    The objective of this paper is to present a conceptual architecture of a Building Energy Management Open Source Software (BEMOSS) platform. The proposed BEMOSS platform is expected to improve sensing and control of equipment in small- and medium-sized buildings, reduce energy consumption and help implement demand response (DR). It aims to offer: scalability, robustness, plug and play, open protocol, interoperability, cost-effectiveness, as well as local and remote monitoring. In this paper, four essential layers of BEMOSS software architecture -- namely User Interface, Application and Data Management, Operating System and Framework, and Connectivity layers -- are presented. A laboratory test bed to demonstrate the functionality of BEMOSS located at the Advanced Research Institute of Virginia Tech is also briefly described.

    This paper presents the key results of an assessment of waste management costs undertaken by a group of international experts on behalf of the IAEA, Vienna. The objective of this work is to provide an assessment and comparison of the impact of waste management on the cost of electricity production from nuclear and other energy sources. The study focuses on the cost of managing wastes arising from the production of electricity from a PWR, with and without reprocessing, a coal-fueled conventional steam cycle, and a gas-fueled combined cycle; using data available in the open literature. This study has only assessed the impact of those waste management costs which are typically internalized by an electric utility and passed on as part of the price charged to customers. The data utilized in the study is typically in range form, reflecting worldwide experience with such factors as technology, regulatory requirements and economic parameters. To the extent that estimates can be identified in the literature the study has attempted to include costs associated with waste management from all stages of the fuel cycles. This paper also includes a discussion of future developments which may influence the results of this work including the effect of technology advances and changes in regulatory requirements.

    At the end of the 1980s, the energy management at the local level-like the whole set of such utility services-was based upon respective enterprises subject to a certain supervision of the establishing body and to a control of the District Inspectorate of Energy Management. Those enterprises that deal with generation and supply of heat energy to the local market, with distribution of heat, natural gas and electricity, operated as state companies; the last two branches made a part of either regional or national companies. Irrespective of the aforesaid, the co-generation power plants existed usually outside the heat generation and supply system. The business economics of these enterprises was not subject to any market rules whatsoever, the prices were controlled and the customers had no right of choice of the energy supplier. From the very beginning the low emission elimination program assumed to have commercial rules introduced in the energy management. Thus, it turned out necessary to prepare the market - to draw up inventory of the conditions and needs related with heat supply and to take up market solutions as well. The management system, and in particular the items specified below, is discussed. The co-operation of energy distribution enterprises has been based upon a voluntary agreement (The Team for Energy Suppliers) so as to agree upon the basic actions of the respective partners; joint actions have been taken up more and more willingly.

    In Part 1, students will know how fossil fuels were formed; recognize common uses of Earth’s fossil energy resources and develop an understanding of the risks and benefits of their continued use. In Part 2, students focus on the importance of renewable energy resources for a sustainable future. Current renewable energy technologies (solar, wind, biomass, hydrogen, hydroelectric, and geothermal) are discussed. Information on solar is located on a separate power point (2006 Solar PP) as is hydrogen and transportation alternatives.     This report documents the methodology, computational framework, and results of facility accident analyses performed for the US Department of Energy (DOE) Waste Management Programmatic Environmental Impact Statement (WM PEIS). The accident sequences potentially important to human health risk are specified, their frequencies assessed, and the resultant radiological and chemical source terms evaluated. A personal-computer-based computational framework and database have been developed that provide these results as input to the WM PEIS for the calculation of human health risk impacts. The WM PEIS addresses management of five waste streams in the DOE complex: low-level waste (LLW), hazardous waste (HW), high-level waste (HLW), low-level mixed waste (LLMW), and transuranic waste (TRUW). Currently projected waste generation rates, storage inventories, and treatment process throughputs have been calculated for each of the waste streams. This report summarizes the accident analyses and aggregates the key results for each of the waste streams. Source terms are estimated, and results are presented for each of the major DOE sites and facilities by WM PEIS alternative for each waste stream. Key assumptions in the development of the source terms are identified. The appendices identify the potential atmospheric release of each toxic chemical or radionuclide for each accident scenario studied. They also discuss specific accident analysis data and guidance used or consulted in this report.

    The Nonactinide Isotope and Sealed Sources Management Group (NISSMG) is sponsored by the Department of Energy (DOE) Office of Environmental Management and managed by Albuquerque Operations Office (DOE/AL) to serve as a complex-wide resource for the management of DOE-owned Nonactinide Isotope and Sealed Source (NISS) materials. NISS materials are defined as including: any isotope in sealed sources or standards; and isotopes, regardless of form, with atomic number less than 90. The NISSMG assists DOE sites with the storage, reuse, disposition, transportation, and processing of these materials. The NISSMG has focused its efforts to date at DOE closure sites due to the immediacy of their problems. Recently, these efforts were broadened to include closure facilities at non-closure sites. Eventually, the NISSMG plans to make its resources available to all DOE sites. This paper documents the lessons learned in managing NISS materials at DOE sites to date.

    Information is provided about the international recommendations for the safe management of disused and spent sealed radioactive sources wherein the return to the supplier or manufacturer is encouraged for large radioactive sources. The legal situation in Switzerland is described mentioning the demand of minimization of radioactive waste as well as the situation with respect to the interim storage facility at the Paul Scherrer Institute (PSI). Based on this information and on the market situation with a shortage of some medical radionuclides the management of spent sealed sources is provided. The sources are sorted according to their activity in relation to the nuclide-specific A2-value and either recycled as in the case of high active sources or conditioned as in the case for sources with lower activity. The results are presented as comparison between recycled and conditioned activity for three selected nuclides, i.e. Cs-137, Co-60 and Am-241. (author)

    This report describes the current status and recent accomplishments of the Fossil Energy Waste Management (FE WM) projects sponsored by the Morgantown Energy Technology Center (METC) of the US Department of Energy (DOE). The primary goal of the Waste Management Program is to identify and develop optimal strategies to manage solid by-products from advanced coal technologies for the purpose of ensuring the competitiveness of advanced coal technologies as a future energy source. The projects in the Fossil Energy Waste Management Program are divided into three types of activities: Waste Characterization, Disposal Technologies, and Utilization Technologies. This technology status report includes a discussion on barriers to increased use of coal by-products. Also, the major technical and nontechnical challenges currently being addressed by the FE WM program are discussed. A bibliography of 96 citations and a list of project contacts is included if the reader is interested in obtaining additional information about the FE WM program.

    This report presents supplemental information for the document Analysis of Accident Sequences and Source Terms at Waste Treatment, Storage, and Disposal Facilities for Waste Generated by US Department of Energy Waste Management Operations. Additional technical support information is supplied concerning treatment of transuranic waste by incineration and considering the Alternative Organic Treatment option for low-level mixed waste. The latest respirable airborne release fraction values published by the US Department of Energy for use in accident analysis have been used and are included as Appendix D, where respirable airborne release fraction is defined as the fraction of material exposed to accident stresses that could become airborne as a result of the accident. A set of dominant waste treatment processes and accident scenarios was selected for a screening-process analysis. A subset of results (release source terms) from this analysis is presented.

    This report contains the Appendices for the Analysis of Accident Sequences and Source Terms at Waste Treatment and Storage Facilities for Waste Generated by the U.S. Department of Energy Waste Management Operations. The main report documents the methodology, computational framework, and results of facility accident analyses performed as a part of the U.S. Department of Energy (DOE) Waste Management Programmatic Environmental Impact Statement (WM PEIS). The accident sequences potentially important to human health risk are specified, their frequencies are assessed, and the resultant radiological and chemical source terms are evaluated. A personal computer-based computational framework and database have been developed that provide these results as input to the WM PEIS for calculation of human health risk impacts. This report summarizes the accident analyses and aggregates the key results for each of the waste streams. Source terms are estimated and results are presented for each of the major DOE sites and facilities by WM PEIS alternative for each waste stream. The appendices identify the potential atmospheric release of each toxic chemical or radionuclide for each accident scenario studied. They also provide discussion of specific accident analysis data and guidance used or consulted in this report.

    Canada's historical energy consumption, its current consumption and its likely requirements by the turn of the century are reviewed. It is estimated that up to 50% more energy will be required in the year 2000 than is consumed now. Both non-renewable and renewable energy resources are reviewed in the light of these future energy requirements and the need to substitute alternative energy sources for conventional oil. Most of the increase in energy consumption and the substitution of oil are likely to be met by conventional energy sources, since their reserves are extensive and their technologies well-established. Use of these resources will help Canada to reduce and eventually eliminate its dependency on imported oil and achieve energy selfsufficiency in the future. It will also allow time to carefully assess nonconventional energy sources, the most successful of which could become a significant part of the energy picture in the next century. This use of established energy sources and the gradual development and incorporation of new energy sources will cause minimal disruption to society and will lay the foundation for a future society with its energy options secured.

    The energy upgrade of the storage ring is part of the plans to develop x-ray production capability of the Siam Photon Source. Simulations have been carried out. The bending magnet power supply has been replaced. Energy of the injected 1 GeV beam from the injector is then ramped up 20% in the storage ring. Studies for modification of bending magnet poles have been done to evaluate possibility of further increasing the beam energy to 1.4 GeV in the future. Studies of the energy upgrade plan and details of energy ramping process, together with beam measurements are presented.

    Kansas produces both conventional energy (oil, gas, and coal) and nonconventional (coalbed gas, wind, hydropower, nuclear, geothermal, solar, and biofuels) and ranks the 22nd in state energy production in the U.S. Nonrenewable conventional petroleum is the most important energy source with nonrenewable, nonconventional coalbed methane gas becoming increasingly important. Many stratigraphic units produce oil and/or gas somewhere in the state with the exception of the Salina Basin in north-central Kansas. Coalbed methane is produced from shallow wells drilled into the thin coal units in southeastern Kansas. At present, only two surface coal mines are active in southeastern Kansas. Although Kansas has been a major exporter of energy in the past (it ranked first in oil production in 1916), now, it is an energy importer.

    On-site energy production, known as distributed energy resources (DER), offers consumers many benefits, such as bill savings and predictability, improved system efficiency, improved reliability, control over power quality, and in many cases, greener electricity. Additionally, DER systems can benefit electric utilities by reducing congestion on the grid, reducing the need for new generation and transmission capacity, and offering ancillary services such as voltage support and emergency demand response. Local aggregations of distributed energy resources (DER) that may include active control of on-site end-use energy devices can be called microgrids. Microgrids require control to ensure safe operation and to make dispatch decisions that achieve system objectives such as cost minimization, reliability, efficiency and emissions requirements, while abiding by system constraints and regulatory rules. This control is performed by an energy manager (EM). Preferably, an EM will achieve operation reasonably close to the attainable optimum, it will do this by means robust to deviations from expected conditions, and it will not itself incur insupportable capital or operation and maintenance costs. Also, microgrids can include supervision over end-uses, such as curtailing or rescheduling certain loads. By viewing a unified microgrid as a system of supply and demand, rather than simply a system of on-site generation devices, the benefits of integrated supply and demand control can be exploited, such as economic savings and improved system energy efficiency.

    This report documents the methodology, computational framework, and results of facility accident analyses performed for the U.S. Department of Energy (DOE) Waste Management Programmatic Environmental Impact Statement (WM PEIS). The accident sequences potentially important to human health risk are specified, their frequencies are assessed, and the resultant radiological and chemical source terms are evaluated. A personal computer-based computational framework and database have been developed that provide these results as input to the WM PEIS for calculation of human health risk impacts. The methodology is in compliance with the most recent guidance from DOE. It considers the spectrum of accident sequences that could occur in activities covered by the WM PEIS and uses a graded approach emphasizing the risk-dominant scenarios to facilitate discrimination among the various WM PEIS alternatives. Although it allows reasonable estimates of the risk impacts associated with each alternative, the main goal of the accident analysis methodology is to allow reliable estimates of the relative risks among the alternatives. The WM PEIS addresses management of five waste streams in the DOE complex: low-level waste (LLW), hazardous waste (HW), high-level waste (HLW), low-level mixed waste (LLMW), and transuranic waste (TRUW). Currently projected waste generation rates, storage inventories, and treatment process throughputs have been calculated for each of the waste streams. This report summarizes the accident analyses and aggregates the key results for each of the waste streams. Source terms are estimated and results are presented for each of the major DOE sites and facilities by WM PEIS alternative for each waste stream. The appendices identify the potential atmospheric release of each toxic chemical or radionuclide for each accident scenario studied. They also provide discussion of specific accident analysis data and guidance used or consulted in this report.

    Energy Recovery Linacs are being considered for applications in present and future light sources. ERLs take advantage of the continuous operation of superconducting rf cavities to accelerate high average current beams with low losses. The electrons can be directed through bends, undulators, and wigglers for high brightness x ray production. They are then decelerated to low energy, recovering power so as to minimize the required rf drive and electrical draw. When this approach is coupled with advanced continuous wave injectors, very high power, ultra-short electron pulse trains of very high brightness can be achieved. This paper will review the status of worldwide programs and discuss the technology challenges to provide such beams for photon production.

    The Urban Consortium Energy Task Force pioneers energy and environmental solutions for US cities and counties. When local officials participate in the task force, they open the door to many resources for their communities. The US is entering a period of renewed interest in energy management. Improvements in municipal energy management allow communities to free up energy operating funds to meet other needs. These improvements can even keep energy dollars in the community through the purchase of services and products used to save energy. With this idea in mind, the US Department of Energy Municipal Energy Management Program has funded more than 250 projects that demonstrate innovative energy technologies and management tools in cities and counties through the Urban Consortium Energy Task Force (UCETF). UCETF helps the US Department of Energy foster municipal energy management through networks with cities and urbanized counties and through links with three national associations of local governments. UCETF provides funding for projects that demonstrate innovative and realistic technologies, strategies, and methods that help urban America become more energy efficient and environmentally responsible. The task force provides technical support to local jurisdictions selected for projects. UCETF also shares information about successful energy management projects with cities and counties throughout the country via technical reports and project papers. The descriptions included here capsulize a sample of UCETF`s demonstration projects around the country.

    Since 1976 the spent and disused radioactive sources arisen in Hungary are stored in a central storage facility called Radioactive Waste Treatment and Disposal Facility operated by Public Limited Company for Radioactive Waste Management. The Facility is responsible for the record keeping, the waste acceptance procedure, the shipment and the storage or disposal (whether a certain source meets the waste acceptance criteria for disposal or not) of sources. Based on the more than 35 year old operation of the facility many experiences have been gathered regarding the technology for long-term storage of sources, the attitude of the users of sources, the evolution of the legislation and the national record keeping system. Recently a new legislation for the security of radioactive materials (including sources) was introduced, first in Central-Europe. It requires special security arrangements from the facility for transport and for storage. Due to the ongoing retrieval of radioactive waste formerly disposed of, partly containing sealed sources, there is a new challenge in the physical inventory control of historical waste. The paper would show the effect of the changes in the legislation system of record keeping or security on the users' attitude for discard of sources and on the management of the sources in the facility. The facility has a unique storage technology (shallow boreholes) in the narrow region. The sealed sources are placed into vertical pipes sunk into the surface. In the beginning, each of the sources were dropped into the pipe directly, recently they are placed in a metal tube first ensuring the retrieval. The lessons learned will be presented. There were several issues to introduce the new security arrangements (partly financially supported by US DOE) for storage and for transportation of sealed sources. These issues are addressed. In the past part of the sealed sources were disposed together with solid radioactive waste packaged in plastic bags. A waste

    Energy Management Systems (EMSs) have been called the nerve center for an electric utility. These systems have the capacity to monitor the electrical grid by retrieving tens of thousands of MW/MVar flows, voltages and breaker/switch positions every few seconds. With data interchange agreements utilities can also monitor performance of neighboring systems. System dispatchers need to access more and more information sources and their job is becoming more complicated. Other departments need to access EMS related data and work more closely with system dispatch. To date, the role of Energy Management Systems has not been affected significantly by the prospect of competition. With the clean air act, emission allowance trading, open transmission access, and potential for customer choice it is likely that Energy Management Systems will play a more strategic business role in the future. In particular, Open Energy Management Systems that allow the utility the freedom to select applications from multiple vendors will have special advantages. This paper will address potential areas, where an Open Energy Management System can be used to obtain a competitive edge. It will also outline how competition is likely to affect Energy Management System architectures and procurement practices.

    Radioactive sources are used widely throughout the world in a variety of medical, industrial, research and military applications. When such radioactive sources are no longer used and are not intended to be used for the practice for which an authorization was granted, they are designated as 'disused sources'. Whether appropriate controls are in place during the useful life of a source or not, the end of this useful life is often a turning point after which it is more difficult to ensure the safety and security of the source over time. For various reasons, many disused sources cannot be returned to the manufacturer or the supplier for reuse or recycling. When these attempts fail, disused sources should be declared as radioactive waste and should be managed as such, in compliance with relevant international legal instruments and safety standards. However, disposal remains an unresolved issue in many counties, due to in part to limited public acceptance, insufficient funding, and a lack of practical examples of strategies for determining suitable disposal options. As a result, disused sources are often stored indefinitely at the facilities where they were once used. In order to prevent disused sources from becoming orphan sources, each country must develop and implement a comprehensive waste management strategy that includes disposal of disused sources. The International Atomic Energy Agency (IAEA) fosters international cooperation between countries and encourages the development of a harmonized 'cradle to grave' approach to managing sources consistent with international legal instruments, IAEA safety standards, and international good practices. This 'cradle to grave' approach requires the development of a national policy and implementing strategy, an adequate legal and regulatory framework, and adequate resources and infrastructure that cover the entire life cycle, from production and use of radioactive sources to disposal.     In this study, to foster the transition to more sustainable energy systems, policymakers have been approving measures to improve energy efficiency as well as promoting smart grids. In this setting, building managers are encouraged to adapt their energy operations to real-time market and weather conditions. Yet, most fail to do so as they rely on conventional building energy management systems (BEMS) that have static temperature set points for heating and cooling equipment. In this paper, we investigate how effective policy measures are at improving building-level energy efficiency compared to a smart BEMS with dynamic temperature set points. To this end, we present an integrated optimisation model mimicking the smart BEMS that combines decisions on heating and cooling systems operations with decisions on energy sourcing. Using data from an Austrian and a Spanish building, we find that the smart BEMS results in greater reduction in energy consumption than a conventional BEMS with policy measures.

    Internet Protocol (IP) address management is an increasingly growing concern at Sandia National Laboratories (SNL) and the networking community as a whole. The current state of the available IP addresses indicates that they are nearly exhausted. Currently SNL doesn't have the justification to obtain more IP address space from Internet Assigned Numbers Authority (IANA). There must exist a local entity to manage and allocate IP assignments efficiently. Ongoing efforts at Sandia have been in the form of a multifunctional database application notably known as Network Information System (NWIS). NWIS is a database responsible for a multitude of network administrative services including IP address management. This study will explore the feasibility of augmenting NWIS's IP management capabilities utilizing open source tools. Modifications of existing capabilities to better allocate available IP address space are studied.

There are several process involves and focuses on technical and management techniques such as energy metering, tracing, harvesting, and auditing based on the case study that will be accomplish soon. Accordingly, a case study is appropriate to be selected as a strategic research approach in which involves an empirical investigation of a particular contemporary phenomenon within its real life context using multiple sources of evidence for the data collection process. A Government office building will be selected as an appropriate case study for this research. In the end of this research, it will recommend a strategic approach or model in a specific guideline for enabling energy-efficient operation and maintenance in the office building.

    In this research project the University of South Alabama research team has been investigating smart energy management and control of multiple fuel cell power sources when subjected to varying demands of electrical and thermal loads together with demands of hydrogen production. This research has focused on finding the optimal schedule of the multiple fuel cell power plants in terms of electric, thermal and hydrogen energy. The optimal schedule is expected to yield the lowest operating cost. Our team is also investigating the possibility of generating hydrogen using photoelectrochemical (PEC) solar cells through finding materials for efficient light harvesting photoanodes. The goal is to develop an efficient and cost effective PEC solar cell system for direct electrolysis of water. In addition, models for hydrogen production, purification, and storage will be developed. The results obtained and the data collected will be then used to develop a smart energy management algorithm whose function is to maximize energy conservation within a managed set of appliances, thereby lowering O/M costs of the Fuel Cell power plant (FCPP), and allowing more hydrogen generation opportunities. The Smart Energy Management and Control (SEMaC) software, developed earlier, controls electrical loads in an individual home to achieve load management objectives such that the total power consumption of a typical residential home remains below the available power generated from a fuel cell. In this project, the research team will leverage the SEMaC algorithm developed earlier to create a neighborhood level control system.

    The Czech Republic is a country with a well-developed peaceful utilization of nuclear energy and ionizing radiation. Sealed Radioactive Sources (further also SRS) are broadly used in many areas in the Czech Republic, e.g. in research, industry, medicine, education, agriculture, etc. Legislation in the field of ionizing radiation source utilization has been fully harmonized with European Community legislation. SRS utilization demands a proper system which must ensure the safe use of SRS, including the management of disused (spent) and orphaned SRS. In the Czech Republic, a comprehensive system of SRS management has been established that is comparable with systems in other developed countries. The system covers both legal and institutional aspects. The Central Register of Ionizing Radiation Sources is an important part of the system. It is a tracking system that covers all activities related to SRS, from their production or import to the end of their use (recycling or disposal). Many spent SRS are recycled and can be used for other purposes after inspection, repacking or reprocessing. When the disused SRS are not intended for further use, they are managed as radioactive waste (RAW). The system of SRS management also ensures the suitable resolution of situations connected with improper SRS handling (in the case of orphaned sources, accidents, etc.). (author)

    An electron energy recovery system for negative ion sources is provided. The system, employing crossed electric and magnetic fields, separates the electrons from the ions as they are extracted from the ion source plasma generator and before the ions are accelerated to their full energy. With the electric and magnetic fields oriented 90/sup 0/ to each other, the electrons remain at approximately the electrical potential at which they were generated. The electromagnetic forces cause the ions to be accelerated to the full accelerating supply voltage energy while being deflected through an angle of less than 90/sup 0/. The electrons precess out of the accelerating field region into an electron recovery region where they are collected at a small fraction of the full accelerating supply energy. It is possible, by this method, to collect > 90% of the electrons extracted along with the negative ions from a negative ion source beam at < 4% of full energy.

    This report presents an overview of the state of conventional energy sources and the potential for development of renewable energy sources in the Central Asia countries of Kazakhstan, Uzbekistan, Kyrgyzstan, Turkmenistan, and Tajikistan. The region has a population of about 50 million in an area of more than four million square kilometers. The per capita gross internal product is more than $2,500, although the economy has been declining the past five years. The area has substantial coal, oil, uranium, and natural gas reserves, although they are not distributed equally among the five countries. Energy production is such that the countries do not have to rely heavily on imports. One of the problems in Central Asia is that the energy prices are substantially below the world prices. This is a factor in development of renewable energy sources. The primary renewable energy resources available are wind in Kazakhstan, solar in the entire region, biomass in Kyrgyzstan, and micro-hydropower stations in Kazakhstan and Kyrgyzstan. All of these have the potential to provide a significant amount of the required energy for the region. However, all of the countries have an abundance of various renewable energy resources. To effectively use these resources, however, a number of barriers to their development and commercialization must be overcome. These include low prices of conventional energy sources, absence of legislative support, lack of financing for new technologies, and lack of awareness of renewable energy sources by the population. A number of specific actions are proposed to overcome these barriers. These include establishment of a Central Asia coordinating council for renewable energy, development of a regional renewable energy program, and setting up a number of large demonstration projects. 16 figs.

    Multicusp ion sources are capable of producing ions with low axial energy spread which are necessary in applications such as ion projection lithography (IPL) and radioactive ion beam production. The addition of a radially extending magnetic filter consisting of a pair of permanent magnets to the multicusp source reduces the energy spread considerably due to the improvement in the uniformity of the axial plasma potential distribution in the discharge region. A coaxial multicusp ion source designed to further reduce the energy spread utilizes a cylindrical magnetic filter to achieve a more uniform axial plasma potential distribution. The coaxial magnetic filter divides the source chamber into an outer annular discharge region in which the plasma is produced and a coaxial inner ion extraction region into which the ions radially diffuse but from which ionizing electrons are excluded. The energy spread in the coaxial source has been measured to be 0.6 eV. Unlike other ion sources, the coaxial source has the capability of adjusting the radial plasma potential distribution and therefore the transverse ion temperature (or beam emittance).

    The hilly state of Himachal Pradesh, with nearly 2.15 million cattle and 0.7 million buffalo, has the potential to install 0.64 million biogas plants of 1 m{sup 3} size. These plants could generate nearly 4.90 x 105 m{sup 3} of biogas, equivalent to 3.07 x 10{sup 5} L kerosene per day to meet domestic energy needs of nearly one-fourth of its rural population. During 1982--1998, only 12.8% of this potential was achieved. The percent of possible potential achieved in plant installations in 12 districts of this state, namely, Bilaspur, Chamba, Hamirpur, Kangra, Kinnaur, Kullu, Lahul-Spiti, Mandi, Shimla, Sirmour, Solan, and Una, are 35.35, 1.70, 20.96, 8.67, 1.54, 6.96, 0.00, 18.49, 3.84, 8.521, 18.29, and 13.23%, respectively. There is a need to strengthen biogas promotion, particularly in the districts of Kangra, Mandi, Solan, and Una, which range from mid-hill to low-hill terrain and which have large potential due to high concentration of bovine population. Increased costs and comparatively low rate of subsidies has resulted in a decreasing rate of plant installation annually, from 3,500 during 1987--1992 to fewer than 1,200 during 1995--1998. The percentage of functioning plants was 82% in 1987--1988 but has decreased to 63%. To ensure proper installation and functionality of plants, the authors discuss the needed improvements in the biogas promotion program.

    A new compact Electron Beam Ion Source, the Dresden EBIT-LE, is introduced as an ion source working at low electron beam energies. The EBIT-LE operates at an electron energy ranging from 100 eV to some keV and can easily be modified to an EBIT also working at higher electron beam energies of up to 15 keV. We show that, depending on the electron beam energy, electron beam currents from a few mA in the low-energy regime up to about 40 mA in the high-energy regime are possible. Technical solutions as well as first experimental results of the EBIT-LE are presented. In ion extraction experiments, a stable production of low and intermediate charged ions at electron beam energies below 2 keV is demonstrated. Furthermore, X-ray spectroscopy measurements confirm the possibility of using the machine as a source of X-rays from ions excited at low electron energies.

    Reserves, characteristics, energetics, chemistry, and technology of Israeli oil shales are described. Oil shale is the only source of energy and the only organic natural resource in Israel. Its reserves of about 12 billion tons will be enough to meet Israel`s requirements for about 80 years. The heating value of the oil shale is 1,150 kcal/kg, oil yield is 6%, and sulfur content of the oil is 5--7%. A method of oil shale processing, providing exhaustive utilization of its energy and chemical potential, developed in the Technion, is described. The principal feature of the method is a two-stage pyrolysis of the oil shale. As a result, gas and aromatic liquids are obtained. The gas may be used for energy production in a high-efficiency power unit, or as a source for chemical synthesis. The liquid products can be an excellent source for production of chemicals.

    The Office of the Associate Laboratory Director for Energy and Environmental Technology has established the OTEC Program Management Office to be responsible for the ANL-assigned tasks of the OTEC Program under DOE's Chicago Operations and Regional Office (DOE/CORO). The ANL OTEC Program Management Plan is essentially a management-by-objective plan. The principal objective of the program is to provide lead technical support to CORO in its capacity as manager of the DOE power-system program. The Argonne OTEC Program is divided into three components: the first deals with development of heat exchangers and other components of OTEC power systems, the second with development of biofouling counter-measures and corrosion-resistant materials for these components in seawater service, and the third with environmental and climatic impacts of OTEC power-system operation. The essential points of the Management Plan are summarized, and the OTEC Program is described. The organization of the OTEC Program at ANL is described including the functions, responsibilities, and authorities of the organizational groupings. The system and policies necessary for the support and control functions within the organization are discussed. These functions cross organizational lines, in that they are common to all of the organization groups. Also included are requirements for internal and external reports.
