    The purpose of this paper is to present lessons learned from fours years' experience conducting Remedial Investigation and Remedial Action activities at the St. Louis Downtown Site (SLDS) under the Formerly Utilized Sites Remedial Action Program (FUSRAP). Many FUSRAP sites are experiencing challenges conducting Remedial Actions within forecasted volume and budget estimates. The St. Louis FUSRAP lessons learned provide insight to options for cost effective remediation at FUSRAP sites. The lessons learned are focused on project planning (budget and schedule), investigation, design, and construction.

    The St. Louis Site comprises three noncontiguous areas in and near St. Louis, Missouri: the St. Louis Downtown Site (SLDS), the St. Louis Airport Storage Site (SLAPS), and the Latty Avenue Properties. The main site of the Latty Avenue Properties includes the Hazelwood Interim Storage Site (HISS) and the Futura Coatings property, which are located at 9200 Latty Avenue. Contamination at the St. Louis Site is the result of uranium processing and disposal activities that took place from the 1940s through the 1970s. Uranium processing took place at the SLDS from 1942 through 1957. From the 1940s through the 1960s, SLAPS was used as a storage area for residues from the manufacturing operations at SLDS. The materials stored at SLAPS were bought by Continental Mining and Milling Company of Chicago, Illinois, in 1966, and moved to the HISS/Futura Coatings property at 9200 Latty Avenue. Vicinity properties became contaminated as a result of transport and movement of the contaminated material among SLDS, SLAPS, and the 9200 Latty Avenue property. This contamination led to the SLAPS, HISS, and Futura Coatings properties being placed on the National Priorities List (NPL) of the US Environmental Protection Agency (EPA). The US Department of Energy (DOE) is responsible for cleanup activities at the St. Louis Site under its Formerly Utilized Sites Remedial Action Program (FUSRAP). The primary goal of FUSRAP is the elimination of potential hazards to human health and the environment at former Manhattan Engineer District/Atomic Energy Commission (MED/AEC) sites so that, to the extent possible, these properties can be released for use without restrictions. To determine and establish cleanup goals for the St. Louis Site, DOE is currently preparing a remedial investigation/feasibility study-environmental impact statement (RI/FS-EIS).     The US Department of Energy (DOE) is implementing a cleanup program for three groups of properties in the St. Louis, Missouri, area: the St. Louis Downtown Site (SLDS), the St. Louis Airport Site (SLAPS) and vicinity properties, and the Latty Avenue Properties, including the Hazelwood Interim Storage Site (HISS). The general location of these properties is shown in Figure 1; the properties are referred to collectively as the St. Louis Site. None of the properties are owned by DOE, but each property contains radioactive residues from federal uranium processing activities conducted at the SLDS during and after World War 2. The activities addressed in this environmental evaluation/cost analysis (EE/CA) report are being proposed as interim components of a comprehensive cleanup strategy for the St. Louis Site. As part of the Department's Formerly Utilized Sites Remedial Action Program (FUSRAP), DOE is proposing to conduct limited decontamination in support of proprietor-initiated activities at the SLDS, commonly referred to as the Mallinckrodt Chemical Works.     This is the AmeriFlux version of the carbon flux data for the site US-NC1 NC_Clearcut. Site Description - The North Carolina Clearcut site is located in a pine plantation amongst the mixed forests of the North Carolina lower coastal plain. Owned by the Weyerhaeuser Company, the plantation is managed for the purpose of commercial logging. In 2004, 70 ha of 75 year old native hardwoods was harvested. Following the clearcut, the stand was bedded and planted with loblolly pine seedlings. The only significant natural disturbances during the measurement period was a severe drought that lasted from summer of 2007 through 2008. Consequently, the 2007 total amount of precipitation was 486 mm below the 30-year norm.

    The environmental monitoring program, which began in 1984, continued during 1989 at the St. Louis Airport Site (SLAPS) in St. Louis County, Missouri. SLAPS and its vicinity properties, including ditches north and south of the site, were designated for cleanup as part of the Formerly Utilized Sites Remedial Action Program (FUSRAP), a United States Department of Energy (DOE) program to identify and decontaminate or otherwise control sites where residual radioactive material remains from the early years of the nation's atomic energy program. The monitoring program at SLAPS measures radon concentrations in air; external gamma dose rates; and uranium, thorium, and radium concentrations in surface water, groundwater, and sediment. Additionally, several nonradiological parameters are measured in groundwater. To assess the potential effect of SLAPS on public health, the potential radiation dose was estimated for a hypothetical maximally exposed individual. This report presents the findings of the environmental monitoring program conducted at the St. Louis Airport Site (SLAPS) during calendar year 1989. 19 refs., 13 figs., 14 tabs.

    The St. Louis Airport/Hazelwood Iterim Storage/Futura Coatings Company, a National Priorities List site, is in St. Louis County, Missouri. From 1946 to 1973, the site was used to store radioactive materials resulting from uranium processing. High levels of uranium, thorium, radium, and radon were detected in soil, groundwater, and air. The site is still being used to store radioactive materials. The Agency for Toxic Substances and Disease Registry considers the St. Louis Airport site to be an indeterminate public health hazard. Although there are emissions of radon and the presence of thorium in on-site air and off-site soils and the emission of radiation resulting from the presence of these materials is not currently considered a health hazard. At present conditions, the concentration of radon off-site is indistinguishable from background levels. However, in the past, these contaminants may have been present at levels of health concern.

    Owned and operated by large public electric utilities, district steam systems flourished in most northern US cities in the first half of this century. Following World War II, however, district steam systems became minor and, in some cases, unprofitable portions of the utilities' operations. Consequently, public utilities ceased promoting district steam to existing and potential customers, leading to the decline of their use. In recent years, district steam systems have been revitalized by independent enterprises that have the commitment and expertise to make these systems once again reliable and cost-effective energy sources. This paper reports on one such system, The St. Louis Steam Loop. The St. Louis steam loop consists of 22 miles of insulated underground steam piping encompassing a 400-square block area in the city's downtown business district. The loop is supplied with steam by the Ashley Plant, which was built in 1904 for the St. Louis World's Fair. Due to the rising cost of oil, which has been used to fuel the Ashley Plant since 1972, and the subsequent loss of customers, many people considered the steam system a dinosaur in the jet age. In 1982, Trigen-St. Louis Energy Corporation purchased the steam system and embarked on an aggressive campaign to upgrade all aspects of the system, including valves, piping, and meters. In 1999, Trigen-St. Louis will install an ISMW state-of-the-art combustion turbine cogenerator to provide 95% of the steam to the steam loop. A primary reason for the St. Louis Steam Loop's longevity is that it has reliably supplied steam to many downtown buildings for the better part of the 20th century.

    In October 1997, Congress transferred the Formerly Utilized Sites Remedial Action Program (FUSRAP) from the Department of Energy (DOE) to the United States Army Corps of Engineers (USACE). FUSRAP addresses contamination generated by activities of the Manhattan Engineering District and the Atomic Energy Commission during the 1940's and 50's in support of the nation's nuclear weapons development program. The USACE Operation Order for FUSRAP gave responsibility for remediation of five sites in Missouri and Illinois to the USACESt. Louis District. The principal site is the St. Louis Airport Site (SLAPS), which involves the removal, transportation, disposal, and restoration of approximately 28 acres and 245,000 bank cubic yards (bcy) of contaminated soils. This paper will focus on the progress and achievements in removal action efficiencies of the SLAPS team. This team consists primarily of the USACE and Stone & Webster, Incorporated.

    From 1942 through approximately 1966, the Mallinckrodt Chemical Works operated four plants in St. Louis, Missouri, for the Manhattan Engineer District and the Atomic Energy Commission. A variety of production processes using uranium- and radium-bearing ore materials were performed at the plants. It is the policy of the DOE to verify that radiological conditions at such sites or facilities comply with current DOE guidelines. Guidelines for release and use of such sites have become more stringent as research has provided more information since previous cleanups. The Formerly Utilized Sites Remedial Action Program (FUSRAP) was established as part of that effort to confirm the closeout status of facilities under contract to agencies preceding DOE during early nuclear energy development. Under the FUSRAP program, the Mallinckrodt properties have been previously investigated to determine the extent of on-site radiological contamination. At the request of DOE, Oak Ridge National Laboratory (ORNL) conducted a survey in May 1990, of public roadways and suspected haul routes between the Mallinckrodt plant and storage sites in St. Louis to ensure that no residual radioactive materials were conveyed off-site. A mobile gamma scanning van with an on-board computer system was used to identify possible anomalies. Suspect areas are those displaying measurements deviating from gamma exposure rates identified as typical for radiologically unenhanced areas in the vicinity of the areas of interest. The instrumentation highlighted three anomaly locations each of which measured less than 1m{sup 2} in size. None of the slightly elevated radiation levels originated from material associated with former AEC-related processing operations in the area. The anomalies resulted from elevated concentrations of radionuclides present in phosphate fertilizers, increased thorium in road-base gravel, and emanations from the radioactive storage site near the Latty Avenue airport. 9 refs., 3 figs.

    In support of the Department of Energy/Office of Technology Development`s Expedited Site Characterization (ESC) project (coordinated by Ames Laboratory), the Pacific Northwest Laboratory demonstrated two complementary technologies at the St. Louis Airport (SLAP) site that have been designed and optimized for the rapid, in situ quantification of radionuclide contamination in surface soils. The sensors are optimized for the detection of high-energy beta particles or gamma rays emitted from the decay of specific radionuclides of interest. These technologies were demonstrated by measuring the beta and gamma fluxes at several locations within the SLAP site. Measurements were converted to average contamination levels, using detector calibrations performed with spiked samples (beta) or sealed sources (gamma). Additionally, subsurface activity levels were derived from discrete soil samples (provided by the ESC field crew) via gamma-ray spectrometry in a controlled laboratory setting. Since the beta and gamma sensor technologies are intrinsically sensitive to different types of radiation and activity distributions (i.e., surface and shallow subsurface, respectively), the data obtained from the two detectors provide complementary information about the distribution of the contamination. The results reported here suggest that a number of locations within the SLAP site have elevated levels of {sup 211}U, and the differences between the beta and gamma activities indicate that the contamination is largely located near the surface of the soil.

    With the largest solid waste management district in the state of Missouri, St. Louis offers low tipping fees and plenty of capacity for waste and recyclables at virtually no cost to the city`s nearly 400,000 residents. The city of St. Louis has its own refuse collection and is doing curbside pickup on a pilot basis for about 3,500 homes, says Lee Fox, president of the Missouri Recycling Association (St. Louis). Also for waste management, there is blue-bag drop-off and a series of drop-off sites at different fire stations throughout the city. The central-west side has once-a-week curbside service. There are 92 separate municipalities and 35% of the area is unincorporated. It really depends on where one lives and the service. St. Louis has twice-a-week trash service, with a once-a-week curbside and yard waste pickup. The city collects all residential trash, which is financed by the city`s general revenue fund, with no direct user fees to residents. Solid waste is shipped to an Illinois landfill owned by Allied Waste Industries, Inc. (Scottsdale, Ariz.). With no current citywide curbside recycling program, private recyclers provide collection to a small percentage of homes throughout the metropolitan area.

    Non-Federally owned radioactively contaminated sites in St. Louis, Missouri are currently being remediated by the St. Louis District Corps of Engineers under the Formerly Utilized Sites Remedial Action Program (FUSRAP). When FUSRAP remediation is complete, inaccessible soils which have levels of contamination greater than unrestricted use standards, will remain. The purpose of this paper is to document the initial challenges facing the project team during its development of the Long Term Stewardship plan for the management of these soils. These soils are located under buildings, roads, railroads and bridges. The Long Term Stewardship plan for the majority of the sites is being developed simultaneously with the remedy selection process. A living document, it will ultimately document the remedial action end state and location of inaccessible soils and implement the plan for ensuring these soils are not a threat to human health and the environment. Although these soils are protective in their current configuration, at some point in time, when activities such as maintenance, utility or property improvement occur, the soils will become accessible and need to be addressed by the federal government. Up until that point in time they will need to be effectively managed to ensure they remain protective. The St. Louis District is in the process of collaboratively developing this plan with its regulators, affected stakeholders and interested parties.

    Baryon masses at varying values of Nc and light quark masses are studied with Lattice QCD and the results are analyzed in a low energy effective theory based on a combined framework of the 1/Nc and Heavy Baryon Chiral Perturbation Theory expansions. Lattice QCD results for Nc=3, 5 and 7 obtained in quenched calculations, as well as results for unquenched calculations for Nc=3, are used for the analysis. The results are consistent with a previous analysis of Nc=3 LQCD results, and in addition permit the determination of sub-leading in 1/Nc effects in the spin-flavor singlet component of the baryon masses as well as in the hyperfine splittings.

    We use the 1/Nc expansion of QCD to analyse the spectrum of positive parity resonances with strangeness S = 0, -1, -2 and -3 in the 2-3 GeV mass region, supposed to belong to the [56,4+] multiplet. The mass operator is similar to that of [56,2+], previously studied in the literature. The analysis of the latter is revisited. In the [56,4+] multiplet we find that the spin-spin term brings the dominant contribution and that the spin-orbit term is entirely negligible in the hyperfine interaction, in agreement with the constituent quark model practice, where this interaction is usually neglected. More data are strongly desirable, especially in the strange sector in order to fully exploit the power of this approach. We discuss possibilities of extending the calculations to other excited baryons belonging to the N = 2 or the N = 4 band.

    Information is provided on the solar heating and hot water system installed at the William Tao and Associates, Inc., office building in St. Louis, Missouri. The information consists of description, photos, maintenance and construction problems, final drawing, system requirements and manufacturer's component data. The solar system was designed to provide 50% of the hot water requirements and 45% of the space heating needs for a 900 square foot office space and drafting room. The solar facility has 252 square foot of glass tube concentrator collectors and a 1000 gallon steel storage tank buried below a concrete slab floor. Freeze protection is provided by a propylene glycol/water mixture in the collector loop. The collectors are roof mounted on a variable tilt array which is adjusted seasonally and is connected to the solar thermal storage tank by a tube-in-shell heat exchanger. Incoming city water is preheated through the solar energy thermal storage tank.

    The structure and vibrational spectrum of Gd3N@C80 is studied through Raman and inelastic electron tunneling spectroscopy as well as density-functional theory and universal force eld calculations. Hindered rotations, shown by both theory and experiment, indicate the formation of a Gd3N-C80 bond which reduces the ideal icosahedral symmetry of the C80 cage. The vibrational modes involving the movement of the encapsulated species are a ngerprint of the interaction between the fullerene cage and the core complex. We present Raman data for the Gd3N@C2n 40 n 44 family as well as Y3N@C80, Lu3N@C80, and Y3N@C88 for comparison. Conductance measurements have been performed on Gd3N@C80 and reveal a Kondo effect similar to that observed in C60.

  18. The baryon vector current in the combined chiral and 1/Nc expansions

    The baryon vector current is computed at one-loop order in large-Nc baryon chiral perturbation theory, where Nc is the number of colors. Loop graphs with octet and decuplet intermediate states are systematically incorporated into the analysis and the effects of the decuplet-octet mass difference and SU(3) flavor symmetry breaking are accounted for. There are large-Nc cancellations between different one-loop graphs as a consequence of the large-Nc spin-flavor symmetry of QCD baryons. The results are compared against the available experimental data through several fits in order to extract information about the unknown parameters. The large-Nc baryon chiral perturbation theory predictions are in very good agreement both with the expectations from the 1/Nc expansion and with the experimental data. The effect of SU(3) flavor symmetry breaking for the |Delta S|=1 vector current form factors f1(0) results in a reduction by a few percent with respect to the corresponding SU(3) symmetric values.

    In this study, collection of mosquitoes and testing for vector-borne viruses is a key surveillance activity that directly influences the vector control efforts of public health agencies, including determining when and where to apply insecticides. Vector control districts in California routinely monitor for three human pathogenic viruses including West Nile virus (WNV), Western equine encephalitis virus (WEEV), and St. Louis encephalitis virus (SLEV). Reverse transcription quantitative polymerase chain reaction (RT-qPCR) offers highly sensitive and specific detection of these three viruses in a single multiplex reaction, but this technique requires costly, specialized equipment that is generally only available in centralized publicmore » health laboratories. We report the use of reverse transcription loop-mediated isothermal amplification (RT-LAMP) to detect WNV, WEEV, and SLEV RNA extracted from pooled mosquito samples collected in California, including novel primer sets for specific detection of WEEV and SLEV, targeting the nonstructural protein 4 (nsP4) gene of WEEV and the 3’ untranslated region (3’-UTR) of SLEV. Our WEEV and SLEV RT-LAMP primers allowed detection of <0.1 PFU/reaction of their respective targets in <30 minutes, and exhibited high specificity without cross reactivity when tested against a panel of alphaviruses and flaviviruses. Furthermore, the SLEV primers do not cross-react with WNV, despite both viruses being closely related members of the Japanese encephalitis virus complex. The SLEV and WEEV primers can also be combined in a single RT-LAMP reaction, with discrimination between amplicons by melt curve analysis. Although RT-qPCR is approximately one order of magnitude more sensitive than RT-LAMP for all three targets, the RT-LAMP technique is less instrumentally intensive than RT-qPCR and provides a more cost-effective method of vector-borne virus surveillance.« less

  10. Geochemical information for sites contaminated with low-level radioactive wastes: II. St. Louis Airport Storage Site

    The St. Louis Airport Storage Site (SLASS) became radioactively contaminated as a result of wastes that were being stored from operations to recover uranium from pitchblende ores in the 1940s and 1950s. The US Department of Energy is considering various remedial action options for the SLASS under the Formerly Utilized Site Remedial Action Program (FUSRAP). This report describes the results of geochemical investigations, carried out to support the FUSRAP activities and to aid in quantifying various remedial action options. Soil and groundwater samples from the site were characterized, and sorption ratios for uranium and radium and apparent concentration limit values for uranium were measured in soil/groundwater systems by batch contact methodology. The uranium and radium concentrations in soil samples were significantly above background near the old contaminated surface horizon (now at the 0.3/sup -/ to 0.9/sup -/m depth); the maximum values were 1566 ..mu..g/g and 101 pCi/g, respectively. Below about the 6/sup -/m depth, the concentrations appeared to be typical of those naturally present in soils of this area (3.8 +- 1.2 ..mu..g/g and 3.1 +- 0.6 pCi/g). Uranium sorption ratios showed stratigraphic trends but were generally moderate to high (100 to 1000 L/kg). The sorption isotherm suggested an apparent uranium concentration limit of about 200 mg/L. This relatively high solubility can probably be correlated with the carbonate content of the soil/groundwater systems. The lower sorption ratio values obtained from the sorption isotherm may have resulted from changes in the experimental procedure or the groundwater used. The SLASS appears to exhibit generally favorable behavior for the retardation of uranium solubilized from waste in the site. Parametric tests were conducted to estimate the sensitivity of uranium sorption and solubility to the pH and carbonate content of the system.

    Chlorella variabilis NC64A, a unicellular photosynthetic green alga (Trebouxiophyceae), is an intracellular photobiont of Paramecium bursaria and a model system for studying virus/algal interactions. We sequenced its 46-Mb nuclear genome, revealing an expansion of protein families that could have participated in adaptation to symbiosis. NC64A exhibits variations in GC content across its genome that correlate with global expression level, average intron size, and codon usage bias. Although Chlorella species have been assumed to be asexual and nonmotile, the NC64A genome encodes all the known meiosis-specific proteins and a subset of proteins found in flagella. We hypothesize that Chlorella might have retained a flagella-derived structure that could be involved in sexual reproduction. Furthermore, a survey of phytohormone pathways in chlorophyte algae identified algal orthologs of Arabidopsis thaliana genes involved in hormone biosynthesis and signaling, suggesting that these functions were established prior to the evolution of land plants. We show that the ability of Chlorella to produce chitinous cell walls likely resulted from the capture of metabolic genes by horizontal gene transfer from algal viruses, prokaryotes, or fungi. Analysis of the NC64A genome substantially advances our understanding of the green lineage evolution, including the genomic interplay with viruses and symbiosis between eukaryotes.

    The superscaling approach (SuSA) to neutrino-nucleus scattering, based on the assumed universality of the scaling function for electromagnetic and weak interactions, is reviewed. The predictions of the SuSA model for bot CC and NC differential and total cross sections are presented and compared with the MiniBooNE data. The role of scaling violations, in particular the contribution of meson exchange currents in the two-particle two-hole sector, is explored.

    H2S has been used as a probe molecule both in an “in situ” poisoning experiment and in intermediate-temperature heat-treatment steps during and after the preparation of FeNC catalysts in an attempt to analyze its effect on their ORR activity. The heat treatments were employed either on the ball-milled precursor of FeNC or after the Ar-NH3 high temperature heat treatments. ORR activity of the H2S-treated catalysts was seen to be significantly lower than the sulfur-free catalysts, whether the sulfur exposure was during a half-cell testing, or as an intermediate-temperature exposure to H2S. The incorporation of sulfur species and interaction of Fe with sulfur were confirmed by characterization using XPS, EXAFS, TPO, and TPD. This study provides crucial evidence regarding differences in active sites in FeNC versus nitrogen-containing carbon nanostructured (CNx) catalysts.

    We have investigated carrier transport in SiO{sub 2}/nc-Si/SiO{sub 2} multi-layers by room temperature current-voltage measurements. Resonant tunneling signatures accompanied by current peaks are observed. Carrier transport in the multi-layers were analyzed by plots of ln(I/V{sup 2}) as a function of 1/V and ln(I) as a function of V{sup 1/2}. Results suggest that besides films quality, nc-Si and barrier sub-layer thicknesses are important parameters that restrict carrier transport. When thicknesses are both small, direct tunneling dominates carrier transport, resonant tunneling occurs only at certain voltages and multi-resonant tunneling related current peaks can be observed but with peak to valley current ratio (PVCR) values smaller than 1.5. When barrier thickness is increased, trap-related and even high field related tunneling is excited, causing that multi-current peaks cannot be observed clearly, only one current peak with higher PVCR value of 7.7 can be observed. While if the thickness of nc-Si is large enough, quantum confinement is not so strong, a broad current peak with PVCR value as high as 60 can be measured, which may be due to small energy difference between the splitting energy levels in the quantum dots of nc-Si. Size distribution in a wide range may cause un-controllability of the peak voltages.

    Two one-dimensional bismuth-coordination materials, Bi[NC{sub 5}H{sub 3}(CO{sub 2}){sub 2}](OH{sub 2}){sub x}F (x=1 and 2), have been synthesized by hydrothermal reactions using Bi{sub 2}O{sub 3}, 2,6-NC{sub 5}H{sub 3}(CO{sub 2}H){sub 2}, HF, and water at 180 Degree-Sign C. Structures of the two materials were determined by single-crystal X-ray diffraction. Although they have different crystal structures, both Bi-organic materials shared a common structural motif, a one-dimensional chain structure consisting of Bi{sup 3+} cations and pyridine dicarboxylate linkers. Detailed structural analyses include infrared spectroscopy, thermogravimetric analysis, and reversible hydration reactions for the coordinated water molecules were reported.     Two new cobalt phosphites, (H{sub 3}NC{sub 6}H{sub 4}NH{sub 3})Co(HPO{sub 3}){sub 2} (1) and (NH{sub 4}){sub 2}Co{sub 2}(HPO{sub 3}){sub 3} (2), have been synthesized and characterized by single-crystal X-ray diffraction. All the cobalt atoms of 1 are in tetrahedral CoO{sub 4} coordination. The structure of 1 comprises twisted square chains of four-rings, which contain alternating vertex-shared CoO{sub 4} tetrahedra and HPO{sub 3} groups. These chains are interlinked with trans-1,4-diaminocyclohexane cations by hydrogen bonds. The 2-D structure of 2 comprises anionic complex sheets with ammonium cations present between them. An anionic complex sheet contains three-deck phosphite units, which are interconnected by Co{sub 2}O{sub 9} to form complex layers.     The field of non-coding RNA biology has been hampered by the lack of availability of a comprehensive, up-to-date collection of accessioned RNA sequences. Here we present the first release of RNAcentral, a database that collates and integrates information from an international consortium of established RNA sequence databases. The initial release contains over 8.1 million sequences, including representatives of all major functional classes. A web portal (http://rnacentral.org) provides free access to data, search functionality, cross-references, source code and an integrated genome browser for selected species.

    We give a brief review of two nonperturbative phenomena typical of noncommutative field theory which are known to lead to the perturbative instability known as the UV-IR mixing. The first phenomena concerns the emergence/evaporation of spacetime geometry in matrix models which describe perturbative noncommutative gauge theory on fuzzy backgrounds. In particular we show that the transition from a geometrical background to a matrix phase makes the description of noncommutative gauge theory in terms of fields via the Weyl map only valid below a critical value g*. The second phenomena concerns the appearance of a nonuniform ordered phase in noncommutative scalar {phi}{sup 4} field theory and the spontaneous symmetry breaking of translational/rotational invariance which happens even in two dimensions. We argue that this phenomena also originates in the underlying matrix degrees of freedom of the noncommutative field theory. Furthermore it is conjectured that in addition to the usual WF fixed point at {theta} = 0 there must exist a novel fixed point at {theta} = {infinity} corresponding to the quartic hermitian matrix model.

    Hydrolysis of the product formed by reacting 2 equiv of 2-(lithiomethylene)-6-methylpyridine with trimethylacetyl chloride gives the alcohol HOC(CMe{sub 3})(2-CH{sub 2}NC{sub 5}H{sub 3}Me-6){sub 2}, (1) (HOR), in 44% yield. Three equivalents of (1) reacts with Yb[N(SiMe{sub 3}){sub 2}]{sub 3} to form Yb(OR){sub 3} (2a). The analogous 2 equiv reaction generates Yb(OR){sub 2}[N(SiMe{sub 3}){sub 2}], (3). X-ray diffraction studies were successful on (3) and on (2b), the Sm analog of (2a). Two of the alkoxide ligands in Sm(OR){sub 3}, (2b), are bidentate such that each has an uncomplexed nitrogen donor atom oriented away from the metal. These chelates occupy basal positions in the distorted square pyramidal geometry around the metal center in (2b) such that the oxygen donors are trans. The axial position is occupied by the third alkoxide which is monodentate through its oxygen donor atom. This leaves a total of four unattached pyridine functionalities available for further coordination. The ligand arrangement in (3) is very similiar to that in (2b) except that the monodentate alkoxide in (2b) is replaced by a N(SiMe{sub 3}){sub 2} group. A ligand fragmentation product, (R{prime}O){sub 2}Sm({mu}-OR){sub 2}Na, (4), containing the chelating bidentate pyridine enolate ligand [OC(CMe{sub 3})(=2CHNC{sub 5}H{sub 3}Me-6)](OR{prime}), formed by loss of a 2,6-dimethylpyridine group from OR, was also isolated in the course of these studies. Each OR ligand in (4) has its oxygen atom bridging Sm and Na, one pyridine nitrogen coordinated to Na, and one pyridine nitrogen which is not connected to any metal. The samarium center in (4) has a distorted octahedral geometry generated by two chelating R{prime}O groups and the two bridging oxygens from the OR groups. The nitrogen donor atoms of the R{prime}O groups have a cis orientation and are trans to the bridging ligands.

    The Biofuels Team at The University of North Carolina at Pembroke and North Carolina A&T State University carried out a joint research project aimed at developing an efficient process to produce biodiesel. In this project, the team developed and tested various types of homogeneous and heterogeneous catalysts which could replace the conventionally used soluble potassium hydroxide catalyst which, traditionally, must be separated and disposed of at the end of the process. As a result of this screening, the homogeneous catalyst choline hydroxide was identified as a potential replacement for the traditional catalyst used in this process, potassium hydroxide, due to its decreased corrosiveness and toxicity. A large number of heterogeneous catalysts were produced and tested in order to determine the scaffold, ion type and ion concentration which would produce optimum yield of biodiesel. The catalyst with 12% calcium on Zeolite β was identified as being highly effective and optimal reaction conditions were identified. Furthermore, a packed bed reactor utilizing this type of catalyst was designed, constructed and tested in order to further optimize the process. An economic analysis of the viability of the project showed that the cost of an independent farmer to produce the fuelstock required to produce biodiesel exceeds the cost of petroleum diesel under current conditions and that therefore without incentives, farmers would not be able to benefit economically from producing their own fuel. An educational website on biodiesel production and analysis was produced and a laboratory experiment demonstrating the production of biodiesel was developed and implemented into the Organic Chemistry II laboratory curriculum at UNCP. Five workshops for local farmers and agricultural agents were held in order to inform the broader community about the various fuelstock available, their cultivation and the process and advantages of biodiesel use and production. This project fits both Universities’ goals in the Biofuels Research Initiative, since it uses an alternative fuelstock: namely canola. The outcomes of this project may eventually aid in reducing the state’s consumption of corn and soybean, which are important food crops. The project will also encourage regional farmers to grow alternative crops for biofuel production. The success of this project has contributed towards the development of Robeson County, an economically disadvantaged region. Additionally it should be noted that Robeson County serves a large Native American population. Therefore, training and engaging this minority group in the energy industry was an important accomplishment.

    We establish relations which express the generalized parton distributions (GPDs) describing the N {yields} {Delta} transition in terms of the nucleon GPDs. These relations are based on the known large-N{sub c} relation between the N {yields} {Delta} electric quadrupole moment and the neutron charge radius, and a newly derived large-N{sub c} relation between the electric quadrupole (E2) and Coulomb quadrupole (C2) transitions. Namely, in the large-N{sub c} limit we find C2=E2. The resulting relations among the nucleon and N {yields} {Delta} GPDs provide predictions for the N {yields} {Delta} electromagnetic form factors which are found to be in very good agreement with experiment for moderate momentum transfers.

    An intense slow positron beam is in its early stages of operation at the 1-MW open-pool PULSTAR research reactor at North Carolina State University. The positron beam line is installed in a beam port that has a 30-cmx30-cm cross sectional view of the core. The positrons are created in a tungsten converter/moderator by pair-production using gamma rays produced in the reactor core and by neutron capture reactions in cadmium cladding surrounding the tungsten. Upon moderation, slow ({approx}3 eV) positrons that are emitted from the moderator are electrostatically extracted, focused and magnetically guided until they exit the reactor biological shield with 1-keV energy, approximately 3-cm beam diameter and an intensity exceeding 6x10{sup 8} positrons per second. A magnetic beam switch and transport system has been installed and tested that directs the beam into one of two spectrometers. The spectrometers are designed to implement state-of-the-art PALS and DBS techniques to perform positron and positronium annihilation studies of nanophases in matter.

    One-loop unitarized Chiral Perturbation Theory (UChPT) calculations, suggest a different N{sub c} behaviour for the {sigma} or f{sub 0}(600) and {rho}(770) mesons: while the {rho} meson becomes narrower with N{sub c}, as expected for a {bar q}q meson, the f{sub 0}(600) contribution to the total cross section below 1 GeV becomes less and less important. Here we review our recent work where we have shown, by means of finite energy sum rules, that a different N{sub c} behavior for these resonances may lead to a conflict with semi-local duality for large N{sub c}, since local duality requires a cancellation between the f{sub 0}(600) and {rho}(770) amplitudes. However, UChPT calculations also suggest a subdominant {bar q}q component for the f{sub 0}(600) with a mass above 1 GeV and this can restore semi-local duality, as we show.

    The leading 1/N{sub c} behavior of Unitarized Chiral Perturbation Theory distinguishes the nature of the {rho} and the {sigma}. At one loop order the {rho} is a {bar q}q meson, while the {sigma} is not. However, semi-local duality between resonances and Regge behaviour cannot be satisfied for larger N{sub c}, if such a distinction holds. While the {sigma} at N{sub c}= 3 is inevitably dominated by its di-pion component, Unitarised Chiral Perturbation Theory beyond one loop order reveals that as N{sub c} increases above 6-8, the {sigma} has a sub-dominant {bar q}q fraction up at 1.2 GeV. Remarkably this ensures semi-local duality is fulfilled for the range of N{sub c} {approx}< 15-30, where the unitarization procedure adopted applies.

    The Hydrogen and Fuel Cell Technology education project has addressed DOE goals by supplying readily available, objective, technical, and accurate information that is available to students, industry and the public. In addition, the program has supplied educated trainers and training opportunities for the next generation workforce needed for research, development, and demonstration activities in government, industry, and academia. The project has successfully developed courses and associated laboratories, taught the new courses and labs and integrated the HFCT option into the accredited engineering technology and mechanical engineering programs at the University of North Carolina at Charlotte (UNCC). The project has also established ongoing collaborations with the UNCC energy related centers of the Energy Production & Infrastructure Center (EPIC), the NC Motorsports and Automotive Research Center (NCMARC) and the Infrastructure, Design, Environment and Sustainability Center (IDEAS). The results of the project activities are presented as two major areas – (1) course and laboratory development, offerings and delivery, and (2) program recruitment, promotions and collaborations. Over the project period, the primary activity has been the development and offering of 11 HFCT courses and accompanying laboratories. This process has taken three years with the courses first being developed and then offered each year over the timeframe.

    In this article, we discuss in detail the addition of hydrogen atoms to diacetylene and the reverse dissociation reactions, H + C{sub 4}H{sub 2} {leftrightarrow} i-C{sub 4}H{sub 3} (R1) and H + C{sub 4}H{sub 2} n-C{sub 4}H{sub 3} (R2). The theory utilizes high-level electronic structure methodology to characterize the potential energy surface, Rice-Ramsperger-Kassel-Marcus (RRKM) theory to calculate microcanonical/J-resolved rate coefficients, and a two-dimensional master-equation approach to extract phenomenological (thermal) rate coefficients. Comparison is made with experimental results where they are available. The rate coefficients k{sub 1}(T, p) and k{sub 2}(T, p) are cast in forms that can be used in chemical kinetic modeling. In addition, we predict values of the heats of formation of i-C{sub 4}H{sub 3} and n-C{sub 4}H{sub 3} and discuss their importance in flame chemistry. Our basis-set extrapolated, quadratic-configuration-interaction with single and double excitations (and triple excitations added perturbatively), QCISD(T), predictions of these heats of formation at 298 K are 130.8 kcal/mol for n-C{sub 4}H{sub 3} and 119.3 kcal/mol for the i-isomer; multireference CI calculations with a nine-electron, nine-orbital, complete-active-space (CAS) reference wavefunction give just slightly larger values for these parameters. Our results are in good agreement with the recent focal-point analysis of Wheeler et al. (J. Chem. Phys. 2004, 121, 8800-8813), but they differ substantially for {Delta} H{sub f 298}{sup 0}(n-C{sub 4}H{sub 3}) with the earlier diffusion Monte Carlo predictions of Krokidis et al.

    The formation of HO{sub 2} in the reactions of C{sub 2}H{sub 5}, n-C{sub 3}H{sub 7}, and i-C{sub 3}H{sub 7} radicals with O{sub 2} is investigated using the technique of laser photolysis/long-path frequency-modulation spectroscopy. The alkyl radicals are formed by 266 nm photolysis of alkyl iodides. The formation of HO{sub 2} from the subsequent reaction of the alkyl radicals with O{sub 2} is followed by infrared frequency-modulation spectroscopy. The concentration of I atoms is simultaneously monitored by direct absorption of a second laser probe on the spin?orbit transition. The measured profiles are compared to a kinetic model taken from time-resolved master-equation results based on previously published ab initio characterizations of the relevant stationary points on the potential-energy surface. The ab initio energies are adjusted to produce agreement with the present experimental data and with available literature studies. The isomer specificity of the present results enables refinement of the model for i-C{sub 3}H{sub 7} + O{sub 2} and improved agreement with experimental measurements of HO{sub 2} production in propane oxidation.

    The report summarizes what transpired during brake linings-related workshop held at the Fall 2003 meeting of the Technology and Maintenance Council (TMC) in Charlotte, NC. The title of the workshop was ''Developing a Useful Friction Material Rating System''. It was organized by a team consisting of Peter Blau (Oak Ridge National Laboratory), Jim Britell (National Highway Traffic Safety Administration), and Jim Lawrence (Motor and Equipment Manufacturers Association). The workshop was held under the auspices of TMC Task Force S6 (Chassis), chaired by Joseph Stianche (Sanderson Farms, Inc.). Six invited speakers during the morning session provided varied perspectives on testing and rating aftermarket automotive and truck brake linings. They were: James R. Clark, Chief Engineer, Foundation Brakes and Wheel Equipment, Dana Corporation, Spicer Heavy Axle and Brake Division; Charles W. Greening, Jr, President, Greening Test Labs; Tim Duncan, General Manager, Link Testing Services;Dennis J. McNichol, President, Dennis NationaLease; Jim Fajerski, Business Manager, OE Sales and Applications Engineering, Federal Mogul Corporation; and Peter J. Blau, Senior Materials Development Engineer, Oak Ridge National Laboratory. The afternoon break-out sessions addressed nine questions concerning such issues as: ''Should the federal government regulate aftermarket lining quality?''; ''How many operators use RP 628, and if so, what's good or bad about it?''; and ''Would there be any value to you of a vocation-specific rating system?'' The opinions of each discussion group, consisting of 7-9 participants, were reported and consolidated in summary findings on each question. Some questions produced a greater degree of agreement than others. In general, the industry seems eager for more information that would allow those who are responsible for maintaining truck brakes to make better, more informed choices on aftermarket linings.     Fluorescence, phosphorescence, and excitation spectra were measured on the title compound. These results were augmented with polarization ratios obtained at 77 K and detailed studies of the temperature dependence of the phosphorescence in the 77-4 K range. The phosphorescence decay rate at K was also recorded as a function of an applied magnetic field. All the results are consistent with a 4d{sub z}Rh{sup 1} {yields} 6p{sub 2}Au{sup 1} orbital promotion leading to emitting {sup 1}A, {sup 3}A{sub 1} terms in pseudo-C{sub 2v} symmetry. The {sup 3}A{sub 1} term is split by spin-orbit coupling into a forbidden A{sub 2} state lying lowest followed by a quasi-degenerate pair, [B{sub 1}(x), B{sub 2}(y)] lying approximately 16 cm{sup -1} higher that decays >500 times faster than the lowest one. 28 refs., 6 figs.

    The U.S. Bureau of Mines diskette contains analysis and related source data for 2,357 natural gas samples collected from miscellaneous states, which include the following states: Alabama, Arkansas (except Arkoma Basin), Florida, Georgia, Illinois, Indiana, Iowa, Kentucky, Louisiana, Maryland, Michigan, Mississippi, Missouri, New Jersey, New York, North Carolina, Ohio, Pennsylvania, Tennessee, Virginia, and West Virginia. All samples were obtained and analyzed as part of the Bureau's investigations of occurrences of helium in natural gases of countries with free market economies. The survey has been conducted since 1917. The analysis contained on the diskette contain the full range of component analysis data. Five files are on the diskette: READ.ME, MISC.TXT, MISC.DBF, USHEANAL.DBF, and BASINCDE.TXT.

    In this final report, we discuss both theoretical and applied research resulting from our DOE project, ICEKAP 2004: A Collaborative Joint Geophysical Imaging Project at Krafla and IDDP. The abstract below begins with a general discussion of the problem we addressed: the location and characterization of blind geothermal resources using microearthquake and magnetotelluric measurements. The abstract then describes the scientific results and their application to the Krafla geothermal area in Iceland. The text following this abstract presents the full discussion of this work, in the form of the PhD thesis of Stephen A. Onacha. The work presented here was awarded the Best Geophysics Paper at the 2005 Geothermal Resources Council meeting, Reno. This study presents the modeling of buried fault zones using microearthquake and electrical resistivity data based on the assumptions that fluid-filled fractures cause electrical and seismic anisotropy and polarization. In this study, joint imaging of electrical and seismic data is used to characterize the fracture porosity of the fracture zones. P-wave velocity models are generated from resistivity data and used in locating microearthquakes. Fracture porosity controls fluid circulation in the hydrothermal systems and the intersections of fracture zones close to the heat source form important upwelling zones for hydrothermal fluids. High fracture porosity sites occur along fault terminations, fault-intersection areas and fault traces. Hydrothermal fault zone imaging using resistivity and microearthquake data combines high-resolution multi-station seismic and electromagnetic data to locate rock fractures and the likely presence fluids in high temperature hydrothermal systems. The depths and locations of structural features and fracture porosity common in both the MT and MEQ data is incorporated into a joint imaging scheme to constrain resistivity, seismic velocities, and locations of fracture systems. The imaging of the fault zones is constrained by geological, drilling, and geothermal production data. The objective is to determine interpretation techniques for evaluating structural controls of fluid circulation in hydrothermal systems. The conclusions are: directions of MT polarization and anisotropy and MEQ S-splitting correlate. Polarization and anisotropy are caused by fluid filled fractures at the base of the clay cap. Microearthquakes occur mainly on the boundary of low resistivity within the fracture zone and high resistivity in the host rock. Resistivity is lowest within the core of the fracture zone and increases towards the margins of the fracture zone. The heat source and the clay cap for the hydrothermal have very low resistivity of less than 5?m. Fracture porosity imaged by resistivity indicates that it varies between 45-5% with most between 10-20%, comparable to values from core samples in volcanic areas in Kenya and Iceland. For resistivity values above 60?m, the porosity reduces drastically and therefore this might be used as the upper limit for modeling fracture porosity from resistivity. When resistivity is lower than 5?m, the modeled fracture porosity increases drastically indicating that this is the low resistivity limit. This is because at very low resistivity in the heat source and the clay cap, the resistivity is dominated by ionic conduction rather than fracture porosity. Microearthquakes occur mainly above the heat source which is defined by low resistivity at a depth of 3-4.5 km at the Krafla hydrothermal system and 4-7 km in the Longonot hydrothermal system. Conversions of S to P waves occur for microearthquakes located above the heat source within the hydrothermal system. Shallow microearthquakes occur mainly in areas that show both MT and S-wave anisotropy. S-wave splitting and MT anisotropy occurs at the base of the clay cap and therefore reflects the variations in fracture porosity on top of the hydrothermal system. In the Krafla hydrothermal system in Iceland, both MT polarization and MEQ splitting directions align with

    We extend the noncommutative (NC) standard model to incorporate singlet particles as cold dark matter. In the NC space-time, the singlet particles can be coupled to the U(1) gauge field in the adjoint representation. We study the relic density of the singlet particles due to the NC induced interaction. Demanding either the singlet fermion or the singlet scalar to serve as cold dark matter and the NC induced interactions to be relevant to the dark matter production, we obtain the corresponding relations between the NC scale and the dark matter masses, which are consistent with some existing bounds.

Demonstration programs at St. Louis, Missouri; Franklin, Ohio; and Delaware are discussed. Information on pellet production and cofiring with coal is also presented.
