    BPA is considering whether to transfer (wheel) electrical power from a proposed privately-owned, combustion-turbine electrical generation plant in Oregon. The plant would be fired by natural gas and would use combined-cycle technology to generate up to 440 average megawatts (aMW) of energy. The plant would be developed, owned, and operated by Portland General Electric Company (PGE). The project would be built in eastern Oregon, just east of the City of Boardman in Morrow County. The proposed plant would be built on a site within the Port of Morrow Industrial Park. The proposed use for the site is consistent with the County land use plan. Building the transmission line needed to interconnect the power plant to BPA`s transmission system would require a variance from Morrow County. BPA would transfer power from the plant to its McNary-Slatt 500-kV transmission line. PGE would pay BPA for wheeling services. Key environmental concerns identified in the scoping process and evaluated in the draft Environmental Impact Statement (DEIS) include these potential impacts: (1) air quality impacts, such as emissions and their contributions to the {open_quotes}greenhouse{close_quotes} effect; (2) health and safety impacts, such as effects of electric and magnetic fields, (3) noise impacts, (4) farmland impacts, (5) water vapor impacts to transportation, (6) economic development and employment impacts, (7) visual impacts, (8) consistency with local comprehensive plans, and (9) water quality and supply impacts, such as the amount of wastewater discharged, and the source and amount of water required to operate the plant. These and other issues are discussed in the DEIS. The proposed project includes features designed to reduce environmental impacts. Based on studies completed for the DEIS, adverse environmental impacts associated with the proposed project were identified, and no evidence emerged to suggest that the proposed action is controversial.

    To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and the second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain.     This book discusses the Home Creek Wilderness Study Area, on the western slope of Steens Mountain in the northern Basin and Range physiographic province of southeastern Oregon. The area is underlain by Miocene Steens Basalt. Isolated outcrops of the Devine Canyon ash-flow tuff unconformably overlie the Steens Basalt. Pleistocene shoreline deposits and Holocene dunes are exposed in the western part of the study area, moderate potential for sand and gravel resources in lake shoreline deposits, and low potential for geothermal energy throughout the study area.

    In 1978, a landfill operator in Oregon became interested in the technical and economic feasibility of recovering the methane generated in the landfill for the refueling of vehicles. DOE awarded a grant for a site-specific feasibility study of this concept. This study investigated the expected methane yield and the development of a conceptual gas-gathering system; gas processing, compressing, and storage systems; and methane-fueled vehicle systems. Cost estimates were made for each area of study. The results of the study are presented. Reasoning that gasoline prices will continue to rise and that approximately 18,000 vehicles in the US have been converted to operate on methane, a project is proposed to use this landfill as a demonstration site to produce and process methane and to fuel a fleet (50 to 400) vehicles with the gas produced in order to obtain performance and economic data on the systems used from gas collection through vehicle operation.     In August 2008 the Pacific Northwest National Laboratory (PNNL) conducted a light emitting diode (LED) residential lighting demonstration project for the U.S. Department of Energy (DOE), Office of Building Technologies, as part of DOE’s Solid State Lighting (SSL) Technology Demonstration Gateway Program. Two lighting technologies, an LED replacement for downlight lamps (bulbs) and an LED undercabinet lighting fixture, were tested in the demonstration which was conducted in two homes built for the 2008 Tour of Homes in Eugene, Oregon. The homes were built by the Lane County Home Builders Association (HBA), and Future B Homes. The Energy Trust of Oregon (ETO) also participated in the demonstration project. The LED downlight product, the LR6, made by Cree LED Lighting Solutions acts as a screw-in replacement for incandescent and halogen bulbs in recessed can downlights. The second product tested is Phillips/Color Kinetics’ eW® Profile Powercore undercabinet fixture designed to mount under kitchen cabinets to illuminate the countertop and backsplash surfaces. Quantitative and qualitative measurements of light performance and electrical power usage were taken at each site before and after initially installed halogen and incandescent lamps were replaced with the LED products. Energy savings and simple paybacks were also calculated and builders who toured the homes were surveyed for their responses to the LED products. The LED downlight product drew 12 Watts of power, cutting energy use by 82% compared to the 65W incandescent lamp and by 84% compared to the 75W halogen lamp. The LED undercabinet fixture drew 10 watts, cutting energy use by 83% to 90% compared to the halogen product, which was tested at two power settings: a low power 60W setting and a high power 105W setting. The LED downlight consistently provided more light than the halogen and incandescent lamps in horizontal measurements at counter height and floor level. It also outperformed in vertical

    The Bonneville Power Administration is proposing to build a transmission line to reinforce electrical service to the southern coast of Oregon. This FYI outlines the proposal, tells how one can learn more, and how one can share ideas and opinions. The project will reinforce Oregon`s south coast area and provide the necessary transmission for Nucor Corporation to build a new steel mill in the Coos Bay/North Bend area. The proposed plant, which would use mostly recycled scrap metal, would produce rolled steel products. The plant would require a large amount of electrical power to run the furnace used in its steel-making process. In addition to the potential steel mill, electrical loads in the south Oregon coast area are expected to continue to grow.

    Previous USDOE-funded geothermal studies have produced an extensive temperature gradient and heat flow data base for the State of Oregon. One of the important features identified as a result of these studies is a rapid transition from heat flow values on the order of 40 mW/m/sup 2/ in the Willamette Valley and Western Cascades to values of greater than or equal to100 mW/m/sup 2/ in the High Cascades and the eastern portion of the Western Cascades. These data indicate that the Cascade Range in Oregon has potential as a major geothermal province and stimulated much of the later work completed by government agencies and private industry. Additional data generated as a result of this grant and published in DOGAMI Open-File Report 0-86-2 further define the location and magnitude of this transition zone. In addition, abundant data collected from the vicinity of Breitenbush and Austin Hot Springs have permitted the formulation of relatively detailed models of these hydrothermal systems. These models are published in DOGAMI Open-File Report 0-88-5. Task 1.2 of the Deliverables section of Amendment M001 is fulfilled by DOGAMI publication GMS-48, Geologic map of the McKenzie Bridge quadrangle, Lane County, Oregon.     Klamath Falls, Oregon, is located in a Known Geothermal Resource Area which has been used by residents, principally to obtain geothermal fluids for space heating, at least since the turn of the century. Over 500 shallow-depth wells ranging from 90 to 2,000 ft (27 to 610 m) in depth are used to heat (35 MWt) over 600 structures. This utilization includes the heating of homes, apartments, schools, commercial buildings, hospital, county jail, YMCA, and swimming pools by individual wells and three district heating systems. Geothermal well temperatures range from 100 to 230{degree}F (38 to 110{degree}C) and the most common practice is to use downhole heat exchangers with city water as the circulating fluid. Larger facilities and district heating systems use lineshaft vertical turbine pumps and plate heat exchangers. Well water chemistry indicates approximately 800 ppM dissolved solids, with sodium sulfate having the highest concentration. Some scaling and corrosion does occur on the downhole heat exchangers (black iron pipe) and on heating systems where the geo-fluid is used directly. 73 refs., 49 figs., 6 tabs.

    Oregon's geothermal resources represent a large portion of the nation's total geothermal potential. The State's resources are substantial in size, widespread in location, and presently in various stages of discovery and utilization. The exploration for, and development of, geothermal is presently dependent upon a mixture of engineering, economic, environmental, and legal factors. In response to the State's significant geothermal energy potential, and the emerging impediments and incentives for its development, the State of Oregon has begun a planning program intended to accelerate the environmentally prudent utilization of geothermal, while conserving the resource's long-term productivity. The program, which is based upon preliminary work performed by the Oregon Institute of Technology's Geo-Heat Center, will be managed by the Oregon Department of Energy, with the assistance of the Departments of Economic Development, Geology and Mineral Industries, and Water Resources. Funding support for the program is being provided by the US Department of Energy. The first six-month phase of the program, beginning in July 1980, will include the following five primary tasks: (1) coordination of state and local agency projects and information, in order to keep geothermal personnel abreast of the rapidly expanding resource literature, resource discoveries, technological advances, and each agency's projects. (2) Analysis of resource commercialization impediments and recommendations of incentives for accelerating resource utilization. (3) Compilation and dissemination of Oregon geothermal information, in order to create public and potential user awareness, and to publicize technical assistance programs and financial incentives. (4) Resource planning assistance for local governments in order to create local expertise and action; including a statewide workshop for local officials, and the formulation of two specific community resource development plans.     In response to a request from the Corporate Medical Consultant to Thomson Consumer Electronics (SIC-3673), Marion, Indiana, a study was undertaken of an illness outbreak in workers at the facility. There were about 1900 workers at the facility, which produced television picture tubes. Production occurred over three shifts, 6 days a week. Charcoal tube sampling indicated the presence of acetone (67641) n-amyl-acetate (628637), n-butyl-acetate (123864), isoamyl-acetate (123922), toluene (108883), 1,1,1-trichloroethane (71556), and trichloroethylene (79016). No contaminants were detected in the bag samples of air collected from the in/house compressed air system. One or more symptoms were reported by 593 (82%) of the workers. Those most commonly reported included headache (68%), sore throat (53%), fatigue (51%), eye irritation (50%), itchy skin (47%), irritated nose (45%), dizziness (45%), unusual taste in mouth (45%), unusual smell (41%) and cough. The authors conclude that symptoms were consistent with stress related health complaints in occupational settings. Concentrations of chemicals measured in the facility would not be expected to produce the effects seen in the outbreak. The authors recommend that trichloroethylene degreasing units be replaced with equipment which uses a less toxic degreasing agent. The facility should hire a full time industrial hygienist.

    A study has been conducted in Newell Creek Canyon near Oregon City, Oregon, T3S, T2S, R2E. A landslide inventory has located 53 landslides in the 2.8 km[sup 2] area. The landslides range in area from approximately 15,000m[sup 2] to 10m[sup 2]. Past slides cover an approximate 7% of the canyon area. Landslide processes include: slump, slump-translational, slump-earthflow and earthflow. Hard, impermeable clay-rich layers in the Troutdale Formation form the failure planes for most of the slides. Slopes composed of Troutdale material may seem to be stable, but when cuts and fills are produced, slope failure is common because of the perched water tables and impermeable failure planes. Good examples of cut and fill failures are present on Highway 213 which passes through Newell Creek Canyon. Almost every cut and fill has failed since the road construction began. The latest failure is in the fill located at mile-post 2.1. From data gathered, a slope stability risk map was generated. Stability risk ratings are divided into three groups: high, moderate and low. High risk of slope instability is designated to all landslides mapped in the slide inventory. Moderate risk is designated to slopes in the Troutdale Formation greater than 8[degree]. Low risk is designated to slopes in the Troutdale Formation less than 8[degree].

    The Oregon Department of Transportation (Oregon DOT) maintains more than 120 coastal bridges; many are reinforced concrete structures over 15 m (50 ft) in length. Twelve of these bridges are historic structures. Oregon DOT is concerned about the ongoing deterioration of these bridges, rising maintenance and repair costs, and the need to protect Oregons large investment in coastal bridges. Over 80,000 m2 (850,000 ft2) of coastal bridge surface have been repaired and protected from further chloride-induced corrosion damage by using conductive coating anodes. Most of the anode area is thermal-sprayed (TS) Zn. Other anode materials include TS Ti, Zn-hydrogel, and conductive carbon paint. TS Zn anodes are estimated to have a service life exceeding 25 years but exhibit increasing anode polarization with age. Catalyzed TS Ti anodes develop no significant anode polarization and have exhibited stable long-term performance over 8 years of service. Galvanic Zn-hydrogel anodes produce a stable protection current with no evidence of aging effects over 6 years of service. The conductive carbon paint anode operates at a low anode current density and consumption rate with a low rate of acidification at the anode-concrete interface, which has contributed to a stable protection current over 17 years of service.

    This open-file report presents the results of the Santiam Pass drilling program. The first phase of this program was to compile all available geological, geophysical and geothermal data for the Santiam Pass area and select a drill site on the basis of these data (see Priest and others, 1987a), A summary of the drilling operations and costs associated with the project are presented in chapter 1 by Hill and Benoit. An Overview of the geology of the Santiam Pass area is presented by Hill and Priest in chapter 2. Geologic mapping and isotopic age determinations in the Santiam Pass-Mount Jefferson area completed since 1987 are summarized in chapter 2. One of the more important conclusions reached in chapter 2 is that a minimum of 2 km vertical displacement has occurred in the High Cascade graben in the Santiam Pass area. The petrology of the Santiam Pass drill core is presented by Hill in chapter 3. Most of the major volcanic units in the core have been analyzed for major, minor, and trace element abundances and have been studied petrographically. Three K-Ar ages are interpreted in conjunction with the magnetostratigraphy of the core to show that the oldest rocks in the core are approximately 1.8 Ma. Geothermal and geophysical data collected from the Santiam Pass well are presented by Blackwell in chapter 4. The Santiam Pass well failed to penetrate beneath the zone of lateral groundwater flow associated with highly permeable Quaternary volcanic rocks. Calculated geothermal gradients range from about 50[degree]C/km at depth 700-900 m, to roughly 110[degree]C/km from 900 m to the bottom of the well at 929 m. Heat-flow values for the bottom part of the hole bracket the regional average for the High Cascades. Blackwell concludes that heat flow along the High Cascades axis is equal to or higher than along the western edge of the High Cascades.

    The Federal Energy Regulatory Commission (FERC) prepared an EIS that assesses the potential environmental impacts of a proposal to construct and operate the Jordan Cove Liquefaction and Pacific Connector Pipeline Projects, respectively a proposed new liquefied natural gas (LNG) export terminal and associated facilities in Coos County, Oregon, and a natural gas pipeline between the Malin Hub in Klamath County, Oregon, and the Jordan Cove terminal. DOE is a cooperating agency in preparing the EIS. DOE, Office of Fossil Energy, has an obligation under Section 3 of the Natural Gas Act to authorize the import and export of natural gas, including LNG, unless it finds that the import or export is not consistent with the public interest. (DOE's participation as a cooperating agency and assignment of a document number are not a commitment that DOE will adopt or supplement the EIS.)

    This report presents the results of site analysis for the Bonneville Power Administration Northeast Oregon Hatchery Project. The purpose of this project is to provide engineering services for the siting and conceptual design of hatchery facilities for the Bonneville Power Administration. The hatchery project consists of artificial production facilities for salmon and steelhead to enhance production in three adjacent tributaries to the Columbia River in northeast Oregon: the Grande Ronde, Walla Walla, and Imnaha River drainage basins. Facilities identified in the master plan include adult capture and holding facilities; spawning incubation, and early rearing facilities; full-term rearing facilities; and direct release or acclimation facilities. The evaluation includes consideration of a main production facility for one or more of the basins or several smaller satellite production facilities to be located within major subbasins. The historic and current distribution of spring and fall chinook salmon and steelhead was summarized for the Columbia River tributaries. Current and future production and release objectives were reviewed. Among the three tributaries, forty seven sites were evaluated and compared to facility requirements for water and space. Site screening was conducted to identify the sites with the most potential for facility development. Alternative sites were selected for conceptual design of each facility type. A proposed program for adult holding facilities, final rearing/acclimation, and direct release facilities was developed.

    In April 2010, the City of Portland received a $20 million award from the U.S. Department of Energy, as part of the Energy Efficiency and Conservation Block Grant program. This award was appropriated under the American Recovery and Reinvestment Act (ARRA), passed by President Obama in 2009. DOE’s program became known as the Better Buildings Neighborhood Program (BBNP). The BBNP grant objectives directed the City of Portland Bureau of Planning and Sustainability (BPS) as the primary grantee to expand the BPS-led pilot program, Clean Energy Works Portland, into Clean Energy Works Oregon (CEWO), with the mission to deliver thousands of home energy retrofits, create jobs, save energy and reduce carbon dioxide emissions.The Final Technical Report explores the successes and lessons learned from the first 3 years of program implementation.

    Davenport Newberry (Davenport) has completed 8 years of exploration for geothermal energy on Newberry Volcano in central Oregon. Two deep exploration test wells were drilled by Davenport on the west flank of the volcano, one intersected a hydrothermal system; the other intersected isolated fractures with no hydrothermal interconnection. Both holes have bottom-hole temperatures near or above 315°C (600°F). Subsequent to deep test drilling an expanded exploration and evaluation program was initiated. These efforts have included reprocessing existing data, executing multiple geological, geophysical, geochemical programs, deep exploration test well drilling and shallow well drilling. The efforts over the last three years have been made possible through a DOE Innovative Exploration Technology (IET) Grant 109, designed to facilitate innovative geothermal exploration techniques. The combined results of the last 8 years have led to a better understanding of the history and complexity of Newberry Volcano and improved the design and interpretation of geophysical exploration techniques with regard to blind geothermal resources in volcanic terrain.

    The study summarizes the current data, generates some new data, and recommends further steps which should be taken to investigate the electrical power production potential of Newberry volcano. The objective was to concentrate on data from the developable flanks of the volcano. All previous data on the geology, hydrology, and geophysics were summarized. A soil-mercury survey focused on the flanks of the volcano was conducted. Samples from 1000 km/sup 2/ of the volcano were analyzed for mercury content.     Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    This open-file report presents the results of the Santiam Pass drilling program. The first phase of this program was to compile all available geological, geophysical and geothermal data for the Santiam Pass area and select a drill site on the basis of these data (see Priest and others, 1987a), A summary of the drilling operations and costs associated with the project are presented in chapter 1 by Hill and Benoit. An Overview of the geology of the Santiam Pass area is presented by Hill and Priest in chapter 2. Geologic mapping and isotopic age determinations in the Santiam Pass-Mount Jefferson area completed since 1987 are summarized in chapter 2. One of the more important conclusions reached in chapter 2 is that a minimum of 2 km vertical displacement has occurred in the High Cascade graben in the Santiam Pass area. The petrology of the Santiam Pass drill core is presented by Hill in chapter 3. Most of the major volcanic units in the core have been analyzed for major, minor, and trace element abundances and have been studied petrographically. Three K-Ar ages are interpreted in conjunction with the magnetostratigraphy of the core to show that the oldest rocks in the core are approximately 1.8 Ma. Geothermal and geophysical data collected from the Santiam Pass well are presented by Blackwell in chapter 4. The Santiam Pass well failed to penetrate beneath the zone of lateral groundwater flow associated with highly permeable Quaternary volcanic rocks. Calculated geothermal gradients range from about 50{degree}C/km at depth 700-900 m, to roughly 110{degree}C/km from 900 m to the bottom of the well at 929 m. Heat-flow values for the bottom part of the hole bracket the regional average for the High Cascades. Blackwell concludes that heat flow along the High Cascades axis is equal to or higher than along the western edge of the High Cascades.

    Current and conductivity, temperature, and depth (CTD) measurements were made over the Oregon shelf near 43/sup 0/N between February 1981 and April 1984 as part of a large-scale west coast shelf experiment (SuperCODE). The data set includes a nearly continuous record of current velocity and temperature over the continental shelf off Coos Bay from May 1981 through January 1984, CTD sections off Coos Bay in January or February of each year from 1981 to 1984, and CTD sections off Newport (44.6/sup 0/N) in April 1983, and April 1984. The latter are compared with sections off Newport made during the previous two decades. Sea level from the Newport tide gage, daily sea surface temperature at Charleston (43.3/sup 0/N), the alongshore component of the wind stress at 45/sup 0/N and the large-scale North Pacific atmospheric pressure pattern provide a climatological perspective. The initial manifestation of El Nino off Oregon was in October 1982: anomalously high sea level, high coastal sea surface temperature, and increased poleward flow. These effects occurred within 1 month of the onset of El Nino off Peru and preceded any local (North Pacific) atmospheric effect by 2 to 3 months. The anomalous local meteorological conditions, which became manifest in December and January, greatly enhanced the initial effects and inserted their own signal. The first signals of El Nino probably arrived by an oceanic path, but there is no doubt they were subsequently reinforced by anomalous atmospheric conditions.

    The Hanford Environmental Does Reconstruction (HEDR) Project was established to estimate radiation doses that people could have received from nuclear operations at the Hanford Site since 1944. To identify groups that may have received doses, population estimates containing age, race, and sex detail for ten counties in Washington and Oregon for the years 1940 to 1980 were prepared by the Demographics Laboratory under a subcontract with the Pacific Northwest Laboratory (PNL). A data base of population information was developed from census reports and published and unpublished collections from the Washington State Office of Financial Management and Center for Population Research. Three estimation methods were then explored: the cohort-component model, cohort interpolation, and age-group interpolation. The estimates generated through cohort and age-group interpolation are considered adequate for initial use in the HEDR Project. Results are presented in two forms: (1) county populations by sex and single year of age and (2) county populations by sex and race for age groupings. These results are made available to the HEDR Project for further refinement into population estimates by county census divisions.

The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    The US Department of Energy is developing an estimate of the undeveloped hydropower potential in the United States. The Hydropower Evaluation Software (HES) is a computer model that was developed by the Idaho National Engineering and Environmental Laboratory for this purpose. HES measures the undeveloped hydropower resources available in the US, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a menu-driven program that allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report describes the resource assessment results for the State of Oregon.

    Geoenergy resources in Oregon, in addition to coal, include noncommercial deposits of oil shale, natural gas, and geothermal heat. Commercial quantities of natural gas were discovered at Mist in northwestern Oregon in 1979. Gas presently is being produced from five wells and additional exploratory drilling is underway. More than 2 million acres of Oregon land is under lease for petroleum and natural gas exploration, mostly in the Astoria embayment-Willamette syncline, central (Oregon) Paleozoic-Mesozoic basin, and eastern Tertiary nonmarine basin. The Cascade Range and eastern Oregon contain sizable resources of geothermal heat, of which a small part has been developed for space heating at Klamath Falls and Lakeview. Thirteen Known Geothermal Resource Areas (KGRA's) comprising 432,000 acres have been identified, 422,000 acres are currently leased for geothermal development. KGRA's judged to have potential for generation of electrical power are Newberry Crater, Crump Geyser, and Alvord Desert. No adverse hydrologic effects have been noted to date from coal or other geoenergy exploration or development in Oregon, and no effects are expected if federal and state regulations are adhered to. The southwestern Oregon coals would have to be mined by underground methods. Potential hydrologic impacts would be local increases in sedimentation, turbidity, and mineralization of surface and ground water. Water-quality degradation, including both thermal pollution and increased concentrations of dissolved minerals, could result from geothermal development. Other potential problems include land subsidence and consumptive use of water associated with both coal and geothermal development. 53 refs., 3 figs., 1 tab.

    A coalition of the Oregon wildlife agencies and tribes (the Oregon Wildlife Mitigation Coalition) have forged a cooperative effort to promote wildlife mitigation from losses to Oregon wildlife resources associated with the four mainstream Columbia River and the eight Willamette River Basin hydroelectric projects. This coalition formed a Joint Advisory Committee, made up of technical representatives from all of the tribes and agencies, to develop this report. The goal was to create a list of potential mitigation opportunities by priority, and to attempt to determine the costs of mitigating the wildlife losses. The information and analysis was completed for all projects in Oregon, but was gathered separately for the Lower Columbia and Willamette Basin projects. The coalition developed a procedure to gather information on potential mitigation projects and opportunities. All tribes, agencies and interested parties were contacted in an attempt to evaluate all proposed or potential mitigation. A database was developed and minimum criteria were established for opportunities to be considered. These criteria included the location of the mitigation site within a defined area, as well as other criteria established by the Northwest Power Planning Council. Costs were established for general habitats within the mitigation area, based on estimates from certified appraisers. An analysis of the cost effectiveness of various types of mitigation projects was completed. Estimates of operation and maintenance costs were also developed. The report outlines strategies for gathering mitigation potentials, evaluating them, determining their costs, and attempting to move towards their implementation.

    An analysis of the geothermal resource at Lakeview, Oregon, indicates that a substantial resource exists in the area capable of supporting extensive residential, commercial and industrial heat loads. Good resource productivity is expected with water temperatures of 200{degrees}F at depths of 600 to 3000 feet in the immediate vicinity of the town. Preliminary district heating system designs were developed for a Base Case serving 1170 homes, 119 commercial and municipal buildings, and a new alcohol fuel production facility; a second design was prepared for a downtown Mini-district case with 50 commercial users and the alcohol plant. Capital and operating costs were determined for both cases. Initial development of the Lakeview system has involved conducting user surveys, well tests, determinations of institutional requirements, system designs, and project feasibility analyses. A preferred approach for development will be to establish the downtown Mini-district and, as experience and acceptance are obtained, to expand the system to other areas of town. Projected energy costs for the Mini-district are $10.30 per million Btu while those for the larger Base Case design are $8.20 per million Btu. These costs are competitive with costs for existing sources of energy in the Lakeview area.

    The Vya 2/sup 0/ quadrangle occupies the northwest corner of Nevada and portions of Oregon and California. It lies in the westernmost portion of the Basin and Range Province and contains Paleozoic through Holocene rocks. A surface reconnaissance was made of all geologic environments, including 19 uranium occurrences, thought to be favorable for uranium deposits. Geochemical, radiometric, and petrographic analyses were used in the evaluation and were supplemented by water analyses and geologic mapping. Areas and environments considered favorable for uranium deposits, in accord with National Uranium Resource Evaluation criteria, include: the McDermitt caldera in the northeast of the quadrangle, favorable for hydrothermal and strata-bound deposits; the Virgin Valley area in the northcentral part of the quadrangle, favorable for strata-bound deposits; the Bottle Creek area, southwest of the McDermitt caldera, favorable for volcanogenic deposits; and the Cottonwood Basin area, in the southwest of the quadrangle, which has uranium in volcaniclastic sediments and is similar to the Virgin Valley area.

    The Hood River Passive Project was developed by Root Design Build of Hood River Oregon using the Passive House Planning Package (PHPP) to meet all of the requirements for certification under the European Passive House standards. The Passive House design approach has been gaining momentum among residential designers for custom homes and BEopt modeling indicates that these designs may actually exceed the goal of the U.S. Department of Energy's (DOE) Building America program to "reduce home energy use by 30%-50%" (compared to 2009 energy codes for new homes). This report documents the short term test results of the Shift House and compares the results of PHPP and BEopt modeling of the project. The design includes high R-Value assemblies, extremely tight construction, high performance doors and windows, solar thermal DHW, heat recovery ventilation, moveable external shutters and a high performance ductless mini-split heat pump. Cost analysis indicates that many of the measures implemented in this project did not meet the BA standard for cost neutrality. The ductless mini-split heat pump, lighting and advanced air leakage control were the most cost effective measures. The future challenge will be to value engineer the performance levels indicated here in modeling using production based practices at a significantly lower cost.

    Funding from Bonneville Power Administration was provided to the Oregon Department of Fish and Wildlife and the Clatsop County Economic Development Council`s Fisheries Project to identify and develop terminal fishing opportunities. The 1991 and 1992 brood fingerling coho from Oregon Department of Fish and Wildlife hatcheries were successfully reared during the winter period to smolt stage in Youngs Bay utilizing floating net pens. Based on coded-wire-tag recoveries during 1991--93 from 2-week net-pen acclimation releases, total accountability of coho adults averaged 40,540 fish, with the Youngs Bay commercial harvest accounting for 39%. With reduced ocean harvest impacts during 1994 and 1995, 92% of 51,640 coho in 1994 and 68% of 23,599 coho in 1995 (based on coded-wire-tag recoveries) were accounted for in the Youngs Bay commercial fishery for combined 2-week and overwinter acclimation net-pen releases. Overwinter net-pen acclimation coho accounted for 35,063 and 15,775 coho adults in 1994 and 1995 with 93% and 68% accountable in the Youngs Bay commercial harvest. Based on coded-wire-tag recoveries, less than 1% of the adults resulting from releases at Youngs Bay net pens strayed to hatcheries, while none were recovered on spawning ground surveys during 1991--95. The highest survival rates were observed for 1991 and 1992 brood overwinter coho released in early May. Time of release, not rearing strategy, appears to be the determining factor affecting survival in Youngs Bay.

    The Hanford Environmental Does Reconstruction (HEDR) Project was established to estimate radiation doses that people could have received from nuclear operations at the Hanford Site since 1944. To identify groups that may have received doses, population estimates containing age, race, and sex detail for ten counties in Washington and Oregon for the years 1940 to 1980 were prepared by the Demographics Laboratory under a subcontract with the Pacific Northwest Laboratory (PNL). A data base of population information was developed from census reports and published and unpublished collections from the Washington State Office of Financial Management and Center for Population Research. Three estimation methods were then explored: the cohort-component model, cohort interpolation, and age-group interpolation. The estimates generated through cohort and age-group interpolation are considered adequate for initial use in the HEDR Project. Results are presented in two forms: (1) county populations by sex and single year of age and (2) county populations by sex and race for age groupings. These results are made available to the HEDR Project for further refinement into population estimates by county census divisions.

    This report summarizes the results from the data center energy efficiency and renewable energy site assessment conducted for the Oregon Army National Guard in Salem, Oregon. A team led by NREL conducted the assessment of the Anderson Readiness Center data centers March 18-20, 2014 as part of ongoing efforts to reduce energy use and incorporate renewable energy technologies where feasible. Although the data centers in this facility account for less than 5% of the total square footage, they are estimated to be responsible for 70% of the annual electricity consumption.
