    Current building energy simulation technology requires excessive labor, time and expertise to create building energy models, excessive computational time for accurate simulations and difficulties with the interpretation of the results. These deficiencies can be ameliorated using modern graphical user interfaces and algorithms which take advantage of modern computer architectures and display capabilities. To prove this hypothesis, we developed an experimental test bed for building energy simulation. This novel test bed environment offers an easy-to-use interactivemore » graphical interface, provides access to innovative simulation modules that run at accelerated computational speeds, and presents new graphics visualization methods to interpret simulation results. Our system offers the promise of dramatic ease of use in comparison with currently available building energy simulation tools. Its modular structure makes it suitable for early stage building design, as a research platform for the investigation of new simulation methods, and as a tool for teaching concepts of sustainable design. Improvements in the accuracy and execution speed of many of the simulation modules are based on the modification of advanced computer graphics rendering algorithms. Significant performance improvements are demonstrated in several computationally expensive energy simulation modules. The incorporation of these modern graphical techniques should advance the state of the art in the domain of whole building energy analysis and building performance simulation, particularly at the conceptual design stage when decisions have the greatest impact. More importantly, these better simulation tools will enable the transition from prescriptive to performative energy codes, resulting in better, more efficient designs for our future built environment.« less

    The author discusses how the Inter-American Development Bank (IDB) is involved in sustainable energy development. It presently has 50 loans and grants for non conventional renewable energy projects and ten grants for efficiency programs for $600 and $17 million respectively, representing 100 MW of power. The IDB is concerned with how to create a sustainable market for sustainable energy projects. The IDB is trying to work with government, private sector, NGOs, trading allies, credit sources, and regulators to find proper roles for such projects. He discusses how the IDB is working to expand its vision and objectives in renewable energy projects in Central and South America.

    Scientists are front and center in quantifying and solving environmental problems. Yet, as a spate of recent news articles in scientific journals point out, much can be done to enhance sustainability within the scientific enterprise itself, particularly by trimming the energy use associated with research facilities and the equipment therein (i,ii,iii, iv). Sponsors of research unwittingly spend on the order of $10 billion each year on energy in the U.S. alone, and the underlying inefficiencies drain funds from the research enterprise while causing 80 MT CO2-equivalent greenhouse-gas emissions (see Box). These are significant sums considering the opportunity costs in terms of the amount of additional research that could be funded and emissions that could be reduced if the underlying energy was used more efficiently. By following commercially proven best practices in facility design and operation, scientists--and the sponsors of science--can cost-effectively halve these costs, while doing their part to put society on alow-carbon diet.

    The mission of the Sustainable Bioenergy Development Center (SBDC) is to enhance the capability of America’s bioenergy industry to produce transportation fuels and chemical feedstocks on a large scale, with significant energy yields, at competitive cost, through sustainable production techniques. Research within the SBDC is organized in five areas: (1) Development of Sustainable Crops and Agricultural Strategies, (2) Improvement of Biomass Processing Technologies, (3) Biofuel Characterization and Engine Adaptation, (4) Production of Byproducts for Sustainable Biorefining, and (5) Sustainability Assessment, including evaluation of the ecosystem/climate change implication of center research and evaluation of the policy implications of widespread production and utilization of bioenergy. The overall goal of this project is to develop new sustainable bioenergy-related technologies. To achieve that goal, three specific activities were supported with DOE funds: bioenergy-related research initiation projects, bioenergy research and education via support of undergraduate and graduate students, and Research Support Activities (equipment purchases, travel to attend bioenergy conferences, and seminars). Numerous research findings in diverse fields related to bioenergy were produced from these activities and are summarized in this report.

    THIS IS THE THIRD YEAR BPA has reported on sustainability program accomplishments. The report provides an opportunity to review progress made on sustainability initiatives, evaluate how far we have come and how much we can improve. The program has demonstrated maturation as the concepts of sustainability and resource conservation are communicated and understood. The sustainability program started as an employee-driven “grass roots” effort in 2010. Sustainability is becoming a consideration in how work is performed. The establishment of several policies supporting sustainability efforts proves the positive progress being made. In 2009, BPA became a founder and member of The Climate Registry, a nonprofit collaboration that sets standards to calculate, verify and report greenhouse gas emissions. This year, BPA completed and published our Greenhouse Gas inventory for the years of 2009, 2010 and 2011. The 2012 inventory is currently in the process of third-party verification and scheduled for public release in January 2014. These inventories provide a concrete measure of the progress we are making.

    The maximum nuclear accident which could occur in a Na-cooled, Be moderated, Pu and power producing reactor is estimated theoretically. (T.R.H.) 2O82 Results of nuclear calculations for a variety of compositions of fast, heterogeneous, sodium-cooled, U-235-fueled, plutonium- and power-producing reactors are reported. Core compositions typical of plate-, pin-, or wire-type fuel elements and with uranium as metal, alloy, and oxide were considered. These compositions included atom ratios in the following range: U-23B to U-235 from 2 to 8; sodium to U-235 from 1.5 to 12; iron to U-235 from 5 to 18; and vanadium to U-235 from 11 to 33. Calculations were performed to determine the effect of lead and iron reflectors between the core and blanket. Both natural and depleted uranium were evaluated as the blanket fertile material. Reactors were compared on a basis of conversion ratio, specific power, and the product of both. The calculated results are in general agreement with the experimental results from fast reactor assemblies. An analysis of the effect of new cross-section values as they became available is included.     Mixing depth is an important quantity in the determination of air pollution concentrations. Fireweather forecasts depend strongly on estimates of the mixing depth as a means of determining the altitude and dilution (ventilation rates) of smoke plumes. The Savannah River United States Forest Service (USFS) routinely conducts prescribed fires at the Savannah River Site (SRS), a heavily wooded Department of Energy (DOE) facility located in southwest South Carolina. For many years, the Savannah River National Laboratory (SRNL) has provided forecasts of weather conditions in support of the fire program, including an estimated mixing depth using potential temperature and turbulence change with height at a given location. This paper examines trends in the average estimated mixing depth daily maximum at the SRS over an extended period of time (4.75 years) derived from numerical atmospheric simulations using two versions of the Regional Atmospheric Modeling System (RAMS). This allows for differences to be seen between the model versions, as well as trends on a multi-year time frame. In addition, comparisons of predicted mixing depth for individual days in which special balloon soundings were released are also discussed.

    The accomplishments to date and the long-range planning of the Y-12 National Security Complex Energy Management program support the Department of Energy (DOE) and the National Nuclear Security Administration (NNSA) vision for a commitment to energy efficiency and sustainability and to achievement of the guiding principles. The site is diligently working toward establishing and prioritizing projects to reach the goals that Executive Orders 13514 and 13423 set forth. Y-12 is working to communicate its sustainment vision through procedural, engineering, operational, and management practices. The site will make informed decisions that are based on the application of the fi ve guiding principles for High Performance Sustainable Buildings (HPSBs) to the maximum extent possible. Current limitations in achievement of the goals lie in the existing Future Years National Security Program funding profiles. Y-12 will continue to execute energy projects as funding becomes available or as they can be accomplished incrementally within existing funding profiles. All efforts will be made to integrate energy initiatives with ongoing site mission objectives. Figures ES.1-ES.4 show some examples of sustainability activities at the Y-12 Complex.

    Sustainability is the hottest topic in energy research today, but what does it actually mean? George Crabtree and John Sarrao describe what makes a technology sustainable, and outline the materials-science challenges standing between us and clean, long-lasting energy. Although most people agree that more-sustainable energy technologies are desirable, they often find it harder to agree on exactly how sustainable these technologies need to be, and even precisely what is meant by sustainability. To clarify the debate, we suggest three criteria for sustainability, each of which captures a different feature of the problem. While we do not have the lUxury of achieving full sustainability for all of our next-generation energy technologies, we can use these definitions to select our strategic sustainability targets and track our progress toward achieving them. As will become clear, the most sustainable energy technologies require the most challenging fundamental science breakthroughs. The first criterion for sustainability is 'lasts a long time'. This quality has been a feature of many energy sources we have used historically, including wood in ancient times and oil throughout most of the 20th century. The definition of 'long time' is, of course, relative: the world's demand for energy long ago outpaced the ability of wood to supply it, and the production of oil is likely to peak sometime within the next few decades. Substantial reductions in the rate of oil consumption through higher-efficiency processes can significantly impact on how long non-renewable resources last. In applying the 'long time' criterion, we need to distinguish between energy sources that are effectively limitless and those that are finite but, for the moment, adequate. The second criterion for sustainability is 'does no harm'. Burning fossil fuels releases pollutants such as sulphur and mercury that endanger human health, as well as greenhouse gases like carbon dioxide that threaten climate stability

    The U.S. Department of Energy (DOE) aims to displace 30% of the 2004 gasoline use (60 billion gal/yr) with biofuels by 2030 as outlined in the Energy Independence and Security Act of 2007, which will require 700 million tons of biomass to be sustainably delivered to biorefineries annually. Lignocellulosic biomass will make an important contribution towards meeting DOEs ethanol production goals. For the biofuels industry to be an economically viable enterprise, the feedstock supply system (i.e., moving the biomass from the field to the refinery) cannot contribute more that 30% of the total cost of the biofuel production. The Idaho National Laboratory in collaboration with Oak Ridge National Laboratory, University of California, Davis and Kansas State University are developing a set of tools for identifying economical, sustainable feedstocks on a regional basis based on biorefinery siting.

    In the state’s Electricity Restructuring Act of 1998, the Commonwealth of Massachusetts recognized the opportunity and strategic benefits to diversifying its electric generation capacity with renewable energy. Through this legislation, the Commonwealth established one of the nation’s first Renewable Energy Portfolio Standard (RPS) programs, mandating the increasing use of renewable resources in its energy mix. Bioenergy, meeting low emissions and advanced technology standards, was recognized as an eligible renewable energy technology. Stimulated by the state’s RPS program, several project development groups have been looking seriously at building large woody biomass generation units in western Massachusetts to utilize the woody biomass resource. As a direct result of this development, numerous stakeholders have raised concerns and have prompted the state to take a leadership position in pursuing a science based analysis of biomass impacts on forest and carbon emissions, and proceed through a rulemaking process to establish prudent policy to support biomass development which can contribute to the state’s carbon reduction commitments and maintain safeguards for forest sustainability. The Massachusetts Sustainable Forest Bioenergy Initiative (SFBI) was funded by the Department of Energy and started by the Department of Energy Resources before these contentious biomass issues were fully raised in the state, and continued throughout the substantive periods of this policy development. Thereby, while SFBI maintained its focus on the initially proposed Scope of Work, some aspects of this scope were expanded or realigned to meet the needs for groundbreaking research and policy development being advanced by DOER. SFBI provided DOER and the Commonwealth with a foundation of state specific information on biomass technology and the biomass industry and markets, the most comprehensive biomass fuel supply assessment for the region, the economic development impact

    The Hopi Tribal Government as part of an initiative to ?Regulate the delivery of energy and energy services to the Hopi Reservation and to create a strategic business plan for tribal provision of appropriate utility, both in a manner that improves the reliability and cost efficiency of such services,? established the Hopi Clean Air Partnership Project (HCAPP) to support the Tribe?s economic development goals, which is sensitive to the needs and ways of the Hopi people. The Department of Energy (DOE) funded, Formation of Hopi Sustainable Energy Program results are included in the Clean Air Partnership Report. One of the Hopi Tribe?s primary strategies to improving the reliability and cost efficiency of energy services on the Reservation and to creating alternative (to coal) economic development opportunities is to form and begin implementation of the Hopi Sustainable Energy Program. The Hopi Tribe through the implementation of this grant identified various economic opportunities available from renewable energy resources. However, in order to take advantage of those opportunities, capacity building of tribal staff is essential in order for the Tribe to develop and manage its renewable energy resources. As Arizona public utilities such as APS?s renewable energy portfolio increases the demand for renewable power will increase. The Hopi Tribe would be in a good position to provide a percentage of the power through wind energy. It is equally important that the Hopi Tribe begin a dialogue with APS and NTUA to purchase the 69Kv transmission on Hopi and begin looking into financing options to purchase the line.

The report, per the GRI reporting format, elaborates on multi-year goals relative to executive orders, achievements, and challenges; and success stories provide specific examples.     This paper presents simulation results for a taxonomy of typical distribution feeders with various levels of photovoltaic (PV) penetration. For each of the 16 feeders simulated, the maximum PV penetration that did not result in steady-state voltage or current violation is presented for several PV location scenarios: clustered near the feeder source, clustered near the midpoint of the feeder, clustered near the end of the feeder, randomly located, and evenly distributed. In addition, the maximum level of PV is presented for single, large PV systems at each location. Maximum PV penetration was determined by requiring that feeder voltages stay within ANSI Range A and that feeder currents stay within the ranges determined by overcurrent protection devices. Simulations were run in GridLAB-D using hourly time steps over a year with randomized load profiles based on utility data and typical meteorological year weather data. For 86% of the cases simulated, maximum PV penetration was at least 30% of peak load.

    This paper synthesizes available calibration data for the Maximum No. 40 anemometer. Despite its long history in the wind industry, controversy surrounds the choice of transfer function for this anemometer. Many users are unaware that recent changes in default transfer functions in data loggers are producing output wind speed differences as large as 7.6%. Comparison of two calibration methods used for large samples of Maximum No. 40 anemometers shows a consistent difference of 4.6% in output speeds. This difference is significantly larger than estimated uncertainty levels. Testing, initially performed to investigate related issues, reveals that Gill and Maximum cup anemometers change their calibration transfer functions significantly when calibrated in the open atmosphere compared with calibration in a laminar wind tunnel. This indicates that atmospheric turbulence changes the calibration transfer function of cup anemometers. These results call into question the suitability of standard wind tunnel calibration testing for cup anemometers. 6 refs., 10 figs., 4 tabs.

    The valuation of an electricity storage device is based on the expected future cash flow generated by the device. Two potential sources of income for an electricity storage system are energy arbitrage and participation in the frequency regulation market. Energy arbitrage refers to purchasing (stor- ing) energy when electricity prices are low, and selling (discharging) energy when electricity prices are high. Frequency regulation is an ancillary service geared towards maintaining system frequency, and is typically procured by the independent system operator in some type of market. This paper outlines the calculations required to estimate the maximum potential revenue from participating in these two activities. First, a mathematical model is presented for the state of charge as a function of the storage device parameters and the quantities of electricity purchased/sold as well as the quantities o ered into the regulation market. Using this mathematical model, we present a linear programming optimization approach to calculating the maximum potential revenue from an elec- tricity storage device. The calculation of the maximum potential revenue is critical in developing an upper bound on the value of storage, as a benchmark for evaluating potential trading strate- gies, and a tool for capital nance risk assessment. Then, we use historical California Independent System Operator (CAISO) data from 2010-2011 to evaluate the maximum potential revenue from the Tehachapi wind energy storage project, an American Recovery and Reinvestment Act of 2009 (ARRA) energy storage demonstration project. We investigate the maximum potential revenue from two di erent scenarios: arbitrage only and arbitrage combined with the regulation market. Our analysis shows that participation in the regulation market produces four times the revenue compared to arbitrage in the CAISO market using 2010 and 2011 data.     Sustainable development is the current term now being used to describe the environmental movement. The term`s popularity can be traced to publication of Our Common Future, the report of the World Commission on Environment and Development (Brundtland Commission). Sustainable development means exactly what is implied; development that meets the needs of the present without compromising the ability of future generations to meet their own needs (Brundtland Commission). It is another way of conveying the basic premise of {open_quotes}Spaceship Earth{close_quotes}; that our species has been given this planet to live on and we must carefully balance resource utilization if we want to endure more than a few generations, because this is all we`ve got. It is a natural evolution of the conservation and environmental movements into a format that recognizes that environmental issues cannot be viewed in isolation, but must be evaluated in a context of economic development (Powledge). Sustainable development is thus a broad term that encompasses many elements, depending upon the context. Such elements can include: 1 energy, 2 economic development, 3 pollution prevention, 4 biodiversity, 5 historic preservation, 6 social equity, and 7 recycling and solid waste disposal. One of the cornerstones of sustainable development is energy policy, since energy use is perhaps the most defining element of contemporary civilization. In the energy discipline, sustainability can best be paraphrased as living off one`s income as opposed to depleting ones capital. In other words, using solar, wind and other renewables rather than fossil fuels. Fossil fuels are limited and will eventually be depleted, therefore they cannot be considered sustainable. Another element embraced by sustainable development is biodiversity. The biodiversity movement is most sharply distinguished from traditional conservationism for its commitment to the principle of preserving and managing entire ecosystems.

    Plans are underway to use small column ion exchange (SCIX) units installed in high-level waste tanks to remove Cs-137 from highly alkaline salt solutions at Savannah River Site. The ion exchange material slated for the SCIX project is engineered or granular crystalline silicotitanate (CST). Information on the maximum loading of radionuclides on CST is needed by Savannah River Remediation for safety evaluations. A literature review has been conducted that culminated in the estimation of the maximum loading of all but one of the radionuclides of interest (Cs-137, Sr-90, Ba-137m, Pu-238, Pu-239, Pu-240, Pu-241, Am-241, and Cm-244). No data was found for Cm-244.

    A class of squeezed boson and fermion states is studied with particular emphasis on the nature of entanglement. We first investigate the case of bosons, considering two-mode squeezed states. Then we construct the fermion version to show that such states are maximum entangled, for both bosons and fermions. To achieve these results, we demonstrate some relations involving squeezed boson states. The generalization to the case of fermions is made by using Grassmann variables.

    Present and planned dark matter detection experiments search for WIMP-induced nuclear recoils in poorly known background conditions. In this environment, the maximum gap statistical method provides a way of setting more sensitive cross section upper limits by incorporating known signal information. We give a recipe for the numerical calculation of upper limits for planned directional dark matter detection experiments, that will measure both recoil energy and angle, based on the gaps between events in two-dimensional phase space.

    Hydrogen gas has tremendous potential as an environmentally acceptable energy carrier for vehicles, but most hydrogen is generated from nonrenewable fossil fuels such as natural gas. Here, the authors show that efficient and sustainable hydrogen production is possible from any type of biodegradable organic matter by electrohydrogenesis. In this process, protons and electrons released by exoelectrogenic bateria in specially designed reactors (based on modifying microbial fuel cells) are catalyzed to form hydrogen gas through the addition of a small voltage to the circuit. By improving the materials and reactor architecture, hydrogen gas was produced at yields of 2.01-3.95 mol/mol (50-99% of the theoretical maximum) at applied voltages of 0.2 to 0.8 V using acetic acid, a typical dead-end product of glucose or cellulose fermentation. At an applied voltage of 0.6 V, the overall energy efficiency of the process was 288% based solely on electricity applied, and 82% when the heat of combusion of acetic acid was included in the energy balance, at a gas production rate of 1.1 m{sup 3} of H{sub 2} per cubic meter of reactor per day. Direct high-yield hydrogen gas production was further demonstrated by using glucose, several volatile acids (acetic, butyric, lactic, propionic, and valeric), and cellulose at maximum stoichiometric yields of 54-91% and overall energy efficiencies of 64-82%. This electrohydrogenic process thus provides a highly efficient route for producting hydrogen gas from renewable and carbon-neutral biomass resources.

    Throughout the history of non-equilibrium thermodynamics a number of theories have been proposed in which complex, far from equilibrium flow systems are hypothesised to reach a steady state that maximises some quantity. Perhaps the most celebrated is Paltridge's principle of maximum entropy production for the horizontal heat flux in Earth's atmosphere, for which there is some empirical support. There have been a number of attempts to derive such a principle from maximum entropy considerations. However, we currently lack a more mechanistic explanation of how any particular system might self-organise into a state that maximises some quantity. This is in contrast to equilibrium thermodynamics, in which models such as the Ising model have been a great help in understanding the relationship between the predictions of MaxEnt and the dynamics of physical systems. In this paper we show that, unlike in the equilibrium case, Paltridge-type maximisation in non-equilibrium systems cannot be achieved by a simple dynamical feedback mechanism. Nevertheless, we propose several possible mechanisms by which maximisation could occur. Showing that these occur in any real system is a task for future work. The possibilities presented here may not be the only ones. We hope that by presenting them we can provoke further discussion about the possible dynamical mechanisms behind extremum principles for non-equilibrium systems, and their relationship to predictions obtained through MaxEnt.

    More than a dozen energy experts convened in Houston, Texas, on February 13, 2009, for the first in a series of four regionally-based energy summits being held by the Council on Competitiveness. The Southern Energy Summit was hosted by Marathon Oil Corporation, and participants explored the public policy, business and technological challenges to increasing the diversity and sustainability of U.S. energy supplies. There was strong consensus that no single form of energy can satisfy the projected doubling, if not tripling, of demand by the year 2050 while also meeting pressing environmental challenges, including climate change. Innovative technology such as carbon capture and storage, new mitigation techniques and alternative forms of energy must all be brought to bear. However, unlike breakthroughs in information technology, advancing broad-based energy innovation requires an enormous scale that must be factored into any equation that represents an energy solution. Further, the time frame for developing alternative forms of energy is much longer than many believe and is not understood by the general public, whose support for sustainability is critical. Some panelists estimated that it will take more than 50 years to achieve the vision of an energy system that is locally tailored and has tremendous diversity in generation. A long-term commitment to energy sustainability may also require some game-changing strategies that calm volatile energy markets and avoid political cycles. Taking a page from U.S. economic history, one panelist suggested the creation of an independent Federal Energy Reserve Board not unlike the Federal Reserve. The board would be independent and influence national decisions on energy supply, technology, infrastructure and the nation's carbon footprint to better calm the volatile energy market.   20. Maximum Likelihood Analysis of Low Energy CDMS II Germanium Data

    We report on the results of a search for a Weakly Interacting Massive Particle (WIMP) signal in low-energy data of the Cryogenic Dark Matter Search experiment using a maximum likelihood analysis. A background model is constructed using GEANT4 to simulate the surface-event background from Pb210decay-chain events, while using independent calibration data to model the gamma background. Fitting this background model to the data results in no statistically significant WIMP component. In addition, we also perform fits using an analytic ad hoc background model proposed by Collar and Fields, who claimed to find a large excess of signal-like events in our data. Finally, we confirm the strong preference for a signal hypothesis in their analysis under these assumptions, but excesses are observed in both single- and multiple-scatter events, which implies the signal is not caused by WIMPs, but rather reflects the inadequacy of their background model.

    A computer implemented method enables the recognition of speech and speech characteristics. Parameters are initialized of first probability density functions that map between the symbols in the vocabulary of one or more sequences of speech codes that represent speech sounds and a continuity map. Parameters are also initialized of second probability density functions that map between the elements in the vocabulary of one or more desired sequences of speech transcription symbols and the continuity map. The parameters of the probability density functions are then trained to maximize the probabilities of the desired sequences of speech-transcription symbols. A new sequence of speech codes is then input to the continuity map having the trained first and second probability function parameters. A smooth path is identified on the continuity map that has the maximum probability for the new sequence of speech codes. The probability of each speech transcription symbol for each input speech code can then be output.

    The term energy sustainability emerged from the UN Conference on Environment and Development in Rio 1992, when Agenda 21 was formulated and the Global Energy Charter proclaimed. Emission reductions, total energy costing, improved energy efficiency, and sustainable energy systems are the four fundamental principles of the charter. These principles can be implemented in the proposed financial, legal, technical, and education framework. Much has been done in many countries toward the implementation of the Global Energy Charter, but progress has not been fast enough to ease the disastrous effects of the too many ill-conceived energy systems on the environment, climate, and health. Global warming is accelerating, and pollution is worsening, especially in developing countries with their hunger for energy to meet the needs of economic development. Asian cities are now beating all pollution records, and greenhouse gases are visibly changing the climate with rising sea levels, retracting glaciers, and record weather disasters. This article presents why and how energy investments and research money have to be rechanneled into sustainable energy, rather than into the business-as-usual of depleting, unsustainable energy concepts exceeding one trillion dollars per year. This largest of all investment sectors needs much more attention.

    Sustainable urban development requires the integration of environmental interests in urban planning. Although various methods of environmental assessment have been developed, plan outcomes are often disappointing due to the complex nature of decision-making in urban planning, which takes place in multiple arenas within multiple policy networks involving diverse stakeholders. We argue that the concept of ‘decision windows’ can structure this seemingly chaotic chain of interrelated decisions. First, explicitly considering the dynamics of the decision-making process, we further conceptualized decision windows as moments in an intricate web of substantively connected deliberative processes where issues are reframed within a decision-making arena, and interests may be linked within and across arenas. Adopting this perspective in two case studies, we then explored how decision windows arise, which factors determine their effectiveness and how their occurrence can be influenced so as to arrive at more sustainable solutions. We conclude that the integration of environmental interests in urban planning is highly dependent on the ability of the professionals involved to recognize and manipulate decision windows. Finally, we explore how decision windows may be opened. -- Highlights: • Decision-making about sustainable urban development occurs in networks. • The concept of ‘decision windows’ was further elaborated. • Decision windows help understand how environmental interests enter decision-making. • Decision windows can, to some extent, be influenced.

    Electromagnetic (E.M.) energy injection method and apparatus for producing and sustaining suprathermal ordered ions in a neutral, two-ion-species, toroidal, bulk equilibrium plasma. More particularly, the ions are produced and sustained in an ordered suprathermal state of existence above the average energy and velocity of the bulk equilibrium plasma by resonant rf energy injection in resonance with the natural frequency of one of the ion species. In one embodiment, the electromagnetic energy is injected to clamp the energy and velocity of one of the ion species so that the ion energy is increased, sustained, prolonged and continued in a suprathermal ordered state of existence containing appreciable stored energy that counteracts the slowing down effects of the bulk equilibrium plasma drag. Thus, selective deuteron absorption may be used for ion-tail creation by radio-frequency excitation alone. Also, the rf can be used to increase the fusion output of a two-component neutral injected plasma by selective heating of the injected deuterons.

  3. Biofuels, land and water : a systems approach to sustainability.

    There is a strong societal need to evaluate and understand the sustainability of biofuels, especially because of the significant increases in production mandated by many countries, including the United States. Sustainability will be a strong factor in the regulatory environment and investments in biofuels. Biomass feedstock production is an important contributor to environmental, social, and economic impacts from biofuels. This study presents a systems approach where the agricultural, energy, and environmental sectors are considered as components of a single system, and environmental liabilities are used as recoverable resources for biomass feedstock production. We focus on efficient use of land and water resources. We conducted a spatial analysis evaluating marginal land and degraded water resources to improve feedstock productivity with concomitant environmental restoration for the state of Nebraska. Results indicate that utilizing marginal land resources such as riparian and roadway buffer strips, brownfield sites, and marginal agricultural land could produce enough feedstocks to meet a maximum of 22% of the energy requirements of the state compared to the current supply of 2%. Degraded water resources such as nitrate-contaminated groundwater and wastewater were evaluated as sources of nutrients and water to improve feedstock productivity. Spatial overlap between degraded water and marginal land resources was found to be as high as 96% and could maintain sustainable feedstock production on marginal lands. Other benefits of implementing this strategy include feedstock intensification to decrease biomass transportation costs, restoration of contaminated water resources, and mitigation of greenhouse gas emissions.

  4. Maximum Likelihood Analysis of Low Energy CDMS II Germanium Data

    We report on the results of a search for a Weakly Interacting Massive Particle (WIMP) signal in low-energy data of the Cryogenic Dark Matter Search experiment using a maximum likelihood analysis. A background model is constructed using GEANT4 to simulate the surface-event background from Pb210decay-chain events, while using independent calibration data to model the gamma background. Fitting this background model to the data results in no statistically significant WIMP component. In addition, we also perform fits using an analytic ad hoc background model proposed by Collar and Fields, who claimed to find a large excess of signal-like events in ourmore » data. Finally, we confirm the strong preference for a signal hypothesis in their analysis under these assumptions, but excesses are observed in both single- and multiple-scatter events, which implies the signal is not caused by WIMPs, but rather reflects the inadequacy of their background model.« less

  5. Savannah River Site radioiodine atmospheric releases and offsite maximum doses

    Radioisotopes of iodine have been released to the atmosphere from the Savannah River Site since 1955. The releases, mostly from the 200-F and 200-H Chemical Separations areas, consist of the isotopes, I-129 and 1-131. Small amounts of 1-131 and 1-133 have also been released from reactor facilities and the Savannah River Laboratory. This reference memorandum was issued to summarize our current knowledge of releases of radioiodines and resultant maximum offsite doses. This memorandum supplements the reference memorandum by providing more detailed supporting technical information. Doses reported in this memorandum from consumption of the milk containing the highest I-131 concentration following the 1961 1-131 release incident are about 1% higher than reported in the reference memorandum. This is the result of using unrounded 1-131 concentrations of I-131 in milk in this memo. It is emphasized here that this technical report does not constitute a dose reconstruction in the same sense as the dose reconstruction effort currently underway at Hanford. This report uses existing published data for radioiodine releases and existing transport and dosimetry models.

  6. LANDFILL OPERATION FOR CARBON SEQUESTRATION AND MAXIMUM METHANE EMISSION CONTROL

    The work described in this report, to demonstrate and advance this technology, has used two demonstration-scale cells of size (8000 metric tons [tonnes]), sufficient to replicate many heat and compaction characteristics of larger ''full-scale'' landfills. An enhanced demonstration cell has received moisture supplementation to field capacity. This is the maximum moisture waste can hold while still limiting liquid drainage rate to minimal and safely manageable levels. The enhanced landfill module was compared to a parallel control landfill module receiving no moisture additions. Gas recovery has continued for a period of over 4 years. It is quite encouraging that the enhanced cell methane recovery has been close to 10-fold that experienced with conventional landfills. This is the highest methane recovery rate per unit waste, and thus progress toward stabilization, documented anywhere for such a large waste mass. This high recovery rate is attributed to moisture, and elevated temperature attained inexpensively during startup. Economic analyses performed under Phase I of this NETL contract indicate ''greenhouse cost effectiveness'' to be excellent. Other benefits include substantial waste volume loss (over 30%) which translates to extended landfill life. Other environmental benefits include rapidly improved quality and stabilization (lowered pollutant levels) in liquid leachate which drains from the waste.

    This paper conceptualises what sustainability assessment follow-up might entail for three models of sustainability assessment: EIA-driven integrated assessment, objectives-led integrated assessment and the contribution to sustainability model. The first two are characterised by proponent monitoring and evaluation of individual impacts and indicators while the latter takes a holistic view based around focused sustainability criteria relevant to the context. The implications of three sustainability challenges on follow-up are also examined: contested time horizons and value changes, trade-offs, and interdisciplinarity. We conclude that in order to meet these challenges some form of adaptive follow-up is necessary and that the contribution to sustainability approach is the best approach. -- Highlights: • We explore sustainability follow-up for three different sustainability models. • Long-time frames require adaptive follow-up and are a key follow-up challenge. • Other key challenges include interdisciplinarity, and trade-offs. • Sustainability follow-up should be a direction of travel and not an outcome. • Only the follow-up for contribution to sustainability model addresses sustainability challenges sufficiently.

  10. Changes in maximum and minimal temperatures at high elevation stations in the central Andes of South America

    Temperature trends and deviations were evaluated for the central Andes portion of Bolivia. Data were collected primarily from stations located at very high altitude (3,000 m above sea level and higher) for a 73-year period from 1918 to 1990. The analysis determined maximum and minimum temperature trends and the daily temperature range (DTR) at each station. The minimum temperature series showed a rather sustained increase starting in the 1960s and continuing to the present, and a reduction of the differential rate of warming for the same interval. The high elevation, rural area data appears to reinforce evidence of a global and generalized rise of minimum temperature and decrease of the DTR. 3 refs., 2 figs., 1 tab.

The scientific enterprise of the Department of Energy`s (DOE) research programs promises to develop new technology, as well as to help society better understand the earth, more efficiently use natural resources, and enhance the quality of life. DOE science programs are focused on basic and applied research that provides the foundation for technical and economic advancement. By forming partnerships among universities, national laboratories, and industries across the nation; advanced instrumentation is being developed to better understand the world in which we live-from the atomic to the global scale. These technologies allow us to monitor our resources, to continue to develop our industrial processes, to eliminate hazardous waste, and to avoid or minimize the production of toxic substances. In this way, research is ultimately directed to preserve our environment and to provide the basis for sustained economic growth. To make further advances, investment must continue in national research programs, forging partnerships and bringing the skills and knowledge required in the global marketplace of products and ideas.

    To increase the capacity of institutions in various countries to implement the ambitious plans of Agenda 21, the United Nations Development Programme (UNDP) set up the Sustainable Development Networking Programme (SDNP) to help the process of sustainable development nationally and globally. Started initially in 15 developing countries, SDNPs are considered as a medium for individuals, organizations and governments to communicate ideas, share information resources, and exchange experiences among each other and globally to learn the appropriate ways to solve our ecological problems. The paper will review the idea of SDNPs globally and will describe in detail its successful implementation in Pakistan. In a country with, hitherto, virtually no electronic mail service, the SDNP has shown how its provision has had a significant impact on obtaining useful information on environmental problems, and in one case has helped save lives. SDNP Pakistan has made an effort to demonstrate the benefits of electronic communications to wide range users in the country. Some of these will be described. It is suggested how electronic networks linking organizations and people in the developing world with experts, organizations and data sources internationally, can greatly assist developmental effort globally.

    Controlled landfilling is an approach to manage solid waste landfills, so as to rapidly complete methane generation, while maximizing gas capture and minimizing the usual emissions of methane to the atmosphere. With controlled landfilling, methane generation is accelerated to more rapid and earlier completion to full potential by improving conditions (principally moisture, but also temperature) to optimize biological processes occurring within the landfill. Gas is contained through use of surface membrane cover. Gas is captured via porous layers, under the cover, operated at slight vacuum. A field demonstration project has been ongoing under NETL sponsorship for the past several years near Davis, CA. Results have been extremely encouraging. Two major benefits of the technology are reduction of landfill methane emissions to minuscule levels, and the recovery of greater amounts of landfill methane energy in much shorter times, more predictably, than with conventional landfill practice. With the large amount of US landfill methane generated, and greenhouse potency of methane, better landfill methane control can play a substantial role both in reduction of US greenhouse gas emissions and in US renewable energy.     Since the days of the Manhattan Project of World War II, the economic well being of the Tri-Cities (Pasco, Kennewick, and Richland) of Washington State has been tied to the US Department of Energy missions at the nearby Hanford Site. As missions at the Site changed, so did the economic vitality of the region. The Hanford Site is now poised to complete its final mission, that of environmental restoration. When restoration is completed, the Site may be closed and the effect on the local economy will be devastating if action is not taken now. To that end, economic diversification and transition are being planned. To facilitate the process, the Hanford Site will become a sustainable development demonstration project.

    Previous work in the translation, confinement, and sustainment upgrade (TCSU) device [H. Y. Guo et al., Phys. Plasmas 15, 056101 (2008)] demonstrated improved plasma parameters; higher temperature, higher poloidal magnetic field, increased current drive, and increased energy confinement, for rotating magnetic field (RMF) driven field reversed configurations (FRC) relative to the earlier TCS device. This was accomplished by improving vacuum conditions and using moderate wall heating (approx100 deg. C) and glow discharge cleaning for wall conditioning. Two new wall conditioning techniques, siliconization and titanium gettering, have been employed to further reduce impurities and control recycling. Both techniques reduced oxygen line radiation by an order of magnitude, and total radiated power by 50%, but led to little change in overall FRC performance, reinforcing the earlier conclusion that TCSU FRCs are not radiation dominated. Titanium gettering substantially reduced deuterium recycling, requiring a new method of fueling to be developed. This is the first time a FRC has been operated without using wall recycling as the primary method of fueling. The low-recycling FRCs, maintained by enhanced puff fueling, performed similarly to standard recycling fueled FRCs in terms of a key current drive parameter B{sub e}/B{sub o}mega, the ratio of maximum sustained poloidal field to applied RMF field, but better density control allowed for higher temperatures.

    We apply an implicit particle-in-cell Monte-Carlo (PIC-MC) method to study a radio-frequency argon microdischarge at steady state in the glow discharge limit, in which the microdischarge is sustained by secondary electron emission from the electrodes. The plasma density, electron energy distribution function (EEDF), and electron temperature are calculated in a wide range of operating conditions, including driving voltage, microdischarge gap, and pressure. Also, the effect of gap size scaling (in the range of 50-1000 μm) on the plasma sustaining voltage and peak electron density at atmospheric pressure is examined, which has not been explored before. In our simulations, three different EEDFs, i.e., a so-called three temperature hybrid mode, a two temperature α mode, and a two temperature γ mode distribution, are identified at different gaps and voltages. The maximum sustaining voltage to avoid a transition from the glow mode to an arc is predicted, as well as the minimum sustaining voltage for a steady glow discharge. Our calculations elucidate that secondary electrons play an essential role in sustaining the discharge, and as a result the relationship between breakdown voltage and gap spacing is far away from the Paschen law at atmospheric pressure.

    Renewable energy, energy conservation, and other sustainability initiatives have long been a central focus of Luther College. The DOE funded Integrated Renewable Energy and Campus Sustainability Initiative project has helped accelerate the College’s progress toward carbon neutrality. DOE funds, in conjunction with institutional matching funds, were used to fund energy conservation projects, a renewable energy project, and an energy and waste education program aimed at all campus constituents. The energy and waste education program provides Luther students with ideas about sustainability and conservation guidelines that they carry with them into their future communities.
