Sample management includes sample planning for analytical requests, sample tracking for shipping and receiving by the laboratory, receipt of the analytical data deliverable, processing the deliverable and payment of the laboratory conducting the analyses. ASMS is a web based application that provides the ability to manage these activities at multiple locations for different customers. ASMS provides for the assignment of single to multiple samples for standardmore » chemical and radiochemical analyses. ASMS is a flexible system which allows the users to request analyses by line item code. Line item codes are selected based on the Basic Ordering Agreement (BOA) format for contracting with participating laboratories. ASMS also allows contracting with non-BOA laboratories using a similar line item code contracting format for their services. ASMS allows sample and analysis tracking from sample planning and collection in the field through sample shipment, laboratory sample receipt, laboratory analysis and submittal of the requested analyses, electronic data transfer, and payment of the laboratories for the completed analyses. The software when in operation contains business sensitive material that is used as a principal portion of the Kaiser Analytical Management Services business model. The software version provided is the most recent version, however the copy of the application does not contain business sensitive data from the associated Oracle tables such as contract information or price per line item code.« less

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    A thermal management system for a vehicle includes a heat exchanger having a thermal energy storage material provided therein, a first coolant loop thermally coupled to an electrochemical storage device located within the first coolant loop and to the heat exchanger, and a second coolant loop thermally coupled to the heat exchanger. The first and second coolant loops are configured to carry distinct thermal energy transfer media. The thermal management system also includes an interface configured to facilitate transfer of heat generated by an internal combustion engine to the heat exchanger via the second coolant loop in order to selectively deliver the heat to the electrochemical storage device. Thermal management methods are also provided.

    The objective of this project, called DAMASC for “Data Management in Scientific Computing”, is to coalesce data management with parallel file system management to present a declarative interface to scientists for managing, querying, and analyzing extremely large data sets efficiently and predictably. Managing extremely large data sets is a key challenge of exascale computing. The overhead, energy, and cost of moving massive volumes of data demand designs where computation is close to storage. In current architectures, compute/analysis clusters access data in a physically separate parallel file system and largely leave it scientist to reduce data movement. Over the past decades the high-end computing community has adopted middleware with multiple layers of abstractions and specialized file formats such as NetCDF-4 and HDF5. These abstractions provide a limited set of high-level data processing functions, but have inherent functionality and performance limitations: middleware that provides access to the highly structured contents of scientific data files stored in the (unstructured) file systems can only optimize to the extent that file system interfaces permit; the highly structured formats of these files often impedes native file system performance optimizations. We are developing Damasc, an enhanced high-performance file system with native rich data management services. Damasc will enable efficient queries and updates over files stored in their native byte-stream format while retaining the inherent performance of file system data storage via declarative queries and updates over views of underlying files. Damasc has four key benefits for the development of data-intensive scientific code: (1) applications can use important data-management services, such as declarative queries, views, and provenance tracking, that are currently available only within database systems; (2) the use of these services becomes easier, as they are provided within a familiar file

This paper presents empirical evidence spanning a broad time horizon (2002–2010) showing that economic and political factors impact in different ways on the provision of waste management services. We examine five alternatives in this area, including public and private service delivery formulas and, within each field, individual and joint options. Our findings highlight the importance of the service cost and that of the various indicators of fiscal stress as determinant factors of management decisions regarding the provision of MSW management services.

Adopting PAYT charging models increases the complexity level of the waste management service as new organizational issues have to be evaluated compared to flat charging models. In addition, innovative technological solutions could also be adopted to increase the overall efficiency of the service. Unit pricing, user identification and waste measurement represent the three most important processes to be defined in a PAYT system. The paper proposes a holistic framework to support an effective design and management process. The framework defines most critical processes and effective organizational and technological solutions for supporting waste managers as well as researchers.

    The Office of Utility Technologies works cooperatively with industry and the utility sector to realize the market potential for energy efficiency and renewable energy technologies. Under this contract, BNF has provided management support services for OUT R&D activities for the following Program offices: (1) Office of Energy Management; (2) Office of Solar Energy Conversion; (3) Office of Renewable Energy Conversion; and (4) Deputy Assistant Secretary. During the period between 4/17/91 and 9/17/93, BNF furnished the necessary personnel, equipment, materials, facilities and travel required to provide management support services for each of the above Program Offices. From 9/18/93 to 12/17/93, BNF has been involved in closeout activities, including final product deliverables.   5. Developing Effective Continuous On-Line Monitoring Technologies to Manage Service Degradation of Nuclear Power Plants

    Recently, there has been increased interest in using prognostics (i.e, remaining useful life (RUL) prediction) for managing and mitigating aging effects in service-degraded passive nuclear power reactor components. A vital part of this philosophy is the development of tools for detecting and monitoring service-induced degradation. Experience with in-service degradation has shown that rapidly-growing cracks, including several varieties of stress corrosion cracks (SCCs), can grow through a pipe in less than one fuel outage cycle after they initiate. Periodic inspection has limited effectiveness at detecting and managing such degradation requiring a more versatile monitoring philosophy. Acoustic emission testing (AET) and guided wave ultrasonic testing (GUT) are related technologies with potential for on-line monitoring applications. However, harsh operating conditions within NPPs inhibit the widespread implementation of both technologies. For AET, another hurdle is the attenuation of passive degradation signals as they travel though large components, relegating AET to targeted applications. GUT is further hindered by the complexity of GUT signatures limiting its application to the inspection of simple components. The development of sensors that are robust and inexpensive is key to expanding the use of AET and GUT for degradation monitoring in NPPs and improving overall effectiveness. Meanwhile, the effectiveness of AET and GUT in NPPs can be enhanced through thoughtful application of tandem AET-GUT techniques.

  8. A study in the application of energy management at a table service restaurant

    This paper describes a study of the application of energy management including electric demand limit control in a 6656 ft/sup 2/ table service restaurant located in Minneapolis, which contained 30 tons of rooftop air conditioning, a 74 kW electric dishwasher, and natural gas space heating. Strategies were developed for applying demand-limit and time-of-day controls on rooftop air-conditioning units, refrigeration equipment, ventilation equipment, and a dishwasher electric booster heater. This study was conducted over a one-year period using a week-on/week-off test procedure in which the energy management controls were in operation alternately for one week and then manually disconnected for the following week. This testing method was chosen to reduce the effects of changes in the business operating procedures, changes in the connected electrical loads and irregularities in the climate that tend to distort results based on a year-to-year comparison. Extensive instrumentation was installed to monitor the operation of controlled loads, the impact on the space temperature, the operation of overrides and limit controls on critical loads, peak electric demand, and total energy consumption. The study demonstrated that electric demand charges were reduced 19.7% and that electric energy usage charges were reduced 8.7%. The total annual savings was $2440 which represented a 13% savings on the total energy bill and a 48% return-on-investment on a system installed cost of $5083.

    The Environmental Management Advisory Board (EMAB or Board) was chartered under the Federal Advisory Committee Act (FACA) in 1992 to provide the Assistant Secretary for Environmental Management (EM) with independent and external advice, information, and recommendations on corporate issues relating to accelerated site clean-up and risk reduction throughout the EM complex. Over the course of the past 20 years, the composition and focus of the Board have varied widely to address the changing needs of the program. EMAB began as the Environmental Restoration and Waste Management Advisory Committee, formed to provide advice on an EM Programmatic Environmental Impact Statement. In 1994, the Board was restructured to function more as an executive-level, limited member advisory board whose membership provides insight of leading industry experts and the viewpoints of representatives from critical stakeholder constituencies. Throughout the 20 years of its existence, EMAB has covered a wide variety of topics and produced nearly 200 recommendations. These recommendations have resulted in several policy changes and improvements within EM. Most recently, EMAB has been credited for its contribution to the EM Energy Park Initiative, forerunner of the DOE Asset Revitalization Initiative; creation of the EM Offices of Communications and External Affairs; improvement of acquisition and project management strategies and culture; and several recommendations related to the Waste Treatment Plant and the tank waste programs at Hanford and the Savannah River Site. The wealth of experience and knowledge the Assistant Secretary can leverage through utilization of the Board continues to support fulfillment of EM's mission. In commemoration of EMAB's 20. anniversary, this paper will provide further context for the evolution of the Board, the role FACA plays in its administration, and a look at the members' current objectives and EM's expectations for the future.     The U.S. Department of Energy`s (DOE`s) Office of Environmental Restoration and Waste Management (EM) has been tasked with addressing environmental contamination and waste problems facing the Department. A key element of any environmental restoration or waste management program is environmental data. An effective and efficient sampling and analysis program is required to generate credible environmental data. The bases for DOE`s EM Analytical Services Program (ASP) are contained in the charter and commitments in Secretary of Energy Notice SEN-13-89, EM program policies and requirements, and commitments to Congress and the Office of Inspector General (IG). The Congressional commitment by DOE to develop and implement an ASP was in response to concerns raised by the Chairman of the Congressional Environment, Energy, and Natural Resources Subcommittee, and the Chairman of the Congressional Oversight and Investigations Subcommittee of the Committee on Energy and Commerce, regarding the production of analytical data. The development and implementation of an ASP also satisfies the IG`s audit report recommendations on environmental analytical support, including development and implementation of a national strategy for acquisition of quality sampling and analytical services. These recommendations were endorsed in Departmental positions, which further emphasize the importance of the ASP to EM`s programs. In September 1990, EM formed the Laboratory Management Division (LMD) in the Office of Technology Development to provide the programmatic direction needed to establish and operate an EM-wide ASP program. In January 1992, LMD issued the {open_quotes}Analytical Services Program Five-Year Plan.{close_quotes} This document described LMD`s strategy to ensure the production of timely, cost-effective, and credible environmental data. This presentation describes the overall LMD Analytical Services Program and, specifically, the various QA programs.

    The purpose of this paper is to illustrate the use of semantic technologies and approaches to seamlessly link things, services, and data in the proposed design of a scientific offshore wind energy research for the U.S. Department of Energy Wind and Water Technology Office of the Office of Energy Efficiency and Renewable Energy (EERE). By adapting linked community best practices, we were able to design a collaborative facility supporting both operational staff and end users that incorporates off-the-shelf components and overcome traditional barriers between devices, resulting data, and processing services. This was made largely possible through complementary advances in the Internet of Things (IoT), semantic web, Linked Services, and Linked Data communities, which provide the foundation for our design.

    The Department of Energy's (Department) Office of River Protection (ORP) is responsible for the storage, treatment, and disposal of over 53 million gallons of highly radioactive waste from over 40 years of plutonium production at the Hanford Site. Because of the diversity, complexity, and large scope of its mission, coupled with its small staff, ORP told us that it has found it necessary to engage in service contracts to obtain consulting services, technical expertise, and support staff. Federal policy generally permits contractors to perform a wide range of support service activities, including, in most situations, the drafting of Government documents subject to the review and approval of Federal employees. Federal policy issued by the Office of Management and Budget, however, prohibits contractors from drafting agency responses to Congressional inquiries and reports issued by the Office of Inspector General and Government Accountability Office (GAO) because they are so closely related to the public interest and provide the appearance of private influence. To provide a majority of its needed services, ORP issued a Blanket Purchase Agreement to Project Assistance Corporation (PAC) in 2003. Through the Blanket Purchase Agreement, ORP acquired services in the areas of project management, risk assessment, program assessment, quality assurance, safety, cost and schedule estimating, budgeting and finance, and engineering. PAC has, in turn, subcontracted with various other firms to obtain some of the services needed by ORP. From 2005 to 2008, the total annual cost for the contract with PAC had grown from $4.7 million to $9.2 million. Because of the extent of the services provided and growing costs of the contract, we conducted this review to determine whether ORP appropriately administered its contract with the Project Assistance Corporation. Our review disclosed that, in some instances, ORP had not appropriately administered all work performed under the PAC contract

    Cameco Corporation is a world leader in uranium production. Headquartered in Saskatoon, Saskatchewan our operations provide 16% of the world uranium mine production and we have approximately 435 million pounds of proven and probable uranium reserves. Cameco mining operations are located in Saskatchewan, Wyoming, Nebraska and Kazakhstan. Cameco is also a major supplier of uranium processing services required to produce fuel for the generation of clean energy. These operations are based in Blind River, Cobourg and Port Hope, Ontario and are collectively referred to as the Fuel Services Division. The Fuel Services Division produces uranium trioxide from uranium ore concentrate at the Blind River Refinery. Cameco produces uranium hexafluoride and uranium dioxide at the Port Hope Conversion Facility. Cameco operates a fuel manufacturing facility in Port Hope, Ontario and a metal fabrication facility located in Cobourg, Ontario. The company manufactures fuel bundles utilized in the Candu reactors. Cameco's Fuel Services Division produces several types of low-level radioactively contaminated wastes. Internal processing capabilities at both the Blind River Refinery and Port Hope Conversion Facility are extensive and allow for the recycling of several types of waste. Notwithstanding these capabilities there are certain wastes that are not amenable to the internal processing capabilities and must be disposed of appropriately. Disposal options for low-level radioactively contaminated wastes in Canada are limited primarily due to cost considerations. In recent years, Cameco has started to ship marginally contaminated wastes (<500 ppm uranium) to the United States for disposal in an appropriate landfill. The landfill is owned by US Ecology Incorporated and is located near Grand View, Idaho 70 miles southeast of Boise in the Owyhee Desert. The facility treats and disposes hazardous waste, non-hazardous industrial waste and low-activity radioactive material. The site's arid

    The energy service company (ESCO) business model could become significantly more effective by integrating the energy-efficiency purveyor and their capital into the underlying building ownership and operation partnership, rather than the current model in which the ESCO remains an outsider with higher transaction costs and limited interest and participation in the value created by the cost savings. Resource conservation advocates rarely use the language of real estate to articulate the cost effectiveness of capital improvements aimed at reducing utility costs in commercial and residential income properties. Conventional methods that rely on rarefied academic notions of simple payback time or a narrow definition of return on investment fail to capture a significant component of the true market value created by virtue of reduced operating expenses. Improvements in energy and water efficiency can increase the fundamental profitability of real estate investments by raising Net Operating Income (NOI), and hence returns during the holding period, and, ultimately, proceeds at time of sale. We introduce the concept of an Energy Services Partner, who takes an equity interest in a real estate partnership in exchange for providing the expertise and capital required to reduce utility operating costs. Profit to all partners increases considerably as a result. This approach would also help to address a crisis facing ESCOs today stemming from their considerable liabilities (through guaranteed savings) and negligible offsetting assets.

    The US Department of Interior`s Minerals Management Service (MMS) has the responsibility of regulating exploration and development by the oil and gas industry on the US Outer Continental Shelf (OCS). There is an area of active leases approximately 45 miles east-northeast of Cape Hatteras, North Carolina, referred to as the Manteo Unit. Chevron U.S.A. may propose to drill a single exploratory well in either Block 467 or 510 of the Manteo Unit with a specially outfitted drilling rig. To review environmental and socioeconomic information known, and needed, on the Manteo Unit, a workshop was conducted of February 4--5, 1998, with the North Carolina Department of Environment and Natural Resources (DENR).     An yttria stabilised zirconia doped with plutonia and erbia has been selected as inert matrix fuel (IMF) at PSI. The results of experimental irradiation tests on yttria-stabilised zirconia doped with plutonia and erbia pellets in the Halden research reactor as well as a study of zirconia solubility are presented. Zirconia must be stabilised by yttria to form a solid solution such as MAz(Y,Er){sub y}Pu{sub x}Zr{sub 1-y}O{sub 2-{xi}} where minor actinides (MA) oxides are also soluble. (Er,Y,Pu,Zr)O{sub 2-{xi}} (with Pu containing 5% Am) was successfully prepared at PSI and irradiated in the Halden reactor. Emphasis is given on the zirconia- IMF properties under in-pile irradiation, on the fuel material centre temperatures and on the fission gas release. The retention of fission products in zirconia may be stronger at similar temperature, compared to UO{sub 2}. The outstanding behaviour of plutonia-zirconia inert matrix fuel is compared to the classical (U,Pu)O{sub 2} fuels. The properties of the spent fuel pellets are presented focusing on the once-through strategy. For this strategy, low solubility of the inert matrix is required for geological disposal. This parameter was studied in detail for a range of solutions corresponding to groundwater under near field conditions. Under these conditions the IMF solubility is about 109 times smaller than glass, several orders of magnitude lower than UO{sub 2} in oxidising conditions (Yucca Mountain) and comparable in reducing conditions, which makes the zirconia material very attractive for deep geological disposal. The behaviour of plutonia-zirconia inert matrix fuel is discussed within a 'burn and bury' strategy. (authors)

    The Los Angeles Department of Water & Power (LADWP) instituted an electric rate schedule, A3-B, for its largest industrial power consumers in 1985. The A3 rate provides these LADWP customers (2000 Kilowatts or more users) a significant savings on their electric service rate. LADWP benefits by having the capability to interrupt the industrial customer`s load after giving them a 10 minute warning notice of interruption. The Interruptible Service System (ISS) automates this formerly manual process and allows for continuous monitoring of the power used of the power system`s largest power consumers. An ISS remote terminal unit (RTU) is installed at each customer`s site. This RTU communicates with a master computer (desktop PC) at LADWP`s Energy Control Center (ECC). The ECC initiates control, monitoring, and interrupt operations involving all customers on the ISS rate. Communication between the master computer and the various ISS customer RTUs will be accomplished via Pacific Bell Telephone`s advanced digital network (ADN). Future Plans include expansion to monitoring and control of co-generation facilities and monitoring of other large industrial customer power consumption.

    The Carbon Dioxide Information Analysis Center (CDIAC) at Oak Ridge National Laboratory (ORNL), USA has provided scientific data management support for the U.S. Department of Energy and international climate change science since 1982. Over this period, climate change science has expanded from research focusing on basic understanding of geochemical cycles, particularly the carbon cycle, to integrated research addressing climate change impacts, vulnerability, adaptation, and mitigation. Interests in climate change data and information worldwide have grown remarkably and, as a result, so have demands and expectations for CDIAC s data systems. To meet the growing demands, CDIAC s strategy has been to design flexible data systems using proven technologies blended with new, evolving technologies and standards. CDIAC development teams are multidisciplinary and include computer science and information technology expertise, but also scientific expertise necessary to address data quality and documentation issues and to identify data products and system capabilities needed by climate change scientists. CDIAC has learned there is rarely a single commercial tool or product readily available to satisfy long-term scientific data system requirements (i.e., one size does not fit all and the breadth and diversity of environmental data are often too complex for easy use with commercial products) and typically deploys a variety of tools and data products in an effort to provide credible data freely to users worldwide. Like many scientific data management applications, CDIAC s data systems are highly customized to satisfy specific scientific usage requirements (e.g., developing data products specific for model use) but are also designed to be flexible and interoperable to take advantage of new software engineering techniques, standards (e.g., metadata standards) and tools and to support future Earth system data efforts (e.g., ocean acidification).     The intent of this report is to document a procedure used at LANL for HIP bonding aluminum cladding to U-10Mo fuel foils using a formed HIP can for the Domestic Reactor Conversion program in the NNSA Office of Material, Management and Minimization, and provide some details that may not have been published elsewhere. The HIP process is based on the procedures that have been used to develop the formed HIP can process, including the baseline process developed at Idaho National Laboratory (INL). The HIP bonding cladding process development is summarized in the listed references. Further iterations with Babcock & Wilcox (B&W) to refine the process to meet production and facility requirements is expected.

    In widely distributed systems generally, and in science-oriented Grids in particular, software, CPU time, storage, etc., are treated as"services" -- they can be allocated and used with service guarantees that allows them to be integrated into systems that perform complex tasks. Network communication is currently not a service -- it is provided, in general, as a"best effort" capability with no guarantees and only statistical predictability. In order for Grids (and most types of systems with widely distributed components) to be successful in performing the sustained, complex tasks of large-scale science -- e.g., the multi-disciplinary simulation of next generation climate modeling and management and analysis of the petabytes of data that will come from the next generation of scientific instrument (which is very soon for the LHC at CERN) -- networks must provide communication capability that is service-oriented: That is it must be configurable, schedulable, predictable, and reliable. In order to accomplish this, the research and education network community is undertaking a strategy that involves changes in network architecture to support multiple classes of service; development and deployment of service-oriented communication services, and; monitoring and reporting in a form that is directly useful to the application-oriented system so that it may adapt to communications failures. In this paper we describe ESnet's approach to each of these -- an approach that is part of an international community effort to have intra-distributed system communication be based on a service-oriented capability.

    The Maui Smart Grid Project (MSGP) is under the leadership of the Hawaii Natural Energy Institute (HNEI) of the University of Hawaii at Manoa. The project team includes Maui Electric Company, Ltd. (MECO), Hawaiian Electric Company, Inc. (HECO), Sentech (a division of SRA International, Inc.), Silver Spring Networks (SSN), Alstom Grid, Maui Economic Development Board (MEDB), University of Hawaii-Maui College (UHMC), and the County of Maui. MSGP was supported by the U.S. Department of Energy (DOE) under Cooperative Agreement Number DE-FC26-08NT02871, with approximately 50% co-funding supplied by MECO. The project was designed to develop and demonstrate an integrated monitoring, communications, database, applications, and decision support solution that aggregates renewable energy (RE), other distributed generation (DG), energy storage, and demand response technologies in a distribution system to achieve both distribution and transmission-level benefits. The application of these new technologies and procedures will increase MECO’s visibility into system conditions, with the expected benefits of enabling more renewable energy resources to be integrated into the grid, improving service quality, increasing overall reliability of the power system, and ultimately reducing costs to both MECO and its customers.

    Internet Protocol (IP) address management is an increasingly growing concern at Sandia National Laboratories (SNL) and the networking community as a whole. The current state of the available IP addresses indicates that they are nearly exhausted. Currently SNL doesn't have the justification to obtain more IP address space from Internet Assigned Numbers Authority (IANA). There must exist a local entity to manage and allocate IP assignments efficiently. Ongoing efforts at Sandia have been in the form of a multifunctional database application notably known as Network Information System (NWIS). NWIS is a database responsible for a multitude of network administrative services including IP address management. This study will explore the feasibility of augmenting NWIS's IP management capabilities utilizing open source tools. Modifications of existing capabilities to better allocate available IP address space are studied.

    Single source precursors or pre-copolymers of single source precursors are subjected to microwave radiation to form particles of a I-III-VI.sub.2 material. Such particles may be formed in a wurtzite phase and may be converted to a chalcopyrite phase by, for example, exposure to heat. The particles in the wurtzite phase may have a substantially hexagonal shape that enables stacking into ordered layers. The particles in the wurtzite phase may be mixed with particles in the chalcopyrite phase (i.e., chalcopyrite nanoparticles) that may fill voids within the ordered layers of the particles in the wurtzite phase thus produce films with good coverage. In some embodiments, the methods are used to form layers of semiconductor materials comprising a I-III-VI.sub.2 material. Devices such as, for example, thin-film solar cells may be fabricated using such methods.

    Energy service companies have been around for several years. Every year, experts predict their demise. The traditional energy service company (ESCo), whose work utilizes utility rebates, will probably be long gone as rebates disappear. The new energy service company will arise in this industry. This new company will be one that can provide a vast menu of services to their customers. These services can include, but are not necessarily limited to, the following: (1) corporate energy management services, (2) natural gas transportation services, (3) electrical deregulation services, (4) energy engineering services, (5) economics and forecasting, and (6) project financing. The new energy service company must have the engineering, financial, and managerial resources and skills to provide these services. It must also have the ability to recognize the needs of a changing industry and adapt to these changes in order to survive and ultimately provide a benefit to society.

    Although nucleons account for nearly all the visible mass in the universe, they have a complicated structure that is still incompletely understood. The first indication that nucleons have an internal structure, was the measurement of the proton magnetic moment by Frisch and Stern (1933) which revealed a large deviation from the value expected for a point-like Dirac particle. The investigation of the spatial structure of the nucleon, resulting in the first quantitative measurement of the proton charge radius, was initiated by the HEPL (Stanford) experiments in the 1950s, for which Hofstadter was awarded the 1961 Nobel prize. The first indication of a non-zero neutron charge distribution was obtained by scattering thermal neutrons off atomic electrons. The recent revival of its experimental study through the operational implementation of novel instrumentation has instigated a strong theoretical interest. Nucleon electro-magnetic form factors (EMFFs) are optimally studied through the exchange of a virtual photon, in elastic electron-nucleon scattering. The momentum transferred to the nucleon by the virtual photon can be selected to probe different scales of the nucleon, from integral properties such as the charge radius to scaling properties of its internal constituents. Polarization instrumentation, polarized beams and targets, and the measurement of the polarization of the recoiling nucleon have been essential in the accurate separation of the charge and magnetic form factors and in studies of the elusive neutron charge form factor.

    A bipolar pulse forming transmission line module for linear induction accelerators having first, second, third, fourth, and fifth planar conductors which form an interleaved stack with dielectric layers between the conductors. Each conductor has a first end, and a second end adjacent an acceleration axis. The first and second planar conductors are connected to each other at the second ends, the fourth and fifth planar conductors are connected to each other at the second ends, and the first and fifth planar conductors are connected to each other at the first ends via a shorting plate adjacent the first ends. The third planar conductor is electrically connectable to a high voltage source, and an internal switch functions to short a high voltage from the first end of the third planar conductor to the first end of the fourth planar conductor to produce a bipolar pulse at the acceleration axis with a zero net time integral. Improved access to the switch is enabled by an aperture through the shorting plate and the proximity of the aperture to the switch.

    There has been much activity in the measurement of the elastic electromagnetic proton and neutron form factors in the last decade, and the quality of the data has greatly improved by performing double polarization experiments, in comparison with previous unpolarized data. Here we review the experimental data base in view of the new results for the proton, and neutron, obtained at JLab, MAMI, and MIT-Bates. The rapid evolution of phenomenological models triggered by these high-precision experiments will be discussed, including the recent progress in the determination of the valence quark generalized parton distributions of the nucleon, as well as the steady rate of improvements made in the lattice QCD calculations.

    The Department of Energy has operated nuclear facilities at the Idaho National Engineering Laboratory (INEL) to support national interests for several decades. Since 1953, it has supported the development of technologies for the storage and reprocessing of spent nuclear fuels (SNF) and the resultant wastes. However, the 1992 decision to discontinue reprocessing of SNF has left nearly 768 MT of SNF in storage at the INEL with unspecified plans for future dispositioning. Past reprocessing of these fuels for uranium and other resource recovery has resulted in the production of 3800 M{sup 3} calcine and a total inventory of 7600 M{sup 3} of radioactive liquids (1900 M{sup 3} destined for immediate calcination and the remaining sodium-bearing waste requiring further treatment before calcination). These issues, along with increased environmental compliance within DOE and its contractors, mandate operation of current and future facilities in an environmentally responsible manner. This will require satisfactory resolution of spent fuel and waste disposal issues resulting from the past activities. A national policy which identifies requirements for the disposal of SNF and high level wastes (HLW) has been established by the Nuclear Waste Policy Act (NWPA) Sec.8,(b) para(3)) [1982]. The materials have to be conditioned or treated, then packaged for disposal while meeting US Environmental Protection Agency (EPA) and Nuclear Regulatory Commission (NRC) regulations. The spent fuel and HLW located at the INEL will have to be put into a form and package that meets these regulatory criteria. The emphasis of Idaho Chemical Processing Plant (ICPP) future operations has shifted toward investigating, testing, and selecting technologies to prepare current and future spent fuels and waste for final disposal. This preparation for disposal may include mechanical, physical and/or chemical processes, and may differ for each of the various fuels and wastes.

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

    The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. The main thrust of the talk is threefold: (a) that in the long run the potential for unbundling of services is extremely large from an engineering perspective; (b) that the form of the initial industry structure will have an important impact on the extent of service unbundling; and (c) that unbundling of wholesale related services is where most of the initial demand will be. (A) Engineering Perspectives on Unbundling: A large proportion of ancillary services can be provided in a competitive framework with current technologies. The author discusses those that current technologies may not facilitate such a decentralized approach. (B) The relation between unbundling and industry structure: Not all industry structures provide the same incentives for the independent service operator (ISO) to unbundle its services. Direct access provides incentives to suppliers to provide ancillary services to its own customers. Such incentive is limited by more centralized organizational modes. (C) Different Demand for Wholesale and Retail Unbundling: Lessons from other sectors: The experience with unbundling in telecommunications is illuminating. Wholesale unbundling, when allowed, has turned out to be a key component of competition. Retail unbundling is limited by customer sophistication. Indeed, retail unbundling will evolve in waves: initially retail customers will demand bundled services, as complexity of services may overwhelm customer sophistication. As customer sophistication increases and technology improves, the demand for partial unbundling increases providing opportunities for speicialized firms to provide partially unbundled services.

    New schemes are being developed by AREVA in order to provide global solutions for safe and non-proliferating management of used fuels, thereby significantly contributing to overall risks reduction and sustainable nuclear development. Utilities are thereby provided with a service through which they will be able to send their used fuels and only get returned vitrified and compacted waste, the only waste remaining after reprocessing. This waste is stable, standard and has demonstrated capability for very long term interim storage. They are provided as well with associated facilities and all necessary services for storage in a demonstrated safely manner. Recycled fuels, in particular MOX, would be used either in existing LWRs or in a very limited number of full MOX reactors (like the EPR reactor), located in selected countries, that will recycle MOX so as to downgrade the isotopic quality of the Pu inventories in a significant manner. Reprocessed uranium also can be recycled. These schemes, on top of offering demonstrated operational advantages and a responsible approach, result into optimized economics for all shareholders of the scheme, as part of reactor financing (under Opex or Capex form) will be secured thanks to the value of the recycled flows. It also increases fuel cost predictability as recycled fuel is not subject to market fluctuations as much and allows, in a limited span of time, for clear risk mitigation. (authors)

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

    This report summarizes activities that have already been completed as well as yet to be performed by the Idaho National Engineering and Environmental Laboratory (INEEL) to develop a plan to quantify the behavior of radioactive low-level waste forms. It briefly describes the status of various tasks, including DOE approval of the proposed work, several regulatory and environmental related documents, tests to qualify the waste form, preliminary schedule, and approximate cost. It is anticipated that INEEL and Brookhaven National Laboratory will perform the majority of the tests. For some tests, services of other testing organizations may be used. It should take approximately nine months to provide the final report on the results of tests on a waste form prepared for qualification. It is anticipated that the overall cost of the waste quantifying service is approximately $150,000. The following tests are planned: compression, thermal cycling, irradiation, biodegradation, leaching, immersion, free-standing liquid tests, and full-scale testing.

    Monies collected from firms for alleged petroleum pricing violations are put in escrow from which refunds are made to those claiming overcharge during the period of price controls. Payment of refunds to recipients who are not tax exempt must be reported to the Internal Revenue Service (IRS) on Form 1099. By issuing Form 1099, the Department of Energy (DOE) alerts both the recipient and the IRS to potential taxable income. The purpose of our audit was to determine whether DOE was complying with IRS regulations when issuing 1099's for oil overcharge refunds. In calendar year 1991 Form 1099 was not issued for approximately $1.3 million in oil overcharge refunds of between $10 and $600 because the Department was unable to accurately determine the amount of interest included in the refunds. Thus, recipients may not have reported overcharge refunds as taxable income. In addition, about 30 percent of refund recipients identified as tax exempt could not provide support for their exempt status because they misunderstood Departmental instructions or were unaware of IRS regulations in this regard. In some instances, DOE had identified the recipients as exempt, due to the amount of the refund. As a result, 1099's were not issued for as many as 2,700 refund recipients who received refunds of approximately $2.7 million in potentially taxable income. Management agreed with our recommendations (1) to issue appropriate IRS reporting forms to nonexempt refund recipients and (2) to require all recipients claiming exempt status to identify the basis for exemption and provide documentation for their withholding status.

In addition, about 30 percent of refund recipients identified as tax exempt could not provide support for their exempt status because they misunderstood Departmental instructions or were unaware of IRS regulations in this regard. In some instances, DOE had identified the recipients as exempt, due to the amount of the refund. As a result, 1099`s were not issued for as many as 2,700 refund recipients who received refunds of approximately $2.7 million in potentially taxable income. Management agreed with our recommendations (1) to issue appropriate IRS reporting forms to nonexempt refund recipients and (2) to require all recipients claiming exempt status to identify the basis for exemption and provide documentation for their withholding status.

    The U.S. Department of Energy (DOE), Office of River Protection (ORP) is responsible for management and completion of the River Protection Project (RPP) mission, which includes the Hanford Site tank farms operations and the Waste Treatment and Immobilization Plant (WTP). The RPP mission is to store, retrieve and treat Hanford's tank waste; store and dispose of treated wastes; and close the tank farm waste management areas and treatment facilities by 2047. The WTP is currently being designed and constructed by Bechtel National Inc. (BNI) for DOE-ORP. BNI relies on a number of technical services from other Hanford contractors for WTP's construction and commissioning. These same services will be required of the future WTP operations contractor. Partly in response to a DNFSB recommendation, the WTP interface management process managing these technical services has recently been improved through changes in organization and issue management. The changes are documented in an Interface Management Plan. The organizational improvement is embodied in the One System Integrated Project Team that was formed by integrating WTP and tank farms staff representing interfacing functional areas into a single organization. A number of improvements were made to the issue management process but most notable was the formal appointment of technical, regulatory and safety subject matter experts to ensure accurate identification of issues and open items. Ten of the thirteen active WTP Interface Control Documents have been revised in 2012 using the improved process with the remaining three in progress. The value of the process improvements is reflected by the ability to issue these documents on schedule and accurately identify technical, regulatory and safety issues and open items. (authors)

    Utility load management programs--including direct load control and interruptible load programs--were employed by utilities in the past as system reliability resources. With electricity industry restructuring, the context for these programs has changed; the market that was once controlled by vertically integrated utilities has become competitive, raising the question: can existing load management programs be modified so that they can effectively participate in competitive energy markets? In the short run, modified and/or improved operation of load management programs may be the most effective form of demand-side response available to the electricity system today. However, in light of recent technological advances in metering, communication, and load control, utility load management programs must be carefully reviewed in order to determine appropriate investments to support this transition. This report investigates the feasibility of and options for modifying an existing utility load management system so that it might provide reliability services (i.e. ancillary services) in the competitive markets that have resulted from electricity industry restructuring. The report is a case study of Southern California Edison's (SCE) load management programs. SCE was chosen because it operates one of the largest load management programs in the country and it operates them within a competitive wholesale electricity market. The report describes a wide range of existing and soon-to-be-available communication, control, and metering technologies that could be used to facilitate the evolution of SCE's load management programs and systems to provision of reliability services. The fundamental finding of this report is that, with modifications, SCE's load management infrastructure could be transitioned to provide critical ancillary services in competitive electricity markets, employing currently or soon-to-be available load control technologies.

    This report is a review of waste form options for the immobilization of high-level-liquid wastes from the nuclear fuel cycle. This review covers the status of international research and development on waste forms as of May 1979. Although the emphasis in this report is on waste form properties, process parameters are discussed where they may affect final waste form properties. A summary table is provided listing properties of various nuclear waste form options. It is concluded that proposed waste forms have properties falling within a relatively narrow range. In regard to crystalline versus glass waste forms, the conclusion is that either glass of crystalline materials can be shown to have some advantage when a single property is considered; however, at this date no single waste form offers optimum properties over the entire range of characteristics investigated. A long-term effort has been applied to the development of glass and calcine waste forms. Several additional waste forms have enough promise to warrant continued research and development to bring their state of development up to that of glass and calcine. Synthetic minerals, the multibarrier approach with coated particles in a metal matrix, and high pressure-high temperature ceramics offer potential advantages and need further study. Although this report discusses waste form properties, the total waste management system should be considered in the final selection of a waste form option. Canister design, canister materials, overpacks, engineered barriers, and repository characteristics, as well as the waste form, affect the overall performance of a waste management system. These parameters were not considered in this comparison.
