    Over the past ten years, AREVA has performed D and D operations on a wide range of nuclear sites, such as Marcoule and La Hague recycling plants, to Cadarache MOX fuel fabrication plant or Veurey and Annecy metallic Uranium machining plants. Each site is different from the other but some lessons can be shared through this D and D portfolio. In that respect, knowledge management is one of AREVA D and D Technical Department main missions. Four illustrations demonstrate the interest of knowledge share. Waste management is one of the key activities in D and D; It requires a specific characterization methodology, adapted logistics, and optimized waste channels, all of which have been developed over the years by AREVA teams on the site of Marcoule while they are rather new to La Hague, whose main activity remains fuel reprocessing despite the launch of UP2 400 D and D program. The transfer of know how has thus been organized over the past two years. Plasma cutting has been used extensively in Marcoule for years, while prohibited on the site of La Hague following questions raised about the risks associated wit Ruthenium sublimation. La Hague Technical Department has thus developed an experimental protocol to quantify and contain the Ruthenium risk, the result of which will then be applied to Marcoule where the Ruthenium issue has appeared in recent operations. Commissioning and operating fission products evaporators is a rather standard activity on UP2 800 and UP3, while the associated experience has been decreasing in Marcoule following final shutdown in 1998. When the French atomic Energy commission decided to build and operate a new evaporator to concentrate rinsing effluents prior to vitrification in 2009, AREVA La Hague operators were mobilized to test and commission the new equipment, and train local operators.     This is the AmeriFlux version of the carbon flux data for the site US-NC1 NC_Clearcut. Site Description - The North Carolina Clearcut site is located in a pine plantation amongst the mixed forests of the North Carolina lower coastal plain. Owned by the Weyerhaeuser Company, the plantation is managed for the purpose of commercial logging. In 2004, 70 ha of 75 year old native hardwoods was harvested. Following the clearcut, the stand was bedded and planted with loblolly pine seedlings. The only significant natural disturbances during the measurement period was a severe drought that lasted from summer of 2007 through 2008. Consequently, the 2007 total amount of precipitation was 486 mm below the 30-year norm.

    Waste management is a key issue for the reprocessing industry; furthermore, vitrification is considered as the reference for nuclear waste management. In order to further improve and strengthen their historical cooperation in high temperature waste management, the CEA, R and D organization, and AREVA, Industrial Operator, decided, in September 2010, to create a Joint Vitrification Laboratory within the framework of a strategic partnership. The main objectives of the CEA-AREVA Joint Vitrification Laboratory (LCV) are (i) support AREVA's activities, notably in its La Hague plants and for new projects, (ii) strengthen the CEA's lead as a reference laboratory in the field of waste conditioning. The LCV is mandated to provide strong, innovative solutions through the performance of R and D on processes and materials for vitrification, fusion and incineration, for high, intermediate and low level waste. The activities carried out in the LCV include academic research on containment matrices (formulation, long-term behaviour), and the improvement of current technologies/development of new ones in lab-scale to full-scale pilot facilities, in non-radioactive and radioactive conditions, including modelling and experimental tools. This paper focuses on the programs and policy managed within the LCV, as well as the means employed by the CEA and AREVA to meet common short-,mid- and long-term challenges, from a scientific and industrial point of view. Among other things, we discuss the technical support provided for the La Hague vitrification facilities on hot melter and CCIM technologies, the start-up of new processes (decommissioning effluents, UMo FP) with CCIM, the preparation of future processes by means of an assessment of new technologies and containment matrices (improved glasses, ceramics, etc.), as well as incineration/vitrification for organic and metallic mixed waste or metallic fusion.     The French Planning Act of 28 June 2006 prescribed that a reversible repository in a deep geological formation be chosen as the reference solution for the long-term management of high-level and intermediate-level long-lived radioactive waste. It also entrusted the responsibility of further studies and design of the repository (named Cigeo) upon the French Radioactive Waste Management Agency (Andra), in order for the review of the creation-license application to start in 2015 and, subject to its approval, the commissioning of the repository to take place in 2025. Andra is responsible for siting, designing, implementing, operating the future geological repository, including operational and long term safety and waste acceptance. Nuclear operators (Electricite de France (EDF), AREVA NC, and the French Commission in charge of Atomic Energy and Alternative Energies (CEA) are technically and financially responsible for the waste they generate, with no limit in time. They provide Andra, on one hand, with waste packages related input data, and on the other hand with their long term industrial experiences of high and intermediate-level long-lived radwaste management and nuclear operation. Andra, EDF, AREVA and CEA established a cooperation agreement for strengthening their collaborations in these fields. Within this agreement Andra and the nuclear operators have defined an industrial program for waste management. This program includes the waste inventory to be taken into account for the design of the Cigeo project and the structural hypothesis underlying its phased development. It schedules the delivery of the different categories of waste and defines associated flows. (authors)

    Estimates of process and secondary wastes produced by a recycling plant built in the U.S., which is composed of a used nuclear fuel (UNF) reprocessing facility and a mixed oxide (MOX) fuel fabrication facility, are performed as part of a U.S. Department of Energy (DOE) sponsored study [1]. In this study, a set of common inputs, assumptions, and constraints were identified to allow for comparison of these wastes between different industrial teams. AREVA produced a model of a reprocessing facility, an associated fuel fabrication facility, and waste treatment facilities to develop the results for this study. These facilities were divided into a number of discrete functional areas for which inlet and outlet flow streams were clearly identified to allow for an accurate determination of the radionuclide balance throughout the facility and the waste streams. AREVA relied primarily on its decades of experience and feedback from its La Hague (reprocessing) and MELOX (MOX fuel fabrication) commercial operating facilities in France to support this assessment. However, to perform these estimates for a U.S. facility with different regulatory requirements and to take advantage of some technological advancements, such as in the potential treatment of off-gases, some deviations from this experience were necessary. A summary of AREVA's approach and results for the recycling of 800 metric tonnes of initial heavy metal (MTIHM) of LWR UNF per year into MOX fuel under the assumptions and constraints identified for this DOE study are presented.     The Global Threat Reduction Initiative (GTRI) was established by the U.S. Department of Energy National Nuclear Security Administration (NNSA) in response to the growing need to comprehensively and internationally address the potential threat posed by vulnerable high-risk nuclear material. GTRI's mission is to foster international support for national programs to identify, secure, remove and/or facilitate the disposition, as quickly and expeditiously as possible, of vulnerable, high-risk nuclear and other radioactive materials around the world that pose a potential threat to the international community. Specifically, GTRI establishes international partnerships to address this global issue. To achieve these objectives, GTRI works with international, regional, and domestic partners to: (1) minimize and, to the extent possible, eliminate the use of highly enriched uranium (HEU) in civil nuclear applications worldwide by converting research reactors to LEU fuels; (2) accelerate the removal or final disposition of vulnerable nuclear material throughout the world; (3) accelerate securing and/or removing vulnerable high-risk radiological materials throughout the world; and (4) address the 'gaps' of other programs by identifying throughout the world, recovering and facilitating permanent disposition of vulnerable high-risk nuclear material not previously addressed by other threat reduction programs. DOE desires to work with more partners, both government and industry, to develop options for the disposal of nuclear material in the most expeditious manner. This paper will present the recent success of the first Plutonium Gap Material recycling contract signed by AREVA thanks to the collaboration developed between NNSA and AREVA.     The search for improvements in nuclear fuel cycle economics results in increasing demands for fuel discharged burnup and reliability, plant maneuverability and power up-rating. To achieve these objectives without any reduction of safety margins, fuel design and materials that enable enhanced performance capabilities have been developed or are under investigations. Research on fuel pellets focuses on the modification of the microstructure to increase fission product retention and pellet mechanical compliance. Currently, production of the desired large grain viscoplastic UO{sub 2} fuel microstructures has been extensively investigated by AREVA NP through the use of doping elements. This track is nowadays a worldwide working field. In this area, AREVA NP has launched the development of a new UO{sub 2} fuel pellet obtained by optimum chromium oxide doping. The purpose of this paper is first to present the current results with the AREVA NP optimized chromia doped fuel and to discuss the key advantages in terms of fuel performance for BWR applications. In particular, the development relies on ramp testing results, fuel temperature and fission gas release values acquired at high burnup and high power levels. Second, the paper focuses on the qualification process implemented by AREVA NP to assess the margins of the optimized Cr{sub 2}O{sub 3}-doped UO{sub 2} fuel towards safety criteria at high burnup and the risk of PCI failure, as well as to develop calculation tools to support design. The driving force in this qualification plan is to gain the accurate knowledge of the optimized doped fuel behavior under normal, transient and anticipated accident conditions. To support this effort, irradiation campaigns are under progress in PWR and BWR plants to cover a wide range of existing operating conditions and to anticipate future demands.     Energy supply is increasingly showing up as a major issue for electricity supply, transportation, settlement, and process heat industrial supply including hydrogen production. Nuclear power is part of the solution. For electricity supply, as exemplified in Finland and France, the EPR brings an immediate answer; HTR could bring another solution in some specific cases. For other supply, mostly heat, the HTR brings a solution inaccessible to conventional nuclear power plants for very high or even high temperature. As fossil fuels costs increase and efforts to avoid generation of Greenhouse gases are implemented, a market for nuclear generated process heat will develop. Following active developments in the 80's, HTR have been put on the back burner up to 5 years ago. Light water reactors are widely dominating the nuclear production field today. However, interest in the HTR technology was renewed in the past few years. Several commercial projects are actively promoted, most of them aiming at electricity production. ANTARES is today AREVA's response to the cogeneration market. It distinguishes itself from other concepts with its indirect cycle design powering a combined cycle power plant. Several reasons support this design choice, one of the most important of which is the design flexibility to adapt readily to combined heat and power applications. From the start, AREVA made the choice of such flexibility with the belief that the HTR market is not so much in competition with LWR in the sole electricity market but in the specific added value market of cogeneration and process heat. In view of the volatility of the costs of fossil fuels, AREVA's choice brings to the large industrial heat applications the fuel cost predictability of nuclear fuel with the efficiency of a high temperature heat source free of greenhouse gases emissions.     Anticipating future needs of our customers and willing to concentrate synergies and competences existing in the company for the benefit of our customers, AREVA NP decided in 2002 to develop the next generation of coupled neutronics/ core thermal-hydraulic (TH) code systems for fuel assembly and core design calculations for both, PWR and BWR applications. The global CONVERGENCE project was born: after a feasibility study of one year (2002) and a conceptual phase of another year (2003), development was started at the beginning of 2004. The present paper introduces the CONVERGENCE project, presents the main feature of the new code system ARCADIA{sup R} and concludes on customer benefits. ARCADIA{sup R} is designed to meet AREVA NP market and customers' requirements worldwide. Besides state-of-the-art physical modeling, numerical performance and industrial functionality, the ARCADIA{sup R} system is featuring state-of-the-art software engineering. The new code system will bring a series of benefits for our customers: e.g. improved accuracy for heterogeneous cores (MOX/ UOX, Gd...), better description of nuclide chains, and access to local neutronics/ thermal-hydraulics and possibly thermal-mechanical information (3D pin by pin full core modeling).     In response to the Department of Energy (DOE) funded initiative to develop and deploy lead fuel assemblies (LFAs) of Enhanced Accident Tolerant Fuel (EATF) into a US reactor within 10 years, AREVA put together a team to develop promising technologies for improved fuel performance during off normal operations. This team consisted of the University of Florida (UF) and the University of Wisconsin (UW), Savannah River National Laboratory (SRNL), Duke Energy and Tennessee Valley Authority (TVA). This team brought broad experience and expertise to bear on EATF development. AREVA has been designing; manufacturing and testing nuclear fuel for over 50 years and is one of the 3 large international companies supplying fuel to the nuclear industry. The university and National Laboratory team members brought expertise in nuclear fuel concepts and materials development. Duke and TVA brought practical utility operating experience. This report documents the results from the initial “discovery phase” where the team explored options for EATF concepts that provide enhanced accident tolerance for both Design Basis (DB) and Beyond Design Basis Events (BDB). The main driver for the concepts under development were that they could be implemented in a 10 year time frame and be economically viable and acceptable to the nuclear fuel marketplace. The economics of fuel design make this DOE funded project very important to the nuclear industry. Even incremental changes to an existing fuel design can cost in the range of $100M to implement through to LFAs. If this money is invested evenly over 10 years then it can take the fuel vendor several decades after the start of the project to recover their initial investment and reach a breakeven point on the initial investment. Step or radical changes to a fuel assembly design can cost upwards of $500M and will take even longer for the fuel vendor to recover their investment.     Liquid wastes decontamination processes are mainly based on two techniques: Bulk processes and the so called Cartridges processes. The first technique has been developed for the French nuclear fuel reprocessing industry since the 60's in Marcoule and La Hague. It is a proven and mature technology which has been successfully and quickly implemented by AREVA at Fukushima site for the processing of contaminated waters. The second technique, involving cartridges processes, offers new opportunities for the use of innovative adsorbents. The AREVA process developed for Fukushima and some results obtained on site will be presented as well as laboratory scale results obtained in CEA laboratories. Examples of new adsorbents development for liquid wastes decontamination are also given. A chemical process unit based on co-precipitation technique has been successfully and quickly implemented by AREVA at Fukushima site for the processing of contaminated waters. The asset of this technique is its ability to process large volumes in a continuous mode. Several chemical products can be used to address specific radioelements such as: Cs, Sr, Ru. Its drawback is the production of sludge (about 1% in volume of initial liquid volume). CEA developed strategies to model the co-precipitation phenomena in order to firstly minimize the quantity of added chemical reactants and secondly, minimize the size of co-precipitation units. We are on the way to design compact units that could be mobilized very quickly and efficiently in case of an accidental situation. Addressing the problem of sludge conditioning, cementation appears to be a very attractive solution. Fukushima accident has focused attention on optimizations that should be taken into account in future studies: - To better take account for non-typical aqueous matrixes like seawater; - To enlarge the spectrum of radioelements that can be efficiently processed and especially short lives radioelements that are usually less present in

    Baryon masses at varying values of Nc and light quark masses are studied with Lattice QCD and the results are analyzed in a low energy effective theory based on a combined framework of the 1/Nc and Heavy Baryon Chiral Perturbation Theory expansions. Lattice QCD results for Nc=3, 5 and 7 obtained in quenched calculations, as well as results for unquenched calculations for Nc=3, are used for the analysis. The results are consistent with a previous analysis of Nc=3 LQCD results, and in addition permit the determination of sub-leading in 1/Nc effects in the spin-flavor singlet component of the baryon masses as well as in the hyperfine splittings.

    We use the 1/Nc expansion of QCD to analyse the spectrum of positive parity resonances with strangeness S = 0, -1, -2 and -3 in the 2-3 GeV mass region, supposed to belong to the [56,4+] multiplet. The mass operator is similar to that of [56,2+], previously studied in the literature. The analysis of the latter is revisited. In the [56,4+] multiplet we find that the spin-spin term brings the dominant contribution and that the spin-orbit term is entirely negligible in the hyperfine interaction, in agreement with the constituent quark model practice, where this interaction is usually neglected. More data are strongly desirable, especially in the strange sector in order to fully exploit the power of this approach. We discuss possibilities of extending the calculations to other excited baryons belonging to the N = 2 or the N = 4 band.

    AREVA NP as a worldwide PWR fuel provider has to have a fleet of fresh UO{sub 2} shipping casks being agreed within a lot of countries including USA, France, Germany, Belgium, Sweden, China, and South Africa - and to accommodate foreseen EPR Nuclear Power Plants fuel buildings. To reach this target the AREVA NP Fuel Sector decided to develop an up-to-date shipping cask (so called MAP project) gathering experience feedback of the today fleet and an improved safety allowing the design to comply with international regulations (NRC and IAEA) and local Safety Authorities. Based on pre design features a safety case was set up to highlight safety margins. Criticality hypothetical accidental assumptions were defined: - Preferential flooding; - Fuel rod lattice pitch expansion for full length of fuel assemblies; - Neutron absorber penalty; -... Well known computer codes, American SCALE package and French CRISTAL package, were used to check configurations reactivity and to ensure that both codes lead to coherent results. Basic spectral calculations are based on similar algorithms with specific microscopic cross sections ENDF/BV for SCALE and JEF2.2 for CRISTAL. The main differences between the two packages is on one hand SCALE's three dimensional fuel assembly geometry is described by a pin by pin model while an homogenized fuel assembly description is used by CRISTAL and on the other hand SCALE is working with either 44 or 238 neutron energy groups while CRISTAL is with a 172 neutron energy groups. Those two computer packages rely on a wide validation process helping defining uncertainties as required by regulations in force. The shipping cask with two fuel assemblies is designed to maximize fuel isolation inside a cask and with neighboring ones even for large array configuration cases. Proven industrial products are used: - Boral{sup TM} as neutron absorber; - High density polyethylene (HDPE) or Nylon as neutron moderator; - Foam as thermal and mechanical protection. The

    The structure and vibrational spectrum of Gd3N@C80 is studied through Raman and inelastic electron tunneling spectroscopy as well as density-functional theory and universal force eld calculations. Hindered rotations, shown by both theory and experiment, indicate the formation of a Gd3N-C80 bond which reduces the ideal icosahedral symmetry of the C80 cage. The vibrational modes involving the movement of the encapsulated species are a ngerprint of the interaction between the fullerene cage and the core complex. We present Raman data for the Gd3N@C2n 40 n 44 family as well as Y3N@C80, Lu3N@C80, and Y3N@C88 for comparison. Conductance measurements have been performed on Gd3N@C80 and reveal a Kondo effect similar to that observed in C60.

    The baryon vector current is computed at one-loop order in large-Nc baryon chiral perturbation theory, where Nc is the number of colors. Loop graphs with octet and decuplet intermediate states are systematically incorporated into the analysis and the effects of the decuplet-octet mass difference and SU(3) flavor symmetry breaking are accounted for. There are large-Nc cancellations between different one-loop graphs as a consequence of the large-Nc spin-flavor symmetry of QCD baryons. The results are compared against the available experimental data through several fits in order to extract information about the unknown parameters. The large-Nc baryon chiral perturbation theory predictions are in very good agreement both with the expectations from the 1/Nc expansion and with the experimental data. The effect of SU(3) flavor symmetry breaking for the |Delta S|=1 vector current form factors f1(0) results in a reduction by a few percent with respect to the corresponding SU(3) symmetric values.

    Criticality safety evaluations implement requirements to proof of sufficient sub critical margins outside of the reactor environment for example in fuel fabrication plants. Basic criticality data (i.e., criticality standards) are used in the determination of sub critical margins for all processes involving plutonium or enriched uranium. There are several criticality international standards, e.g., ARH-600, which is one the US nuclear industry relies on. The French Nuclear Safety Authority (DGSNR and its advising body IRSN) has requested AREVA NP to review the criticality standards used for the evaluation of its Low Enriched Uranium fuel fabrication plants with CRISTAL V0, the recently updated French criticality evaluation package. Criticality safety is a concern for every phase of the fabrication process including UF{sub 6} cylinder storage, UF{sub 6}-UO{sub 2} conversion, powder storage, pelletizing, rod loading, assembly fabrication, and assembly transportation. Until 2003, the accepted criticality standards were based on the French CEA work performed in the late seventies with the APOLLO1 cell/assembly computer code. APOLLO1 is a spectral code, used for evaluating the basic characteristics of fuel assemblies for reactor physics applications, which has been enhanced to perform criticality safety calculations. Throughout the years, CRISTAL, starting with APOLLO1 and MORET 3 (a 3D Monte Carlo code), has been improved to account for the growth of its qualification database and for increasing user requirements. Today, CRISTAL V0 is an up-to-date computational tool incorporating a modern basic microscopic cross section set based on JEF2.2 and the comprehensive APOLLO2 and MORET 4 codes. APOLLO2 is well suited for criticality standards calculations as it includes a sophisticated self shielding approach, a P{sub ij} flux determination, and a 1D transport (S{sub n}) process.     Chlorella variabilis NC64A, a unicellular photosynthetic green alga (Trebouxiophyceae), is an intracellular photobiont of Paramecium bursaria and a model system for studying virus/algal interactions. We sequenced its 46-Mb nuclear genome, revealing an expansion of protein families that could have participated in adaptation to symbiosis. NC64A exhibits variations in GC content across its genome that correlate with global expression level, average intron size, and codon usage bias. Although Chlorella species have been assumed to be asexual and nonmotile, the NC64A genome encodes all the known meiosis-specific proteins and a subset of proteins found in flagella. We hypothesize that Chlorella might have retained a flagella-derived structure that could be involved in sexual reproduction. Furthermore, a survey of phytohormone pathways in chlorophyte algae identified algal orthologs of Arabidopsis thaliana genes involved in hormone biosynthesis and signaling, suggesting that these functions were established prior to the evolution of land plants. We show that the ability of Chlorella to produce chitinous cell walls likely resulted from the capture of metabolic genes by horizontal gene transfer from algal viruses, prokaryotes, or fungi. Analysis of the NC64A genome substantially advances our understanding of the green lineage evolution, including the genomic interplay with viruses and symbiosis between eukaryotes.

    H2S has been used as a probe molecule both in an “in situ” poisoning experiment and in intermediate-temperature heat-treatment steps during and after the preparation of FeNC catalysts in an attempt to analyze its effect on their ORR activity. The heat treatments were employed either on the ball-milled precursor of FeNC or after the Ar-NH3 high temperature heat treatments. ORR activity of the H2S-treated catalysts was seen to be significantly lower than the sulfur-free catalysts, whether the sulfur exposure was during a half-cell testing, or as an intermediate-temperature exposure to H2S. The incorporation of sulfur species and interaction of Fe with sulfur were confirmed by characterization using XPS, EXAFS, TPO, and TPD. This study provides crucial evidence regarding differences in active sites in FeNC versus nitrogen-containing carbon nanostructured (CNx) catalysts.

  7. Resonant tunneling with high peak to valley current ratio in SiO{sub 2}/nc-Si/SiO{sub 2} multi-layers at room temperature

    We have investigated carrier transport in SiO{sub 2}/nc-Si/SiO{sub 2} multi-layers by room temperature current-voltage measurements. Resonant tunneling signatures accompanied by current peaks are observed. Carrier transport in the multi-layers were analyzed by plots of ln(I/V{sup 2}) as a function of 1/V and ln(I) as a function of V{sup 1/2}. Results suggest that besides films quality, nc-Si and barrier sub-layer thicknesses are important parameters that restrict carrier transport. When thicknesses are both small, direct tunneling dominates carrier transport, resonant tunneling occurs only at certain voltages and multi-resonant tunneling related current peaks can be observed but with peak to valley current ratio (PVCR) values smaller than 1.5. When barrier thickness is increased, trap-related and even high field related tunneling is excited, causing that multi-current peaks cannot be observed clearly, only one current peak with higher PVCR value of 7.7 can be observed. While if the thickness of nc-Si is large enough, quantum confinement is not so strong, a broad current peak with PVCR value as high as 60 can be measured, which may be due to small energy difference between the splitting energy levels in the quantum dots of nc-Si. Size distribution in a wide range may cause un-controllability of the peak voltages.

    With 10 vitrification lines in operation (3 on WVP in Sellafield, 1 on AVM in Marcoule and 6 on AVH in La Hague), Sellafield Ltd and Areva NC benefit from the most in-depth experience worldwide in the vitrification of highly active liquors within a framework of commercial operations. Based on the two-step process design, using a calciner and an induction-heated hot melter, which was initially deployed in Marcoule in 1978, core vitrification equipment has been continuously improved by the independent development programmes of the two companies. In March 2005, Sellafield Ltd and Areva NC signed the Vitrification Assistance Program (hereafter referred to as VAP); a co-operative project lasting 4 years during which Areva NC is to share some areas of their experience and expertise with Sellafield Ltd. Now at the halfway point of this project, this paper summarises the work performed by the VAP team to date, highlighting the early benefits and lessons learned. The following points will be developed: - Equipment delivery and preparation for implementation on WVP - Training organization and dissemination to WVP teams - Lessons learned from the early changes implemented in operations (Calciner, Melter, Dust Scrubber and Primary off gas system), and initial feedback from the first campaign using a VAP equipped line. In conclusion: The vitrification process and technology implemented at Sellafield and at La Hague, based on the two-step process, have proved to be efficient in treating high active liquor of various types. Ten lines based on this principle have been successfully operated for more than 15 years in France and in the UK. The process has also been demonstrated to be sufficiently versatile to benefit from continuous improvement and development programmes. VAP, as a complete package to support vitrification technology and knowledge transfer from AREVA NC to Sellafield Ltd, has provided the framework for fruitful technical exchanges and discussions between the two

However, unless a company has a specific manager-trainee class to address this subject and develop talent from within, an employee's management style is learned and developed 'on the job'. Both positive and negative styles are nurtured by those managers having similar qualities. Unfortunately, a negative style often contributes to the deterioration of employee morale and ultimate closing of a department or company. The Area 5 Radioactive Waste Management site receives low-level and mixed low-level waste from some 28 different generators from across the DOE complex in support of the legacy clean-up DOE Environmental Management project. Without this capability, the DOE would not be able to complete the clean up and proper disposition of these wastes. The program includes environmental protection, compliance, and monitoring of the air, water, plants, animals, and cultural resources at the NNSS. Investigation and implementation of appropriate corrective actions to address the contaminated ground water facilities and soils resulting from historic nuclear testing activities, the demolition of abandoned nuclear facilities, as well as installation of ground water wells to identify and monitor the extent of ground water contamination.

    In this paper a radioecological model (TOCATTA) for tritium transfer in a grassland ecosystem developed on an hourly time-step basis is proposed and compared with the first data set obtained in the vicinity of the AREVA-NC reprocessing plant of La Hague (France). The TOCATTA model aims at simulating dynamics of tritium transfer in agricultural soil and plant ecosystems exposed to time-varying HTO concentrations in air water vapour and possibly in irrigation and rain water. In the present study, gaseous releases of tritium from the AREVA NC nuclear reprocessing plant in normal operation can be intense and intermittent over a period of less than 24 hours. A first comparison of the model predictions with the field data has shown that TOCATTA should be improved in terms of kinetics of tritium transfer.

    Four issues commonly form the framework for debates about the acceptability of proposed projects or technologies--the substantive decision or technological choice; the treatment of the community by the proponent organization; the way the decision-making process has been structured and managed; and the status of institutional safeguards and protection. One of the clear messages of cultural theory is that differences in perspectives are a normal and inevitable part of society, and that attempts to resolve differences by persuasion are not likely to work. These findings are useful when considering the goals and possibilities of public involvement as a decision-making tool, and when designing or evaluating public involvement training programs for managers. The research reported here examines the viewpoints and concerns of managers and decision-makers about the four issues identified above, with particular emphasis on their perspectives and concerns about opening decision-making processes to the public and about managers` roles and responsibilities for structuring and managing open decision-making processes. Implications of these findings for public involvement training for managers is also discussed. The data presented in this paper were obtained from face-to-face interviews with managers and decision-makers with experience managing a variety of hazardous waste management decision-making processes. We conducted these interviews in the course of four separate research projects: needs assessments to support the design and development of a public involvement training program for managers; a study of community residents` and managers` perspectives on the chemical stockpile disposal program; an evaluation of the effectiveness of public involvement training for managers in the Department of Energy; and a study to develop indicators of the benefits and costs of public involvement.

    The Occupational Safety and Health Administration (OSHA) Process Safety Management (PSM) regulations (29 CFR {section} 1910.119) have been in effect for almost three years. State level risk management programs, in New Jersey, California, and Delaware have been in effect for over six years. More recently, Nevada and Louisiana have enacted process safety management programs. These regulations have had a significant impact on all phases of plant operations, including preliminary design, construction, startup, and operations. Through proper planning and the commitment of resources, many facilities are beginning to realize the benefits of well developed PSM programs. This paper will discuss in greater detail some of these benefits, and in particular, the subject of governmental inspections of facilities for process safety management programs.

    This book explores and supports the argument that effective environmental management must be based on a multimedia approach, which focuses simultaneously on air, water, and waste and enables managers to assess the resulting financial, operation, and management benefits. The multimedia approach, which can be used to design an effective compliance program, includes proper waste and material handling management, systematic monitoring, and record keeping requirements. This approach integrates a wide array of environmental requirements and decision processes, which the authors examine in sixteen chapters, organized into four parts: the role of environmental management; environmental aspects of business operation, environmental processes; and environmental management trends. Within these parts, the authors highlight the development of modern environmental management and provide an overview of federal laws pertinent to multimedia environmental management. They examine such issues as chemical storage and transportation, tank system operations and requirements, waste determination, spill response procedures, and employee training. Environmental processes addressed in the book include the management of solid and hazardous waste, wastewater treatment systems, stormwater management, air emission control, and site remediation. The authors also briefly discuss significant initiatives in US environmental management and look toward corporate sustainable development.

The architecture describes a protocol for establishing a shared encryption key among an authenticated and authorized collection of network entities. Group access requires one or more authorization certificates. The implementation includes a simple public key and certificate infrastructure. Multicast is used for some of the key management messages. An application programming interface multiplexes key management and user application messages.     As most utilities in the world, Research and Test Reactors (RTR) operators are currently facing two challenges regarding the fuel, in order to comply with local safety and waste management requirements as well as global non-proliferation obligation: - How to manage used fuel today, and - How fuel design changes that are currently under development will influence used fuel management. AREVA-La-Hague plant has a large experience in used fuel recycling, including traditional RTR fuel (UAl). Based on that experience and deep knowledge of RTR fuel manufacturing, AREVA is currently examining possible options to cope with both challenges. This paper describes the current experience of AREVA-La-Hague in UAl used fuels recycling and its plan to propose recycling for various types of fuels such as U{sub 3}Si{sub 2} fuel or UMo fuel on an industrial scale.     CH2M HILL Plateau Remediation Company (CH2M HILL) is the U.S. Department of Energy (DOE) prime contractor responsible for the environmental cleanup of the Hanford Site Central Plateau. As part of this responsibility, the CH2M HILL is faced with the task of complying with thousands of environmental requirements which originate from over 200 federal, state, and local laws and regulations, DOE Orders, waste management and effluent discharge permits, Comprehensive Environmental Response, Compensation, and Liability Act (CERCLA) response and Resource Conservation and Recovery Act (RCRA) corrective action documents, and official regulatory agency correspondence. The challenge is to manage this vast number of requirements to ensure they are appropriately and effectively integrated into CH2M HILL operations. Ensuring compliance with a large number of environmental requirements relies on an organization’s ability to identify, evaluate, communicate, and verify those requirements. To ensure that compliance is maintained, all changes need to be tracked. The CH2M HILL identified that the existing system used to manage environmental requirements was difficult to maintain and that improvements should be made to increase functionality. CH2M HILL established an environmental requirements management procedure and tools to assure that all environmental requirements are effectively and efficiently managed. Having a complete and accurate set of environmental requirements applicable to CH2M HILL operations will promote a more efficient approach to: • Communicating requirements • Planning work • Maintaining work controls • Maintaining compliance

SRMs support protocol negotiation and reliable replication mechanism. The SRM standard supports independent SRM implementations, allowing for a uniform access to heterogeneous storage elements. SRMs allow site-specific policies at each location. Resource Reservations made through SRMs have limited lifetimes and allow for automatic collection of unused resources thus preventing clogging of storage systems with ''orphan'' files. At Fermilab, data handling systems use the SRM management interface to the dCache Distributed Disk Cache [5,6] and the Enstore Tape Storage System [15] as key components to satisfy current and future user requests [4]. The SAM project offers the SRM interface for its internal caches as well.

    Oil field management systems and methods for managing operation of one or more wells producing a high void fraction multiphase flow. The system includes a differential pressure flow meter which samples pressure readings at various points of interest throughout the system and uses pressure differentials derived from the pressure readings to determine gas and liquid phase mass flow rates of the high void fraction multiphase flow. One or both of the gas and liquid phase mass flow rates are then compared with predetermined criteria. In the event such mass flow rates satisfy the predetermined criteria, a well control system implements a correlating adjustment action respecting the multiphase flow. In this way, various parameters regarding the high void fraction multiphase flow are used as control inputs to the well control system and thus facilitate management of well operations.

In its preferred embodiment, the purge water management system comprises an expandable container, a transportation system, and a return system. The purge water management system is connected to a wellhead sampling configuration, typically permanently installed at the well site. A pump, positioned with the monitoring well, pumps groundwater through the transportation system into the expandable container, which expands in direct proportion with volume of groundwater introduced, usually three or four well volumes, yet prevents the groundwater from coming into contact with the oxygen in the air. After this quantity of groundwater has been removed from the well, a sample is taken from a sampling port, after which the groundwater in the expandable container can be returned to the monitoring well through the return system. The purge water management system prevents the purge water from coming in contact with the outside environment, especially oxygen, which might cause the constituents of the groundwater to oxidize. Therefore, by introducing the purge water back into the monitoring well, the necessity of dealing with the purge water as a hazardous waste under the Resource Conservation and Recovery Act is eliminated.

    Two new cobalt phosphites, (H{sub 3}NC{sub 6}H{sub 4}NH{sub 3})Co(HPO{sub 3}){sub 2} (1) and (NH{sub 4}){sub 2}Co{sub 2}(HPO{sub 3}){sub 3} (2), have been synthesized and characterized by single-crystal X-ray diffraction. All the cobalt atoms of 1 are in tetrahedral CoO{sub 4} coordination. The structure of 1 comprises twisted square chains of four-rings, which contain alternating vertex-shared CoO{sub 4} tetrahedra and HPO{sub 3} groups. These chains are interlinked with trans-1,4-diaminocyclohexane cations by hydrogen bonds. The 2-D structure of 2 comprises anionic complex sheets with ammonium cations present between them. An anionic complex sheet contains three-deck phosphite units, which are interconnected by Co{sub 2}O{sub 9} to form complex layers. Magnetic susceptibility measurements of 1 and 2 showed that they have a weak antiferromagnetic interaction. - Graphical abstract: The 2-D structure of (NH{sub 4}){sub 2}Co{sub 2}(HPO{sub 3}){sub 3} comprises anionic complex sheets with ammonium cations present between them. Because of local water shortages, there is interest in drip irrigation, setting aside more land for reservoirs, and other conservation techniques to ensure adequate supplies for industrial development and economic growth. American faith in technology has led to schemes for desalination, cloud seeding, iceberg towing, and aquifer recharging, as well as the existing system of dams.     Soil organic matter (S)M) is an essential attribute of soil quality with a key role in soil conservation and sustainable agriculture. Many practices-some involving land use changes-have been shown to increase SOM and thus received considerable attention for their possible role in climate change mitigation. Carbon sequestration in managed soils occurs when there is a net removal of atmospheric CO2 because of the balance between carbon inputs (net primary productivity) and outputs (soil respiration, management-related C emissions). Soil C sequestration has the additional appeal that all its practices conform to principles of sustainable agriculture (e.g., reduced tillage, erosion control, diverse cropping systems, improved soil fertility). Long-term field experiments have been instrumental to increase our understanding of SOM dynamics. This chapter presents fundamental concepts to guide readers on the role of SOM in sustainable agriculture and climate change mitigation.

    The Office of Environmental Management (EM) has been delegated the responsibility for the Department of Energy`s (DOE`s) cleanup of the nuclear weapons complex. The nature and magnitude of the waste management and environmental remediation problem requires the identification of technologies and scientific expertise from domestic and foreign sources. Within the United States, operational DOE facilities, as well as the decontamination and decommissioning of inactive facilities, have produced significant amounts of radioactive, hazardous, and mixed wastes. In order to ensure worker safety and the protection of the public, DOE must: (1) assess, remediate, and monitor sites and facilities; (2) store, treat, and dispose of wastes from past and current operations; and (3) develop and implement innovative technologies for environmental restoration and waste management. The EM directive necessitates looking beyond domestic capabilities to technological solutions found outside US borders. Following the collapse of the Soviet regime, formerly restricted elite Soviet scientific expertise became available to the West. EM has established a cooperative technology development program with Russian scientific institutes that meets domestic cleanup objectives by: (1) identifying and accessing Russian EM-related technologies, thereby leveraging investments and providing cost-savings; (2) improving access to technical information, scientific expertise, and technologies applicable to EM needs; and (3) increasing US private sector opportunities in Russian in EM-related areas.

    In support of the US Nuclear Regulatory Commission (NRC) Accident Management Research Program, a methodology has been developed for identifying the plant information needs necessary for personnel involved in the management of an accident to diagnose that an accident is in progress, select and implement strategies to prevent or mitigate the accident, and monitor the effectiveness of these strategies. This report describes the methodology and presents an application of this methodology to a Pressurized Water Reactor (PWR) with a large dry containment. A risk-important severe accident sequence for a PWR is used to examine the capability of the existing measurements to supply the necessary information. The method includes an assessment of the effects of the sequence on the measurement availability including the effects of environmental conditions. The information needs and capabilities identified using this approach are also intended to form the basis for more comprehensive information needs assessment performed during the analyses and development of specific strategies for use in accident management prevention and mitigation. 3 refs., 16 figs., 7 tabs.

    ''Legacy Management Requires Information'' describes the goal(s) of the US Department of Energy's Office of Legacy Management (LM) relative to maintaining critical records and the way those goals are being addressed at Hanford. The paper discusses the current practices for document control, as well as the use of modern databases for both storing and accessing the data to support cleanup decisions. In addition to the information goals of LM, the Hanford Federal Facility Agreement and Consent Order, known as the ''Tri-Party Agreement'' (TPA) is one of the main drivers in documentation and data management. The TPA, which specifies discrete milestones for cleaning up the Hanford Site, is a legally binding agreement among the US Department of Energy (DOE), the Washington State Department of Ecology (Ecology), and the US Environmental Protection Agency (EPA). The TPA requires that DOE provide the lead regulatory agency with the results of analytical laboratory and non-laboratory tests/readings to help guide them in making decisions. The Agreement also calls for each signatory to preserve--for at least ten years after the Agreement has ended--all of the records in its or its contractors, possession related to sampling, analysis, investigations, and monitoring conducted. The tools used at Hanford to meet TPA requirements are also the tools that can satisfy the needs of LM.

    At the request of the Department of Energy`s (DOE) Information Management (IM) Council, IM representatives from nearly all Headquarters (HQ) organizations have been meeting over the past year as the Corporate Guidance Group (CGG) to develop useful and sound corporate information management (IM) guidance. The ability of the Department`s IM community to develop such unified guidance continues to be critical to the success of future Departmental IM planning processes and the establishment of a well-coordinated IM environment between Headquarters and field organizations. This report, with 26 specific corporate IM guidance items documented and unanimously agreed to, as well as 12 items recommended for further development and 3 items deferred for future consideration, represents a highly successful effort by the IM community. The effort has proven that the diverse DOE organizations can put aside individual preferences and work together towards a common and mutually beneficial goal. In examining most areas and issues associated with information management in the Department, they have developed specific, far-reaching, and useful guidance. The IM representatives recommend that the documented guidance items provided in this report and approved by the DOE IM Council be followed by all IM organizations. The representatives also strongly recommend that the guidance process developed by the CGG be the single process for developing corporate IM guidance.

    Executive Order 13423, Strengthening Federal Environmental, Energy, and Transportation Management establishes the policy that Federal agencies conduct their environmental, transportation, and energy-related activities in a manner that is environmentally, economically and fiscally sound, integrated, continually improving, efficient, and sustainable. The Department of Energy (DOE) has approved DOE Order 450.1A, Environmental Protection Program and DOE Order 430.2B, Departmental Energy, Renewable Energy and Transportation Management as the means of achieving the provisions of this Executive Order. DOE Order 450.1A mandates the development of Environmental Management Systems (EMS) to implement sustainable environmental stewardship practices that: (1) Protect the air, water, land, and other natural and cultural resources potentially impacted by facility operations; (2) Meet or exceed applicable environmental, public health, and resource protection laws and regulations; and (3) Implement cost-effective business practices. In addition, the DOE Order 450.1A mandates that the EMS must be integrated with a facility's Integrated Safety Management System (ISMS) established pursuant to DOE P 450.4, 'Safety Management System Policy'. DOE Order 430.2B mandates an energy management program that considers energy use and renewable energy, water, new and renovated buildings, and vehicle fleet activities. The Order incorporates the provisions of the Energy Policy Act of 2005 and Energy Independence and Security Act of 2007. The Order also includes the DOE's Transformational Energy Action Management initiative, which assures compliance is achieved through an Executable Plan that is prepared and updated annually by Lawrence Berkeley National Laboratory (LBNL, Berkeley Lab, or the Laboratory) and then approved by the DOE Berkeley Site Office. At the time of this revision to the EMS plan, the 'FY2009 LBNL Sustainability Executable Plan' represented the most current Executable Plan. These

    This report evaluates two management alternatives for Department of Energy depleted uranium: continued storage as uranium hexafluoride, and conversion to uranium metal and fabrication to shielding for spent nuclear fuel containers. The results will be used to compare the costs with other alternatives, such as disposal. Cost estimates for the continued storage alternative are based on a life-cycle of 27 years through the year 2020. Cost estimates for the recycle alternative are based on existing conversion process costs and Capital costs for fabricating the containers. Additionally, the recycle alternative accounts for costs associated with intermediate product resale and secondary waste disposal for materials generated during the conversion process.

Various PSM models, including those by the Center for Chemical Process Safety (CCPS), the American Petroleum Institute (API), the Chemical Manufacturers Association (CMA) and OSHA have emerged to guide the design, development and installation of these systems. These models represent distillations of the practices, methods and procedures successfully used by those who believed that a strong correlation exists between sound PSM practices and achieving reductions in the frequency and severity of process incidents. This paper describes the progress of CCPS research toward developing a PSM performance measurement model. It also provides a vision for future CCPS research to define effectiveness indices.

This document describes the LBNL Issues Management Program and prescribes the process for issues identification, tracking, resolution, closure, validation, and effectiveness of corrective actions. Issues that are governed by this program include program and performance deficiencies or nonconformances that may be identified through employee discovery, internal or external oversight assessment findings, suggested process improvements and associated actions that require formal corrective action. Issues may also be identified in and/or may result in Root Cause Analysis (RCA) reports, Price Anderson Amendment Act (PAAA) reports, Occurrence Reporting and Processing System (ORPS) reports, Accident Investigation reports, assessment reports, and External Oversight reports. The scope of these issues may include issues of both high and low significance as well as adverse conditions that meet the reporting requirements of the University of California (UC) Assurance Plan for LBNL or other reporting entities (e.g., U.S. Environmental Protection Agency, U.S. Department of Energy). Prime contractor Sypris Electronics, in collaboration with Oak Ridge National Laboratories (ORNL), Electric Power Research Institute (EPRI), Valicore Technologies, and Purdue University's Center for Education and Research in Information Assurance and Security (CERIAS) and Smart Meter Integration Laboratory (SMIL), has designed, developed and evaluated the CKMS solution. We provide an overview of the project in Section 3, review the core contributions of all contractors in Section 4, and discuss bene ts to the DOE in Section 5.     We give a brief review of two nonperturbative phenomena typical of noncommutative field theory which are known to lead to the perturbative instability known as the UV-IR mixing. The first phenomena concerns the emergence/evaporation of spacetime geometry in matrix models which describe perturbative noncommutative gauge theory on fuzzy backgrounds. In particular we show that the transition from a geometrical background to a matrix phase makes the description of noncommutative gauge theory in terms of fields via the Weyl map only valid below a critical value g*. The second phenomena concerns the appearance of a nonuniform ordered phase in noncommutative scalar {phi}{sup 4} field theory and the spontaneous symmetry breaking of translational/rotational invariance which happens even in two dimensions. We argue that this phenomena also originates in the underlying matrix degrees of freedom of the noncommutative field theory. Furthermore it is conjectured that in addition to the usual WF fixed point at {theta} = 0 there must exist a novel fixed point at {theta} = {infinity} corresponding to the quartic hermitian matrix model.
