    Utility financing of energy efficient measures becomes easier to accomplish with the two new alternative financing guidance memoranda, released April 17, 1998, that address the use of utility incentives for Federal facilities. The memoranda have been approved by the Alternative Financing Guidance Committee on the Interagency Energy Management Task Force. The memoranda include: (1) Policy Statement No. 001: Authority to Sole Source Utility Service Contracts as Referenced in Section 152 of the Energy Policy Act (EPACT) of 1992; and (2) Policy Statement No. 002: Congressional Notification for Utility Projects Under the Authority of Section 152 of the Energy Policy Act (EPACT) of 1992. The purpose for developing the financing memoranda was to address specific issues within current Federal procurement regulations that require clarification or guidance. This new guidance will allow for increased use of utility incentives as a means of financing energy efficient and life cycle cost-effective projects in Federal facilities.

    This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    Fluor Fernald, Inc. (Fluor Fernald), the contractor for the U. S. Department of Energy (DOE) Fernald Environmental Management Project (FEMP), recently submitted a new baseline plan for achieving site closure by the end of calendar year 2006. This plan was submitted at DOE's request, as the FEMP was selected as one of the sites for their accelerated closure initiative. In accordance with the accelerated baseline, the FEMP Waste Management Project (WMP) is actively evaluating innovative processes for the management and disposition of low-level uranium, fissile material, and thorium, all of which have been classified as waste. These activities are being conducted by the Low Level Waste (LLW) and Uranium Waste Disposition (UWD) projects. Alternatives associated with operational processing of individual waste streams, each of which poses potentially unique health physics, industrial hygiene and industrial hazards, are being evaluated for determination of the most cost effective and safe met hod for handling and disposition. Low-level Mixed Waste (LLMW) projects are not addressed in this paper. This paper summarizes historical uranium recycling programs and resultant trace quantity contamination of uranium waste streams with radionuclides, other than uranium. The presentation then describes how waste characterization data is reviewed for radiological and/or chemical hazards and exposure mitigation techniques, in conjunction with proposed operations for handling and disposition. The final part of the presentation consists of an overview of recent operations within LLW and UWD project dispositions, which have been safely completed, and a description of several current operations.

    Two important environmental problems at the USDOE Fernald Environmental Management Project (FEMP) facility in Fernald, Ohio were studied in this human health risk assessment. The problems studied were radon emissions from the K-65 waste silos, and offsite contamination of ground water with uranium. Waste from the processing of pitchblende ore is stored in the K-65 silos at the FEMP. Radium-226 in the waste decays to radon gas which escapes to the outside atmosphere. The concern is for an increase in lung cancer risk for nearby residents associated with radon exposure. Monitoring data and a gaussian plume transport model were used to develop a source term and predict exposure and risk to fenceline residents, residents within 1 and 5 miles of the silos, and residents of Hamilton and Cincinnati, Ohio. Two release scenarios were studied: the routine release of radon from the silos and an accidental loss of one silo dome integrity. Exposure parameters and risk factors were described as distributions. Risks associated with natural background radon concentrations were also estimated.

(3) FEMP serves a leadership role in the interagency Federal Working Group on Greenhouse Gas Accounting and Reporting that develops recommendations to the Council on Environmental Quality (CEQ) for the Federal Greenhouse Gas Accounting and Reporting Guidance. (4) As the focus continues to shift from measuring emissions (completing inventories) to mitigating emissions (achieving reductions), FEMP is developing a strategic planning framework and resources for agencies to prioritize among a variety of options for mitigating their GHG emissions, so that they achieve their reduction goals in the most cost-effective manner. These resources will help agencies analyze their high-quality inventories to make strategic decisions about where to use limited resources to have the greatest impact on reducing emissions. This report provides the results of a Energy Saving Performance Contracting (ESPC) Business Strategy Development project that PNNL conducted for FEMP. The project provides information regarding the development of Federal market scenarios for FEMP Super-ESPC delivery orders. Two market scenarios were developed. The initial scenario resulted in an estimated delivery order target that was much lower than initially estimated in the spring of 1998. The second scenario yielded a lower estimated number of delivery orders. The main difference between these two scenarios was an estimated increase in utility financed projects in the Federal sector.

    Environmental radon monitoring activities at the DOE Fernald Environmental Management Project (FEMP) have been conducted extensively since the early 1980`s. Monitoring has been conducted at ambient concentration levels (< 1 pCi/L Rn-222), inside buildings, and at significantly elevated levels (hundreds of thousands pCi/L Rn-222) within the K-65 silo that store concentrated radium bearing wastes. The purpose of this paper/presentation is to present and discuss some of the difficulties encountered/solutions (e.g. reliability, detection limits, affects of environmental factors, data transfer, etc.) that have been discovered while taking measurements using both alpha track-etch passive integrating detectors and alpha scintillation real-time detectors. A short summary and conclusion section is provided following each topic presented.

    FEMP's O & M Best Practices Guide (O & M BPG) highlights O & M programs targeting energy efficiency that are estimated to save between 5% and 20% on energy bills without a significant capital investment. Depending on the Federal site, these savings can represent thousands to hundreds-of-thousands of dollars each year, and many can be achieved with minimal cash outlays. In addition to energy/resource savings, a well-run O & M program will (1)increase the safety of all staff because properly maintained equipment is safer equipment; (2)ensure the comfort, health and safety of building occupants through properly functioning equipment providing a healthy indoor environment; (3)confirm the design life expectancy of equipment is achieved; and (4)facilitate the compliance with Federal legislation such as the Clean Air Act and the Clean Water Act.     As part of a national effort, Executive Order 12902 and the Energy Policy Act of 1992 mandated water conservation in all Federal facilities. The US Department of Energy`s (DOE) Federal Energy Management Program (FEMP) was tasked with leading the effort providing the technical assistance needed to identify ways to comply with the order. To apply highly efficient water use technologies in the Federal sector, FEMP formed a partnership with DOE`s National Renewable Energy Laboratory (NREL); the General Services Administration (GSA); the Bureau of Reclamation; the Environmental Protection Agency (EPA); Denver Water, the local utility; and several manufacturers. The objectives of the partnership were: to improve energy and water efficiency in the Federal sector; to deploy US manufactured water technologies in the Federal sector; to reduce life-cycle cost and improve reliability of Federal installations; to establish a showcase site demonstrating technologies and operating practices of water conservation; to demonstrate effective government and industry partnerships. FEMP chose the 14-story Building 67 at the Denver Federal Center for the site of the water conservation project.

    On February 17th, 1996, the Fernald Environmental Management Project (FEMP), a former Department of Energy uranium processing facility near the rural town of Fernald, Ohio, became a ``user`` instead of a ``producer``, of potable water by tying into the Cincinnati Water Works new Public Water Supply System. This satisfied the future site needs of potable water and nullified the need to follow the sampling requirements set forth by the Environmental Protection Agency and the Safe Drinking Water Act for potable water producers. This transformation into a customer also reduced the long water transmission time from the Cincinnati Water Works station to the small community that would have occurred without a large user such as the FEMP being on line.

    This report summarizes a study and corresponding model development conducted in support of the United States Pacific Command (USPACOM) as part of the Federal Energy Management Program (FEMP) American Reinvestment and Recovery Act (ARRA). This research was aimed at developing a mathematical programming framework and accompanying optimization methodology in order to simultaneously evaluate energy efficiency (EE) and renewable energy (RE) opportunities. Once developed, this research then demonstrated this methodology at a USPACOM installation - Camp H.M. Smith, Hawaii. This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. Air Force Bases (AFBs): Nellis AFB and Air Force Range (AFR) in the State of Nevada (see maps 1 and 5), Holloman AFB in the State of New Mexico (see map 2), and Mountain Home AFB in the State of Idaho (see map 3). All three sites are located in semi-arid parts of the western U. S. The U. S. Air Force, through its Air Combat Command (ACC) located at Langley AFB in the State of Virginia, asked the Federal Energy Management Program (FEMP) for technical assistance to conduct technical and feasibility evaluations for the potential to identify viable geothermal resources on or around three different AFBs. Idaho National Laboratory (INL) is supporting FEMP in providing technical assistance to a number of different Federal Agencies. For this report, the three different AFBs are considered one project because they all deal with potential geothermal resource evaluations. The three AFBs will be evaluated primarily for their opportunity to develop a geothermal resource of high enough quality grade (i.e., temperature, productivity, depth, etc.) to consider the possibility for generation of electricity through a power plant. Secondarily, if the resource for the three AFBs is found to be not sufficient enough for electricity generation, then they will be described in enough detail to allow the base energy managers to evaluate if the resource is suitable for direct heating or cooling. Site visits and meetings by INL personnel with the staff at each AFB were held in late FY-2009 and FY-2010. This report provides a technical evaluation of the opportunities and challenges for developing geothermal resources on and around the AFBs. An extensive amount of literature and geographic information was evaluated as a part of this assessment. Resource potential maps were developed for each of the AFBs.

    Approval of a coastal management plan for coastal land and water use activities on the coast of Virginia is proposed. The coastal management area would embrace all of Tidewater Virginia, approximately 5000 miles long, and would extend to the three-mile outer limit of the United States territorial sea. The core regulatory program would include fisheries management, subaqueous lands management, wetland management, dunes management, nonpoint source pollution control, point source pollution control, shoreline sanitation, and air pollution control. Geographic areas of particular concern would be designated as worthy of special consideration in any planning or management process. These areas would include natural resource areas, such as wetlands, spawning areas, coastal sand dunes, barrier islands, and special wildlife management areas. Natural hazard areas would include areas vulnerable to erosion and areas subject to damage from wind, tides, and storm-related events. Geographic areas of special concern would include those with particular conservation, recreational, ecological, and aesthetic values. Waterfront development areas would include ports, commercial fishing piers, and community waterfronts. Shorefront access planning would provide access to the shoreline and water for recreational activities. Each year, two additional boat ramps would be planned for construction. Energy facility planning would focus on facilities involved in the production of electricity and petroleum, and in the export of coal. Shoreline erosion mitigation planning would identify, control, and mitigate erosion.

    Many public power systems have initiated home energy audit programs in response to the requests of their consumers. The manual provides smaller public power systems with the information and specific skills needed to design and develop a program of residential energy audits. The program is based on the following precepts: locally owned public systems are the best, and in many cases the only agencies available to organize and coordinate energy conservation programs in many smaller communities; consumers' rights to energy conservation information and assistance should not hinge on the size of the utility that serves them; in the short run, public power systems of all sizes should offer residential energy conservation assistance to their consumers, because such assistance is desirable, necessary, and in the public interest; and in the long run, such programs will complement national energy goals and will produce economic benefits for both consumers and the public power system. A detailed description of home audit program planning, organization, and management are given. (MCW)

    As government funding grows scarce, competition between the national laboratories is increasing dramatically. In this era of tougher competition, there is no for resistance to change. There must instead be a uniform commitment to improving the overall quality of our products (research and technology) and an increased focus on our customers` needs. There has been an ongoing effort to bring the principles of total quality management (TQM) to all Energy Systems employees to help them better prepare for future changes while responding to the pressures on federal budgets. The need exists for instituting a vigorous program of education and training to an understanding of the techniques needed to improve and initiate a change in organizational culture. The TQM facilitator is responsible for educating the work force on the benefits of self-managed work teams, designing a program of instruction for implementation, and thus getting TQM off the ground at the worker and first-line supervisory levels so that the benefits can flow back up. This program plan presents a conceptual model for TQM in the form of a hot air balloon. In this model, there are numerous factors which can individually and collectively impede the progress of TQM within the division and the Laboratory. When these factors are addressed and corrected, the benefits of TQM become more visible. As this occurs, it is hoped that workers and management alike will grasp the ``total quality`` concept as an acceptable agent for change and continual improvement. TQM can then rise to the occasion and take its rightful place as an integral and valid step in the Laboratory`s formula for survival.

    The objective of the Solid Waste Management Program Plan (SWMPP) is to provide a summary level comprehensive approach for the storage, treatment, and disposal of current and future solid waste received at the Hanford Site (from onsite and offsite generators) in a manner compliant with current and evolving regulations and orders (federal, state, and Westinghouse Hanford Company (Westinghouse Hanford)). The Plan also presents activities required for disposal of selected wastes currently in retrievable storage. The SWMPP provides a central focus for the description and control of cost, scope, and schedule of Hanford Site solid waste activities, and provides a vehicle for ready communication of the scope of those activities to onsite and offsite organizations. This Plan represents the most complete description available of Hanford Site Solid Waste Management (SWM) activities and the interfaces between those activities. It will be updated annually to reflect changes in plans due to evolving regulatory requirements and/or the SWM mission. 8 refs., 9 figs., 4 tabs.

    The US Department of Energy's (DOE) commitment to assuring the health and safety of its workers includes the conduct of epidemiologic surveillance activities that provide an early warning system for health problems among workers. During the past several years, a number of DOE sites have participated in the Epidemiologic Surveillance Program. This program monitors illnesses and health conditions that result in an absence of five or more consecutive workdays, occupational injuries and illnesses, and disabilities and deaths among current workers. This report provides a summary of epidemiologic surveillance data collected from the Fernald Environmental Management Project (FEMP) from January 1, 1995 through December 31, 1995. The data were collected by a coordinator at FEMP and submitted to the Epidemiologic Surveillance Data Center, located at Oak Ridge Institute for Science and Education, where quality control procedures and data analyses were carried out.

The intent of the Environmental Management Science Program is to: (1) Provide scientific knowledge that will revolutionize technologies and cleanup approaches to significantly reduce future costs, schedules, and risks. (2) Bridge the gap between broad fundamental research that has wide-ranging applications such as that performed in the Department's Office of Energy Research and needs-driven applied technology development that is conducted in Environmental Management's Office of Science and Technology. (3) Focus the nation's science infrastructure on critical Department of Energy environmental problems. In an effort to share information regarding basic research efforts being funded by the Environmental Management Science Program and the Environmental Management/Energy Research Pilot Collaborative Research Program (Wolf-Broido Program), this CD includes summaries for each project. These project summaries, available in portable document format (PDF), were prepared in the spring of 1998 by the principal investigators and provide information about their most recent project activities and accomplishments.

    Given current economic and regulatory challenges, utilities are facing the need to manage inventories more efficiently, lower spare parts costs, and reduce the downtime associated with equipment failure. Two programs helping utilities achieve these goals are the Joint Procurement Corporation (JPC) for multicompany purchase of common equipment and services and the pooled inventory management (PIM) program for joint purchase and storage of nuclear generating unit spare parts. Both of these are cooperative programs that decrease the probability of extended plant outages and reduce duplication of effort and/or inventory among participating utilities.

    This report is a resource document of the methods and procedures used currently in the Data Management Program of the Marshall Islands Dose Assessment and Radioecology Project. Since 1973, over 60,000 environmental samples have been collected. Our program includes relational database design, programming and maintenance; sample and information management; sample tracking; quality control; and data entry, evaluation and reduction. The usefulness of scientific databases involves careful planning in order to fulfill the requirements of any large research program. Compilation of scientific results requires consolidation of information from several databases, and incorporation of new information as it is generated. The success in combining and organizing all radionuclide analysis, sample information and statistical results into a readily accessible form, is critical to our project.

    The Emergency Management Performance Grant (EMPG) Program provides federal funds to assist state, local, tribal and territorial governments in preparing for all hazards, as authorized by Section 662 of the Post Katrina Emergency Management Reform Act (6 U.S.C. sect. 762) and the Robert T. Stafford Disaster Relief and Emergency Assistance Act, as amended (42 U.S.C. sect. 5121 et seq.). Title VI of the Stafford Act authorizes FEMA to make grants for the purpose of providing a system of emergency preparedness for the protection of life and property in the United States from hazards and to vest responsibility for emergency preparedness jointly in the federal government and the states and their political subdivisions. The FY 2015 EMPG will provide federal funds to assist state, local, tribal and territorial emergency management agencies to obtain the resources required to support the National Preparedness Goal's (NPG's) associated mission areas and core capabilities. The federal government, through the EMPG Program, provides necessary direction, coordination, and guidance, and provides necessary assistance, as authorized in this title, to support a comprehensive all hazards emergency preparedness system.

    Oak Ridge National Laboratory (ORNL) has operated with a balanced matrix organization for over sixteen years. Much of the work at the Laboratory is accomplished with good customer satisfaction through programs, projects, and matrix management. During the past several years concerns about program and project management at ORNL have been expressed by both the Department of Energy and ORNL staff. In May 1993 the ORNL Division/Program/Office Directors Caucus chartered a ``fox team`` to identity and to recommend improvements to matrix management that would lead to resolution of these concerns. Nine experienced ORNL staff members served on this Matrix Management Upgrade Solutions Team (MMUST). The MMUST adopted a four-phase approach in which they first gathered information and then developed and proposed recommended actions. In the fourth phase the team was available to support implementation of the recommendations. They began work in June 1993, gathering and evaluating information in biweekly meetings for six months. Recommendations developed in October and November 1993 were presented to ORNL management in December. The MMUST issued three principal recommendations based on their evaluation of the information gathered. They are: Renew and enhance the ORNL management commitment to matrix management, program managers, and project managers; Implement actions to ensure career path parity between the program/project manager family of positions and the technical line manager family of positions across all directorates and divisions; and Clarify and document program/project manager roles, responsibilities, and authorities.

    Bonneville Power Administration (BPA) proposes to decrease the number of northern squawfish (Ptychocheilus oregonensis) in reservoirs in the Columbia River system. The goal of the Squawfish Management Program is to reduce losses of outmigrating juvenile salmon and steelhead (salmonids) to northern squawfish predation. The objective is to reduce the number of northern squawfish that feed on juvenile salmonids (smolts) by 10 to 20 percent to alter the age and size structure of the northern squawfish population. The hypothesis, based on computer modeling, indicates that sustained northern squawfish harvest (5 to 10 years) and the resultant population restructuring may reduce losses of juvenile salmonids to predation by up to 50 percent or more within 10 years. The proposed action would target northern squawfish 11 inches and longer, the size in which northern squawfish being preying significantly on juvenile salmonids. BPA proposes to fund three types of fisheries to harvest northern squawfish. BPA also proposes to fund monitoring activities of these fisheries to determine whether desired or other results occur. The three fisheries methods proposed are: (1) commercial Tribal fishing; (2) sport reward fishing; and (3) fishing from restricted areas of each dam ( dam angling''). These fisheries were tested in 1990 and 1991.

    The annual program report provides detailed information about all aspects of the Sandia National Laboratories, California (SNL/CA) Chemical Management Program. It functions as supporting documentation to the SNL/CA Environmental Management System Program Manual. This program annual report describes the activities undertaken during the calender past year, and activities planned in future years to implement the Chemical Management Program, one of six programs that supports environmental management at SNL/CA. SNL/CA is responsible for tracking chemicals (chemical and biological materials), providing Material Safety Data Sheets (MSDS) and for regulatory compliance reporting according to a variety of chemical regulations. The principal regulations for chemical tracking are the Emergency Planning Community Right-to-Know Act (EPCRA) and the California Right-to-Know regulations. The regulations, the Hazard Communication/Lab Standard of the Occupational Safety and Health Administration (OSHA) are also key to the CM Program. The CM Program is also responsible for supporting chemical safety and information requirements for a variety of Integrated Enabling Services (IMS) programs primarily the Industrial Hygiene, Waste Management, Fire Protection, Air Quality, Emergency Management, Environmental Monitoring and Pollution Prevention programs. The principal program tool is the Chemical Information System (CIS). The system contains two key elements: the MSDS library and the chemical container-tracking database that is readily accessible to all Members of the Sandia Workforce. The primary goal of the CM Program is to ensure safe and effective chemical management at Sandia/CA. This is done by efficiently collecting and managing chemical information for our customers who include Line, regulators, DOE and ES and H programs to ensure compliance with regulations and to streamline customer business processes that require chemical information.

    This revision of the Civilian Radioactive Waste Management Program Plan describes the objectives of the Civilian Radioactive Waste management Program (Program) as prescribed by legislative mandate, and the technical achievements, schedule, and costs planned to complete these objectives. The Plan provides Program participants and stakeholders with an updated description of Program activities and milestones for fiscal years (FY) 1998 to 2003. It describes the steps the Program will undertake to provide a viability assessment of the Yucca Mountain site in 1998; prepare the Secretary of Energy`s site recommendation to the President in 2001, if the site is found to be suitable for development as a repository; and submit a license application to the Nuclear Regulatory Commission in 2002 for authorization to construct a repository. The Program`s ultimate challenge is to provide adequate assurance to society that an operating geologic repository at a specific site meets the required standards of safety. Chapter 1 describes the Program`s mission and vision, and summarizes the Program`s broad strategic objectives. Chapter 2 describes the Program`s approach to transform strategic objectives, strategies, and success measures to specific Program activities and milestones. Chapter 3 describes the activities and milestones currently projected by the Program for the next five years for the Yucca Mountain Site Characterization Project; the Waste Acceptance, Storage and Transportation Project; ad the Program Management Center.
