    There is a growing concern that certain constituents of common household products, that are discarded in residential garbage, may be potentially harmful to human health and the environment by adversely affecting the quality of ground and surface water. A survey of hazardous wastes in residential garbage from Marin County, California, and New Orleans, Louisiana, was conducted in order to determine the amount and characteristics of such wastes that are entering municipal landfills. The results of the survey indicate that approximately 642 metric tons of hazardous waste are discarded per year for the New Orleans study area and approximately 259 metric tons are discarded per year for the Marin County study area. Even though the percent of hazardous household waste in the garbage discarded in both study areas was less than 1%, it represents a significant quantity of hazardous waste because of the large volume of garbage involved.

    Forest County Potawatomi Community (the “Community”) sought and obtained Community Renewable Energy Deployment funding from the Department of Energy to evaluate and implement a diverse number of renewable energy technologies throughout its lands held in trust or owned in fee simple in Forest County and Milwaukee County (the “Project”). The technologies and sites evolved during the Project, ultimately leading to the investigation of biomass and solar projects on the Community’s reservation in Forest County, as well as the investigation and eventual deployment of a solar project and an anaerobic digestion and biogas project on Community lands in Milwaukee.

    Most marine bacteria produce exopolysaccharides (EPS), and bacterial EPS represent an important source of dissolved organic carbon in marine ecosystems. It was proposed that bacterial EPS rich in uronic acid is resistant to mineralization by microbes and thus has a long residence time in global oceans. To confirm this hypothesis, bacterial EPS rich in galacturonic acid was isolated from Alteromonas sp. JL2810. The EPS was used to amend natural seawater to investigate the bioavailability of this EPS by native populations, in the presence and absence of ammonium and phosphate amendment. The data indicated that the bacterial EPS could not bemore » completely consumed during the cultivation period and that the bioavailability of EPS was not only determined by its intrinsic properties, but was also determined by other factors such as the availability of inorganic nutrients. During the experiment, the humic-like component of fluorescent dissolved organic matter (FDOM) was freshly produced. Bacterial community structure analysis indicated that the class Flavobacteria of the phylum Bacteroidetes was the major contributor for the utilization of EPS. This report is the first to indicate that Flavobacteria are a major contributor to bacterial EPS degradation. Finally, the fraction of EPS that could not be completely utilized and the FDOM (e.g., humic acid-like substances) produced de novo may be refractory and may contribute to the carbon storage in the oceans.« less

    The Utility-Scale Wind Energy Technology U.S. Department of Energy (DOE) grant EE0000538, provided a way ahead for Laramie County Community College (LCCC) to increase educational and training opportunities for students seeking an Associate of Applied Science (AAS) or Associate of Science (AS) degree in Wind Energy Technology. The DOE grant enabled LCCC to program, schedule, and successfully operate multiple wind energy technology cohorts of up to 20-14 students per cohort simultaneously. As of this report, LCCC currently runs four cohorts. In addition, the DOE grant allowed LCCC to procure specialized LABVOLT electronic equipment that directly supports is wind energy technology curriculum.

    To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and the second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain. The region of analysis is comprised of the seven coastal counties in Oregon—Clatsop, Coos, Curry, Douglas, Lane, Lincoln, and Tillamook—so estimates of jobs and other economic impacts are specific to this coastal county area.

    This document provides a base case description of the rural Clark County community of Indian Springs in anticipation of change associated with the proposed high-level nuclear waste repository at Yucca Mountain. As the community closest to the proposed site, Indian Springs may be seen by site characterization workers, as well as workers associated with later repository phases, as a logical place to live. This report develops and updates information relating to a broad spectrum of socioeconomic variables, thereby providing a `snapshot` or `base case` look at Indian Springs in early 1992. With this as a background, future repository-related developments may be analytically separated from changes brought about by other factors, thus allowing for the assessment of the magnitude of local changes associated with the proposed repository. Given the size of the community, changes that may be considered small in an absolute sense may have relatively large impacts at the local level. Indian Springs is, in many respects, a unique community and a community of contrasts. An unincorporated town, it is a small yet important enclave of workers on large federal projects and home to employees of small- scale businesses and services. It is a rural community, but it is also close to the urbanized Las Vega Valley. It is a desert community, but has good water resources. It is on flat terrain, but it is located within 20 miles of the tallest mountains in Nevada. It is a town in which various interest groups diverge on issues of local importance, but in a sense of community remains an important feature of life. Finally, it has a sociodemographic history of both surface transience and underlying stability. If local land becomes available, Indian Springs has some room for growth but must first consider the historical effects of growth on the town and its desired direction for the future.

    Low nutrient and energy availability has led to the evolution of numerous strategies for overcoming these limitations, of which symbiotic associations represent a key mechanism. Particularly striking are the associations between chemosynthetic bacteria and marine animals that thrive in nutrient-poor environments such as the deep-sea because the symbionts allow their hosts to grow on inorganic energy and carbon sources such as sulfide and CO2. Remarkably little is known about the physiological strategies that enable chemosynthetic symbioses to colonize oligotrophic environments. In this study, we used metaproteomics and metabolomics to investigate the intricate network of metabolic interactions in the chemosynthetic association between Olavius algarvensis, a gutless marine worm, and its bacterial symbionts. We propose novel pathways for coping with energy and nutrient limitation, some of which may be widespread in both free-living and symbiotic bacteria. These include (i) a pathway for symbiont assimilation of the host waste products acetate, propionate, succinate and malate, (ii) the potential use of carbon monoxide as an energy source, a substrate previously not known to play a role in marine invertebrate symbioses, (iii) the potential use of hydrogen as an energy source, (iv) the strong expression of high affinity uptake transporters, and (v) novel energy efficient steps in CO2 fixation and sulfate reduction. The high expression of proteins involved in pathways for energy and carbon uptake and conservation in the O. algarvensis symbiosis indicates that the oligotrophic nature of its environment exerted a strong selective pressure in shaping these associations.

    Marine plants are a diverse group that include unicellular algae, seaweeds, seagrasses, salt marshes, and mangrove forests. They carry out a variety of ecological functions and serve as the primary producers in coastal wetlands and oceanic waters. The theme that connects such a wide variety of plants is their ecology, which was also emphasized in the 1981 edition. The goal of this revision is to present taxonomic, physiological, chemical, and ecological aspects of marine plants, their adaptations, and how abiotic and biotic factors interact in their communities. The data are presented in a concise, comparative manner in order to identify similarities and differences between communities such as salt marsh and mangroves or subtidal seaweeds and seagrasses. To accomplish this, the text is organized into five chapters that introduce the marine habitats, consider abiotic and biotic factors, and anthropogenic influences on the communities followed by seven chapters that deal with microalgae, seaweeds, salt marshes, mangroves, seagrasses, and coral reefs. Two appendixes are included; one presents simple field techniques and the other is a summary of seaweed uses.

    The northern part of Contra Costa County, California is heavily industrialized with a number of petroleum refineries, chemical facilities and other small industrial plants. Several epidemiological studies have been conducted in the country to assess cancer risk in relation to estimated air pollution levels. In this paper, the air monitoring data, air pollution modeling and the epidemiologic studies are critically reviewed. The association between cancer risk and estimated emissions is critically evaluated. The role of occupational and lifestyle (such as cigarette smoking and diet) confounding exposures is also assessed. The importance of validating exposure data generated by air pollution models in epidemiologic studies is emphasized. Pollutants of major concern are sulfur dioxide, nitrogen oxides, and hydrocarbons.

    The goal of the Gas Research Institute Wetland Corridors Program is to document impacts of existing pipelines on the wetlands they traverse. To accomplish this goal, 12 existing wetland crossings were surveyed. These sites varied in elapsed time since pipeline construction, wetland type, pipeline installation techniques, and right-of-way (ROW) management practices. This report presents results of a survey conducted over the period of August 5--7, 1991, at the Little Timber Creek crossing in Gloucester County, New Jersey, where three pipelines, constructed in 1950, 1960, and 1990, cross the creek and associated wetlands. The old side of the ROW, created by the installation of the 1960 pipeline, was designed to contain a raised peat bed over the 1950 pipeline and an open-water ditch over the 1960 pipeline. The new portion of the ROW, created by installation of the 1990 pipeline, has an open-water ditch over the pipeline (resulting from settling of the backfill) and a raised peat bed (resulting from rebound of compacted peat). Both the old and new ROWs contain dense stands of herbs; the vegetation on the old ROW was more similar to that in the adjacent natural area than was vegetation in the new ROW. The ROW increased species and habitat diversity in the wetlands. It may contribute to the spread of purple loosestrife and affect species sensitive to habitat fragmentation.

The project has been committed to making homegrown biodiesel a viable form of community economic development. The project has benefited by reducing risks by building the facility gradually and avoiding large initial outlays of money for facilities and technologies. A primary advantage of this type of community-scale biodiesel production is that it allows for a relatively independent, local solution to fuel production.     We present a diagnostic analysis of the marine low cloud climatology simulated by two state-of-the-art coupled atmosphere-ocean models: the NCAR Community Earth System Model (CESM) and the NCEP Global Forecasting System (GFS). In both models, the shallow convection and boundary layer turbulence parameterizations have been recently updated: both models now use a mass-flux scheme for the parameterization of shallow convection, and a turbulence parameterization capable of handling Stratocumulus (Sc)-topped Planetary Boundary Layers (PBLs). For shallow convection, both models employ a convective trigger function based on the concept of convective inhibition and both include explicit convective overshooting/penetrative entrainment formulation. For Sc-topped PBL, both models treat explicitly turbulence mixing and cloud-top entrainment driven by cloud-top radiative cooling. Our focus is on the climatological transition from Sc to shallow Cumulus (Cu)-topped PBL in the subtropical eastern oceans. We show that in the CESM the coastal Sc-topped PBLs in the subtropical Eastern Pacific are well-simulated but the climatological transition from Sc to shallow Cu is too abrupt and happens too close to the coast. By contrast, in the GFS coupled simulation the coastal Sc amount and PBL depth are severely underestimated while the transition from Sc to shallow Cu is delayed and offshore Sc cover is too extensive in the subtropical Eastern Pacific. We discuss the possible connections between such differences in the simulations and differences in the parameterizations of shallow convection and boundary layer turbulence in the two models.

    The negative effects of chemical contaminants on tropical marine ecosystems are of increasing concern as human populations expand adjacent to these communities. Watershed streams and ground water carry a variety of chemicals from agricultural, industrial, and domestic activities, while winds and currents transport pollutants from atmospheric and oceanic sources to these coastal ecosystems. The implications of the limited information available on impacts of chemical stressors on mangrove forests, seagrass meadows, and coral reefs are discussed in the context of ecosystem management and ecological risk assessment. Three classes of pollutants have received attention: heavy metals, petroleum, and synthetic organics. Heavy metals have been detected in all three ecosystems, causing physiological stress, reduced reproductive success, and outright mortality in associated invertebrates and fishes. Oil spills have been responsible for the destruction of entire coastal shallow-water communities, with recovery requiring years. Herbicides are particularly detrimental to mangroves and seagrasses and adversely affect the animal-algal symbioses in corals. Pesticides interfere with chemical cues responsible for key biological processes, including reproduction and recruitment of a variety of organisms. Information is lacking with regard to long-term recovery, indicator species, and biomarkers for tropical communities. Critical areas that are beginning to be addressed include the development of appropriate benchmarks for risk assessment, baseline monitoring criteria, and effective management strategies to protect tropical marine ecosystems in the face of mounting anthropogenic disturbance.

    The Northern Counties Area Development Plan evaluated the regional market potential for utilizing geothermal energy. This study identified five potential geothermal resource areas, four of which have low temperature (<90{sup 0}C, 194{sup 0}F) potential and one possible igneous system. The average population growth rate in the Northern Counties is expected to be five percent per year over the next 40 years, with Mohave and Yavapai Counties growing the fastest. Rapid growth is anticipated in all major employment sectors, including trade, service, manufacturing, mining and utilities. A regional energy use analysis is included, containing information on current energy use patterns for all user classes. Water supplies are expected to be adequate for expected growth generally, though Yavapai and Gila Counties will experience water deficiencies. A preliminary district heating analysis is included for the towns of Alpine and Springerville. Both communities are believed located on geothermal resource sites. The study also contains a section identifying potential geothermal resource users in northern Arizona.

    This paper discusses an integrated community safety approach to creating safer communities. It defines community broadly to include two categories of community members: “industry” and “neighbors.” Potential community members within the “industry” category include facilities, government/regulators, customers, stockholders, and suppliers. Within the “neighbors” category are towns, cities, counties, states; people/commodity flow systems; news media and special interest groups; environment; and families of employees. Each of these potential community members and its characteristics are discussed. The integrated community safety approach consists of three major activities: (1) define the boundaries of the community; (2) facilitate the sense of community; and (3) address the needs of the community. Defining the boundaries of the community includes determining the geographical and social boundaries; this is accomplished through conducting a hazard analysis and community involvement to identify all of the community members. Facilitating the sense of community includes conducting a capability/needs assessment and continuing community involvement to identify the issues and concerns of community members. Addressing the needs of the community involves master planning to consider safety issues in all community development actions and continuing community education and involvement. The integrated community safety approach is a workable approach for existing industries and their neighbors as well as new projects that industries and their neighbors might be considering. By using this socio-technical approach to integrating industry and all of its neighbors into a safer community, the integrated community safety approach will better assure the viability and safety of industry and its neighbors while maintaining or improving the overall quality of life.

    Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    The Fayette County Better Buildings Initiative represented a comprehensive and collaborative approach to promoting and implementing energy efficiency improvements. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. The ultimate goal of Fayette County’s Better Buildings Initiative was to implement a total of 1,067 residential energy efficiency retrofits with a minimum 15% estimated energy efficiency savings per unit. Program partners included: United States Department of Energy, Allegheny Power, and Private Industry Council of Westmoreland-Fayette, Fayette County Redevelopment Authority, and various local partners. The program was open to any Fayette County residents who own their home and meet the prequalifying conditions. The level of assistance offered depended upon household income and commitment to undergo a BPI – Certified Audit and implement energy efficiency measures, which aimed to result in at least a 15% reduction in energy usage. The initiative was designed to focus on implementing energy efficiency improvements in residential units, while simultaneously supporting general marketing of the benefits of implementing energy efficiency measures. Additionally, the program had components that involved recruitment and training for employment of persons in the energy sector (green jobs), as well as marketing and implementation of a commercial or community facilities component. The residential component of Fayette County’s Better Buildings Initiative involved a comprehensive approach, providing assistance to low- moderate- and market-rate homeowners. The initiative will also coordinate activities with local utility providers to further incentivize energy efficiency improvements among qualifying homeowners.     The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    The Wind and Water Power Program supports the development of marine and hydrokinetic devices, which capture energy from waves, tides, ocean currents, the natural flow of water in rivers, and marine thermal gradients, without building new dams or diversions. The program works closely with industry and the Department of Energy's national laboratories to advance the development and testing of marine and hydrokinetic devices. In 2008, the program funded projects to develop and test point absorber, oscillating wave column, and tidal turbine technologies. The program also funds component design, such as techniques for manufacturing and installing coldwater pipes critical for ocean thermal energy conversion (OTEC) systems. Rigorous device testing is necessary to validate and optimize prototypes before beginning full-scale demonstration and deployment. The program supports device testing by providing technology developers with information on testing facilities. Technology developers require access to facilities capable of simulating open-water conditions in order to refine and validate device operability. The program has identified more than 20 tank testing operators in the United States with capabilities suited to the marine and hydrokinetic technology industry. This information is available to the public in the program's Hydrodynamic Testing Facilities Database. The program also supports the development of open-water, grid-connected testing facilities, as well as resource assessments that will improve simulations done in dry-dock and closed-water testing facilities. The program has established two university-led National Marine Renewable Energy Centers to be used for device testing. These centers are located on coasts and will have open-water testing berths, allowing researchers to investigate marine and estuary conditions.     Since 1987, Clark County has been designated by the U.S. Department of Energy (DOE) as an 'Affected Unit of Local Government' (AULG). The AULG designation is an acknowledgement by the federal government that activities associated with the Yucca Mountain proposal could result in considerable impacts on Clark County residents and the community as a whole. As an AULG, Clark County is authorized to identify 'any potential economic, social, public health and safety, and environmental impacts of a repository', 42 U.S.C. Section 10135(c)(1)(B)(i) under provisions of the Nuclear Waste Policy Act Amendments (NWPAA). Clark County's oversight program contains key elements of (1) technical and scientific analysis (2) transportation analysis (3) impact assessment and monitoring (4) policy and legislative analysis and monitoring, and (5) public outreach. Clark County has conducted numerous studies of potential impacts, many of which are summarized in Clark County's Impact Assessment Report that was submitted DOE and the President of the United States in February 2002. Given the unprecedented magnitude and duration of DOE's proposal, as well as the many unanswered questions about the transportation routes, number of shipments, and the modal mix that will ultimately be used, impacts to public health and safety and security, as well as socioeconomic impacts, can only be estimated. In order to refine these estimates, Clark County Comprehensive Planning Department's Nuclear Waste Division updates, assesses, and monitors impacts on a regular basis. Clark County's Impact Assessment program covers not only unincorporated Clark County but all five jurisdictions of Las Vegas, North Las Vegas, Henderson, Mesquite, and Boulder City as well as tribal jurisdictions that fall within Clark County's geographic boundary. National and global focus on nuclear power and nuclear waste could have significant impact on the Yucca Mountain Program, and therefore, Clark County's oversight of that program

    This is the fifth and final report in a series documenting progress of the pre-construction eelgrass restoration and mitigation activities for the proposed King County Brightwater marine outfall, discharging to Puget Sound near Point Wells, Washington. King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions, after construction of the outfall. Major eelgrass mitigation program elements include: a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over a 5 year period prior to construction, b) eelgrass transplanting, including harvesting, offsite propagation and stockpiling of local plants for post-construction planting, and c) post-construction planting and subsequent monitoring, occurring in 2009 and beyond. The overall program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2008).

    New radiocarbon calibration curves, IntCal04 and Marine04, have been constructed and internationally ratified to replace the terrestrial and marine components of IntCal98. The new calibration datasets extend an additional 2000 years, from 0-26 ka cal BP (Before Present, 0 cal BP = AD 1950), and provide much higher resolution, greater precision and more detailed structure than IntCal98. For the Marine04 curve, dendrochronologically dated tree-ring samples, converted with a box-diffusion model to marine mixed-layer ages, cover the period from 0-10.5 ka cal BP. Beyond 10.5 ka cal BP, high-resolution marine data become available from foraminifera in varved sediments and U/Th-dated corals. The marine records are corrected with site-specific {sup 14}C reservoir age information to provide a single global marine mixed-layer calibration from 10.5-26.0 ka cal BP. A substantial enhancement relative to IntCal98 is the introduction of a random walk model, which takes into account the uncertainty in both the calendar age and the radiocarbon age to calculate the underlying calibration curve. The marine datasets and calibration curve for marine samples from the surface mixed layer (Marine04) are discussed here. The tree-ring datasets, sources of uncertainty, and regional offsets are presented in detail in a companion paper by Reimer et al.

    The idea behind the marine cloud-brightening (MCB) geoengineering technique is that seeding marine stratocumulus clouds with copious quantities of roughly monodisperse sub-micrometre sea water particles might significantly enhance the cloud droplet number concentration, and thereby the cloud albedo and possibly longevity. This would produce a cooling, which general circulation model (GCM) computations suggest could - subject to satisfactory resolution of technical and scientific problems identified herein - have the capacity to balance global warming up to the carbon dioxide-doubling point. We describe herein an account of our recent research on a number of critical issues associated with MCB. This involves (i) GCM studies, which are our primary tools for evaluating globally the effectiveness of MCB, and assessing its climate impacts on rainfall amounts and distribution, and also polar sea-ice cover and thickness; (ii) high-resolution modelling of the effects of seeding on marine stratocumulus, which are required to understand the complex array of interacting processes involved in cloud brightening; (iii) microphysical modelling sensitivity studies, examining the influence of seeding amount, seedparticle salt-mass, air-mass characteristics, updraught speed and other parameters on cloud-albedo change; (iv) sea water spray-production techniques; (v) computational fluid dynamics studies of possible large-scale periodicities in Flettner rotors; and (vi) the planning of a three-stage limited-area field research experiment, with the primary objectives of technology testing and determining to what extent, if any, cloud albedo might be enhanced by seeding marine stratocumulus clouds on a spatial scale of around 100 km. We stress that there would be no justification for deployment of MCB unless it was clearly established that no significant adverse consequences would result. There would also need to be an international agreement firmly in favour of such action.

It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking.     The Pima County Area Development evaluated the county-wide market potential for utilizing geothermal energy. The study identified four potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F), and in addition, one area is identified as having a temperature of 147{sup 0}F (297{sup 0}F). Geothermal resources are found to occur in Tucson where average population growth rates of two to three percent per year are expected over the next 40 years. Rapid growth in the manufacturing sector and the existence of major copper mines provide opportunities for the direct utilization of geothermal energy. However, available water supplies are identified as a major constraint to projected growth. The study also includes a regional energy analysis, future predictions for energy consumption and energy prices. A major section of the report is aimed at identifying potential geothermal users in Pima County and providing projections of maximum economic geothermal utilization. The study identifies 115 firms in 32 industrial classes that have some potential for geothermal use. In addition, 26 agribusiness firms were found in the county.

    Marine microbes are very abundant and diverse. They play significant roles in all element cycles, both quantitatively and qualitatively. However, they are little known, as the continuous series of surprising discoveries in the last few years shows. In the present conference the main focus will be on how these microbes interact: with other cells of their own species, with other microbes and with large living beings, from biofilms to symbiants. Another important topic will be the exploration of marine microbial diversity based on the recently developed sequencing approaches and on efforts to obtain marine organisms in pure cultures. This conference will be the third in the Marine Microorganisms series. We hope it will contribute to enlarge the community of marine microbiologists and help in pointing the future directions of research even more than the two previous meetings.

    The environmental justice movement has come a long way since its birth a decade ago in rural and mostly African American Warren County, North Carolina. The selection of Warren County for a PCB landfill, they brought national attention to waste facility siting inequities and galvanized African American church and civil rights leaders` support for environmental justice. The demonstrations also put {open_quotes}environmental racism{close_quotes} on the map and challenged the myth that African Americans are not concerned about or involved in environmental issues. Grassroots groups, after decades of struggle, have grown to become the core of the multi-issue, multiracial, and multi-regional environmental justice movement. Diverse community-based groups have begun to organize and link their struggles to issues of civil and human rights, land rights and sovereignty, cultural survival , racial and social justice, and sustainable development. The impetus for getting environmental justice on the nations`s agenda has come from an alliance of grassroots activists, civil rights leaders, and a few academicians who questioned the foundation of the current environmental protection paradigm--where communities of color receive unequal protection. Whether urban ghettos and barrios, rural {open_quotes}poverty pockets,{close_quotes} Native American reservations, or communities in the Third World, grassroots groups are demanding an end to unjust and nonsustainable environmental and development policies.

    The US Geological Survey conducted a series of marine geologic and geophysical cruises in the southwest Pacific Ocean in 1982 and 1984 as part of a program with participation by Australia and New Zealand. These two SOPAC expeditions obtained various data, which have been compiled into a series of charts and thematic products for the offshore areas of Tonga, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea. The maps and charts presently being compiled or revised combine previously collected data with information from the SOPAC expeditions. Regional charts at a scale of approximately 1:3 million are included, and more detailed coverage is available at 1:1 million. Additional geologic information-such as gravity, magnetics, and possibly sediment isopachs-is provided on overlays to the topographic base charts. Reproductions of the seismic reflection data are also included, and tracklines with both time marks and shotpoints will permit correlation with the analog and digital seismic records.

Bridge piers provide an excellent pre-existing anchor point for hydrokinetic devices, and existing infrastructure at the Morrison and Broadway Bridges may reduce installation costs. Opportunity exists to partner with local universities with engineering and environmental interest in renewable energy. A partnership with Portland State University's engineering school could provide students with an opportunity to learn about hydrokinetics through senior design projects. Oregon State University and University of Washington, which are partnered through the Northwest National Marine Renewable Energy Center (NNMREC) to study and test hydrokinetic technology, are also relatively local to the site. In addition to providing an opportunity for both public and private entities to learn technically about in-stream kinetics, this approach will encourage grant funding for outreach, education, and product development, while also serving as a positive community relations opportunity for the County and its partners.

    The US Environmental Protection Agency (EPA) encountered much more than a municipal landfill at the Powersville site in Peach County, Georgia. Contamination from improperly dumped hazardous wastes and pesticides tainted an old quarry used for household garbage. Chemicals migrating into area ground water threatened local drinking water supplies. To address these issues, EPA's Superfund program designed a cleanup strategy that included: negotiating with the county and chemical companies to contain the hazardous wastes on site underneath a protective cover; investigating reports of drinking water contamination and extending municipal water lines to affected residents; and conducting a tailored community relations program to inform and educate residents about the site.

    Various toxic agents were evaluated as to their capability to prevent or inhibit the attachment of marine fouling organisms to concrete for OTEC plants. Creosote and bis-(tri-n-butyltin) oxide (TBTO) were impregnated into porous aggregate which was used in making concrete. Cuprous oxide, triphenyltin hydroxide (TPTH), and 2-2-bis-(p-methoxyphenyl)-1,1,1-trichloroethane (methoxychlor) were used as dry additives. Two proprietary formulations were applied as coatings on untreated concrete. Test specimens were exposed at Port Hueneme, CA, and Key Biscayne, FL. The efficacy of toxicants was determined by periodically weighing the adhering fouling organisms. Concrete prepared with an aggregate impregnated with a TBTO/creosote mixture has demonstrated the best antifouling performance of those specimens exposed for more than one year. The two proprietary coatings and the concrete containing methoxychlor, TPTH, and cuprous oxide as dry additives have exhibited good antifouling properties, but they have been exposed for a shorter time. The strength of concrete containing the toxicants was acceptable, and the toxicants did not increase the corrosion rate of reinforcing rods. Organotin compounds were essentially unchanged in concrete specimens exposed 6-1/2 years in seawater.

  15. Cayuga County Regional Digester: Vision Becomes Reality. Final Report

    With an average herd size of 113 mature cows, Cayuga County is home to 280 dairy farms and 31,500 dairy milking cows producing approximately 855 million gallons of milk per year. The Cayuga Dairy industry is a major contributor to the countys economy, employing nearly 1200 people, while generating $140,000,000 of revenue from sale of milk alone. At the same time, the Cayuga County dairy industry also produces 5.7 million gallons of manure daily: (a) Nearly 34% of this manure is produced on smaller farms. (b) Digesters are expensive pieces of equipment and require attention and care. ( c) The on-farm digester systems have fairly long payback (>10 years) even for larger CAFO farms (>1000 milking cows). In 2005, Cayuga County Soil and Water Conservation District (The District), a Public Agency under Cayuga County, decided to undertake a centralized community digester project. The primary goal of the project was to develop an economically sustainable model, under the auspices of The District to address manure management issues facing the smaller dairies, improve the water quality and improve the quality of life for Cayuga County residents. It is believed that the District has accomplished this goal by completing construction of Cayuga County Regional Digester on a parcel of land behind the Cayuga County Natural Resource Center located at 7413 County House Road in the Town of Sennett in Cayuga County, New York. The digester facility consists of the following major components. 1. Transfer Station: This an indoor truck bay, where 35,000 gallons of manure from three local farms, 8,500 gallons of liquid organic food-processor waste, and 1,200 gallons of brown grease are unloaded from tanker trucks and the digested slurry is loaded onto the tanker trucks for delivery back to the participating farms. 2. Anaerobic Digester: The project utilizes a hydraulic mix anaerobic digester, a unique design that has no internal moving parts for mixing. The digester, which operates at

    Planktonic microbial activity and community structure is dynamic, and can change dramatically on time scales of hours to days. Yet for logistical reasons, this temporal scale is typically undersampled in the marine environment. In order to facilitate higher-resolution, long-term observation of microbial diversity and activity, we developed a protocol for automated collection and fixation of marine microbes using the Environmental Sample Processor (ESP) platform. The protocol applies a preservative (RNALater) to cells collected on filters, for long-term storage and preservation of total cellular RNA. Microbial samples preserved using this protocol yielded high-quality RNA after 30 days of storage at room temperature, or onboard the ESP at in situ temperatures. Pyrosequencing of complementary DNA libraries generated from ESP-collected and preserved samples yielded transcript abundance profiles nearly indistinguishable from those derived from conventionally treated replicate samples. To demonstrate the utility of the method, we used a moored ESP to remotely and autonomously collect Monterey Bay seawater for metatranscriptomic analysis. Community RNA was extracted and pyrosequenced from samples collected at four time points over the course of a single day. In all four samples, the oxygenic photoautotrophs were predominantly eukaryotic, while the bacterial community was dominated by Polaribacter-like Flavobacteria and a Rhodobacterales bacterium sharing high similarity with Rhodobacterales sp. HTCC2255. However, each time point was associated with distinct species abundance and gene transcript profiles. These laboratory and field tests confirmed that autonomous collection and preservation is a feasible and useful approach for characterizing the expressed genes and environmental responses of marine microbial communities.
