    This document reports on the study of arsenic contamination in the Clinch River/Watts Bar Reservoir (CR/WBR) system, downstream from the US Department of Energy`s Oak Ridge Reservation (ORR). Arsenic is of particular interest and concern because it occurs commonly in coal-bearing rock and waste products, such as fly ash associated with the burning of coal; it is classified as a Class A carcinogen by the Environmental Protection Agency; and disposal of fly ash, both on and off the ORR, may have contaminated surface water and sediments in the Clinch River and Watts Bar Reservoir. Four main sites were sampled quarterly over a 3-year period. Sites investigated included lower Watts Bar Reservoir near Watts Bar Dam [Tennessee River kilometer (TRK) 849.6], the Kingston area [Clinch River kilometer (CRK) 1.6], Poplar Creek, and the McCoy Branch Embayment. Additional sites were investigated in the vicinity of these main stations to determine the distribution of contamination and to identify possible alternative or additional sources of arsenic.

    CONC/11 is a computer program designed for calculating the performance of dish-type solar thermal collectors and power systems. It is intended to aid the system or collector designer in evaluating the performance to be expected with possible design alternatives. From design or test data on the characteristics of the various subsystems, CONC/11 calculates the efficiencies of the collector and the overall power system as functions of the receiver temperature for a specified insolation. If desired, CONC/11 will also determine the receiver aperture and the receiver temperature that will provide the highest efficiencies at a given insolation. The program handles both simple and compound concentrators. CONC/11 is written in Athena Extended Fortran (similar to Fortran 77) to operate primarily in an interactive mode on a Sperry 1100/81 computer. It could also be used on many small computers.

Significant progress has been made at the prime location, with a lease-power purchase contract for ten years for the installation of turbine equipment having been obtained.     The Maine Coast Wind Project was developed to investigate the cost-effectiveness of small, distributed wind systems on coastal sites in Maine. The restructuring of Maine's electric grid to support net metering allowed for the installation of small wind installations across the state (up to 100kW). The study performed adds insight to the difficulties of developing cost-effective distributed systems in coastal environments. The technical hurdles encountered with the chosen wind turbine, combined with the lower than expected wind speeds, did not provide a cost-effective return to make a distributed wind program economically feasible. While the turbine was accepted within the community, the low availability has been a negative.

    This report presents the results of a rock mechanics instrumentation program designed to determine the rock mass response due to longwall mining a thick coal seam utilizing shield-type supports at the York Canyon Mine near Raton, New Mexico. The data collected during this study is unique in that it represents the results from mining three adjacent longwall panels varying from sub-critical to super-critical in a known geologic environment with cross- and along-panel topographic variations. Data from the program indicated the following: (1) Topography significantly influenced the magnitude and distribution of surface movements. (2) The study failed to substantiate the theory that the angle of draw decreased as the depth of overburden increased. (3) Subsidence started when the face was an average of 0.33h (h = overburden depth) from a given surface point and was essentially completed when the face was 0.9h beyond the surface point. (4) Underground mining activity produced almost instantaneous surface movement and major surface subsidence ceased almost as soon as mining ceased. (5) Topography influenced shield loading patterns only where the overburden depth was thin. (6) The width of the pressure abutment was apparently related to the depth of overburden. (7) The type of roof rock controlled the amount of roof-sag. (8) With longwall face advance, the roof tended to move away from surface topographic highs and towards the caved area. (9) Roof-floor convergence at the mining face was approximately one percent of extracted seam height. (10) The magnitude of roof-floor convergence out ahead of the mining face could be related to the face distance with a logarithmic curve function.

    The review is made of the problems of ITER optical diagnostics. Most of these problems will be related to the intensive neutron radiation from hot plasma. At a high level of radiation loads the most types of materials gradually change their properties. This effect is most critical for optical diagnostics because of degradation of optical glasses and mirrors. The degradation of mirrors, that collect the light from plasma, basically will be induced by impurity deposition and (or) sputtering by charge exchange atoms. Main attention is paid to the search of glasses for vacuum windows and achromatic lens which are stable under ITER irradiation conditions. The last results of irradiation tests in nuclear reactor of candidate silica glasses KU-1, KS-4V and TF 200 are presented. An additional problem is discussed that deals with the stray light produced by multiple reflections from the first wall of the intense light emitted in the divertor plasma.

    In the process of exploring and understanding the influence of crystal structure on the system of compounds with the composition Gd{sub 5}(Si{sub x}Ge{sub 1-x}){sub 4} several new compounds were synthesized with different crystal structures, but similar structural features. In Gd{sub 5}(Si{sub x}Ge{sub 1-x}){sub 4}, the main feature of interest is the magnetocaloric effect (MCE), which allows the material to be useful in magnetic refrigeration applications. The MCE is based on the magnetic interactions of the Gd atoms in the crystal structure, which varies with x (the amount of Si in the compound). The crystal structure of Gd{sub 5}(Si{sub x}Ge{sub 1-x}){sub 4} can be thought of as being formed from two 3{sup 2}434 nets of Gd atoms, with additional Gd atoms in the cubic voids and Si/Ge atoms in the trigonal prismatic voids. Attempts were made to substitute nonmagnetic atoms for magnetic Gd using In, Mg and Al. Gd{sub 2}MgGe{sub 2} and Gd{sub 2}InGe{sub 2} both possess the same 3{sup 2}434 nets of Gd atoms as Gd{sub 5}(Si{sub x}Ge{sub 1-x}){sub 4}, but these nets are connected differently, forming the Mo{sub 2}FeB{sub 2} crystal structure. A search of the literature revealed that compounds with the composition R{sub 2}XM{sub 2} (R=Sc, Y, Ti, Zr, Hf, rare earth; X=main group element; M=transition metal, Si, Ge) crystallize in one of four crystal structures: the Mo{sub 2}FeB{sub 2}, Zr{sub 3}Al{sub 2}, Mn{sub 2}AlB{sub 2} and W{sub 2}CoB{sub 2} crystal structures. These crystal structures are described, and the relationships between them are highlighted. Gd{sub 2}AlGe{sub 2} forms an entirely new crystal structure, and the details of its synthesis and characterization are given. Electronic structure calculations are performed to understand the nature of bonding in this compound and how electrons can be accounted for.     Although lensed troffers are numerous, there are many other types of optical systems as well. This report looked at the performance of three linear (T8) LED lamps chosen primarily based on their luminous intensity distributions (narrow, medium, and wide beam angles) as well as a benchmark fluorescent lamp in five different troffer types. Also included are the results of a subjective evaluation. Results show that linear (T8) LED lamps can improve luminaire efficiency in K12-lensed and parabolic-louvered troffers, effect little change in volumetric and high-performance diffuse-lensed type luminaires, but reduce efficiency in recessed indirect troffers. These changes can be accompanied by visual appearance and visual comfort consequences, especially when LED lamps with clear lenses and narrow distributions are installed. Linear (T8) LED lamps with diffuse apertures exhibited wider beam angles, performed more similarly to fluorescent lamps, and received better ratings from observers. Guidance is provided on which luminaires are the best candidates for retrofitting with linear (T8) LED lamps.

    We calculate the pre-main-sequence habitable zone (HZ) for stars of spectral classes F-M. The spatial distribution of liquid water and its change during the pre-main-sequence phase of protoplanetary systems is important for understanding how planets become habitable. Such worlds are interesting targets for future missions because the coolest stars could provide habitable conditions for up to 2.5 billion years post-accretion. Moreover, for a given star type, planetary systems are more easily resolved because of higher pre-main-sequence stellar luminosities, resulting in larger planet-star separation for cool stars than is the case for the traditional main-sequence (MS) HZ. We use one-dimensional radiative-convective climate and stellar evolutionary models to calculate pre-main-sequence HZ distances for F1-M8 stellar types. We also show that accreting planets that are later located in the traditional MS HZ orbiting stars cooler than a K5 (including the full range of M stars) receive stellar fluxes that exceed the runaway greenhouse threshold, and thus may lose substantial amounts of water initially delivered to them. We predict that M-star planets need to initially accrete more water than Earth did, or, alternatively, have additional water delivered later during the long pre-MS phase to remain habitable. Our findings are also consistent with recent claims that Venus lost its water during accretion.

    The objective of this project was the development of a 230 kV high-pressure gas-filled (HPGF) pipe-type cable employing paper or laminate of paper-polypropylene-paper (PPP) insulation pressurized with N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas. Heretofore, HPGF pipe-type cables have been restricted to 138 kV ratings due to technical difficulties in achieving higher voltage ratings. In view of the high cost of manufacturing and testing a large number of full size cables, cable models with 2 mm (80 mils) and 2.5 mm (100 mils) wall thicknesses of insulation enclosed in a test fixture capable of withstanding a test pressure of 2070 kPa (300 psig) and high electrical stresses were employed for dissipation factor versus voltage measurements and for ac and impulse breakdown tests at rated and emergency operating temperatures. In addition, a 36 cm (14 in) full wall cable model enclosed in a pressure vessel was utilized for transient pressure response tests. The results of this investigation attest tot he technical feasibility of the design and manufacture of a 230 kV HPGF pipe-type cable employing paper or PPP insulation pressurized with 100% N{sub 2} gas or a blend of 15% SF{sub 6}/85% N{sub 2} gas for operation under normal and 100 hour emergency conditions at conductor temperatures of 85{degree} and 105{degree}C, respectively. The manufacture of a full size PPP insulated cable pressurized with a blend of 15% SF{sub 6}/85% N{sub 2} gas employing pre-impregnated PPP insulating tapes and an annular conductor based on the design stresses defined in this report is recommended for laboratory evaluation and extended life tests. 11 refs., 45 figs., 11 tabs.

    The capacity of a LNG liquefaction unit has been increased by upgrading the refrigeration system, without making changes to the main heat exchanger (MHE). It is interesting, that after all modifications were completed, a higher refrigerant circulation alone could not increase LNG production. However, by optimizing the refrigerant component ratio, the UA of the MHE increased and LNG production improved. This technical evaluation will provide recommendations and show how the evaluation of the internal temperature profile helped optimize the MHE operating conditions.

    Indianapolis Coke is a merchant coke producer, supplying both foundry and blast furnace coke to the industry. The facility has three coke batteries: two 3 meter batteries, one Wilputte four divided and one Koppers Becker. Both batteries are underjet batteries and are producing 100% foundry coke at a net coking time of 30.6 hours. This paper deals with the No. 1 coke battery, which is a 72 oven, gun fired, 5 meter Still battery. No. 1 battery produces both foundry and blast furnace coke at a net coking rate of 25.4 hours. No. 1 battery was commissioned in 1979. The battery is equipped with a double collector main. Although many renovations have been completed to the battery, oven machinery and heating system, to date no major construction projects have taken place. Deterioration of the collector main was caused in part from elevated levels of chlorides in the flushing liquor, and temperature fluctuations within the collector main. The repair procedures are discussed.

    Based on high disposal and low recycling rates of electronic waste (e-waste) and continued exportation to developing countries, reliance on municipal responsibility for e-waste management has been unsuccessful in the United States. This case study examines Maine's program, which was the first US state to mandate producer responsibility for recycling household e-waste. Maine's program established a shared cost responsibility among producers, municipalities, and consumers. The study found that Maine's program resulted in a significant reduction in disposal and a corresponding increase in environmentally sound recycling. In the first 3 years of the program, 6.406 million kg of household e-waste was collected and recycled for a population of 1.32 million. The new program, implemented in 2006, increased the number of e-waste items collected and recycled by 108% in the first year, 170% in the second year, and 221% in the third year. The program decreased direct economic costs to municipalities and households because of the shared cost approach and for the first time established costs for producers. There was no empirical evidence indicating that producers have or will improve the recyclability of electronic products to reduce recycling costs. While other weaknesses were that found potentially limit the adoption of Maine's program, its positive aspects warrant consideration by other governments.

Newly developed high accuracy numerical model for Stirling refrigerators analysis provides good approximation of gas stream process assured by large number of nodes placed in regenerator (300) and large number of time steps (240 per one machine turn). Confidence in accuracy of equations solution makes possible Stirling coolers optimization. In addition to information about refrigerator temperature field the model provides information about driving force of split cooler displacer for computer aided design of displacer driver. In this paper, four parameters of split Stirling refrigerator are optimized: compressor-expander swept volume ratio; phase angle; regenerator length; and regenerator diameter. In each program run power delivered to gas was kept constant by continuous correction of compressor and expander strokes without changing their ratio. Collection of the results produce the optimum cooler structure. Driving displacer force-theta function is also available.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the New York Gas Group (NYGAS), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. A prototype system was built for low-pressure cast-iron mains and tested in a spider- and serial-network configuration in a live network in Long Island with the support of Keyspan Energy, Inc. The prototype unit combined sensors capable of monitoring pressure, flow, humidity, temperature and vibration, which were sampled and combined in data-packages in an in-pipe master-slave architecture to collect data from a distributed spider-arrangement, and in a master-repeater-slave configuration in serial or ladder-network arrangements. It was found that the system was capable of performing all data-sampling and collection as expected, yielding interesting results as to flow-dynamics and vibration-detection. Wireless in-pipe communications were shown to be feasible and valuable data was collected in order to determine how to improve on range and data-quality in the future.

    Automatika, Inc. was contracted by the Department of Energy (DOE) and with co-funding from the Northeast Gas Association (NGA), to develop an in-pipe natural gas prototype measurement and wireless communications system for assessing and monitoring distribution networks. This projected was completed in April 2006, and culminated in the installation of more than 2 dozen GasNet nodes in both low- and high-pressure cast-iron and steel mains owned by multiple utilities in the northeastern US. Utilities are currently logging data (off-line) and monitoring data in real time from single and multiple networked sensors over cellular networks and collecting data using wireless bluetooth PDA systems. The system was designed to be modular, using in-pipe sensor-wands capable of measuring, flow, pressure, temperature, water-content and vibration. Internal antennae allowed for the use of the pipe-internals as a waveguide for setting up a sensor network to collect data from multiple nodes simultaneously. Sensor nodes were designed to be installed with low- and no-blow techniques and tools. Using a multi-drop bus technique with a custom protocol, all electronics were designed to be buriable and allow for on-board data-collection (SD-card), wireless relaying and cellular network forwarding. Installation options afforded by the design included direct-burial and external polemounted variants. Power was provided by one or more batteries, direct AC-power (Class I Div.2) and solar-array. The utilities are currently in a data-collection phase and intend to use the collected (and processed) data to make capital improvement decisions, compare it to Stoner model predictions and evaluate the use of such a system for future expansion, technology-improvement and commercialization starting later in 2006.

An efficient non-destructive inspection is the key point for the safe service. Kozloduy NPP keeps on making investments in equipment and qualification of specialists in this field. The processes of qualification of the NDT components, important for the nuclear and radiation safety, make considerable improvement in Kozloduy NPP, thanks to the accumulated in the years experience in the activities of NDT inspection qualification, and to the help of our partners Serco Assurance and the Institute of Rzes. The results obtained by ultrasonic non-destructive inspection of circulation tube mains DU 500 WWER 440 type are under discussion in this report. (authors)

    The US Department of Energy (DOE) proposes to build a beamline on the Fermi National Accelerator Laboratory (Fermilab) site to accommodate an experimental research program in neutrino physics. The proposed action, called Neutrino Beams at the Main Injector (NuMI), is to design, construct, operate and decommission a facility for producing and studying a high flux beam of neutrinos in the energy range of 1 to 40 GeV (1 GeV is one billion or 10{sup 9} electron volts). The proposed facility would initially be dedicated to two experiments, COSMOS (Cosmologically Significant Mass Oscillations) and MINOS (Main Injector Neutrino Oscillation Search). The neutrino beam would pass underground from Fermilab to northern Minnesota. A tunnel would not be built in this intervening region because the neutrinos easily pass through the earth, not interacting, similar to the way that light passes through a pane of glass. The beam is pointed towards the MINOS detector in the Soudan Underground Laboratory in Minnesota. Thus, the proposed project also includes construction, operation and decommissioning of the facility located in the Soudan Underground Laboratory in Minnesota that houses this MINOS detector. This environmental assessment (EA) has been prepared by the US Department of Energy (DOE) in accordance with the DOE`s National Environmental Policy Act (NEPA) Implementing Procedures (10 CFR 1021). This EA documents DOE`s evaluation of potential environmental impacts associated with the proposed construction and operation of NuMI at Fermilab and its far detector facility located in the Soudan Underground Laboratory in Minnesota. Any future use of the facilities on the Fermilab site would require the administrative approval of the Director of Fermilab and would undergo a separate NEPA review. Fermilab is a Federal high-energy physics research laboratory in Batavia, Illinois operated on behalf of the DOE by Universities Research Association, Inc.

    The planned neutrino program at Fermilab requires large proton beam intensities in excess of 2 MW. Measuring the transverse profiles of these high intensity beams is challenging and often depends on non-invasive techniques. One such technique involves measuring the deflection of a probe beam of electrons with a trajectory perpendicular to the proton beam. A device such as this is already in use at the Spallation Neutron Source at ORNL and the installation of a similar device is underway in the Main Injector at Fermilab. The present installation status of the electron beam profiler for the Main Injector will be discussed together with some simulations and test stand results.

    In Hungary there are four main governmental programs, which may result in a decrease of emissions of anthropogenic greenhouse gases (GHGs): (1) National program of energy efficiency improvement and energy conservation, (2) Afforestation program, (3) Volatile organic compounds (VOC) emission reduction program, and (4) Program to reduce the use of ozone depleting substances. These ambitious programs were launched in the beginning of the 90`s, but they have been slowed down because of budgetary problems. The comprehensive action plan for mitigation of GHG emissions should be based on these ongoing programs. These programs should be expanded by further measures and programs in order to fulfill the requirements of the FCCC. In the next sections the results and prospects of the above mentioned programs will be summarized. Also the results of the mitigation study supported by the U.S. Country Studies Program are included.

    The entire evolution of the Milky Way, including its mass-assembly and star-formation history, is imprinted onto the chemo-dynamical distribution function of its member stars, f(x, v, [X/H]), in the multi-dimensional phase space spanned by position, velocity, and elemental abundance ratios. In particular, the chemo-dynamical distribution functions for low-mass stars (e.g., G- or K-type dwarfs) are precious tracers of the earliest stages of the Milky Way's formation, since their main-sequence lifetimes approach or exceed the age of the universe. A basic tenet of essentially all previous analyses is that the stellar metallicity, usually parameterized as [Fe/H], is conserved over time for main-sequence stars (at least those that have not been polluted due to mass transfer from binary companions). If this holds true, any correlations between metallicity and kinematics for long-lived main-sequence stars of different masses, effective temperatures, or spectral types must strictly be the same, since they reflect the same mass-assembly and star-formation histories. By analyzing a sample of nearby metal-poor halo and thick-disk stars on the main sequence, taken from Data Release 8 of the Sloan Digital Sky Survey, we find that the median metallicity of G-type dwarfs is systematically higher (by about 0.2 dex) than that of K-type dwarfs having the same median rotational velocity about the Galactic center. If it can be confirmed, this finding may invalidate the long-accepted assumption that the atmospheric metallicities of long-lived stars are conserved over time.

    The measurement of the longitudinal behavior of the accelerated particle beams at Fermilab is crucial to the optimization and control of the beam and the maximizing of the integrated luminosity for the particle physics experiments.     Most outer main-belt asteroids have low albedos because of their carbonaceouslike bodies. However, infrared satellite surveys have revealed that some asteroids have high albedos, which may suggest the presence of unusual surface minerals for those primitive objects. We present new near-infrared (1.12.5 ?m) spectra of four outer main-belt asteroids with albedos ? 0.1. The C-complex asteroids (555) Norma and (2542) Calpurnia are featureless and have (50%60%) amorphous Mg pyroxenes that might explain the high albedos. Asteroids (701) Oriola (which is a C-complex asteroid) and (2670) Chuvashia (a D/T-type or M-type asteroid) show possible broad absorption bands (1.52.1 ?m). The feature can be reproduced by either Mg-rich amorphous pyroxene (with 50%60% and 80%95% Mg, respectively) or orthopyroxene (crystalline silicate), which might be responsible for the high albedos. No absorption features of water ice (near 1.5 and 2.0 ?m) are detected in the objects. We discuss the origin of high albedo components in the outer main-belt asteroids and their physical relations to comets.

    We modify a stellar structure code to estimate the effect upon the main sequence of the accretion of weakly-interacting dark matter onto stars and its subsequent annihilation. The effect upon the stars depends upon whether the energy generation rate from dark matter annihilation is large enough to shut off the nuclear burning in the star. Main sequence weakly-interacting massive particles (WIMP) burners look much like proto-stars moving on the Hayashi track, although they are in principle completely stable. We make some brief comments about where such stars could be found, how they might be observed and more detailed simulations which are currently in progress. Finally we comment on whether or not it is possible to link the paradoxically hot, young stars found at the galactic center with WIMP burners.

    Over the last 10 years, Brooklyn Union Gas Co. has undergone significant changes in the methods it has used to install gas service and gas main systems. Recently, Brooklyn Union engineers developed a user friendly method of replacing steel and cast iron gas mains and service lines with same size or larger polyethylene pipe without using conventional trench excavation. The system, known as the ''Bullet'' pipe replacement system, involves splitting steel and cast iron pipe using a series of rolling cutter wheels. After consecutive cutting wheels completely penetrate both pipe and fittings, both pipe and soil are spread with an expander and new polyethylene pipe is inserted. The ''Bullet'' pipe splitting system for 1[1/4] in. (32 mm) through 6 in. (150 mm) diameter has been developed.

    In recent years, increasing evidence of failures has been reported from spherical roller main bearings used in three-point mounting (TPM) drivetrains of wind turbines. One of the leading causes has been micropitting, a failure mode that is possibly overlooked by design, selection and life-prediction tools. It remains to be seen if retrofitting problematic spherical roller bearings (SRBs) with improved bearing design solutions can improve their durability. Questions to ask might be: ‘Are the operating conditions of the main bearing well understood?’ and ‘Are the failures caused by deficient design practice or other unidentified external sources within the system?’ These questions fundamentally challenge the underlying design basis and encourage the need for a system analysis approach that is currently being undertaken by researchers from the National Renewable Energy Laboratory (NREL). Specifically, this article discusses a few potential design alternatives and system-level reassessment to circumvent micropitting in main bearings used in TPM drivetrains.

    Igniting fusion fuel in the laboratory remains an alluring goal for two reasons: the desire to study matter under the extreme conditions needed for fusion burn, and the potential of harnessing the energy released as an attractive energy source for mankind. The inertial confinement approach to fusion involves rapidly compressing a tiny spherical capsule of fuel, initially a few millimeters in radius, to densities and temperatures higher than those in the core of the sun. The ignited plasma is confined solely by its own inertia long enough for a significant fraction of the fuel to burn before the plasma expands, cools down and the fusion reactions are quenched. The potential of this confinement approach as an attractive energy source is being studied in the Inertial Fusion Energy (IFE) program, which is the subject of this report. A complex set of interrelated requirements for IFE has motivated the study of novel potential solutions. Three types of “drivers” for fuel compression are presently studied: high-averagepower lasers (HAPL), heavy-ion (HI) accelerators, and Z-Pinches. The three main approaches to IFE are based on these drivers, along with the specific type of target (which contains the fuel capsule) and chamber that appear most promising for a particular driver.

    Natural gas combustion turbines are rapidly becoming the primary technology of choice for generating electricity. At least half of the new generating capacity added in the US over the next twenty years will be combustion turbine systems. The Department of Energy has cosponsored with Siemens Westinghouse, a program to maintain the technology lead in gas turbine systems. The very ambitious eight year program was designed to demonstrate a highly efficient and commercially acceptable power plant, with the ability to fire a wide range of fuels. The main goal of the Advanced Turbine Systems (ATS) Program was to develop ultra-high efficiency, environmentally superior and cost effective competitive gas turbine systems for base load application in utility, independent power producer and industrial markets. Performance targets were focused on natural gas as a fuel and included: System efficiency that exceeds 60% (lower heating value basis); Less than 10 ppmv NO{sub x} emissions without the use of post combustion controls; Busbar electricity that are less than 10% of state of the art systems; Reliability-Availability-Maintainability (RAM) equivalent to current systems; Water consumption minimized to levels consistent with cost and efficiency goals; and Commercial systems by the year 2000. In a parallel effort, the program was to focus on adapting the ATS engine to coal-derived or biomass fuels. In Phase 1 of the ATS Program, preliminary investigators on different gas turbine cycles demonstrated that net plant LHV based efficiency greater than 60% was achievable. In Phase 2 the more promising cycles were evaluated in greater detail and the closed-loop steam-cooled combined cycle was selected for development because it offered the best solution with least risk for achieving the ATS Program goals for plant efficiency, emissions, cost of electricity and RAM.     An ergonomics assessment of the control room at Leningrad Nuclear Power Plant has been undertaken as part of an international project funded by the EU TACIS program. The project was focused on the upgrading of the existing control facilities and the installation of a validation facility to evaluate candidate refurbishment proposals before their implementation at the plant. The ergonomics methodology applied in the investigation was wide ranging and included an analysis of reported events, extensive task analysis (including novel techniques) and validation studies using experienced operators. The paper addresses the potential difficulties for the human operator associated with fully computerized interfaces and shows how the validation facility and the outcomes from ergonomics assessment will be used to minimise any adverse impact on performance that may be caused by proposed control room changes.   13. 2 MW upgrade of the Fermilab Main Injector

    In January 2002, the Fermilab Director initiated a design study for a high average power, modest energy proton facility. An intensity upgrade to Fermilab's 120-GeV Main Injector (MI) represents an attractive concept for such a facility, which would leverage existing beam lines and experimental areas and would greatly enhance physics opportunities at Fermilab and in the U.S. With a Proton Driver replacing the present Booster, the beam intensity of the MI is expected to be increased by a factor of five. Accompanied by a shorter cycle, the beam power would reach 2 MW. This would make the MI a more powerful machine than the SNS or the J-PARC. Moreover, the high beam energy (120 GeV) and tunable energy range (8-120 GeV) would make it a unique high power proton facility. The upgrade study has been completed and published. This paper gives a summary report.

    The Maine Tidal Power Initiative (MTPI), an interdisciplinary group of engineers, biologists, oceanographers, and social scientists, has been conducting research to evaluate tidal energy resources and better understand the potential effects and impacts of marine hydro-kinetic (MHK) development on the environment and local community. Project efforts include: 1) resource assessment, 2) development of initial device design parameters using scale model tests, 3) baseline environmental studies and monitoring, and 4) human and community responses. This work included in-situ measurement of the environmental and social response to the pre-commercial Turbine Generator Unit (TGU®) developed by Ocean Renewable Power Company (ORPC) as well as considering the path forward for smaller community scale projects.

    We present initial results from observations and numerical analyses aimed at characterizing the main-belt comet P/2012 T1 (PANSTARRS). Optical monitoring observations were made between 2012 October and 2013 February using the University of Hawaii 2.2 m telescope, the Keck I telescope, the Baade and Clay Magellan telescopes, Faulkes Telescope South, the Perkins Telescope at Lowell Observatory, and the Southern Astrophysical Research Telescope. The object's intrinsic brightness approximately doubles from the time of its discovery in early October until mid-November and then decreases by {approx}60% between late December and early February, similar to photometric behavior exhibited by several other main-belt comets and unlike that exhibited by disrupted asteroid (596) Scheila. We also used Keck to conduct spectroscopic searches for CN emission as well as absorption at 0.7 {mu}m that could indicate the presence of hydrated minerals, finding an upper limit CN production rate of Q{sub CN} < 1.5 Multiplication-Sign 10{sup 23} mol s{sup -1}, from which we infer a water production rate of Q{sub H{sub 2O}}<5 Multiplication-Sign 10{sup 25} mol s{sup -1}, and no evidence of the presence of hydrated minerals. Numerical simulations indicate that P/2012 T1 is largely dynamically stable for >100 Myr and is unlikely to be a recently implanted interloper from the outer solar system, while a search for potential asteroid family associations reveals that it is dynamically linked to the {approx}155 Myr old Lixiaohua asteroid family.
