    PNNL and Calcs Plus helped the South Sarasota County Florida Habitat for Humanity retrofit a 1978 single-story home by stripping old drywall, air sealing concrete block walls, and installing rigid insulation, furring strips, and new drywall. The attic was sealed and insulated with spray foam to house a new heat pump.

    The Florida Hydrogen Initiative (FHI) was a research, development and demonstration hydrogen and fuel cell program. The FHI program objectives were to develop Florida?s hydrogen and fuel cell infrastructure and to assist DOE in its hydrogen and fuel cell activities The FHI program funded 12 RD&D projects as follows: Hydrogen Refueling Infrastructure and Rental Car Strategies -- L. Lines, Rollins College This project analyzes strategies for Florida's early stage adaptation of hydrogen-powered public transportation. In particular, the report investigates urban and statewide network of refueling stations and the feasibility of establishing a hydrogen rental-car fleet based in Orlando. Methanol Fuel Cell Vehicle Charging Station at Florida Atlantic University ? M. Fuchs, EnerFuel, Inc. The project objectives were to design, and demonstrate a 10 kWnet proton exchange membrane fuel cell stationary power plant operating on methanol, to achieve an electrical energy efficiency of 32% and to demonstrate transient response time of less than 3 milliseconds.     The Department of Energy (DOE), through its Wind and Water Power Technologies Office (WWPTO), is proposing to provide federal funding to Florida Atlantic University’s South-East National Marine Renewable Energy Center (FAU SNMREC) to support the at sea testing of FAU SNMREC’s experimental current generation turbine and the deployment and operation of their Small-Scale Ocean Current Turbine Test Berth, sited on the outer continental shelf (OCS) in waters off the coast of Ft Lauderdale, Florida. SNMREC would demonstrate the test berth site readiness by testing their pilot-scale experimental ocean current turbine unit at that location. The Bureau of Ocean Energy Management (BOEM) conducted an Environmental Assessment to analyze the impacts associated with leasing OCS lands to FAU SNMREC, per their jurisdictional responsibilities under the Outer Continental Shelf Lands Act. DOE was a cooperating agency in this process and based on the EA, DOE issued a Finding of No Significant Impact.

    Directional drilling has begun this fall for a $68.5 million, approximately 110,000 b/d expansion of Central Florida Pipeline Co.`s refined products line from Tampa to Orlando. The drilling started in August and is scheduled to conclude this month, crossing under seven water bodies in Hillsborough, Polk, and Osceola counties. The current 6 and 10-in. system provides more than 90% of the petroleum products used in Central Florida, according to Central Florida Pipeline. Its additional capacity will meet the growing region`s demand for gasoline, diesel, and jet fuel. The new pipeline, along with the existing 10-in. system, will increase total annual capacity from 30 million bbl (82,192 b/d) to approximately 70 million bbl (191,781 b/d). The older 6-in. line will be shutdown when the new line is operating fully. The steps of pipeline installation are described.

    The water-bearing units of the intermediate aquifer consist of discontinuous sand, gravel, shell, and limestone and dolomite beds in the Tamiami Formation of late Miocene age and the Hawthorn Formation of middle Miocene age. Within parts of Polk, Manatee, Hardee, De Soto, Sarasota, and Charlotte Counties, sand and clay beds within the Tampa Limestone that are hydraulically connected to the Hawthorn Formation are also included in the intermediate aquifer. 15 refs.

  13. Florida's electric industry and solar electric technologies

    The Florida Electric Industry is in a process of diversifying its generation technology and its fuel mix. This is being done in an effort to reduce oil consumption, which in 1981 accounted for 46.5% of the electric generation by fuel type. This does not compare well with the rest of the nation where oil use is lower. New coal and nuclear units are coming on line, and probably more will be built in the near future. However, eventhough conservation efforts may delay their construction, new power plants will have to be built to accomodate the growing demand for electricity. Other alternatives being considered are renewable energy resources. The purpose of this paper is to present the results of a research project in which 10 electric utilities in Florida and the Florida Electric Power Coordinating Group rated six Solar Electric options. The Solar Electric options considered are: 1) Wind, 2) P.V., 3) Solar thermal-electric, 4) OTEC, 5) Ocean current, and 6) Biomass. The questionaire involved rating the economic and technical feasibility, as well as, the potential environmental impact of these options in Florida. It also involved rating the difficulty in overcoming institutional barriers and assessing the status of each option. A copy of the questionaire is included after the references. The combined capacity of the participating utilities represent over 90% of the total generating capacity in Florida. A list of the participating utilities is also included. This research was done in partial fulfillment for the Mater's of Science Degree in Coastal Zone Management. This paper is complementary to another paper (in these condensed conference proceedings) titled COASTAL ZONE ENERGY MANAGEMENT: A multidisciplinary approach for the integration of Solar Electric Systems with Florida's power generation system, which present a summary of the Master's thesis.

The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

    The retrofitted solar heating and cooling system installed at the Florida Solar Energy Center is described. Information is provided on the system's test, operation, controls, hardware and installation, including detailed drawings. The Center's office building, approximately 5000 square feet of space, with solar air conditioning and heating as a demonstration of the technical feasibility is located just north of Port Canaveral, Florida. The system was designed to supply approximately 70% of the annual cooling and 100% of the heating load. The project provides unique high-temperature, non-imaging, non-tracking, evacuated-tube collectors. The design of the system was kept simple and employs five hydronic loops. They are energy collection, chilled water production, space cooling, space heating and energy rejection.

    About 8% (1.2 million ha) of the total surface area of Florida is occupied by freshwater. Many of these water bodies are eutrophic. Nutrients present in these water bodies can be potentially used to culture aquatic plants as a possible feedstock for methane production. This paper summarizes the results of known research findings on biomass production potential of freshwater aquatic plants in Florida and identifies key research needs to improve the quality and quantity of biomass yields. Among floating aquatic plants, biomass yield potential was in the order of water-hyacinth > water lettuce > pennywort > salvinia > duckweed > azolla. Pennywort, duckweed, and azolla appear to perform well during the cooler months compared to other aquatic plants. Among emergent plants, biomass yield potential was in the order of southern wild rice > cattails > soft rush > bulrush. Cultural techniques, nutrient management, and environmental factors influencing the biomass yields were discussed. 68 references.

    The disclosure herein provides an apparatus for location of a quantity of current vectors in an electrical device, where the current vector has a known direction and a known relative magnitude to an input current supplied to the electrical device. Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    ABS>This patent presents a method for locating a ground in a d-c circult having a number of parallel branches connected across a d-c source or generator. The complete method comprises the steps of locating the ground with reference to the mildpoint of the parallel branches by connecting a potentiometer across the terminals of the circuit and connecting the slider of the potentiometer to ground through a current indicating instrument, adjusting the slider to right or left of the mildpoint so as to cause the instrument to indicate zero, connecting the terminal of the network which is farthest from the ground as thus indicated by the potentiometer to ground through a condenser, impressing a ripple voltage on the circuit, and then measuring the ripple voltage at the midpoint of each parallel branch to find the branch in which is the lowest value of ripple voltage, and then measuring the distribution of the ripple voltage along this branch to determine the point at which the ripple voltage drops off to zero or substantially zero due to the existence of a ground. The invention has particular application where a circuit ground is present which will disappear if the normal circuit voltage is removed.

    A small research group at the Florida Solar Energy Center has been working for several years to perform research and other work in support of U.S. Department of Energy and State of Florida energy efficiency objectives in the area of windows, skylights, clerestories, and other glazed apertures in buildings, generically called fenestrations. This work includes not only thermal energy transfer through fenestration systems but also the controlled introduction of daylight illumination for the displacement of electric lighting energy. Work in the last few years has focused almost entirely on providing technical support to the National Fenestration Rating Council`s program to introduce energy performance rating and labelling of windows into the United States. This work has included a variety of activities. (1) Annual energy performance simulations aimed at determining the relative performances of a variety of residential window and glazing options for different climates. (2) Evaluation of Lawrence Berkeley Laboratory reports and software products in the area of fenestrations. (3) Development of better computational tools for predicting the solar spectral irradiance incident on fenestration systems and contributing to solar radiant heat gain, and the effects of exterior shading. (4) Service on various committees and task groups of the NFRC as well as participation in and technical support for ASHRAE`s technical committee 4.5 on fenestrations. (5) Evaluation of the daylighting potential of commercial buildings in hot humid climates.

  20. Performance Evaluation of HYCOM-GOM for Hydrokinetic Resource Assessment in the Florida Strait

    The U.S. Department of Energy (DoE) is assessing and mapping the potential off-shore ocean current hydrokinetic energy resources along the U.S. coastline, excluding tidal currents, to facilitate market penetration of water power technologies. This resource assessment includes information on the temporal and three-dimensional spatial distribution of the daily averaged power density, and the overall theoretical hydrokinetic energy production, based on modeled historical simulations spanning a 7-year period of record using HYCOM-GOM, an ocean current observation assimilation model that generates a spatially distributed three-dimensional representation of daily averaged horizontal current magnitude and direction time series from which power density time series and their statistics can be derived. This study ascertains the deviation of HYCOM-GOM outputs, including transport (flow) and power density, from outputs based on three independent observation sources to evaluate HYCOM-GOM performance. The three independent data sources include NOAA s submarine cable data of transport, ADCP data at a high power density location, and HF radar data in the high power density region of the Florida Strait. Comparisons with these three independent observation sets indicate discrepancies with HYCOM model outputs, but overall indicate that the HYCOM-GOM model can provide an adequate assessment of the ocean current hydrokinetic resource in high power density regions like the Florida Strait. Additional independent observational data, in particular stationary ADCP measurements, would be useful for expanding this model performance evaluation study. ADCP measurements are rare in ocean environments not influenced by tides, and limited to one location in the Florida Strait. HF radar data, although providing great spatial coverage, is limited to surface currents only.

    Grant support has been well used by the University of Florida as host institution to support various educational institutions in the use of the reactor and associated facilities as indicated in the proposal. These various educational institutions are located primarily within Florida. However, when the 600-mile distance from Pensacola to Miami is considered, it is obvious that this Grant provides access to reactor utilization for a broad geographical region and a diverse set of user institutions serving over twelve million inhabitants throughout the State of Florida and still others throughout the nation. All users and uses were carefully screened to assure the usage was for educational institutions eligible for participation in the Reactor Sharing Program; where research activities were involved, care was taken to assure the research activities were not funded by grants for contract funding from outside sources. In some cases external grant funding is limited or is used up, in which case the Reactor Sharing Grant and frequent cost sharing by the UFTR facility and the University of Florida provide the necessary support to complete a project or to provide more results to make a complete project even better. In some cases this latter usage has aided renewal of external funding. The role of the Reactor Sharing Program, though relatively small in dollars, has been the single most important occurrence in assuring the rebirth and continued high utilization of the UFTR in a time when many better equipped and better placed facilities have ceased operations. Through dedicated and effective advertising efforts, the UFTR has seen nearly every four-year college and university in Florida make substantive use of the facility under the Reactor Sharing Program with many now regular users. Some have even been able to support usage from outside grants where the Reactor Sharing Grant has served as seed money; still others have been assisted when external grants were depleted.

    The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.

    Since May of 1996, we have conducted an experiment in Florida Scrub Oak to determine the impact of elevated atmospheric CO2 and climate change on carbon, water, and nutrient cycling in this important terrestrial ecosystem. Florida scrub oak is the name for a collective of species occupying much of the Florida peninsula. The dominant tree species are oaks and the dwarf structure of this community makes it an excellent system in which to test hypotheses regarding the potential capacity of woody ecosystems to assimilate and sequester anthropogenic carbon. Scrub oak is fire dependent with a return cycle of 10-15 years, a time which would permit an experiment to follow the entire cycle. Our site is located on Cape Canaveral at the Kennedy Space Center, Florida. After burning in 1995, we built 16 open top chambers, half of which have been fumigated with pure CO2 sufficient to raise the concentration around the plants to 350 ppm above ambient. In the intervening 10 years we have non destructively measured biomass of shoots and roots, ecosystem gas exchange using chambers and eddy flux, leaf photosynthesis and respiration, soil respiration, and relevant environmental factors such as soil water availability, temperature, light, etc. The overwhelming result from analysis of our extensive data base is that elevated CO2 has had a profound impact on this ecosystem that, overall, has resulted in increased carbon accumulation in plant shoots, roots and litter. Our measurements of net ecosystem gas exchange also indicate that the ecosystem has accumulated carbon much in excess of the increased biomass or soil carbon suggesting a substantial export of carbon through the porous, sandy soil into the water table several meters below the surface. A major discovery is the powerful interaction between the stimulation of growth, photosynthesis, and respiration by elevated CO2 and other environmental factors particularly precipitation and nitrogen. Five counties in Central Florida may be affected by the project, DeSoto, Hardee, Hillsborough, Manatee, and Polk. The human resources of the area are reviewed. Land use patterns and the transportation are system described, and the region's archeological and recreational resources are evaluated. The region's air quality is emphasized. The overall climate is described along with noise and air shed properties. An analysis of the region's water resources is included.     Mercury concentrations in the sediments of south Florida wetlands have increased three fold in the last century. Because south Florida is home to many endemic and endangered species, it is important to understand the potential impacts of mercury in this ecosystem`s food web. Recent research by Malley et al. has shown mollusks to be sensitive indicators of methyl mercury which can reflect small differences in background methyl mercury concentrations. In this study, we attempted to determine if the apple snail (Pomacea paludosa) or its eggs are good indicators of bioavailable mercury. Then, using the apple snail as an indicator, we attempted to determine geographic differences in the concentrations of mercury in south Florida. 12 refs., 1 fig., 1 tab.

    Department of Energy Grant Number DE-FG02-96NE38152 was supplied to the University of Florida Training Reactor (UFTR) facility through the U.S. Department of Energy's University Reactor Sharing Program. The renewal proposal submitted in January 2000 originally requested over $73,000 to support various external educational institutions using the UFTR facilities in academic year 2000-01. The actual Reactor Sharing Grant was only in the amount of $40,000, all of which has been well used by the University of Florida as host institution to support various educational institutions in the use of our reactor and associated facilities as indicated in the proposal. These various educational institutions are located primarily within the State of Florida. However, when the 600-mile distance from Pensacola to Miami is considered, it is obvious that this Grant provides access to reactor utilization for a broad geographical region and a diverse set of user institutions serving over fourteen million inhabitants throughout the State of Florida and still others throughout the Southeast.

    The Coleman Evans Wood Preserving Company site is an active 11-acre wood-preserving facility located in the town of Whitehouse, Duval County, Florida. The site consists of two distinct areas: the western portion, which comprises the wood treating facility; and the eastern portion, which consists of a landfill area which has been used for the disposal of wood-chip and other wastes. Coleman Evans has produced wood products impregnated with PCP. Site investigations confirm soil and ground-water contamination, with PCP the primary contaminant of concern.

    Fluctuations in sea level and impending development on the west coast of Florida have aroused concern for the relatively pristine tidal marshes of the Big Bend. Landsat Thematic Mapper (TM) images for 1986 and 1995 are processed and evaluated for signs of change. The images cover 250 km of Florida`s Big Bend Gulf Coast, encompassing 160,000 acres of tidal marshes. Change is detected using the normalized difference vegetation index (NDVI) and land cover classification. The imagery shows negligible net loss or gain in the marsh over the 9-year period. However, regional changes in biomass are apparent and are due to natural disturbances such as low winter temperatures, fire, storm surge, and the conversion of forest to marsh. Within the marsh, the most prominent changes in NDVI and in land cover result from the recovery of mangroves from freezes, a decline of transitional upland vegetation, and susceptibility of the marsh edge and interior to variations in tidal flooding.

    Data obtained on persons who purchased solar water heaters with HUD grants from 1977 to 1979 in the states of Florida, Delaware and Maryland are compiled. A total of more than 2600 consumers are profiled. The following variables are included in the consumer profile: type of present hot water system, site location by county, family composition and type of installation. This study represents the largest marketing profile of solar hot water system purchasers to date. It has significance both to private industry and the government for it details what type of person participated in the HUD grant program. It is found that the largest number of solar installations cluster around large metropolitan areas in neighborhoods that are predominantly white, upper-class, and less than five persons in the household.

    In some communities, local government and non-profit entities have funds to purchase and renovate distressed, foreclosed homes for resale in the affordable housing market. Numerous opportunities to improve whole house energy efficiency are inherent in these comprehensive renovations. BA-PIRC worked together in a multi-year field study making recommendations in individual homes, meanwhile compiling improvement costs, projected energy savings, practical challenges, and labor force factors surrounding common energy-related renovation measures. The field study, Phase 1 of this research, resulted in a set of best practices appropriate to the current labor pool and market conditions in central Florida to achieve projected annual energy savings of 15-30% and higher. This report describes Phase 2 of the work where researchers worked with a local government partner to implement and refine the "current best practices". A simulation study was conducted to characterize savings potential under three sets of conditions representing varying replacement needs for energy-related equipment and envelope components. The three scenarios apply readily to the general remodeling industry as for renovation of foreclosed homes for the affordable housing market. Our new local government partner, the City of Melbourne, implemented the best practices in a community-scale renovation program that included ten homes in 2012. ​

    The Whitehouse Waste Oil Pits National Priorities List site is located in Whitehouse, Duval County, Florida. The site is located in a low density residential area. There are volatile organic compounds and several heavy metals present in the groundwater, surface water, soil, and leachate. The Record of Decision (ROD) signed May 1985 mandated several remedial actions which included the construction of a slurry wall around the entire site, the recovery and treatment of contaminated groundwater within the walled area, the removal of contaminated sediments, and surface capping of the entire area. The project is currently in the design phase. The Environmental Protection Agency is considering altering the ROD to conform with the requirements in the Superfund Amendments and Reauthorization Act of 1986 for permanent remedial actions.

    Two results of Florida's continuing population growth are (1) a critical need for electricity, and (2) a solid-waste disposal crisis. During a recent winter cold snap, electric demand in one service territory surged 25% over generating capacity and 10% over net system capability. Rolling blackouts ensued. At the same time, Florida's fragile wetlands environment is suffering from years of unfettered development. Groundwater sources are contaminated, landfill space is scarce, and illegal tire dumps blight the landscape. The recently constructed Ridge generating station in Polk County, Fla. is addressing both the state's electrical and environmental needs. Ridge, which entered commercial operation in May, burns a unique mix of urban woodwaste and scrap tires to provide 45 MW of critically needed electricity while keeping large quantities of solid waste out of landfills. When pipeline construction at an adjacent landfill is completed, the facility also will burn the methane gases produced when garbage decomposes.

    A detailed description is given of the community structure and ecosystem processes of the mangrove forests of south Florida. This description is based upon a compilation of data and hypotheses from published and unpublished sources. Information covered ranges from details of mangrove distribution, primary production, and diseases to asepcts of reproduction, biomass partitioning, and adaptations to stress. Mangrove ecosystems are considered in terms of zonation, succession, litter fall and decomposition, carbon export, and energy flow. Most of the components of mangrove communities are cataloged and discussed; these include mircoorganisms, plants other than mangroves, invertebrates, fishes, reptiles, amphibians, birds, and mammals. Finally, two sections summarize the value of mangrove ecosystems to man and present ways to manage this type of habitat. It is concluded that mangrove forests, which cover between 430,000 and 500,000 acres (174,000 to 202,000 ha) in Florida, are a resource of great value and should be protected and preserved wherever possible.

    The object of the project was to demonstrate the effectiveness of a coordinated effort of enforcement, training, technical assistance and outreach to improve compliance of small water systems. The project was conducted in Hillsborough County and Polk County in Florida. The effectiveness of the coordinated effort was measured by the number of violations resolved over a one year period, October 1989 to September 1990, and the costs of achieving those results were tracked by each organization participating in the project.

    St. Johns County, Florida is tackling its traffic-timing problem with a little help from an Energy Department Energy Efficiency and Conservation Block grant. The county will use the grant to improve traffic flow by re-synchronizing signals at five major road segments. In total, 23 traffic signals will be retimed and synchronized, resulting in lower fuel consumption, shorter travel times, increased travel speed, less stopping and less engine idling.

    Stormwater ponds are required in Central Florida when land is developed to treat the resulting stormwater. The St. Johns River Water Management District, the agency that regulates stormwater discharges in Central Florida, frequently approves plans that create habitat for fish and wildlife by planting desirable wetland and aquatic vegetation in the littoral zones of stormwater ponds to compensate for the loss of wetlands. The various species of fish that inhabit stormwater ponds serve as a food source to wildlife, especially wading birds. The objective of this study was to determine if fish that live in stormwater treatment ponds in Orlando, Florida contained significant concentrations of chromium. In order to determine if there were differences in chromium concentrations in fish with different foraging strategies, three species of sunfish (Centrarchidae) with substantially different foraging strategies were selected for this study: largemouth bass (Micropterus salmoides), a predator; redear sunfish (Lepomis microlophus), a bottom feeder; and bluegill sunfish (Lepomis macrochirus), an omnivore. Many researchers have shown that large quantities of chromium are found in urban runoff. Chromium sources are largely associates with the operation of motor vehicles. Several investigators have determined that chromium from urban runoff concentrates in the sediment of stormwater ponds. Sediments represent the most concentrated physical pool of metals in aquatic environments, and they are ingested by many types of aquatic organisms. Most fish are capable of accumulating heavy metals from their diet and from water through their gills. 17 refs., 1 fig., 3 tabs.

One receiver provides a synchronizing gating pulse to itself and all the other receivers to sample the ether for the radar pulse. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information.
