    The State Scientific Center of the Russian Federation--Institute of Physics and Power Engineering's (SSC RF-IPPE) practice of nuclear material control and accounting (MC&A) has undergone significant changes during the period of cooperation with U.S. national laboratories from 1995 to the present. These changes corresponded with general changes of the Russian system of state control and accounting of nuclear materials resulting from the new Concept of the System for State Regulating and Control of Nuclear Materials (1996) and further regulatory documents, which were developed and implemented to take into account international experience in the MC&A [1]. During the upgrades phase of Russian-U.S. cooperation, an MC&A laboratory was specially created within the SSC RF IPPE for the purpose of guiding the creation of the upgraded MC&A system, coordinating the activities of all units involved in the creation of this system, and implementing a unified technical policy during the transition period. After five years of operation of the MC&A laboratory and the implementation of new components for the upgraded MC&A system, it was decided that a greater degree of attention must be paid to the MC&A system's operation in addition to the coordination activities carried out by the MC&A laboratory. To meet this need, an organization for operation of the nuclear material (NM) control and accounting system was created as part of the Division of NM Transportation and Storage. It was also recognized that a new mechanism was required for effective coordination of MC&A activities in IPPE, including the implementation of a unified MC&A policy in methodological, technical and practical areas. This mechanism should allow the IPPE management to gain an objective evaluation of the MC&A system status and provide leading specialists with objective recommendations on maintenance of MC&A system and on basic directions for further improvements.     Geothermal energy is the natural heat of the earth, and can be tapped as a clean, safe, economical alternative source of energy. Much of the geothermal energy resource is recoverable with current or near-current technology and could make a significant contribution both to increasing domestic energy supplies and to reducing the US dependence on imported oil. Geothermal energy can be used for electric power production, residential and commercial space heating and cooling, industrial process heat, and agricultural process applications. This report describes the progress for fiscal year 1980 (FY80) of the Federal Geothermal Program. It also summarizes the goals, strategy, and plans which form the basis for the FY81 and FY82 program activities and reflects the recent change in national policy affecting Federal research, development and demonstration programs. The Interagency Geothermal Coordinating Council (IGCC) believes that substantial progress can and will be made in the development of geothermal energy. The IGCC goals are: (1) reduce the institutional barriers so that geothermal projects can be on-line in one-half the current time; (2) make moderate temperature resources an economically competitive source of electricity; (3) remove the backlog of noncompetitive lease applications; (4) competitive lease all KGRA lands; and (5) cut the cost of hydrothermal technology by 25%.

    This report, Analysis of Potential Energy Corridors Proposed by the Western Electricity Coordinating Council (WECC), was prepared by the Environmental Science Division of Argonne National Laboratory (Argonne). The intent of WECC’s work was to identify planning-level energy corridors that the Department of Energy (DOE) and its affiliates could study in greater detail. Argonne was tasked by DOE to analyze the WECC Proposed Energy Corridors in five topic areas for use in reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. In compliance with Section 368 of the Energy Policy Act of 2005 (EPAct), the Secretaries of Energy, Agriculture, and the Interior (Secretaries) published a Programmatic Environmental Impact Statement in 2008 to address the proposed designation of energy transport corridors on federal lands in the 11 western states. Subsequently, Records of Decision designating the corridors were issued in 2009 by the Bureau of Land Management (BLM) and the U.S. Forest Service (USFS). The 2012 settlement of a lawsuit, brought by The Wilderness Society and others against the United States, which identified environmental concerns for many of the corridors requires, among other things, periodic reviews of the corridors to assess the need for revisions, deletions, or additions. A 2013 Presidential Memorandum requires the Secretaries to undertake a continuing effort to identify and designate energy corridors. The WECC Proposed Energy Corridors and their analyses in this report provide key information for reviewing and revising existing corridors, as well as designating additional energy corridors in the 11 western states. Load centers and generation hubs identified in the WECC analysis, particularly as they reflect renewable energy development, would be useful in reviewing and potentially updating the designated Section 368 corridor network.     Although the use of Geographic Information Systems (GIS) by centrally-located operations staff is well established in the area of emergency response, utilization by first responders in the field is uneven. Cost, complexity, and connectivity are often the deciding factors preventing wider adoption. For the past several years, Oak Ridge National Laboratory (ORNL) has been developing a mobile GIS solution using free and open-source software targeting the needs of front-line personnel. Termed IMPACT, for Incident Management Preparedness and Coordination Toolkit, this ORNL application can complement existing GIS infrastructure and extend its power and capabilities to responders first on the scene of a natural or man-made disaster.

    As with many professions, safety planners and first responders tend to be specialists in certain areas. To be truly useful, tools should be tailored to meet their specific needs. Thus, general software suites aimed at the professional geographic information system (GIS) community might not be the best solution for a first responder with little training in GIS terminology and techniques. On the other hand, commonly used web-based map viewers may not have the capability to be customized for the planning, response, and recovery (PR&R) mission. Data formats should be open and foster easy information flow among local, state, and federal partners. Tools should be free or low-cost to address real-world budget constraints at the local level. They also need to work both with and without a network connection to be robust. The Incident Management Preparedness and Coordination Toolkit (IMPACT) can satisfy many of these needs while working in harmony with established systems at the local, state, and federal levels. The IMPACT software framework, termed the Geospatial Integrated Problem Solving Environment (GIPSE), organizes tasks, tools, and resources for the end user. It uses the concept of software wizards to both customize and extend its functionality. On the Tasks panel are a number of buttons used to initiate various operations. Similar to macros, these task buttons launch scripts that utilize the full functionality of the underlying foundational components such as the SQL spatial database and ORNL-developed map editor. The user is presented with a series of instruction pages which are implemented with HTML for interactivity. On each page are links which initiate specific actions such as creating a map showing various features. Additional tasks may be quickly programmed and added to the panel. The end user can customize the graphical interface to faciltate its use during an emergency. One of the major components of IMPACT is the ORNL Geospatial Viewer (OGV). It is used to

Key accomplishments in the area of project planning include coordinating: monthly Council and executive committee meetings; staffing the Upper Willamette Spring Chinook Working Group; staffing the water quality technical committee; and guiding education and stewardship projects. Key accomplishments in the area of project management include the completion of the McKenzie-Willamette Confluence Assessment; securing funds for project planning in the confluence area; near completion of the BPA funded McKenzie sub-basin assessment; development of a framework for a McKenzie Watershed Conservation Strategy; an evaluation of Council's monitoring programs - ambient water quality, storm-event water quality, Tier III water quality, and macroinvertebrate monitoring. The Council, in cooperation with the McKenzie River Cooperative, completed habitat enhancements in the Gate Creek and Deer Creek sub-watersheds. This partnership recently submitted Bring Back the Natives grant for initiation of projects in other McKenzie tributaries. The Council will also be working with a local business to develop a river-side riparian enhancement and native landscaping project on the lodge grounds. This will serve as a demonstration project for blending fish and wildlife habitat concerns with maintaining grounds for business opportunities.     This research effort is a part of the Light-Water Reactor Sustainability (LWRS) Program, which is a research and development (R&D) program sponsored by Department of Energy (DOE) and performed in close collaboration with industry R&D programs that provide the technical foundations for licensing and managing the long-term, safe, and economical operation of current nuclear power plants. The LWRS program serves to help the U.S. nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. Managing NPP outages is a complex and difficult task due to the large number of maintenance and repair activities that are accomplished in a short period of time. During an outage, the outage control center (OCC) is the temporary command center for outage managers and provides several critical functions for the successful execution of the outage schedule. Essentially, the OCC functions to facilitate information inflow, assist outage management in processing information, and to facilitate the dissemination of information to stakeholders. Currently, outage management activities primarily rely on telephone communication, face to face reports of status, and periodic briefings in the OCC. It is a difficult task to maintain current the information related to outage progress and discovered conditions. Several advanced communication and collaboration technologies have shown promise for facilitating the information flow into, across, and out of the OCC. The use of these technologies will allow information to be shared electronically, providing greater amounts of real-time information to the decision makers and allowing OCC coordinators to meet with supporting staff remotely. Passively monitoring status electronically through advances in the areas of mobile worker technologies, computer-based procedures, and automated work packages will reduce the current reliance on manually

    The changes in generating capacity projected for 1980 to 1989 are summarized. Tabulated data provide summaries to the information on projected generating unit construction, retirements, and changes, in several different categories and groupings. The new generating units to be completed by the end of 1989 total 699, representing 259,490 megawatts. This total includes 10 wind power and one fuel cell installations totaling 48.5 MW to be completed by the end of 1989. There are 321 units totaling 13,222 MW to be retired. There are capacity changes due to upratings and deratings. Summary data are presented for: total requirement for electric energy generation for 1985; hydroelectric energy production for 1985; nuclear energy production for 1985; geothermal and other energy production for 1985; approximate non-fossil generation for 1985; range of fossil energy requirements for 1985; actual fossil energy sources 1974 to 1979; estimated range of fossil fuel requirements for 1985; coal capacity available in 1985; and computation of fuel use in 1985. Power plant capacity factors are presented. Extensive data on proposed generating capacity changes by individual units in the 9 Regional Electric Reliability Councils are presented.

    At the request of the Department of Energy`s (DOE) Information Management (IM) Council, IM representatives from nearly all Headquarters (HQ) organizations have been meeting over the past year as the Corporate Guidance Group (CGG) to develop useful and sound corporate information management (IM) guidance. The ability of the Department`s IM community to develop such unified guidance continues to be critical to the success of future Departmental IM planning processes and the establishment of a well-coordinated IM environment between Headquarters and field organizations. This report, with 26 specific corporate IM guidance items documented and unanimously agreed to, as well as 12 items recommended for further development and 3 items deferred for future consideration, represents a highly successful effort by the IM community. The effort has proven that the diverse DOE organizations can put aside individual preferences and work together towards a common and mutually beneficial goal. In examining most areas and issues associated with information management in the Department, they have developed specific, far-reaching, and useful guidance. The IM representatives recommend that the documented guidance items provided in this report and approved by the DOE IM Council be followed by all IM organizations. The representatives also strongly recommend that the guidance process developed by the CGG be the single process for developing corporate IM guidance.

    In 1990, the Lower Savannah Council of Governments (LSCOG) began dialogue with the United States Department of Energy (DOE) regarding possibilities for cooperation and coordination of solid waste management practices among the local governments and the Savannah River Site. The Department of Energy eventually awarded a grant to the Lower Savannah Council of Governments for the development of a study, which was initiated on March 5, 1992. After careful analysis of the region`s solid waste needs, this study indicates a network approach to solid waste management to be the most viable. The network involves the following major components: (1) Rural Collection Centers, designed to provide convenience to rural citizens, while allowing some degree of participation in recycling; (2) Rural Drop-Off Centers, designed to give a greater level of education and recycling activity; (3) Inert landfills and composting centers, designed to reduce volumes going into municipal (Subtitle D) landfills and produce useable products from yard waste; (4) Transfer Stations, ultimate landfill disposal; (5) Materials Recovery Facilities, designed to separate recyclables into useable and sellable units, and (6) Subtitle D landfill for burial of all solid waste not treated through previous means.

    This research effort is a part of the Light-Water Reactor Sustainability (LWRS) Program, which is a research and development (R&D) program sponsored by Department of Energy (DOE) and performed in close collaboration with industry R&D programs that provides the technical foundations for licensing and managing the long-term, safe, and economical operation of current nuclear power plants. The LWRS program serves to help the U.S. nuclear industry adopt new technologies and engineering solutions that facilitate the continued safe operation of the plants and extension of the current operating licenses. The long term viability of existing nuclear power plants in the U.S. will depend upon maintaining high capacity factors, avoiding nuclear safety issues and reducing operating costs. The slow progress in the construction on new nuclear power plants has placed in increased importance on maintaining the output of the current fleet of nuclear power plants. Recently expanded natural gas production has placed increased economic pressure on nuclear power plants due to lower cost competition. Until recently, power uprate projects had steadily increased the total output of the U.S. nuclear fleet. Errors made during power plant upgrade projects have now removed three nuclear power plants from the U.S. fleet and economic considerations have caused the permanent shutdown of a fourth plant. Additionally, several utilities have cancelled power uprate projects citing economic concerns. For the past several years net electrical generation from U.S. nuclear power plants has been declining. One of few remaining areas where significant improvements in plant capacity factors can be made is in minimizing the duration of refueling outages. Managing nuclear power plant outages is a complex and difficult task. Due to the large number of complex tasks and the uncertainty that accompanies them, outage durations routinely exceed the planned duration. The ability to complete an outage on or near

Section 7.7B.1 requires the establishment of ''at least one model watershed coordinator selected by each representative state''. This project was initiated in 1997 with the purpose of fulfilling the NWPCC's watershed program within the Flathead River basin in western Montana. Currently, the Flathead watershed has been radically altered by hydropower and other land uses. With the construction of Hungry Horse, Bigfork and Kerr dams, the Flathead River system has been divided into isolated populations. Bull trout have been listed as threatened by the US Fish and Wildlife Service and westslope cutthroat trout have been petitioned for listing. Many streams in the drainage have been destabilized during recent decades. Past legal and illegal species introductions are also causing problems. This project fosters in-kind, out-of-place mitigation to offset the impacts of hydroelectric power to 72 miles of the South Fork of the Flathead River and its tributaries upstream of Hungry Horse Dam. Key subbasins within the Flathead drainage, which are critical to native species restoration, are experiencing rapid changes in land ownership and management direction. Subdivision and residential development of agricultural and timber lands adjacent to waterways in the drainage pose one of the greatest threats to weak but recoverable stocks of trout species. Plum Creek Timber Company, a major landholder in the Flathead drainage is currently divesting itself of large tracks of its lakeshore and streamside holdings. Growth of small tract development throughout the area and its tributaries is occurring at a record rate. Bull trout have been listed as threatened by the US Fish and Wildlife Service and westslope cutthroat trout have been petitioned for listing. Many streams in the drainage have been destabilized during recent decades. Past legal and illegal species introductions are also causing problems. This project fosters in-kind, out-of-place mitigation to offset the impacts of hydroelectric power to 72 miles of the South Fork of the Flathead River and its tributaries upstream of Hungry Horse Dam. Key subbasins within the Flathead drainage, which are critical to native species restoration, are experiencing rapid changes in land ownership and management direction. Subdivision and residential development of agricultural and timber lands adjacent to waterways in the drainage pose one of the greatest threats to weak but recoverable stocks of trout species. Plum Creek Timber Company, a major landholder in the Flathead drainage is currently divesting itself of large tracks of its lakeshore and streamside holdings. Growth of small tract development throughout the area and its tributaries is occurring at a record rate.     BPA funding, in conjunction with contributions from numerous partners organizations, supports the McKenzie Watershed Council's efforts to coordinate restoration and monitoring programs of federal, state, local government, and residents within the watershed. A primary goal of the Council's program is to improve resource stewardship and conserve fish, wildlife, and water quality resources. The MWC will always have a baseline program centered on relationship building and information sharing. This watershed program is strengthened by the completion of the BPA funded Sub-basin Assessment, Conservation Strategy and the establishment of a Benchmarks system, thus, providing the MWC a prioritized framework for restoration efforts. Objectives for FY03 included: (1) Continued coordination of McKenzie Watershed activities among diverse groups that restore fish and wildlife habitat in the watershed, with a focus on the lower McKenzie, including private lands and the McKenzie-Willamette confluence area; (2) Influence behavior of watershed residents to benefit watershed function though a strategic and comprehensive outreach and education program, utilizing Assessment and Conservation Strategy information to provide a context for prioritized action; (3) Continue to maintain and sustain a highly functional watershed council; (4) Maintain and improve water quality concerns through the continuation of Council-sponsored monitoring and evaluation programs; and (5) Continue to secure other funding for watershed restoration and protection projects and council operations.

    This is the second annual report of the Committee on Interagency Radiation Research and Policy Coordination (CIRRPC). CIRRPC was established on April 9, 1984, to replace the Committee on Interagency Radiation Policy and was assigned responsibilities of the former Interagency Radiation Research Committee and former Radiation Policy Council. CIRRPC is chartered under the Federal Coordinating Council for Science, Engineering and Technology (FCCSET) and reports to the Office of Science and Technology Policy (OSTP), Executive Office of the President. Its overall charge is to coordinate radiation matters between agencies, evaluate radiation research, and provide advice on the formulation of radiation policy. During CIRRPC`s second year, the member agencies have called upon this interagency resource to assist in coordinating science and policy issues and to provide a vehicle to accomplish multiagency tasks.

    Independent power production would provide an opportunity for investors who wished to take risks: they would be free to reap great profits if their IPP were exceptionally low-cost; but they would also risk bankruptcy if their IPP proved uncompetitive. However, independent power producers cannot operate independently. On the contrary, their operations must be continuously coordinated with each other and with utility-owned generators, in order to provide reliable power at least cost. To make IPPs a viable alternative to utility-owned generation, the apparently inconsistent requirements of independent ownership and coordinated operation must be reconciled. 1 tab.

    The United Nations (U.N.) Security Council unanimously passed Resolution 1540 in April 2004. This landmark measure legally charges all U.N. Member States to enact and enforce effective measures to prevent the proliferation of weapons of mass destruction and their means of delivery by preventing illicit trafficking of chemical, biological, radiological, and nuclear (CBRN) materials and related technologies. Revelations regarding the expansiveness of the A.Q. Khan network provided a clear impetus for the Resolution. Resolution 1540 is distinctive because it is the first time the U.N. Security Council has required all Member States to act to prevent the illicit trafficking of CBRN materials and their means of delivery. It is also unique in that it specifically addresses prevention of CBRN proliferation and trafficking among non-state actors. The Resolution has a direct impact on the management of nuclear materials and nonproliferation policy in the future. Consequently, the INMM Nonproliferation and Arms Control Technical Division and the INMM Northeast Chapter initiated a professional workshop on March 15, 2005 to engage topical experts in a discussion of U.N. Security Council Resolution 1540. Although Resolution 1540 is now one year old and the Committee established to monitor its implementation has begun its work, many in the nonproliferation and nuclear materials management communities have not learned of the Resolution or have not yet recognized its significance. This article provides a summary of and perspectives on the workshop discussion that was conducted on a not-for-attribution basis.

    The Technical Coordinating Committee has its origins in the earliest days of implementing the Low-Level Radioactive Waste Policy Act. Between 1982 and 1985, individuals in several of the states felt that coordination among the states would be beneficial to all by affording states a cost-effective method for sharing ideas, discussing alternatives, and presenting solutions to common problems. At the current time, the committee comprises members from each of the sited states. Various compacts, federal agencies, and industry groups participate in committee activities. The Low-Level Management Program provides support for the committee through the provision of logistical support and limited manpower allocation. Activities of the committee have recently focused on waste treatment and minimization technologies. The committee also has worked diligently to see the review of the 3RSTAT computer code completed. The committee has taken a position on various regulatory proposals the past year. The committee expects to continue its work until new sites are brought online.

    The following report is a compilation of data on by-products/wastes from clean coal technologies, specifically integrated gasification combined cycle (IGCC) and pressurized fluidized-bed combustion (PFBC). DOE had two objectives in providing this information to EPA: (1) to familiarize EPA with the DOE CCT program, CCT by-products, and the associated efforts by DOE contractors in the area of CCT by-product management and (2) to provide information that will facilitate EPA's effort by complementing similar reports from industry groups, including CIBO (Council of Industrial Boiler Owners) and EEI USWAG (Edison Electric Institute Utility Solid Waste Activities Group). The EERC cooperated and coordinated with DOE CCT contractors and industry groups to provide the most accurate and complete data on IGCC and PFBC by-products, although these technologies are only now being demonstrated on the commercial scale through the DOE CCT program.

    This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. Market barriers unrelated to technology often limit the expansion of utility-scale solar power, even in areas with exceptional resource potential. Many of these non-technical barriers have to do with policy, regulation, and planning, and hardly ever do they resolve themselves in a timely fashion. In most cases, pre-emptive intervention by interested stakeholders is the easiest way to remove/address such barriers, but it requires knowing how to navigate the institutional waters of the relevant agencies and boards. This report is a primer for solar developers who wish to engage directly in expediting the regulatory process and removing market barriers related to policy and planning. It focuses on the Western Interconnection (WI), primarily because the quality of solar resources in the Southwest makes utility-scale concentrating solar power (CSP) and photovoltaics (PV) economically feasible, and because the relevant institutions have evolved in a way that has opened up opportunities for removing non-technical market barriers. Developers will find in this report a high-level field manual to identify the venues for mitigating and possibly eliminating systemic market obstacles and ensuring that the economic playing field is reasonably level. Project-specific issues such as siting for transmission and generation resources are beyond the scope of this report. Instead, the aim is to examine issues that pervasively affect all utility-scale PV and CSP in the region regardless of where the project may be. While the focus is on the WI, many of the institutions described here also have their counterparts in the Eastern and the Texas interconnections. Specifically, this report suggests a number of critical engagement points relating to generation and transmission planning.

    This report summarizes the broad range of activities that are focused on meeting the President's Executive Order on Federal Energy Management promulgated to meet energy savings goals and encourage more efficient management of all federal energy resources. These activities are reported semiannually under the auspices of the Federal Energy Resource Modernization (FERM) Coordinating Committee, and as such include activities undertaken from April 1, 1992, through September 30, 1992. The activities reported are classified into four major categories: (1) technology-base support, which includes development of processes, software, metering and monitoring equipment and strategies, and other tools for federal energy managers to better understand and characterize their energy resources; (2) federal energy systems testing and monitoring; (3) federal energy systems revitalization projects at federal installations in cooperation with the utilities serving the sites; and (4) energy supply, distribution and end-use conservation assessment for federal agencies and/or facilities. Lighting systems and air conditioning projects at federal facilities, especially military bases are updated.

    The one year internship required for partial fulfillment of the Doctor of Engineering Degree was completed at the Governor's Energy Management Center in Austin, Texas. The intern worked for the State Agencies Department of the Energy Management Center. The intern was involved in a variety of projects, but the primary projects requiring the greatest time were the involvement with the design reviews for energy efficiency of new prisons being constructed in Texas, conducting energy management audits at 18 major state universities, and the technical and administrative assistance to the State Cogeneration Council. Other project involvement included managing the preliminary engineering design of the cogeneration facility at Austin State Hospital, responsibility for applying for a $1.4 million dollar crude oil refund on the behalf of all state agencies in Texas, and assisting in the planning and coordination of the $48 million Revolving Loan Program for the state of Texas. The internship taught many things about management and communications. The experience also provided a better understanding of how the state and federal government operate. The greatest contribution of the internship experience was the improvement of the intern's written and oral communication skills.

    The Kootenai River Network Inc. (KRN) was incorporated in Montana in early 1995 with a mission ''to involve stakeholders in the protection and restoration of the chemical, physical and biological integrity of the Kootenai River Basin waters''. The KRN operates with funding from donations, membership dues, private, state and federal grants, and with funding through the Bonneville Power Administration (BPA) for a Focus Watershed Coordinator Program. The Focus Watershed Program is administered to KRN as of October 2001, through a Memorandum of Understanding. Katie Randall resigned her position as Watershed Coordinator in late January 2003 and Munson Consulting was contracted to fill that position through the BPA contract period ending May 30, 2003. To improve communications with in the Kootenai River watershed, the board and staff engaged watershed stakeholders in a full day KRN watershed conference on May 15 and 16 in Bonners Ferry, Idaho. This Annual General Meeting was a tremendous success with over 75 participants representing over 40 citizen groups, tribes and state/provincial/federal agencies from throughout northern Montana and Idaho as well as British Columbia and Alberta. Membership in the KRN increased during the course of the BPA 02/03 grant period. The board of directors grew in numbers during this same time frame and an Advisory Council was formed to assist in transboundary efforts while developing two reorganized KRN committees (Habitat/Restoration/Monitoring (HRM) and Communication/Education/Outreach (CEO)). These committees will serve pivotal roles in communications, outreach, and education about watershed issues, as well as habitat restoration work being accomplished throughout the entire watershed. During this BPA grant period, the KRN has capitalized on the transboundary interest in the Kootenai River watershed. Jim and Laura Duncan of Kimberley, British Columbia, have been instrumental volunteers who have acted as Canadian liaisons to the KRN. As a

    The ability to collect key system level information is critical to the safe, efficient and reli- able operation of advanced energy systems. With recent advances in sensor development, it is now possible to push some level of decision making directly to computationally sophisticated sensors, rather than wait for data to arrive to a massive centralized location before a decision is made. This type of approach relies on networked sensors (called agents from here on) to actively collect and process data, and provide key control deci- sions to significantly improve both the quality/relevance of the collected data and the as- sociating decision making. The technological bottlenecks for such sensor networks stem from a lack of mathematics and algorithms to manage the systems, rather than difficulties associated with building and deploying them. Indeed, traditional sensor coordination strategies do not provide adequate solutions for this problem. Passive data collection methods (e.g., large sensor webs) can scale to large systems, but are generally not suited to highly dynamic environments, such as ad- vanced energy systems, where crucial decisions may need to be reached quickly and lo- cally. Approaches based on local decisions on the other hand cannot guarantee that each agent performing its task (maximize an agent objective) will lead to good network wide solution (maximize a network objective) without invoking cumbersome coordination rou- tines. There is currently a lack of algorithms that will enable self-organization and blend the efficiency of local decision making with the system level guarantees of global decision making, particularly when the systems operate in dynamic and stochastic environments. In this work we addressed this critical gap and provided a comprehensive solution to the problem of sensor coordination to ensure the safe, reliable, and robust operation of advanced energy systems.     Coordinating additives are included in porphyrinoid-based materials to promote intermolecular organization and improve one or more photoelectric characteristics of the materials. The coordinating additives are selected from fullerene compounds and organic compounds having free electron pairs. Combinations of different coordinating additives can be used to tailor the characteristic properties of such porphyrinoid-based materials, including porphyrin oligomers. Bidentate ligands are one type of coordinating additive that can form coordination bonds with a central metal ion of two different porphyrinoid compounds to promote porphyrinoid alignment and/or pi-stacking. The coordinating additives can shift the absorption spectrum of a photoactive material toward higher wavelengths, increase the external quantum efficiency of the material, or both.

    This report contains the proceedings of a workshop held during 1995 in Portland, Oregon. The objective of the workshop was to assemble a group of experts that could help us define carrying capacity for Columbia River Basin salmonids. The workshop was one activity designed to answer the questions asked in Measure 7.1A of the Council`s Fish and Wildlife Program. Based, in part, on the information we learned during the workshop we concluded that the approach inherent in 7.1A will not increase understanding of ecology, carrying capacity, or limiting factors that influence salmon under current conditions. Measure 7.1A requires a definition of carrying capacity and a list of determinants (limiting factors) of capacity. The implication or inference then follows that by asking what we know and do not know about the determinants will lead to research that increases our understanding of what is limiting salmon survival. It is then assumed that research results will point to management actions that can remove or repair the limiting factors. Most ecologists and fisheries scientists that have studied carrying capacity clearly conclude that this approach is an oversimplification of complex ecological processes. To pursue the capacity parameter, that is, a single number or set of numbers that quantify how many salmon the basin or any part of the basin can support, is meaningless by itself and will not provide useful information.

    This report describes the Tier 1 LDRD portfolio, administered by the Seniors Council between 2003 and 2011. 73 projects were sponsored over the 9 years of the portfolio at a cost of $10.5 million which includes $1.9M of a special effort in directed innovation targeted at climate change and cyber security. Two of these Tier 1 efforts were the seeds for the Grand Challenge LDRDs in Quantum Computing and Next Generation Photovoltaic conversion. A few LDRDs were terminated early when it appeared clear that the research was not going to succeed. A great many more were successful and led to full Tier 2 LDRDs or direct customer sponsorship. Over a dozen patents are in various stages of prosecution from this work, and one project is being submitted for an R and D 100 award.

  10. Generalized Aggregation and Coordination of Residential Loads in a Smart Community

    Flexibility from residential loads presents an enormous potential to provide various services to the smart grid. In this paper, we propose a unified hierarchical framework for aggregation and coordination of various residential loads in a smart community, such as Thermostatically Controlled Loads (TCLs), Distributed Energy Storages (DESs), residential Pool Pumps (PPs), and Electric Vehicles (EVs). A central idea of this framework is a virtual battery model, which provides a simple and intuitive tool to aggregate the flexibility of distributed loads. Moreover, a multi-stage Nash-bargainingbased coordination strategy is proposed to coordinate different aggregations of residential loads for demand response. Case studies are provided to demonstrate the efficacy of our proposed framework and coordination strategy in managing peak power demand in a smart residential community.

    The Yakima/Klickitat Fisheries Project (YKFP or Project) is an all stock initiative that is responding to the need for scientific knowledge for rebuilding and maintaining naturally spawning anadromous fish stocks in both basins. The Yakama Nation, as the Lead Agency, in coordination with the co-managers, Washington Department of Fish and Wildlife and in cooperation with the Bonneville Power Administration, the funding agency, is pursuing this. We are testing the principles of supplementation as a means to rebuild fish populations through the use of locally adapted broodstock in an artificial production program. This concept is being utilized on the Spring Chinook within the Yakima River Basin. The coho and fall chinook programs were approved and implemented in the Yakima Basin. The coho programs principle objective is to determine if naturally spawning coho populations can be reintroduced throughout their biological range in the basin. The objective of the fall chinook program is to determine if supplementation is a viable strategy to increase fall chinook populations in the Yakima subbasin. The coho and fall chinook programs are under the three step process that was established by the Northwest Power Planning Council. The Klickitat subbasin management program is combined with the Yakima subbasin program. This contract includes the Klickitat Basin Coordinator and operational costs for the basin. The Klickitat Subbasin has separate contracts for Monitoring and Evaluation, Construction, and ultimately, Operation and Maintenance. In the Klickitat subbasin, we propose to use supplementation to increase populations of spring chinook and steelhead. This program is still in the developmental stages consistent with the three step process.

The quadratic dependence of the free energies of the reactant and product intermediates on m and m+1, respectively, leads to similar dependence of the free energies on the reaction coordinates and to the same dependence of the activation energy on the reorganization energy and the standard reaction free energy. Within the approximations of a continuum model of the solvent and linear response of the longitudinal polarization to the electric field in Marcus' theory, both formulations of the reaction coordinate are expected to lead to the same results.

    A power distribution feeder, where a heterogeneous set of distributed energy resources is deployed, is examined by simulation. The energy resources include PV, battery storage, natural gas GenSet, fuel cells, and active thermal storage for commercial buildings. The resource scenario considered is one that may exist in a not too distant future. Two cases of interaction between different resources are examined. One interaction involves a GenSet used to partially offset the duty cycle of a smoothing battery connected to a large PV system. The other example involves the coordination of twenty thermal storage devices, each associated with a commercial building.more » Storage devices are intended to provide maximum benefit to the building, but it is shown that this can have a deleterious effect on the overall system, unless the action of the individual storage devices is coordinated. A network based approach is also introduced to calculate some type of effectiveness metric to all available resources which take part in coordinated operation. The main finding is that it is possible to achieve synergy between DERs on a system; however this required a unified strategy to coordinate the action of all devices in a decentralized way.« less

    Motivation: The ability to collect key system level information is critical to the safe, efficient and reliable operation of advanced power systems. Recent advances in sensor technology have enabled some level of decision making directly at the sensor level. However, coordinating large numbers of sensors, particularly heterogeneous sensors, to achieve system level objectives such as predicting plant efficiency, reducing downtime or predicting outages requires sophisticated coordination algorithms. Indeed, a critical issue in such systems is how to ensure the interaction of a large number of heterogenous system components do not interfere with one another and lead to undesirable behavior. Objectives and Contributions: The long-term objective of this work is to provide sensor deployment, coordination and networking algorithms for large numbers of sensors to ensure the safe, reliable, and robust operation of advanced energy systems. Our two specific objectives are to: 1. Derive sensor performance metrics for heterogeneous sensor networks. 2. Demonstrate effectiveness, scalability and reconfigurability of heterogeneous sensor network in advanced power systems. The key technical contribution of this work is to push the coordination step to the design of the objective functions of the sensors, allowing networks of heterogeneous sensors to be controlled. By ensuring that the control and coordination is not specific to particular sensor hardware, this approach enables the design and operation of large heterogeneous sensor networks. In addition to the coordination coordination mechanism, this approach allows the system to be reconfigured in response to changing needs (e.g., sudden external events requiring new responses) or changing sensor network characteristics (e.g., sudden changes to plant condition).     This report is one of four that the Pacific Northwest National Laboratory (PNNL) staff prepared to address Measure 7.1A in the Northwest Power Planning Council's (Council) Fish and Wildlife Program (Program) dated december 1994 (NPPC 1994). Measure 7.1A calls for the Bonneville Power Administration (BPA) to fund an evaluation of salmon survival, ecology, carrying capacity, and limiting factors in freshwater, estuarine, and marine habitats. Additionally, the Measure asks for development of a study plan based on critical uncertainties and research needs identified during the evaluation. This report deals with the evaluation of carrying capacity. It describes the analysis of different views of capacity as it relates to salmon survival and abundance. The report ends with conclusions and recommendations for studying carrying capacity.

    The purpose of this analysis is to provide the U.S. Department of the Interior (DOI) and the Bureau of Land Management (BLM) with an overview of renewable energy (RE) generation markets, transmission planning efforts, and the ongoing role of the BLM RE projects in the electricity markets of the 11 states (Arizona, California, Colorado, Idaho, Montana, Nevada, New Mexico, Oregon, Utah, Washington, and Wyoming) that comprise the Western Electricity Coordinating Council (WECC) Region. This analysis focuses on the status of, and projections for, likely development of non-hydroelectric renewable electricity from solar (including photovoltaic [PV] and concentrating solar power [CSP]), wind, biomass and geothermal resources in these states. Absent new policy drivers and without the extension of the DOE loan guarantee program and Treasury's 1603 program, state RPS requirements are likely to remain a primary driver for new RE deployment in the western United States. Assuming no additional policy incentives are implemented, projected RE demand for the WECC states by 2020 is 134,000 GWh. Installed capacity to meet that demand will need to be within the range of 28,000-46,000 MW.

    A binuclear, unsymmetric coordinating ligand that is an effective metal chelator has been designed and synthesized. The new ligand has been shown to react readily with iron(II)/(III) forming a variety of coordination complexes. The binuclear complexes are of significant interest since they represent proof-of-principle for the development of coordinatively asymmetric, binuclear metal chelate compounds. Although this structural type of chelator now appears to be common in biological systems, it has not been previously described for inorganic coordination chemistry. The isolation of oxidation products will be helpful in establishing reaction mechanism(s) of these complexes with molecular oxygen. It is expected that this ligand and derivatives of it will play an important role in the development of bioinorganic complexes that aim to mimic enzyme active sites that function by substrate interaction at only one metal site of a multimetal active site.

He also met with the editorial board of the journal NucCompact -- European/American Communications in Nuclear Medicine, on which he serves as US editor. He also visited colleagues at the Cyclotron Research Center (CRC) at the University of Liege, Belgium, to coordinate clinical applications of the ultrashort-lived iridium-191m radionuclide obtained from the osmium-190/iridium-191m generator system. The traveler planned and coordinated continuing collaboration with colleagues at the CRC for further applications of this generator system.     The intuitive classical space-time picture breaks down in quantum gravity, which makes a comparison and the development of semiclassical techniques quite complicated. Using ingredients of the group averaging method to solve constraints one can nevertheless introduce a classical coordinate time into the quantum theory, and use it to investigate the way a semiclassical continuous description emerges from discrete quantum evolution. Applying this technique to test effective classical equations of loop cosmology and their implications for inflation and bounces, we show that the effective semiclassical theory is in good agreement with the quantum description even at short scales.

    The Department of Energy (DOE) and the Commission of the European Communities (CEC) have been exploring the possibility of parallel studies on the externals costs of employing fuel cycles to deliver energy services. These studies are of particular importance following the activities of the US National Energy Strategy (NES), where the potential discrepancies between market prices and the social costs of energy services were raised as significant policy concerns. To respond to these concerns, Oak Ridge National Laboratory (ORNL) and Resources for the Future (RFF) have begun a collaborative effort for the DOE to investigate the external costs, or externalities, generated by cradle to grave fuel cycle activities. Upon initiating this project, the CEC expressed an interest to the DOE that Europe should conduct a parallel study and that the two studies should be highly coordinated for consistency in the results. This series of meetings with members of the CEC was undertaken to resolve some issues implied by pursuing parallel, coordinated studies; issues that were previously defined by the August meetings. In addition, it was an opportunity for some members of the US research team and the DOE sponsor to meet with their European counterparts for the study, as well as persons in charge of research areas that ultimately would play a key role in the European study.

    In 2012, the Centers for Disease Control and Prevention provided funding and technical assistance to all states and territories to implement the Coordinated Chronic Disease Program, marking the first time that all state health departments had federal resources to coordinate chronic disease prevention and control programs. This article describes lessons learned from this initiative and identifies key elements of a coordinated approach. We analyzed 80 programmatic documents from 21 states and conducted semistructured interviews with 7 chronic disease directors. Six overarching themes emerged: 1) focused agenda, 2) identification of functions, 3) comprehensive planning, 4) collaborative leadership and expertise, 5) managedmore » resources, and 6) relationship building. Furthermore, these elements supported 4 essential activities: 1) evidence-based interventions, 2) strategic use of staff, 3) consistent communication, and 4) strong program infrastructure.     Structure/activity relations of the bacterial enzyme methane monooxygenase, which catalyzes oxidation of methane to methanol, are being investigated. Then inorganic coordination complexes are synthesized that mimic the function of the native enzyme but are more robust and have higher catalytic site density.     This paper reviews the relationship between energy efficiency and demand response and discusses approaches and barriers to coordinating energy efficiency and demand response. The paper is intended to support the 10 implementation goals of the National Action Plan for Energy Efficiency's Vision to achieve all cost-effective energy efficiency by 2025. Improving energy efficiency in our homes, businesses, schools, governments, and industries - which consume more than 70 percent of the nation's natural gas and electricity - is one of the most constructive, cost-effective ways to address the challenges of high energy prices, energy security and independence, air pollution, and global climate change. While energy efficiency is an increasingly prominent component of efforts to supply affordable, reliable, secure, and clean electric power, demand response is becoming a valuable tool in utility and regional resource plans. The Federal Energy Regulatory Commission (FERC) estimated the contribution from existing U.S. demand response resources at about 41,000 megawatts (MW), about 5.8 percent of 2008 summer peak demand (FERC, 2008). Moreover, FERC recently estimated nationwide achievable demand response potential at 138,000 MW (14 percent of peak demand) by 2019 (FERC, 2009).2 A recent Electric Power Research Institute study estimates that 'the combination of demand response and energy efficiency programs has the potential to reduce non-coincident summer peak demand by 157 GW' by 2030, or 14-20 percent below projected levels (EPRI, 2009a). This paper supports the Action Plan's effort to coordinate energy efficiency and demand response programs to maximize value to customers.     These Guidelines were designed by the Energy Quality Council to help managers and supervisors in the Department of Energy Complex bring Total Quality Management to their organizations. Because the Department is composed of a rich mixture of diverse organizations, each with its own distinctive culture and quality history, these Guidelines are intended to be adapted by users to meet the particular needs of their organizations. For example, for organizations that are well along on their quality journeys and may already have achieved quality results, these Guidelines will provide a consistent methodology and terminology reference to foster their alignment with the overall Energy quality initiative. For organizations that are just beginning their quality journeys, these Guidelines will serve as a startup manual on quality principles applied in the Energy context.

    Successful application of adaptive management to rebuilding the Columbia Basin`s anadromous fish resources requires that available information and experience be organized and shared between numerous organizations and individuals. Much of this knowledge exists only in unpublished form in agency and individual files. Even that information which is published in the form of technical and contract reports receives only limited distribution and is often out of print and unavailable after a few years. Only a small fraction of the basin`s collective knowledge is captured in permanent and readily available databases and recognized journals. State, tribal, and federal fishery managers have recognize these information management problems and have committed to a program, the Coordinated Information System Project, to capture and share more easily the core data and other information upon which management decisions are based. That project is now completing the process of scoping and identification of information needs. Construction of prototype systems will begin in 1992. This report is one in a series of seven describing the results of the Coordinated Information on System scoping and needs identification phase.

    We are investigating the structure/activity relationships of the bacterial enzyme methane monooxygenase, which catalyzes the specific oxidation of methane to methanol. We then utilize this information to design and synthesize inorganic coordination complexes that mimic the function of the native enzyme but are more robust and have higher catalytic site density. We envision these catalysts to be useful in process catalytic reactors in the conversion of methane in natural gas to liquid ethanol.

The EMaCC Terms of Reference were recently modified and developed into a Charter that was approved on June 5, 2003. As a result of this reorganization, the existing subcommittees were disbanded and new subcommittees are being formed.
