    Green Manufacturing Initiative (GMI): The initiative provides a conduit between the university and industry to facilitate cooperative research programs of mutual interest to support green (sustainable) goals and efforts. In addition to the operational savings that greener practices can bring, emerging market demands and governmental regulations are making the move to sustainable manufacturing a necessity for success. The funding supports collaborative activities among universities such as the University of Michigan, Michigan State University and Purdue University and among 40 companies to enhance economic and workforce development and provide the potential of technology transfer. WMU participants in the GMI activities included 20 faculty, over 25 students and many staff from across the College of Engineering and Applied Sciences; the College of Arts and Sciences' departments of Chemistry, Physics, Biology and Geology; the College of Business; the Environmental Research Institute; and the Environmental Studies Program. Many outside organizations also contribute to the GMI's success, including Southwest Michigan First; The Right Place of Grand Rapids, MI; Michigan Department of Environmental Quality; the Michigan Department of Energy, Labor and Economic Growth; and the Michigan Manufacturers Technical Center.

    The government has abandoned an increasing number of research projects, of which the Clinch River Breeder Reactor is the most recent, despite the large sums of public and private dollars already invested. Privatization may be the best way to solve energy problems, save taxpayers a minimum of $2 billion in return, and depoliticize energy research. The Electric Power Research Institute can serve as a model for a system in which industry users would be assessed for a research trust fund that would provide stable funding and allow long-range planning. The EPRI model could also help to overcome information sharing and antitrust constraints. (DCK)

    For many years, the United States Department of Energy (DOE) richly supported refractory related research to enable greater energy efficiency processes in energy intensive manufacturing industries such as iron and steel, glass, aluminum and other non-ferrous metal production, petrochemical, and pulp and paper. Much of this support came through research projects funded by the former DOE Energy Efficiency and Renewable Energy (EERE) Office of Industrial Technologies (OIT) under programs such as Advanced Industrial Materials (AIM), Industrial Materials of the Future (IMF), and the Industrial Technologies Program (ITP). Under such initiatives, work was funded at government national laboratories such as Oak Ridge National Laboratory (ORNL), at universities such as West Virginia University (WVU) and the Missouri University of Science and Technology (MS&T) which was formerly the University of Missouri Rolla, and at private companies engaged in these manufacturing areas once labeled industries of the future by DOE due to their strategic and economic importance to American industry. Examples of such projects are summarized below with information on the scope, funding level, duration, and impact. This is only a sampling of representative efforts funded by the DOE in which ORNL was involved over the period extending from 1996 to 2011. Other efforts were also funded during this time at various other national laboratories, universities and private companies under the various programs mentioned above. Discussion of the projects below was chosen because I was an active participant in them and it is meant to give a sampling of the magnitude and scope of investments made by DOE in refractory related research over this time period.

    The form in which British Coal is to be privatized has finally been announced. Offers are to be invited for the operating underground and opencast mines which will be grouped into five regionally based companies. Additionally, offers will be invited for a number of collieries which are currently under care and maintenance. The five Regional Coal Companies to be formed are Central North, which will comprise the assets in the Yorkshire and Durham coalfields, including the five collieries in the Selby Complex; Central South, which will contain the assets located in the Nottinghamshire, Leicestershire, Derbyshire, and Warwickshire coalfields; North East, which has four opencast sites, Scotland, which has nine operating open-cast sites and a single underground mine, Longannet; and South Wales with its nine operating opencast sites. Tower colliery, the last underground mine in South Wales, was finally put on care and maintenance on April 20, 1994. Details of the five Regional Coal Companies are given. A new public sector body, the Coal Authority will be set up to which all British Coal's title to unworked coal and coal mines will be transferred. All the relevant property rights and liabilities of British Coal will be transferred into the Regional Coal Companies prior to their sun.

    Bolivia is boldly embracing a free market philosophy that extends to liberalization of the country`s petroleum sector. Although petroleum industry privatization is being considered by several South American countries, only Argentina has so far completely opened its oil sector and fully privatized its state oil company. The Bolivian government`s own version of privatization, capitalization, is a groundbreaking attempt to attract massive investment from the private sector without leaving the government open to accusations of stripping the country`s assets for short term electoral gain. The paper discusses the government`s strategy to sell the state owned company either as a single unit or to split it into upstream and downstream units. Questions still to be resolved, international interest in the move, bolivian potential, and the gas supply infrastructure are also discussed.

    A holographic security label and automated reading machine for marking and subsequently authenticating any object such as an identification badge, a pass, a ticket, a manufactured part, or a package is described. The security label is extremely difficult to copy or even to read by unauthorized persons. The system comprises a holographic security label that has been created with a coded reference wave, whose specification can be kept secret. The label contains information that can be extracted only with the coded reference wave, which is derived from a holographic key, which restricts access of the information to only the possessor of the key. A reading machine accesses the information contained in the label and compares it with data stored in the machine through the application of a joint transform correlator, which is also equipped with a reference hologram that adds additional security to the procedure.

    The U.S. Department of Energy (DOE) is planning a two-phased program for the remediation of Hanford tank waste. Phase 1 is a pilot program to demonstrate the procurement of treatment services. The volume of waste treated during the Phase 1 is a small percentage of the tank waste. During Phase 2, DOE intends to procure treatment services for the balance of the waste. The TWRS Privatization Process Technical Baseline (PPTB) provides a summary level flowsheet/mass balance of tank waste treatment operations which is consistent with the tank inventory information, waste feed staging studies, and privatization guidelines currently available. The PPTB will be revised periodically as privatized processing concepts are crystallized.

    This study analyzes impacts from energy efficiency standards and labeling in Mexico from 1994 through 2005 for four major products: household refrigerators, room air conditioners, three-phase (squirrel cage) induction motors, and clothes washers. It is a retrospective analysis, seeking to assess verified impacts on product efficiency in the Mexican market in the first ten years after standards were implemented. Such an analysis allows the Mexican government to compare actual to originally forecast program benefits. In addition, it provides an extremely valuable benchmark for other countries considering standards, and to the energy policy community as a whole. The methodology for evaluation begins with historical test data taken for a large number of models of each product type between 1994 and 2005. The pre-standard efficiency of models in 1994 is taken as a baseline throughout the analysis. Model efficiency data were provided by an independent certification laboratory (ANCE), which tested products as part of the certification and enforcement mechanism defined by the standards program. Using this data, together with economic and market data provided by both government and private sector sources, the analysis considers several types of national level program impacts. These include: Energy savings; Environmental (emissions) impacts, and Net financial impacts to consumers, manufacturers and utilities. Energy savings impacts are calculated using the same methodology as the original projections, allowing a comparison. Other impacts are calculated using a robust and sophisticated methodology developed by the Instituto de Investigaciones Electricas (IIE) and Lawrence Berkeley National Laboratory (LBNL), in a collaboration supported by the Collaborative Labeling and Standards Program (CLASP).

    The program goal of the Ohio Advanced Energy Manufacturing Center (OAEMC) is to support advanced energy manufacturing and to create responsive manufacturing clusters that will support the production of advanced energy and energy-efficient products to help ensure the nation's energy and environmental security. This goal cuts across a number of existing industry segments critical to the nation's future. Many of the advanced energy businesses are starting to make the transition from technology development to commercial production. Historically, this transition from laboratory prototypes through initial production for early adopters to full production for mass markets has taken several years. Developing and implementing manufacturing technology to enable production at a price point the market will accept is a key step. Since these start-up operations are configured to advance the technology readiness of the core energy technology, they have neither the expertise nor the resources to address manufacturing readiness issues they encounter as the technology advances toward market entry. Given the economic realities of today's business environment, finding ways to accelerate this transition can make the difference between success and failure for a new product or business. The advanced energy industry touches a wide range of industry segments that are not accustomed to working together in complex supply chains to serve large markets such as automotive and construction. During its first three years, the Center has catalyzed the communication between companies and industry groups that serve the wide range of advanced energy markets. The Center has also found areas of common concern, and worked to help companies address these concerns on a segment or industry basis rather than having each company work to solve common problems individually.     This fact sheet describes the purpose, lab specifications, applications scenarios, and information on how to partner with NREL's Manufacturing Laboratory at the Energy Systems Integration Facility. The Manufacturing Laboratory at NREL's Energy Systems Integration Facility (ESIF) focuses on developing methods and technologies that will assist manufacturers of hydrogen and fuel cell technologies, as well as other renewable energy technologies, to scale up their manufacturing capabilities to volumes that meet DOE and industry targets. Specifically, the manufacturing activity is currently focused on developing and validating quality control techniques to assist manufacturers of low temperature and high temperature fuel cells in the transition from low to high volume production methods for cells and stacks. Capabilities include initial proof-of-concept studies through prototype system development and in-line validation. Existing diagnostic capabilities address a wide range of materials, including polymer films, carbon and catalyst coatings, carbon fiber papers and wovens, and multi-layer assemblies of these materials, as well as ceramic-based materials in pre- or post-fired forms. Work leading to the development of non-contact, non-destructive techniques to measure critical dimensional and functional properties of fuel cell and other materials, and validation of those techniques on the continuous processing line. This work will be supported by materials provided by our partners. Looking forward, the equipment in the laboratory is set up to be modified and extended to provide processing capabilities such as coating, casting, and deposition of functional layers, as well as associated processes such as drying or curing. In addition, continuous processes are used for components of organic and thin film photovoltaics (PV) as well as battery technologies, so synergies with these important areas will be explored.

    This report identifies steps leading to manufacturing large volumes of low-cost, large-area photovoltaic (PV) modules. Both crystalline silicon and amorphous silicon technologies were studied. Cost reductions for each step were estimated and compared to Solarex Corporation's manufacturing costs. A cost model, a simple version of the SAMICS methodology developed by the Jet Propulsion Laboratory (JPL), projected PV selling prices. Actual costs of materials, labor, product yield, etc., were used in the cost model. The JPL cost model compared potential ways of lowering costs. Solarex identified the most difficult technical challenges that, if overcome, would reduce costs. Preliminary research plans were developed to solve the technical problems. 13 refs.

    Map labeling is of fundamental importance in cartography and geographical information systems and is one of the areas targeted for research by the ACM Computational Geometry Impact Task Force. Previous work on map labeling has focused on the problem of placing maximal uniform, axis-aligned, disjoint rectangles on the plane so that each point feature to be labeled lies at the corner of one rectangle. Here, we consider a number of variants of the map labeling problem. We obtain three general types of results. First, we devise constant-factor polynomial-time-approximation algorithms for labeling point features by rectangular labels, where the feature may lie anywhere on the boundary of its label region and where labeling rectangles may be placed in any orientation. These results generalize to the case of elliptical labels. Secondly, we consider the problem of labeling a map consisting of disjoint rectilinear fine segments. We obtain constant-factor polynomial-time approximation algorithms for the general problem and an optimal algorithm for the special case where all segments are horizontal. Finally, we formulate a bicriteria version of the map-labeling problem and provide bicriteria polynomial- time approximation schemes for a number of such problems.

    Appliance ownership and production has increased dramatically in China in the past two decades. From extremely low levels in 1980, China's appliance industry has become one of the largest in the world, with sales topping U.S. $14.4 billion in 2000. In 1981, less than 1 percent of urban Chinese households owned a refrigerator; by 1998, that number had increased to over 75 percent. This dramatic increase in sales and ownership leads to an excellent opportunity to impact energy consumption in China by affecting the energy efficiency of appliances being bought and sold. In general, Chinese consumers value energy efficiency and are knowledgeable about the operating costs of major appliances. However, the Chinese marketplace does not provide information that consumers trust about the energy consumption of specific products. Thus, several interdependent organizations have emerged in China to provide information and market supports for energy efficiency. This paper describes the appliance market in China and the evolution of its standards and labeling programs and the agencies that implement them. It discusses the authors' work with these organizations in developing energy efficiency criteria and supporting an energy efficiency endorsement labeling program in China. It describes how the authors have used their experience with ENERGY STAR{reg_sign} and other programs in the U.S. to work with China to develop a successful program specific to Chinese conditions, with a particular emphasis on refrigerators. It then gives the author's market assessment of the Chinese refrigerator market and recommendations for a successful labeling program and transferable lessons for developing energy efficiency labeling programs in varied markets.   13. Compliance and Verification of Standards and Labelling Programs in China: Lessons Learned

    After implementing several energy efficiency standards and labels (30 products covered by MEPS, 50 products covered by voluntary labels and 19 products by mandatory labels), the China National Institute of Standardization (CNIS) is now implementing verification and compliance mechanism to ensure that the energy information of labeled products comply with the requirements of their labels. CNIS is doing so by organizing check testing on a random basis for room air-conditioners, refrigerators, motors, heaters, computer displays, ovens, and self -ballasted lamps. The purpose of the check testing is to understand the implementation of the Chinese labeling scheme and help local authorities establishing effective compliance mechanisms. In addition, to ensure robustness and consistency of testing results, CNIS has coordinated a round robin testing for room air conditioners. Eight laboratories (Chinese (6), Australian (1) and Japanese (1)) have been involved in the round robin testing and tests were performed on four sets of samples selected from manufacturer?s production line. This paper describes the methodology used in undertaking both check and round robin testing, provides analysis of testing results and reports on the findings. The analysis of both check and round robin testing demonstrated the benefits of a regularized verification and monitoring system for both laboratories and products such as (i) identifying the possible deviations between laboratories to correct them, (ii) improving the quality of testing facilities, (iii) ensuring the accuracy and reliability of energy label information in order to strength the social credibility of the labeling program and the enforcement mechanism in place.

    Learning is a task that generalizes many of the analyses that are applied to collections of data, and in particular, collections of sensitive individual information. Hence, it is natural to ask what can be learned while preserving individual privacy. [Kasiviswanathan, Lee, Nissim, Raskhodnikova, and Smith; FOCS 2008] initiated such a discussion. They formalized the notion of private learning, as a combination of PAC learning and differential privacy, and investigated what concept classes can be learned privately. Somewhat surprisingly, they showed that, ignoring time complexity, every PAC learning task could be performed privately with polynomially many samples, and in many natural cases this could even be done in polynomial time. While these results seem to equate non-private and private learning, there is still a significant gap: the sample complexity of (non-private) PAC learning is crisply characterized in terms of the VC-dimension of the concept class, whereas this relationship is lost in the constructions of private learners, which exhibit, generally, a higher sample complexity. Looking into this gap, we examine several private learning tasks and give tight bounds on their sample complexity. In particular, we show strong separations between sample complexities of proper and improper private learners (such separation does not exist for non-private learners), and between sample complexities of efficient and inefficient proper private learners. Our results show that VC-dimension is not the right measure for characterizing the sample complexity of proper private learning. We also examine the task of private data release (as initiated by [Blum, Ligett, and Roth; STOC 2008]), and give new lower bounds on the sample complexity. Our results show that the logarithmic dependence on size of the instance space is essential for private data release.

    This report provides estimates on energy consumption in the manufacturing sector of the U.S. economy based on data from the Manufacturing Energy Consumption Survey. The sample used in this report represented about 250,000 of the largest manufacturing establishments which account for approximately 98 percent of U.S. economic output from manufacturing, and an expected similar proportion of manufacturing energy use. The amount of energy use was collected for all operations of each establishment surveyed. Highlights of the report include profiles for the four major energy-consuming industries (petroleum refining, chemical, paper, and primary metal industries), and an analysis of the effects of changes in the natural gas and electricity markets on the manufacturing sector. Seven appendices are included to provide detailed background information. 10 figs., 51 tabs.

    After implementing several energy efficiency standards and labels (30 products covered by MEPS, 50 products covered by voluntary labels and 19 products by mandatory labels), the China National Institute of Standardization (CNIS) is now implementing verification and compliance mechanism to ensure that the energy information of labeled products comply with the requirements of their labels. CNIS is doing so by organizing check testing on a random basis for room air-conditioners, refrigerators, motors, heaters, computer displays, ovens, and self -ballasted lamps. The purpose of the check testing is to understand the implementation of the Chinese labeling scheme and help local authorities establishing effective compliance mechanisms. In addition, to ensure robustness and consistency of testing results, CNIS has coordinated a round robin testing for room air conditioners. Eight laboratories (Chinese (6), Australian (1) and Japanese (1)) have been involved in the round robin testing and tests were performed on four sets of samples selected from manufacturer's production line. This paper describes the methodology used in undertaking both check and round robin testing, provides analysis of testing results and reports on the findings. The analysis of both check and round robin testing demonstrated the benefits of a regularized verification and monitoring system for both laboratories and products such as (i) identifying the possible deviations between laboratories to correct them, (ii) improving the quality of testing facilities, (iii) ensuring the accuracy and reliability of energy label information in order to strength the social credibility of the labeling program and the enforcement mechanism in place.

    The main project objective has been to develop an advanced gravity sag method for molding large glass solar reflectors with either line or point focus, and with long or short focal length. The method involves taking standard sized squares of glass, 1.65 m x 1.65 m, and shaping them by gravity sag into precision steel molds. The method is designed for high volume manufacture when incorporated into a production line with separate pre-heating and cooling. The performance objectives for the self-supporting glass mirrors made by this project include mirror optical accuracy of 2 mrad root mean square (RMS), requiring surface slope errors <1 mrad rms, a target not met by current production of solar reflectors. Our objective also included development of new methods for rapidly shaping glass mirrors and coating them for higher reflectivity and soil resistance. Reflectivity of 95% for a glass mirror with anti-soil coating was targeted, compared to the present ~94% with no anti-soil coating. Our mirror cost objective is ~$20/m2 in 2020, a significant reduction compared to the present ~$35/m2 for solar trough mirrors produced for trough solar plants. During the first year a custom batch furnace was built to develop the method with high power radiative heating to simulate transfer of glass into a hot slumping zone in a production line. To preserve the original high polish of the float glass on both front and back surfaces, as required for a second surface mirror, the mold surface is machined to the required shape as grooves which intersect the glass at cusps, reducing the mold contact area to significantly less than 1%. The mold surface is gold-plated to reflect thermal radiation. Optical metrology of glass replicas made with the system has been carried out with a novel, custom-built test system. This test provides collimated, vertically-oriented parallel beams from a linear array of co-aligned lasers translated in a perpendicular direction across the reflector. Deviations of

    This invention involves a new strategy for imaging and mapping enzyme activity in the living human and animal body using positron emitter-labeled suicide enzyme inactivators or inhibitors which become covalently bound to the enzyme as a result of enzymatic catalysis. Two such suicide inactivators for monoamine oxidase have been labeled with carbon-11 and used to map the enzyme subtypes in the living human and animal body using PET. By using positron emission tomography to image the distribution of radioactivity produced by the body penetrating radiation emitted by carbon-11, a map of functionally active monoamine oxidase activity is obtained. Clorgyline and L-deprenyl are suicide enzyme inhibitors and irreversibly inhibit monoamine oxidase. When these inhibitors are labeled with carbon-11 they provide selective probes for monoamine oxidase localization and reactivity in vivo using positron emission tomography.

    After months of delays, the sale of Petroleos del Peru SA (Petroperu) was postponed earlier this year until after the elections, which saw Peru`s incumbent President Alberto Fujimori reelected. In June, Fujimori appointed Amado Yataco Minister of Energy and Mines. Yataco, also serving as president of the privatization commission Copri, said a decision on the sale of Petroperu would be made quickly, perhaps by July 28, ahead of this report`s presstime. The uncertain status of Petroperu has not, however, slowed activity in Peru`s petroleum sector. The paper first discusses privatization plans and Petroperu`s budget, then describes exploration and development activities in the supergiant Camisea gas/condensate fields in the central southern jungle. Activities in several smaller fields are briefly described.

    Mr. Bajer feels that elimination of many federal conservation programs will have no effect on the US goal of reducing oil imports because the private sector can do a better job of providing these efforts. He notes that many government programs were the result of overreaction to the 1973 oil embargo, when Congress misread the public's willingness to respond. The American people have taken the initiative, however, and have reduced their energy consumption and import rates. Mr. Bajer further notes that, according to the DOE Office of Policy, Planning and Analysis, DOE's conservation programs accounted for less than 5% of reduction of energy use per unit of GNP. He thinks that new policies will allow market forces to continue providing conservation incentives and will remove government intervention and competition with the private sector. (DCK)

In Phase I specific hours of operation were permitted, temperatures were maintained at a prescribed level, and lighting standards were reduced. In Phase II, inefficient HVAC systems were upgraded, timing switches and energy management computers were installed, solar film was applied to windows, and metering utilities were separated. An energy consumption tracking system called PACE was also instrumented to maintain the achieved objectives by monthly measuring.

    The U.S. Department of Energy (DOE) launched the Contract Reform Initiative in 1994 in order to improve the effectiveness and effkiency of managing major projects and programs. The intent of this initiative is to help DOE harness both technical and market forces to reduce the overall cost of accomplishing DOE's program goals. The new approach transfers greater risk to private contractors in order to develop incentives that align contractor performance with DOE's objectives. In some cases, this goal can be achieved through public-private partnerships wherein the govermhent and the contractor share risks associated with a project in a way that optimizes its economics. Generally, this requires that project risks are allocated to the party best equipped to manage and/or underwrite them. While the merits of privatization are well documented, the question of how privatized services should be financed is often debated. Given the cost of private sector equity and debt, it is difficult to ignore the lure of the government's "risk free" cost of capital. However, the source of financing for a project is an integral part of its overall risk allocation, and therefore, participation by the government as a financing source could alter the allocation of risks in the project, diminishing the incentive structure. Since the government's participation in the project's financing often can be a requirement for financial feasibility, the dilemma of structuring a role for the government without undermining the success of the project is a common and difficult challenge faced by policymakers around the world. However, before reverting to a traditional procurement approach where the government enters into a cost-plus risk profile, the government should exhaust all options that keep the private entity at risk for important aspects of the project. Government participation in a project can include a broad range of options and can be applied with precision to bridge a gap in the project

    This report describes subcontracted research by the Chronar Corporation, prepared by Advanced Photovoltaic Systems, Inc. (APS) for Phase 1 of the Photovoltaic Manufacturing Technology Development project. Amorphous silicon is chosen as the PV technology that Chronar Corporation and APS believe offers the greatest potential for manufacturing improvements, which, in turn, will result in significant cost reductions and performance improvements in photovoltaic products. The APS Eureka'' facility was chosen as the manufacturing system that can offer the possibility of achieving these production enhancements. The relationship of the Eureka'' facility to Chronar's batch'' plants is discussed. Five key areas are also identified that could meet the objectives of manufacturing potential that could lead to improved performance, reduced manufacturing costs, and significantly increased production. The projected long-term potential benefits of these areas are discussed, as well as problems that may impede the achievement of the hoped-for developments. A significant number of the problems discussed are of a generic nature and could be of general interest to the industry. The final section of this document addresses the cost and time estimates for achieving the solutions to the problems discussed earlier. Emphasis is placed on the number, type, and cost of the human resources required for the project.

    Robust U.S. wind turbine manufacturing capabilities and supply chains are important for the United States to reduce the cost of electricity generated from wind turbines. These capabilities and supply chains are also critical to the invention and commercialization of new wind turbine technologies while providing high-quality jobs. The development of advanced drivetrain technologies for windturbine applications is advancing the state of the art for drivetrain design by producing higher capacity and operating reliability than conventional drivetrains. Advanced drivetrain technologies such as medium-speed and direct-drive generators, silicon-carbide (SiC) IGBT-based power electronics, and high torque density speed increasers require different manufacturing and supply chaincapabilities that present both risks and opportunities for U.S. wind turbine manufacturers and the wind industry as a whole. The primary objective of this project is to assess how advanced drivetrain technologies and trends will impact U.S. wind turbine manufacturing and its supply chains. The U.S. Department of Energy and other industry participants will use the information from this study toidentify domestic manufacturing gaps, barriers, and opportunities for developing U.S. wind turbine manufacturing capabilities and supply chains for next-generation drivetrain technologies.     This paper reports on the utilization of tagged epsilon carbon of DL-lysine by a dog both anemic and hypoproteinemic due to repeated bleeding plus a diet low in protein. The experiment extended over period of 234 days, a time sufficient to indicate an erythrocyte life span of at least 115 days based upon the rate of replacement of labeled red cell proteins. The proteins of broken down red cells seem not to be used with any great preference for the synthesis of new hemoglobin.

Once established on this relatively small scale, privatization will be expanded, through a second competition, in the form of a second phase (Phase II) to dispose of the remainder of the tank waste. The Phase I privatization site will be located in the former Grout Disposal Site area. To prepare the site for use for the private contractors, utilities must be extended from the 200 East Area infrastructure. This document describes the design requirements for the prime water services; i.e raw, fire suppression and sanitary (potable) to be provided to the private contractors. These requirements will be used in directing the conceptual design of these proposed water services.

    Privatization acquisition strategies embody substantial contract reform principles-private financing and ownership, competition, fixed prices, and payment only upon delivery of services-which in time became the recipe for privatization of Department of Energy (DOE) Environmental Management (EM) cleanup projects. Privatization changes the federal government's approach from traditional cost-plus contracting, where the federal government pays the contractor as the project progresses, to a strategy where the federal government pays for products or services as they are delivered. To be successful, the privatization requires additional risk taking by the contractor. This paper focuses on why the Tank Waste Remediation System (TWRS) pursued privatization, how the TWRS Privatization Project matured, and why the privatization project moved to an alternate path. The paper is organized as follows: a description of the TWRS-Privatization framework, how the project changed from the original request for proposal through the decision not to proceed to Part B-2, and the lessons learned during evolution of the effort, including what worked as well as what went wrong and how such negative outcomes might be prevented in the future.

    The decision to privatize comes from a policy determination that the Government no longer needs particular assets or no longer needs to be in control of all the means by which products or services are obtained or delivered. Most broadly defined, privatization substitutes, in whole or in part, private market mechanisms for the traditional Government role as employer, financier, owner, operator, and/or regulator of a product or service. This definition admits a wide variety of actions, from innovative contractual arrangements to outright divestiture of activities or assets. But all of these actions share common objectives: to remove the agency from those activities that are not inherently governmental functions or core business lines; to improve the management of remaining activities; to reduce the costs of doing business; and to shift greater performance and financial risk to the private sector. This report by the Privatization Working Group provides an indepth analysis of the major issues that surround privatization within the Department of Energy (DOE). The report divides privatization initiatives at the DOE into three major types: divestiture of functions, contracting out, and asset transfers. It includes the results of a survey of the entire DOE system that identifies more than 200 potential privatization opportunities. The report also includes 13 case studies that explore actual DOE privatization efforts over the past 2 years. Additionally, it summarizes the key legal authorities that govern each of the three types of privatization opportunities in the DOE. The report makes a series of recommendations and outlines accompanying actions that will help the DOE seize the opportunities presented by privatization and confront its challenges.

    The present invention is directed to a method of sequencing a target nucleic acid molecule having a plurality of bases. In its principle, the temporal order of base additions during the polymerization reaction is measured on a molecule of nucleic acid, i.e. the activity of a nucleic acid polymerizing enzyme on the template nucleic acid molecule to be sequenced is followed in real time. The sequence is deduced by identifying which base is being incorporated into the growing complementary strand of the target nucleic acid by the catalytic activity of the nucleic acid polymerizing enzyme at each step in the sequence of base additions. A polymerase on the target nucleic acid molecule complex is provided in a position suitable to move along the target nucleic acid molecule and extend the oligonucleotide primer at an active site. A plurality of labelled types of nucleotide analogs are provided proximate to the active site, with each distinguishable type of nucleotide analog being complementary to a different nucleotide in the target nucleic acid sequence. The growing nucleic acid strand is extended by using the polymerase to add a nucleotide analog to the nucleic acid strand at the active site, where the nucleotide analog being added is complementary to the nucleotide of the target nucleic acid at the active site. The nucleotide analog added to the oligonucleotide primer as a result of the polymerizing step is identified. The steps of providing labelled nucleotide analogs, polymerizing the growing nucleic acid strand, and identifying the added nucleotide analog are repeated so that the nucleic acid strand is further extended and the sequence of the target nucleic acid is determined.

    A method for automatically evaluating a manufacturing technique comprises the steps of: receiving from a user manufacturing process step parameters characterizing a manufacturing process; accepting from the user a selection for an analysis of a particular lean manufacturing technique; automatically compiling process step data for each process step in the manufacturing process; automatically calculating process metrics from a summation of the compiled process step data for each process step; and, presenting the automatically calculated process metrics to the user. A method for evaluating a transition from a batch manufacturing technique to a lean manufacturing technique can comprise the steps of: collecting manufacturing process step characterization parameters; selecting a lean manufacturing technique for analysis; communicating the selected lean manufacturing technique and the manufacturing process step characterization parameters to an automatic manufacturing technique evaluation engine having a mathematical model for generating manufacturing technique evaluation data; and, using the lean manufacturing technique evaluation data to determine whether to transition from an existing manufacturing technique to the selected lean manufacturing technique.

The process comprises cold pressing tantalum powder with organic binders and lubricants to form a porous compact. After removal of the organics, the tantalum compact is heated to 1300.degree. to 2000.degree. C. by applying microwave radiation. Said compact is then anodized to form a dielectric oxide layer and infiltrated with a conductive material such as MnO.sub.2. Wire leads are then attached to form a capacitor to said capacitor is hermetically packaged to form the finished product.

In the method, a high-refractive-index material is conformally deposited on an exposed portion of a periodic template composed of a low-refractive-index material by an atomic layer deposition process so that a difference in refractive indices or dielectric constants between the template and adjacent air becomes greater, which makes it possible to form a three-dimensional photonic crystal having a superior photonic bandgap. Herein, the three-dimensional structure may be prepared by a layer-by-layer method.

    Unlike the oil industry, Russian gas is dominated by an officially sanctioned monopoly--Joint Stock Society (RAO) Gazprom. The company produces, transports, and exports most of the gas in Russia, the world leader in gas reserves. Two major challenges confront Gazprom as it adapts to existence as a private concern. One is financing of a major pipeline to Europe for export of gas produced in fields under development in the Yamal Peninsula. The other is collection of debts owed it by customers, both in and outside of Russia, for past gas deliveries. While it grapples with those challenges and the strains of operating a huge gas production and transportation system, Gazprom also must deal with questions about whether it should continue as a monopoly--questions not likely to be answered until Russia`s political situation is more certain than it is now. This paper reviews Gazprom`s production, processing, gas transportation, and marketing businesses. It describes its financing strategies for construction of new pipelines.

    There is a rising interest in developing functional electronics using additively manufactured components. Considerations in materials selection and pathways to forming hybrid circuits and devices must demonstrate useful electronic function; must enable integration; and must complement the complex shape, low cost, high volume, and high functionality of structural but generally electronically passive additively manufactured components. This article reviews several emerging technologies being used in industry and research/development to provide integration advantages of fabricating multilayer hybrid circuits or devices. First, we review a maskless, noncontact, direct write (DW) technology that excels in the deposition of metallic colloid inks for electrical interconnects.more » Second, we review a complementary technology, aerosol deposition (AD), which excels in the deposition of metallic and ceramic powder as consolidated, thick conformal coatings and is additionally patternable through masking.     This article reviews recent advances in nanomaterial labels in electrochemical immunosensors and immunoassays. Various nanomaterial labels are discussed, including colloidal gold/silver, semiconductor nanoparticles, and markers loaded nanocarriers (carbon nanotubes, apoferritin, silica nanoparticles, and liposome beads). The enormous signal enhancement associated with the use of nanomaterial labels and with the formation of nanomaterialantibody-antigen assemblies provides the basis for ultrasensitive electrochemical detection of disease-related protein biomarkers, biothreat agents, or infectious agents. In general, all endeavors cited here are geared to achieve one or more of the following goals: signal amplification by several orders of magnitude, lower detection limits, and detecting multiple targets.

    A method is described for manufacturing an annular acoustic transducer array from a plate of transducer material, which enables production of precision aligned arrays at low cost. The circular plate is sawed along at least two lines that are radial to the axis of the plate. At steps along each radial cut, the plate is rotated first in one direction and then in an opposite direction by a predetermined angle such as slightly less than 90/sup 0/. The cuts result in the forming of several largely ring-shaped lands, each largely ring-shaped land being joined to the other rings of different radii by thin portions of the plate, and each ring being cut into segments. The bridges that join different rings hold the transducer together until it can be mounted on a lens.

    Disclosed is a process for manufacturing underground caverns suitable in one embodiment for storage of large volumes of gaseous or liquid materials. The method is an acid dissolution process that can be utilized to form caverns in carbonate rock formations. The caverns can be used to store large quantities of materials near transportation facilities or destination markets. The caverns can be used for storage of materials including fossil fuels, such as natural gas, refined products formed from fossil fuels, or waste materials, such as hazardous waste materials. The caverns can also be utilized for applications involving human access such as recreation or research. The method can also be utilized to form calcium chloride as a by-product of the cavern formation process.

    This report describes existing integrated processes for solar cell manufacturing and lists as the primary opportunity for improvement the following areas: low-cost silicon sheets with improved characteristics; improved large-scale and automated solar cell processes that can lead to cell efficiencies in the range of 14% (encapsulated) for direct-cast wafers; improved handling and lamination of large-area modules for the emerging utility market. The proposed solutions can lead to finished module costs on the order of $1.55 per square meter or a selling price of less than $2.00/Watt. The problems that may be considered generic to the industry and that have been addressed in this work are as follows: gettering and passivation of silicon wafers; spray-on passivation layers; dual antireflection coatings; ink-jet printing of metallizations; and automated handling of large-area modules and associated vertical lamination. 14 refs.

    The objective of this task was to provide processing information data summaries on powder metallurgy (PM) alloys that meet the partner requirements for the production of low mass, highly accurate, near-net-shape powertrain components. This required modification to existing ISO machinability test procedures and development of a new drilling test procedure. These summaries could then be presented in a web page format. When combined with information generated from the USCAR CRADA this would allow chemical, metallurgical, and machining data on PM alloys to be available to all engineering and manufacturing personnel that have access to in-house networks. The web page format also allows for the additions of other wrought materials, making this a valuable tool to the technical staffs.

    To develop a practical inline inspection that could be used in combination with automated composite material placement equipment to economically manufacture high performance and reliable carbon composite wind turbine blade spar caps. The approach technical feasibility and cost benefit will be assessed to provide a solid basis for further development and implementation in the wind turbine industry. The program is focused on the following technology development: (1) Develop in-line monitoring methods, using optical metrology and ultrasound inspection, and perform a demonstration in the lab. This includes development of the approach and performing appropriate demonstration in the lab; (2) Develop methods to predict composite strength reduction due to defects; and (3) Develop process models to predict defects from leading indicators found in the uncured composites.

Our comparison of human capital issues in German, Japanese, and US manufacturing leads us to the following key judgments: Manufacturing workforces are undergoing significant changes due to advanced manufacturing technologies. As companies are forced to develop and apply these technologies, the constituency of the manufacturing workforce (especially educational requirements, contingent labor, job content, and continuing knowledge development) is being dramatically and irreversibly altered. The new workforce requirements which result due to advanced manufacturing require a higher level of worker sophistication and responsibility.

That comes against the backdrop of major change in Portugal`s energy sector and the rocky road to Petrogal`s partial privatization. Despite the controversy, there remain opportunities for foreign companies investing in Portugal`s energy sector. The most attractive opportunities are in Portugal`s downstream petroleum sector and in the country`s continuing campaign to develop its natural gas industry. Typical of the latter is Portugal`s participation in the Trans-Maghreb gas pipeline megaproject. The paper discusses the background to privatization, its current status, Petrogal strategy, modernization of refineries, a joint partnership with Venezuela, constraints, energy policy program, gas pipeline privatization, and concerns of the gas industry.

    Highlights: • We compared efficiency and effectiveness of waste collection by the public and private sector. • Public sector performs better than private sector in some areas and vice versa. • Outsourcing waste collection in developing countries is hindered by limited capacity on contractual issues. • Outsourcing collection in developing countries is hampered by inadequate waste information. • There is need to build capacity in the public sector of developing countries to support outsourcing. - Abstract: Formal privatization of solid waste collection activities has often been flagged as a suitable intervention for some of the challenges of solid waste management experienced by developing countries. Proponents of outsourcing collection to the private sector argue that in contrast to the public sector, it is more effective and efficient in delivering services. This essay is a comparative case study of efficiency and effectiveness attributes between the public and the formal private sector, in relation to the collection of commercial waste in Gaborone. The paper is based on analysis of secondary data and key informant interviews. It was found that while, the private sector performed comparatively well in most of the chosen indicators of efficiency and effectiveness, the public sector also had areas where it had a competitive advantage. For instance, the private sector used the collection crew more efficiently, while the public sector was found to have a more reliable workforce. The study recommends that, while formal private sector participation in waste collection has some positive effects in terms of quality of service rendered, in most developing countries, it has to be enhanced by building sufficient capacity within the public sector on information about services contracted out and evaluation of performance criteria within the contracting process.

Privatization has been traditionally defined as the sale/transfer of state-owned (i.e. federal, state, county, city or public) assets to the private sector. Although there are numerous reasons for the privatization of state-owned assets, the primary reasons include the generation of a significant amount of cash to the state (Great Britain`s sale of electric power industry); capitalization of the formerly state-owned utility (sale of the utilities within many countries of the former Soviet Union); and state policy goals of eliminating monopolies, encouraging competition, and restructuring (Chile). Several year ago, the Department of Defense (DoD) and specifically the Department of Army (DoA) initiated its own `Privatization Process`. Coupled with shrinking budgets, workforce and funding resources from the Government, the Army was faced with antiquated utility infrastructure in need of significant upgrades and in some cases total replacements. Recognizing that the provision of utility services was not a core mission of the Army, DoA has encouraged its Installations throughout the country to consider the privatization of the Government-owned utility systems. In compliance with DoA policy, Forces Command (FORSCOM) has been at the forefront of the privatization process. To date, FORSCOM has initiated the process of analyzing the potential privatization of over 30 utility systems at 12 FORSCOM Installations located throughout the country. The FORSCOM Installations include Fort Irwin, CA; Fort Campbell, KY; Fort Bragg, NC; Fort McPherson, GA; Fort Hood, TX; Fort Polk, LA; Fort Lewis, WA; Fort Riley, KS; Fort Stewart, GA; Hunter Army Airfield, GA; Fort Carson, CO; Fort Devens, MA; Fort Dix, NJ; and Fort Gillem, GA.
