    This Proceedings Volume includes the technical papers that were presented during the Sixteenth Symposium on Energy Engineering Sciences on May 13--15, 1998, at Argonne National Laboratory, Argonne, Illinois. The Symposium was structured into eight technical sessions, which included 30 individual presentations followed by discussion and interaction with the audience. A list of participants is appended to this volume. The DOE Office of Basic Energy Sciences (BES), of which Engineering Research is a component program, is responsible for the long-term, mission-oriented research in the Department. The Office has prime responsibility for establishing the basic scientific foundation upon which the Nation's future energy options will be identified, developed, and built. BES is committed to the generation of new knowledge necessary to solve present and future problems regarding energy exploration, production, conversion, and utilization, while maintaining respect for the environment. Consistent with the DOE/BES mission, the Engineering Research Program is charged with the identification, initiation, and management of fundamental research on broad, generic topics addressing energy-related engineering problems. Its stated goals are to improve and extend the body of knowledge underlying current engineering practice so as to create new options for enhancing energy savings and production, prolonging the useful life of energy-related structures and equipment, and developing advanced manufacturing technologies and materials processing. The program emphasis is on reducing costs through improved industrial production and performance and expanding the nation's store of fundamental knowledge for solving anticipated and unforeseen engineering problems in energy technologies. To achieve these goals, the Engineering Research Program supports approximately 130 research projects covering a broad spectrum of topics that cut across traditional engineering disciplines.   9. Initiation and early evolution of the coronal mass ejection on 2009 May 13 from extreme-ultraviolet and white-light observations

    We present the results of the observations of a coronal mass ejection (CME) that occurred on 2009 May 13. The most important feature of these observations is that the CME was observed from the very early stage (the solar surface) up to a distance of 15 solar radii (R {sub ?}). Below 2 R {sub ?}, we used the data from the TESIS extreme-ultraviolet telescopes obtained in the Fe 171 and He 304 lines, and above 2 R {sub ?}, we used the observations of the LASCO C2 and C3 coronagraphs. The CME was formed at a distance of 0.2-0.5R {sub ?} from the Sun's surface as a U-shaped structure, which was observed both in the 171 images and in the white light. Observations in the He 304 line showed that the CME was associated with an erupting prominence, which was not located aboveas the standard model predictsbut rather in the lowest part of the U-shaped structure close to the magnetic X point. The prominence location can be explained with the CME breakout model. Estimates showed that CME mass increased with time. The CME trajectory was curvedits heliolatitude decreased with time. The CME started at a latitude of 50 and reached the ecliptic plane at distances of 2.5 R {sub ?}. The CME kinematics can be divided into three phases: initial acceleration, main acceleration, and propagation with constant velocity. After the CME, onset GOES registered a sub-A-class flare.

    The mission of the Climate and Environmental Sciences Division (CESD) of the Office of Biological and Environmental Research (BER) within the U.S. Department of Energy's (DOE) Office of Science is "to advance a robust, predictive understanding of Earth's climate and environmental systems and to inform the development of sustainable solutions to the nation's energy and environmental challenges." Accomplishing this mission requires aerial observations of the atmospheric and terrestrial components of the climate system. CESD is assessing its current and future aerial observation needs to develop a strategy and roadmap of capability requirements for the next decade. To facilitate this process, a workshop was convened that consisted of invited experts in the atmospheric and terrestrial sciences, airborne observations, and modeling. This workshop report summarizes the community input prior to and during the workshop on research challenges and opportunities, as well as specific science questions and observational needs that require aerial observations to address.

    In recognition of the ongoing advances and challenges of climate change research, DOE's Office of Biological and Environmental Research (BER) organized a workshop asking the scientific community to identify the current state of climate science. The goal of the workshop was to determine the research challenges important for developing a predictive understanding of global climate. Participants were asked to focus on interdisciplinary research that capitalized on BER's scientific strengths in Atmospheric System Research, Terrestrial Ecosystem Science, and Climate and Earth System Modeling. Approximately 50 scientists representing these three areas were asked to identify desired outcomes for the next 10 years. Goals were identified for the near (1--3 years), mid (4--7 years), and long term (8--10 years). Discussions were focused by discipline (atmospheric, terrestrial, and modeling) and by latitude (high, temperate, and tropical). In addition, opportunities and needs for integration across disciplines and latitudes were identified with a specific focus on crosscutting challenges and outcomes. BER will use this workshop output to update its strategic plan for climate research.

    This report contains the thermal (2200 m/s) and fast (E>1MeV) neutron fluence rate data for ATR Cycle 100-BC which were measured by the Radiation Measurements Laboratory (RML) as requested by the Power Reactor Programs (ATR Experiments) Radiation Measurements Work Order. This report contains fluence rate values corresponding to the particular elevations (relative to the 80 ft. core elevation) where the measurements were taken. The data in this report consists of (1) a table of the ATR power history and distribution, (2) a hard copy listing of all thermal and fast neutron fluence rates, (3) plots of both the thermal and fast neutron fluence rates, and (4) a magnetic record (3.5 inch diskette) containing a listing of only the fast neutron fluence rates, their assigned elevations and proper header identification of all monitor positions contained herein. The fluence rates reported are for the average power levels given in the table of power history and distribution. All {open_quotes}H{close_quotes} holder monitor wires for this cycle are 54 inches long. All {open_quotes}SR{close_quotes} holder monitor wires for this cycle are 55 inches long. This length allows measurement of the full core region and makes the first count elevation 24.73 inches above core midplane. Due to the safety rod problems in the west lobe, {open_quotes}BR{close_quotes} holders were used in the W-1, 2, 3, and 4 positions. All {open_quotes}BR{close_quotes} holder monitor wires for this cycle are 56.25 inches long. The distance from the end of the wires to the first count position was 4.25 inches for all wires counted from this cycle. The results from the measurements in the W-1, 2, 3, 4 monitor positions indicate that the safety rod followers were rotated to a different azimuthal orientation relative to the normal orientation. The results indicate that the rotation was counterclockwise from their normal orientation. This is the same condition observed starting with Cycle 99-B.

    The AGS has a vital and interesting potential for new research. The reasons for this are a fortunate concomitance of the energy chosen for the AGS and the steady stream of technological advances which have both increased the intensity and flexibility of the AGS beams, and the capability of detectors to use these new beam parameters. The physics potentials of the future AGS program can be roughly divided into three broad areas. (1) fundamental elementary particle studies (based on rare kaon decays, rare muon processes and searches for new particles); (2) non-perturbative QCD; and (3) heavy ion physics. The overriding considerations for the operation of the AGS in the next decade must, of course, be the interest and potential of the scientific program. However, once that has been established, there are other aspects of the AGS program which deserve mention. Although experiments at the AGS are of increasing sophistication, they are smaller, less expensive, and more quickly executed than experiments at newer, larger facilities. Finally, the authors note that since the AGS must be maintained as a viable accelerator to serve as an injector to RHIC, the cost of an AGS fixed target experiment need be only the incremental cost of the experiment itself along with some modest additional operating costs. This means that AGS fixed target experiments are substantially cheaper than they would have been before the RHIC era. The remainder of this document contains brief summaries of the experiments considered by the working groups in the AGS-2000 Workshop. These summaries expand on points discussed here.

    The 2013 U.S. Department of Energy (DOE) Fuel Cell Technologies Office (FCTO) and Vehicle Technologies Office (VTO) Annual Merit Review and Peer Evaluation Meeting (AMR) was held May 13-17, 2013, in Crystal City, Virginia. The review encompassed all of the work done by the FCTO and the VTO: a total of 287 individual activities were reviewed for VTO, by a total of 187 reviewers. A total of 1,382 individual review responses were received for the VTO technical reviews. The objective of the meeting was to review the accomplishments and plans for VTO over the previous 12 months, and provide an opportunity for industry, government, and academia to give inputs to DOE on the Office with a structured and formal methodology. The meeting also provided attendees with a forum for interaction and technology information transfer.

    This Technology Transfer Package provides some detailed information for the U.S. Department of Energy (DOE) and its contractors about seismic base isolation. Intended users of this three-volume package are DOE Design and Safety Engineers as well as DOE Facility Managers who are responsible for reducing the effects of natural phenomena hazards (NPH), specifically earthquakes, on their facilities. The package was developed as part of DOE's efforts to study and implement techniques for protecting lives and property from the effects of natural phenomena and to support the International Decade for Natural Disaster Reduction. Volume I contains the proceedings of the Workshop on Seismic Base Isolation for Department of Energy Facilities held in Marina Del Rey, California, May 13-15, 1992.

  12. High performance CLSM field mixing and pumping test results

    An improved low bleed water CLSM mix was field tested on May 13, 1997 at the Throop portable auger batching plant. Production and pumping tests were very successful. The four cubic yards of material pumped into a ply wood form where it flowed 48 feet (the entire length of the form). The CLSM slurry was very uniform, self leveling, cohesive, showed no segregation, and had no bleed water. Properties of the High Performance CLSM were the same for material collected at the auger and at the end of the pipeline except for the air content which was 5.5% at the auger and 3.2% at the end of the pipeline. This is exactly what was expected and indicates that this CLSM is easy to mix and pump in the Throop/BSRI equipment. CLSM Mix TW-10 is recommended for Tank Closure based on the field batching and pumping tests.

  14. Strategic Petroleum Reserve annual report for calendar year 1998

    The Strategic Petroleum Reserve was established in 1975 as an emergency response to the 1973 Arab oil embargo. It is authorized by the Energy Policy and Conservation Act (EPCA), and by the comprehensive energy plans of all Administrations since 1975, in recognition of the long-term dependence of the US on imported crude oil and petroleum products. Section 165 of EPCA requires the Secretary of Energy to submit an Annual Report to the President and the Congress. On May 13, 1998, the Department published a Statement of Administration Policy which reaffirmed its commitment to maintain a Government-owned and controlled, centrally located Strategic Petroleum Reserve of crude oil. The Reserve is to be used solely for responding to the types of severe oil supply interruptions presently contemplated in EPCA. Over the past twenty years, the Reserve has grown as large as 592 million barrels--a peak reached in 1994. From 1994 to 1996, nearly 28 million barrels were sold to raise revenues for the U S Treasury. As of December 31, 1998, the crude oil inventory was 561,108,127 barrels which equated to 60 days of net oil imports during 1998. The US now relies on a combination of both the Reserve and private stocks to meet its oil storage obligations to the International Energy Agency.

  15. Fully Autonomous Multiplet Event Detection: Application to Local-Distance Monitoring of Blood Falls Seismicity

    We apply a fully autonomous icequake detection methodology to a single day of high-sample rate (200 Hz) seismic network data recorded from the terminus of Taylor Glacier, ANT that temporally coincided with a brine release episode near Blood Falls (May 13, 2014). We demonstrate a statistically validated procedure to assemble waveforms triggered by icequakes into populations of clusters linked by intra-event waveform similarity. Our processing methodology implements a noise-adaptive power detector coupled with a complete-linkage clustering algorithm and noise-adaptive correlation detector. This detector-chain reveals a population of 20 multiplet sequences that includes ~150 icequakes and produces zero false alarms on the concurrent, diurnally variable noise. Our results are very promising for identifying changes in background seismicity associated with the presence or absence of brine release episodes. We thereby suggest that our methodology could be applied to longer time periods to establish a brine-release monitoring program for Blood Falls that is based on icequake detections.

  16. The US Geological Survey-Bureau of Land Management cultural resources program in the National Petroleum Reserve in Alaska, 1977-1981

    Utilization of northern Alaska's riches long predates the recent oil exploration program in the National Petroleum Reserve in Alaska (NPRA). Though the earliest known archaeological site in the reserve dates back only 7600 yr, most archaeologists believe human groups first occupied the area at least 4000 yr earlier. The as-yet-undiscovered physical remains left behind by these first inhabitants of the area, as well as the known and unknown traces of the peoples who succeeded them through time, constitute the cultural resources of the NPRA. First among the laws protecting cultural resources is the Antiquities Act of 1906, which provides for the establishment of national monuments by Presidential proclamation, sets up a permit system for the scientific investigation of cultural resources on Federal land, and details penalities for unauthorized disturbance of archaeological remains. The Archaeological and Historic Preservation Act of 1974, which extended the earlier Reservoir Salvage Act of 1960, authorizes funds for the preservation of historical and archaeological data that otherwise might be lost through any Federal construction project or federally licensed or assisted activity or program. The National Historic Preservation Act of 1966 established the National Register of Historic Places and a National Advisory Council to assist all Federal agencies in evaluating the effects of their actions on properties included, or eligible for inclusion, in the National Register. Finally, Executive Order 11593 of May 13, 1971, requires all Federal agencies to inventory cultural resources on lands they manage or affect in order to determine eligibility for the National Register, and to use due caution in regard to those resources until the inventory, evaluation, and nomination processes are completed. The oil exploration program in the NPRA is subject to this body of law for cultural resource protection.

  17. GRB 130427A AND SN 2013cq: A MULTI-WAVELENGTH ANALYSIS OF AN INDUCED GRAVITATIONAL COLLAPSE EVENT

    We performed a data analysis of the observations by the Swift, NuStar, and Fermi satellites in order to probe the induced gravitational collapse (IGC) paradigm for gamma-ray bursts (GRBs) associated with supernovae (SNe) in the terra incognita of GRB 130427A. We compare our data analysis with those in the literature. We have verified that GRB 130427A conforms to the IGC paradigm by examining the power law behavior of the luminosity in the early 10{sup 4} s of the XRT observations. This has led to the identification of the four different episodes of the binary driven hypernovae (BdHNe) and to the prediction, on 2013 May 2, of the occurrence of SN 2013cq, which was also observed in the optical band on 2013 May 13. The exceptional quality of the data has allowed the identification of novel features in Episode 3 including: (1) the confirmation and the extension of the existence of the recently discovered nested structure in the late X-ray luminosity in GRB 130427A, as well as the identification of a spiky structure at 10{sup 2} s in the cosmological rest-frame of the source; (2) a power law emission of the GeV luminosity light curve and its onset at the end of Episode 2; and (3) different Lorentz ? factors for the emitting regions of the X-ray and GeV emissions in this Episode 3. These results make it possible to test the details of the physical and astrophysical regimes at work in the BdHNe: (1) a newly born neutron star and the supernova ejecta, originating in Episode 1; (2) a newly formed black hole originating in Episode 2; and (3) the possible interaction among these components, observable in the standard features of Episode 3.

  18. Study of plutonium disposition using the GE Advanced Boiling Water Reactor (ABWR)

    The end of the cold war and the resulting dismantlement of nuclear weapons has resulted in the need for the U.S. to disposition 50 to 100 metric tons of excess of plutonium in parallel with a similar program in Russia. A number of studies, including the recently released National Academy of Sciences (NAS) study, have recommended conversion of plutonium into spent nuclear fuel with its high radiation barrier as the best means of providing long-term diversion resistance to this material. The NAS study {open_quotes}Management and Disposition of Excess Weapons Plutonium{close_quotes} identified light water reactor spent fuel as the most readily achievable and proven form for the disposition of excess weapons plutonium. The study also stressed the need for a U.S. disposition program which would enhance the prospects for a timely reciprocal program agreement with Russia. This summary provides the key findings of a GE study where plutonium is converted into Mixed Oxide (MOX) fuel and a 1350 MWe GE Advanced Boiling Water Reactor (ABWR) is utilized to convert the plutonium to spent fuel. The ABWR represents the integration of over 30 years of experience gained worldwide in the design, construction and operation of BWRs. It incorporates advanced features to enhance reliability and safety, minimize waste and reduce worker exposure. For example, the core is never uncovered nor is any operator action required for 72 hours after any design basis accident. Phase 1 of this study was documented in a GE report dated May 13, 1993. DOE`s Phase 1 evaluations cited the ABWR as a proven technical approach for the disposition of plutonium. This Phase 2 study addresses specific areas which the DOE authorized as appropriate for more in-depth evaluations. A separate report addresses the findings relative to the use of existing BWRs to achieve the same goal.

    The purpose of this addendum is, first, to provide and discuss disease agent survey results that were not available for inclusion in the Disease Risk Assessment portion of the YEAR 3 report at the time of its writing, and second, to make recommendations stemming from these results. The first set of results deals with live box exposure tests conducted using juvenile sentinel rainbow trout in the spring of 2002 to detect Myxosoma cerebralis and Ceratomyxa shasta. The second set of results deals with similar exposure tests conducted in the spring of 2003. The latter tests were initially intended to occur in the fall of 2002 but had to be re-scheduled to the spring of 2003 because suitably aged sentinel rainbow trout for the exposures were not available in the fall of 2002. The methods used for the live box exposure tests were essentially the same as those described in the YEAR 3 report. Fish were again exposed at the same four sites above McIntyre Dam and at the same four sites below the dam. As mentioned in the YEAR 3 report, the spring 2002 exposure lasted for 21 days (May 6 to 27). The spring 2003 exposure also lasted for 21 days (April 22 to May 13). The number of fish in the spring 2003 tests was, however, reduced to approximately half the number used in previous tests in order to reduce the chances of dissolved oxygen problems, suspected to have occurred in earlier tests in some of the live boxes. As before, fish that survived the live box exposures were transferred to Skaha Hatchery where they were held for sufficient time to permit any infections with M. cerebralis and C. shasta to develop and to permit for spore development in these pathogens. Assays for the pathogens were carried out as previously described. Detection of M. cerebralis was based on detecting its spores following the trypsin/pepsin digestion method. Detection of C. shasta was based on a polymerase chain reaction (PCR) test, but smears of fresh intestinal tissues (one fish per smear) were also

Long-term steelhead kelts also received Moore-Clark pellets to provide essential minerals and nutrients necessary for gonadal redevelopment. Oxytetracycline was administered to all reconditioned fish to boost immune system response following the stress of initial capture. To control parasitic infestations two methods were used: an intubation of Ivermectin{trademark} was administered to control internal parasites (e.g., Salmincola spp). and, a Formalin drip system was administered via drip system for the duration of reconditioning to prevent fungal outbreaks. From the steelhead kelts collected at the CJMF, four experimental groups were established; in-river release, direct transport and release, short-term reconditioning and long-term reconditioning. Short-term kelts were reconditioned for 3 to 5 weeks. Surviving specimens were released on May 13, 2005 and June 30, 2005. Long-term steelhead kelts are currently being held for a 6-9 month period with a scheduled release in late November 2005.

Median migration rates to Lower Granite Dam, based on all observations of PIT tagged yearlings from the FCAP facilities, ranged from 6.3 river kilometers per day (rkm/d) for Big Canyon to 10.8 rkm/d for Pittsburg Landing. Median migration rates to McNary Dam ranged from 5.2 rkm/d for Lyons Ferry Hatchery to 10.9 rkm/d for Pittsburg Landing. Median travel times from the FCAP facilities were about 13-17 days to Lower Granite Dam and 31-37 days to McNary Dam. Median arrival dates at Lower Granite Dam, based on all observations of PIT tagged yearling groups from Pittsburg Landing, Big Canyon and Captain John Rapids, were all from April 26-27. Median arrival dates at McNary Dam for Pittsburg Landing, Big Canyon and Captain John Rapids groups were all from May 14-18. The median arrival date at McNary Dam was May 13 for Lyons Ferry Hatchery yearlings.

    ) occurred on May 13, 2009 within the Wooded Island swarm at depth 1.8 km. With regard to the depth distribution, 1613 earthquakes were located at shallow depths (less than 4 km, most likely in the Columbia River basalts), 18 earthquakes were located at intermediate depths (between 4 and 9 km, most likely in the pre-basalt sediments), and 17 earthquakes were located at depths greater than 9 km, within the crystalline basement. Geographically, 1630 earthquakes were located in swarm areas and 18 earthquakes were classified as random events. The low magnitude of the Wooded Island events has made them undetectable to all but local area residents. However, some Hanford employees working within a few miles of the area of highest activity and individuals living in homes directly across the Columbia River from the swarm center have reported feeling many of the larger magnitude events. The Hanford Strong Motion Accelerometer (SMA) network was triggered numerous times by the Wooded Island swarm events. The maximum acceleration value recorded by the SMA network was approximately 3 times lower than the reportable action level for Hanford facilities (2% g) and no action was required. The swarming is likely due to pressure that has built up, cracking the brittle basalt layers within the Columbia River Basalt Formation (CRBG). Similar earthquake “swarms” have been recorded near this same location in 1970, 1975 and 1988. Prior to the 1970s, swarming may have occurred, but equipment was not in place to record those events. Quakes of this limited magnitude do not pose a risk to Hanford cleanup efforts or waste storage facilities. Since swarms of the past did not intensify in magnitude, seismologists do not expect that these events will increase in intensity. However, Pacific Northwest National Laboratory (PNNL) will continue to monitor the activity.

  3. Smolt Condition and Timing of Arrival at Lower Granite Reservoir, 1983-1984 Technical Report.

    Hatcheries released 9.3 million chinook salmon and 6.3 million steelhead smolts and presmolts upriver from Lower Granite Reservoir for migration In spring, 1984. We operated smolt monitoring traps at Whitebird from March 14 to May 12, Snake River from March 22 to May 15 and Clearwater from March 29 to May 13. Peak passage of yearling chinook salmon occurred the third week In April at both Whitebird and Snake River traps. Passage of steelhead was still increasing when high water stopped trapping in mid-May. Median migration rates for branded chinook salmon between release sites and Whitebird were 3, 17 and 15 miles/day for Rapid River, South Fork Salmon and Decker Flat smolts, respectively, an average of 11.6 miles/day. Average migration rate for these three groups between Whitebird and Snake River trap was 28 miles/day. Average migration rate between release sites and Snake River (the head of Lower Granite Reservoir) was 13.2 miles/day and from that point on through the reservoir to the dam, 1.9 miles/day. Salmon River discharge, when considered along with other environmental factors, had the greatest effect on migration rate of smolts branded both at hatcheries and at the Whitebird trap and migrating to the head of Lower Granite Reservoir. Migration rate for steelhead released from Dworshak Hatchery and recaptured at the Clearwater trap was 34 miles/day. Survival rates to the Snake River trap of branded chinook salmon smolts released at Hells Canyon Dam, Rapid River, South Fork Salmon and Decker Flat were 52%, 65%, 68% and 35%, respectively. Classical descaling, where at least 40% of the scales are missing from at least two of five areas on the side of a smolt, ranged from 0 to 5.3% at hatcheries for chinook salmon and was less than 1% for steelhead. Descaling rate often Increased about 1% at release sites. Classical descaling at Whitebird, Clearwater and Snake River traps averaged 4.5, 2.5 and 1.5% for chinook salmon, 2.1, 0.4 and 1.4% for wild steelhead and 8
