    The combination of high oil costs, concerns about oil security and availability, and air quality issues related to vehicle emissions are driving interest in plug-in hybrid electric vehicles (PHEVs). PHEVs are similar to conventional hybrid electric vehicles, but feature a larger battery and plug-in charger that allows electricity from the grid to replace a portion of the petroleum-fueled drive energy. PHEVs may derive a substantial fraction of their miles from grid-derived electricity, but without the range restrictions of pure battery electric vehicles. As of early 2007, production of PHEVs is essentially limited to demonstration vehicles and prototypes. However, the technology has received considerable attention from the media, national security interests, environmental organizations, and the electric power industry. The use of PHEVs would represent a significant potential shift in the use of electricity and the operation of electric power systems. Electrification of the transportation sector could increase generation capacity and transmission and distribution (T&D) requirements, especially if vehicles are charged during periods of high demand. This study is designed to evaluate several of these PHEV-charging impacts on utility system operations within the Xcel Energy Colorado service territory.

  13. MOLTEN CARBONATE FUEL CELL POWER PLANT LOCATED AT LADWP MAIN STREET SERVICE CENTER

    The Los Angeles Department of Water and Power (LADWP) has developed one of the most recognized fuel cell demonstration programs in the United States. In addition to their high efficiencies and superior environmental performance, fuel cells and other generating technologies that can be located at or near the load, offers several electric utility benefits. Fuel cells can help further reduce costs by reducing peak electricity demand, thereby deferring or avoiding expenses for additional electric utility infrastructure. By locating generators near the load, higher reliability of service is possible and the losses that occur during delivery of electricity from remote generators are avoided. The potential to use renewable and locally available fuels, such as landfill or sewage treatment waste gases, provides another attractive outlook. In Los Angeles, there are also many oil producing areas where the gas by-product can be utilized. In June 2000, the LADWP contracted with FCE to install and commission the precommercial 250kW MCFC power plant. The plant was delivered, installed, and began power production at the JFB in August 2001. The plant underwent manufacturer's field trials up for 18 months and was replace with a commercial plant in January 2003. In January 2001, the LADWP contracted with FCE to provide two additional 250kW MCFC power plants. These commercial plants began operations during mid-2003. The locations of these plants are at the Terminal Island Sewage Treatment Plant at the Los Angeles Harbor (for eventual operation on digester gas) and at the LADWP Main Street Service Center east of downtown Los Angeles. All three carbonate fuel cell plants received partial funding through the Department of Defense's Climate Change Fuel Cell Buydown Program.   14. Final Report: Main Group Element Chemistry in Service of Hydrogen Storage and Activation

    Replacing combustion of carbon-based fuels with alternative energy sources that have minimal environmental impact is one of the grand scientific and technological challenges of the early 21st century. Not only is it critical to capture energy from new, renewable sources, it is also necessary to store the captured energy efficiently and effectively for use at the point of service when and where it is needed, which may not be collocated with the collection site. There are many potential storage media but we focus on the storage of energy in chemical bonds. It is more efficient to store energy on a per weight basis in chemical bonds. This is because it is hard to pack electrons into small volumes with low weight without the use of chemical bonds. The focus of the project was the development of new chemistries to enable DOE to meet its technical objectives for hydrogen storage using chemical hydrogen storage systems. We provided computational chemistry support in terms of thermodynamics, kinetics, and properties prediction in support of the experimental efforts of the DOE Center of Excellence for Chemical Hydrogen Storage. The goal of the Center is to store energy in chemical bonds involving hydrogen atoms. Once the hydrogen is stored in a set of X-H/Y-H bonds, the hydrogen has to be easily released and the depleted fuel regenerated very efficiently. This differs substantially from our current use of fossil fuel energy sources where the reactant is converted to energy plus CO2 (coal) or CO2 and H2O (gasoline, natural gas), which are released into the atmosphere. In future energy storage scenarios, the spent fuel will be captured and the energy storage medium regenerated. This places substantial additional constraints on the chemistry. The goal of the computational chemistry work was to reduce the time to design new materials and develop materials that meet the 2010 and 2015 DOE objectives in terms of weight percent, volume, release time, and regeneration ability.     Garcia and Associates (GANDA) was contracted by the Lawrence Livermore National Laboratory (LLNL) to collect information on golden eagle (Aquila chrysaetos) use of Site 300. During 2014, we conducted surveys at Site 300 and for an area including a 10-mile radius of Site 300. Those surveys documented 42 golden eagle territories including two territories that overlapped with Site 300. These were named ‘Tesla’ and ‘Linac Road’. In 2015, we conducted surveys to refine the territory boundaries of golden eagle territories that overlapped with Site 300 and to document eagle activity at Site 300.

    Sustainability theories in European Union (EU) development policies are facing significant challenges: it is difficult to transmit context-specific, publicly communicable messages; the recent development policies strengthen the concurrent development paradigm of economic growth and competitiveness; 'climate change' became a more popular environmental integration term than sustainability in the last few years. However, due to the recent crises of the economic growth, there is a great chance to reintroduce a sustainability-based development. A territorial/regional understanding of sustainability can also be an answer for the current challenges, a platform for refreshing the concept with relevant, specific messages that are close to the everyday life. This paper summarises the 'territorial system'-based basic principles of territorial sustainability in a model called AUTHARSIIV (AUTonomy, HARmony, Solidarity, Innovation, Identity and Values). This is a supplementary sustainability content specified for the context of spatial/regional development or planning. The paper also examines the presence of 'general and territorial sustainability' in regional development programmes, and case studies on applying the territorial sustainability principles in planning, assessment, and implementation. According to the results, sustainability is rarely adapted to the conditions of a given sector or a region, and the territorial aspect of sustainability is underrepresented even in territorial programmes. Therefore, the paper proposes a new planning and assessment system that is based on a set of regionally legitimate sustainability values.

    Arrangements might be created for siting nuclear installations on land ceded by a host State for administration by an international or multinational organization. Such arrangements might prove useful in terms of resolving suspicions of proliferation in troubled areas of the world, or as a means to introduce nuclear activities into areas where political, financial or technical capabilities might otherwise make such activities unsound, or as a means to enable global solutions to be instituted for major nuclear concerns (e.g., spent fuel management). The paper examines practical matters associated with the legal and programmatic aspects of siting nuclear installations, including diplomatic/political frameworks, engaging competent industrial bodies, protection against seizure, regulation to ensure safety and security, waste management, and conditions related to the dissolution of the extra-territorial provisions as may be agreed as the host State(s) achieve the capabilities to own and operate the installations. The paper considers the potential for using such a mechanism across the spectrum of nuclear power activities, from mining to geological repositories for nuclear waste. The paper considers the non-proliferation dimensions associated with such arrangements, and the pros and cons affecting potential host States, technology vendor States, regional neighbors and the international community. It considers in brief potential applications in several locations today.

    The amount of waste produced and the control of separate collection are crucial issues for the planning of a territorial Integrated Waste Management System, enabling the allocation of each sorted waste fraction to the proper treatment and recycling processes. The present study focuses on assessing indicators of different waste management systems in areas characterized by different territorial conditions. The investigated case study concerns the municipalities of Emilia Romagna (northern Italy), which present a rather uniform socioeconomic situation, but a variety of geographic, urban and waste management characteristics. A survey of waste generation and collection rates was carried out, and correlated with the different territorial conditions, classifying the municipalities according to altitude and population density. The best environmental performances, in terms of high separate collection rate, were found on average in rural areas in the plain, while the lowest waste generation was associated with rural hill towns.

    A great part of Russian territory is characterized by climate discomfort of life. In winter cold stress covers nearly all territory. The purpose of this work is to learn how the climatic discomfort of life is affected by climate change. The effect of global warming for the period 1981--1990 on geographical distribution of bioclimatic indexes by seasons (compared with average figures) is analyzed. Indexes of enthalpy, dry cooling, wind chill, wet cooling, effective temperature, physiological deficit index for monthly average figures were calculated and the data bank for the period 1981--1990 was made up. The indexes of enthalpy, wet cooling, and dry cooling according to Bodman were chosen as the most informative and independent. Maps of the climatic indexes taking into account temperature, humidity and wind speed were made up on the basis of the calculated figures.

    The primary objective of this pre-feasibility evaluation is to examine the economic and technical feasibility of replacing distillate fuel with local waste biomass in the village of Verkhni-Ozerski, Arkhangelsk Region, Russia. This village is evaluated as a pilot location representing the off-grid villages in the Russian Northern Territories. The U.S. Department of Energy (DOE) has agreed to provide technical assistance to the Ministry of Fuel and Energy (MFE). MFE has identified the Northern Territories as a priority area requiring NREL`s assistance. The program initially affects about 900 off-grid villages. Biomass and wind energy, and to a lesser extent small hydro (depending on resource availability) are expected to play the dominant role in the program, Geothermal energy may also have a role in the Russian Far East. The Arkhangelsk, Kariela, and Krasnoyarsk Regions, all in the Russian Northern Territories, have abundant forest resources and forest products industries, making them strong candidates for implementation of small-scale waste biomass-to-energy projects. The 900 or so villages included in the renewable energy program span nine administrative regions and autonomous republics. The regional authorities in the Northern Territories proposed these villages to MFE for consideration in the renewable energy program according to the following selection criteria: (a) Remote off-grid location, (b) high cost of transporting fuel, old age of existing power generation equipment, and (d) preliminary determination as to availability of alternative energy resources. Inclusion of indigenous minorities in the program was also heavily emphasized. The prefeasibility study demonstrates that the project merits continuation and a full feasibility analysis. The demonstrated rate of return and net positive cash flow, the willingness of Onegales and local/regional authorities to cooperate, and the immense social benefits are all good reasons to continue the project.

  7. Distributed Energy Alternative to Electrical Distribution Grid Expansion in Consolidated Edison Service Territory

    The nation's power grid, specifically the New York region, faces burgeoning energy demand and suffers from congested corridors and aging equipment that cost New York consumers millions of dollars. Compounding the problem is high-density buildup in urban areas that limits available space to expand grid capacity. Coincidently, these urban areas are precisely where additional power is required. DER in this study refers to combined heat and power (CHP) technology, which simultaneously generates heat and electricity at or near the point where the energy will be consumed. There are multiple CHP options available that, combined with a portfolio of other building energy efficiency (EE) strategies, can help achieve a more efficient supply-demand balance than what the grid can currently provide. As an alternative to expanding grid capacity, CHP and EE strategies can be deployed in a flexible manner at virtually any point on the grid to relieve load. What's more, utilities and customers can install them in a variety of potentially profitable applications that are more environmentally friendly. Under the auspices of the New York State Energy Research and Development Authority (NYSERDA) and the Oak Ridge National Laboratory representing the Office of Electricity of the U.S. Department of Energy, Gas Technology Institute (GTI) conducted this study in cooperation with Consolidated Edison to help broaden the market penetration of EE and DER. This study provides realistic load models and identifies the impacts that EE and DER can have on the electrical distribution grid; specifically within the current economic and regulatory environment of a high load growth area of New York City called Hudson Yards in Midtown Manhattan. These models can be used to guide new policies that improve market penetration of appropriate CHP and EE technologies in new buildings. The following load modeling scenarios were investigated: (1) Baseline: All buildings are built per the Energy Conservation Construction Code of New York State (No CHP applied and no EE above the code); (2) Current Policy: This is a business-as-usual (BAU) scenario that incorporates some EE and DER based on market potential in the current economic and regulatory environment; (3) Modified Rate 14RA: This economic strategy is meant to decrease CHP payback by removing the contract demand from, and adding the delivery charge to the Con Edison Standby Rate PSC2, SC14-RA; (4) Carbon Trade at $20/metric tonne (mt): This policy establishes a robust carbon trading system in NY that would allow building owners to see the carbon reduction resulting from CHP and EE.

    Distributed energy (DE) technologies have received much attention for the energy savings and electric power reliability assurances that may be achieved by their widespread adoption. Fueling the attention have been the desires to globally reduce greenhouse gas emissions and concern about easing power transmission and distribution system capacity limitations and congestion. However, these benefits may come at a cost to the electric utility companies in terms of lost revenue and concerns with interconnection on the distribution system. This study assesses the costs and benefits of DE to both consumers and distribution utilities and expands upon a precursory study done with Detroit Edison (DTE)1, by evaluating the combined impact of DE, energy-efficiency, photovoltaics (a use of solar energy), and demand response that will shape the grid of the future. This study was funded by the U.S. Department of Energy (DOE), Gas Research Institute (GRI), American Electric Power (AEP), and Gas Technology Institute's (GTI) Distributed Energy Collaborative Program (DECP). It focuses on two real Southern California Edison (SCE) circuits, a 13 MW suburban circuit fictitiously named Justice on the Lincoln substation, and an 8 MW rural circuit fictitiously named Prosper on the Washington Substation. The primary objectives of the study were threefold: (1) Evaluate the potential for using advanced energy technologies, including DE, energy-efficiency (EE), demand response, electricity storage, and photovoltaics (PV), to reshape electric load curves by reducing peak demand, for real circuits. (2) Investigate the potential impact on guiding technology deployment and managing operation in a way that benefits both utilities and their customers by: (a) Improving grid load factor for utilities; (b) Reducing energy costs for customers; and (c) Optimizing electric demand growth. (3) Demonstrate benefits by reporting on a recently installed advanced energy system at a utility customer site. This study showed that advanced energy technologies are economical for many customers on the two SCE circuits analyzed, providing certain customers with considerable energy cost savings. Using reasonable assumptions about market penetration, the study showed that adding distributed generation would reduce peak demand on the two circuits enough to defer the need to upgrade circuit capacity. If the DE is optimally targeted, the deferral could economically benefit SCE, with cost savings that outweigh the lost revenues due to lower sales of electricity. To a lesser extent, economically justifiable energy-efficiency, photovoltaic technologies, and demand response could also help defer circuit capacity upgrades by reducing demand.

    Due to political, economical and social conditions dominating the Occupied Palestinian Territories (OPT; consisting of the West Bank, including East Jerusalem, and the Gaza Strip), the Palestinian people and government in the OPT face a multitude of challenges, in relation to governance, development, sustainability, and natural disasters. In this paper, several interventions that form the basis of some present and future Palestinian developmental and planning dilemmas are tackled. Among the challenges the Palestinian people facing are natural disasters. Such disasters have caused enormous losses and have set back economic progress in developed and undeveloped countries alike. On the Palestinian arena, the water shortages, the environmental degradation, and the land and natural resources' depletion, which all go hand in hand with the political conflict in the Middle East, are perceived to be the most significant anthropogenic disasters currently affecting the Palestinian people in the OPT. In addition, natural disasters are significantly considered a potential threat to the OPT's population. Earthquakes in the region are considered a major hazard, with low probability but high adverse impacts. Adding to this, the proposed Red Sea-Dead Sea Conveyance that will bring about two billion cubic meter of saline water from the Red Sea to the Dead Sea will be potentially, if constructed, a huge source of induced earthquakes. Moreover, the future looks not so promising; due to the rapid population growth and the way the cities are developing in the OPT, as more than 50% of the Palestinian population lives in what is defined as 'hazard-prone' areas. These areas are particularly vulnerable, because of their dependence on complex infrastructures. Moreover, the lack of knowledgeable professionals and technical capabilities in the OPT, in regard to disaster-sound management, is another reason for the current chaotic situation.

The survey effort was intended to document the boundaries of eagle territories by careful observation of eagle behavior from selected viewing locations throughout the study area.

    A survey of general considerations relating to the use of coal in US territories and trust territories of the Pacific suggests that coal is a viable option for power generation. Future coal supplies, principally from Australia and the west coast of America, promise to be more than adequate, but large bulk carriers will probably not be able to land coal directly because of inadequate port facilities. Hence, smaller than Panamax-class vessels (60,000 dwt) or some arrangement utilizing self-loading barges or lighters would have to be used. Except for Guam, with peak power requirements on the order of 175 MW/sub e/, most territories have current, albeit inadequate, installations of 1 to 25 MW/sub e/ Turnkey, conventional-coal-fired, electrical-power generating systems are available in that size range. US environmental laws are now applicable to Guam and American Samoa; the trust territories are exempt. However, the small power requirements of many small islands will qualify for exemption from the New Source Performance Standards called for in the Clean Air Act. The principal problems with coal use in the territories, apart from the shallow draft of most harbors, are the limited amount of land available and the high capital costs associated with conversion. Ocean dumping of ash and sludge can be permitted under existing Environmental Protection Agency regulations, and barge-mounted power installations are not out of the question. The feasibility of converting from oil-fired to coal-fired electrical-power generating systems must be determined with site-specific information.

    Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    The capacity of a LNG liquefaction unit has been increased by upgrading the refrigeration system, without making changes to the main heat exchanger (MHE). It is interesting, that after all modifications were completed, a higher refrigerant circulation alone could not increase LNG production. However, by optimizing the refrigerant component ratio, the UA of the MHE increased and LNG production improved.   4. Collector main replacement at Indianapolis Coke

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

The processes of qualification of the NDT components, important for the nuclear and radiation safety, make considerable improvement in Kozloduy NPP, thanks to the accumulated in the years experience in the activities of NDT inspection qualification, and to the help of our partners Serco Assurance and the Institute of Rzes. The results obtained by ultrasonic non-destructive inspection of circulation tube mains DU 500 WWER 440 type are under discussion in this report. (authors)

    The review is made of the problems of ITER optical diagnostics. Most of these problems will be related to the intensive neutron radiation from hot plasma. At a high level of radiation loads the most types of materials gradually change their properties. This effect is most critical for optical diagnostics because of degradation of optical glasses and mirrors. The degradation of mirrors, that collect the light from plasma, basically will be induced by impurity deposition and (or) sputtering by charge exchange atoms. Main attention is paid to the search of glasses for vacuum windows and achromatic lens which are stable under ITER irradiation conditions. The last results of irradiation tests in nuclear reactor of candidate silica glasses KU-1, KS-4V and TF 200 are presented. An additional problem is discussed that deals with the stray light produced by multiple reflections from the first wall of the intense light emitted in the divertor plasma.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the New York Gas Group (NYGAS), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. A prototype system was built for low-pressure cast-iron mains and tested in a spider- and serial-network configuration in a live network in Long Island with the support of Keyspan Energy, Inc. The prototype unit combined sensors capable of monitoring pressure, flow, humidity, temperature and vibration, which were sampled and combined in data-packages in an in-pipe master-slave architecture to collect data from a distributed spider-arrangement, and in a master-repeater-slave configuration in serial or ladder-network arrangements. It was found that the system was capable of performing all data-sampling and collection as expected, yielding interesting results as to flow-dynamics and vibration-detection. Wireless in-pipe communications were shown to be feasible and valuable data was collected in order to determine how to improve on range and data-quality in the future.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the Northeast Gas Association (NGA), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. This projected was completed in April 2006, and culminated in the installation of more than 2 dozen GasNet nodes in both low- and high-pressure cast-iron and steel mains owned by multiple utilities in the northeastern US. Utilities are currently logging data (off-line) and monitoring data in real time from single and multiple networked sensors over cellular networks and collecting data using wireless bluetooth PDA systems. The system was designed to be modular, using in-pipe sensor-wands capable of measuring, flow, pressure, temperature, water-content and vibration. Internal antennae allowed for the use of the pipe-internals as a waveguide for setting up a sensor network to collect data from multiple nodes simultaneously. Sensor nodes were designed to be installed with low- and no-blow techniques and tools. Using a multi-drop bus technique with a custom protocol, all electronics were designed to be buriable and allow for on-board data-collection (SD-card), wireless relaying and cellular network forwarding. Installation options afforded by the design included direct-burial and external polemounted variants. Power was provided by one or more batteries, direct AC-power (Class I Div.2) and solar-array. The utilities are currently in a data-collection phase and intend to use the collected (and processed) data to make capital improvement decisions, compare it to Stoner model predictions and evaluate the use of such a system for future expansion, technology-improvement and commercialization starting later in 2006.

    The conceptual designs proposed in this report resulted from a study for the Maine Low-level Radioactive Waste Authority to develop conceptual designs for a safe and reliable disposal facility for Maine`s low-level radioactive waste (LLW). Freezing temperatures, heavy rainfall, high groundwater tables, and very complex and shallow glaciated soils found in Maine place severe constraints on the design. The fundamental idea behind the study was to consider Maine`s climatic and geological conditions at the beginning of conceptual design rather than starting with a design for another location and adapting it for Maine`s conditions. The conceptual designs recommended are entirely above ground and consist of an inner vault designed to provide shielding and protection against inadvertent intrusion and an outer building to protect the inner vault from water. The air dry conditions within the outer building should lead to almost indefinite service life for the concrete inner vault and the waste containers. This concept differs sharply from the usual aboveground vault in its reliance on at least two independent, but more or less conventional, roofing systems for primary and secondary protection against leakage of radioisotopes from the facility. Features include disposal of waste in air dry environment, waste loading and visual inspection by remote-controlled overhead cranes, and reliance on engineered soils for tertiary protection against release of radioactive materials.

    The adoption of low carbon energy technologies such as variable renewable energy and electric vehicles, coupled with the efficacy of energy efficiency to reduce traditional base load has increased the uncertainty inherent in the net load shape. Handling this variability with slower, traditional resources leads to inefficient system dispatch, and in some cases may compromise reliability. Grid operators are looking to future energy technologies, such as automated demand response (DR), to provide capacity-based reliability services as the need for these services increase. While DR resources are expected to have the flexibility characteristics operators are looking for, demonstrations are necessary to build confidence in their capabilities. Additionally, building owners are uncertain of the monetary value and operational burden of providing these services. To address this, the present study demonstrates the ability of demand response resources providing two ancillary services in the PJM territory, synchronous reserve and regulation, using an OpenADR 2.0b signaling architecture. The loads under control include HVAC and lighting at a big box retail store and variable frequency fan loads. The study examines performance characteristics of the resource: the speed of response, communications latencies in the architecture, and accuracy of response. It also examines the frequency and duration of events and the value in the marketplace which can be used to examine if the opportunity is sufficient to entice building owners to participate.

    The purpose of this presentation is to provide an in-depth discussion of the possible evolution of unbundling of services in a competitive environment. The author discusses unbundling from both a technical/engineering and an economic perspective. The main thrust of the talk is threefold: (a) that in the long run the potential for unbundling of services is extremely large from an engineering perspective; (b) that the form of the initial industry structure will have an important impact on the extent of service unbundling; and (c) that unbundling of wholesale related services is where most of the initial demand will be. (A) Engineering Perspectives on Unbundling: A large proportion of ancillary services can be provided in a competitive framework with current technologies. The author discusses those that current technologies may not facilitate such a decentralized approach. (B) The relation between unbundling and industry structure: Not all industry structures provide the same incentives for the independent service operator (ISO) to unbundle its services. Direct access provides incentives to suppliers to provide ancillary services to its own customers. Such incentive is limited by more centralized organizational modes. (C) Different Demand for Wholesale and Retail Unbundling: Lessons from other sectors: The experience with unbundling in telecommunications is illuminating. Wholesale unbundling, when allowed, has turned out to be a key component of competition. Retail unbundling is limited by customer sophistication. Indeed, retail unbundling will evolve in waves: initially retail customers will demand bundled services, as complexity of services may overwhelm customer sophistication. As customer sophistication increases and technology improves, the demand for partial unbundling increases providing opportunities for speicialized firms to provide partially unbundled services.

    The US electricity industry, dominated by vertically integrated, retail-monopoly, regulated utilities, is undergoing enormous changes. The industry, within the next few years, will evolve into a deintegrated, competitive-market dominated, less regulated industry. Part of this process involves unbundling electric generation from transmission, which raises the issue of ancillary services. Since the Federal Energy Regulatory Commission (FERC) published its March 1995 proposed rule on open-access transmission, ancillary services have been an important topic. Ancillary services are those functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery. These services cost US electricity consumers about $12 billion a year. This article examines the functions performed by the equipment and people that generate, control, transmit, and distribute electricity to support the basic services of generating capacity, energy supply, and power delivery.

    We calculate the pre-main-sequence habitable zone (HZ) for stars of spectral classes F-M. The spatial distribution of liquid water and its change during the pre-main-sequence phase of protoplanetary systems is important for understanding how planets become habitable. Such worlds are interesting targets for future missions because the coolest stars could provide habitable conditions for up to 2.5 billion years post-accretion. Moreover, for a given star type, planetary systems are more easily resolved because of higher pre-main-sequence stellar luminosities, resulting in larger planet-star separation for cool stars than is the case for the traditional main-sequence (MS) HZ. We use one-dimensional radiative-convective climate and stellar evolutionary models to calculate pre-main-sequence HZ distances for F1-M8 stellar types. We also show that accreting planets that are later located in the traditional MS HZ orbiting stars cooler than a K5 (including the full range of M stars) receive stellar fluxes that exceed the runaway greenhouse threshold, and thus may lose substantial amounts of water initially delivered to them. We predict that M-star planets need to initially accrete more water than Earth did, or, alternatively, have additional water delivered later during the long pre-MS phase to remain habitable. Our findings are also consistent with recent claims that Venus lost its water during accretion.

    We modify a stellar structure code to estimate the effect upon the main sequence of the accretion of weakly-interacting dark matter onto stars and its subsequent annihilation. The effect upon the stars depends upon whether the energy generation rate from dark matter annihilation is large enough to shut off the nuclear burning in the star. Main sequence weakly-interacting massive particles (WIMP) burners look much like proto-stars moving on the Hayashi track, although they are in principle completely stable. We make some brief comments about where such stars could be found, how they might be observed and more detailed simulations which are currently in progress. Finally we comment on whether or not it is possible to link the paradoxically hot, young stars found at the galactic center with WIMP burners.

    In recent years, increasing evidence of failures has been reported from spherical roller main bearings used in three-point mounting (TPM) drivetrains of wind turbines. One of the leading causes has been micropitting, a failure mode that is possibly overlooked by design, selection and life-prediction tools. It remains to be seen if retrofitting problematic spherical roller bearings (SRBs) with improved bearing design solutions can improve their durability. Questions to ask might be: ‘Are the operating conditions of the main bearing well understood?’ and ‘Are the failures caused by deficient design practice or other unidentified external sources within the system?’ These questions fundamentally challenge the underlying design basis and encourage the need for a system analysis approach that is currently being undertaken by researchers from the National Renewable Energy Laboratory (NREL). Specifically, this article discusses a few potential design alternatives and system-level reassessment to circumvent micropitting in main bearings used in TPM drivetrains.

    Unlike other modern industrial products Stirling refrigerators development is based mainly on experimental methods. Newly developed high accuracy numerical model for Stirling refrigerators analysis provides good approximation of gas stream process assured by large number of nodes placed in regenerator (300) and large number of time steps (240 per one machine turn). Confidence in accuracy of equations solution makes possible Stirling coolers optimization. In addition to information about refrigerator temperature field the model provides information about driving force of split cooler displacer for computer aided design of displacer driver. In this paper, four parameters of split Stirling refrigerator are optimized: compressor-expander swept volume ratio; phase angle; regenerator length; and regenerator diameter. In each program run power delivered to gas was kept constant by continuous correction of compressor and expander strokes without changing their ratio. Collection of the results produce the optimum cooler structure. Driving displacer force-theta function is also available.

    In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. An intensity upgrade to Fermilab's 120-GeV Main Injector (MI) represents an attractive concept for such a facility, which would leverage existing beam lines and experimental areas and would greatly enhance physics opportunities at Fermilab and in the U.S. With a Proton Driver replacing the present Booster, the beam intensity of the MI is expected to be increased by a factor of five. Accompanied by a shorter cycle, the beam power would reach 2 MW. This would make the MI a more powerful machine than the SNS or the J-PARC. Moreover, the high beam energy (120 GeV) and tunable energy range (8-120 GeV) would make it a unique high power proton facility. The upgrade study has been completed and published. This paper gives a summary report.

    The Maine Tidal Power Initiative (MTPI), an interdisciplinary group of engineers, biologists, oceanographers, and social scientists, has been conducting research to evaluate tidal energy resources and better understand the potential effects and impacts of marine hydro-kinetic (MHK) development on the environment and local community. Project efforts include: 1) resource assessment, 2) development of initial device design parameters using scale model tests, 3) baseline environmental studies and monitoring, and 4) human and community responses. This work included in-situ measurement of the environmental and social response to the pre-commercial Turbine Generator Unit (TGU®) developed by Ocean Renewable Power Company (ORPC) as well as considering the path forward for smaller community scale projects.

    The US Department of Energy (DOE) proposes to build a beamline on the Fermi National Accelerator Laboratory (Fermilab) site to accommodate an experimental research program in neutrino physics. The proposed action, called Neutrino Beams at the Main Injector (NuMI), is to design, construct, operate and decommission a facility for producing and studying a high flux beam of neutrinos in the energy range of 1 to 40 GeV (1 GeV is one billion or 10{sup 9} electron volts). The proposed facility would initially be dedicated to two experiments, COSMOS (Cosmologically Significant Mass Oscillations) and MINOS (Main Injector Neutrino Oscillation Search). The neutrino beam would pass underground from Fermilab to northern Minnesota. A tunnel would not be built in this intervening region because the neutrinos easily pass through the earth, not interacting, similar to the way that light passes through a pane of glass. The beam is pointed towards the MINOS detector in the Soudan Underground Laboratory in Minnesota. Thus, the proposed project also includes construction, operation and decommissioning of the facility located in the Soudan Underground Laboratory in Minnesota that houses this MINOS detector. This environmental assessment (EA) has been prepared by the US Department of Energy (DOE) in accordance with the DOE`s National Environmental Policy Act (NEPA) Implementing Procedures (10 CFR 1021). This EA documents DOE`s evaluation of potential environmental impacts associated with the proposed construction and operation of NuMI at Fermilab and its far detector facility located in the Soudan Underground Laboratory in Minnesota. Any future use of the facilities on the Fermilab site would require the administrative approval of the Director of Fermilab and would undergo a separate NEPA review. Fermilab is a Federal high-energy physics research laboratory in Batavia, Illinois operated on behalf of the DOE by Universities Research Association, Inc.

    We present initial results from observations and numerical analyses aimed at characterizing the main-belt comet P/2012 T1 (PANSTARRS). Optical monitoring observations were made between 2012 October and 2013 February using the University of Hawaii 2.2 m telescope, the Keck I telescope, the Baade and Clay Magellan telescopes, Faulkes Telescope South, the Perkins Telescope at Lowell Observatory, and the Southern Astrophysical Research Telescope. The object's intrinsic brightness approximately doubles from the time of its discovery in early October until mid-November and then decreases by {approx}60% between late December and early February, similar to photometric behavior exhibited by several other main-belt comets and unlike that exhibited by disrupted asteroid (596) Scheila. We also used Keck to conduct spectroscopic searches for CN emission as well as absorption at 0.7 {mu}m that could indicate the presence of hydrated minerals, finding an upper limit CN production rate of Q{sub CN} < 1.5 Multiplication-Sign 10{sup 23} mol s{sup -1}, from which we infer a water production rate of Q{sub H{sub 2O}}<5 Multiplication-Sign 10{sup 25} mol s{sup -1}, and no evidence of the presence of hydrated minerals. Numerical simulations indicate that P/2012 T1 is largely dynamically stable for >100 Myr and is unlikely to be a recently implanted interloper from the outer solar system, while a search for potential asteroid family associations reveals that it is dynamically linked to the {approx}155 Myr old Lixiaohua asteroid family.

    The Main Injector will provide an unprecedented opportunity for challenging the Standard Model. The increased fluxes available from this essential upgrade make possible neutrino experiments of great power both at the Tevatron and at intermediate energies. With a factor of six increase in flux, experiments at higher energies probe with great sensitivity the electroweak sector, test QCD, and search for rare processes which could point the way to new physics. Such experiments can make simultaneous measurements of the Standard Model {rho} parameter and sin{sup 2} {theta}{sub W} to 0.25% and 0.6%, respectively. Measurements of the radiative corrections in electroweak physics will reveal physics at the TeV mass scale. {rho} probes the Higgs sector, and deviations from its expected value would be unambiguous signals of new phenomena and possibly our first clear window into physics beyond the Standard Model. Another way to quantify these corrections is through measurements of sin{sup 2} {theta}{sub W} in different processes; comparisons among an ensemble of precise electroweak measurements can then distinguish among alternatives and pin down the sources of new phenomena. Four processes likely to be important in the coming decade are the direct boson mass measurements, Z polarization asymmetries, atomic parity violation, and neutrino-nucleon scattering. Each of these processes has a different dependence on the various sources of new physics: such phenomena as multiple Z's, supersymmetry, or technicolor are just three of many possibilities. Neutral current measurements of sin{sup 2} {theta}{sub W} and {rho} have already provided constraints on m{sub t}; improved measurements will extend their reach and help us interpret the information from the colliders. QCD tests, especially those involving the structure function xF{sub 3}, can check two fundamental predictions of the theory: the dependence of the strong-coupling constant {alpha}{sub S}(Q{sup 2}) on Q{sup 2}, and the value

  5. Main results of Phenix final core physics tests

    The French sodium cooled fast reactor Phenix was shut down in 2009 after 35 years of operation. Before decommissioning a final set of tests was performed. This paper focuses on the following core physics tests: - measurement of control rod reactivity worth by several methods (sub-critical, critical, rod-drop methods), - control rod shifting during a full power operation state, - measurement of individual subassembly reactivity worth (fresh and burned fuel and fertile, sodium hole), - simulation of a gas bubble crossing the core. The control rod measurement test has shown some discrepancies between the different measurement methods, mainly for the rod bank worth. Considering a macroscopic parameter (the reactivity loss estimation), NSMM method seems to produce the better results. The control rod shifting test has highlighted the impact of the spatial effects generated by control rods movements over the power map. These spatial effects, known as shadowing effects, can modify up to 15% the individual control rod worth. The tests concerning individual subassembly worth and gas bubble have permit to evaluate the impact of local perturbations on the reactivity. All these tests can be considered as successful and the ability of the European neutronic code for fast reactors, ERANOS 2.2, to reproduce complex and atypical configuration has been demonstrated by good agreement between measured and computed values.     When gas is discovered in a developing country, and there is either insufficient to justify an Liquified Natural Gas (LNG) export project, or a surplus over-and-above LNG requirements, what are the problems that hinder its development for the internal market in that country. Are there positive steps that can be taken to facilitate such development. The major focus of this study is therefore on the problems that arise in negotiating and implementing agreements between companies and governments. The asymmetries and differences between the behavior and perceptions of the two groups impinge on the conduct of negotiations and the nature of agreements reached between the parties. Objectives are examined for each group as well as the procedures they follow and the constraints under which they operate. The effect of differences on exploration contracts, on pricing and on fiscal regimes are examined and practical ways in which the different objectives of governments and companies can be reconciled to their mutual advantage are suggested. The report is divided into two parts. This Volume, Part One of the report, contains a synthesis of our views on the issues raised by research, and the main conclusions.

    The AGS Booster is being designed as a very versatile particle accelerator. Its primary function is to be a high quality injector to the currently operating Alternating Gradient Synchrotron (AGS). The Booster/AGS combination will produce proton intensities greater than 5 {times} 10{sup 13}protons per pulse (ppp), and accelerate heavy ions, with mass up to 200, to a maximum energy of 15 GeV per atomic mass unit (GeV/amu). The power supply for the Booster Main Ring (BMRPS) has to accommodate a wide range of cycles and a wide range of operating parameters. The cycles range from storage for several seconds to rapid cycling at 7.5 Hz. The peak output power is 18 MW. This paper will describe the AGS Booster machine powering requirements, the choice of power supply, the a.c. circuit tie-in and its associated problems and some of the details of the design of the BMRPS. 9 refs., 2 figs.

This study expands upon the work conducted in Budget Period 1 (BP1) to investigate the influence of the wake generated from an upstream turbine on a downstream turbine using Computational Fluid Dynamics (CFD) high-fidelity modeling tool. Simulator fOr Wind Farms Application (SOWFA) [1] is an NREL high fidelity modeling tool that couples OpenFOAM [2] CFD and NREL’s Aero-Elastic code Fatigue, Aerodynamics, Structures, and Turbulence (FAST)[3]. In BP1 the configuration was based on Hywind-3MW at 140 m water depth in the Gulf of Maine; however this study for Budget Period 2 (BP2) the configuration investigated is based on Hywind-6MW at 220 m water depth off the coast of Boston. The objectives were to perform two-turbines One-Way Coupling (OWC), three-turbines Two-Way Coupling (TWC), and to investigate wind power plant optimization.

    Significant progress was made this year toward closure of the Department of Energy's Ashtabula Environmental Management Project (AEMP) with the demolition of the 9-building Main Extrusion Plant Complex. The 44,000 square foot building complex formerly housed uranium extrusion facilities and equipment. At the start of the project in October of 2001, the buildings still contained a RCRA Part B storage area, operating mixed waste treatment facilities, active waste shredding and compacting process areas, and a state EPA permitted HEPA ventilation system. This paper presents a discussion of the multidisciplinary effort to bring the building to a safe shutdown condition in just six months, including relocation of existing process areas, utility isolation, and preliminary decontamination. Also discussed is the demolition strategy in which portions of the facility remained active while demolition was proceeding in other areas. Other details of the technical approach to the demolition are also discussed, including innovative techniques for demolition, galbestos removal, contamination control, and waste minimization. These techniques contributed to the early completion of demolition in July of 2002, fully two months ahead of schedule and $1.5 million under budget.

    The basic features of the Priority Service approach for unbundling the equality attributes of electric power service is described. This paper pointed out how this unbundling of service provides an effective tool for managing the risks faced by electric utilities in the next decade. It is also interesting to compare the features of Priority Service to those that result from deregulation of supply in other industries. In the transportation and communications industries, a primary result of deregulation has been a substantial increase in product differentiation and the tailoring of products to specific customer needs. Thus Priority Service, as a means of product differentiation, offers an opportunity to capture some of the benefits of deregulation without the associated uncertainties and instabilities that are often introduced by deregulating markets. 2 figures, 5 tables.

    Congress passed the Nuclear Waste Policy Act of 1982 (NWPA) and its amendments establishing the national policy for safely storing, transporting and disposing of spent nuclear fuel and high-level radioactive waste in a geologic repository. This legislation created the Office of Civilian Radioactive Waste Management (OCRWM) within the US Department of Energy (DOE) to develop an integrated system for the safe and efficient disposal of high-level radioactive waste. The NWPA, as amended, directs DOE to study in detail the Yucca Mountain site in Nevada as the only candidate site for the Nation`s geologic repository. This Information Services Directory is intended to facilitate dissemination of information. The Directory is produced by the Education and Information Division of OCRWM`s Office of External Relations and will be updated periodically. This is the third such update since its issuance in August 1986. It is a reference document that lists the sources of program information available to states, Indian tribes, and the public.

    The city of Havana, the political, administrative and cultural centre of Cuba, is also the centre of many of the economic activities of the nation: industries, services, scientific research and tourism. All of these activities contribute to the generation of municipal solid waste (MSW), which also impact other Cuban cities. Inadequate handling of waste and the lack of appropriate and efficient solutions for its final disposal and treatment increase the risk and possibility of contamination. The main difficulty in the development of a system of management of MSW lies in the lack of knowledge of the chemical composition of the waste that is generated in the country as a whole, and especially in Havana, where solid waste management decisions are made. The present study characterizes MSW in Havana city during 2004. The Calle 100, Guanabacoa and Ocho Vias landfills were selected for physical-chemical characterization of MSW, as they are the three biggest landfills in the city. A total of 16 indicators were measured, and weather conditions were recorded. As a result, the necessary information regarding the physical-chemical composition of the MSW became available for the first time in Cuba. The information is essential for making decisions regarding the management of waste and constitutes a valuable contribution to the Study on Integrated Management Plan of MSW in Havana.
