  2. Alternative compliance strategy for title 3 of the 1990 Clean Air Act amendments. Master`s thesis

    This dissertation presents the development of an alternate compliance strategy (ACS) incorporating pollution prevention and flexibility to replace traditional end-of-pipe control strategy. The ACS was based on the Hazardous Organic National Emission Standards for Hazardous Air Pollutants (HON) rule which is the first major Title 3 regulation promulgated under the 1990 Clean Air Act Amendments (CAAA). The ACS is defined by converting language in the HON rule into a performance based standard permitting regulated facilities to design compliance programs to meet the required hazardous air pollutant (HAP) emission reduction. Three evaluation methods are developed to compare the ACS to the compliance methods in the HON rule. The methods include a qualitative Evaluation Matrix, an economic analysis, and a Risk Reduction Measurement Model. An example facility was characterized using information from engineering references and a Dow Chemical ethylene oxide, ethylene glycol plant. The ACS and the reference control technology (RCT) compliance programs were applied to the example facility and the ACS reduced HAP emissions to a greater extent. The three evaluation methods were used to compare the compliance programs developed for the example facility and all three demonstrated the ACS to be a favorable compliance alternative. The ACS should be incorporated into the HON rule and other similar 1990 CAAA regulations as an alternative method of compliance. The ACS provides a major step in the progression of moving regulations from the traditional end-of-pipe treatment philosophy to pollution prevention performance based standards. (AN).

    A remote control manipulator is described in which the master and slave arms are electrically connected to produce the desired motions. A response signal is provided in the master unit in order that the operator may sense a feel of the object and may not thereby exert such pressures that would ordinarily damage delicate objects. This apparatus will permit the manipulation of objects at a great distance, that may be viewed over a closed TV circuit, thereby permitting a remote operator to carry out operations in an extremely dangerous area with complete safety.

    The Advanced Servomanipulator (ASM) slave was designed with an anthropomorphic stance, gear/torque tube power drives, and modular construction. These features resulted in increased inertia, friction, and backlash relative to tape-driven manipulators. Studies were performed which addressed the human factors design and performance trade-offs associated with the corresponding master controller best suited for the ASM. The results of these studies, as well as the conceptual design of the dual arm master controller, are presented. 6 references, 3 figures.

    A method based on precision X-Y stages that are stacked. Attached to arms projecting from each X-Y stage are a set of two axis gimbals. Attached to the gimbals is a rod, which provides motion along the axis of the rod and rotation around its axis. A dual-planar apparatus that provides six degrees of freedom of motion precise to within microns of motion. Precision linear stages along with precision linear motors, encoders, and controls provide a robotics system. The motors can be remotized by incorporating a set of bellows on the motors and can be connected through a computer controller that will allow one to be a master and the other one to be a slave. Position information from the master can be used to control the slave. Forces of interaction of the slave with its environment can be reflected back to the motor control of the master to provide a sense of force sensed by the slave. Forces import onto the master by the operator can be fed back into the control of the slave to reduce the forces required to move it.

The master controller includes a plurality of drive trains comprising a plurality of sheave arrangements and cables for controlling upper and lower degrees of master movement. The cables and sheaves of the master controller are arranged to effect kinematic duplication of the slave servo-manipulator, despite mechanical differences therebetween. A method for kinematically matching a master controller to a slave servo-manipulator is also disclosed.

    Title V of the Federal Clean Air Act Amendments of 1990 requires federal operating permits for all major sources of air pollution. In 1992, Title 40, Part 70 of the Code of Federal Regulations (40 CFR Part 70) codified the law s requirements. These federal regulations, entitled Operating Permit Program, define the minimum requirements for state administered operating permit programs. The intent of Title V is to put into one document all requirements of an operating permit. General Permits for oil and gas facilities may be preferred if the facility can comply with all permit requirements. If greater flexibility than allowed by the General Permit is required, then the facility should apply for an individual Title V permit. General Permits are designed to streamline the permitting process, shorten the time it takes to obtain approval for initial and modified permits. The advantages of the General Permit include reduced paperwork and greater consistency because the permits are standardized. There should be less uncertainty because permit requirements will be known at the time of application. Approval times for Initial and modified General Permits should be reduced. Lengthy public notice procedures (and possible hearings) will be required for only the initial approval of the General Permit and not for each applicant to the permit. A disadvantage of General Permits is reduced flexibility since the facility must comply with the requirements of a standardized permit.

    The Title V Operating Permits program has been extended over many more years than originally anticipated when the 1990 Clean Air Act Amendments were first legislated. In fact, the regulatory program is still being refined even as facilities complete and submit their Title V permit applications. Likewise, it is clear that the agency review of the Title V permit applications will probably take considerably longer than originally anticipated. Finally, when the agency does complete the review, it is equally clear that there will need to be a significant amount of negotiating on the part of the facility to arrive at a simplified permit that is operationally feasible. This paper presents a number of suggestions for what the facility should be doing between the time the permit application is first submitted and the agency responds with a draft permit. The suggestions are designed to help simplify the permit and enhance flexibility. In addition, the paper presents permit negotiating techniques and points out the pitfalls that will be encountered if the facility does not take action prior to receiving the draft Title V permit. This paper suggests that the facility should internally evaluate how the permit application impacts facility operations prior to the agency doing so. It also suggests that the facility should contact the agency early and amend the permit application to take advantage of increasing regulatory flexibility. By taking these steps, and properly negotiating the permit terms and conditions; the facility will achieve a much better permit, and will hopefully be able to avoid the regulatory burdens and delays associated with re-opening the permit during the next 5 to 8 years (from the time of permit application submittal).

    The DOE-RL is pursuing a new business strategy of hiring private contractors for treatment of Hanford Site tank wastes. This strategy is called `privatization` and includes design, permitting, construction, operation and deactivation of facilities for tank waste treatment. The TWRS Privatization Infrastructure Project consists of several sub-projects which will provide key services needed to support the privatization mission. This master site plan presently describes all pertinent aspects of the site and identifies all planned provisions for site development, utilities and other site services. It is a baseline document which will be revised as privatization proceeds through design, construction and start-up.

    Argonne National Laboratory has prepared a master environmental plan (MEP) for Fort Devens, Massachusetts, for the US Army Toxic and Hazardous Materials Agency. The MEP is an assessment based on environmental laws and regulations of both the federal government and the Commonwealth of Massachusetts. The MEP assess the physical and environmental status of 58 potential hazardous waste sites, including 54 study areas (SAs) that pose a potential for releasing contamination into the environment and 4 areas of concern (AOCs) that are known to have substantial contamination. For each SA or AOC, this MEP describes the known history and environment, identifies additional data needs, and proposes possible response actions. Most recommended response actions consist of environmental sampling and monitoring and other characterization studies. 74 refs., 63 figs., 50 tabs.

  10. The collision of Title III and Title V: A potential permitting and enforcement nightmare

    The Clean Air Act of 1990 (CAA) mandated that all facilities classified as major were to obtain a Federal Title V operating permit. In addition, any facility, either major or minor, which emits certain chemicals or compounds above a specific single quantity limit or a total aggregate limit are subject to Title III requirements and are required to obtain a Title V permit as well. The problem with obtaining a Title V permit for Title III substances is there is limited data, at least for the utilities sources, on emission factors and emission rates for many of the Title III listed chemical compounds. In addition, the emission data that exists is very conservative, and if used, would show the facilities to be significant emitters of hazardous air emissions, while actual emissions are significantly less. This could lead a facility to applying for a Title V permit unnecessarily, a time consuming process at best. In Iowa, facilities submitted the first Title V permit applications in 1994. The Iowa Department of Natural Resources is currently in the process of reviewing the submittals prior to issuing operating permits. Title III has not been addressed at all in the submittals and therefore will not be included in this round of finished permits that are to be issued. The outcome of this is that the Title V permits will have to be opened and amended to include the applicable Title III operating conditions and constraints. This paper will examine the areas where Title III and Title V collide and the potential permitting and enforcement issues that will have to be faced by the facilities that operate under these permits. This paper is based on the opinions of two of the three responsible parties (facilities and consultants) that are dealing with the potential permitting and enforcement wreckage before the collision occurs.

    Title IV of the Clean Air Act not only created a regulatory program unlike any other under the Clean Air Act, but also established a unique position--the designated representative--as an integral part of the program. The designated representative is required to meet certain basic obligations under Title IV, and a panoply of enforcement mechanisms are available to EPA in the event of noncompliance with these obligations. Also, because a designated representative may take on responsibilities under the permit provisions of Title V of the Clean Air Act, the designated representative can also be subject to an enforcement action for failure to comply with certain Title V permit requirements. This paper considers the basic definition of the designated representative under EPA`s Title IV and Title V regulations, identifies the responsibilities assigned to the designated representative, and then analyzes the enforcement mechanisms that may be applied to the designated representative if a regulatory responsibility has not been satisfied.

    The Nez Perce Tribe has a desire and a goal to reintroduce and restore coho salmon to the Clearwater River Subbasin at levels of abundance and productivity sufficient to support sustainable runs and annual harvest. Consistent with the Clearwater Subbasin Plan (EcoVista 2003), the Nez Perce Tribe envisions developing an annual escapement of 14,000 coho salmon to the Clearwater River Subbasin. In 1994, the Nez Perce Tribe began coho reintroduction by securing eggs through U.S. v. Oregon; by 1998 this agreement provided an annual transfer of 550,000 coho salmon smolts from lower Columbia River hatchery facilities for release in the Clearwater River Subbasin. In 1998, the Northwest Power and Conservation Council authorized the Bonneville Power Administration to fund the development of a Master Plan to guide this reintroduction effort. This Master Plan describes the results of experimental releases of coho salmon in the Clearwater River Subbasin, which have been ongoing since 1995. These data are combined with results of recent coho reintroduction efforts by the Yakama Nation, general coho life history information, and historical information regarding the distribution and life history of Snake River coho salmon. This information is used to assess a number of alternative strategies aimed at restoring coho salmon to historical habitats in the Clearwater River subbasin. These data suggest that there is a high probability that coho salmon can be restored to the Clearwater River subbasin. In addition, the data also suggest that the re-establishment of coho salmon could be substantially aided by: (1) the construction of low-tech acclimation facilities; (2) the establishment of a 'localized' stock of coho salmon; and (3) the construction of hatchery facilities to provide a source of juvenile coho salmon for future supplementation activities.     This paper describes the work performed to develop a Master Logic Diagram (MLD) for the operations phase of the International Thermonuclear Experimental Reactor (ITER). The MLD is a probabilistic risk assessment tool used to identify the broad set of potential initiating events that could lead to an offsite radioactive or toxic chemical release from the facility under study. The MLD described here is complementary to the failure modes and effects analyses (FMEAs) that have been performed for ITER`s major plant systems in the engineering evaluation of the facility design. While the FMEAs are a bottom-up or component level approach, the MLD is a top-down or facility level approach to identifying the broad spectrum of potential events. Strengths of the MLD are that it analyzes the entire plant, depicts completeness in the accident initiator process, provides an independent method for identification, and can also identify potential system interactions. MLDs have been used successfully as a hazard analysis tool. This paper describes the process used for the ITER MLD to treat the variety of radiological and toxicological source terms present in the ITER design. One subtree of the nineteen page MLD is shown to illustrate the levels of the diagram.

The MEL Phase 1 system will be a multi-user system available through the HLAN network. It will provide basic functions such as view, query, and report, edit, data entry, password access control, administration and change control. The scope of Phase 1 data will encompass all Tank Farm Equipment identified by the labeling program. The data will consist of fields from the labeling program`s working database, relational key references and pointers, safety class information, and field verification data.

  15. The preparation for and survival of an EPA Title IV and Title V facility audit

    As part of the 1990 Clean Air Act Amendments, major facilities are required to obtain federally enforceable operating permits (Title V). In a separate permitting action, the electric utilities with units generating more then 25 megawatts are required to obtain permits for NO{sub x} and SO{sub x}, the emissions which contribute to acid rain (Title IV). The Title IV permit is included as part of the Title V permit. This paper will use an actual audit experience at a coal fired generation facility as a case study for the preparation for and outcome of an EPA Title IV Level 3 audit. The paper will document the procedures for preparation, the audit process, and the outcome. The audit is part of the EPA's process for review of the record keeping and instrument calibration methods outlined in Title IV. Both types of permits have many different record keeping and monitoring requirements as well as separate reporting requirements which are submitted to both federal; state and local regulatory agencies for review and evaluation. Title IV units include very specific instrument calibration/audit requirements, and Title V has compliance testing and monitoring requirements. Alliant Power was notified in August 1998 of the intent of EPA Region VII to conduct a Level 3 audit at the Lansing Generation Station. The US EPA and the State of Iowa intended to review all Title IV record keeping (Level 1), continuous emission monitoring calibrations and linearity testing (Level 2) and observe the annual Relative Accuracy Testing Audit performed by an outside contractor. In addition, during this facility site visit, the compliance with Title V permit requirements was also audited.

    The Title V permitting process is well underway for many industries and just beginning for others. Waste Management recently conducted the first in-depth reviews of draft Title V permits for some of its municipal solid waste (MSW) landfills. The Company`s comments on the draft permits were numerous. The draft permits contained some obvious as well as several less obvious errors. The results of these reviews identified a need to scrutinize carefully each and every draft permit issued to the Company`s landfills. The Company expects to require Title V permits for most of its 140 plus active landfills, due to the recently-enacted New Source Performance Standards for Municipal Solid Waste Landfills. Many issues of concern were encountered during the review. Had these issues not been identified, the facility would have had to live with an unnecessarily burdensome permit consisting of permit conditions that were more strict than the regulations required and lacking protections allowed by the law. This paper discusses many of the issues of concern identified during the draft permit review. Although many of the issues addressed in this paper are specific to MSW landfills, many of the issues are also applicable to Title V permits in general.

    The invention is a method for the fabrication of an imprint tool master. The process begins with a metallic substrate. A layer of photoresist is placed onto the metallic substrate and a image pattern mask is then aligned to the mask. The mask pattern has opaque portions that block exposure light and "open" or transparent portions which transmit exposure light. The photoresist layer is then exposed to light transmitted through the "open" portions of the first image pattern mask and the mask is then removed. A second layer of photoresist then can be placed onto the first photoresist layer and a second image pattern mask may be placed on the second layer of photoresist. The second layer of photoresist is exposed to light, as before, and the second mask removed. The photoresist layers are developed simultaneously to produce a multi-level master mandrel upon which a conductive film is formed. A tool master can now be formed onto the conductive film. An imprint tool is then produced from the tool master. In one embodiment, nickel is electroplated onto the tool master to produce a three-dimensional imprint tool.

    Title 5 of the 1990 Clean Air Act Amendments (CAAA) establishes a massive new operating permit program, which will be administered by state agencies in accordance with federal guidelines. Formal requirements regarding operating-permits were promulgated by the US Environmental Protection Agency (EPA) on July 21, 1992 (40 CFR 70). The Title 5 program will require many chemical manufacturing facilities to apply for and obtain operating permits that address air emissions from the entire facility. A major impact of the Title 5 program is that facilities will now be required to implement measures to routinely demonstrate that they are operating in compliance with the terms of the permit. Otherwise, facilities will be considered out of compliance. Once the new permits are in place, the burden will be on the facility to prove routine compliance to prevent any enforcement action. According to EPA, the new permits are not intended to impose any new regulatory requirements on a facility. Rather, they will serve as an enforcement tool.

    Integrating title IV acid rain and title V operating permits in an efficient manner poses numerous challenges. Federal rules and policy memos about these programs often conflict or lead to actions that are difficult to implement at best. Both permitting programs are complex and controversial, but the title IV permitting rules are particularly difficult to use and understand. Clear lines of jurisdiction for various aspects of the acid rain program are lacking in some cases, and regulators have been slow to recognize and solve these problems. There are numerous issues that have arisen during the initial stages of developing permits for title IV affected sources. Some have or are being resolved; others remain as potential impediments to efficient permitting. Utah and other western states have been working with the utility industry and US Environmental Protection Agency (EPA) to resolve these and other issues and some problems have been resolved. However, some state and industry officials feel that EPA should take the lead to conduct a series title IV implementation workshops in partnership with states and the utilities. This paper describes solutions to some common implementation problems and identifies challenges that remain to be solved.

    Catalytic oxidizers have been used to reduce VOC emissions from various industries including printing, chemical, paint, coatings, etc. A catalytic oxidizer uses a catalyst to reduce the operating temperature for combustion to approximately 600 F, which is substantially lower than thermal oxidation unit. Title V requirements have renewed the debate on the best methods to assure compliance of catalytic oxidizers, with some suggesting the need for continuous emission monitoring equipment. This paper will discuss the various aspects of catalytic oxidation and consider options such as monitoring inlet/outlet temperatures, delta T across the catalyst, periodic laboratory testing of catalyst samples, and preventive maintenance procedures as means of assuring continuous compliance.

In working with a Fortune 500 surface coating company, fourteen Title V permit applications were developed and submitted for plants located in Maryland, Pennsylvania, Ohio, New Jersey, Illinois, Georgia, West Virginia, Wisconsin, Indiana and southern California. Draft permits have been issued for several of the plants, and differences in the terms and conditions, testing requirements, and permit format and structure have been noted between states. One of the issued permits required modification, and the process was one of the first for this state agency.

    We propose a semi-phenomenological Markovian Master equation for describing the quantum dynamics of atom-surface scattering. It embodies the Lindblad-like structure and can describe both damping and pumping of energy between the system and the bath. It preserves positivity and correctly accounts for the vanishing of the interaction of the particle with the surface when the particle is distant from the surface. As a numerical test, we apply it to a model of an Ar atom scattered from a LiF surface, allowing for interaction only in the vertical direction. At low temperatures, we find that the quantum mechanical average energy loss is smaller than the classical energy loss. The numerical results obtained from the space dependent friction master equation are compared with numerical simulations for a discretized bath, using the multi-configurational time dependent Hartree methodology. The agreement between the two simulations is quantitative.

    This is the fourteenth annual edition of the Energy Information Administration`s (EIA) Oil and Gas Field Code Master List. It reflects data collected through October 1995 and provides standardized field name spellings and codes for all identified oil and/or gas fields in the US. The Field Code Index, a listing of all field names and the States in which they occur, ordered by field code, has been removed from this year`s publications to reduce printing and postage costs. Complete copies (including the Field Code Index) will be available on the EIA CD-ROM and the EIA World-Wide Web Site. Future editions of the complete Master List will be available on CD-ROM and other electronic media. There are 57,400 field records in this year`s Oil and Gas Field Code Master List. As it is maintained by EIA, the Master List includes the following: field records for each State and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides; field records for each alias field name (see definition of alias below); and fields crossing State boundaries that may be assigned different names by the respective State naming authorities. Taking into consideration the double-counting of fields under such circumstances, EIA identifies 46,312 distinct fields in the US as of October 1995. This count includes fields that no longer produce oil or gas, and 383 fields used in whole or in part for oil or gas Storage. 11 figs., 6 tabs.

    The surface features of an article are replicated by preparing a master model having a preselected surface feature thereon which is to be replicated, and replicating the preselected surface feature of the master model. The replication is accomplished by providing a piece of a bulk-solidifying amorphous metallic alloy, contacting the piece of the bulk-solidifying amorphous metallic alloy to the surface of the master model at an elevated replication temperature to transfer a negative copy of the preselected surface feature of the master model to the piece, and separating the piece having the negative copy of the preselected surface feature from the master model.

  5. Traditional vs. Wev style guides: How do they differ?

    This paper describes a study in which Web style guides were characterized, compared to traditional human-computer interface (HCI) style guides, and evaluated against findings from HCI reviews of web pages and applications. Findings showed little consistency among the 21 Web style guides assessed, with 75% of recommendations appearing in only one style guide. While there was some overlap, only 20% of Web-relevant recommendations from traditional style guides were found in Web style guides. Web style guides emphasized common look and feel, information display, and navigation issues, with little mention of many issues prominent in traditional style guides such as help, message boxes, and data entry. This difference is reinforced by other results showing that Web style guides address Web information-only pages with much greater success than web-based control enabling features, like buttons and entry fields. It is concluded that while the WWW represents a unique graphical user interface (GUI) environment, development of Web style guides has been less rigorous, with issues associated with web-based control enabling features neglected.

    The Yakima Urban Growth Area (UGA) is a developing and growing urban area in south-central Washington. Despite increased development, the Yakima River and its tributaries within the UGA continue to support threatened populations of summer steelhead and bull trout as well as a variety of non-listed salmonid species. In order to provide for the maintenance and recovery of these species, while successfully planning for the continued growth and development within the UGA, the City of Yakima has undertaken the Yakima Habitat Improvement Project. The overall goal of the project is to maintain, preserve, and restore functioning fish and wildlife habitat within and immediately surrounding the Yakima UGA over the long term. Acquisition and protection of the fish and wildlife habitat associated with key properties in the UGA will prevent future subdivision along riparian corridors, reduce further degradation or removal of riparian habitat, and maintain or enhance the long term condition of aquatic habitat. By placing these properties in long-term protection, the threat of development from continued growth in the urban area will be removed. To most effectively implement the multi-year habitat acquisition and protection effort, the City has developed this Master Plan. The Master Plan provides the structure and guidance for future habitat acquisition and restoration activities to be performed within the Yakima Urban Area. The development of this Master Plan also supports several Reasonable and Prudent Alternatives (RPAs) of the NOAA Fisheries 2000 Biological Opinion (BiOp), as well as the Water Investment Action Agenda for the Yakima Basin, local planning efforts, and the Columbia Basin Fish and Wildlife Authority's 2000 Fish and Wildlife Program. This Master Plan also provides the framework for coordination of the Yakima Habitat Improvement Project with other fish and wildlife habitat acquisition and protection activities currently being implemented in the area.     Spring chinook salmon populations in the Imnaha and Grande Ronde rivers are listed as threatened under the Endangered Species Act (ESA) and are at high risk of extirpation. The Nez Perce Tribe, the Confederated Tribes of the Umatilla Indian Reservation, and Oregon Department of Fish and Wildlife, are co-managers of conservation/restoration programs for Imnaha and Grande Ronde spring chinook salmon that use hatchery supplementation and conventional and captive broodstock techniques. The immediate goal of these programs is to prevent extirpation and provide the potential for restoration once factors limiting production are addressed. These programs redirect production occurring under the Lower Snake River Compensation Plan (LSRCP) from mitigation to conservation and restoration. Both the Imnaha and Grande Ronde conservation/restoration programs are described in ESA Section 10 permit applications and the co-managers refer to the fish production from these programs as the Currently Permitted Program (CPP). Recently, co-managers have determined that it is impossible to produce the CPP at Lookingglass Hatchery, the LSRCP facility intended for production, and that without additional facilities, production must be cut from these conservation programs. Development of new facilities for these programs through the Columbia Basin Fish and Wildlife Program is considered a new production initiative by the Northwest Power Planning Council (NPPC) and requires a master plan. The master plan provides the NPPC, program proponents and others with the information they need to make sound decisions about whether the proposed facilities to restore salmon populations should move forward to design. This master plan describes alternatives considered to meet the facility needs of the CPP so the conservation program can be fully implemented. Co-managers considered three alternatives: modify Lookingglass Hatchery; use existing facilities elsewhere in the Basin; and use new facilities in

    Now that most states have interim or full approval of the portions of their state implementation plans (SIPs) implementing Title V (40 CFR Part 70) of the Clean Air Act Amendments (CAAA), most sources which require a Title V permit have submitted or are well on the way to submitting a Title V operating permit application. Numerous hours have been spent preparing applications to ensure the administrative completeness of the application and operational flexibility for the facility. Although much time and effort has been spent on Title V permit applications, the operating permit itself is the final goal. This paper outlines the major Federal requirements for Title V permits as given in the CAAA at 40 CFR 70.6, Permit Content. These Federal requirements and how they will effect final Title V permits and facilities will be discussed. This paper will provide information concerning the Federal requirements for Title V permits and suggestions on how to negotiate a Title V permit to maximize operational flexibility and minimize enforcement liability.

    We test the Sinc function representation, a novel method for numerically evaluating Feynman diagrams, by using it to evaluate the three-loop master diagrams. Analytical results have been obtained for all these diagrams, and we find excellent agreement between our calculations and the exact values. The Sinc function representation converges rapidly, and it is straightforward to obtain accuracies of 1 part in 10{sup 6} for these diagrams and with longer runs we found results better than 1 part in 10{sup 12}. Finally, this paper extends the Sinc function representation to diagrams containing massless propagators.

    Editorial style refers to the choices that writers, editors, and secretaries make to eliminate inconsistencies in their documents. These choices apply to the recurrent features of a document such as abbreviations, capitalization, compound words, numbers, symbols, and punctuation, as well as to references and footnotes. Making these choices is sometimes difficult because usage changes as the language evolves. Consider the use of hyphens, for example. Do we write non-power reactor or nonpower reactor Is it on-site incident or onsite incident Although usage is moving away from the use of hyphens with prefixes, the authorities who compile style guides do not always agree about which choice to use at a given time. Moreover, each discipline -- law, physics, mathematics -- has specific standards that apply to the publications for that discipline. Even in an area as seemingly certain as spelling, overlapping usage exists. Reputable dictionaries show both align'' and aline'' as correct spellings. Likewise, disc, disk, and diskette'' currently coexist as equally valid choices.

    The CUPID is a component-scale thermal hydraulics code which is aimed for the analysis of transient two-phase flows in nuclear reactor components such as the reactor vessel, steam generator, containment. This code adopts a three-dimensional, transient, two-phase and three-field model, and includes physical models and correlations of the interfacial mass, momentum, and energy transfer for the closure. In the present paper, a multi-physics simulation was performed by coupling CUPID with a three dimensional neutron kinetics code, MASTER. MASTER is merged into CUPID as a dynamic link library (DLL). The APR1400 reactor core during a control rod drop/ejection accident was simulated as an example by adopting a porous media approach to employ a fuel assembly. The following sections present the numerical modeling for the reactor core, coupling of the kinetics code, and the simulation results. And also, a preliminary study for multi-scale simulation between CUPID and system-scaled thermal hydraulics code, MARS will be introduced as well. (authors)

    We study coherent transport through a double quantum dot. Its two electronic leads induce electronic matter and energy transport and a phonon reservoir contributes further energy exchanges. By treating the system-lead couplings perturbatively, whereas the coupling to vibrations is treated non-perturbatively in a polaron-transformed frame, we derive a thermodynamic consistent low-dimensional master equation. When the number of phonon modes is finite, a Markovian description is only possible when these couple symmetrically to both quantum dots. For a continuum of phonon modes however, also asymmetric couplings can be described with a Markovian master equation. We compute the electronic current and dephasing rate. The electronic current enables transport spectroscopy of the phonon frequency and displays signatures of Franck-Condon blockade. For infinite external bias but finite tunneling bandwidths, we find oscillations in the current as a function of the internal bias due to the electron-phonon coupling. Furthermore, we derive the full fluctuation theorem and show its identity to the entropy production in the system.

    Approximately 41,000 master plates (Fig. 1) are required for the Extended Barrel Hadronic Calorimeter for the ATLAS experiment at the LHC. Early in the R&D program associated with the detector, it was recognized that the fabrication of these steel laminations was a significant issue, both in terms of the cost to produce these high precision formed plates, as well as the length of time required to produce all plates for the calorimeter. Two approaches were given serious consideration: laser cutting and die stamping. The Argonne group was a strong supporter of the latter approach and in late 1995 initiated an R&D program to demonstrate the feasibility and cost effectiveness of die stamping these plates by constructing a die and stamping approximately 2000 plates for use in construction of three full size prototype modules. This was extremely successful and die stamping was selected by the group for production of these plates. When the prototype die was constructed it was matched to the calorimeter envelope at that time. This subsequently changed. However with some minor adjustments in the design envelope and a small compromise in terms of instrumented volume, it became possible to use this same die for the production of all master plates for the Tile Calorimeter. Following an extensive series of discussions and an evaluation of the performance of the stamping presses available to our collaborators in Europe, it was decided to ship the US die to CERN for use in stamping master plates for the barrel section of the calorimeter. This was done under the supervision of CERN and JINR, Dubna, and carried out at the TATRA truck plant at Koprivinice, Czech Republic. It was a great success. Approximately 41,000 plates were stamped and fully met specification. Moreover, the production time was significantly reduced by avoiding the need of constructing and then qualifying a second die for use in Europe.     The coal industry has already begun to feel the affects of the acid deposition title, particularly in Illinois. Two challenges to the producers and sellers of coal; i.e., (1) Title III, Hazardous Air Pollutants and what is in store for customers, and (2) Title V, Operating Permits, which may affect production facilities are discussed. The utilities are temporarily exempted from Title III. The Great Waters report suggests that mercury will be regulated, and it looks like risk assessments will be based on coal analysis rather than on actual emission measurements. Stack sampling is difficult, expensive and slow. Coal cleaning is important in reducing trace elements. Electrostatic precipitators also remove trace elements. ESPs are less effective for mercury and selenium because they are emitted in the gas phase. FGD can remove hazardous air pollutants, but it is not well documented.

    In 1989, Congress provided funding to start a five-year comprehensive project to manage aquatic plants in Guntersville Reservoir, to be jointly implemented by the US Army Corps of Engineers (Corps) and Tennessee Valley Authority (TVA). TVA serves as the overall project coordinator and is the lead agency for this project. Known as the Joint Agency Guntersville Project (JAGP), the project will test and demonstrate innovative management technologies, and incorporate the most effective technologies into a comprehensive aquatic plant management plan for Guntersville Reservoir. The JAGP is intended to serve as a National Demonstration Project for aquatic plant management. As part of this JAGP, the Master Plan for Aquatic Plant Management for the Guntersville Reservoir Project, Alabama-Tennessee is authorized by Corps Contract Number DACW62-90-C-0067.

    The master environmental plan is based on an environmental assessment of the areas requiring environmental evaluation (AREEs) at Fort Wingate Depot Activity near Gallup, New Mexico. The Fort Wingate Depot Activity is slated for closure under the Base Closure and Realignment Act, Public Law 100--526. The MEP assesses the current status, describes additional data requirements, recommends actions for the sites, and establishes a priority order for actions. The plan was developed so that actions comply with hazardous waste and water quality regulations of the State of New Mexico and applicable federal regulations. It contains a brief history of the site, relevant geological and hydrological information, and a description of the current status for each AREE along with a discussion of the available site-specific data that pertain to existing or potential contamination and the impact on the environment. 35 refs., 27 figs., 23 tabs.

  16. Effect of Title V air permitting on pipeline operations

    Pursuant to the passage of the Clean Air Act Amendments of 1990, the US Environmental Protection Agency has promulgated what are known as Title V permitting requirements for major sources of air pollutants, including pipeline operations. In contrast to most existing air permitting programs, the new Title V regulations will require periodic certification of compliance with applicable air regulations. In the same way that water dischargers report their own discharge violations to regulatory agencies pursuant to the NPDES permitting system, Title V permittees must implement an acceptable monitoring program and similarly report violations of permit conditions or applicable air regulations. Only those facilities whose potential emissions are less than or can be controlled to be less than certain regulatory limits will be exempt from standard Title V permitting. If a facility`s throughput or the concentration levels of certain volatile toxic levels in a particular crude or natural gas were to exceed corresponding regulatory limits, then the facility could be in violation. If an operator were to expand a field, then the changes in the gathering system and emission levels could constitute a violation. Constraints on operations can be avoided by careful strategizing of an operator`s Title V permit application.

    Implementation of a Clean Air Act Title V program at a large utility in Colorado involved the following activities: Generation of Operating Permit Applications; Identification of areas of non-compliance and self-reporting to the regulatory agency; Development and implementation of better record-keeping systems; Development and implementation of training programs; and, Development and implementation of a pilot program. This paper discusses in detail eight ``lessons learned`` from the experience gained during a one-year pilot program. (1) The whole process of record-keeping at the plant level had to be improved. Under Title V, regulators will go directly to a facility and ask to see documentation of compliance. Facility personnel must be prepared to show regulators the appropriate documentation. (2) Recordkeeping must be electronic. Trying to comply using manual record-keeping will generate too much paper. (3) By monitoring for a year as if Title V were in effect, deficiencies were identified early and corrected. In this way, the Utility was ready when their permit was issued. (4) One person at each facility was designated as the Title V representative, giving one focal point for the plant and one person responsible for the Title V information. (5) Training was conducted for everyone at the plant, from the receptionist to the manager. This was important for getting cooperation from plant personnel. More specific training was given to Title V representatives from all the plants. (6) A multi-disciplinary implementation team is necessary, consisting of personnel from legal, operations, environmental, etc., to ensure successful implementation. (7) Internal audits were conducted during the pilot program so that plants can self-report to the regulatory agency, thereby gaining regulatory relief from severe fines. (8) A Quality Assurance Manual/User`s Guide was prepared that pulls together all aspects of the program. This ensures consistency in implementation when personnel

    The Oil and Gas Field Code Master List 1997 is the sixteenth annual listing of all identified oil and gas fields in the US. It is updated with field information collected through October 1997. The purpose of this publication is to provide unique, standardized codes for identification of domestic fields. Use of these field codes fosters consistency of field identification by government and industry. As a result of their widespread adoption they have in effect become a national standard. The use of field names and codes listed in this publication is required on survey forms and other reports regarding field-specific data collected by EIA. There are 58,366 field records in this year`s FCML, 437 more than last year. The FCML includes: field records for each State and county in which a field resides; field records for each offshore area block in the Gulf of Mexico in which a field resides; field records for each alias field name (definition of alias is listed); fields crossing State boundaries that may be assigned different names by the respective State naming authorities. This report also contains an Invalid Field Record List of 4 records that have been removed from the FCML since last year`s report. These records were found to be either technically incorrect or to represent field names which were never recognized by State naming authorities.
