    Automatic Weather Stations (AWSs) are systems equipped with a number of environmental sensors and communication interfaces used to monitor harsh environments, such as glaciers and deserts. Designing such systems is challenging, since designers have to maximize the amount of sampled and transmitted data while considering the energy needs of the system that, in most cases, is powered by rechargeable batteries and exploits energy harvesting, e.g., solar cells and wind turbines. To support designers of AWSs in the definition of the software tasks and of the hardware configuration of the AWS we designed and implemented an energy-aware simulator of such systems. The simulator relies on the Stochastic Activity Networks (SANs) formalism and has been developed using the Mbius tool. In this paper we first show how we used the SAN formalism to model the various components of an AWS, we then report results from an experiment carried out to validate the simulator against a real-world AWS and we finally show some examples of usage of the proposed simulator.

    Monthly averaged data is presented which describes the availability of solar radiation at 248 National Weather Service stations. Monthly and annual average daily insolation and temperature values have been computed from a base of 24 to 25 years of data. Average daily maximum, minimum, and monthly temperatures are provided for most locations in both Celsius and Fahrenheit. Heating and cooling degree-days were computed relative to a base of 18.3/sup 0/C (65/sup 0/F). For each station, global anti K/sub T/ (cloudiness index) were calculated on a monthly and annual basis.     This document constitutes an addendum to the August 2001, Corrective Action Decision Document / Closure Report for Corrective Action Unit 321: Area 22 Weather Station Fuel Storage as described in the document Recommendations and Justifications for Modifications for Use Restrictions Established under the U.S. Department of Energy, National Nuclear Security Administration Nevada Site Office Federal Facility Agreement and Consent Order (UR Modification document) dated February 2008. The UR Modification document was approved by NDEP on February 26, 2008. The approval of the UR Modification document constituted approval of each of the recommended UR modifications. In conformance with the UR Modification document, this addendum consists of: • This cover page that refers the reader to the UR Modification document for additional information • The cover and signature pages of the UR Modification document • The NDEP approval letter • The corresponding section of the UR Modification document This addendum provides the documentation justifying the cancellation of the UR for CAS 22-99-05, Fuel Storage Area. This UR was established as part of a Federal Facility Agreement and Consent Order (FFACO) corrective action and is based on the presence of contaminants at concentrations greater than the action levels established at the time of the initial investigation (FFACO, 1996; as amended August 2006). Since this UR was established, practices and procedures relating to the implementation of risk-based corrective actions (RBCA) have changed. Therefore, this UR was re-evaluated against the current RBCA criteria as defined in the Industrial Sites Project Establishment of Final Action Levels (NNSA/NSO, 2006c). This re-evaluation consisted of comparing the original data (used to define the need for the UR) to risk-based final action levels (FALs) developed using the current Industrial Sites RBCA process. The re-evaluation resulted in a recommendation to remove the UR because

    Weather modification, the intentional altering of atmospheric conditions to suit the purposes of humankind, has five basic forms: (1) fog dissipation; (2) rain and snow enhancement; (3) hail suppression; (4) lightning suppression; and (5) the abatement of severe storms such as hurricanes and tornadoes. The dissipation of fog and the seeding of clouds with dry ice or silver iodide to produce rain are the most successful weather modification techniques. Both are used extensively and with varying degrees of success in the United States and around the world. Cloud seeding, though, is not effective in easing the harshness of a drought, such as the one that hit the Southwest, Midwest and Great Plains this summer.

    Crop yield forecasts provide useful information to a range of users. Yields for several crops in California are currently forecast based on field surveys and farmer interviews, while for many crops official forecasts do not exist. As broad-scale crop yields are largely dependent on weather, measurements from existing meteorological stations have the potential to provide a reliable, timely, and cost-effective means to anticipate crop yields. We developed weather-based models of state-wide yields for 12 major California crops (wine grapes, lettuce, almonds, strawberries, table grapes, hay, oranges, cotton, tomatoes, walnuts, avocados, and pistachios), and tested their accuracy using cross-validation over the 1980-2003 period. Many crops were forecast with high accuracy, as judged by the percent of yield variation explained by the forecast, the number of yields with correctly predicted direction of yield change, or the number of yields with correctly predicted extreme yields. The most successfully modeled crop was almonds, with 81% of yield variance captured by the forecast. Predictions for most crops relied on weather measurements well before harvest time, allowing for lead times that were longer than existing procedures in many cases.

    Aging and weathering can reduce the solar reflectance of cool roofing materials. This paper summarizes laboratory measurements of the solar spectral reflectance of unweathered, weathered, and cleaned samples collected from single-ply roofing membranes at various sites across the United States. Fifteen samples were examined in each of the following six conditions: unweathered; weathered; weathered and brushed; weathered, brushed and then rinsed with water; weathered, brushed, rinsed with water, and then washed with soap and water; and weathered, brushed, rinsed with water, washed with soap and water, and then washed with an algaecide. Another 25 samples from 25 roofs across the United States and Canada were measured in their unweathered state, weathered, and weathered and wiped. We document reduction in reflectivity resulted from various soiling mechanisms and provide data on the effectiveness of various cleaning approaches. Results indicate that although the majority of samples after being washed with detergent could be brought to within 90% of their unweathered reflectivity, in some instances an algaecide was required to restore this level of reflectivity.

    The SRS Doppler Weather System consists of a Doppler Server, A Master Server (also known as the Weather Server), several Doppler Slave Servers, and client-side software program called the Doppler Radar Client. This system is used to display near rel-time images taken from the SRS Weather Center's Doppler Radar computer. The Doppler Server is software that resides on the SRS Doppler Computer. It gathers raw data, 24-bit color weather images via screen scraping ever fivemore » minutes as requested by the Master Server. The Doppler Server then reduces the 24-bit color images to 8-bit color using a fixed color table for analysis and compression. This preserves the fidelity of the image color and arranges the colors in specific order for display. At the time of color reduction, the white color used for the city names on the background images are remapped to a different index (color) of white that the white on the weather scale. The Weather Server places a time stamp on the image, then compresses the image and passes it to all Doppler Slave servers. Each of the Doppler Slave servers mainitain a circular buffer of the eight most current images representing the last 40 minutes of weather data. As a new image is added, the oldest drops off. The Doppler Radar Client is an optional install program for any site-wide workstation. When a Client session is started, the Client requests Doppler Slave server assignment from the Master Server. Upon its initial request to the Slave Server, the Client obtains all eight current images and maintains its own circular buffer, updating its images every five minutes as the Doppler Slave is updated. Three background reference images are stored as part of the Client. The Client brings up the appropriate background image, decompresses the doppler data, and displays the doppler data on the background image.« less

  15. Weather pattern climatology of the Great Plains and the related wind regime

    The meteorology of the Great Plains can be described as a constant progression of air masses, fronts and cyclonic storm systems. Each of these meteorological conditions can be characterized by identifiable isobaric and related weather parameter patterns. Nine such patterns have been defined to type the weather patterns in the Great Plains. Time series of weather pattern types were produced for 62 stations on the Great Plains. Statistical analyses of these time series produced annual and seasonal frequencies of occurrence of the weather pattern types. Maps of the annual and seasonal frequency of occurrence of weather pattern type are presented for the Great Plains. Persistence and alternation frequencies match what is expected for traveling temperate latitude cyclones, anticyclones and fronts. The wind regime for stations at which the anemometer height and location was constant (and known) for a minimum of three consecutive years was stratified by weather pattern type. Statistical analyses were made to show the response of the wind to the large-scale distribution of air pressure associated with a weather pattern type. The response of the wind to the weather pattern is a site-specific result of the interaction of the large-scale meteorology with local terrain, surface roughness and atmospheric stability.     In recent years, calibrated energy modeling of residential and commercial buildings has gained importance in a retrofit-dominated market. Accurate weather data plays an important role in this calibration process and projected energy savings. It would be ideal to measure weather data at the building location to capture relevant microclimate variation but this is generally considered cost-prohibitive. There are data sources publicly available with high temporal sampling rates but at relatively poor geospatial sampling locations. To overcome this limitation, there are a growing number of service providers that claim to provide real time and historical weather data for 20-35 km2 grid across the globe. Unfortunately, there is limited documentation from 3rd-party sources attesting to the accuracy of this data. This paper compares provided weather characteristics with data collected from a weather station inaccessible to the service providers. Monthly average dry bulb temperature; relative humidity; direct, diffuse and horizontal solar radiation; and wind speed are statistically compared. Moreover, we ascertain the relative contributions of each weather variable and its impact on building loads. Annual simulations are calculated for three different building types, including a closely monitored and automated energy efficient research building. The comparison shows that the difference for an individual variable can be as high as 90%. In addition, annual building energy consumption can vary by 7% while monthly building loads can vary by 40% as a function of the provided location s weather data.

    This report presents a summary of the studies and analyses that compose the retrospective evaluation of the U.S. Department of Energy s low-income Weatherization Assistance Program (WAP). WAP provides grants to Grantees (i.e., states) that then provide grants to Subgrantees (i.e., local weatherization agencies) to weatherize low-income homes. This evaluation focused on the WAP Program Year 2008. The retrospective evaluation produced twenty separate reports, including this summary. Four separate reports address the energy savings, energy cost savings, and cost effectiveness of WAP across four housing types: single family, mobile home, small multifamily, and large multifamily. Other reports address the environmental emissions, macroeconomic, and health and household-related benefits attributable to WAP, and characterize the program, its recipients, and those eligible for the program. Major field studies are also summarized, including a major indoor air quality study and a follow-up ventilation study, an in-depth in-field assessment of weatherization work and quality, and a study that assesses reasons for variations in energy savings across homes. Results of surveys of weatherization staff, occupants, occupants satisfaction with weatherization services provided, and weatherization trainees are summarized. Lastly, this report summarizes a set of fifteen case studies of high-performing and unique local weatherization agencies.

The proposed project will recruit, train and hire two full-time weatherization technicians who will improve the energy efficiency of homes of Alaska Natives/American Indians residing in the Indian areas, within the Cook Inlet Region of Alaska. The Region includes Anchorage as well as 8 small tribal villages: The Native Villages of Eklutna, Knik, Chickaloon, Seldovia, Ninilchik, Kenaitze, Salamatof, and Tyonek. This project will be a partnership between three entities, with Cook Inlet Tribal Council (CITC) as the lead agency: CITCA's Employment and Training Services Department, Cook Inlet Housing Authority and Alaska Works Partnership. Additionally, six of the eight tribal villages within the Cook Inlet Region of Alaska have agreed to work with the project in order to improve the energy efficiency of their tribally owned buildings and homes. The remaining three villages will be invited to participate in the establishment of an intertribal consortium through this project. Tribal homes and buildings within Anchorage fall under Cook Inlet Region, Inc. (CIRI) tribal authority.

    The US Coast Guard Station, Fort Point is located three-quarters of a nautical mile southeast of the Golden Gate Strait, the entrance to San Francisco Bay. The existing storm wave conditions at Fort Point Station pier make it extremely dangerous for the SAR crews to get on and off the Motor Life Boats at times requiring the vessels to be moored at the San Francisco Yacht Harbor about 1.5 miles east of the Fort Point Station. To mitigate these harsh working conditions the US Coast Guard is considering the feasibility of constructing suitable all-weather moorings for the three Motor Life Boats at the Fort Point Station to enable unimpeded SAR operations, to provide safe working conditions for Coast Guard small boat crews, and to improve small boat maintenance conditions at Fort Point Station. The purpose of this report is to identify, analyze and evaluate physical environmental factors that could affect all-weather moorings siting, configuration and entrance location, as well as potential post construction alterations to littoral conditions and processes. This report includes a description of the site, description of pertinent littoral processes, evaluation of how these processes could affect construction of all-weather moorings, and discussion of design considerations, as well as mitigation measures to minimize potential adverse effects to the physical environment. 19 references, 27 figures, 26 tables.

    WeatherMaker is a weather-data utility for use with the ENERGY-10 design-tool computer program. The three main features are: Convert--Weather files can be converted from one format to another. For example, a TMY2 format file can be converted to an ENERGY-10 binary file that can be used in a simulation. This binary file can then be converted to a text format that allows it to be read and/or manipulated in WordPad or Excel. Evaluate--ENERGY-10 weather files can be studied in great detail. There are 8 graphical displays of the data that provide insight into the data, and a summary tables that presents results calculated from the hourly data. Adjust--Hourly temperature data can be adjusted starting with hourly data from a nearby TMY2 site. Dry-bulb and wet-bulb temperatures are adjusted up or down as required to match given monthly statistics. This feature can be used to generate weather files for any of 3,958 sites in the US where such monthly statistics are tabulated. The paper shows a variety of results, explains the methods used, and discusses the rationale for making the adjustments. It is anticipated that WeatherMaker will be released by the time of the ASES Solar 99 conference.

    The following is a synopsis of the major achievements attributed to the operation of the Weatherization Assistance Program Technical Assistance Center (WAPTAC) by the National Association for State Community Services Programs (NASCSP). During the past five years, the WAPTAC has developed into the premier source for information related to operating the Weatherization Assistance Program (WAP) at the state and local levels. The services provide through WAPTAC include both virtual technical support as well as hands-on training and instruction in classroom and in the field. The WAPTAC achieved several important milestones during its operation including the establishment of a national Weatherization Day now celebrated in most states, the implementation of a comprehensive Public Information Campaign (PIC) to raise the awareness of the Program among policy makers and the public, the training of more than 150 new state managers and staff as they assume their duties in state offices around the country, and the creation and support of a major virtual information source on the Internet being accessed by thousands of staff each month. The Weatherization Assistance Program Technical Assistance Center serves the Department of Energy's (DOE) Office of Weatherization and Intergovernmental Program as a valuable training and technical assistance resource for the network of 54 direct state grantees (50 states, District of Columbia and three Native American tribes) and the network of 900 local subgrantees (comprised of community action agencies, units of local government, and other non-profit organizations). The services provided through WAPTAC focus on standardizing and improving the daily management of the WAP. Staff continually identify policies changes and best practices to help the network improve its effectiveness and enhance the benefits of the Program for the customers who receive service and the federal and private investors.     Calling the numerical models that we use for simulations of climate change 'climate models' is a bit of a misnomer. These 'general circulation models' (GCMs, AKA global climate models) and their cousins the 'regional climate models' (RCMs) are actually physically-based weather simulators. That is, these models simulate, either globally or locally, daily weather patterns in response to some change in forcing or boundary condition. These simulated weather patterns are then aggregated into climate statistics, very much as we aggregate observations into 'real climate statistics'. Traditionally, the output of GCMs has been evaluated using climate statistics, as opposed to their ability to simulate realistic daily weather observations. At the coarse global scale this may be a reasonable approach, however, as RCM's downscale to increasingly higher resolutions, the conjunction between weather and climate becomes more problematic. We present results from a series of present-day climate simulations using the WRF ARW for domains that cover North America, much of Latin America, and South Asia. The basic domains are at a 12 km resolution, but several inner domains at 4 km have also been simulated. These include regions of complex topography in Mexico, Colombia, Peru, and Sri Lanka, as well as a region of low topography and fairly homogeneous land surface type (the U.S. Great Plains). Model evaluations are performed using standard climate analyses (e.g., reanalyses; NCDC data) but also using time series of daily station observations. Preliminary results suggest little difference in the assessment of long-term mean quantities, but the variability on seasonal and interannual timescales is better described. Furthermore, the value-added by using daily weather observations as an evaluation tool increases with the model resolution.

    In 1990, DOE initiated a nationwide evaluation of its Weatherization Program, with assistance from Oak Ridge National Laboratory and an advisory group of 40 weatherization professionals, program managers, and researchers. The evaluation is comprised of three impact studies covering the Program`s major market segments: Single-family homes, mobile homes, and dwellings in small (2 to 4-unit) multifamily buildings (the Single-Family Study), Single-family homes heated primarily with fuel oil (the Fuel-Oil Study), and Dwellings in buildings with five or more units (the Multifamily Study). The Single-Family Study, the subject of this report, is a critical part of this coordinated evaluation effort. Its focus on single-family dwellings, mobile homes, and dwellings in small multifamily buildings covers 83% of the income-eligible population and 96% of the dwellings weatherized during Program Year 1989. The first phase of the Single-Family Study involved the analysis of a massive data base of information collected from 368 local weatherization agencies and 543 electric and gas utilities. This analysis resulted in energy-saving and cost-effectiveness estimates for the Weatherization Program and the identification of a set of ten high-performing agencies located throughout the country. The second phase, which is the subject of this report, involves a ``process`` evaluation of these ten high performers, aimed at identifying those weatherization practices that explain their documented success.

    The transition to hydrogen-powered vehicles requires detailed technical and economic analyses of all aspects of hydrogen infrastructure, including refueling stations. The cost of such stations is a major contributor to the delivered cost of hydrogen. Hydrogen refueling stations require not only dispensers to transfer fuel onto a vehicle, but also an array of such ancillary equipment as a cascade charging system, storage vessels, compressors and/or pumps/evaporators. This paper provides detailed information on design requirements for gaseous and liquid hydrogen refueling stations and their associated capital and operating costs, which in turn impact hydrogen selling price at various levels of hydrogen demand. It summarizes an engineering economics approach which captures the effect of variations in station size, seasonal, daily and hourly demand, and alternative dispensing rates and pressures on station cost. Tradeoffs in the capacity of refueling station compressors, storage vessels, and the cascade charging system result in many possible configurations for the station. Total costs can be minimized by optimizing that configuration. Using a methodology to iterate among the costs of compression, storage and cascade charging, it was found that the optimum hourly capacity of the compressor is approximately twice the station's average hourly demand, and the optimum capacity of the cascade charging system is approximately 15% of the station's average daily demand. Further, for an hourly demand profile typical of today's gasoline stations, onsite hydrogen storage equivalent to at least 1/3 of the station's average daily demand is needed to accommodate peak demand.

    The Shippingport Atomic Power Station was located on the Ohio River in Shippingport Borough (Beaver County), Pennsylvania, USA. The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station's responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

    The Weatherization Leveraging Partnership Project was established to provide three types of technical assistance support to W.A.P. network organizations seeking to achieve the Weatherization Plus goal of expanding their non-federal resources. It provided: (1) Analysis that profiled W.A.P.-eligible household energy characteristics and finances for all in determining efficiency investment targets and goals; (2) Detailed information on leveraged partnerships linked from many sources and created a website with finding aids to meet the needs the network identified. There are five major market segments with related, but different, technical assistance needs; (3) Direct, sustained assistance in preparing strategies, analyses, and communications for a limited set of local network initiatives that were in early stages of initiating or changing their resource expansion strategies. The Project identified trends in the challenges that weatherizers initiatives encountered; it designed materials and tools, including the dynamic www.weatherizationplus.org website, to meet the continuing and the emerging needs.

    Photovoltaic (PV) system performance depends on both the quality of the system and the weather. One simple way to communicate the system performance is to use the performance ratio (PR): the ratio of the electricity generated to the electricity that would have been generated if the plant consistently converted sunlight to electricity at the level expected from the DC nameplate rating. The annual system yield for flat-plate PV systems is estimated by the product of the annual insolation in the plane of the array, the nameplate rating of the system, and the PR, which provides an attractive way to estimate expected annual system yield. Unfortunately, the PR is, again, a function of both the PV system efficiency and the weather. If the PR is measured during the winter or during the summer, substantially different values may be obtained, making this metric insufficient to use as the basis for a performance guarantee when precise confidence intervals are required. This technical report defines a way to modify the PR calculation to neutralize biases that may be introduced by variations in the weather, while still reporting a PR that reflects the annual PR at that site given the project design and the project weather file. This resulting weather-corrected PR gives more consistent results throughout the year, enabling its use as a metric for performance guarantees while still retaining the familiarity this metric brings to the industry and the value of its use in predicting actual annual system yield. A testing protocol is also presented to illustrate the use of this new metric with the intent of providing a reference starting point for contractual content.

    Hydrogen fueling stations are an essential element in the practical application of hydrogen as a vehicle fuel, and a number of issues such as safety, efficiency, design, and operating procedures can only be accurately addressed by a practical demonstration. Regardless of whether the vehicle is powered by an internal combustion engine or fuel cell, or whether the vehicle has a liquid or gaseous fuel tank, the fueling station is a critical technology which is the link between the local storage facility and the vehicle. Because most merchant hydrogen delivered in the US today (and in the near future) is in liquid form due to the overall economics of production and delivery, we believe a practical refueling station should be designed to receive liquid. Systems studies confirm this assumption for stations fueling up to about 300 vehicles. Our fueling station, aimed at refueling fleet vehicles, will receive hydrogen as a liquid and dispense it as either liquid, high pressure gas, or low pressure gas. Thus, it can refuel any of the three types of tanks proposed for hydrogen-powered vehicles -- liquid, gaseous, or hydride. The paper discusses the fueling station design. Results of a numerical model of liquid hydrogen vehicle tank filling, with emphasis on no vent filling, are presented to illustrate the usefulness of the model as a design tool. Results of our vehicle performance model illustrate our thesis that it is too early to judge what the preferred method of on-board vehicle fuel storage will be in practice -- thus our decision to accommodate all three methods.

    The Western Area Power Administration (Western) proposes to construct, operate, and maintain a new Kiowa Creek Switching Station near Orchard in Morgan County, Colorado. Kiowa Creek Switching Station would consist of a fenced area of approximately 300 by 300 feet and contain various electrical equipment typical for a switching station. As part of this new construction, approximately one mile of an existing 115-kilovolt (kV) transmission line will be removed and replaced with a double circuit overhead line. The project will also include a short (one-third mile) realignment of an existing line to permit connection with the new switching station. In accordance with the Council on Environmental Quality (CEQ) regulations for implementing the procedural provisions of the National Environmental Policy Act of 1969 (NEPA), 40 CFR Parts 1500--1508, the Department of Energy (DOE) has determined that an environmental impact statement (EIS) is not required for the proposed project. This determination is based on the information contained in this environmental assessment (EA) prepared by Western.     Hydrogen is an environmentally attractive transportation fuel that has the potential to displace fossil fuels. The Freedom CAR and Freedom FUEL initiatives emphasize the importance of hydrogen as a future transportation fuel. Presently, Las Vegas has one hydrogen fueling station powered by natural gas. However, the use of traditional sources of energy to produce hydrogen does not maximize the benefit. The hydrogen fueling station developed under this grant used electrolysis units and solar energy to produce hydrogen fuel. Water and electricity are furnished to the unit and the output is hydrogen and oxygen. Three vehicles were converted to utilize the hydrogen produced at the station. The vehicles were all equipped with different types of technologies. The vehicles were used in the day-to-day operation of the Las Vegas Valley Water District and monitoring was performed on efficiency, reliability and maintenance requirements. The research and demonstration utilized for the reconfiguration of these vehicles could lead to new technologies in vehicle development that could make hydrogen-fueled vehicles more cost effective, economical, efficient and more widely used. In order to advance the development of a hydrogen future in Southern Nevada, project partners recognized a need to bring various entities involved in hydrogen development and deployment together as a means of sharing knowledge and eliminating duplication of efforts. A road-mapping session was held in Las Vegas in June 2006. The Nevada State Energy Office, representatives from DOE, DOE contractors and LANL, NETL, NREL were present. Leadership from the National hydrogen Association Board of Directors also attended. As a result of this session, a roadmap for hydrogen development was created. This roadmap has the ability to become a tool for use by other road-mapping efforts in the hydrogen community. It could also become a standard template for other states or even countries to approach planning for a hydrogen

    This paper discusses the concept of battery charging stations (BCSs), designed to service rural owners of battery power sources. Many such power sources now are transported to urban areas for recharging. A BCS provides the opportunity to locate these facilities closer to the user, is often powered by renewable sources, or hybrid systems, takes advantage of economies of scale, and has the potential to provide lower cost of service, better service, and better cost recovery than other rural electrification programs. Typical systems discussed can service 200 to 1200 people, and consist of stations powered by photovoltaics, wind/PV, wind/diesel, or diesel only.     The multifamily case studies that are the subject of this report were conducted to provide a better understanding of the approach taken by program operators in weatherizing large buildings. Because of significant variations in building construction and energy systems across the country, five states were selected based on their high level of multifamily weatherization. This report summarizes findings from case studies conducted by multifamily weatherization operations in five cities. The case studies were conducted between January and November 1994. Each of the case studies involved extensive interviews with the staff of weatherization subgrantees conducting multifamily weatherization, the inspection of 4 to 12 buildings weatherized between 1991 and 1993, and the analysis of savings and costs. The case studies focused on innovative techniques which appear to work well.

    This document describes a database containing daily measurements of snow depth at 195 National Weather Service (NWS) first-order climatological stations in the United States. The data have been assembled and made available by the National Climatic Data Center (NCDC) in Asheville, North Carolina. The 195 stations encompass 388 unique sampling locations in 48 of the 50 states; no observations from Delaware or Hawaii are included in the database. Station selection criteria emphasized the quality and length of station records while seeking to provide a network with good geographic coverage. Snow depth at the 388 locations was measured once per day on ground open to the sky. The daily snow depth is the total depth of the snow on the ground at measurement time. The time period covered by the database is 1893--1992; however, not all station records encompass the complete period. While a station record ideally should contain daily data for at least the seven winter months (January through April and October through December), not all stations have complete records. Each logical record in the snow depth database contains one station`s daily data values for a period of one month, including data source, measurement, and quality flags.

    In 1990, the U.S. Department of Energy (DOE) sponsored a comprehensive evaluation of its Weatherization Assistance Program, the nation`s largest residential energy conservation program. Oak Ridge National Laboratory (ORNL) managed the five-part study. This document summarizes the findings of the evaluation. Its conclusions are based mainly on data from the 1989 program year (supplemented by data from 1991-92). The evaluation concludes that the Program meets the objectives of its enabling legislation and fulfills its mission statement. Specifically, it (1) saves energy, (2) lowers fuel bills, and (3) improves the health and safety of dwellings occupied by low-income people. In addition, the Program achieves its mission in a cost-effective manner based on each of three perspectives employed by the evaluators. Finally, the evaluation estimates that the investments made in 1989 will, over a 20-year lifetime, save the equivalent of 12 million barrels of oil, roughly the amount of oil added to the Strategic Petroleum Reserve in each of the past several years.

    This project assisted a private real estate developer in technically assessing the feasibility of integrating a central DHC system into a proposed 72 acre area mixed-use Planned Development (Central Station) just south of the Chicago Central Business District (Loop). The technical assessment concluded that a district heating and cooling system for Central Station will be feasible, provided that a major anchor load can be connected to the system. The system conceived for the site employs a modular approach that adjusts production capacity to actual load growth. The design concept includes gas-fired boilers for heating, gas turbine driven chillers for base loading, electric motor driven chillers for peaking, steam turbines for peak power and back pressure operation, and chilled water storage. Energy will be supplied to the users in the form of steam or low temperature hot water for heating, and low temperature chilled water for cooling.

    The Alaska Native Weatherization Training and Jobs Project expanded weatherization services for tribal members’ homes in southeast Alaska while providing weatherization training and on the job training (OJT) for tribal citizens that lead to jobs and most probably careers in weatherization-related occupations. The program resulted in; (a) 80 Alaska Native citizens provided with skills training in five weatherization training units that were delivered in cooperation with University of Alaska Southeast, in accordance with the U.S. Department of Energy Core Competencies for Weatherization Training that prepared participants for employment in three weatherizationrelated occupations: Installer, Crew Chief, and Auditor; (b) 25 paid OJT training opportunities for trainees who successfully completed the training course; and (c) employed trained personnel that have begun to rehab on over 1,000 housing units for weatherization.

    , weather-normalized heating and cooling energy savings were 33 and 18%, respectively, for weatherizations where the new technique was used, and 23 and 3% for Retro-Tech-based weatherizations. Weatherizations using the new technique achieved 43% more heating energy savings and substantially more cooling energy savings; they cost around 10% less at two agencies and considerably more at the third; and they were nearly equivalent in labor requirements. The following major conclusions were drawn from the study: (1) The advanced audit significantly increased heating energy savings. (2) Heating energy savings of around 33% were achieved using the advanced audit with blower-door-directed air sealing. (3) The advanced audit appeared to increase cooling energy savings, although wide variances occurred. (4) As tested in North Carolina, the advanced audit overpredicted heating energy consumption and savings for houses with high heating loads. (5) The advanced audit did not increase weatherization costs and actually lowered costs for two of three weatherization agencies. (6) The advanced audit recommended some measures in near identical quantities to Retro-Tech-based weatherizations and others in dramatically different quantities. (7) Blower-door-directed air sealing more than doubled the air leakage reductions achieved from standard air sealing techniques. (8) Low-income houses in North Carolina had much higher average leakage rates than similar New York houses but were sealed as well or better.

    This report presents a wet weather construction plan for the National Ignition Facility (NIF) construction project. Construction of the NIF commenced in mid- 1997, and excavation of the site was completed in the fall. Preparations for placing concrete foundations began in the fall, and above normal rainfall is expected over the tinter. Heavy rainfall in late November impacted foundation construction, and a wet weather construction plan was determined to be needed. This wet weather constiction plan recommends a strategy, techniques and management practices to prepare and protect the site corn wet weather effects and allow construction work to proceed. It is intended that information in this plan be incorporated in the Stormwater Pollution Prevention Plan (SWPPP) as warranted.

    Station blackout is the loss of all alternating current (ac) power to the essential and nonessential electrical buses in a nuclear power plant. This generally involves the loss of redundant off-site power sources and the failure of two or more emergency diesel generators (EDGs). The US Nuclear Regulatory Commission (NRC) has proposed requiring all commercial reactors to have the capability of coping with a station blackout of a specified duration. The NRC has also proposed 4 or 8 h as acceptable durations, depending on plant susceptibility to the occurrence of station blackout events. Analyses were performed to determine expected station blackout frequencies representative of a majority of domestic nuclear power plants. A methodology based on that developed by the NRC was used. Representative industry data for loss of off-site power (LOOP) events and EDG reliability were used in the analyses.

    The scope of this project was changed during the course of the project. Phase I of the project was to construct a site similar to the site at Central West Virginia Regional Airport in Charleston, WV to show that duplication of the site was a feasible method of conducting hydrogen stations. Phase II of the project was necessitated due to a lack of funding that was planned for the development of the station in Morgantown. The US Department of Energy determined that the station in Charleston would be dismantled and moved to Morgantown and reassembled at the Morgantown site. This necessitated storage of the components of the station for almost a year at the NAFTC Headquarters which caused a number of issues with the equipment that will be discussed in later portions of this report. This report will consist of PHASE I and PHASE II with discussions on each of the tasks scheduled for each phase of the project.

    In the summer and early fall of 2010, the National Center for Healthy Housing interviewed people from a selection of state and local agencies that perform weatherizations on low-income housing in order to gauge their approach to improving the health and safety of the homes. The interviews provided a strong cross section of what work agencies can do, and how they go about funding this work when funds from the Weatherization Assistance Program (WAP) do not cover the full extent of the repairs. The report also makes recommendations for WAP in how to assist agencies to streamline and maximize the health and safety repairs they are able to make in the course of a standard weatherization.

    The fiscal year 1990 DOE weatherization programs were monitored in Indiana, Ohio, and Wisconsin. The focus of the monitoring was on a total of 18 subgrantees. Separate reports on the monitoring completed on each site was submitted as well as the final summary report for each state. The scope of monitoring consisted of a review of current contracts, budgets, program operating procedures, staffing, inventory control, financial and procurement procedures, review of client files and audit reports, inspection of completed dwelling units and assessment of monitoring, training, and technical assistance provided by the grantees. A random sampling of completed units were selected and visits were made to inspect these weatherized dwellings.

    This report describes the third major evaluation of the Program, encompassing program years 2009 to 2011. In this report, this period of time is referred to as the ARRA Period. This is a special period of time for the Program because the American Recovery and Reinvestment Act (ARRA) of 2009 has allocated $5 billion of funding for the Program. In normal program years, WAP s annual appropriation is in the range of $200-250 million, supporting the weatherization of approximately 100,000 homes. With the addition of ARRA funding during these program years, the expectation is that weatherization activity will exceed 300,000 homes per year. In addition to saving energy and reducing low-income energy bills, expanded WAP funding is expected to stimulate the economy by providing new jobs in the weatherization field and allowing low-income households to spend more money on goods and services by spending less on energy.

    Numerical simulation of an ever-increasing range of geophysical phenomena is adding enormously to our understanding of complex processes in the Earth system. The consequences for mankind of ongoing climate change will be far-reaching. Earth System Models are capable of replicating climate regimes of past millennia and are the best means we have of predicting the future of our climate. The basic ideas of numerical forecasting and climate modeling were developed about a century ago, long before the first electronic computer was constructed. There were several major practical obstacles to be overcome before numerical prediction could be put into practice. A fuller understanding of atmospheric dynamics allowed the development of simplified systems of equations; regular radiosonde observations of the free atmosphere and, later, satellite data, provided the initial conditions; stable finite difference schemes were developed; and powerful electronic computers provided a practical means of carrying out the prodigious calculations required to predict the changes in the weather. Progress in weather forecasting and in climate modeling over the past 50 years has been dramatic. In this presentation, we will trace the history of computer forecasting through the ENIAC integrations to the present day. The useful range of deterministic prediction is increasing by about one day each decade, and our understanding of climate change is growing rapidly as Earth System Models of ever-increasing sophistication are developed.

    The transition to hydrogen as a fuel source presents several challenges. One of the major hurdles is the cost-effective production of hydrogen in small quantities (less than 1MMscf/month). In the early demonstration phase, hydrogen can be provided by bulk distribution of liquid or compressed gas from central production plants; however, the next phase to fostering the hydrogen economy will likely include onsite generation and extensive pipeline networks to help effect a pervasive infrastructure. Providing inexpensive hydrogen at a fleet operator’s garage or local fueling station is a key enabling technology for direct hydrogen Fuel Cell Vehicles (FCVs). The objective of this project was to develop a comprehensive, turnkey, stand-alone, commercial hydrogen fueling station for FCVs with state-of-the-art technology that is cost-competitive with current hydrocarbon fuels. Such a station would promote the advent of the hydrogen fuel economy for buses, fleet vehicles, and ultimately personal vehicles. Air Products, partnering with the U.S. Department of Energy (DOE), The Pennsylvania State University, Harvest Energy Technology, and QuestAir, developed a turnkey hydrogen fueling station on the Penn State campus. Air Products aimed at designing a station that would have 65% overall station efficiency, 82% PSA (pressure swing adsorption) efficiency, and the capability of producing hydrogen at $3.00/kg (gge) H2 at mass production rates. Air Products designed a fueling station at Penn State from the ground up. This project was implemented in three phases. The first phase evaluated the various technologies available in hydrogen generation, compression, storage, and gas dispensing. In the second phase, Air Products designed the components chosen from the technologies examined.     The format of the weather data received from the National Weather Service is extremely inconvenient for building engineers to read, especially for trending historical data; therefore, a weather parsing program was created by NREL building engineers to simplify the data. The weather-parsing program collects current weather conditions for over 4,000 sites around the world and allows access to the data via a web page designed by NREL building researchers. The database provides data for some locations from late 1998 through today. Users can request data to be sent to them via e-mail by using the interactive web page.

    This technical memorandum is intended to provide readers with information that may be useful in understanding the purposes, performance, and outcomes of the Department of Energy's (DOE's) Weatherization Assistance Program (Weatherization). Weatherization has been in operation for over thirty years and is the nation's largest single residential energy efficiency program. Its primary purpose, established by law, is 'to increase the energy efficiency of dwellings owned or occupied by low-income persons, reduce their total residential energy expenditures, and improve their health and safety, especially low-income persons who are particularly vulnerable such as the elderly, the handicapped, and children.' The American Reinvestment and Recovery Act PL111-5 (ARRA), passed and signed into law in February 2009, committed $5 Billion over two years to an expanded Weatherization Assistance Program. This has created substantial interest in the program, the population it serves, the energy and cost savings it produces, and its cost-effectiveness. This memorandum is intended to address the need for this kind of information. Statistically valid answers to many of the questions surrounding Weatherization and its performance require comprehensive evaluation of the program. DOE is undertaking precisely this kind of independent evaluation in order to ascertain program effectiveness and to improve its performance. Results of this evaluation effort will begin to emerge in late 2010 and 2011, but they require substantial time and effort. In the meantime, the data and statistics in this memorandum can provide reasonable and transparent estimates of key program characteristics. The memorandum is laid out in three sections. The first deals with some key characteristics describing low-income energy consumption and expenditures. The second section provides estimates of energy savings and energy bill reductions that the program can reasonably be presumed to be producing. The third section

    A precipitation monitoring station was placed on the west flank of Timber Mountain during the year 2010. It is located in an isolated highland area near the western border of the Nevada National Security Site (NNSS), south of Pahute Mesa. The cost of the equipment, permitting, and installation was provided by the Environmental Monitoring Systems Initiative (EMSI) project. Data collection, analysis, and maintenance of the station during fiscal year 2011 was funded by the U.S. Department of Energy, National Nuclear Security Administration, Nevada Site Office Environmental Restoration, Soils Activity. The station is located near the western headwaters of Forty Mile Wash on the Nevada Test and Training Range (NTTR). Overland flows from precipitation events that occur in the Timber Mountain high elevation area cross several of the contaminated Soils project CAU (Corrective Action Unit) sites located in the Forty Mile Wash watershed. Rain-on-snow events in the early winter and spring around Timber Mountain have contributed to several significant flow events in Forty Mile Wash. The data from the new precipitation gauge at Timber Mountain will provide important information for determining runoff response to precipitation events in this area of the NNSS. Timber Mountain is also a groundwater recharge area, and estimation of recharge from precipitation was important for the EMSI project in determining groundwater flowpaths and designing effective groundwater monitoring for Yucca Mountain. Recharge estimation additionally provides benefit to the Underground Test Area Sub-project analysis of groundwater flow direction and velocity from nuclear test areas on Pahute Mesa. Additionally, this site provides data that has been used during wild fire events and provided a singular monitoring location of the extreme precipitation events during December 2010 (see data section for more details).     The U.S. Department of Energy (DOE) Energy Efficiency and Renewable Energy (EERE) Weatherization and Intergovernmental Programs Office (WIPO) launched the Weatherization Innovation Pilot Program (WIPP) to accelerate innovations in whole-house weatherization and advance DOE's goal of increasing the energy efficiency and health and safety of low-income residences without the utilization of additional taxpayer funding.     The CEBAF End Station Helium Refrigerator (ESR) System provides refrigeration at 80 K, 20 K and 4.5 K to three End Station experimental halls. The facility consists of a two stage helium screw compressor system, 4.5 K refrigerator, cryogen distribution valve box, and transfer lines to the individual experimental halls. The 4.5 K cold box and compressors were originally part of the ESCAR 1,500 W, 4 K refrigeration system at Lawrence Berkeley Laboratory which was first commissioned fin 1977. The compressors, 4.5 K cold box, and control system design were modified to adapt the plant for the requirements of the CEBAF experimental halls. Additional subsystems of cryogen distribution, transfer lines, warm gas management, and computer control interface were added. This paper describes the major plant subsystems, modifications, operational experiences and performance.

    Providing safe and sustainable energy to the world's increasing population will be one of the major challenges of the 21st century. Idaho National Engineering Laboratory is developing the concept of a submerged power stations (SPS). The reactor is located in the forward part of the vessel, while the turbine and generator are in the midsection, and the control and crew quarters are located at the opposite end of the vessel. The current design of the SPS has a 22.5-m o.d., is 146 m long, and has a total mass, including seawater in the annular region between the hulls, of 47,000 t. The SPS would be operated in 20 to 100 m of water at a distance of 10 to 30 km from the shore and would generate 300 to 600 MW(electric) transmitted to shore by undersea cables. The SPS has the advantages of centralized fabrication and maintenance. The author believes that the SPS has significant safety and environmental advantages.

    The mission of the Center for Material Science of Nuclear Fuels (CMSNF) has been to develop a first-principles-based understanding of thermal transport in the most widely used nuclear fuel, UO2, in the presence of defect microstructure associated with radiation environments. The overarching goal within this mission was to develop an experimentally validated multiscale modeling capability directed toward a predictive understanding of the impact of radiation and fission-product induced defects and microstructure on thermal transport in nuclear fuel. Implementation of the mission was accomplished by integrating the physics of thermal transport in crystalline solids with microstructure science under irradiation through multi institutional experimental and computational materials theory teams from Idaho National Laboratory, Oak Ridge National Laboratory, Purdue University, the University of Florida, the University of Wisconsin, and the Colorado School of Mines. The Centers research focused on five major areas: (i) The fundamental aspects of anharmonicity in UO2 crystals and its impact on thermal transport; (ii) The effects of radiation microstructure on thermal transport in UO2; (iii) The mechanisms of defect clustering in UO2 under irradiation; (iv) The effect of temperature and oxygen environment on the stoichiometry of UO2; and (v) The mechanisms of growth of dislocation loops and voids under irradiation. The Center has made important progress in each of these areas, as summarized below.

In many of the innovative examples, state and local administrators are coordinating their LIHEAP funds with the US Department of Energy (DOE) Low-Income Weatherization Assistance Program`s funding and with a variety of other federal, state and utility company resources. The innovative programs demonstrate how LIHEAP funds can be used in client education, targeting high energy users, staff training, assessment and audits for weatherization services. The reader will find in the appendices lists of contact persons and further descriptions of the programs highlighted. Although designed with LIHEAP directors in mind, the practices and programs highlighted in this manual are of practical use to any state, local or utility weatherization program administrator. The glossary at the end of the descriptive chapters will assist readers with the terminology used throughout the manual. This manual and the many resource entities cited in its appendices provide ready access to a wealth of state-of-the-art information which could lead to a more cost-effective expenditure of LIBEAP weatherization dollars.

    Over an extended period of time station noise spectra were collected from various sources for use in estimating the detection and location performance of global networks of seismic stations. As the database of noise spectra enlarged and duplicate entries became available, an effort was mounted to more carefully select station noise spectra while discarding others. This report discusses the methodology and criteria by which the noise spectra were selected. It also identifies and illustrates the station noise spectra which survived the selection process and which currently contribute to the modeling efforts. The resulting catalog of noise statistics not only benefits those who model network performance but also those who wish to select stations on the basis of their noise level as may occur in designing networks or in selecting seismological data for analysis on the basis of station noise level. In view of the various ways by which station noise were estimated by the different contributors, it is advisable that future efforts which predict network performance have available station noise data and spectral estimation methods which are compatible with the statistics underlying seismic noise. This appropriately requires (1) averaging noise over seasonal and/or diurnal cycles, (2) averaging noise over time intervals comparable to those employed by actual detectors, and (3) using logarithmic measures of the noise.

The US Atomic Energy Commission (AEC) constructed the plant in the mid-1950s on a seven and half acre parcel of land leased from Duquesne Light Company (DLC). The purposes were to demonstrate and to develop Pressurized Water Recovery technology and to generate electricity. DLC operated the Shippingport plant under supervision of (the successor to AEC) the Department of Energy (DOE)-Naval Reactors (NR) until operations were terminated on October 1, 1982. NR concluded end-of-life testing and defueling in 1984 and transferred the Station`s responsibility to DOE Richland Operations Office (RL), Surplus Facility Management Program Office (SFMPO5) on September 5, 1984. SFMPO subsequently established the Shippingport Station Decommissioning Project and selected General Electric (GE) as the Decommissioning Operations Contractor. This report is intended to provide an overview of the Shippingport Station Decommissioning Project.

    The DOE Weatherization Training Project's goal is to obtain a solid foundation of administrative and technical knowledge so the Peoria Housing Authority (PHA) can establish and implement a successful Weatherization Program by 2011. The DOE weatherization Training Project's two objectives are to (1) build PHA's capabilities by (2) developing its staff members capacities via the acquisition of weatherization skills and competencies. The impacts from this project include: (a) the improvement and expansion of PHA staff skills, (b) the overall enhancement of the quality of the PHA workforce, which will (c) foster employment, (d) the ability to properly weatherize PHA housing stock, tribal buildings, and tribal members houses, which will (e) result in reduced energy use, and (f) improved tribal and household economies.

    While the fleet operator is concerned about the environment, he or she is going to make the choice based primarily on economics. Which fuel provides the lowest total operating cost? The calculation of this costing must include the price-per-gallon of the fuel delivered, as well as the tangible and intangible components of fuel delivery, such as downtime for vehicles during the refueling process, idle time for drivers during refueling, emissions costings resulting from compressor oil blow-by, inclusion of non-combustible constituents in the CNG, and energy consumption during the refueling process. Also, the upfront capital requirement of similar delivery capabilities must be compared. The use of LNG as the base resource for the delivered CNG, in conjunction with the utilization of a fully temperature-compressed LNG/CNG refueling system, eliminates many of the perceived shortfalls of CNG. An LNG/CNG refueling center designed to match the capabilities of the compressor-based station will have approximately the same initial capital requirement. However, because it derives its CNG sales product from the {minus}260 F LNG base product, thus availing itself of the natural physical properties of the cryogenic product, all other economic elements of the system favor the LNG/CNG product.

    The traditional method of burner balancing is first to determine the fuel distribution, then to measure the economizer outlet excess oxygen distribution and to adjust the burners accordingly. Fuel distribution is typically measured by clean and dirty air probing. Coal pipe flow can then be adjusted, if necessary, through the use of coal pipe orificing or by other means. Primary air flow must be adjusted to meet the design criteria of the burner. Once coal pipe flow is balanced to within the desired criteria, secondary air flow to individual burners can be changed by adjusting windbox dampers, burner registers, shrouds or other devices in the secondary air stream. This paper discusses problems encountered in measuring excess O{sub 2} at the economizer outlet. It is important to recognize that O{sub 2} measurements at the economizer outlet, by themselves, can be very misleading. If measurement problems are suspected or encountered, an alternate approach similar to that described should be considered. The alternate method is not only useful for burner balancing but also can be used to help in calibrating the plant excess O{sub 2} instruments and provide an on line means of cross-checking excess air measurements. Balanced burners operate closer to their design stoichiometry, providing better NO{sub x} reduction. For Salem Harbor Station, this means a significant saving in urea consumption.

    Southwest Technology Development Institute (SWTDI), an independent, university-based research institute, has been the operator of the Southwest Region Photovoltaic Experiment Station (SWRES) for almost 30 years. The overarching mission of SWTDI is to position PV systems and solar technologies to become cost-effective, major sources of energy for the United States. Embedded in SWTDI's general mission has been the more-focused mission of the SWRES: to provide value added technical support to the DOE Solar Energy Technologies Program (SETP) to effectively and efficiently meet the R&D needs and targets specified in the SETP Multi-Year Technical Plan. : The DOE/SETP goals of growing U.S. PV manufacturing into giga-watt capacities and seeing tera-watt-hours of solar energy production in the U.S. require an infrastructure that is under development. The staff of the SWRES has supported DOE/SETP through a coherent, integrated program to address infrastructural needs inhibiting wide-scale PV deployment in three major technical categories: specialized engineering services, workforce development, and deployment facilitation. The SWRES contract underwent three major revisions during its five year period-of- performance, but all tasks and deliverables fell within the following task areas: Task 1: PV Systems Assistance Center 1.     The present report is based on the research conducted for the Process Field Study between March and September 2011. The Process Field Study documents how Weatherization Assistance Program (WAP) services were delivered to clients, and the quality with which those services were delivered. The assessments were conducted by visiting 19 agencies in 19 states around the country interviewing agency managers, staff, and contractors; observing program intake along, with 43 audits, 45 measure installation and 37 final inspections; and conducting debriefing interviews with clients and weatherization staff following the observation of service delivery. In this report, we turn to detailed observations of a few field interactions. The client stories from our observations illustrate some of the ways clients and crew interact to build the success of the program, but shows there will always be unanticipated obstacles to building trust and getting the program to the public. Stories of staff and crew career paths indicate that weatherization technology and techniques are being learned and used by technicians out of the new home construction industry and that their new knowledge provides them with technical tools and methods that many hope to take back into the construction industry if and when they return. This report is organized according to the four stages of weatherization: intake, audit, installation, and inspection. It contributes to our understanding of the area where policy, environment, culture, and individual decisions influence social innovation. The anecdotes reveal the realities of implementing programs for the benefit of the greater good at minimal cost and sacrifice in times of ever restricting budgets. As the authors revisited their field notes and compiled memorable narratives to communicate the essence of the weatherization experience, they identified three key takeaways that summarize the major issues.   3. Result of recent weatherization retrofit projects

    Pacific Gas and Electric (PG and E) and the Bonneville Power Administration (BPA) have conducted studies in their respective service areas in order to evaluate the cost-effectiveness of certain conservation retrofits. Twenty houses in Walnut Creek, California, underwent an infiltration reduction program, similar to house doctoring. Ten of these houses also received additional contractor-installed measures. BPA retrofitted 18 houses at its Midway substation in central Washington. Retrofits made to the houses included: attic and crawlspace insulation, foundation sill caulking, storm windows and doors, increased attic ventilation, and infiltration reduction. Energy consumption and weather data were monitored before and after each set of retrofits in both projects. Leakage measurements were made by researchers from the Energy Efficient Buildings Program using blower door fan pressurization, thereby allowing calculation of heating season infiltration rates. An energy use model correlating energy consumption with outside temperature was developed in order to determine improvements to the thermal conductance of the building envelope as a result of the retrofits. Energy savings were calculated based on the results of the energy use model. As a check on these findings, the Computerized Instrumented Residential Audit (CIRA) load calculation program developed at Lawrence Berkeley Laboratory provided a theoretical estimate of the savings resulting from the retrofits. At Midway, storm windows and doors were found to save the most energy. Because the Midway houses were not very leaky at the beginning of the experiment, the infiltration reduction procedures were less effective than expected. In the Walnut Creek project, the infiltration reduction procedures did decrease the leakiness of the test houses, but the effect upon energy savings was not great.

    I travelled to Guatemala City, Guatemala, to lead a team of specialists to study the operating, administrative, and management efficiency of isolated diesel power plants, operated by Instituto Nacional de Electrificacion (INDE). The study is part of a global initiative managed jointly by the Agency for International Development and the World Bank. The power plants were audited, including INDE's largest isolated diesel station, and two, much smaller municipal and privately owned stations. I returned to Oak Ridge on February 22, 1990.

    The authors discuss how nuclear plants in the United States have taken actions to respond to the NRC Station Blackout Rule, 10CFR50.63. The rule requires that each light water cooled nuclear power plant licensed to operate must be able to withstand for a specified duration and recover from a station blackout. Station blackout is defined as the complete loss of a-c power to the essential and non-essential switch-gear buses in a nuclear power plant. A station blackout results from the loss of all off-site power as well as the on-site emergency a-c power system. There are two basic approaches to meeting the station blackout rule. One is to cope with a station blackout independent of a-c power. Coping, as it is called, means the ability of a plant to achieve and maintain a safe shutdown condition. The second approach is to provide an alternate a-c power source (AAC).
