze the impacts of other specific proposals as EIA makes its projections for them available. The EIA price projections for electricity and gasoline under the S.280 climate change proposal, integrated with RECS and NHTS for 2001, help identify the potential effects on household electric bills and gasoline expenditures, which represent S.280's two largest direct impacts on low-income household budgets in the proposed legislation. The analysis may prove useful in understanding the needs and remedies for the distributive impacts of such policies and how these may vary based on patterns of location, housing and vehicle stock, and energy usage.

    This case study covers the process of successfully integrating photovoltaic (PV) systems into a low-income housing development in northeast Denver, Colorado, focusing specifically on a new financing model and job training. The Northeast Denver Housing Center (NDHC), working in cooperation with Del Norte Neighborhood Development Corporation, Groundwork Denver, and the National Renewable Energy Laboratory (NREL), was able to finance the PV system installations by blending private equity funding with utility rebates, federal tax credits, and public sector funding. A grant provided by the Governor's Energy Office allowed for the creation of the new financing model. In addition, the program incorporated an innovative low-income job training program and an energy conservation incentive program.

    A relevant relation between the dwell time and the density of states for a three-dimensional system of arbitrary shape with an arbitrary number of incoming channels is derived. This result extends the one obtained by Gasparian and co-workers for the case of a one-dimensional symmetrical potential barrier. We believe that such a strong relation is rich in physical significance because the dwell time is the most widely accepted time measure of a particle's dynamics and the density of states in a given region is one of the most relevant properties of a system in equilibrium.

    This study evaluated the impacts of increased ethanol production from corn starch on agricultural land use and the environment in the United States. The Policy Analysis System simulation model was used to simulate alternative ethanol production scenarios for 2007 through 2016. Results indicate that increased corn ethanol production had a positive effect on net farm income and economic wellbeing of the US agricultural sector. In addition, government payments to farmers were reduced because of higher commodity prices and enhanced net farm income. Results also indicate that if Conservation Reserve Program land was converted to crop production in response to higher demand for ethanol in the simulation, individual farmers planted more land in crops, including corn. With a larger total US land area in crops due to individual farmer cropping choices, total US crop output rose, which decreased crop prices and aggregate net farm income relative to the scenario where increased ethanol production happened without Conservation Reserve Program land. Substantial shifts in land use occurred with corn area expanding throughout the United States, especially in the traditional corn-growing area of the midcontinent region.

    The U. S. Department of Energy (DOE), National Association of State Energy Officials (NASEO), and Association of State Energy Research and Technology Transfer Institutions (ASERTTI) signed an intergovernmental agreement on November 14, 2002, that allowed states and territories and the Federal Government to better collaborate on energy research, development, demonstration and deployment (RDD&D) projects. The agreement established the State Technologies Advancement Collaborative (STAC) which allowed the states and DOE to move RDD&D forward using an innovative competitive project selection and funding process. A cooperative agreement between DOE and NASEO served as the contracting instrument for this innovative federal-state partnership obligating funds from DOE's Office of Energy Efficiency and Renewable Energy and Office of Fossil Energy to plan, fund, and implement RDD&D projects that were consistent with the common priorities of the states and DOE. DOE's Golden Field Office provided Federal oversight and guidance for the STAC cooperative agreement. The STAC program was built on the foundation of prior Federal-State efforts to collaborate on and engage in joint planning for RDD&D. Although STAC builds on existing, successful programs, it is important to note that it was not intended to replace other successful joint DOE/State initiatives such as the State Energy Program or EERE Special Projects. Overall the STAC process was used to fund, through three competitive solicitations, 35 successful multi-state research, development, deployment, and demonstration projects with an overall average non-federal cost share of 43%. Twenty-two states were awarded at least one prime contract, and organizations in all 50 states and some territories were involved as subcontractors in at least one STAC project.     This study uses two approaches to the validation of the National Energy Audit (NEAT). The first consists of comparisons of audit-predicted savings to savings observed in a pre- and post-retrofit analysis of metered gas consumption. Here, realization rates, which are the ratio of measured savings to audit-predicted savings, are examined for 49 houses to determine how accurately NEAT predicts savings in a field setting. The second approach involves assessing the accuracy of NEAT`s internal algorithms by comparing its results to those obtained with another engineering model, DOE-2.1E, which is an industry standard. In this analysis, both engineering models are applied to two houses, using the same building description data, and measure-specific estimates of savings are compared. 12 figs., 11 tabs.

    We introduce the distribution of a secret multipartite entangled state in a real-world scenario as a quantum primitive. We show that in the presence of noisy quantum channels (and noisy control operations), any state chosen from the set of two-colorable graph states (Calderbank-Shor-Steane codewords) can be created with high fidelity while it remains unknown to all parties. This is accomplished by either blind multipartite entanglement purification, which we introduce in this paper, or by multipartite entanglement purification of enlarged states, which offers advantages over an alternative scheme based on standard channel purification and teleportation. The parties are thus provided with a secret resource of their choice for distributed secure applications.

    The Department of Energy's Energy Information Administration (EIA) recently released its short-term forecast for residential energy prices for the winter of 2007-2008. The forecast indicates increases in costs for low-income consumers in the year ahead, particularly for those using fuel oil to heat their homes. In the following analysis, the Oak Ridge National Laboratory has integrated the EIA price projections with the Residential Energy Consumption Survey (RECS) for 2001 in order to project the impact of these price increases on the nation's low-income households by primary heating fuel type, nationally and by Census Region. The report provides an update of bill estimates provided in a previous study, "The Impact Of Forecasted Energy Price Increases On Low-Income Consumers" (Eisenberg, 2005). The statistics are intended for use by policymakers in the Department of Energy's Weatherization Assistance Program and elsewhere who are trying to gauge the nature and severity of the problems that will be faced by eligible low-income households during the 2008 fiscal year. In addition to providing expenditure forecasts for the year immediately ahead, this analysis uses a similar methodology to give policy makers some insight into one of the major policy debates that will impact low-income energy expenditures well into the middle decades of this century and beyond. There is now considerable discussion of employing a cap-and-trade mechanism to first limit and then reduce U.S. emissions of carbon into the atmosphere in order to combat the long-range threat of human-induced climate change. The Energy Information Administration has provided an analysis of projected energy prices in the years 2020 and 2030 for one such cap-and-trade carbon reduction proposal that, when integrated with the RECS 2001 database, provides estimates of how low-income households will be impacted over the long term by such a carbon reduction policy.

    To more fully evaluate its programs to increase the energy efficiency of the U.S. residential and commercial building stock, the U.S. Department of Energy’s Office of Energy Efficiency and Renewable Energy (EERE) assesses the macroeconomic impacts of those programs, specifically on national employment, wage income, and (most recently) investment. The analysis is conducted using the Impact of Sector Energy Technologies (ImSET) model, a special-purpose 188-sector input-output model of the U.S. economy designed specifically to evaluate the impacts of energy efficiency investments and saving. For the analysis described in the paper, ImSET was amended to provide estimates of sector-by-sector capital requirements and investment. In the scenario of the Fiscal Year (FY) 2005 Buildings Technology (BT) program, the technologies and building practices being developed and promoted by the BT program have the prospect of saving about 2.9×1015 Btu in buildings by the year 2030, about 27% of the expected growth in buildings energy consumption by the year 2030. The analysis reported in the paper finds that, by the year 2030, these savings have the potential to increase employment by up to 446,000 jobs, increase wage income by $7.8 billion, reduce needs for capital stock in the energy sector and closely related supporting industries by about $207 billion (and the corresponding annual level of investment by $13 billion), and create net capital savings that are available to grow the nation’s future economy.

    The U.S. Department of Transportation (USDOT) initiated an effort in 1969 to collect detailed data on personal travel, with the most recent surveys being the 1995 Nationwide Personal Transportation Survey (NPTS) and the 2001 and 2009 National Household Travel Surveys (NHTS). The primary objective of these surveys is to collect trip-based data on the nature and characteristics of personal travel so that the relationships between the characteristics of personal travel and the socio-economic and demographic characteristics of the traveler and his/her household can be established. In addition to the number of sample households that the national NPTS/NHTS survey allotted to New York State, NYDOT procured an additional sample of households in the 1995, 2001, and 2009 surveys. The comparisons drawn in this report compare the results from these NYS sampled households to the results from households drawn for the rest of the nation. Many of the differences between NYC counties and others in the state result from the striking differences in private vehicle ownership levels, with less than one in two NYC drivers and only 64% of NYC households owning a vehicle in 2009: versus 9 out of 10 drivers owning a vehicle, and between 1.5 and 2 vehicles owned per household, on the average, in the state's other metro areas. And this situation has changed very little over the past fourteen years covered by the three latest NPTS/NHTS surveys. While households in metro areas outside NYC do not own a vehicle largely due to income constraints, many households in NYC/Manhattan do not own a vehicle by choice. However, the statistics suggest that the mobility of zero-vehicle households in NYC/Manhattan is by no means deterred by the lack of a vehicle. While the private vehicle tripmaking rate of NYC residents was between one half and one third that in the state's other metro areas, and their daily VMT about half that of other metro areas, most of their daily travel needs were met by walking or by

Two econometric approaches are applied. The first approach is a fixed effects model, while the second is a Stochastic Frontier Analysis (SFA) with fixed effects model. The advantage of the first approach is the ability of controlling for stable time invariant characteristics of the municipalities, thereby eliminating potentially large sources of bias. The second approach is applied in order to estimate the technical efficiency and rank of each municipality accordingly. The regressions control for various demographic, economic and recycling services, such as income per capita, population density, unemployment, trash services, Pay-as-you-throw (PAYT) program and meteorological data. The findings support that a negative relationship between particulate particles in the air 2.5 μm or less in size (PM{sub 2.5}) and recycling rate is presented. In addition, the pollution is increased with increases on income per capita up to $23,000–$26,000, while after this point income contributes positively on air quality. Finally, based on the efficiency derived by the Stochastic Frontier Analysis (SFA) model, the municipalities which provide both drop off and curbside services for trash, food and yard waste and the PAYT program present better performance regarding the air quality.

    The JWL equation of state (EOS) is frequently used for the products (and sometimes reactants) of a high explosive (HE). Here we review and systematically derive important properties. The JWL EOS is of the Mie-Grueneisen form with a constant Grueneisen coefficient and a constants specific heat. It is thermodynamically consistent to specify the temperature at a reference state. However, increasing the reference state temperature restricts the EOS domain in the (V, e)-plane of phase space. The restrictions are due to the conditions that P ≥ 0, T ≥ 0, and the isothermal bulk modulus is positive. Typically, this limits the low temperature regime in expansion. The domain restrictions can result in the P-T equilibrium EOS of a partly burned HE failing to have a solution in some cases. For application to HE, the heat of detonation is discussed. Example JWL parameters for an HE, both products and reactions, are used to illustrate the restrictions on the domain of the EOS.

    A complete classification of qqqq tetraquark states in terms of the spin-flavor, color, and spatial degrees of freedom was constructed. The permutation symmetry properties of both the spin-flavor and orbital parts of the qq and qq subsystems are discussed. This complete classification is general and model independent and it is useful both for model builders and experimentalists. The total wave functions are also explicitly constructed in the hypothesis of ideal mixing; this basis for tetraquark states will enable the eigenvalue problem to be solved for a definite dynamical model. An evaluation of the tetraquark spectrum was obtained from the Iachello mass formula for normal mesons, here generalized to tetraquark systems. This mass formula is a generalization of the Gell-Mann Okubo mass formula, whose coefficients have been upgraded by a study of the latest PDG data. The ground-state tetraquark nonet was identified with f{sub 0}(600),{kappa}(800),f{sub 0}(980),a{sub 0}(980). The diquark-antidiquark limit was also studied.

    As a policy tool, state tax incentives can be structured to help states meet clean energy goals. Policymakers often use state tax incentives in concert with state and federal policies to support renewable energy deployment or reduce market barriers. This analysis used case studies of four states to assess the contributions of state tax incentives to the development of renewable energy markets. State tax incentives that are appropriately paired with complementary state and federal policies generally provide viable mechanisms to support renewable energy deployment. However, challenges to successful implementation of state tax incentives include serving project owners with limited state tax liability, assessing appropriate incentive levels, and differentiating levels of incentives for technologies with different costs. Additionally, state tax incentives may result in moderately higher federal tax burdens. These challenges notwithstanding, state tax incentives that consider certain policy design characteristics can support renewable energy markets and state clean energy goals.The scale of their impact though is directly related to the degree to which they support the renewable energy markets for targeted sectors and technologies. This report highlights important policy design considerations for policymakers using state tax incentives to meet clean energy goals.

    India`s government wants to energize its economy and provide adequate service to industry and its nearly one billion people, but the long term need for fundamental reform remains largely at the state level. The electric power industry in India has grown from approximately 1,300 MW at national independence in 1947 to approximately 80,000 MW today; its population is some 940 million. By contrast, the six New England states, with a combined population of about 13 million, have approximately 25,000 MW of installed capacity. However one describes it, by the standards of an industrialized society India has great need to develop its electricity sector. Unfortunately, India also has limited financial resources. For example, per capita income (gross domestic product) in 1994 was roughly $300, or $1,300 in purchasing power equivalent, as compared with close to $26,000 in the United States. It is widely recognized that, despite much progress in India in the creation of important new institutions and economic liberalization, the electricity sector is in difficult straits. The intent of this article is to address some of the problematic issues associated with the power sector in India and the changes that appear to be required to remedy them. The focus of the article is on the need to restructure and fundamentally reform the power sector. The paper will describe some of the key elements of such a program. The author focuses in part on the state of Orissa, on India`s east coast, which has initiated a major reform program and is an interesting example of the magnitude and complexity of the required effort.

    In support of the U.S. Department of Energy`s Weatherization Assistance Program, Oak Ridge National Laboratory has performed a literature review of weatherization measures applicable for homes located in warm climate regions. Sources for this information included: (1) documented engineering estimates, (2) vendor information, (3) reported performance from research and field tests, and (4) direct discussions with researchers, vendors, and field reporters. Estimated savings are extrapolated from reported energy savings and applied to the end-use energy consumption for low-income homes reported by the Energy Information Administration. Additionally, installation costs, savings-to-investment ratios, and parameters indicating performance sensitivity to issues such as occupancy, construction, client education, and maintenance requirements are presented. The report is comprised of two sections: (1) an overview of measure performance, and (2) an appendix. The overview of measures is in a tabular format, which allows for quick reference. More detailed discussions and references for each measure are presented in the Appendix and it is highly recommended that these be reviewed prior to measure selection.

    The rapid thermal cycling of a material is targeted. A solid state heat exchanger with a first well and second well is coupled to a power module. A thermoelectric element is coupled to the first well, the second well, and the power module, is configured to transfer thermal energy from the first well to the second well when current from the power module flows through the thermoelectric element in a first direction, and is configured to transfer thermal energy from the second well to the first well when current from the power module flows through the thermoelectric element in a second direction. A controller may be coupled to the thermoelectric elements, and may switch the direction of current flowing through the thermoelectric element in response to a determination by sensors coupled to the wells that the amount of thermal energy in the wells falls below or exceeds a pre-determined threshold.

    Efimov states are a sequence of shallow three-body bound states that arise when the two-body scattering length is large. Efimov showed that the binding energies of these states can be calculated in terms of the scattering length and a three-body parameter by solving a transcendental equation involving a universal function of one variable. We calculate this universal function using effective field theory and use it to describe the three-body system of {sup 4}He atoms. We also extend Efimov's theory to include the effects of deep two-body bound states, which give widths to the Efimov states.

Low thermal resistance between the solid state devices and an exterior of the package and matched coefficient of thermal expansion between the solid state devices and the materials used in packaging enables high power operation. The solid state devices are soldered between two layers of ceramic with metal traces that interconnect the devices and external contacts. This approach provides a simple method for assembling and encapsulating high power solid state devices.

    The purpose of State Coal Profiles is to provide basic information about the deposits, production, and use of coal in each of the 27 States with coal production in 1992. Although considerable information on coal has been published on a national level, there is a lack of a uniform overview for the individual States. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. While focusing on coal output, State Coal Profiles shows that the coal-producing States are major users of coal, together accounting for about three-fourths of total US coal consumption in 1992. Each coal-producing State is profiled with a description of its coal deposits and a discussion of the development of its coal industry. Estimates of coal reserves in 1992 are categorized by mining method and sulfur content. Trends, patterns, and other information concerning production, number of mines, miners, productivity, mine price of coal, disposition, and consumption of coal are detailed in statistical tables for selected years from 1980 through 1992. In addition, coal`s contribution to the State`s estimated total energy consumption is given for 1991, the latest year for which data are available. A US summary of all data is provided for comparing individual States with the Nation as a whole. Sources of information are given at the end of the tables.

    We report computer simulations of an excess electron in various structural motifs of polyethylene at room temperature, including lamellar and interfacial regions between amorphous and lamellae, as well as nanometre-sized voids. Electronic properties such as density of states, mobility edges, and mobilities are computed on the different phases using a block Lanczos algorithm. Our results suggest that the electronic density of states for a heterogeneous material can be approximated by summing the single phase density of states weighted by their corresponding volume fractions. Additionally, a quantitative connection between the localized states of the excess electron and the local atomic structure is presented.

  17. An Analysis of Residential PV System Price Differences between the United States and Germany

    Residential photovoltaic (PV) systems were twice as expensive in the United States as in Germany (median of $5.29/W vs. $2.59/W) in 2012. This price discrepancy stems primarily from differences in non-hardware or "soft" costs between the two countries, which can only be explained in part by differences in cumulative market size and associated learning. A survey of German PV installers was deployed to collect rough data on PV soft costs in Germany to compare to results of a similar survey of U.S. PV installers. Non-module hardware costs and all analyzed soft costs are lower in Germany, especially for customer acquisition, installation labor, and profit/overhead costs, but also for expenses related to permitting, interconnection, and inspection procedures. Additional costs occur in the United States due to state and local sales taxes, smaller average system sizes, and longer project development times. To reduce the identified additional costs of residential PV systems, the United States could introduce policies that enable a robust and lasting market while minimizing market fragmentation.

  18. Metaevaluation of National Weatherization Assistance Program Based on State Studies, 1993-2002

    The National Weatherization Assistance Program, sponsored by the U.S. Department of Energy (DOE) and implemented by state and local agencies throughout the United States, weatherizes homes for low-income residents in order to increase their energy efficiency and lower utility bills. Research staff members at Oak Ridge National Laboratory (ORNL) have performed two previous metaevaluations of this program (Berry, 1997; Schweitzer and Berry, 1999). Both of these earlier metaevaluations involved synthesizing the results from individual studies of state weatherization efforts completed during a several year period. This report is the third in a series of metaevaluations of state-level studies. It is built on the foundation developed by the previous two metaevaluations. The purpose of this report, like that of the two earlier ORNL metaevaluations, is to provide a current estimate of the average national energy savings per home weatherized for the Weatherization Assistance Program based on the relevant state-level studies. All three of the metaevaluations, including this one, were designed to be updates to the findings of a national evaluation of the Weatherization Assistance Program, which examined a representative national sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993). Although the first and second metaevaluations used separate sets of state-level studies, completed during different time periods, there was little difference in their findings about the typical national energy savings per weatherized home for homes that heat with natural gas. Our initial analysis efforts for this report involved repeating the same procedures that had been used in the previous two reports. In particular, we collected and examined only the state-level evaluations that had become available between September of 1998 and August of 2002. In this report, Oak Ridge National Laboratory (ORNL) identifies and analyzes differences, if any, in travel patterns that are attributable to demographic characteristics (e.g., gender, age, race and ethnicity), household characteristics (e.g., low income households, zero and one car households), modal characteristics and geographic location. Travel patterns of those who work at home are examined and compared to those of conventional workers, as well as those who do not work. Focus is given to trip frequency, travel by time of day, trip purpose, and mode choice. For example, included in this analysis is the mobility of the elderly population in New York State. The American society is undergoing a major demographic transformation that is resulting in a greater percentage of older individuals in the population. In addition to demographic changes, recent travel surveys show that an increasing number of older individuals are licensed to drive and that they drive more than their same age cohort did a decade ago. Cohort differences in driving are particularly apparent - not only are more of today's elderly population licensed to drive than their age cohort two decades ago, they also drive more. Equally important are the increase in immigration and in racial and cultural diversity. This report also discusses vehicle availability, socioeconomic characteristics, travel trends (e.g., miles travelled, distance driven, commute patterns), and the transportation accessibility of these populations. Specifically, this report addresses in detail the travel behavior of the following special populations: (1) the elderly, defined as those who were 65 years old or older, (2) low-income households, (3) ethnic groups and immigrants, and (4) those who worked at home.

    The goal of this research program is to elucidate the elementary dynamical mechanisms of vibrational and rotational energy transfer between molecules, at a quantum-state resolved level of detail. Molecular beam techniques are used to isolate individual molecular collisions, and to control the kinetic energy of collision. Lasers are used both to prepare specific quantum states prior to collision by stimulated-emission pumping (SEP), and to measure the distribution of quantum states in the collision products by laser-induced fluorescence (LIF). The results are interpreted in terms of dynamical models, which may be cast in a classical, semiclassical or quantum mechanical framework, as appropriate.

Staff at Oak Ridge National Laboratory (ORNL) performed a metaevaluation of this program, which involved synthesizing the results from ten individuals studies of state weatherization efforts completed between April 1996 and September 1998. The states whose studies were used in this metaevaluation, the dates of program operations covered by these studies, and the fuels that were examined are shown in Table ES-1. This effort represents a follow-up to an earlier ORNL metaevaluation of the Weatherization Assistance Program that looked at 19 state studies completed between 1990 and early 1996 (Berry 1997). That study, in turn, was done as an update to a national evaluation of the Weatherization Assistance Program that examined a representative sample of several thousand structures weatherized in 1989 (Brown, Berry, Balzer, and Faby 1993).

    This project was developed in response to a cooperative agreement offering by the U.S. Department of Energy (DOE) and the National Energy Technology Laboratory (NETL) under the State Support of Domestic Production DE-FC26-04NT15456. The Interstate Oil and Gas Compact Commission (IOGCC) performed efforts in support of State programs related to the security, reliability and growth if our nation's domestic production of oil and natural gas. The project objectives were to improve the States ability to monitor the security of oil and gas operations; to maximize the production of domestic oil and natural gas thereby minimizing the threat to national security posed by interruptions in energy imports; to assist States in developing and maintaining high standards of environmental protection; to assist in addressing issues that limit the capacity of the industry; to promote the deployment of the appropriate application of technology for regulatory efficiency; and to inform the public about emerging energy issues.

    SLAB-LLNL is a steady-state one-dimensional program which calculates the atmospheric dispersion of a heavier than air gas that is continuously released at ground level. The model is based on the steady-state crosswind-averaged conservation equations of species, mass, energy, and momentum. It uses the air entrainment concept to account for the turbulent mixing of the gas cloud with the surrounding atmosphere and similarity profiles to determine the crosswind dependence.

    A third quantization formalism is applied to a simplified multiverse scenario. A well-defined quantum state of the multiverse is obtained which agrees with standard boundary condition proposals. These states are found to be squeezed, and related to accelerating universes: they share similar properties to those obtained previously by Grishchuk and Siderov. We also comment on related works that have criticized the third quantization approach.

  10. Entangled states close to the maximally mixed state

    This paper deals with the radius of the largest ball of separable mixed states around the maximally mixed state for multiqubit systems. This radius determines how close entangled states can be to the maximally mixed state. In Aubrun and Szarek (e-print arXiv:quant-ph/0503221) an upper bound on the radius was given, while in Gurvits and Barnum (e-print arXiv:quant-ph/0409095) a lower bound was provided. In this paper we improve both the upper and the lower bound, bringing the ratio of these bounds down to a constant c={radical}(34/27){approx_equal}1.122, as opposed to a term of order {radical}(m log m) for the best bounds known previously, where m is the number of qubits in the system. We construct concrete examples of separable states on the boundary to entanglement which realize the upper bounds. As a by-product, we compute the radii of the largest balls that fit into the projective tensor product of three and four unit balls in R{sup 3} and in the projective tensor product of an arbitrary number of unit balls in R{sup n} for n=2, 4, and 8.

    Due to the role electricity plays in the Nation`s economic and social well-being, interested parties have been following the electric power industry`s transition by keeping abreast of the restructuring and deregulation events that are taking place almost daily. Much of the attention centers around the States and how they are restructuring the business of electricity supply within their respective jurisdictions. This report is designed to profile each State and the District of Columbia regarding not only their current restructuring activities, but also their electricity generation and concomitant statistics from 1986 through 1996. Included are data on a number of subject areas including generating capability, generation, revenues, fuel use, capacity factor for nuclear plants, retail sales, and pollutant emissions. Although the Energy Information Administration (EIA) publishes this type of information, there is a lack of a uniform overview for each individual State. This report is intended to help fill that gap and also to serve as a framework for more detailed studies. In addition to basic statistics in tables and graphs, a textual section is provided for each State, discussing some of the points relative to electricity production that are noteworthy in, or unique to, that particular State. Also, each State is ranked according to the place it holds, as compared to the rest of the states, in various relevant areas, such as its average price of electricity per kilowatthour, its population, and its emissions of certain atmospheric pollutants. The final chapter covers the Nation as a whole. 451 figs., 520 tabs.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity. Currently, the region has approximately 1,180 companies that are part of the growing hydrogen and fuel cell industry supply chain in the region. These companies are estimated to have over $1 billion in annual revenue and investment, contribute more than $51 million in annual state and local tax revenue

  15. Thermodynamic States in Explosion Fields

    We investigate the thermodynamic states occurring in explosion fields from condensed explosive charges. These states are often modeled with a Jones-Wilkins-Lee (JWL) function. However, the JWL function is not a Fundamental Equation of Thermodynamics, and therefore cannot give a complete specification of such states. We use the Cheetah code of Fried to study the loci of states of the expanded detonation products gases from C-4 charges, and their combustion products air. In the Le Chatelier Plane of specific-internal-energy versus temperature, these loci are fit with a Quadratic Model function u(T), which has been shown to be valid for T < 3,000 K and p < 1k-bar. This model is used to derive a Fundamental Equation u(v,s) for C-4. Given u(v,s), one can use Maxwell's Relations to derive all other thermodynamic functions, such as temperature: T(v,s), pressure: p(v,s), enthalpy: h(v,s), Gibbs free energy: g(v,s) and Helmholz free energy: f(v,s); these loci are displayed in figures for C-4. Such complete equations of state are needed for numerical simulations of blast waves from explosive charges, and their reflections from surfaces.

  16. Thermodynamic States in Explosion Fields

    Here we investigate the thermodynamic states occurring in explosion fields from the detonation of condensed explosives in air. In typical applications, the pressure of expanded detonation products gases is modeled by a Jones-Wilkins-Lee (JWL) function: P{sub JWL} = f(v,s{sub CJ}); constants in that function are fit to cylinder test data. This function provides a specification of pressure as a function of specific volume, v, along the expansion isentrope (s = constant = s{sub CJ}) starting at the Chapman-Jouguet (CJ) state. However, the JWL function is not a fundamental equation of thermodynamics, and therefore gives an incomplete specification of states. For example, explosions inherently involve shock reflections from surfaces; this changes the entropy of the products, and in such situations the JWL function provides no information on the products states. In addition, most explosives are not oxygen balanced, so if hot detonation products mix with air, they after-burn, releasing the heat of reaction via a turbulent combustion process. This raises the temperature of explosion products cloud to the adiabatic flame temperature ({approx}3,000K). Again, the JWL function provides no information on the combustion products states.

    The 3rd Penn State Bioinorganic Workshop took place in early June 2014 and was combined with the 3rd Penn State Frontiers in Metallobiochemistry Symposium. The workshop was even larger than the 2nd Penn State Bioinorganic Workshop we offered in 2012. It had even more participants (162 rather than 123 in 2012). Like the 2012 workshop, the 2014 workshop had three parts. The first part consisted of 16 90-minute lectures presented by faculty experts on the topic of their expertise (see below). Based on the suggestions from the 2012 workshop, we have recorded all 16 lectures professionally and make them available to the entire bioinorganic community via online streaming. In addition, hard copies of the recordings are available as backup.
