    The Department of Energy Office of Fossil Energy Waste Management Program is a small but active program with a focus on management issues for the solid residues produced by advanced coal technologies. The three major project areas are characterization of by-products, disposal management issues, and utilization of by-products. The utilization area can be subdivided into projects looking at land management utilization technologies, management of byproducts in underground mines to address environmental problems, and other utilization technology. As can be seen, there is a focus in the utilization area on utilization technology for large volumes of material. For all project areas, there is an emphasis on cost-shared work which serves as an indicator of private industry and state governments interest in and commitment to commercialization of technologies.

    The mission of the Fossil Energy Program is to conduct research and development that contribute to the advancement of fossil energy technologies. The Oak Ridge National Laboratory Fossil Energy Program research and development activities, performed for the Department of Energy Assistant Secretary for Fossil Energy, cover the areas of coal, clean coal technology, gas, petroleum, and support to the Strategic Petroleum Reserve. Projects on the ORNL Fossil Energy Program are supported by the U.S. Department of Energy Office of Fossil Energy, the DOE National Energy Technology Laboratory, the DOE Fossil Energy Clean Coal Technology Program, the DOE National Petroleum Technology Office, and the DOE Fossil Energy Office of Strategic Petroleum Reserve. The ORNL Fossil Energy Program shares with DOE Oak Ridge Operations technical management responsibility for all activities on the DOE Fossil Energy Advanced Research Materials Program. The Advanced Research Materials Program includes research at other DOE and government laboratories, at universities, and at industrial organizations.

    The Fossil Energy International Program consists of bilateral and multilateral research and information projects established by agreements between the United States and foreign countries or agencies to improve technologies for producing and using fossil fuels. It supports the mission of the Office of Fossil Energy (FE) in DOE to develop technical information that can contribute to a reduction in the nation's dependence on imported liquid fossil fuels. The program presently consists of 24 active projects involving 18 countries and the United States. It has four primary objectives: (1) to enable the Office of Fossil Energy to stretch its resources through cooperative projects, enhancing the abilities of DOE and foreign agencies to proceed more efficiently with their missions in fossil energy research and development; (2) to supplement the domestic fossil energy R and D program for improvement of fossil-fuel technologies by making available in the United States information about technologies being developed in other countries; (3) to assist the Office of Fossil Energy in achieving its mission of reducing the dependence of the United States on imported oil by promoting the international development of technologies that will produce and use petroleum products more efficiently; (4) to promote opportunities for marketing and exporting of US technology abroad. Almost half of the active projects are related to coal, with a majority of these falling under the aegis of the International Energy Agency (IEA). This is consistent with the Department of Energy's commitment to reduce US dependency on imported oil and to assist other countries in doing the same. The rest of the projects are related to oil, with the exception of four general agreements, one each with Canada, the Federal Republic of Germany, the Netherlands, and Japan.

    The US Department of Energy Office of Fossil Energy has recognized the need for materials research and development to assure the adequacy of materials of construction for advanced fossil energy systems. The principal responsibility for identifying needed materials research and for establishing a program to address these needs resides within the Office of Technical Coordination. That office has established the Advanced Research and Technology Development (AR and TD) Fossil Energy Materials Program to fulfill that responsibility. In addition to the AR and TD Materials Program, which is designed to address in a generic way the materials needs of fossil energy systems, specific materials support activities are also sponsored by the various line organizations such as the Office of Coal Gasification. A conference was held at Oak Ridge, Tennessee on May 19-21, 1987, to present and discuss the results of program activities during the past year. The conference program was organized in accordance with the research thrust areas we have established. These research thrust areas include structural ceramics (particularly fiber-reinforced ceramic composites), corrosion and erosion, and alloy development and mechanical properties. Eighty-six people attended the conference. Papers have been entered individually into EDB and ERA. (LTN)

Today, coal supplies more than 55% of the electricity, oil more than 97% of the transportation needs, and natural gas 24% of the primary energy used in the US. Even taking into account increased use of renewable fuels and vastly improved powerplant efficiencies, 90% of national energy needs will still be met by fossil fuels in 2020. If advanced technologies that boost efficiency and environmental performance can be successfully developed and deployed, the US can continue to depend upon its rich resources of fossil fuels.

    The Office of Program Analysis of the US Department of Energy commissioned this study to evaluate and prioritize research needs in fossil energy biotechnology. The objectives were to identify research initiatives in biotechnology that offer timely and strategic options for the more efficient and effective uses of the Nation`s fossil resource base, particularly the early identification of new and novel applications of biotechnology for the use or conversion of domestic fossil fuels. Fossil energy biotechnology consists of a number of diverse and distinct technologies, all related by the common denominator -- biocatalysis. The expert panel organized 14 technical subjects into three interrelated biotechnology programs: (1) upgrading the fuel value of fossil fuels; (2) bioconversion of fossil feedstocks and refined products to added value chemicals; and, (3) the development of environmental management strategies to minimize and mitigate the release of toxic and hazardous petrochemical wastes.

    Louisiana, now in a developmental stage of policy and planning, has completed a project aimed at reducing hazardous releases of air toxics in thee state. The state is also conducting a Comparative Risk Project and is using risk assessment practices to develop its waste quality standards. In developing an air toxic list, Louisiana incorporated four major criteria into the ranking: emission levels, human health effects, potential population exposure, and persistence or accumulation in the environment. For the human health effects criterion, data for each substance was gathered from numerous sources, although the Integrated Risk Information System (IRIS) database was used as a primary source for toxicological information. Following guidelines established by the Environmental Protection Agency (EPA), the Office of Water Resources, Water Pollution Control Division, has developed numerical criteria for human health protection based on risk assessment procedures in the 1989 Water Quality Standards Revision. Currently over 30 toxic substances have risk-based criteria for th protection of human health in the standards. Numerical criteria were calculated for carcinogenic substances having an EPA Classification of A, B1, B2, or C. Cancer class designations along with cancer potency slopes and reference doses were extracted from the IRIS database, with the exception of those chemicals that had not been assessed in IRIS as of December 1, 1988. The parameters necessary for calculating human health criteria for the missing chemicals were taken from 1980, 1984, and 1985 ambient water quality criteria documents: data on bioconcentration factors were included. Currently, Louisiana is working on a Comparative Risk Project, a ranking of the environmental issues in the state relative to potential risk to the public, which is the basis for a widespread 1991 public outreach effort.

    It is well-known that the diversity of life appears to fluctuate during the course the Phanerozoic, the eon during which hard shells and skeletons left abundant fossils (0-542 Ma). Using Sepkoski's compendium of the first and last stratigraphic appearances of 36380 marine genera, we report a strong 62 {+-} 3 Myr cycle, which is particularly strong in the shorter-lived genera. The five great extinctions enumerated by Raup and Sepkoski may be an aspect of this cycle. Because of the high statistical significance, we also consider contributing environmental factors and possible causes.

    The increasingly competitive environment of the electric utility business is focusing utilities attention on reducing the cost of electricity generation. By using benchmark indicators, gains are being sought in plant material condition with corresponding improvements in operating efficiency and capacity factor as well as reductions in Operating and Maintenance (O&M) costs. In designing a process for improvement, Consolidated Edison Company of New York, Inc. (Con Edison) plant managers were asked to review and approve objectives and criteria for Fossil Plant Operations. The program methods included optimizing work processes (including material condition, maintenance programs, work control systems, and personnel performance); team building techniques to foster personnel buy-in of the process; and long term cultural change to insure an ongoing continuous improvement process with measurable results. The program begins with a self assessment of each plant based upon the approved Objectives and Criteria. The Criteria and Review Approaches (CRAs) are established by senior management and the review team. The criteria cover Management, Operations, Maintenance, and Support Functions including Technical Support, Training and Qualification, Environmental Compliance, Chemistry, and Safety and Emergency Preparedness. The Assessment is followed by a review of corrective action plans and an interim corrective action review. Annual Assessments are planned to ensure continuous improvement. Emphasis is placed on progress made in maintenance at the fossil stations.

    Charged with enhancing the use of US fossil energy resources, the Morgantown Energy Technology Center (METC) is a federal Department of Energy research center that performs its own research and also manages the work of contractors. One interesting recent METC project is the effort to develop a ``multiannular swirl burner`` (MSB) for use in an advanced fossil fuel combustion system. The design is being developed by an outside contractor with funding and technical assistance from METC. Recently, EG and G Technical Services of West Virginia was asked to provide analytical support to the contractor developing the MSB. Design projects like this usually require building and testing a series of very expensive prototypes. Recent success with computational fluid dynamic (CFD) design techniques, however, have generated a great deal of excitement because of its ability to reduce research and development costs. Using FLUENT, a CFD package from Fluent Inc., EG and G was able to predict, with a high degree of accuracy, the performance of one of the MSB combustor prototypes. Furthermore, the model provided researchers with a more detailed understanding of the proposed design`s performance characteristics.

    The Department of Energy`s (DOE) Assistant Secretary for Fossil Energy has overall programmatic responsibility for the Strategic Petroleum Reserve (SPR). The SPR Project Management Office (SPRPMO), located in New Orleans, Louisiana, and under the direction of the Project Manager, manages day-to-day project activities. The SPR currently has five underground crude oil storage facilities, and one marine terminal, on or near the Gulf Coasts of Texas and Louisiana. The purpose of this inspection was to review oversight of M and O and subcontractor laboratories performing analyses on samples taken for SPR environmental compliance and oil quality purposes. During this inspection, the M and O contractor operated on-site environmental laboratories at four of the SPR storage facilities, and oil quality laboratories at two of the facilities. The number of subcontractor laboratories varies depending on the need for analytical support. The objective of this inspection was to determine if the SPRPMO had implemented management systems to provide adequate oversight of M and O contractor analytical laboratory activities, as well as to ensure effective oversight of subcontractor analytical laboratories.

    The nature of this project is to equip and support research in nanoengineered systems for biomedical, bioenvironmental, and bioenergy applications. Funds provided by the Department of Energy (DoE) under this Congressional Directive were used to support two ongoing research projects at Louisiana Tech University in biomedical, bioenvironmental, and bioenergy applications. Two major projects (Enzyme Immobilization for Large Scale Reactors to Reduce Cellulosic Ethanol Costs, and Nanocatalysts for Coal and Biomass Conversion to Diesel Fuel) and to fund three to five additional seed projects were funded using the project budget. The project funds also allowed the purchase and repair of sophisticated research equipment that will support continued research in these areas for many years to come. Project funds also supported faculty, graduate students, and undergraduate students, contributing to the development of a technically sophisticated work force in the region and the State. Descriptions of the technical accomplishments for each funded project are provided. Biofuels are an important part of the solution for sustainable transportation fuel and energy production for the future. Unfortunately, the country's appetite for fuel cannot be satisfied with traditional sugar crops such as sugar cane or corn. Emerging technologies are allowing cellulosic biomass (wood, grass, stalks, etc.) to also be converted into ethanol. Cellulosic ethanol does not compete with food production and it has the potential to decrease greenhouse gas (GHG) emissions by 86% versus current fossil fuels (current techniques for corn ethanol only reduce greenhouse gases by 19%). Because of these advantages, the federal government has made cellulosic ethanol a high priority. The Energy Independence and Security Act of 2007 (EISA) requires a minimum production of at least 16 billion gallons of cellulosic ethanol by 2022.     A fossil fuel furnace reactor is provided for simulating a continuous processing plant with a batch reactor. An internal reaction vessel contains a batch of shale oil, with the vessel having a relatively thin wall thickness for a heat transfer rate effective to simulate a process temperature history in the selected continuous processing plant. A heater jacket is disposed about the reactor vessel and defines a number of independent controllable temperature zones axially spaced along the reaction vessel. Each temperature zone can be energized to simulate a time-temperature history of process material through the continuous plant. A pressure vessel contains both the heater jacket and the reaction vessel at an operating pressure functionally selected to simulate the continuous processing plant. The process yield from the oil shale may be used as feedback information to software simulating operation of the continuous plant to provide operating parameters, i.e., temperature profiles, ambient atmosphere, operating pressure, material feed rates, etc., for simulation in the batch reactor.

    The Department of Energy's (Department) Office of Energy Efficiency and Renewable Energy (EERE) provides grants to states, territories and the District of Columbia (states) to support their energy priorities through the State Energy Program (SEP). Federal funding is based on a grant formula that considers the population and energy consumption in each state, and amounted to $25 million for Fiscal Year (FY) 2009. The American Recovery and Reinvestment Act of 2009 (Recovery Act) expanded the SEP by authorizing an additional $3.1 billion to states using the existing grant formula. EERE made grant awards to states after reviewing plans that summarize the activities states will undertake to achieve SEP Recovery Act objectives, including preserving and creating jobs; saving energy; increasing renewable energy sources; and, reducing greenhouse gas emissions. EERE program guidance emphasizes that states are responsible for administering SEP within each state, and requires each state to implement internal controls over the use of Recovery Act funds. The State of Louisiana received $71.6 million in SEP Recovery Act funds; a 164-fold increase over its FY 2009 SEP grant of $437,000. As part of the Office of Inspector General's strategy for reviewing the Department's implementation of the Recovery Act, we initiated this review to determine whether the Louisiana State Energy Office had internal controls in place to efficiently and effectively administer Recovery Act funds provided for its SEP program. Louisiana developed a strategy for SEP Recovery Act funding that focused on improving energy efficiency in state buildings, housing and small businesses; increasing Energy Star appliance rebates; and, expanding the use of alternative fuels and renewable energy. Due to a statewide hiring freeze, Louisiana outsourced management of the majority of its projects ($63.3 million) to one general contractor. Each major facet of the model - supply/demand interactions, industry financing, and production - has been designed to parallel closely the actual cause/effect relationships determining the behavior of the United States energy system. The data base for the FOSSIL2 program is large, as is appropriate for a system dynamics simulation model. When possible, all data were obtained from sources well known to experts in the energy field. Cost and resource estimates are based on DOE data whenever possible. This report presents the FOSSIL2 model at several levels.     Despite heavy rains and flooding a 36-mile gas pipeline loop for Transcontinental Gas Pipe Line Corp. was completed from north of Starks (at the end of Transco's south Louisiana lateral) to the Lake Charles area. Somastic-coated, 42-in. grade X-60 pipe comprises 90% of the route. The contract included multiple 30-42 in. fabrications, installation of six 42-in. gate valves, and expansion of the Gillis compressor station.

    The measurement of local, man-induced subsidence is especially critical in areas with high rates of land loss. To measure this subsidence, absolute historical geodetic movements have been estimated by adjusting all movements along the first-order vertical control network from northeast to southwest Louisiana as related to the Monroe uplift. The adjustment will serve as a base line by which local subsidence or uplift can be measured. A generalized trend of increasing subsidence to the south in Louisiana probably reflects increasing sediment thickness and weight toward the axis of the Gulf Coast basin. Anomalous values as low as -17.6 mm/y (-0.7 in./y) occur in areas overlying Pleistocene and Holocene fluvial elements. Positive movement as high as +4.1 mm/y (+0.2 in./y), has been found to be associated with the Iberian structural axis in south-central Louisiana. Land subsidence due to natural causes may far outweigh subsidence resulting from fluid withdrawal or depressurization of geopressured aquifers. The effects of regional and local natural processes should not be underestimated in any systematic approach to measuring subsidence.

The meeting was sponsored by the US Department of Energy's Office of Fossil Energy through the Advanced Research and Technology Development (AR TD) Materials Program, and ASM International. The objective of the AR TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer.     The Sixth Annual Conference on Fossil Energy Materials was held in Oak Ridge, Tennessee, on May 12--14, 1992. The meeting was sponsored by the US Department of Energy`s Office of Fossil Energy through the Advanced Research and Technology Development (AR&TD) Materials Program, and ASM International. The objective of the AR&TD Materials Program is to conduct research and development on materials for longer-term fossil energy applications as well as for generic needs of various fossil fuel technologies. The management of the Program has been decentralized to the DOE Field Office, Oak Ridge with Oak Ridge National Laboratory (ORNL) as the technical support contractor. The research is performed by staff members at ORNL and by a substantial number of researchers at other national laboratories, universities, and in private industry. The work is divided into the following categories: (1) ceramics, (2) development and corrosion resistance of iron aluminide, advanced austenitic and chromium-niobium alloys, and (3) technology assessment and technology transfer. This conference is held each year to review the work on all of the projects of the Program. The agenda for the meeting is given in Appendix A, and a list of attendees is presented in Appendix B. ASM International cosponsored the conference, for which we are especially grateful.

    Since September 1978, microseismic networks have operated continuously around US Department of Energy (DOE) geopressured-geothermal well sites to monitor any microearthquake activity in the well vicinity. Microseismic monitoring is necessary before flow testing at a well site to establish the level of local background seismicity. Once flow testing has begun, well development may affect ground elevations and/or may activate growth faults, which are characteristic of the coastal region of southern Louisiana and southeastern Texas where these geopressured-geothermal wells are located. The microseismic networks are designed to detest small-scale local earthquakes indicative of such fault activation. Even after flow testing has ceased, monitoring continues to assess any microearthquake activity delayed by the time dependence of stress migration within the earth. Current monitoring shows no microseismicity in the geopressured-geothermal prospect areas before, during, or after flow testing.

    The objective of the ARandTD Fossil Energy Materials Program is to conduct research and development on materials for fossil energy applications with a focus on the longer-term and generic needs of the various fossil fuel technologies. The program includes research aimed toward a better understanding of materials behavior in fossil energy environments and the development of new materials capable of substantial enhancement of plant operations and reliability. The ORNL Fossil Energy Materials Program Office compiles and issues this combined semiannual progress report from camera-ready copies submitted by each of the participating subcontractor organizations. This report of activities on the program is organized in accordance with a work breakdown structure in which projects are organized according to materials research thrust areas. These areas are (1) Structural Ceramics, (2) Alloy Development and Mechanical Properties, (3) Corrosion and Erosion of Alloys, and (4) Assessments and Technology Transfer. Individual projects are processed separately for the data bases.

    EPRI sponsors many conferences and workshops addressing various aspects of fossil power plant maintenance. Featured have been topics such as inspection methods, life assessment techniques, overhaul planning, predictive maintenance programs, thermography, vibration monitoring, welding, and component-specific events on boilers, condensers, feedwater heaters, generators, and turbines. The 1996 EPRI Fossil Plant Maintenance Conference-held July 29-August 1, 1996, in Baltimore, Maryland-reached a wider audience by providing a forum to discuss all aspects of fossil plant maintenance. Knowledgeable industry personnel exchanged information on state-of-the-art technology; identified major unresolved problems; and helped establish priorities for further research, development, and demonstration in fossil plant maintenance. This document presents report presented at the conference. Individual papers have been processed separately for the United States Department of Energy databases.

    This report presents the preliminary environmental findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE) Strategic Petroleum Reserve (SPR), located in Louisiana and Texas, and conducted in two segments from November 30 through December 11, 1987, and February 1 through 10, 1988. The Survey is being conducted by a multidisciplinary team of environmental specialists led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team specialists are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with SPR. The Survey covers all environmental media and all areas of environmental regulation. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involved the review of existing site environmental data, observations of the operations carried on at SPR, and interviews with site personnel. The Survey team has developed a Sampling and Analysis Plan to assist in further assessing specific environmental problems identified during its on-site activities. The Sampling and Analysis Plan will be executed by Idaho National Engineering Laboratory. When completed, the results will be incorporated into the SPR Survey findings for inclusion into the Environmental Survey Summary Report. The Summary Report will reflect the final determinations of the SPR Survey and the other DOE site-specific Surveys. 200 refs., 50 figs., 30 tabs.

    The U.S. Department of Energy's Office of Fossil Energy's National Energy Technology Laboratory, in partnership with private industry, educational institutions, and national laboratories, is leading the research, development, and demonstration of high efficiency, fuel flexible solid oxide fuel cells (SOFCs) and coal based SOFC power generation systems for stationary markets. This Fuel Cell Program has three parts: Solid State Energy Conversion Alliance (SECA) cost reduction, SECA fuel cell coal based systems, and advanced SECA systems. The SECA cost reduction goal is to have SOFCs capable of being mass manufactured at $400 per kilowatt by 2010. Concurrently, the scale-up, aggregation, and integration of the technology will progress in parallel leading to prototype validation of megawatt class products by 2012 with potential testing at FutureGen. The SECA coal-based and advanced systems goals are the development of megawatt-class fuel cell power systems that will enable affordable, reliable, efficient, and environmentally-friendly electrical power from coal.
