    This report presents a complete series of annual estimates of purchased energy used by the manufacturing sector of the US economy, for the years 1974 to 1988. These estimates interpolate over gaps in the actual data collections, by deriving estimates for the missing years 1982--1984 and 1986--1987. For the purposes of this report, ``purchased`` energy is energy brought from offsite for use at manufacturing establishments, whether the energy is purchased from an energy vendor or procured from some other source. The actual data on purchased energy comes from two sources, the US Department of Commerce Bureau of the Census`s Annual Survey of Manufactures (ASM) and EIA`s Manufacturing Energy Consumption Survey (MECS). The ASM provides annual estimates for the years 1974 to 1981. However, in 1982 (and subsequent years) the scope of the ASM energy data was reduced to collect only electricity consumption and expenditures and total expenditures for other purchased energy. In 1985, EIA initiated the triennial MECS collecting complete energy data. The series equivalent to the ASM is referred to in the MECS as ``offsite-produced fuels.``

    Intent of the survey was to identify and characterize activities potentially applicable to improving energy efficiency and overall productivity in the civilian manufacturing industries. The civilian industries emphasized were the general manufacturing industries (including fabricated metals, glass, machinery, paper, plastic, textile, and transportation equipment manufacturing) and the primary metals industries (including primary aluminum, copper, steel, and zinc production). The principal steps in the survey were to: develop overview taxonomies of the general manufacturing and primary metals industries as well as specific industry taxonomies; identify needs and opportunities for improving process energy efficiency and productivity in the industries included; identify federal programs, capabilities, and special technical expertise that might be relevant to industry's needs and opportunities; contact federal laboratories/facilities, through visits and other forms of inquiry; prepare formatted profiles (descriptions) potentially applicable work efforts; review findings with industry; and compile and evaluate industry responses.

    Manufacturing of hydrogen from hydrocarbon fuels is needed for a variety of applications. These applications include fuel cells used in stationary electric power production and in vehicular propulsion. Hydrogen can also be used for various combustion engine systems. There is a wide range of requirements on the capacity of the hydrogen manufacturing system, the purity of the hydrogen fuel, and capability for rapid response. The overall objectives of a hydrogen manufacturing facility are to operate with high availability at the lowest possible cost and to have minimal adverse environmental impact. Plasma technology has potential to significantly alleviate shortcomings of conventional means of manufacturing hydrogen. These shortcomings include cost and deterioration of catalysts; limitations on hydrogen production from heavy hydrocarbons; limitations on rapid response; and size and weight requirements. In addition, use of plasma technology could provide for a greater variety of operating modes in particular the possibility of virtual elimination Of C0{sub 2} production by pyrolytic operation. This mode of hydrogen production may be of increasing importance due to recent additional evidence of global warming.

    This report describes work performed under a 3-year, 3-phase, cost-share contract to demonstrate significant cost reductions and improvements in manufacturing technology. The objective of the program is to reduce costs in photovoltaic manufacturing by approximately 10% per year. The work was focused in three main areas: (1) silicon crystal growth and thin wafer technology; (2) silicon cell processing; and (3) silicon module fabrication and environmental, safety, and health issues. During this reporting period, several significant improvements were achieved. The crystal growing operation improved significantly with an increase in growth capacity due to larger crucibles, higher polysilicon packing density, and high pull speeds. Wafer processing with wire saws progressed rapidly, and the operation is completely converted to wire saw wafer processing. The wire saws yield almost 50% more wafers per inch in production, thus improving manufacturing volume by 50% without any additional expense in crystal growth. Cell processing improvements focused on better understanding the contact paste and firing processes. Module designs for lower material and labor costs began with the focus on a new junction box, larger modules with larger cells, and a less costly framing technique. In addition, chlorofluorocarbon (CFC) usage was completely eliminated in the Siemens manufacturing facility during this period, resulting in significant reductions in the cost of caustic waste treatment.

    This report summarizes the results of work conducted by the Semiconductor Manufacturing Technologies Program at Sandia National Laboratories (Sandia) during 1999. This work was performed by one working group: the Semiconductor Equipment Technology Center (SETEC). The group's projects included Numerical/Experimental Characterization of the Growth of Single-Crystal Calcium Fluoride (CaF{sub 2}); The Use of High-Resolution Transmission Electron Microscopy (HRTEM) Imaging for Certifying Critical-Dimension Reference Materials Fabricated with Silicon Micromachining; Assembly Test Chip for Flip Chip on Board; Plasma Mechanism Validation: Modeling and Experimentation; and Model-Based Reduction of Contamination in Gate-Quality Nitride Reactor. During 1999, all projects focused on meeting customer needs in a timely manner and ensuring that projects were aligned with the goals of the National Technology Roadmap for Semiconductors sponsored by the Semiconductor Industry Association and with Sandia's defense mission. This report also provides a short history of the Sandia/SEMATECH relationship and a brief on all projects completed during the seven years of the program.

    This report describes work under a subcontract to upgrade AstroPower, Inc.`s facility to produce 1.22-m{sup 2} Silicon-Film{trademark} PV modules with an output of 170 W{sub p}. The focus for the first year of the PVMaT Phase 2A project is to establish the baseline process capability and optimize the performance of the present machine. This first year`s activities accelerated the advance of Silicon-Film{trademark} manufacturing technology in several ways. First, the project led directly to plans to make an early introduction of a large solar cell product. The successful fabrication of 646-cm{sup 2} wafers and solar cells paved the way for dramatically increasing the power output per solar cell. Second was the establishment of a basis for the design and construction of a 2.4-MW/yr wafer machine. Another important contribution was the determination of the importance of H{sup +} implantation processes for polycrystalline silicon technologies.

    Chapter III of the US Department of Energy (DOE) Order 5820.2A (DOE 1988) specifies requirements for the management of facilities that were used for the disposal of radioactive solid low-level waste (LLW) on or after the date of the order (September 26, 1988). Activities in Solid Waste Storage Area (SWSA) 6 at Oak Ridge National Laboratory (ORNL) are governed by Chapter III. Chapter II of 5820.2A covers the transuranic (TRU) waste storage areas in SWSA 5 North at ORNL. Both chapters require environmental monitoring to provide early warning of leaks before such leaks pose a threat to human health or the environment. Chapter III also requires the monitoring of LLW disposal facilities so that their performance can be evaluated. In order to comply with this Order, the Environmental Sciences Division (ESD) at ORNL implements the Active Sites Environmental Monitoring Program (ASEMP) for the Radioactive Solid Waste Operations (RSWO) Department within the Waste Management and Remedial Action Division (WMRAD) at ORNL. The scope of the ASEMP includes all ORNL waste disposal sites that were active on or after the date of the Order and that are under the operational control of the RSWO Department of WMRAD. This report continues a series of annual and semiannual reports that present the results of ASEMP monitoring activities. This report details monitoring data for fiscal year (FY) 1994 and is divided into three major areas: SWSA 6, including the Interim Waste Management Facility (IWMF) and the Hillcut Disposal Test Facility (HDTF), the low-level Liquid-Waste Solidification Project (LWSP), and the TRU-waste storage areas in SWSA 5 N. This report presents a summary of the methodology used to gather data for each major area along with the results obtained during FY 1994. Tables of data collected are presented in Appendix A. Program-specific procedures used to collect the data are presented at the end of the report in Appendix B.

    The goal of this project is to develop an advanced, low-cost manufacturing process for a new utility-scale, flat-plate module. The program has three main components: development of a Silicon-Film{trademark} (S-F) wafer machine that is capable of manufacturing wafers that are 225 cm{sup 2} in size with a total product cost reduction of 70%; development of an advanced solar cell manufacturing process that is capable of turning the wafer into a 14% efficient solar cell; and development of an advanced module design based on these large area, efficient silicon solar cells with an average power of 170 watts for 56 solar cells and 113 watts for 36 solar cells. During Phase 2, AstroPower made significant advances in improving S-F material quality and device performance. Advances were made in developing the prototype machines and processes toward reliable manufacturing counterparts. The following key achievements in Phase 2 are detailed: demonstration of a truly continuous production mode S-F machine; demonstration of a 2.5 watt, 15 cm by 15 cm solar cell; and demonstration of a 78 watt module fabricated from 36, 15 cm by 15 cm S-F solar cells.

    The goal of AstroPower`s PVMaT-2A project is to develop an advanced, low-cost manufacturing process for a new utility-scale, flat-plate module. This process starts with the production of continuous sheets of thin-film polycrystalline silicon using the Silicon-Film {trademark} process. Our main product focus in PVMaT-2A has been a 240 cm{sup 2} solar cell. Continuous sheets of silicon are produced and cut into wafers that are 15.5 cm on a side. Both standard modules (36 solar cells) and a new 56 solar cell module were produced. The targeted high power module design is a 170 watt module, used in a twelve module array to generate 2 kW. The solar cells, modules, and array developed here are described.

    The Department of Energy, through the Morgantown Energy Technology Center (METC), has initiated a program to determine the feasibility and potential applications for direct firing of coal and coal-derived fuels in heat engines, specifically gas turbines and diesel engines. AMAX Extractive Research and Development, Inc. supplied METC with two lots of highly beneficiated coal slurry fuel for use in the Heat Engines programs. One of the lots was of ultra-clean coal-water slurry fuel (UCCSF) for which a two-stage caustic and acid leaching procedure was developed to chemically clean the coal. As a part of the contract, AMAX R and D developed a conceptual design and preliminary cost estimate for a commercial-scale process for UCCSF manufacture. The contract was extended to include the following objectives: define chemical cleaning and slurry preparation process conditions and costs more precisely; investigate methods to reduce the product cost; and determine the relationship, in dollars per million Btu, between product cost and fuel quality. Laboratory investigations have been carried out to define the chemical cleaning process conditions required to generate fuels containing from 0.17 to 1.0% ash. Capital and operating cost refinements are to be performed on the basis of the preferred process operating conditions identified during the laboratory investigations. Several such areas for cost reductions have been identified. Caustic strengths from 2 to 7% NaOH are currently anticipated while 25% NaOH was used as the basis for the preliminary cost estimate. In addition, leaching times for each of the process steps have been reduced to half or less of the times used for the preliminary cost estimate. Improvement of fuel quality has been achieved by use of a proprietary hot-water leaching step to reduce the residual alkali content to less than 250 ppM (Na/sub 2/O plus K/sub 2/O) on a dry coal basis. 2 refs., 3 figs., 24 tabs.

    This report summarizes the activities of the Active Sites Environmental Monitoring Program (ASEMP) at ORNL from October 1991 through September 1992. Solid Waste Operations and the Environmental Sciences Division established ASEMP in 1989 to provide early detection and performance monitoring at active low-level waste (LLW) disposal sites in Solid Waste Storage Area (SWSA) 6 and transuranic (TRU) waste storage sites in SWSA 5 as required by Chapter 2 and 3 of US Department of Energy Order 5820.2A. The Interim Waste Management Facility (IWMF) began operation in December 1991. Monitoring results from the tumulus and IWMF disposal pads continue to indicate that no LLW is leaching from the storage vaults. Storm water falling on the IWMF active pad was collected and transported to the Process Waste Treatment Plant while operators awaited approval of the National Pollutant Discharge Elimination System (NPDES) permit. Several of the recent samples collected from the active IWMF pad had pH levels above the NPDES limit of 9.0 because of alkali leached from the concrete. The increase in gross beta activity has been slight; only 1 of the 21 samples collected contained activity above the 5.0 Bq/L action level. Automated sample-collection and flow-measurement equipment has been installed at IWMF and is being tested. The flume designed to electronically measure flow from the IWMF pads and underpads is too large to be of practical value for measuring most flows at this site. Modification of this system will be necessary. A CO{sub 2} bubbler system designed to reduce the pH of water from the pads is being tested at IWMF.

The Energy Biosciences program during Fiscal Year 1994 received 139 new research applications following the screening of numerous preapplications.     Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

  13. Manufacturing and thermomechanical testing of actively cooled all beryllium high heat flux test pieces

    One of the problems affiliated to ITER high heat flux elements development is a problem of interface of beryllium protection with heat sink routinely made of copper alloys. To get rid of this problem all beryllium elements could be used as heat receivers in places of enhanced thermal loads. In accordance with this objectives four beryllium test pieces of two types have been manufactured in {open_quotes}Institute of Beryllium{close_quotes} for succeeding thermomechanical testing. Two of them were manufactured in accordance with JET team design; they are round {open_quotes}hypervapotron type{close_quotes} test pieces. Another two ones are rectangular test sections with a twisted tape installed inside of the circular channel. Preliminary stress-strain analysis have been performed for both type of the test pieces. Hypervapotrons have been shipped to JET where they were tested on JET test bed. Thermomechanical testing of pieces of the type of {open_quotes}swirl tape inside of tube{close_quotes} have been performed on Kurchatov Institute test bed. Chosen beryllium grade properties, some details of manufacturing, results of preliminary stress-strain analysis and thermomechanical testing of the test pieces {open_quotes}swirl tape inside of tube{close_quotes} type are given in this report.

    The PVI Powergrid is a linear focus concentrator which uses low-cost components and manufacturing techniques that are intended to reduce the price of a photovoltaic system to a level required for broad level deployment of PV. The Powergrid uses a linear-focus Fresnel lens made by a plastic extrusion process, the lowest cost method of manufacturing. The plastic module sides are also extruded. The Powergrid uses solar cells manufactured using the low-cost methods used for one-sun cells. Twelve modules are mounted on a stationary panel frame to move in unison for single-axis tracking. The components for the Powergrid have been shown to be low cost. Reducing the cost of manufacturing the Powergrid, while increasing the output and reliability, are key to reaching the strategic goals of the company. During a project sponsored in part under contracts with Sandia National Laboratories and the California Energy Commission, PVI developed a pilot production facility. The company was able to demonstrate 830 KW/yr production capability, but several manufacturing areas were discovered that needed additional development. This resulted in the formulation of PVI`s PVMaT program.

    The Department of Energy (Department) submits an Annual Report to Congress each year detailing the Department’s activities relating to the Defense Nuclear Facilities Safety Board (Board), which provides advice and recommendations to the Secretary of Energy (Secretary) regarding public health and safety issues at the Department’s defense nuclear facilities. In 2003, the Department continued ongoing activities to resolve issues identified by the Board in formal recommendations and correspondence, staff issue reports pertaining to Department facilities, and public meetings and briefings. Additionally, the Department is implementing several key safety initiatives to address and prevent safety issues: safety culture and review of the Columbia accident investigation; risk reduction through stabilization of excess nuclear materials; the Facility Representative Program; independent oversight and performance assurance; the Federal Technical Capability Program (FTCP); executive safety initiatives; and quality assurance activities.     I am pleased to submit Argonne National Laboratory's Annual Report on its Laboratory Directed Research and Development (LDRD) activities for fiscal year 2009. Fiscal year 2009 saw a heightened focus by DOE and the nation on the need to develop new sources of energy. Argonne scientists are investigating many different sources of energy, including nuclear, solar, and biofuels, as well as ways to store, use, and transmit energy more safely, cleanly, and efficiently. DOE selected Argonne as the site for two new Energy Frontier Research Centers (EFRCs) - the Institute for Atom-Efficient Chemical Transformations and the Center for Electrical Energy Storage - and funded two other EFRCs to which Argonne is a major partner. The award of at least two of the EFRCs can be directly linked to early LDRD-funded efforts. LDRD has historically seeded important programs and facilities at the lab. Two of these facilities, the Advanced Photon Source and the Center for Nanoscale Materials, are now vital contributors to today's LDRD Program. New and enhanced capabilities, many of which relied on LDRD in their early stages, now help the laboratory pursue its evolving strategic goals. LDRD has, since its inception, been an invaluable resource for positioning the Laboratory to anticipate, and thus be prepared to contribute to, the future science and technology needs of DOE and the nation. During times of change, LDRD becomes all the more vital for facilitating the necessary adjustments while maintaining and enhancing the capabilities of our staff and facilities. Although I am new to the role of Laboratory Director, my immediate prior service as Deputy Laboratory Director for Programs afforded me continuous involvement in the LDRD program and its management. Therefore, I can attest that Argonne's program adhered closely to the requirements of DOE Order 413.2b and associated guidelines governing LDRD. Our LDRD program management continually strives to be more efficient. In addition to

    This Annual Report to the Congress describes the Department of Energy's activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board. During 2000, the Department completed its implementation and proposed closure of one Board recommendation and completed all implementation plan milestones associated with two additional Board recommendations. Also in 2000, the Department formally accepted two new Board recommendations and developed implementation plans in response to those recommendations. The Department also made significant progress with a number of broad-based safety initiatives. These include initial implementation of integrated safety management at field sites and within headquarters program offices, issuance of a nuclear safety rule, and continued progress on stabilizing excess nuclear materials to achieve significant risk reduction.

    Since September 1978, microseismic networks have operated continuously around US Department of Energy (DOE) geopressured-geothermal well sites to monitor any microearthquake activity in the well vicinity. Microseismic monitoring is necessary before flow testing at a well site to establish the level of local background seismicity. Once flow testing has begun, well development may affect ground elevations and/or may activate growth faults, which are characteristic of the coastal region of southern Louisiana and southeastern Texas where these geopressured-geothermal wells are located. The microseismic networks are designed to detest small-scale local earthquakes indicative of such fault activation. Even after flow testing has ceased, monitoring continues to assess any microearthquake activity delayed by the time dependence of stress migration within the earth. Current monitoring shows no microseismicity in the geopressured-geothermal prospect areas before, during, or after flow testing.

    This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    This is the ninth Annual Report to the Congress describing Department of Energy (Department) activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board (Board). The Board, an independent executive-branch agency established in 1988, provides advice and recommendations to the Secretary of energy regarding public health and safety issues at the Department`s defense nuclear facilities. The Board also reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of the Department`s defense nuclear facilities. The locations of the major Department facilities are provided. During 1998, Departmental activities resulted in the proposed closure of one Board recommendation. In addition, the Department has completed all implementation plan milestones associated with four other Board recommendations. Two new Board recommendations were received and accepted by the Department in 1998, and two new implementation plans are being developed to address these recommendations. The Department has also made significant progress with a number of broad-based initiatives to improve safety. These include expanded implementation of integrated safety management at field sites, a renewed effort to increase the technical capabilities of the federal workforce, and a revised plan for stabilizing excess nuclear materials to achieve significant risk reduction.

    The Geotechnical Board, a part of the US National Research Council, which is the operating arm of the National Academy of Sciences and the National Academy of Engineering, serves to advise the federal government and others on issues where geotechnology can have an impact, such as environmental remediation and infrastructure development. The board met three times during the reporting period to review current projects and to initiate activities that move the knowledge base of geotechnology forward. The board operates with two long-standing national committees, the US National Committee for Rock Mechanics and the US National Committee on Tunneling Technology. It also conducts special studies at the request of the government. A list of attachments is given.

    This paper presents a new approach to statistical active circuit design which unifies device parametric-based process control and non-parametric circuit simulation. Predictions of circuit sensitivity to process variation and yield-loss of circuits fabricated in two different GaAs IC processes are described. The simulations make use of measurement-based active device models which are not formulated in terms of conventional parametric statistical variables. The technique is implemented in commercially available simulation software (HP MDS).

    The design and the fabrication of a new Lower Hybrid (LH) actively cooled antenna based on the passive active concept is a part of the CIMES project (Components for the Injection of Mater and Energy in Steady-state). The major objectives of Tore-Supra program is to achieve 1000 s pulses with this LH launcher, by coupling routinely >3 MW of LH wave at 3.7 GHz to the plasma with a parallel index n{sub ||} = 1.7 {sup {+-}}{sup 0.2}. The launcher is on its way to achieve its validation tests--low power Radio Frequency (RF) measurements, vacuum and hydraulic leak tests--and will be installed and commissioned on plasma during the fall of 2009.

    The past decade's record of growth in the photovoltaics manufacturing industry indicates that global investment in manufacturing capacity for photovoltaic modules tends to increase in proportion to the size of the industry. The slope of this proportionality determines how fast the industry will grow in the future. Two key parameters determine this slope. One is the annual global investment in manufacturing capacity normalized to the manufacturing capacity for the previous year (capacity-normalized capital investment rate, CapIR, units $/W). The other is how much capital investment is required for each watt of annual manufacturing capacity, normalized to the service life of the assets (capacity-normalized capital demand rate, CapDR, units $/W). If these two parameters remain unchanged from the values they have held for the past few years, global manufacturing capacity will peak in the next few years and then decline. However, it only takes a small improvement in CapIR to ensure future growth in photovoltaics. Any accompanying improvement in CapDR will accelerate that growth.

    This report summarizes the results of cultural resource activities conducted by the U.S. Department of Energy (DOE) at Uranium Mill Tailings Remedial Action (UMTRA) Project sites in Colorado for the period of October 1, 1995 through September 30, 1996. The inactive uranium mill tailings sites in Colorado are at Durango, Grand Junction, Gunnison, Maybell, Naturita, Rifle, and Slick Rock. On December 6, 1984, the DOE, the Advisory Council on Historic Preservation, and the Colorado State Historic Preservation Officer (SHPO) entered into a programmatic memorandum of understanding (PMOU). This PMOU requires the DOE to fulfillment of its obligations under various state and federal regulations for the protection and preservation of cultural resources. This report provides the state of Colorado with an annual report on the cultural resource activities performed for all UMTRA Project sites in Colorado. Due to the completion of surface activities at the UMTRA Project sites, this will be the last annual report to the state of Colorado. Cultural resources activities subsequent to this report will be reported to the state through site-specific correspondence.

    This report describes environmental monitoring activities carried out by Louisiana State University (LSU) under US Department of Energy Contract FC07-85NV10425 for the period 1 November 1984 through 31 December 1986. Other aspects of the LSU technical support program completed under prior contracts were covered in final form in reports preceding this one. During the contract period, the Louisiana Geological Survey, aided by subcontractors, monitored microseismic activity, land-surface subsidence, and surface and ground-water quality at three designed geopressured-geothermal test well sites in Louisiana and Texas. Don Stevenson supervised microseismic monitoring activities, and Drukell Trahan coordinated water quality and land-surface subsidence studies. This is a progress report in the sense that it discusses program components, provides raw data, and presents preliminary interpretations. The environmental monitoring program continues and will be the subject of subsequent annual reports.

    The Uranium Industry Annual 1998 (UIA 1998) provides current statistical data on the US uranium industry`s activities relating to uranium raw materials and uranium marketing. It contains data for the period 1989 through 2008 as collected on the Form EIA-858, ``Uranium Industry Annual Survey.`` Data provides a comprehensive statistical characterization of the industry`s activities for the survey year and also include some information about industry`s plans and commitments for the near-term future. Data on uranium raw materials activities for 1989 through 1998, including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment, are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2008, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, and uranium inventories, are shown in Chapter 2. The methodology used in the 1998 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. The Form EIA-858 ``Uranium Industry Annual Survey`` is shown in Appendix D. For the readers convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix E along with the standard conversion factors used.     This is the fourth annual report published by the Energy Information Administration (EIA) which presents information on renewable energy consumption, capacity, and electricity generation data; US solar thermal and photovoltaic collector manufacturing activities; and US geothermal heat pump manufacturing activities. It updates and provides more detail on renewable energy information than what`s published in the Energy Information Administration`s (EIA) Annual Energy Review 1997. The renewable energy resources included in the report are: biomass (wood, wood waste, municipal solid waste, ethanol, and biodiesel); geothermal; wind; solar (solar thermal and photovoltaic); and hydropower. However, hydropower is also regarded as a conventional energy source because it has furnished a significant amount of electricity for more than a century. Therefore, the contribution of hydropower to total renewable energy consumption is discussed, although hydropower as an individual energy source is not addressed. Since EIA collects data only on terrestrial (land-based) systems, satellite and military applications are not included in this report. 13 figs., 44 tabs.

In addition, Appendix A contains a compilation of coal statistics for the major coal-producing States. This report does not include coal consumption data for nonutility Power Producers who are not in the manufacturing, agriculture, mining, construction, or commercial sectors.     This annual report addresses the status of wildlife projects Bonneville Power Administration (BPA) has implemented from September 1985 to April 1986. This report provides a brief synopsis, review, and discussion of wildlife activities BPA has undertaken. BPA's effort has gone towards implementing wildlife planning. This includes measure 1004 (b)(2), loss statements and measure 1004 (b)(3), mitigation plans. Loss statements have been completed for 14 facilities in the Basin with 4 additional ones to be completed shortly. Mitigation plans have been completed for 5 hydroelectric facilities in Montana. The Northwest Power Planning Council is presently considering two mitigation plans (Hungry Horse and Libby) for amendment into the Program. Currently, mitigation plans are being prepared for the 8 Federal hydroelectric facilities in the Willamette River Basin in Oregon, Grand Coulee Dam in the state of Washington, and Palisades Dam on the Snake River in Idaho.

    The Manufactured Home Energy Audit (MHEA) is a software tool that predicts manufactured home energy consumption and recommends weatherization retrofit measures. It was developed to assist local weatherization agencies working with the US Department of Energy (DOE) Weatherization Assistance Program. Whether new or experienced, employed within or outside the Weatherization Assistance Program, all users can benefit from incorporating MHEA into their manufactured home weatherization programs. DOE anticipates that the state weatherization assistance programs that incorporate MHEA into their programs will find significant growth in the energy and cost savings achieved from manufactured home weatherization. The easy-to-use MHEA displays a colorful, graphical interface for entering simple inputs and provides understandable, usable results. The user enters information about the manufactured home construction, heating equipment, cooling equipment, and weather site. MHEA then calculates annual energy consumption using a simplified building energy analysis technique. MHEA stands apart from other building energy analysis tools in many ways. Calculations incorporated into the computer code specifically address manufactured home heating and cooling load trends. The retrofit measures evaluated by MHEA are all applicable to manufactured homes. Help messages describe common manufactured home weatherization practices as well as provide hints on how to install retrofit measures. These and other features help make MHEA easy to use when evaluating energy consumption and the effects of weatherization retrofit measures for manufactured homes.

Where aggregate data are presented in the UIA 1995, care has been taken to protect the confidentiality of company-specific information while still conveying accurate and complete statistical data. Data on uranium raw materials activities for 1986 through 1995 including exploration activities and expenditures, EIA-estimated reserves, mine production of uranium, production of uranium concentrate, and industry employment are presented in Chapter 1. Data on uranium marketing activities for 1994 through 2005, including purchases of uranium and enrichment services, enrichment feed deliveries, uranium fuel assemblies, filled and unfilled market requirements, uranium imports and exports, and uranium inventories are shown in Chapter 2. The methodology used in the 1995 survey, including data edit and analysis, is described in Appendix A. The methodologies for estimation of resources and reserves are described in Appendix B. A list of respondents to the ``Uranium Industry Annual Survey`` is provided in Appendix C. For the reader`s convenience, metric versions of selected tables from Chapters 1 and 2 are presented in Appendix D along with the standard conversion factors used.     This report describes progress made during FY11 in ORNL activities to support converting the High Flux Isotope Reactor (HFIR) from high-enriched uranium (HEU) fuel to low-enriched uranium (LEU) fuel. Conversion from HEU to LEU will require a change in fuel form from uranium oxide to a uranium-molybdenum (UMo) alloy. With both radial and axial contouring of the fuel foil and an increase in reactor power to 100 MW, calculations indicate that the HFIR can be operated with LEU fuel with no degradation in performance to users from the current levels achieved with HEU fuel. Studies are continuing to demonstrate that the fuel thermal safety margins can be preserved following conversion. Studies are also continuing to update other aspects of the reactor steady state operation and accident response for the effects of fuel conversion. Technical input has been provided to Oregon State University in support of their hydraulic testing program. The HFIR conversion schedule was revised and provided to the GTRI program. In addition to HFIR conversion activities, technical support was provided directly to the Fuel Fabrication Capability program manager.

    This report identifies steps leading to manufacturing large volumes of low-cost, large-area photovoltaic (PV) modules. Both crystalline silicon and amorphous silicon technologies were studied. Cost reductions for each step were estimated and compared to Solarex Corporation's manufacturing costs. A cost model, a simple version of the SAMICS methodology developed by the Jet Propulsion Laboratory (JPL), projected PV selling prices. Actual costs of materials, labor, product yield, etc., were used in the cost model. The JPL cost model compared potential ways of lowering costs. Solarex identified the most difficult technical challenges that, if overcome, would reduce costs. Preliminary research plans were developed to solve the technical problems. 13 refs.

    The Advance Manufacture of Reflectors fact sheet describes a SunShot Initiative project being conducted research team led by the University of Arizona, which is working to develop a novel method for shaping float glass. The technique developed by this research team can drastically reduce the time required for the shaping step. By enabling mass production of solar concentrating mirrors at high speed, this project should lead to improved performance and as much as a 40% reduction in manufacturing costs for reflectors made in very high volume.

    The objective of this activity was to address the need for improved manufacturing tools for LEDs. Improvements include lower cost (both capital equipment cost reductions and cost-ofownership reductions), better automation and better yields. To meet the DOE objective of $1- 2/kilolumen, it will be necessary to develop these highly automated manufacturing tools. Lithography is used extensively in the fabrication of high-brightness LEDs, but the tools used to date are not scalable to high-volume manufacturing. This activity addressed the LED lithography process. During R&D and low volume manufacturing, most LED companies use contact-printers. However, several industries have shown that these printers are incompatible with high volume manufacturing and the LED industry needs to evolve to projection steppers. The need for projection lithography tools for LED manufacturing is identified in the Solid State Lighting Manufacturing Roadmap Draft, June 2009. The Roadmap states that Projection tools are needed by 2011. This work will modify a stepper, originally designed for semiconductor manufacturing, for use in LED manufacturing. This work addresses improvements to yield, material handling, automation and throughput for LED manufacturing while reducing the capital equipment cost.

    The Manufacturing Demonstration Facility (MDF) low temperature materials synthesis project was established to demonstrate a scalable and sustainable process to produce nanoparticles (NPs) for advanced manufacturing. Previous methods to chemically synthesize NPs typically required expensive, high-purity inorganic chemical reagents, organic solvents and high temperatures. These processes were typically applied at small laboratory scales at yields sufficient for NP characterization, but insufficient to support roll-to-roll processing efforts or device fabrication. The new NanoFermentation processes described here operated at a low temperature (~60 C) in low-cost, aqueous media using bacteria that produce extracellular NPs with controlled size and elemental stoichiometry. Up-scaling activities successfully demonstrated high NP yields and quality in a 900-L pilot-scale reactor, establishing this NanoFermentation process as a competitive biomanufacturing strategy to produce NPs for advanced manufacturing of power electronics, solid-state lighting and sensors.

    International Technology Corporation (IT) was contracted by General Electric Company (GE) to assist in the preparation of an Environmental, Health and Safety (HI&3) assessment of the implementation of Phase 3R of the Advanced Turbine System (ATS) 7H program at the GE Gas Turbines facility located in Greenville, South Carolina. The assessment was prepared in accordance with GE's contractual agreement with the U.S. Department of Energy (GE/DOE Cooperative Agreement DE-FC21-95MC3 1176) and supports compliance with the requirements of the National Environmental Policy Act of 1970. This report provides a summary of the EH&S review and includes the following: General description of current site operations and EH&S status, Description of proposed ATS 7H-related activities and discussion of the resulting environmental, health, safety and other impacts to the site and surrounding area. Listing of permits and/or licenses required to comply with federal, state and local regulations for proposed 7H-related activities. Assessment of adequacy of current and required permits, licenses, programs and/or plans.

    This report provides estimates on energy consumption in the manufacturing sector of the U.S. economy based on data from the Manufacturing Energy Consumption Survey. The sample used in this report represented about 250,000 of the largest manufacturing establishments which account for approximately 98 percent of U.S. economic output from manufacturing, and an expected similar proportion of manufacturing energy use. The amount of energy use was collected for all operations of each establishment surveyed. Highlights of the report include profiles for the four major energy-consuming industries (petroleum refining, chemical, paper, and primary metal industries), and an analysis of the effects of changes in the natural gas and electricity markets on the manufacturing sector. Seven appendices are included to provide detailed background information. 10 figs., 51 tabs.

    This twelfth edition of the Annual Energy Review (AER) presents the Energy Information Administration`s historical energy statistics. For most series, statistics are given for every year from 1949 through 1993. Because coverage spans four and a half decades, the statistics in this report are well-suited to long-term trend analyses. The AER is comprehensive. It covers all major energy activities, including consumption, production, trade, stocks, and prices, for all major energy commodities, including fossil fuels and electricity. The AER also presents Energy Information Administration (EIA) statistics on some renewable energy sources. EIA estimates that its consumption series include about half of the renewable energy used in the United States. For a more complete discussion of EIA`s renewables data, see p. xix, ``Introducing Expanded Coverage of Renewable Energy Data Into the Historical Consumption Series.`` Copies of the 1993 edition of the Annual Energy Review may be obtained by using the order form in the back of this publication.     For the industrial sector, the Energy Information Administration's (EIA) analysis and projection efforts generally have focused on the energy-intensive industriesfood, bulk chemicals, refining, glass, cement, steel, and aluminumwhere energy cost averages 4.8% of annual operating cost. Detailed process flows and energy intensity indicators have been developed for narrowly defined industry groups in the energy-intensive manufacturing sector. The non-energy-intensive manufacturing industries, where energy cost averages 1.9% of annual operating cost, previously have received somewhat less attention, however. In Annual Energy Outlook 2006 (AEO), energy demand projections were provided for two broadly aggregated industry groups in the non-energy-intensive manufacturing sector: metal-based durables and other non-energy-intensive. In the AEO2006 projections, the two groups accounted for more than 50% of the projected increase in industrial natural gas consumption from 2004 to 2030.

Statistics on renewable energy sources are also included: this year, for the first time, usage of renewables by other consumers as well as by electric utilities is included. Also new is a two-part, comprehensive presentation of data on petroleum products supplied by sector for 1949 through 1994. Data from electric utilities and nonutilities are integrated as ``electric power industry`` data; nonutility power gross generation are presented for the first time.     An improved air cathode structure for use in primary batteries and the like. The cathode structure includes a matrix active layer, a current collector grid on one face of the matrix active layer, and a porous, nonelectrically conductive separator on the opposite face of the matrix active layer, the collector grid and separator being permanently bonded to the matrix active layer. The separator has a preselected porosity providing low IR losses and high resistance to air flow through the matrix active layer to maintain high bubble pressure during operation of the battery. In the illustrated embodiment, the separator was formed of porous polypropylene. A thin hydrophobic film is provided, in the preferred embodiment, on the current collecting metal grid.

    The main project objective has been to develop an advanced gravity sag method for molding large glass solar reflectors with either line or point focus, and with long or short focal length. The method involves taking standard sized squares of glass, 1.65 m x 1.65 m, and shaping them by gravity sag into precision steel molds. The method is designed for high volume manufacture when incorporated into a production line with separate pre-heating and cooling. The performance objectives for the self-supporting glass mirrors made by this project include mirror optical accuracy of 2 mrad root mean square (RMS), requiring surface slope errors <1 mrad rms, a target not met by current production of solar reflectors. Our objective also included development of new methods for rapidly shaping glass mirrors and coating them for higher reflectivity and soil resistance. Reflectivity of 95% for a glass mirror with anti-soil coating was targeted, compared to the present ~94% with no anti-soil coating. Our mirror cost objective is ~$20/m2 in 2020, a significant reduction compared to the present ~$35/m2 for solar trough mirrors produced for trough solar plants. During the first year a custom batch furnace was built to develop the method with high power radiative heating to simulate transfer of glass into a hot slumping zone in a production line. To preserve the original high polish of the float glass on both front and back surfaces, as required for a second surface mirror, the mold surface is machined to the required shape as grooves which intersect the glass at cusps, reducing the mold contact area to significantly less than 1%. The mold surface is gold-plated to reflect thermal radiation. Optical metrology of glass replicas made with the system has been carried out with a novel, custom-built test system. This test provides collimated, vertically-oriented parallel beams from a linear array of co-aligned lasers translated in a perpendicular direction across the reflector. Deviations of

    The requirements for the reporting of polychlorinated biphenyl (PCB)-related activities are found in 40 Code of Federal Regulations (CFR) 761 Subpart J, "General Records and Reports." The PCB Annual Document Log is a detailed record of the PCB waste handling activities at the facility. The facility must prepare it each year by July 1 and maintain it at the facility for at least 3 years after the facility ceases using or storing PCBs and PCB items. While submittal of the PCB Annual Document Log to the U.S. Environmental Protection Agency (EPA) is not required by regulation, EPA has verbally requested in telephone conversations that this report be submitted to them on an annual basis. The Annual Document Log section of this report meets the requirements of 40 CFR 761.180(a)(2), as applicable, while the Annual Records section meets the requirement of 40 CFR 761.180(a)(1).

    Since 1983, Reed Tool Co.`s annual rotary rig census has reported 14 consecutive annual reductions in the U.S. rig fleet. This year, the downward trend has reversed and more rigs have been added to the available fleet than have left. Robust drilling activity has also spurred higher rig utilization in 1997. Utilization climbed to 86.9% this year, more than ten percentage points higher than a year ago and the highest since 1981. Data and trends are discussed.
