    The M8 calibration experiment was a series of 23 irradiations in TREAT performed to determine the relationship between the fission power generated in the TREAT core and the fission power generated in experiment fuel located in an in-core experiment vehicle and irradiated by core neutrons. The experiment was planned to provide the essential calibration information specifically needed for planning and analysis of the M8 test (and subsequent tests similar in geometry to M8) to be performed in the post-upgrade TREAT core. Irradiations were performed in TREAT cores loaded with a full-slotted (to optimize hodoscope performance) and with a half-slotted (to maximize energy deposition). Tests included a few selected low-power irradiations of fresh IFR-type U-Zr and U-Pu-Zr fuel pins supplemented by multiple irradiations of uranium-zirconium monitor wires ranging from low steady-state power to high-power maximal transients. This report describes the M8CAL test hardware, measurements, analysis assumptions, and methods used to deduce power coupling between the reactor and experiment fuel--including both absolute magnitudes and axial distributions. Power coupling results are reported for fresh IF fuel pins under high-power transient test conditions appropriate to the planned M8 transient test. In line with previous calibration data, measured dependence of power coupling on the specifics of each irradiation is also shown to correlate well with the in-core axial locations of the TREAT control rods. Estimates are made for maximal test fuel energy deposition capabilty in controlled transients.

    A computer software package for simulating coiled tubing operations has been developed at Rogaland Research. The software is named CriTiCAL, for Critical Coiled Tubing Calculations. It is a PC program running under Microsoft Windows. CriTi-CAL is designed for predicting force, stress, torque, lockup, circulation pressure losses and along-hole-depth corrections for coiled tubing workover and drilling operations. CriTi-CAL features an user-friendly interface, integrated work string and survey editors, flexible input units and output format, on-line documentation and extensive error trapping. CriTi-CAL was developed by using a combination of Visual Basic and C. Such an approach is an effective way to quickly develop high quality small to medium size software for the oil industry. The software is based on the results of intensive experimental and theoretical studies on buckling and post-buckling of coiled tubing at Rogaland Research. The software has been validated by full-scale test results and field data.

    The structural characterization of CalO1 is reported. The X-ray structure determination at 2.4 Ã… resolution of the putative orsellinic acid C3 O-methyltransferase (CalO1) involved in calicheamicin biosynthesis is reported. Comparison of CalO1 with a homology model of the functionally related calicheamicin orsellinic acid C2 O-methyltransferase (CalO6) implicates several residues that are likely to contribute to the regiospecificity of alkylation. Consistent with the proposed requirement of an acyl-carrier-protein-bound substrate, this structural study also reveals structural determinants within CalO1 that are anticipated to accommodate an association with an acyl carrier protein.

    Cystic fibrosis (CF) is associated with loss-of-function mutations in the CF transmembrane conductance regulator (CFTR), which regulates epithelial fluid and ion homeostasis. The CFTR cytoplasmic C-terminus interacts with a number of PDZ (PSD-95/Dlg/ZO-1) proteins that modulate its intracellular trafficking and chloride-channel activity. Among these, the CFTR-associated ligand (CAL) has a negative effect on apical-membrane expression levels of the most common disease-associated mutant {Delta}F508-CFTR, making CAL a candidate target for the treatment of CF. A selective peptide inhibitor of the CAL PDZ domain (iCAL36) has recently been developed and shown to stabilize apical expression of {Delta}F508-CFTR, enhancing net chloride-channel activity, both alone and in combination with the folding corrector corr-4a. As a basis for structural studies of the CAL-iCAL36 interaction, a purification protocol has been developed that increases the oligomeric homogeneity of the protein. Here, the cocrystallization of the complex in space group P2{sub 1}2{sub 1}2{sub 1}, with unit-cell parameters a = 35.9, b = 47.7, c = 97.3 {angstrom}, is reported. The crystals diffracted to 1.4 {angstrom} resolution. Based on the calculated Matthews coefficient (1.96 {angstrom}{sup 3} Da{sup -1}), it appears that the asymmetric unit contains two complexes.

    CalTOX has been developed as a set of spreadsheet models and spreadsheet data sets to assist in assessing human exposures from continuous releases to multiple environmental media, i.e. air, soil, and water. It has also been used for waste classification and for setting soil clean-up levels at uncontrolled hazardous wastes sites. The modeling components of CalTOX include a multimedia transport and transformation model, multi-pathway exposure scenario models, and add-ins to quantify and evaluate uncertainty and variability. All parameter values used as inputs to CalTOX are distributions, described in terms of mean values and a coefficient of variation, rather than as point estimates or plausible upper values such as most other models employ. This probabilistic approach allows both sensitivity and uncertainty analyses to be directly incorporated into the model operation. This manual provides CalTOX users with a brief overview of the CalTOX spreadsheet model and provides instructions for using the spreadsheet to make deterministic and probabilistic calculations of source-dose-risk relationships.

    This report provides a summary of the Air Force CALS Test Network (AFCTN) Test Report Transfer of Air Force Technical Procurement Bid Set Data to Small Businesses, Using CALS and EDI (AFCTN Test Report 94-034, UCRL-ID-118619). It represents a synthesis of the results, conclusions, and recommendations, as well as a more concise presentation of the issues and strategies as viewed from AFCTN`s perspective. This report documents a test transfer of three Air Force technical procurement bid sets to one large and twelve small businesses, using the Department of Defense (DoD) Continuous Acquisition and Life-cycle Support (CALS) and ANSI ASC X12 Electronic Data Interchange (EDI) standards. The main goal of the test was to evaluate the effectiveness of using CALS technical data within the context of the DoD`s EDI-based standard approach to electronic commerce in procurement, with particular emphasis on receipt and use of the data by small contractors. Air Force procurement data was provided by the Sacramento Air Logistics Center at McClellan Air Force Base; the manufacturing participants were selected from among McClellan`s {open_quote}Blue Ribbon{close_quote} contractors, located throughout the United States. The test was sponsored by the Air Force CALS Test Network, headquartered at Wright-Patterson Air Force Base. The test successfully demonstrated the technical feasibility of including CALS MIL-R-28002 (Raster) engineering data in an EDI Specification/Technical Information transaction set (ANSI ASC X12 841) when issuing electronic requests for quotation to small businesses. In many cases, the data was complete enough for the contractor participant to feel comfortable generating a quote.

    Several popular force fields, namely, CHARMM, AMBER, OPLS-AA, and MM3, have been tested for their ability to reproduce highly accurate quantum mechani- cal potential energy curves for noncovalent interactions in the benzene dimer, the benzene-CH4 complex, and the benzene-H2S complex. All of the force fields are semi-quantitatively correct, but none of them is consistently reliable quantitatively. Re-optimization of Lennard-Jones parameters and symmetry-adapted perturbation theory analysis for the benzene dimer suggests that better agreement cannot be expected unless more flexible functional forms (particularly for the electrostatic contributions)are employed for the empirical force fields.

    Community Multiscale Air Quality (CMAQ) model simulations utilizing the traditional organic aerosol (OA) treatment (CMAQ-AE6) and a volatility basis set (VBS) treatment for OA (CMAQ-VBS) were evaluated against measurements collected at routine monitoring networks (Chemical Speciation Network (CSN) and Interagency Monitoring of Protected Visual Environments (IMPROVE)) and those collected during the 2010 California at the Nexus of Air Quality and Climate Change (CalNex) field campaign to examine important sources of OA in southern California. Traditionally, CMAQ treats primary organic aerosol (POA) as nonvolatile and uses a two-product framework to represent secondary organic aerosol (SOA) formation. CMAQ-VBS instead treats POA asmore » semivolatile and lumps OA using volatility bins spaced an order of magnitude apart. The CMAQ-VBS approach underpredicted organic carbon (OC) at IMPROVE and CSN sites to a greater degree than CMAQ-AE6 due to the semivolatile POA treatment. However, comparisons to aerosol mass spectrometer (AMS) measurements collected at Pasadena, CA, indicated that CMAQ-VBS better represented the diurnal profile and primary/secondary split of OA. CMAQ-VBS SOA underpredicted the average measured AMS oxygenated organic aerosol (OOA, a surrogate for SOA) concentration by a factor of 5.2, representing a considerable improvement to CMAQ-AE6 SOA predictions (factor of 24 lower than AMS).     CalTOX has been developed as a spreadsheet model to assist in health-risk assessments that address contaminated soils and the contamination of adjacent air, surface water, sediments, and ground water. The modeling effort includes a multimedia transport and transformation model, exposure scenario models, and efforts to quantify and reduce uncertainty in multimedia, multiple-pathway exposure models. This report provides an overview of the CalTOX model components, lists the objectives of the model, describes the philosophy under which the model was developed, identifies the chemical classes for which the model can be used, and describes critical sensitivities and uncertainties. The multimedia transport and transformation model is a dynamic model that can be used to assess time-varying concentrations of contaminants introduced initially to soil layers or for contaminants released continuously to air or water. This model assists the user in examining how chemical and landscape properties impact both the ultimate route and quantity of human contact. Multimedia, multiple pathway exposure models are used in the CalTOX model to estimate average daily potential doses within a human population in the vicinity of a hazardous substances release site. The exposure models encompass twenty-three exposure pathways. The exposure assessment process consists of relating contaminant concentrations in the multimedia model compartments to contaminant concentrations in the media with which a human population has contact (personal air, tap water, foods, household dusts soils, etc.). The average daily dose is the product of the exposure concentrations in these contact media and an intake or uptake factor that relates the concentrations to the distributions of potential dose within the population.

    Aerosol samples from the CalNex 2010 field study were analyzed using high resolution mass spectrometry (HR-MS) coupled to a nanospray-desorption/electrospray ionization (nano-DESI) source. The samples were collected in Bakersfield, CA on June 22-23, 2010. The chemical formulas of over 1300 unique molecular species were detected in the mass range of 50-800 m/z. Our analysis focused on identification of two main groups: compounds containing only carbon, hydrogen, and oxygen (CHO only), and nitrogen-containing organic compounds (NOC). The NOC accounted for 35% (by number) of the compounds observed in the afternoon, and for 59% in the early morning samples. By comparing plausible reactant-product pairs, we propose that over 50% of the NOC in each sample could have been formed through reactions transforming carbonyls into imines. The CHO only compounds were dominant in the afternoon suggesting a photochemical source. The average O:C ratios of all observed compounds were fairly consistent throughout the day, ranging from 0.34 in the early morning to 0.37 at night. We conclude that both photooxidation and ammonia chemistry play important roles in forming the compounds observed in this mixed urban-rural environment.

We constrain the model predictions with measurements from several platforms and compare predictions with particle and gas-phase observations from the CalNex Pasadena ground site. That site provides a unique opportunity to study aerosol formation close to anthropogenic emission sources with limited recirculation. The model SOA formed only from the oxidation of VOCs (V-SOA) is insufficient to explain the observed SOA concentrations, even when using SOA parameterizations with multi-generationmore » oxidation that produce much higher yields than have been observed in chamber experiments, or when increasing yields to their upper limit estimates accounting for recently reported losses of vapors to chamber walls. The Community Multiscale Air Quality (WRF-CMAQ) model (version 5.0.1) provides excellent predictions of secondary inorganic particle species but underestimates the observed SOA mass by a factor of 25 when an older VOC-only parameterization is used, which is consistent with many previous model-measurement comparisons for pre-2007 anthropogenic SOA modules in urban areas. Including SOA from primary semi-volatile and intermediate volatility organic compounds (P-S/IVOCs) following the parameterizations of Robinson et al. (2007), Grieshop et al. (2009), or Pye and Seinfeld (2010) improves model/measurement agreement for mass concentration. When comparing the three parameterizations, the Grieshop et al. (2009) parameterization more accurately reproduces both the SOA mass concentration and oxygen-to-carbon ratio inside the urban area.     Carbonaceous aerosols impact climate directly by scattering and absorbing radiation, and hence play a major, although highly uncertain, role in global radiative forcing. Commonly, ambient carbonaceous aerosols are internally mixed with secondary species such as nitrate, sulfate, and ammonium, which influence their climate impacts through optical properties, hygroscopicity, and atmospheric lifetime. Aircraft-aerosol time-of-flight mass spectrometry (A-ATOFMS), which measures single-particle mixing state, was used to determine the fraction of organic and soot aerosols that were internally mixed and the variability of their mixing state in California during the Carbonaceous Aerosol and Radiative Effects Study (CARES) and the Research at the Nexus of Air Quality and Climate Change (CalNex) field campaigns in the late spring and early summer of 2010. Nearly 88% of all A-ATOFMS measured particles (100-1000 nm in diameter) were internally mixed with secondary species, with 96% and 75% of particles internally mixed with nitrate and/or sulfate in southern and northern California, respectively. Even though atmospheric particle composition in both regions was primarily influenced by urban sources, the mixing state was found to vary greatly, with nitrate and soot being the dominant species in southern California, and sulfate and organic carbon in northern California. Furthermore, mixing state varied temporally in northern California, with soot becoming the prevalent particle type towards the end of the study as regional pollution levels increased. The results from these studies demonstrate that the majority of ambient carbonaceous particles are internally mixed and are heavily influenced by secondary species that are most predominant in each region. Based on these findings, considerations of regionally dominant sources and secondary species, as well as temporal variations of aerosol physical and optical properties, will be required to obtain more accurate predictions of the

    This benchmarking review has been developed to support benchmarking planning and tool development under discussion by the California Energy Commission (CEC), Lawrence Berkeley National Laboratory (LBNL) and others in response to the Governor's Executive Order S-20-04 (2004). The Executive Order sets a goal of benchmarking and improving the energy efficiency of California's existing commercial building stock. The Executive Order requires the CEC to propose ''a simple building efficiency benchmarking system for all commercial buildings in the state''. This report summarizes and compares two currently available commercial building energy-benchmarking tools. One tool is the U.S. Environmental Protection Agency's Energy Star National Energy Performance Rating System, which is a national regression-based benchmarking model (referred to in this report as Energy Star). The second is Lawrence Berkeley National Laboratory's Cal-Arch, which is a California-based distributional model (referred to as Cal-Arch). Prior to the time Cal-Arch was developed in 2002, there were several other benchmarking tools available to California consumers but none that were based solely on California data. The Energy Star and Cal-Arch benchmarking tools both provide California with unique and useful methods to benchmark the energy performance of California's buildings. Rather than determine which model is ''better'', the purpose of this report is to understand and compare the underlying data, information systems, assumptions, and outcomes of each model.

    Building energy benchmarking is the comparison of whole-building energy use relative to a set of similar buildings. It provides a useful starting point for individual energy audits and for targeting buildings for energy-saving measures in multiple-site audits. Benchmarking is of interest and practical use to a number of groups. Energy service companies and performance contractors communicate energy savings potential with ''typical'' and ''best-practice'' benchmarks while control companies and utilities can provide direct tracking of energy use and combine data from multiple buildings. Benchmarking is also useful in the design stage of a new building or retrofit to determine if a design is relatively efficient. Energy managers and building owners have an ongoing interest in comparing energy performance to others. Large corporations, schools, and government agencies with numerous facilities also use benchmarking methods to compare their buildings to each other. The primary goal of Task 2.1.1 Web-based Benchmarking was the development of a web-based benchmarking tool, dubbed Cal-Arch, for benchmarking energy use in California commercial buildings. While there were several other benchmarking tools available to California consumers prior to the development of Cal-Arch, there were none that were based solely on California data. Most available benchmarking information, including the Energy Star performance rating, were developed using DOE's Commercial Building Energy Consumption Survey (CBECS), which does not provide state-level data. Each database and tool has advantages as well as limitations, such as the number of buildings and the coverage by type, climate regions and end uses. There is considerable commercial interest in benchmarking because it provides an inexpensive method of screening buildings for tune-ups and retrofits. However, private companies who collect and manage consumption data are concerned that the identities of building owners might be revealed and

    Mineral dust aerosols often observed over California in winter and spring, associated with long-range transport from Asia and Sahara, have been linked to enhanced precipitation based on observations. Local anthropogenic pollution, on the other hand, was shown in previous observational and modeling studies to reduce precipitation. Here we incorporate recent developments in ice nucleation parameterizations to link aerosols with ice crystal formation in a spectral-bin cloud microphysical model coupled with the Weather Research and Forecasting (WRF) model, to examine the relative and combined impacts of dust and local pollution particles on cloud properties and precipitation type and intensity. Simulations are carried out for two cloud cases with contrasting meteorology and cloud dynamics that occurred on February 16 (FEB16) and March 02 (MAR02) from the CalWater 2011 field campaign. In both cases, observations show the presence of dust and biological particles in a relative pristine environment. The simulated cloud microphysical properties and precipitation show reasonable agreement with aircraft and surface measurements. Model sensitivity experiments indicate that in the pristine environment, the dust and biological aerosol layers increase the accumulated precipitation by 10-20% from the Central Valley to the Sierra Nevada Mountains for both FEB16 and MAR02 due to a ~40% increase in snow formation, validating the observational hypothesis. Model results show that local pollution increases precipitation over the windward slope of the mountains by few percent due to increased snow formation when dust is present but reduces precipitation by 5-8% if dust is removed on FEB16. The effects of local pollution on cloud microphysics and precipitation strongly depend on meteorology including the strength of the Sierra Barrier Jet, and cloud dynamics.     This work investigated the formation and evolution of organic aerosols (OA) arising from anthropogenic and biogenic sources in a framework that combined state-of-the-science process and regional modeling, and their evaluation against advanced and emerging field measurements. Although OA are the dominant constituents of submicron particles, our understanding of their atmospheric lifecycle is limited, and current models fail to describe the observed amounts and properties of chemically formed secondary organic aerosols (SOA), leaving large uncertainties on the effects of SOA on climate. Our work has provided novel modeling constraints on sources, formation, aging and removal of SOA by investigating in particular (i) the contribution of trash burning emissions to OA levels in a megacity, (ii) the contribution of glyoxal to SOA formation in aqueous particles in California during CARES/CalNex and over the continental U.S., (iii) SOA formation and regional growth over a pine forest in Colorado and its sensitivity to anthropogenic NOx levels during BEACHON, and the sensitivity of SOA to (iv) the sunlight exposure during its atmospheric lifetime, and to (v) changes in solubility and removal of organic vapors in the urban plume (MILAGRO, Mexico City), and over the continental U.S.. We have also developed a parameterization of water solubility for condensable organic gases produced from major anthropogenic and biogenic precursors based on explicit chemical modeling, and made it available to the wider community. This work used for the first time constraints from the explicit model GECKO-A to improve SOA representation in 3D regional models such as WRF-Chem.

    Samples of ambient aerosols from the 2010 California Research at the Nexus of Air Quality and Climate Change (CalNex) field study were analyzed using Nanospray Desorption Electrospray Ionization High Resolution Mass Spectrometry (nano-DESI/MS). Four samples per day were collected in Bakersfield, CA on June 20-24 with a collection time of 6 hours per sample. Four characteristic groups of organic constituents were identified in the samples: compounds containing carbon, hydrogen, and oxygen only (CHO), sulfur- (CHOS), nitrogen-(CHON), and both nitrogen- and sulfur-containing organics (CHONS). Within the groups, organonitrates, organosulfates, and nitroxy organosulfates were assigned based on accurate mass measurements and elemental ratio comparisons. Changes in the chemical composition of the aerosol samples were observed throughout the day. The number of observed CHO compounds increased in the afternoon samples, suggesting regional photochemical processing as a source. The average number of CHOS compounds had the smallest changes throughout the day, consistent with a more broadly distributed source. Both of the nitrogen-containing groups (CHON and CHONS) had greater numbers of compounds in the night and morning samples, indicating that nitrate radical chemistry was likely a source for those compounds. Most of the compounds were found in submicron particles. The size distribution of CHON compounds was bimodal. We conclude that the majority of the compounds observed were secondary in nature with both biogenic and anthropogenic sources.

    Process Safety Management (PSM) regulation applies mainly to chemical and oil companies, plus other industries such as food processing, and paper production. It covers plants that deal with any of about 130 toxic chemicals in quantities above thresholds limits in Appendix A of PSM standard or flammable liquids and gases in quantities greater than 10,000 pounds. The State Consultation PSM teams (North and South) use a detailed audit checklist featuring above elements for audit of facilities requesting PSM assistance. The audit focuses on three generic activities: records, onsite conditions, and interviews. Records include written programs that outline the requirements and documentation of completion. Onsite conditions are implementation of activities specified in written programs. Interviews are for evaluation of transferred information to the workers that are already developed in written programs and training programs.

    California has been leading the nation down the path of electric utility deregulation, beginning with the April 1994, California Public Utilities Commission`s (CPUC) Blue Book restructuring proposal. The road for renewable energy producers has been particularly rocky, leaving the future of renewable energy production very much in doubt. The original CPUC proposal provided for competition among generating sources on the basis of price alone, without regard for environmental considerations. The California legislature took up electric utility deregulation legislation during 1996, culminating in AB 1890, California`s landmark restructuring legislation, which was passed unanimously by the Senate and Assembly, and signed into law by the governor on September 28, 1996. AB 1890 assigned to the California Energy Commission (CEC) the task of determining how to allocate the renewables transition funds between existing and new renewable generating sources, and among the various renewable energy technologies that are available for deployment in California. The California Environmental Protection Agency (Cal/EPA) was assigned the task of reporting to the legislature about the specific benefits provided by biomass energy production in California, and about policies that could shift some of the cost of biomass energy production away from the electric ratepayer, on to beneficiaries of the environmental benefits of biomass energy production. This study describes the development of the CEC and Cal/EPA reports to the California legislature, and provides an analysis of the major issues that were encountered during the course of their development. The study concludes with a consideration of the future prospects for biomass and renewable energy production in the state.

    The goal s of this study were to develop tools to quantitatively characterize environments where wave energy converter ( WEC ) devices may be installed and to assess e ffects on hydrodynamics and lo cal sediment transport. A large hypothetical WEC array was investigated using wave, hydrodynamic, and sediment transport models and site - specific average and storm conditions as input. The results indicated that there were significant changes in sediment s izes adjacent to and in the lee of the WEC array due to reduced wave energy. The circulation in the lee of the array was also altered; more intense onshore currents were generated in the lee of the WECs . In general, the storm case and the average case show ed the same qualitative patterns suggesting that these trends would be maintained throughout the year. The framework developed here can be used to design more efficient arrays while minimizing impacts on nearshore environmen ts.

    This study assesses for California how increasing end-use electrical energy efficiency from installing residential insulation impacts exposures and disease burden from power-plant pollutant emissions. Installation of fiberglass attic insulation in the nearly 3 million electricity-heated homes throughout California is used as a case study. The pollutants nitrous oxides (NO{sub x}), sulfur dioxide (SO{sub 2}), fine particulate matter (PM2.5), benzo(a)pyrene, benzene, and naphthalene are selected for the assessment. Exposure is characterized separately for rural and urban environments using the CalTOX model, which is a key input to the US Environmental Protection Agency (EPA) Tool for the Reduction and Assessment of Chemicals and other environmental Impacts (TRACI). The output of CalTOX provides for urban and rural populations emissions-to-intake factors, which are expressed as an individual intake fraction (iFi). The typical iFi from power plant emissions are on the order of 10{sup -13} (g intake per g emitted) in urban and rural regions. The cumulative (rural and urban) product of emissions, population, and iFi is combined with toxic effects factors to determine human damage factors (HDFs). HDF are expressed as disability adjusted life years (DALYs) per kilogram pollutant emitted. The HDF approach is applied to the insulation case study. Upgrading existing residential insulation to US Department of Energy (DOE) recommended levels eliminates over the assmned 50-year lifetime of the insulation an estimated 1000 DALYs from power-plant emissions per million tonne (Mt) of insulation installed, mostly from the elimination of PM2.5 emissions.     'Light Matters' was submitted by the Center for Light-Material Interactions in Energy Conversion (LMI) to the 'Life at the Frontiers of Energy Research' video contest at the 2011 Science for Our Nation's Energy Future: Energy Frontier Research Centers (EFRCs) Summit and Forum. Twenty-six EFRCs created short videos to highlight their mission and their work. This video was selected as one of five winners by a distinguished panel of judges for its 'striking photography and visual impact'. LMI, an EFRC directed by Harry Atwater at the California Institute of Technology is a partnership of scientists from three institutions: CalTech (lead), University of California, Berkeley, and the University of Illinois at Urbana-Champaign. The Office of Basic Energy Sciences in the U.S. Department of Energy's Office of Science established the 46 Energy Frontier Research Centers (EFRCs) in 2009. These collaboratively-organized centers conduct fundamental research focused on 'grand challenges' and use-inspired 'basic research needs' recently identified in major strategic planning efforts by the scientific community. The overall purpose is to accelerate scientific progress toward meeting the nation's critical energy challenges. The mission of Light-Material Interactions in Energy Conversion is 'to tailor the morphology, complex dielectric structure, and electronic properties of matter to sculpt the flow of sunlight, enabling light conversion to electrical and chemical energy with unprecedented efficiency.'
