The San Luis Valley is located in south-central Colorado. The valley is a high basin situated approximately 2316 meters (7600 feet) above sea level which contains numerous warm water wells and springs. A known geothermal resource area (KGRA) is located in the east-central area of the valley. The main industry in the valley is agriculture, while the main industry in the surrounding mountains is lumber. Both of these industries can provide feedstock for the production of ethanol.

    A feasibility study was performed to evaluate the potential of multipurpose applications of moderate-temperature geothermal waters in the vicinity of the Baca Grande community development in the San Luis Valley, Colorado. The project resource assessment, based on a thorough review of existing data, indicates that a substantial resource likely exists in the Baca Grande region capable of supporting residential and light industrial activity. Engineering designs were developed for geothermal district heating systems for space heating and domestic hot water heating for residences, including a mobile home park, an existing motel, a greenhouse complex, and other small commercial uses such as aquaculture. In addition, a thorough institutional analysis of the study area was performed to highlight factors which might pose barriers to the ultimate commercial development of the resource. Finally, an environmental evaluation of the possible impacts of the proposed action was also performed. The feasibility evaluation indicates the economics of the residential areas are dependent on the continued rate of housing construction. If essentially complete development could occur over a 30-year period, the economics are favorable as compared to existing alternatives. For the commercial area, the economics are good as compared to existing conventional energy sources. This is especially true as related to proposed greenhouse operations. The institutional and environmental analyses indicates that no significant barriers to development are apparent.

    The U.S. Department of Energy (DOE) Office of Legacy Management conducted annual sampling at the Rio Blanco, Colorado, Site for the Long-Term Hydrologic Monitoring Program (LTHMP) on May 20–21, 2015. This report documents the analytical results of the Rio Blanco annual monitoring event, the trip report, and the data validation package. The groundwater and surface water monitoring samples were shipped to the GEL Group Inc. laboratories for conventional analysis of tritium and analysis of gamma-emitting radionuclides by high-resolution gamma spectrometry. A subset of water samples collected from wells near the Rio Blanco site was also sent to GEL Group Inc. for enriched tritium analysis. All requested analyses were successfully completed. Samples were collected from a total of four onsite wells, including two that are privately owned. Samples were also collected from two additional private wells at nearby locations and from nine surface water locations. Samples were analyzed for gamma-emitting radionuclides by high-resolution gamma spectrometry, and they were analyzed for tritium using the conventional method with a detection limit on the order of 400 picocuries per liter (pCi/L). Four locations (one well and three surface locations) were analyzed using the enriched tritium method, which has a detection limit on the order of 3 pCi/L. The enriched locations included the well at the Brennan Windmill and surface locations at CER-1, CER-4, and Fawn Creek 500 feet upstream.

  18. An evaluation of baseline conditions at lease tract C-a, Rio Blanco County, Colorado

    An analysis was made of baseline groundwater quality data from oil shale lease tract C-a, managed by Rio Blanco Oil Shale Company. The data are limited in several respects. All conclusions drawn from the data must be qualified with these limitations. Baseline conditions were determined by analyzing data from wells in the upper bedrock and lower bedrock aquifers and from the alluvial wells. Baseline data were considered all data collected before mining operations began. The water quality was then evaluated using the 1987 Colorado State Basic Standards for Ground Water as a basis. The maximum baseline values for several parameters in each aquifer exceed the standard values. The quality of the upper lower bedrock aquifers varies from region to region within the site. Data on the lower bedrock aquifer are insufficient for speculation on the cause of the variations. Variations in the upper bedrock aquifer are possibly caused by leakage of the lower bedrock aquifer. 16 refs., 9 figs., 9 tabs.

  19. Assessment of hydrologic transport of radionuclides from the Rio Blanco underground nuclear test site, Colorado

    DOE is operating an environmental restoration program to characterize, remediate, and close non-Nevada Test Site locations used for nuclear testing. Evaluation of radionuclide transport by groundwater is part of preliminary risk analysis. These evaluations allow prioritization of test areas in terms of risk, provide a basis for discussions with regulators and the public about future work, and provide a framework for assessing site characterization data needs. The Rio Blanco site in Colorado was the location of the simultaneous detonation of three 30-kiloton nuclear devices. The devices were located 1780, 1899, and 2039 below ground surface in the Fort Union and Mesaverde formations. Although all the bedrock formations at the site are thought to contain water, those below the Green River Formation (below 1000 in depth) are also gas-bearing, and have very low permeabilities. The transport scenario evaluated was the migration of radionuclides from the blast-created cavity through the Fort Union Formation. Transport calculations were performed using the solute flux method, with input based on the limited data available for the site. Model results suggest that radionuclides from the test are contained entirely within the area currently administered by DOE. This modeling was performed to investigate how the uncertainty in various physical parameters affect radionuclide transport at the site, and to serve as a starting point for discussion regarding further investigation; it was not intended to be a definitive simulation of migration pathways or radionuclide concentration values. Given the sparse data, the modeling results may differ significantly from reality. Confidence in transport predictions can be increased by obtaining more site data, including the amount of radionuclides which would have been available for transport (i.e., not trapped in melt glass or vented during gas flow testing), and the hydraulic properties of the formation. 38 refs., 6 figs., 1 tab.

    The Lower White River coal field comprises an area of approximately 930 square miles underlain by coal-bearing strata in Moffat and Rio Blanco Counties, northwestern Colorado (Landis, 1959; Hornbaker and others, 1976). The field lies along the northwestern edge of the Piceance Creek basin near the Utah border. Significant coal deposits in the Lower White River field occur in the Mesaverda Group of Late Cretaceous age; original resources are estimated to be as much as 11,763 million short tons to a depth of 6000 feet (Hornbaker and others, 1976). A total of 13 samples of coal (10 core samples and 3 samples of drill cuttings) were collected from five drill holes in the northwestern part of the Lower White River field during exploratory drilling conducted by the US Geological Survey in 1976 (see Garrigues, 1976; Barnum and others, 1977). These samples represent several coal beds in the middle part of the Mesaverde Group. Table 1 gives brief descriptions of the samples; the general geology of the area and sample localities are shown in figure 2.

    As part of the national hot dry rock (HDR) geothermal program conducted by Los Alamos Scientific Laboratory, a regional deep magnetotelluric (MT) survey of Arizona and New Mexico was performed. The main objective of the MT project was to produce a regional geoelectric contour map of the pervasive deep electrical conductor within the crust and/or upper mantle beneath the Colorado Plateau, Basin and Range Province, and Rio Grande rift. Three MT profiles cross the Jemez lineament. Preliminary one-dimensional analysis of the data suggest the lineament is associated with anomalously high electrical conductivity very shallow in the crust. An MT/audiomagnetotelluric (AMT) study of a 161 km/sup 2/ HDR prospect was performed on the Zuni Indian Reservation, New Mexico. Two-dimensional gravity modeling of a 700-km gravity profile at 34/sup 0/30'N latitude was used to study the crust and upper mantle beneath the Rio Grande rift. Several models of each of three consecutive layers were produced using all available geologic and geophysical constraints. Two short-wavelength anomalies along the gravity profile were analyzed using linear optimization techniques.

    This report summarizes the results of a study conducted by Argonne National Laboratory’s (Argonne’s) Environmental Science Division for the U.S. Department of the Interior Bureau of Land Management (BLM). The study analyzed the regional effects of potential visual impacts of solar energy development on three BLM-designated solar energy zones (SEZs) in the San Luis Valley (SLV) in Colorado, and, based on the analysis, made recommendations for or against regional compensatory mitigation to compensate residents and other stakeholders for the potential visual impacts to the SEZs. The analysis was conducted as part of the solar regional mitigation strategy (SRMS) task conducted by BLM Colorado with assistance from Argonne. Two separate analyses were performed. The first analysis, referred to as the VSA Analysis, analyzed the potential visual impacts of solar energy development in the SEZs on nearby visually sensitive areas (VSAs), and, based on the impact analyses, made recommendations for or against regional compensatory mitigation. VSAs are locations for which some type of visual sensitivity has been identified, either because the location is an area of high scenic value or because it is a location from which people view the surrounding landscape and attach some level of importance or sensitivity to what is seen from the location. The VSA analysis included both BLM-administered lands in Colorado and in the Taos FO in New Mexico. The second analysis, referred to as the SEZ Analysis, used BLM visual resource inventory (VRI) and other data on visual resources in the former Saguache and La Jara Field Offices (FOs), now contained within the San Luis Valley FO (SLFO), to determine whether the changes in scenic values that would result from the development of utility-scale solar energy facilities in the SEZs would affect the quality and quantity of valued scenic resources in the SLV region as a whole.     This report is about the social acceptance of utility-scale concentrating solar power (CSP) plants in the San Luis Valley, approximately 200 miles southwest of Denver, Colorado. The research focused on social factors that may facilitate and impede the adoption and implementation of CSP. During the winter of 2008-2009, interviews were conducted with a purposive sample of 25 CSP-related stakeholders inside and outside the Valley. Interviews focused on the perceived advantages and disadvantages of siting a hypothetical 100-MW CSP facility in the Valley, the level of community support and opposition to CSP development, and related issues, such as transmission. State policy recommendations based on the findings include developing education programs for Valley residents, integrating Valley decision makers into an energy-water-land group, providing training for Valley decision makers, offering workforce training, evaluating models of taxation, and forming landholder energy associations. In addition, the SLV could become a laboratory for new approaches to CSP facility and transmission siting decision-making. The author recommends that outside stakeholders address community concerns and engage Valley residents in CSP decisions. Engaging the residents in CSP and transmission decisions, the author says, should take parallel significance with the investment in solar technology.

    The Rio Grande Gorge is a 115 km long river canyon located in Southern Colorado (15 km) and Northern New Mexico (100 km). The majority of the canyon is under the administration of the Bureau of Land Management {BLM), and 77 km of the canyon south of the Colorado/New Mexico border are designated Wild River under the National Wild and Scenic Rivers Act of 1968. Visits I have made to the Rio Grande Gorge over the past 15 .years disclosed some raptor utilization. As the Snake River Birds of Prey Natural Area gained publicity, its similarity to the Rio Grande Gorge became obvious, and I was intrigued by the possibility of a high raptor nesting density in the Gorge. A survey in 1979 of 20 km of the northern end of the canyon revealed a moderately high density of red-tailed hawks and prairie falcons. With the encouragement of that partial survey, and a need to assess the impact of river-running on nesting birds of prey, I made a more comprehensive survey in 1980. The results of my surveys, along with those of a 1978 helicopter survey by the BLM, are presented in this report, as well as general characterization of the area, winter use by raptors, and an assessment of factors influencing the raptor population.

    The lower Yellow Creek area is located in Rio Blanco and Moffat Counties of northwestern Colorado, about midway between the towns of Rangely and Meeker. The study area is in the northwestern part of the Piceance Creek basin, a very deep structural and sedimentary basin that formed during the Laramide orogeny. Potentially important resources in the area are oil shale and related minerals, oil and gas, coal, and uranium. Topics discussed in the report include: Stratigraphy (Subsurface rocks, Cretaceous rocks, Tertiary rocks, and Quaternary deposits); Structure (Midland anticline, graben at Pinyon Ridge, and Crooked Wash syncline, Folds and faults in the vicinity of the White River, Red Wash syncline and central graben zone, Yellow Creek anticlinal nose); Economic geology (Oil shale and associated minerals, Coal, Oil and gas, Uranium, Gravel).

    DOE’s Western Area Power Administration prepared an EA in 2009 to assess the potential environmental impacts of interconnecting the proposed Colorado Highlands Wind Project to Western’s transmission system. The EA analyzed a proposal for 60 wind turbine generators with a total output nameplate capacity of 90 megawatts (MW). Western prepared a supplemental EA to assess the potential environmental impacts of the proposed expansion of the project by 11 wind turbine generators that would add approximately 20 MW.     Energy Smart Colorado is an energy efficiency program established in 2011 in the central mountain region of Colorado. The program was funded through a grant of $4.9 million, awarded in August 2010 by the U.S. Department of Energy’s Better Buildings Program. As primary grant recipient, Eagle County coordinated program activities, managed the budget, and reported results. Eagle County staff worked closely with local community education and outreach partner Eagle Valley Alliance for Sustainability (now Walking Mountains Science Center) to engage residents in the program. Sub-recipients Pitkin County and Gunnison County assigned local implementation of the program in their regions to their respective community efficiency organizations, Community Office for Resource Efficiency (CORE) in Pitkin County, and Office for Resource Efficiency (ORE) in Gunnison County. Utility partners contributed $166,600 to support Home Energy Assessments for their customers. Program staff opened Energy Resource Centers, engaged a network of qualified contractors, developed a work-flow, an enrollment website, a loan program, and a data management system to track results.

    As part of its effort to more accurately describe the nations geothrmal resource potential, the US Department of Energy/Division of Geothermal Energy contracted with the Colorado Geological survey to appraise the hydrothermal (hot water) geothermal resources of Colorado. Part of this effort required that the amount of energy that could possibly be contained in the various hydrothermal systems in Colorado be estimated. The findings of that assessment are presented. To make these estimates the geothermometer reservoir temperatures estimated by Barrett and Pearl (1978) were used. In addition, the possible reservoir size and extent were estimated and used. This assessment shows that the total energy content of the thermal systems in Colorado could range from 4.872 x 10{sup 15} BTU's to 13.2386 x 10{sup 15} BTU's.

    Instrumental observations of the climate of southwestern Colorado date back to about 1880. Climatic conditions since the late 19th century will be described with emphasis on temperatures, temperature ranges and observed precipitation. Typical seasonal patterns of temperature and precipitation will be shown, and variations and apparent trends over time will be discussed. Drought characteristics will be described based on a standardized precipitation index developed for Colorado. Finally, brief comments on the challenge of collecting accurate and consistent long-term data will be given.

Data was obtained for two different dates. The digital numbers of each Landsat scene were converted to radiance and the temperature was calculated in degrees Kelvin and then converted to degrees Celsius for each land cover type using the emissivity of that cover type. And this process was repeated for each of the land cover types (open water, barren, deciduous forest and evergreen forest, mixed forest, shrub/scrub, grassland/herbaceous, pasture hay, and cultivated crops). The temperature of each pixel within each scene was calculated using the thermal band. In order to calculate the temperature an average emissivity value was used for each land cover type within each scene. The NLCD 2001 land cover classification raster data of the zones that cover Colorado were downloaded from USGS site and used to identify the land cover types within each scene.     The project report describes a two year experiment to control wetland drainage to the San Joaquin River of California from the San Luis National Wildlife Refuge using a decision support system for real-time water quality management. This system required the installation and operation of one inlet and three drainage flow and water quality monitoring stations which allowed a simple mass balance model to be developed of the seasonally managed wetlands in the study area. Remote sensing methods were developed to document long-term trends in wetland moist soil vegetation and soil salinity in response to management options such as delaying the initiation of seasonal wetland drainage. These environmental management tools provide wetland managers with some of the tools necessary to improve salinity conditions in the San Joaquin River and improve compliance with State mandated salinity objectives without inflicting long-term harm on the wild fowl habitat resource.

HES measures the potential hydropower resources available in the United States, using uniform criteria for measurement. The software was developed and tested using hydropower information and data provided by the Southwestern Power Administration. It is a dBASE, menu-driven software application. HES allows the personal computer user to assign environmental attributes to potential hydropower sites, calculate development suitability factors for each site based on the environmental attributes present, and generate reports based on these suitability factors. This report details the resource assessment results for the State of Colorado.

    The report presents a structural analysis of the radial gates of Olympus Dam in eastern Colorado. Five 20-foot wide by 17-foot high radial gates are used to control flow through the spillway at Olympus Dam. The spillway gates were designed in 1947. The gate arm assemblies consist of two separate wide flange beams, with a single brace between the arms. The arms pivot about a 4.0-inch diameter pin and bronze graphite-insert bushing. The pin is cantilevered from the pier anchor girder. The radial gates are supported by a pin bearing on a pier anchor birder bolted to the end of the concrete pier. The gates are operated by two-part wire rope 15,000-pound capacity hoise. Stoplog slots upstream of the radial gates are provided in the concrete piers. Selected drawings of the gates and hoists are located in appendix A.

    The Project is a hydroelectric development on the Rio Colorado, upstream of, but separate from, a small existing hydroelectric system. The Group states that goods and services will be furnished by U.S. sources except for items which are locally produced or unavailable from the U.S. In those terms and round numbers, export of goods would amount to $11.0 million and export of engineering services would amount to $3.3 million. The value of the construction contract would be $11.5 million. Deducting 15 percent for contingencies from those items, the return to the U.S. would amount to $21.9 million. The writer recommends that the U.S. Trade and Development Program (TDP) grant funds for the Feasibility Study.

    The Colorado economic impact study summarizes employment and economic benefits to the state from activities associated with the Uranium Mill Tailings Remedial Action (UMTRA) Project during Colorado state fiscal year 1994 (1 July 1993 through 30 June 1994). To capture employment information, a questionnaire was distributed to subcontractor employees at the active UMTRA Project sites of Grand Junction, Naturita, Gunnison, and Rifle, Colorado. Economic data were requested from each site prime subcontractor, as well as from the Remedial Action Contractor. Information on wages, taxes, and subcontract expenditures in combination with estimates and economic multipliers is used to estimate the dollar economic benefits to Colorado during the state fiscal year. Finally, the fiscal year 1994 estimates are compared to fiscal year 1993 employment and economic information.

    The Colorado Better Buildings project intended to bring new and existing energy efficiency model programs to market with regional collaboration and funding partnerships. The goals for Boulder County and its program partners were to advance energy efficiency investments, stimulate economic growth in Colorado and advance the state’s energy independence. Collectively, three counties set out to complete 9,025 energy efficiency upgrades in 2.5 years and they succeeded in doing so. Energy efficiency upgrades have been completed in more than 11,000 homes and businesses in these communities. Boulder County and its partners received a $25 million BetterBuildings grant from the U.S. Department of Energy under the American Recovery and Reinvestment Act in the summer of 2010. This was also known as the Energy Efficiency and Conservation Block Grants program. With this funding, Boulder County, the City and County of Denver, and Garfield County set out to design programs for the residential and commercial sectors to overcome key barriers in the energy upgrade process. Since January 2011, these communities have paired homeowners and business owners with an Energy Advisor – an expert to help move from assessment to upgrade with minimal hassle. Pairing this step-by-step assistance with financing incentives has effectively addressed many key barriers, resulting in energy efficiency improvements and happy customers. An expert energy advisor guides the building owner through every step of the process, coordinating the energy assessment, interpreting results for a customized action plan, providing a list of contractors, and finding and applying for all available rebates and low-interest loans. In addition to the expert advising and financial incentives, the programs also included elements of social marketing, technical assistance, workforce development and contractor trainings, project monitoring and verification, and a cloud-based customer data system to coordinate among field

    A geographical network of climate sensitive tree-ring chronologies consisting of 25 archaeological sequences and two bristlecone pine series provides the basis for high resolution reconstructions of low and high frequency climatic variability on the southern Colorado Plateau over the last 1,500 years. Qualitative and quantitative dendroclimatic analyses of these data produce annual retrodictions of yearly and seasonal precipitation and summer Palmer Drought Severity Indices for each station and reconstructions of regional scale patterns in climatic variability. These reconstructions provide detailed information on climatic fluctuations that affected biotic and human populations as well as long-term baseline data for evaluating present-day climate and estimating future climatic trends. When integrated with other measures of past environmental variability, these reconstructions specify periods of favorable and unfavorable environmental conditions that would have affected past human populations of the region. The severest degradation, which occurred between A.D. 1250 and 1450, probably was causally related to numerous cultural changes that occurred at the end of the l3th century including the Anasazi abandonment of the Four Comers area. Projecting environmental patterns that characterized the last two millennia into the future indicates potential hazards to long term uranium mill waste disposal and containment and the potential and limitations of environmental restoration.
