Financial information is reported by major lines of business including oil and gas production, petroleum refining and marketing, and other energy operations. Domestic and international operations are examined separately in this report. It also traces key developments affecting the financial performance of major energy companies in 1989, as well as review of important trends.

In 1996, 24 companies filed Form EIA-28. The analysis and data presented in this report represents the operations of the Financial Reporting System companies in the context of their worldwide operations and in the context of the major energy markets which they serve. Both energy and nonenergy developments of these companies are analyzed. Although the focus is on developments in 1996, important trends prior to that time are also featured.     The energy industry generally and petroleum and natural gas operations in particular are frequently reacting to a variety of unsettling forces. Falling oil prices, economic upswings, currency devaluations, increasingly rigorous environmental quality standards, deregulation of electricity markets, and continued advances in exploration and production technology were among the challenges and opportunities to the industry in 1997. To analyze the extent to which these and other developments have affected energy industry financial and operating performance, strategies, and industry structure, the Energy Information Administration (EIA) maintains the Financial Reporting Systems (FRS). Through Form EIA-28, major US energy companies annually report to the FRS. Financial and operating information is reported by major lines of business, including oil and gas production (upstream), petroleum refining and marketing (downstream), other energy operations, and nonenergy business. Performance Profiles of Major Producers 1997 examines the interplays of energy markets, companies` strategies, and government policies (in 1997 and in historical context) that gave rise to the results given here. The report also analyzes other key aspects of energy company financial performance as seen through the multifaceted lens provided by the FRS data and complementary data for industry overall. 41 figs., 77 tabs.

    In 1990, the Interstate Oil and Gas Compact Commission (the Compact) performed a study that identified the structure and deficiencies of the system by which oil and gas producers receive information about the potential of new technologies and communicate their problems and technology needs back to the research community. The conclusions of that work were that major integrated companies have significantly more and better sources of technology information than independent producers. The majors also have significantly better mechanisms for communicating problems to the research and development (R&D) community. As a consequence, the Compact recommended analyzing potential mechanisms to improve technology transfer channels for independents and to accelerate independents acceptance and use of existing and emerging technologies. Building on this work, the Compact, with a grant from the US Department Energy, has reviewed specific technology transfer organizations in each of eight major oil producing states to identify specific R&D and technology transfer organizations, characterize their existing activities, and identify potential future activities that could be performed to enhance technology transfer to oil and gas producers. The profiles were developed based on information received from organizations,follow-up interviews, site visit and conversations, and participation in their sponsored technology transfer activities. The results of this effort are reported in this volume. In addition, the Compact has also developed a framework for the development of evaluation methodologies to determine the effectiveness of technology transfer programs in performing their intended functions and in achieving desired impacts impacts in the producing community. The results of that work are provided in a separate volume.

    The Fossil Energy International Program consists of bilateral and multilateral research and information projects established by agreements between the United States and foreign countries or agencies to improve technologies for producing and using fossil fuels. It supports the mission of the Office of Fossil Energy (FE) in DOE to develop technical information that can contribute to a reduction in the nation's dependence on imported liquid fossil fuels. The program presently consists of 24 active projects involving 18 countries and the United States. It has four primary objectives: (1) to enable the Office of Fossil Energy to stretch its resources through cooperative projects, enhancing the abilities of DOE and foreign agencies to proceed more efficiently with their missions in fossil energy research and development; (2) to supplement the domestic fossil energy R and D program for improvement of fossil-fuel technologies by making available in the United States information about technologies being developed in other countries; (3) to assist the Office of Fossil Energy in achieving its mission of reducing the dependence of the United States on imported oil by promoting the international development of technologies that will produce and use petroleum products more efficiently; (4) to promote opportunities for marketing and exporting of US technology abroad. Almost half of the active projects are related to coal, with a majority of these falling under the aegis of the International Energy Agency (IEA). This is consistent with the Department of Energy's commitment to reduce US dependency on imported oil and to assist other countries in doing the same. The rest of the projects are related to oil, with the exception of four general agreements, one each with Canada, the Federal Republic of Germany, the Netherlands, and Japan.

    Using a recently proposed nonlinear force-free method designed for single-vector magnetograms of solar active regions, we calculate the instantaneous free magnetic energy and relative magnetic helicity budgets in 162 vector magnetograms corresponding to 42 different active regions. We find a statistically robust, monotonic correlation between the free magnetic energy and the relative magnetic helicity in the studied regions. This correlation implies that magnetic helicity, in addition to free magnetic energy, may be an essential ingredient for major solar eruptions. Eruptive active regions appear well segregated from non-eruptive ones in both free energy and relative helicity with major (at least M-class) flares occurring in active regions with free energy and relative helicity exceeding 4 Multiplication-Sign 10{sup 31} erg and 2 Multiplication-Sign 10{sup 42} Mx{sup 2}, respectively. The helicity threshold agrees well with estimates of the helicity contents of typical coronal mass ejections.

    Country Analysis Briefs: 1994 is a compilation of country profiles prepared by the Energy Markets and Contingency Information Division (EMCID) of the Office of Energy Markets and End Use. EMCID maintains Country Analysis Briefs (CABs) for specific countries or geographical areas that are important to world energy markets. As a general rule, CABs are prepared for all members of the Organization of Petroleum Exporting Countries (OPEC), major non-OPEC oil producers (i.e., the North Sea, Russia), major energy transit areas (i.e., Ukraine), and other areas of current interest to energy analysts and policy makers. As of January 1995, EMCID maintained over 40 CABs, updated on an annual schedule and subject to revision as events warrant. This report includes 25 CABs updated during 1994. All CABs contain a profile section, a map showing the country`s location, and a narrative section. The profile section includes outlines of the country`s economy, energy sector, and environment. The narrative provides further information and discussion of these topics. Some CABs also include a detailed map displaying locations of major oil and gas fields, pipelines, ports, etc. These maps were created as a result of special individual requests and so are not typically a standard feature of the CABs. They are presented here wherever available as a supplement to the information contained in the CABs.

    Increasing the sustainability of nuclear energy is a longstanding road that requires a stepwise approach to successively tackle the following 3 objectives. First of all, optimize the consumption of natural resource to preserve them for future generations and hence guarantee the energetic independence of the countries (no uranium ore is needed anymore). The current twice-through cycle of Pu implemented by France, UK, Japan and soon China is a first step in this direction and already allows the development and optimization of the relevant industrial processes. It also allows a major improvement regarding the conditioning of the ultimate waste in a durable and robust nuclear glass. Secondly, the recycling of americium could be an interesting option for the future with the deployment of FR fleet to save the repository resource and optimize its use by allowing a denser disposal. It would limit the burden towards the future generations and the need for additional repositories before several centuries. Thirdly, the recycling of the whole minor actinides inventory could be an interesting option for the far-future for strongly decreasing the waste long-term toxicity, down to a few centuries. It would bring the waste issue back within the human history, which should promote its acceptance by the social opinion.

    Because most sedimentary basins have been explored for oil and gas, well logs, temperatures at depth, and reservoir properties such as depth to basement and formation thickness are well known. The availability of this data reduces exploration risk and allows development of geologic exploration models for each basin. This study estimates the magnitude of recoverable geothermal energy from 15 major known U.S. sedimentary basins and ranks these basins relative to their potential. The total available thermal resource for each basin was estimated using the volumetric heat-in-place method originally proposed by (Muffler, 1979). A qualitative recovery factor was determined for each basin based on data on flow volume, hydrothermal recharge, and vertical and horizontal permeability. Total sedimentary thickness maps, stratigraphic columns, cross sections, and temperature gradient information was gathered for each basin from published articles, USGS reports, and state geological survey reports. When published data were insufficient, thermal gradients and reservoir properties were derived from oil and gas well logs obtained on oil and gas commission databases. Basin stratigraphy, structural history, and groundwater circulation patterns were studied in order to develop a model that estimates resource size, temperature distribution, and a probable quantitative recovery factor.

    This report describes past and planned geophysical activities associated with the Yucca Mountain Project and is intended to serve as a starting point for integration of geophysical activities. This report relates past results to site characterization plans, as presented in the Yucca Mountain Site Characterization Plan (SCP). This report discusses seismic exploration, potential field methods, geoelectrical methods, teleseismic data collection and velocity structural modeling, and remote sensing. This report discusses surface-based, airborne, borehole, surface-to-borehole, crosshole, and Exploratory Shaft Facility-related activities.     The purpose is to develop controls for inverter-based renewable and non-renewable distributed energy systems to provide local voltage, power and power quality support for loads and the power grid. The objectives are to (1) develop adaptive controls for inverter-based distributed energy (DE) systems when there are multiple inverters on the same feeder and (2) determine the impact of high penetration high seasonal energy efficiency ratio (SEER) air conditioning (A/C) units on power systems during sub-transmission faults which can result in an A/C compressor motor stall and assess how inverter-based DE can help to mitigate the stall event. The Distributed Energy Communications & Controls Laboratory (DECC) is a unique facility for studying dynamic voltage, active power (P), non-active power (Q) and power factor control from inverter-based renewable distributed energy (DE) resources. Conventionally, inverter-based DE systems have been designed to provide constant, close to unity power factor and thus not provide any voltage support. The DECC Lab interfaces with the ORNL campus distribution system to provide actual power system testing of the controls approach. Using mathematical software tools and the DECC Lab environment, we are developing and testing local, autonomous and adaptive controls for local voltage control and P & Q control for inverter-based DE. We successfully tested our active and non-active power (P,Q) controls at the DECC laboratory along with voltage regulation controls. The new PQ control along with current limiter controls has been tested on our existing inverter test system. We have tested both non-adaptive and adaptive control modes for the PQ control. We have completed several technical papers on the approaches and results. Electric power distribution systems are experiencing outages due to a phenomenon known as fault induced delayed voltage recovery (FIDVR) due to air conditioning (A/C) compressor motor stall.     Dust around active galactic nuclei (AGNs) is distributed over a wide range of spatial scales and can be observed in the infrared (IR). It is generally assumed that the distribution on parsec scales forms a geometrically and optically thick entity in the equatorial plane around the accretion disk and broad-line region-dubbed {sup d}ust torus{sup -}that emits the bulk of the subarcsecond-scale IR emission and gives rise to orientation-dependent obscuration. However, recent IR interferometry studies with unprecedented position angle (P.A.) and baseline coverage on these small scales in two obscured (type 2) AGNs have revealed that the majority of the mid-IR emission in these objects is elongated in the polar direction. These observations are difficult to reconcile with the standard interpretation that most of the parsec-scale mid-IR emission in AGNs originate from the torus and challenges the justification of using simple torus models to model the broadband IR emission. Here, we report detailed interferometry observations of the unobscured (type 1) AGN in NGC 3783 that allow us to constrain the size, elongation, and direction of the mid-IR emission with high accuracy. The mid-IR emission is characterized by a strong elongation toward position angle P.A. -52 Degree-Sign , closely aligned with the polar axis (P.A. -45 Degree-Sign ). We determine half-light radii along the major and minor axes at 12.5 {mu}m of (20.0 {+-} 3.0) mas Multiplication-Sign (6.7 {+-} 1.0) mas or (4.23 {+-} 0.63) pc Multiplication-Sign (1.42 {+-} 0.21) pc, which corresponds to intrinsically scaled sizes of (69.4 {+-} 10.8) r{sub in} Multiplication-Sign (23.3 {+-} 3.5) r{sub in} for the inner dust radius of r{sub in} = 0.061 pc as inferred from near-IR reverberation mapping. This implies an axis ratio of 3:1, with about 60%-90% of the 8-13 {mu}m emission associated with the polar-elongated component.     Electric motor systems are widely used in China to power fans, pumps, blowers, air compressors, refrigeration compressors, conveyers, machinery, and many other types of equipment. Overall, electric motor systems consume more than 600 billion kWh annually, accounting for more than 50 percent of China's electricity use. There are large opportunities to improve the efficiency of motor systems. Electric motors in China are approximately 2-4 percent less efficient on average than motors in the U.S. and Canada. Fans and pumps in China are approximately 3-5 percent less efficient than in developed countries. Even more importantly, motors, fans, pumps, air compressors and other motor-driven equipment are frequently applied with little attention to system efficiency. More optimized design, including appropriate sizing and use of speed control strategies, can reduce energy use by 20 percent or more in many applications. Unfortunately, few Chinese enterprises use or even know about these energy-saving practices. Opportunities for motor system improvements are probably greater in China than in the U.S. In order to begin capturing these savings, China is establishing a China Motor Systems Energy Conservation Program. Elements of this program include work to develop minimum efficiency standards for motors, a voluntary ''green motor'' labeling program for high-efficiency motors, efforts to develop and promote motor system management guidelines, and a training, technical assistance and financing program to promote optimization of key motor systems.

The intent is to present some data on which such analyses can be based. Many of the trends presented here fall into two distinct periods. From 1973 to the mid-1980`s, prices continued at very high levels, in part because of a second oil shock in 1979--80. During this period, rapid progress was made in raising American oil production, reducing dependence on oil imports, and improving end-use efficiency. After the oil price collapse of the mid-1980`s, however, prices retreated to more moderate levels, the pace of efficiency gains slowed, American oil production fell, and the share of imports rose. 30 figs.

    Redox flow batteries (RFB) have attracted considerable interest due to their ability to store large amounts of power and energy. Non-aqueous energy storage systems that utilize at least some aspects of RFB systems are attractive because they can offer an expansion of the operating potential window, which can improve on the system energy and power densities. One example of such systems has a separator separating first and second electrodes. The first electrode includes a first current collector and volume containing a first active material. The second electrode includes a second current collector and volume containing a second active material. During operation, the first source provides a flow of first active material to the first volume. The first active material includes a redox active organic compound dissolved in a non-aqueous, liquid electrolyte and the second active material includes a redox active metal.

    The World Energy Projection System Plus (WEPS ) is a comprehensive, mid?term energy forecasting and policy analysis tool used by EIA. WEPS projects energy supply, demand, and prices by country or region, given assumptions about the state of various economies, international energy markets, and energy policies. The Global Activity Module (GLAM) provides projections of economic driver variables for use by the supply, demand, and conversion modules of WEPS . GLAM’s baseline economic projection contains the economic assumptions used in WEPS to help determine energy demand and supply. GLAM can also provide WEPS with alternative economic assumptions representing a range of uncertainty about economic growth. The resulting economic impacts of such assumptions are inputs to the remaining supply and demand modules of WEPS .

    This appendix documents the development of the design approach for the major mechanical equipment making up the Compressed Air Energy Storage (CAES) plant surface facilities. The major mechanical equipment includes the turbine-motor/generator, compressor train, intercooler/aftercooler system, and exhaust gas recuperator. The design criteria for each of these components is interrelated with, and dependent upon, each of the other components within the major mechanical equipment group.     The major worldwide offshore rig markets have improved slightly this year, while the onshore markets generally lagged slightly. Offshore rig utilization rates have remained strong worldwide, with some areas reaching nearly 100%. Total worldwide offshore rig (jack ups, semisubmersible, drillships, submersibles, and barges) utilization was about 86%. Offshore drilling activity is driven primarily by oil and natural gas price expectations. Natural gas prices tend to drive North American offshore drilling activity, including the shallow waters in the Gulf of Mexico.     This paper presents measurements of the energy radiated by the lower solar atmosphere, at optical, UV, and EUV wavelengths, during an X-class solar flare (SOL2011-02-15T01:56) in response to an injection of energy assumed to be in the form of nonthermal electrons. Hard X-ray observations from RHESSI were used to track the evolution of the parameters of the nonthermal electron distribution to reveal the total power contained in flare accelerated electrons. By integrating over the duration of the impulsive phase, the total energy contained in the nonthermal electrons was found to be >2 × 10{sup 31} erg. The response of the lower solar atmosphere was measured in the free-bound EUV continua of H I (Lyman), He I, and He II, plus the emission lines of He II at 304 Å and H I (Lyα) at 1216 Å by SDO/EVE, the UV continua at 1600 Å and 1700 Å by SDO/AIA, and the white light continuum at 4504 Å, 5550 Å, and 6684 Å, along with the Ca II H line at 3968 Å using Hinode/SOT. The summed energy detected by these instruments amounted to ∼3 × 10{sup 30} erg; about 15% of the total nonthermal energy. The Lyα line was found to dominate the measured radiative losses. Parameters of both the driving electron distribution and the resulting chromospheric response are presented in detail to encourage the numerical modeling of flare heating for this event, to determine the depth of the solar atmosphere at which these line and continuum processes originate, and the mechanism(s) responsible for their generation.

    This study analyzes the financial impacts on consumers of minimum efficiency performance standards (MEPS) for appliances that could be implemented in 13 major economies around the world. We use the Bottom-Up Energy Analysis System (BUENAS), developed at Lawrence Berkeley National Laboratory (LBNL), to analyze various appliance efficiency target levels to estimate the net present value (NPV) of policies designed to provide maximum energy savings while not penalizing consumers financially. These policies constitute what we call the “cost-effective potential” (CEP) scenario. The CEP scenario is designed to answer the question: How high can we raise the efficiency bar in mandatory programs while still saving consumers money?

    The knowledge of both activation energy and diffusion coefficient is needed for a predictive processing of grain size in coatings. However, for metals as Bismuth there is insufficient information available in the literature for these parameters. To determine these values, a method is adopted wherein an examination of the grain size is conducted for coatings deposited isothermally. The exponent for grain growth with time is determined, thereby enabling quantification of the activation energy and diffusion coefficient. Bismuth coatings that range from 10 {micro}m to 1 mm thick are deposited using electron-beam evaporation onto temperature-controlled substrate surfaces of glass and lithium fluoride. The grain size of each coating is measured upon examination of the microstructure in cross-section using the intercept method. Ideal grain growth is observed over the experimental range of deposition temperatures examined from 317 to 491 K. The activation energy (Q) for grain growth in bismuth is fit as 0.47 eV {center_dot} atom{sup -1} with a diffusion coefficient (D{sub 0}) of 3.3 x 10{sup -4} cm{sup 2} {center_dot} sec{sup -1}.

    The extent of predation on juvenile salmonids in John Day Reservoir was determined. Salmonids were the single most important food item by weight for northern squawfish (Ptychocheilus oregonensis) in the restricted zones at McNary tailrace and John Day forebay during all sampling periods. Salmonids accounted for 18.1% of the weight in the diet of walleyes (Stizostedion vitreum vitreum) in 1984 which was at least twice that found in previous years. In smallmouth bass (Micropterus dolomieui) salmonids contributed little to their diet whereas for channel catfish (Ictalurus punctatus) fish accounted for 64.1% of the weight in their diet with salmonids responsible for approximately half of this weight. An intensive search of the fisheries literature was conducted to review various fish capture and control techniques which might have potential as predation control measures for the major predators of juvenile salmonids in the Columbia River system. Most prey protection measures were judged to have high potential and direct predator control measures were judged to have moderate or low potential.

  16. SU-E-T-543: Measurement of Neutron Activation From Different High Energy Varian Linear Accelerators

    Purpose: Linear accelerators producing photons above 10 MeV may induce photonuclear reactions in high Z components of the accelerator. These liberated neutrons can then activate the structural components of the accelerator and other materials in the beam path through neutron capture reactions. The induced activity within the accelerator may contribute to additional dose to both patients and personnel. This project seeks to determine the total activity and activity per activated isotope following irradiation in different Varian accelerators at energies above 10 MeV. Methods: A Varian 21IX accelerator was used to irradiate a 30 cm × 30 cm × 20 cm solid water phantom with 15 MV x-rays. The phantom was placed at an SSD of 100 cm and at the center of a 20 cm × 20 cm field. Activation induced gamma spectra were acquired over a 5 minute interval after 1 and 15 minutes from completion of the irradiation. All measurements were made using a CANBERRA Falcon 5000 Portable HPGe detector. The majority of measurements were made in scattering geometry with the detector situated at 90° to the incident beam, 30 cm from the side of the phantom and approximately 10 cm from the top. A 5 minute background count was acquired and automatically subtracted from all subsequent measurements. Photon spectra were acquired for both open and MLC fields. Results: Based on spectral signatures, nuclides have been identified and their activities calculated for both open and MLC fields. Preliminary analyses suggest that activities from the activation products in the microcurie range. Conclusion: Activation isotopes have been identified and their relative activities determined. These activities are only gross estimates since efficiencies have not been determined for this source-detector geometry. Current efforts are focused on accurate determination of detector efficiencies using Monte Carlo calculations.

    The activation energy of a sol-gel (SG) derived tantalum-tungsten oxide thermite composite was determined using the Kissinger isoconversion method. The SG derived powder was consolidated using the high-pressure spark plasma sintering (HPSPS) technique at 300 and 400 C. The ignition temperatures were investigated under high heating rates (500-2000 C min{sup -1}). Such heating rates were required in order to ignite the thermite composite. Samples consolidated at 300 C exhibit an abrupt change in temperature response prior to the main ignition temperature. This change in temperature response is attributed to the crystallization of the amorphous WO{sub 3} in the SG derived Ta-WO{sub 3} thermite composite and not to a pre-ignition reaction between the constituents. Ignition temperatures for the Ta-WO{sub 3} thermite ranged from approximately 465 to 670 C. The activation energies of the SG derived Ta-WO{sub 3} thermite composite consolidated at 300 and 400 C were determined to be 38{+-} 2 kJ mol{sup -1} and 57 {+-} 2 kJ mol{sup -1}, respectively.     The activation energy of a high melting temperature sol-gel (SG) derived tantalum-tungsten oxide thermite composite was determined using the Kissinger isoconversion method. The SG derived powder was consolidated using the High Pressure Spark Plasma Sintering (HPSPS) technique to 300 and 400 C to produce pellets with dimensions of 5 mm diameter by 1.5 mm height. A custom built ignition setup was developed to measure ignition temperatures at high heating rates (500-2000 C {center_dot} min{sup -1}). Such heating rates were required in order to ignite the thermite composite. Unlike the 400 C samples, results show that the samples consolidated to 300 C undergo an abrupt change in temperature response prior to ignition. This change in temperature response has been attributed to the crystallization of the amorphous WO{sub 3} in the SG derived Ta-WO{sub 3} thermite composite and not to a pre-ignition reaction between the constituents. Ignition temperatures for the Ta-WO{sub 3} thermite ranged from approximately 465-670 C. The activation energy of the SG derived Ta-WO{sup 3} thermite composite consolidated to 300 and 400 C were determined to be 37.787 {+-} 1.58 kJ {center_dot} mol{sup -1} and 57.381 {+-} 2.26 kJ {center_dot} mol{sup -1}, respectively.

    The Administration`s Climate Change Action Plan recognizes that the threat to the global climate must be addressed in conjunction with other pressing national and international needs. Our country is simultaneously challenged with strengthening the economy, creating jobs, achieving technological advances, advancing U.S. competitiveness in world markets, and maintaining U.S. leadership in the world community, all within limited budget resources. The challenge is increased because significant increases in greenhouse gas emissions come from economic development abroad. The initiatives and programs in the Action Plan strike a careful balance among these objectives while collectively reducing future GHG emissions to 1990 levels by the year 2000. Through these actions and others, a national and international policy on global climate change has begun to emerge and take root in the activities of both the public and private sectors. In the energy sector, these activities will begin to shape our demand for energy in its form and efficiency. The stakes are high; failure to address this problem could disrupt the economy and/or the ecosystem. Conversely, the success of these programs can provide major benefits both to our economy and to our environment.

  11. MAGNETIC HELICITY AND ENERGY SPECTRA OF A SOLAR ACTIVE REGION

    We compute for the first time the magnetic helicity and energy spectra of the solar active region NOAA 11158 during 2011 February 11-15 at 20° southern heliographic latitude using observational photospheric vector magnetograms. We adopt the isotropic representation of the Fourier-transformed two-point correlation tensor of the magnetic field. The sign of the magnetic helicity turns out to be predominantly positive at all wavenumbers. This sign is consistent with what is theoretically expected for the southern hemisphere. The magnetic helicity normalized to its theoretical maximum value, here referred to as relative helicity, is around 4% and strongest at intermediate wavenumbers of k ≈ 0.4 Mm{sup –1}, corresponding to a scale of 2π/k ≈ 16 Mm. The same sign and a similar value are also found for the relative current helicity evaluated in real space based on the vertical components of magnetic field and current density. The modulus of the magnetic helicity spectrum shows a k {sup –11/3} power law at large wavenumbers, which implies a k {sup –5/3} spectrum for the modulus of the current helicity. A k {sup –5/3} spectrum is also obtained for the magnetic energy. The energy spectra evaluated separately from the horizontal and vertical fields agree for wavenumbers below 3 Mm{sup –1}, corresponding to scales above 2 Mm. This gives some justification to our assumption of isotropy and places limits resulting from possible instrumental artifacts at small scales.

    The project is focused on the development of an energy efficient aftertreatment system capable of reducing NOx and methane by 90% from lean-burn natural gas engines by applying active exhaust flow control. Compared to conventional passive flow-through reactors, the proposed scheme cuts supplemental energy by 50%-70%. The system consists of a Lean NOx Trap (LNT) system and an oxidation catalyst. Through alternating flow control, a major amount of engine exhaust flows through a large portion of the LNT system in the absorption mode, while a small amount of exhaust goes through a small portion of the LNT system in the regeneration or desulfurization mode. By periodically reversing the exhaust gas flow through the oxidation catalyst, a higher temperature profile is maintained in the catalyst bed resulting in greater efficiency of the oxidation catalyst at lower exhaust temperatures. The project involves conceptual design, theoretical analysis, computer simulation, prototype fabrication, and empirical studies. This report details the progress during the first twelve months of the project. The primary activities have been to develop the bench flow reactor system, develop the computer simulation and modeling of the reverse-flow oxidation catalyst, install the engine into the test cell, and begin design of the LNT system.

    This paper examines the reasons for energy data collection by developing countries and includes an examination of the special requirements of Costa Rica for energy data collection. A primary reason for national data collection is to support the planning function, and this is particularly significant where energy planning and economic development are concerned.     It has been found previously, by measuring from active-region magnetograms a proxy of the free energy in the active region's magnetic field, (1) that there is a sharp upper limit to the free energy the field can hold that increases with the amount of magnetic field in the active region, the active region's magnetic flux content, and (2) that most active regions are near this limit when their field explodes in a coronal mass ejection/flare eruption. That is, explosive active regions are concentrated in a main-sequence path bordering the free-energy-limit line in (flux content, free-energy proxy) phase space. Here, we present evidence that specifies the underlying magnetic condition that gives rise to the free-energy limit and the accompanying main sequence of explosive active regions. Using a suitable free-energy proxy measured from vector magnetograms of 44 active regions, we find evidence that (1) in active regions at and near their free-energy limit, the ratio of magnetic-shear free energy to the non-free magnetic energy the potential field would have is of the order of one in the core field, the field rooted along the neutral line, and (2) this ratio is progressively less in active regions progressively farther below their free-energy limit. Evidently, most active regions in which this core-field energy ratio is much less than one cannot be triggered to explode; as this ratio approaches one, most active regions become capable of exploding; and when this ratio is one, most active regions are compelled to explode.

    In 1994, the Departmental contract reform team recommended that the Department`s major for-profit operating contractors assume greater financial responsibility. IN response, the Department developed model contract provisions to increase contractor financial responsibility and accountability. The objective of the audit was to determine if the Government is protected from liabilities such as fines, penalties, third-party claims, and damage to or loss of Government property incurred by contractors who manage and operate Department facilities and sites. The Government was not adequately protected against contractor created liabilities on 16 of its 20 major for-profit operating contracts awarded by the Department of Energy. The auditors recommend that the Director for Procurement and Assistance Management negotiate changes in major for-profit operating contracts to include contract reform liability provisions and ensure that performance guarantees with indemnification provisions are executed with subsidiary contractors` parent or corporate business entities. They also recommend that the Director for Procurement and Assistance Management issue regulatory rulemaking that requires indemnification provisions be included in performance guarantees signed by the parent or corporate business entity of subsidiary contractors.

    This paper describes three wind energy projects implemented in Alaska. The first, a sustainable technology energy partnerships (STEP) wind energy deployment project in Kotzebue will install 6 AOC 15/50 wind turbines and connect to the existing village diesel grid, consisting of approximately 1 MW average load. It seeks to develop solutions to the problems of arctic wind energy installations (transport, foundations, erection, operation, and maintenance), to establish a wind turbine test site, and to establish the Kotzebue Electric Association as a training and deployment center for wind/diesel technology in rural Alaska. The second project, a large village medium-penetration wind/diesel system, also in Kotzebue, will install a 1-2 MW windfarm, which will supplement the AOC turbines of the STEP project. The program will investigate the impact of medium penetration wind energy on power quality and system stability. The third project, the Alaska high-penetration wind/diesel village power pilot project in Wales will install a high penetration (80-100%) wind/diesel system in a remote Alaskan village. The system will include about 180 kW installed wind capacity, meeting an average village load of about 60 kW. This program will provide a model for high penetration wind retrofits to village diesel power systems and build the capability in Alaska to operate, maintain, and replicate wind/diesel technology. The program will also address problems of: effective use of excess wind energy; reliable diesel-off operation; and the role of energy storage.

    The per capita per year fuel consumption in Bangladesh is only 56 kg oil equivalent. The supply of electricity by Bangladesh power development board (BPDB) and Dhaka electricity supply authority (DESA) is mainly confined to cities and towns. Rural Electrification Board (REB) distributes electricity to the rural people through cooperatives. The rural cooperatives cover only 10% of the total population. Only about 15% of the total population is directly connected to the electricity. In order to meet the increasing energy demand for development of agriculture and industry and for the generation of better employment opportunities, it will be necessary to harness all the available alternative sources of energy immediately.

    Thermal Energy Storage (TES) offers the opportunity for the recovery and re-use of heat currently rejected to the ambient environment. Further, through the ability of TES to match an energy supply with a thermal energy demand, TES increases efficiencies of energy systems and improves capacity factors of power plants. The US Department of Energy has been the leader in TES research, development, and demonstration since recognition in 1976 of the need for fostering energy conservation as a component of the national energy budget. The federal program on TES R and D is the responsibility of the Office of Energy Storage and Distribution within the US Department of Energy (DOE). The overall program is organized into three program areas: diurnal--relating primarily to lower temperature heat for use in residential and commercial buildings on a daily cycle; industrial--relating primarily to higher temperature heat for use in industrial and utility processes on an hourly to daily cycle; seasonal--relating primarily to lower temperature heat or chill for use in residential complexes (central supply as for apartments or housing developments), commercial (light manufacturing, processing, or retail), and industrial (space conditioning) on a seasonal to annual cycle. Selected papers are indexed separately for inclusion in the Energy Science and Technology Database.

    This paper describes three wind energy related projects which are underway in Indonesia. The first is a USAID/Winrock Wind for Island and Nongovernmental Development (WIND) project. The objectives of this project are to train local nongovernmental organizations (NGOs) in the siting, installation, operation, and maintenance of small wind turbines. Then to install up to 20 wind systems to provide electric power for productive end uses while creating micro-enterprises which will generate enough revenue to sustain the wind energy systems. The second project is a joint Community Power Corporation/PLN (Indonesian National Electric Utility) case study of hybrid power systems in village settings. The objective is to evaluate the economic viability of various hybrid power options for several different situations involving wind/photovoltaics/batteries/diesel. The third project is a World Bank/PLN preliminary market assessment for wind/diesel hybrid systems. The objective is to estimate the size of the total potential market for wind/diesel hybrid power systems in Indonesia. The study will examine both wind retrofits to existing diesel mini-grids and new wind-diesel plants in currently unelectrified villages.

    Energy flow in the cochlea is an important characteristic of the cochlear traveling wave, and many investigators, such as von Békésy and Lighthill, have discussed this phenomenon. Particularly after the discovery of the motility of the outer hair cells (OHCs), the nature of the power gain of the cochlea has been a fundamental research question. In the present work, direct three-dimensional (3D) calculations of the power on cross sections of the cochlea and on the basilar membrane are performed based on a box model of the mouse cochlea. The distributions of the fluid pressure and fluid velocity in the scala vestibuli are presented. The power output from the OHCs and the power loss due to fluid viscous damping are calculated along the length of the cochlea. This work provides a basis for theoretical calculations of the power gain of the OHCs from mechanical considerations.

    Wake effects can dramatically reduce the efficiency of waked turbines relative to the unwaked turbines. Wakes can be deflected, or 'redirected,' by applying yaw misalignment to the turbines. Yaw misalignment causes part of the rotor thrust vector to be pointed in the cross-stream direction, deflecting the flow and the wake. Yaw misalignment reduces power production, but the global increase in wind plant power due to decreased wake effect creates a net increase in power production. It is also a fairly simple control idea to implement at existing or new wind plants. We performed high-fidelity computational fluid dynamics simulations of the wake flow of the proposed Fishermen's Atlantic City Windfarm (FACW) that predict that under certain waking conditions, wake redirection can increase plant efficiency by 10%. This means that by applying wake redirection control, for a given watersheet area, a wind plant can either produce more power, or the same amount of power can be produced with a smaller watersheet area. With the power increase may come increased loads, though, due to the yaw misalignment. If misalignment is applied properly, or if layered with individual blade pitch control, though, the load increase can be mitigated. In this talk we will discuss the concept of wake redirection through yaw misalignment and present our CFD results of the FACW project. We will also discuss the implications of wake redirection control on annual energy production, and finally we will discuss plans to implement wake redirection control at FACW when it is operational.

    A microkinetics simulation method, developed to analyze the kinetics of the hydroisomerization of n-hexane, was used to clarify the cause of the temperature dependency of the Arrhenius activation energy of the hydroisomerization of short alkanes on a Pt/mordenite catalyst. It was shown that the model reproduces experimental data. Parameters have not been adjusted, but originate from independent experiments. The change toward lower activation energies at higher temperatures is shown to be due to a decrease in the surface coverage of the active intermediate. This results in a change in the reaction order. The simulations prove that in the temperature regime considered neither intracrystalline diffusion nor single-file diffusion or a change in the rate-determining step is needed to explain the temperature dependence of hydroisomerization over Pt/mordenite catalysts. The measured activation energy changes from the true activation energy for hydroisomerization when site coverage is high to the true activation energy minus the adsorption enthalpy of the reactant at low coverage. 10 refs., 3 figs., 2 tabs.

As the third in a series of annual reports on environmental control R, D, and D activities within DOE, this report may serve as a basis for evaluating program trends. The report presents background material that contributes to the capability to evaluate and assess the environmental control accomplishments, issues, gaps, and overlaps associated with energy development within DOE, in conjunction with other agencies, and in the private sector. A measure of the change in emphasis in the environmental control technology activities within DOE is also presented, indicating shifts, if any, in funding levels for each of the energy technologies. Total DOE FY 1979 budget outlay allocated to environmental control activities was $421,533,000, or 5.0% of the total FY 1979 DOE budget. This report summarizes the inputs received from the energy technology areas. These inputs were submitted in accordance with a description of environmental control related activities, which are those activities directed at research, development, and demonstration of processes, procedures, systems, subsystems, and strategies that directly or indirectly eliminate, minimize, or mitigate environmental impacts. 25 references, 10 figures, 40 tables.

    The purpose of this study was to determine intermediaries perceptions of barriers and incentives to innovative, energy-efficient housing in Iowa. Data were collected by two surveys. The questionnaire for the first survey collected data from 102 communities. The second questionnaire surveyed housing intermediaries drawn from the 102 communities included in the first survey. The sample consisted of 481 builders, building inspectors, realtors, lenders, and solar suppliers. Intermediary groups differed in their perceptions of barriers and incentives to innovative, energy-efficient housing. Significant differences were found among the intermediaries for whether state-mandated solar standards would reduce the risk of inspection of solar-energy houses and whether risky resale potential acts as a barrier to building solar energy housing. The major barriers were the first costs associated with building active solar and earth-sheltered housing and the lack of skills among subcontractors to build these types. There was not significant relationship between rate of adoption among communities and their location in the state. There was, however, a significant relationship between category of building official and rate of adoption among communities.

    This paper reports a new hybrid approach toward achieving high volumetric energy and power densities in an electrochemical flow capacitor for grid energy storage. The electrochemical flow capacitor suffers from high self-discharge and low energy density because charge storage is limited to the available surface area (electric double layer charge storage). Here, we examine two carbon materials as conducting particles in a flow battery electrolyte containing the VO2+/VO2+ redox couple. Highly porous activated carbon spheres (CSs) and multi-walled carbon nanotubes (MWCNTs) are investigated as conducting particle networks that facilitate both faradaic and electric double layer charge storage. Charge storage contributionsmore » (electric double layer and faradaic) are distinguished for flow-electrodes composed of MWCNTs and activated CSs. A MWCNT flow-electrode based in a redox-active electrolyte containing the VO2+/VO2+ redox couple demonstrates 18% less self-discharge, 10 X more energy density, and 20 X greater power densities (at 20 mV s-1) than one based on a non-redox active electrolyte. Additionally, a MWCNT redox-active flow electrode demonstrates 80% capacitance retention, and >95% coulombic efficiency over 100 cycles, indicating the feasibility of utilizing conducting networks with redox chemistries for grid energy storage.« less

  19. Inventory of U.S.-led International Activities on Building Energy Efficiency Initial Findings

    Several U.S. Government agencies promote energy efficiency in buildings internationally. The types and scope of activities vary by agency. Those with the largest role include the U.S. Agency for International Development (USAID), the U.S. Department of State and the Environmental Protection Agency (EPA). Both USAID and the Department of State have a substantial presence overseas, which may present some complementarities with the Department of Energy’s efforts to reach out to other countries. Generally speaking, USAID focuses on capacity building and policy issues; the Department of State focuses on broad diplomatic efforts and some targeted grants in support of these efforts, and EPA has more targeted roles linked to ENERGY STAR appliances and a few other activities. Several additional agencies are also involved in trade-related efforts to promote energy efficiency in buildings. These include the Department of Commerce, the Export-Import Bank, the Overseas Private Investment Corporation and the Trade and Development Agency (TDA). This initial synthesis report is designed to summarize broad trends and activities relating to international cooperation on energy efficiency in buildings, which can help the U.S. Department of Energy (DOE) in developing its own strategy in this area. The Pacific Northwest National Laboratory will develop a more complete synthesis report later in 2010 as it populates a database on international projects on building energy efficiency.

  20. MAGNETIC ENERGY AND HELICITY IN TWO EMERGING ACTIVE REGIONS IN THE SUN

    The magnetic energy and relative magnetic helicity in two emerging solar active regions, AR 11072 and AR 11158, are studied. They are computed by integrating over time the energy and relative helicity fluxes across the photosphere. The fluxes consist of two components: one from photospheric tangential flows that shear and braid field lines (shear term), the other from normal flows that advect magnetic flux into the corona (emergence term). For these active regions: (1) relative magnetic helicity in the active-region corona is mainly contributed by the shear term, (2) helicity fluxes from the emergence and the shear terms have the same sign, (3) magnetic energy in the corona (including both potential energy and free energy) is mainly contributed by the emergence term, and (4) energy fluxes from the emergence term and the shear term evolved consistently in phase during the entire flux emergence course. We also examine the apparent tangential velocity derived by tracking field-line footpoints using a simple tracking method. It is found that this velocity is more consistent with tangential plasma velocity than with the flux transport velocity, which agrees with the conclusion by Schuck.

    This is the ninth Annual Report to the Congress describing Department of Energy (Department) activities in response to formal recommendations and other interactions with the Defense Nuclear Facilities Safety Board (Board). The Board, an independent executive-branch agency established in 1988, provides advice and recommendations to the Secretary of energy regarding public health and safety issues at the Department`s defense nuclear facilities. The Board also reviews and evaluates the content and implementation of health and safety standards, as well as other requirements, relating to the design, construction, operation, and decommissioning of the Department`s defense nuclear facilities. The locations of the major Department facilities are provided. During 1998, Departmental activities resulted in the proposed closure of one Board recommendation. In addition, the Department has completed all implementation plan milestones associated with four other Board recommendations. Two new Board recommendations were received and accepted by the Department in 1998, and two new implementation plans are being developed to address these recommendations. The Department has also made significant progress with a number of broad-based initiatives to improve safety. These include expanded implementation of integrated safety management at field sites, a renewed effort to increase the technical capabilities of the federal workforce, and a revised plan for stabilizing excess nuclear materials to achieve significant risk reduction.

    Analysis of a database of solar coronal mass ejections (CMEs) and associated flares over the period 1996-2007 finds well-behaved power-law relationships between the 1-8 A flare X-ray fluence and CME mass and kinetic energy. We extrapolate these relationships to lower and higher flare energies to estimate the mass and energy loss due to CMEs from stellar coronae, assuming that the observed X-ray emission of the latter is dominated by flares with a frequency as a function of energy dn/dE = kE {sup -{alpha}}. For solar-like stars at saturated levels of X-ray activity, the implied losses depend fairly weakly on the assumed value of {alpha} and are very large: M-dot {approx}5 Multiplication-Sign 10{sup -10} M{sub sun} yr{sup -1} and E-dot {approx}0.1 L{sub sun}. In order to avoid such large energy requirements, either the relationships between CME mass and speed and flare energy must flatten for X-ray fluence {approx}> 10{sup 31} erg, or the flare-CME association must drop significantly below 1 for more energetic events. If active coronae are dominated by flares, then the total coronal energy budget is likely to be up to an order of magnitude larger than the canonical 10{sup -3} L {sub bol} X-ray saturation threshold. This raises the question of what is the maximum energy a magnetic dynamo can extract from a star? For an energy budget of 1% of L {sub bol}, the CME mass loss rate is about 5 Multiplication-Sign 10{sup -11} M {sub Sun} yr{sup -1}.

    This report documents the objectives, analytical approach, and development of the National Energy Modeling System (NEMS) Macroeconomic Activity Module (MAM) used to develop the Annual Energy Outlook for 1994 (AEO94). The report catalogues and describes the module assumptions, computations, methodology, parameter estimation techniques, and mainframe source code. This document serves three purposes. First, it is a reference document providing a detailed description of the NEMS MAM used for the AEO 1994 production runs for model analysts, users, and the public. Second, this report meets the legal requirement of the Energy Information Administration (EIA) to provide adequate documentation in support of its models (Public Law 94-385, section 57.b.2). Third, it facilitates continuity in model development by providing documentation from which energy analysts can undertake model enhancements, data updates, and parameter refinements as future projects.
