    There is a growing concern that certain constituents of common household products, that are discarded in residential garbage, may be potentially harmful to human health and the environment by adversely affecting the quality of ground and surface water. A survey of hazardous wastes in residential garbage from Marin County, California, and New Orleans, Louisiana, was conducted in order to determine the amount and characteristics of such wastes that are entering municipal landfills. The results of the survey indicate that approximately 642 metric tons of hazardous waste are discarded per year for the New Orleans study area and approximately 259 metric tons are discarded per year for the Marin County study area. Even though the percent of hazardous household waste in the garbage discarded in both study areas was less than 1%, it represents a significant quantity of hazardous waste because of the large volume of garbage involved.

    An analysis was made of baseline groundwater quality data from oil shale lease tract C-a, managed by Rio Blanco Oil Shale Company. The data are limited in several respects. All conclusions drawn from the data must be qualified with these limitations. Baseline conditions were determined by analyzing data from wells in the upper bedrock and lower bedrock aquifers and from the alluvial wells. Baseline data were considered all data collected before mining operations began. The water quality was then evaluated using the 1987 Colorado State Basic Standards for Ground Water as a basis. The maximum baseline values for several parameters in each aquifer exceed the standard values. The quality of the upper lower bedrock aquifers varies from region to region within the site. Data on the lower bedrock aquifer are insufficient for speculation on the cause of the variations. Variations in the upper bedrock aquifer are possibly caused by leakage of the lower bedrock aquifer. 16 refs., 9 figs., 9 tabs.

    To begin understanding the potential economic impacts of large-scale WEC technology, the Bureau of Ocean Energy Management (BOEM) commissioned the National Renewable Energy Laboratory (NREL) to conduct an economic impact analysis of largescale WEC deployment for Oregon coastal counties. This report follows a previously published report by BOEM and NREL on the jobs and economic impacts of WEC technology for the entire state (Jimenez and Tegen 2015). As in Jimenez and Tegen (2015), this analysis examined two deployment scenarios in the 2026-2045 timeframe: the first scenario assumed 13,000 megawatts (MW) of WEC technology deployed during the analysis period, and the second assumed 18,000 MW of WEC technology deployed by 2045. Both scenarios require major technology and cost improvements in the WEC devices. The study is on very large-scale deployment so readers can examine and discuss the potential of a successful and very large WEC industry. The 13,000-MW is used as the basis for the county analysis as it is the smaller of the two scenarios. Sensitivity studies examined the effects of a robust in-state WEC supply chain. The region of analysis is comprised of the seven coastal counties in Oregon—Clatsop, Coos, Curry, Douglas, Lane, Lincoln, and Tillamook—so estimates of jobs and other economic impacts are specific to this coastal county area.

    This report provides information on the geology and selected physical and mechanical properties of surface rocks collected at Diablo Canyon, San Luis Obispo County, California as part of the design and engineering studies towards a future reactor neutrino oscillation experiment. The main objective of this neutrino project is to study the process of neutrino flavor transformation--or neutrino oscillation--by measuring neutrinos produced in the fission reactions of a nuclear power plant. Diablo Canyon was selected as a candidate site because it allows the detectors to be situated underground in a tunnel close to the source of neutrinos (i.e., at a distance of several hundred meters from the nuclear power plant) while having suitable topography for shielding against cosmic rays. The detectors have to be located underground to minimize the cosmic ray-related background noise that can mimic the signal of reactor neutrino interactions in the detector. Three Pliocene-Miocene marine sedimentary units dominate the geology of Diablo Canyon: the Pismo Formation, the Monterey Formation, and the Obispo Formation. The area is tectonically active, located east of the active Hosgri Fault and in the southern limb of the northwest trending Pismo Syncline. Most of the potential tunnel for the neutrino detector lies within the Obispo Formation. Review of previous geologic studies, observations from a field visit, and selected physical and mechanical properties of rock samples collected from the site provided baseline geological information used in developing a preliminary estimate for tunneling construction cost. Gamma-ray spectrometric results indicate low levels of radioactivity for uranium, thorium, and potassium. Grain density, bulk density, and porosity values for these rock samples range from 2.37 to 2.86 g/cc, 1.41 to 2.57 g/cc, and 1.94 to 68.5% respectively. Point load, unconfined compressive strength, and ultrasonic velocity tests were conducted to determine rock mechanical

    As dynamic and thermodynamic processes associated with warming trends are impacting sea ice cover, oceanographic processes and atmosphere-ocean interactions across polar regions at unprecedented rate, observations and models show fundamentally different regional ecosystem responses. The non-linear and multi-directional biogeochemical responses of polar systems to atmospheric and oceanographic forcings emphasize the need to consider and reconcile observations and models at global and regional scales. The 9th GRC on Polar Marine Science will discuss recent developments and challenges emerging from contemporary and paleo-climate observations and models, encompassing regional and global scales. The GRC addresses the structure, functionalities and controls of polar marine systems through topics such as sea ice biogeochemistry, atmosphere-ocean forcings and interactions, food web trophodynamics, carbon and elemental cycling and fluxes, and a spectrum of ecological processes and interactions.

    Various toxic agents were evaluated as to their capability to prevent or inhibit the attachment of marine fouling organisms to concrete for OTEC plants. Creosote and bis-(tri-n-butyltin) oxide (TBTO) were impregnated into porous aggregate which was used in making concrete. Cuprous oxide, triphenyltin hydroxide (TPTH), and 2-2-bis-(p-methoxyphenyl)-1,1,1-trichloroethane (methoxychlor) were used as dry additives. Two proprietary formulations were applied as coatings on untreated concrete. Test specimens were exposed at Port Hueneme, CA, and Key Biscayne, FL. The efficacy of toxicants was determined by periodically weighing the adhering fouling organisms. Concrete prepared with an aggregate impregnated with a TBTO/creosote mixture has demonstrated the best antifouling performance of those specimens exposed for more than one year. The two proprietary coatings and the concrete containing methoxychlor, TPTH, and cuprous oxide as dry additives have exhibited good antifouling properties, but they have been exposed for a shorter time.     Various toxic agents were evaluated as the their capability to prevent or inhibit the attachment of marine fouling organisms to concrete. Creosote and bis-(tri-n-butyltin) oxide (TBTO) were impregnated into porous aggregate which was used in making concrete. Cuprous oxide, triphenyltin hydroxide (TPTH), and 2-2-bis-(p-methoxyphenyl)-1,1,1-trichloroethane (methoxychlor) were used as dry additives. Two proprietary formulations were applied as coatings on untreated concrete. Test specimens were exposed at Port Hueneme, CA, and Key Biscayne, FL. The efficacy of toxicants was determined by periodically weighing the adhering fouling organisms. Concrete prepared with an aggregate impregnated with a TBTO/creosote mixture has demonstrated the best antifouling performance of those specimens exposed for more than one year. The two proprietary coatings and the concrete containing methoxychlor, TPTH, and cuprous oxide as dry additives have exhibited good antifouling properties, but they have been exposed for a shorter time.     Snohomish County in western Washington State began converting its vehicle fleet to use a blend of biodiesel and petroleum diesel in 2005. As prices for biodiesel rose due to increased demand for this cleaner-burning fuel, Snohomish County looked to its farmers to grow this fuel locally. Suitable seed crops that can be crushed to extract oil for use as biodiesel feedstock include canola, mustard, and camelina. The residue, or mash, has high value as an animal feed. County farmers began with 52 acres of canola and mustard crops in 2006, increasing to 250 acres and 356 tons in 2008. In 2009, this number decreased to about 150 acres and 300 tons due to increased price for mustard seed.

    The Mono County Board of Supervisors approved the issuance of a use-permit for the Mammoth-Pacific II geothermal power plant. The power plant will be a binary, air-cooled, 10-megawatt, net, project. An appeal was filed by the California Department of Fish and Game, and the permit will not take effect until this appeal is resolved. Mono County also issued a project use-permit to proposers of Bonneville Pacific Corporations Mammoth Chance Geothermal Project, also a 10-megawatt, net, binary and air-cooled project. The permit was appealed by the Sierra Club, Cal-Trout, and the California Department of Fish and Game. Now, a subsequent EIR must be prepared for public review and comment. The subsequent EIR will address the issue of cumulative impacts and will include a discussion of new information.

    On February 9, 1988, the Mono County Board of Supervisors voted to approve Bonneville Pacific Corporation's Mammoth Chance Geothermal Project. The project is an air-cooled, binary, geothermal power plant, 10 megawatts, net. The Mono County Board of Supervisors issued a project use-permit with vigorous and stringent conditions. Specific emphasis was placed on the establishment of a monitoring program designed to detect the effects of geothermal development on the springs at the Hot Creek Fish Hatchery and Hot Creek Gorge. On October 5, 1987, the Mono County Planning Commission granted a use-permit to Mammoth Pacific for its Mammoth Pacific II Project, a binary, air-cooled, geothermal power plant, 10 megawatts, net. The issuance of the use-permit instigated an appeal by the Sierra Club. That appeal was heard on February 22, 1988, At the end of the testimony, the Board of Supervisors voted to uphold the appeal of the Sierra Club, thereby denying the project by a vote of 3 to 2. The main areas of concern voiced by the majority of the Board included potential hydrologic impacts to Hot Creek Gorge and Hot Creek Fish Hatchery, visual impacts, and impacts to mule deer migration and survival. One of the options now available to Mammoth Pacific is to request that the project be denied without prejudice. This would allow Mammoth Pacific to return to the Board immediately with additional material regarding its concerns.

    The Wind and Water Power Program supports the development of marine and hydrokinetic devices, which capture energy from waves, tides, ocean currents, the natural flow of water in rivers, and marine thermal gradients, without building new dams or diversions. The program works closely with industry and the Department of Energy's national laboratories to advance the development and testing of marine and hydrokinetic devices. In 2008, the program funded projects to develop and test point absorber, oscillating wave column, and tidal turbine technologies. The program also funds component design, such as techniques for manufacturing and installing coldwater pipes critical for ocean thermal energy conversion (OTEC) systems. Rigorous device testing is necessary to validate and optimize prototypes before beginning full-scale demonstration and deployment. The program supports device testing by providing technology developers with information on testing facilities. Technology developers require access to facilities capable of simulating open-water conditions in order to refine and validate device operability. The program has identified more than 20 tank testing operators in the United States with capabilities suited to the marine and hydrokinetic technology industry. This information is available to the public in the program's Hydrodynamic Testing Facilities Database. The program also supports the development of open-water, grid-connected testing facilities, as well as resource assessments that will improve simulations done in dry-dock and closed-water testing facilities. The program has established two university-led National Marine Renewable Energy Centers to be used for device testing. These centers are located on coasts and will have open-water testing berths, allowing researchers to investigate marine and estuary conditions. Optimal array design, development, modeling and testing are needed to maximize efficiency and electricity generation at marine and hydrokinetic power

    This is the fifth and final report in a series documenting progress of the pre-construction eelgrass restoration and mitigation activities for the proposed King County Brightwater marine outfall, discharging to Puget Sound near Point Wells, Washington. King County began implementing a multiyear eelgrass monitoring and restoration program in 2004, with the primary goal of returning intertidal and shallow subtidal habitat and eelgrass to pre-construction conditions, after construction of the outfall. Major eelgrass mitigation program elements include: a) pre-construction monitoring, i.e., documenting initial eelgrass conditions and degree of fluctuation over a 5 year period prior to construction, b) eelgrass transplanting, including harvesting, offsite propagation and stockpiling of local plants for post-construction planting, and c) post-construction planting and subsequent monitoring, occurring in 2009 and beyond. The overall program is detailed in the Eelgrass Restoration and Biological Resources Implementation Workplan (King County 2008).

    New radiocarbon calibration curves, IntCal04 and Marine04, have been constructed and internationally ratified to replace the terrestrial and marine components of IntCal98. The new calibration datasets extend an additional 2000 years, from 0-26 ka cal BP (Before Present, 0 cal BP = AD 1950), and provide much higher resolution, greater precision and more detailed structure than IntCal98. For the Marine04 curve, dendrochronologically dated tree-ring samples, converted with a box-diffusion model to marine mixed-layer ages, cover the period from 0-10.5 ka cal BP. Beyond 10.5 ka cal BP, high-resolution marine data become available from foraminifera in varved sediments and U/Th-dated corals. The marine records are corrected with site-specific {sup 14}C reservoir age information to provide a single global marine mixed-layer calibration from 10.5-26.0 ka cal BP. A substantial enhancement relative to IntCal98 is the introduction of a random walk model, which takes into account the uncertainty in both the calendar age and the radiocarbon age to calculate the underlying calibration curve. The marine datasets and calibration curve for marine samples from the surface mixed layer (Marine04) are discussed here. The tree-ring datasets, sources of uncertainty, and regional offsets are presented in detail in a companion paper by Reimer et al.

    The idea behind the marine cloud-brightening (MCB) geoengineering technique is that seeding marine stratocumulus clouds with copious quantities of roughly monodisperse sub-micrometre sea water particles might significantly enhance the cloud droplet number concentration, and thereby the cloud albedo and possibly longevity. This would produce a cooling, which general circulation model (GCM) computations suggest could - subject to satisfactory resolution of technical and scientific problems identified herein - have the capacity to balance global warming up to the carbon dioxide-doubling point. We describe herein an account of our recent research on a number of critical issues associated with MCB. This involves (i) GCM studies, which are our primary tools for evaluating globally the effectiveness of MCB, and assessing its climate impacts on rainfall amounts and distribution, and also polar sea-ice cover and thickness; (ii) high-resolution modelling of the effects of seeding on marine stratocumulus, which are required to understand the complex array of interacting processes involved in cloud brightening; (iii) microphysical modelling sensitivity studies, examining the influence of seeding amount, seedparticle salt-mass, air-mass characteristics, updraught speed and other parameters on cloud-albedo change; (iv) sea water spray-production techniques; (v) computational fluid dynamics studies of possible large-scale periodicities in Flettner rotors; and (vi) the planning of a three-stage limited-area field research experiment, with the primary objectives of technology testing and determining to what extent, if any, cloud albedo might be enhanced by seeding marine stratocumulus clouds on a spatial scale of around 100 km. We stress that there would be no justification for deployment of MCB unless it was clearly established that no significant adverse consequences would result. There would also need to be an international agreement firmly in favour of such action.

    Marine plants are a diverse group that include unicellular algae, seaweeds, seagrasses, salt marshes, and mangrove forests. They carry out a variety of ecological functions and serve as the primary producers in coastal wetlands and oceanic waters. The theme that connects such a wide variety of plants is their ecology, which was also emphasized in the 1981 edition. The goal of this revision is to present taxonomic, physiological, chemical, and ecological aspects of marine plants, their adaptations, and how abiotic and biotic factors interact in their communities. The data are presented in a concise, comparative manner in order to identify similarities and differences between communities such as salt marsh and mangroves or subtidal seaweeds and seagrasses. To accomplish this, the text is organized into five chapters that introduce the marine habitats, consider abiotic and biotic factors, and anthropogenic influences on the communities followed by seven chapters that deal with microalgae, seaweeds, salt marshes, mangroves, seagrasses, and coral reefs. It was made in order to identify possible fault and fracture systems that might be conduits for geothermal fluids. Geothermal fluids commonly utilize fault and fractures in competent rocks as conduits for fluid flow. Geothermal exploration involves finding areas of high near-surface temperature gradients, along with a suitable “plumbing system” that can provide the necessary permeability. Geothermal power plants can sometimes be built where temperature and flow rates are high. To do this, georeferenced topographic maps and aerial photographs were utilized in an existing GIS, using ESRI ArcMap 10.0 software. The USA_Topo_Maps and World_Imagery map layers were chosen from the GIS Server at server.arcgisonline.com, using a UTM Zone 13 NAD27 projection. This line shapefile was then constructed over that which appeared to be through-going structural lineaments in both the aerial photographs and topographic layers, taking care to avoid manmade features such as roads, fence lines, and right-of-ways. These lineaments may be displaced somewhat from their actual location, due to such factors as shadow effects with low sun angles in the aerial photographs. Note: This shape file was constructed as an aid to geothermal exploration in preparation for a site visit for field checking. We make no claims as to the existence of the lineaments, their location, orientation, and nature.     The Pima County Area Development evaluated the county-wide market potential for utilizing geothermal energy. The study identified four potential geothermal resource areas with temperatures less than 100{sup 0}C (212{sup 0}F), and in addition, one area is identified as having a temperature of 147{sup 0}F (297{sup 0}F). Geothermal resources are found to occur in Tucson where average population growth rates of two to three percent per year are expected over the next 40 years. Rapid growth in the manufacturing sector and the existence of major copper mines provide opportunities for the direct utilization of geothermal energy. However, available water supplies are identified as a major constraint to projected growth. The study also includes a regional energy analysis, future predictions for energy consumption and energy prices. A major section of the report is aimed at identifying potential geothermal users in Pima County and providing projections of maximum economic geothermal utilization. The study identifies 115 firms in 32 industrial classes that have some potential for geothermal use. In addition, 26 agribusiness firms were found in the county.

    The US Geological Survey conducted a series of marine geologic and geophysical cruises in the southwest Pacific Ocean in 1982 and 1984 as part of a program with participation by Australia and New Zealand. These two SOPAC expeditions obtained various data, which have been compiled into a series of charts and thematic products for the offshore areas of Tonga, Fiji, Vanuatu, the Solomon Islands, and Papua New Guinea. The maps and charts presently being compiled or revised combine previously collected data with information from the SOPAC expeditions. Regional charts at a scale of approximately 1:3 million are included, and more detailed coverage is available at 1:1 million. Additional geologic information-such as gravity, magnetics, and possibly sediment isopachs-is provided on overlays to the topographic base charts. Reproductions of the seismic reflection data are also included, and tracklines with both time marks and shotpoints will permit correlation with the analog and digital seismic records.

Crystallization of metastable phases is particularly accessible via low-temperature solution-based routes, such as chimie douce and hydrothermal synthesis, but although the chemistry of the solution plays a crucial role in governing which polymorph forms, how it does so is poorly understood. Here, we demonstrate an ab initio technique to quantify thermodynamic parameters ofmoresurfaces and bulks in equilibrium with an aqueous environment, enabling the calculation of nucleation barriers of competing polymorphs as a function of solution chemistry, thereby predicting the solution conditions governing polymorph selection. We apply this approach to resolve the long-standing calcitearagonite problemthe observation that calcium carbonate precipitates as the metastable aragonite polymorph in marine environments, rather than the stable phase calcitewhich is of tremendous relevance to biomineralization, carbon sequestration, paleogeochemistry, and the vulnerability of marine life to ocean acidification. We identify a direct relationship between the calcite surface energy and solution MgCa ion concentrations, showing that the calcite nucleation barrier surpasses that of metastable aragonite in solutions with Mg:Ca ratios consistent with modern seawater, allowing aragonite to dominate the kinetics of nucleation.
