    2013-12-01

The U.S. Environmental Protection Agency (EPA) launched the RE-Powering America's Land initiative to encourage development of renewable energy on potentially contaminated land and mine sites. EPA collaborated with the U.S. Department of Energy's (DOE's) National Renewable Energy Laboratory (NREL) and the Mille Lacs Band of Chippewa Indians to evaluate the wind resource and examine the feasibility of a wind project at a contaminated site located on the Mille Lacs Indian Reservation in Minnesota. The wind monitoring effort involved the installation of a 60-m met tower and the collection of 18 months of wind data at multiple heights above the ground. This report focuses on the wind resource assessment, the estimated energy production of wind turbines, and an assessment of the economic feasibility of a potential wind project sited this site.

The project helped tribal leaders, staff and community members on the Grand Portage, Leech Lake, and White Earth Reservations better understand their community's energy usage, assess local resources that might be utilized to reduce energy consumption and begin to formulate appropriate development strategies. The principal guiding interest was to assess energy usage and the potential for wind resource development on each of the three reservations. Key tribal staff became familiar with wind energy technology and assessment methodologies that will be of continued use as each tribe moves forward with development projects. The findings were that wind resources are available at each reservation with varying degrees of potential for development. At White Earth moderate to excellent resources are present at White Earth village and along the U.S. 59 corridor sufficient to be tapped to serve several scattered tribal complexes. At Grand Portage a former community television repeater tower site provides a viable elevated location for a wind turbine to serve the tribal community settlement. At Leech Lake, while most constrained by tree cover, a site adjacent to a casino holds promise for the newer taller wind turbines now coming to market at ever-increasing taller rotor heights. The project developed considerable data of importance regarding the potential for wind development on and near each reservation.

    1997-12-31

Northern States Power (NSP) plans development of a 425 MW windpowered electrical generation facility within the Buffalo Ridge Wind Resource Area (WRA) in southwestern Minnesota. In 1996, Western EcoSystems Technology (WEST, Inc.) was contracted by NSP to develop an avian monitoring protocol for the Buffalo Ridge windplant. This protocol was developed and peer-reviewed by numerous individuals representing the wind energy industry, U.S. Fish and Wildlife Service, Minnesota Department of Natural Resources, and conservation groups prior to finalization. The WRA currently consists of three phases of development. Phase I, constructed by Kenetech in 1994, consists of 73 Model 33 M-VS turbines and related facilities, including distribution lines, meteorological towers, communication systems, transformers, substations, roads, and operations and maintenance facilities in the approximate center of the WRA, and generates 25 MW of electricity. Phase II, consisting of 143 turbines and related facilities sufficient to generate 100 MW of electricity, will be constructed by Zond Systems, Inc. beginning in the spring of 1997. Phase II will be located in the northwestern portion of the WRA. Phase III facilities capable of generating an additional 100 MW are planned for the southeast portion of the WRA. Plans call for the eventual production of 425 MW of electricity within the WRA. Studies were conducted in these three areas and a permanent reference area not scheduled for windpower development located along Buffalo Ridge northwest of the WRA in Brooking County South Dakota.

  9. Technical Assistance Project for the Minnesota Pollution Control Agency

    SciTech Connect

    Vimmerstedt, L.

    2006-12-01

This report was prepared in response to a request for technical assistance from the Minnesota Pollution Control Agency (MPCA). The U.S. Department of Energy's (DOE) Office of Energy Efficiency and Renewable Energy supported the National Renewable Energy Laboratory (NREL) in its response to this request through the Technical Assistance Project. Discussion with the MPCA identified the following as the highest-priority questions: What is the effect of (1) size of Renewable Energy Reserve (RER) and (2) duration of allocation award on (a) NOx emissions in Minnesota and (b) retail electricity prices? What data is available on the response of wind energy development to financial incentives? This report addresses those questions.

  10. A view from Minnesota: A changing climate for wind power

    SciTech Connect

    Noble, M.T.

    1997-12-31

The author describes a program begun in Minnesota to address the problem of climate change and possible global warming. This projects aims at increasing understanding and appreciation of changes being seen in the US weather patterns and possible correlations with greenhouse gas emissions. Minnesota has taken a stance on mandating support for renewable power sources as a part of their electric utility mix. The author urges the business and industrial sectors of our economy to consider the impact on the US and its citizens of not supporting programs which are directed at reducing greenhouse gas emissions, including support for wind power projects.

spent $12.5 billion on petroleum-based fuels for transportation in 2013. Investments in Minnesota biofuels could keep those dollars in the state to stimulate economic development and add to the state's 75,000+ jobs in green goods and services. I In 2011, petroleum use by Minnesota's transportation sector released 30 million metric tonnes of CO 2 . On a life-cycle basis, advanced biofuels can reduce greenhouse gas emissions by >50% compared to petroleum-helping to reduce environmental impacts.

  14. Innovative compliance and enforcement approaches in Minnesota`s air program

    SciTech Connect

    Biewen, T.; Lockwood, B.; Giddings, S.

    1997-12-31

As the universe of sources subject to air regulations continues to expand, traditional compliance and enforcement approaches that evaluate compliance status and address noncompliance one source at-a-time, are becoming less useful. In addition, increasing complexity of state and federal air regulations are a drain on resources as regulatory agencies try to manage Title V Permitting, new NESHAPS standards for hazardous air pollutants and new monitoring requirements associated with Title V Permits. In order to keep pace, regulatory agencies can use alternative approaches to compliance and enforcement that maximize resources while improving rates of compliance with state and federal air requirements. This paper discusses approaches used by the Minnesota Pollution Control Agency that are designed to improve compliance rates using non-conventional compliance and enforcement techniques. Approaches discussed include sector based initiatives, compliance assistance activities, and initiatives that encourage companies to conduct compliance self-assessments. Specific initiatives that have been used in 1996 and that are ongoing in 1997 are presented, including the purpose and outcome of these efforts.

    1997-07-01

The Minnesota Valley Alfalfa Producers (MnVAP) propose to build an alfalfa processing plant integrated with an advanced power plant system at the Granite Falls, Minnesota Industrial Park to provide 75 MW of base load electric power and a competitively priced source of value added alfalfa based products. This project will utilize air blown fluidized bed gasification technology to process alfalfa stems and another biomass to produce a hot, clean, low heating value gas that will be used in a gas turbine. Exhaust heat from the gas turbine will be used to generate steam to power a steam turbine and provide steam for the processing of the alfalfa leaf into a wide range of products including alfalfa leaf meal, a protein source for livestock. The plant will demonstrate high efficiency and environmentally compatible electric power production, as well as increased economic yield from farm operations in the region. The initial phase of the Minnesota Agripower Project (MAP) will be to perform alfalfa feedstock testing, prepare preliminary designs, and develop detailed plans with estimated costs for project implementation. The second phase of MAP will include detailed engineering, construction, and startup. Full commercial operation will start in 2001.

The 2009 and 2012 International Energy Conservation Codes (IECC) yield positive benefits for Minnesota homeowners. Moving to either the 2009 or 2012 IECC from the current Minnesota Residential Energy Code is cost effective over a 30-year life cycle. On average, Minnesota homeowners will save $1,277 over 30 years under the 2009 IECC, with savings still higher at $9,873 with the 2012 IECC. After accounting for upfront costs and additional costs financed in the mortgage, homeowners should see net positive cash flows (i.e., cumulative savings exceed cumulative cash outlays) in 3 years for the 2009 IECC and 1 year for the 2012 IECC. Average annual energy savings are $122 for the 2009 IECC and $669 for the 2012 IECC.

    1999-08-31

This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved. 7 figs.

A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

    1984-09-01

A study is made of a solar energy system for space heating a 97,000-square-foot office, factory, and warehouse building owned by Telex Communications, Inc. in Blue Earth, Minnesota. The solar system has 11,520 square feet of ground-oriented flat-plate collectors and a 20,000-gallon storage tank inside the building. Freeze protection is by drainback. Solar heated water from the storage tank circulates around the clock throughout the heating season to heating coils in the ducts. The system achieves its design solar fraction, is efficient, and generally reliable, but not cost-effective. Performance data for the solar system was collected by the National Solar Data Network for three heating seasons from 1978 to 1981. Because of a freeze-up of the collector array in December 1978, the solar system was only partially operational in the 1978 to 1979 heating season. The data in this report were collected in the 1979 to 1980 and 1980 to 1981 heating seasons.

    1996-03-18

The Minnesota Wood Energy Scale-up Project began in late 1993 with the first trees planted in the spring of 1994. The purpose of the project is to track and monitor economic costs of planting, maintaining and monitoring larger scale commercial plantings. For 15 years, smaller scale research plantings of hybrid poplar have been used to screen for promising, high-yielding poplar clones. In this project 1000 acres of hybrid poplar trees were planted on Conservation Reserve Program (CRP) land near Alexandria, Minnesota in 1994. The fourteen landowners involved re-contracted with the CRP for five-year extensions of their existing 10-year contracts. These extended contracts will expire in 2001, when the plantings are 7 years old. The end use for the trees planted in the Minnesota Wood Energy Scale-up Project is undetermined. They will belong to the owner of the land on which they are planted. There are no current contracts in place for the wood these trees are projected to supply. The structure of the wood industry in the Minnesota has changed drastically over the past 5 years. Stumpage values for fiber have risen to more than $20 per cord in some areas raising the possibility that these trees could be used for fiber rather than energy. Several legislative mandates have forced the State of Minnesota to pursue renewable energy including biomass energy. These mandates, a potential need for an additional 1700 MW of power by 2008 by Northern States Power, and agricultural policies will all affect development of energy markets for wood produced much like agricultural crops. There has been a tremendous amount of local and international interest in the project. Contractual negotiations between area landowners, the CRP, a local Resource Conservation and Development District, the Minnesota Department of Natural Resources and others are currently underway for additional planting of 1000 acres in spring 1995.

The DWELL code provide the electromagnetic fields on the axis of a borehole due to either an electric or a magnetic dipole located on the same axis. The borehole is cylindrical, and is located within a stratified formation in which the bedding planes are not horizontal. The anglemore » between the normal to the bedding planes and the axis of the borehole may assume any value, or in other words, the borehole axis may be tilted with respect to the bedding planes. Additionally, all of the formation layers may have invasive zones of drilling mud. The operating frequency of the source dipole(s) extends from a few Hertz to hundreds of Megahertz.« less

    1958-02-11

ABS>This patent presents a method for locating a ground in a d-c circult having a number of parallel branches connected across a d-c source or generator. The complete method comprises the steps of locating the ground with reference to the mildpoint of the parallel branches by connecting a potentiometer across the terminals of the circuit and connecting the slider of the potentiometer to ground through a current indicating instrument, adjusting the slider to right or left of the mildpoint so as to cause the instrument to indicate zero, connecting the terminal of the network which is farthest from the ground as thus indicated by the potentiometer to ground through a condenser, impressing a ripple voltage on the circuit, and then measuring the ripple voltage at the midpoint of each parallel branch to find the branch in which is the lowest value of ripple voltage, and then measuring the distribution of the ripple voltage along this branch to determine the point at which the ripple voltage drops off to zero or substantially zero due to the existence of a ground. The invention has particular application where a circuit ground is present which will disappear if the normal circuit voltage is removed.

    SciTech Connect

    Artig, R.

    1997-12-31

The Minnesota Department of Public Service (DPS) collects wind data at carefully selected sites around the state and analyzes the data to determine Minnesota`s wind power potential. DPS recently installed advanced new monitoring equipment at these sites and began to collect wind data at 30, 50, and 70 meters above ground level, with two anemometers at each level. Previously, the Department had not collected data at heights above ground level higher than 30 meters. DPS also, with the U.S. Department of Energy (DOE), installed four sophisticated monitoring sites as part of a Tall Tower Wind Shear Study that is assessing the effects of wind shear on wind power potential. At these sites, wind data are being collected at the 10, 30, 40, 50, 60, and 70 meter heights. This paper presents the preliminary results of the analysis of wind data from all sites. These preliminary results indicate that the traditional 1/7 power law does not effectively predict wind shear in Minnesota, and the result is an underestimation of Minnesota`s wind power potential at higher heights. Using a power factor of 1/5 or 1/4 may be more accurate and provide sound justification for installing wind turbines on taller towers in Minnesota.

    2015-01-29

The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.

  15. A CHRONOLOGICAL FRAMEWORK FOR THE HOLOCENE VEGETATIONAL HISTORY OF CENTRAL MINNESOTA: THE STEEL LAKE POLLEN RECORD

    SciTech Connect

    Wright, H E; Stefanova, I; Tian, J; Brown, T A; Hu, F S

    2003-11-10

Paleorecords from Minnesota and adjacent areas have often been used to evaluate large-scale climatic processes in the mid-continent of North America. However, most of these records are compromised by chronological flaws, making problematic any comparisons with climatic interpretations based on other records (e.g., GISP2 in Greenland). We report here a high-resolution pollen record with a secure chronology constrained by 26 {sup 14}C dates on terrestrial macrofossils from Steel Lake, central Minnesota. About 11,200 years ago (calibrated yr BP) the late-glacial Picea forest near Steel Lake was succeeded abruptly by Pinus banksiana and/or resinosa. The Pinus forest began to open 9.4 ka cal BP with the expansion of prairie taxa, and a pine parkland or savanna prevailed until about 8 ka cal BP, when Quercus replaced Pinus to become the dominant tree in the prairie areas for 4500 years. The close chronological control permits the correlation of key vegetational changes with those at other reliably dated sites in the eastern Dakotas and in Minnesota, suggesting that the abrupt decline of the spruce forest was time-transgressive from southwest to northeast during 2000 years, and that the development of prairie was time-transgressive in the same direction over 2600 years. Correlation of key pollen horizons at Steel Lake with those in the high-resolution pollen profiles of Elk Lake, ca. 50 km northwest of Steel Lake, suggests that the well-known Elk Lake varve chronology for the early Holocene is about 1000 years too young.

In this second study on solutions to ice dams in 1-1/2 story homes, five test homes located in both cold and very cold climates were analyzed for air leakage reduction rates following modifications by independent contractors on owner-occupied homes. The reason for choosing this house type was they are very common in our area and very difficult to air seal and insulate effectively. Two projects followed a roof-only Exterior Thermal Moisture Management System (ETMMS) process. One project used an interior-only approach to roof air sealing and insulation. The remaining two projects used a deep energy retrofit approach for whole house (foundation wall, above grade wall, roof) air leakage and heat loss reduction. All were asked to provide information regarding project goals, process, and pre and post-blower door test results. Additional air leakage reduction data was provided by several NorthernSTAR Building America industry partners for interior-applied, roof-only modifications on 1-1/2 story homes. The data represents homes in the general market as well as homes that were part of the state of Minnesota weatherization program. A goal was to compare exterior air sealing methods with interior approaches. This pool of data enabled us to compare air tightness data from over 220 homes using similar air seal methods.

    McEwan, Thomas E.

    1996-01-01

A radio location system comprises a wireless transmitter that outputs two megahertz period bursts of two gigahertz radar carrier signals. A receiver system determines the position of the transmitter by the relative arrival of the radar bursts at several component receivers set up to have a favorable geometry and each one having a known location. One receiver provides a synchronizing gating pulse to itself and all the other receivers to sample the ether for the radar pulse. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information.

    Feurer, D.A.; Weaver, C.L.

    1981-01-01

A detailed description is given of the laws and programs of the State of Minnesota governing the regulation of public energy utilities, the siting of energy generating and transmission facilities, the municipal franchising of public energy utilities, and the prescription of rates to be charged by utilities including attendant problems of cost allocations, rate base and operating expense determinations, and rate of return allowances. These laws and programs are analyzed to identify impediments which they may present to the implementation of Integrated Community Energy Systems (ICES). This report is one of fifty-one separate volumes which describe such regulatory programs at the Federal level and in each state as background to the report entitled Community Energy Systems and the Law of Public Utilities - Volume One: An Overview. This report also contains a summary of a strategy described in Volume One - An Overview for overcoming these impediments by working within the existing regulatory framework and by making changes in the regulatory programs to enhance the likelihood of ICES implementation.

A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3s (NPR-3) Teapot Dome Field near Casper, Wyoming. The surveys purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

    Hoyer, M.C.; Hallgren, J.P.; Lauer, J.L.; Walton, M.; Eisenreich, S.J.; Howe, J.T.; Splettstoesser, J.F.

    1991-12-01

The technical feasibility of high-temperature [>100{degrees}C (>212{degrees}F)] aquifer thermal energy storage (ATES) in a deep, confined aquifer was tested in a series of experimental cycles at the University of Minnesota`s St. Paul field test facility (FTF). This report describes the second long-term cycle (LT2), which was conducted from October 1986 through April 1987. Heat recovery; operational experience; and thermal, chemical, hydrologic, and geologic effects are reported. Approximately 61% of the 9.21 GWh of energy added to the 9.38 {times} 10{sup 4} m{sup 3} of ground water stored during LT2 was recovered. Temperatures of the water stored and recovered averaged 118{degrees}C (244{degrees}F) and 85{degrees}C (185{degrees}F), respectively. Results agreed with previous cycles conducted at the FTF. System operation during LT2 was nearly as planned. Operational experience from previous cycles at the FTF was extremely helpful. Ion-exchange softening of the heated and stored aquifer water prevented scaling in the system heat exchangers and the storage well, and changed the major-ion chemistry of the stored water. Sodium bicarbonate replaced magnesium and calcium bicarbonate as primary ions in the softened water. Water recovered form storage was approximately at equilibrium with respect to dissolved ions. Silica, calcium, and magnesium were significantly higher in recovered water than in injected water. Sodium was significantly lower in water recovered than in water stored.

    2009-12-01

The goal of the Minnesota net metering policy is to give the maximum possible encouragement to distributed generation assets, especially solar electric systems (MN 2008). However, according to a published set of best practices (NNEC 2008) that prioritize the maximum development of solar markets within states, the Minnesota policy does not incorporate many of the important best practices that may help other states transform their solar energy markets and increase the amount of grid-connected distributed solar generation assets. Reasons cited include the low system size limit of 40kW (the best practices document recommends a 2 MW limit) and a lack of language protecting generators from additional utility fees. This study was conducted to compare Minnesota's policies to national best practices. It provides an overview of the current Minnesota policy in the context of these best practices and other jurisdictions' net metering policies, as well as a qualitative assessment of the impacts of raising the system size cap within the policy based on the experiences of other states.

An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

This study presents an assessment of multiple approaches to determine the home and/or other important locations to a Twitter user. In this study, we present a unique approach to the problem of geotagged data sparsity in social media when performing geoinferencing tasks. Given the sparsity of explicitly geotagged Twitter data, the ability to perform accurate and reliable user geolocation from a limited number of geotagged posts has proven to be quite useful. In our survey, we have achieved accuracy rates of over 86% in matching Twitter user profile locations with their inferred home locations derived from geotagged posts.

An apparatus for locating a fault within an optical fiber is disclosed. The apparatus, which can be formed as a part of a fiber-optic transmitter or as a stand-alone instrument, utilizes a vertical-cavity surface-emitting laser (VCSEL) to generate a test pulse of light which is coupled into an optical fiber under test. The VCSEL is subsequently reconfigured by changing a bias voltage thereto and is used as a resonant-cavity photodetector (RCPD) to detect a portion of the test light pulse which is reflected or scattered from any fault within the optical fiber. A time interval .DELTA.t between an instant in time when the test light pulse is generated and the time the reflected or scattered portion is detected can then be used to determine the location of the fault within the optical fiber.

A collaborative research between the Oak Ridge National Laboratory (ORNL), the American Electric Power (AEP), the Tennessee Valley Authority (TVA), and the State of Ohio Energy Office (OEO) has been formed to conduct a feasibility study to detect and locate partial discharges (PDs) inside large transformers. The success of early detection of the PDs is necessary to avoid costly catastrophic failures that can occur if the process of PD is ignored. The detection method under this research is based on an innovative technology developed by ORNL researchers using optical methods to sense the acoustical energy produced by the PDs. ORNL researchers conducted experimental studies to detect PD using an optical fiber as an acoustic sensor capable of detecting acoustical disturbances at any point along its length. This technical approach also has the potential to locate the point at which the PD was sensed within the transformer. Several optical approaches were experimentally investigated, including interferometric detection of acoustical disturbances along the sensing fiber, light detection and ranging (LIDAR) techniques using frequency modulation continuous wave (FMCW), frequency modulated (FM) laser with a multimode fiber, FM laser with a single mode fiber, and amplitude modulated (AM) laser with a multimode fiber. The implementation of the optical fiber-based acoustic measurement technique would include installing a fiber inside a transformer allowing real-time detection of PDs and determining their locations. The fibers are nonconductive and very small (core plus cladding are diameters of 125 μm for single-mode fibers and 230 μm for multimode fibers). The research identified the capabilities and limitations of using optical technology to detect and locate sources of acoustical disturbances such as in PDs in large transformers. Amplitude modulation techniques showed the most promising results and deserve further research to better quantify the technique’s sensitivity

The technical feasibility of high-temperature (>100{degrees}C (>212{degrees}F)) aquifer thermal energy storage (ATES) in a deep, confined aquifer was tested in a series of experimental cycles at the University of Minnesota's St.

A system is described that makes use of positron emitting isotopes for locating brain tumors. This system inherently provides more information about the distribution of radioactivity in the head in less time than existing scanners which use one or two detectors. A stationary circular array of 32 scintillation detectors scans a horizontal layer of the head from many directions simultaneously. The data, consisting of the number of counts in all possible coincidence pairs, are coded and stored in the memory of a Two-Dimensional Pulse-Height Analyzer. A unique method of displaying and interpreting the data is described that enables rapid approximate analysis of complex source distribution patterns. (auth)

  13. Regional Model Calibration for Improving Seismic Location

    SciTech Connect

    2000-07-14

Accurate seismic event location is integral to the effective monitoring of the Comprehensive Nuclear-Test-Ban Treaty (CTBT), as well as being a fundamental component of earthquake source characterization. To account for the effects of crustal and mantle structure on seismic travel times, and to improve seismic event location in the Middle East and North Africa (MENA), we are developing a set of radially heterogeneous and azimuthally invariant travel-time models of the crust and upper mantle for each MENA seismic station. We begin by developing an average one-dimensional velocity model that minimizes the P-phase travel-time residuals from regional through teleseismic distance at each station. To do this we (1) generate a suite of 1-D velocity models of the earth, (2) compute travel times through the 1-D models using a tau-p formulation to produce standard travel-time tables, and (3) minimize the root-mean-square (rms) residuals between the P-phase arrivals predicted by each model and a groomed set of ISC P-phase arrival times (Engdahl et al., 1991). Once we have an average one-dimensional velocity model that minimizes the P-phase travel-time residuals for all distances, we repeat steps 1 through 3, systematically perturbing the travel-time model and using a grid search procedure to optimize models within regional, upper mantle, and teleseismic distance ranges. Regionalized models are combined into one two-dimensional model, using indicator functions and smoother methodologies to reduce distance and depth discontinuity artifacts between the individual models. Preliminary results of this study at a subset of MENA stations show that we are improving predictability with these models. Cross-validating the travel-time predictions with an independent data set demonstrates a marked reduction in the variance of the travel-time model error distributions. We demonstrate the improvement provided by these 2-D models by relocating the 1991 Racha aftershock sequence. We will

    SciTech Connect

    Sinnock, S.; Fernandez, J.A.

    1984-01-01

Fifty-four objectives were identified to guide the screening of the Nevada Research and Development Area of the Nevada Test Site for relatively favorable locations for the disposal of nuclear waste in a mined geologic repository. The objectives were organized as a hierarchy composed of 4 upper-level, 12 middle-level, and 38 lower-level objectives. The four upper-level objectives account for broad national goals to contain and isolate nuclear waste in an environmentally sound and economically acceptable manner. The middle-level objectives correspond to topical categories that logically relate the upper-level objectives to site-specific concerns such as seismicity, sensitive species, and flooding hazards (represented by the lower-level objectives). The relative merits of alternative locations were compared by an application of decision analysis based on standard utility theory. The relative favorabilities of pertinent physical conditions at each alternative location were weighted in relation to the importance of objectives, and summed to produce maps indicating the most and the least favorable locations. Descriptions of the objectives were organized by the hierarchical format; they detail the applicability of each objective to geologic repository siting, previously published siting criteria corresponding to each objective, and the rationale for the weight assigned to each objective, and the pertinent attributes for evaluating locations with respect to each objective. 51 references, 47 figures, 4 tables.

    2010-09-30

One of the main objectives of this DOE-sponsored project was to reduce customer outage time. Fault location, prediction, and protection are the most important aspects of fault management for the reduction of outage time. In the past most of the research and development on power system faults in these areas has focused on transmission systems, and it is not until recently with deregulation and competition that research on power system faults has begun to focus on the unique aspects of distribution systems. This project was planned with three Phases, approximately one year per phase. The first phase of the project involved an assessment of the state-of-the-art in fault location, prediction, and detection as well as the design, lab testing, and field installation of the advanced protection system on the SCE Circuit of the Future located north of San Bernardino, CA. The new feeder automation scheme, with vacuum fault interrupters, will limit the number of customers affected by the fault. Depending on the fault location, the substation breaker might not even trip. Through the use of fast communications (fiber) the fault locations can be determined and the proper fault interrupting switches opened automatically. With knowledge of circuit loadings at the time of the fault, ties to other circuits can be closed automatically to restore all customers except the faulted section. This new automation scheme limits outage time and increases reliability for customers. The second phase of the project involved the selection, modeling, testing and installation of a fault current limiter on the Circuit of the Future. While this project did not pay for the installation and testing of the fault current limiter, it did perform the evaluation of the fault current limiter and its impacts on the protection system of the Circuit of the Future. After investigation of several fault current limiters, the Zenergy superconducting, saturable core fault current limiter was selected for

The University of Minnesota aquifer thermal energy storage (ATES) system has been operated as a field test facility (FTF) since 1982. The objectives were to design, construct, and operate the facility to study the feasibility of high-temperature ATES in a confined aquifer. Four short-term and two long-term cycles were previously conducted, which provided a greatly increased understanding of the efficiency and geochemical effects of high-temperature aquifer thermal energy storage. The third long-term cycle (LT3) was conducted to operate the ATES system in conjunction with a real heating load and to further study the geochemical impact that heated water storage had on the aquifer. For LT3, the source and storage wells were modified so that only the most permeable portion, the Ironton-Galesville part, of the Franconia-Ironton-Galesville aquifer was used for storage. This was expected to improve storage efficiency by reducing the surface area of the heated volume and simplify analysis of water chemistry results by reducing the number of aquifer-related variables which need to be considered. During LT3, a total volume of 63.2 {times} 10{sup 3} m {sup 3} of water was injected at a rate of 54.95 m{sup 3}/hr into the storage well at a mean temperature of 104.7{degrees}C. Tie-in to the reheat system of the nearby Animal Sciences Veterinary Medicine (ASVM) building was completed after injection was completed. Approximately 66 percent (4.13 GWh) of the energy added to the aquifer was recovered. Approximately 15 percent (0.64 GWh) of the usable (10 building. Operations during heat recovery with the ASVM building`s reheat system were trouble-free. Integration into more of the ASVM (or other) building`s mechanical systems would have resulted in significantly increasing the proportion of energy used during heat recovery.

The detector includes a PRF generator for generating 2 MHz pulses, a homodyne oscillator for generating a 2 kHz square wave, and for modulating the pulses from the PRF generator. A transmit antenna transmits the modulated pulses through the separator, and a receive antenna receives the signals reflected off the object. The receiver path of the detector includes a sample and hold circuit, an AC coupled amplifier which filters out DC bias level shifts in the sample and hold circuit, and a rectifier circuit connected to the homodyne oscillator and to the AC coupled amplifier, for synchronously rectifying the modulated pulses transmitted over the transmit antenna. The homodyne oscillator modulates the signal from the PRF generator with a continuous wave (CW) signal, and the AC coupled amplifier operates with a passband centered on that CW signal. The present detector can be used in several applications, including the detection of metallic and non-metallic objects, such as pipes, studs, joists, nails, rebars, conduits and electrical wiring, behind wood wall, ceiling, plywood, particle board, dense hardwood, masonry and cement structure. The detector is portable, light weight, simple to use, inexpensive, and has a low power emission which facilitates the compliance with Part 15 of the FCC rules. 15 figs.

The Savannah River National Laboratory (SRNL) was requested to lead a Law Enforcement Working Group that was formed to collaborate on common operational needs. All agencies represented on the working group ranked their need to tag, track, and locate a witting or unwitting target as their highest priority. Specifically, they were looking for technologies more robust than Global Positioning Satellite (GPS), could communicate back to the owner, and worked where normal cell phone communications did not work or were unreliable. SRNL brought together multiple technologies in a demonstration that was held in in various Alaska venues, including metropolitan, wilderness, and at-sea that met the working group's requirements. Using prototypical technologies from Boeing, On Ramp, and Fortress, SRNL was able to demonstrate the ability to track personnel and material in all scenarios including indoors, in heavily wooden areas, canyons, and in parking garages. In all cases GPS signals were too weak to measure. Bi-directional communication was achieved in areas that Wi-Fi, cell towers, or traditional radios would not perform. The results of the exercise will be presented. These technologies are considered ideal for tracking high value material such has nuclear material with a platform that allows seamless tracking anywhere in the world, indoors or outdoors.

We present the Sandia Advanced Personnel Locator Engine (SAPLE) web application, a directory search application for use by Sandia National Laboratories personnel. SAPLE's purpose is to return Sandia personnel 'results' as a function of user search queries, with its mission to make it easier and faster to find people at Sandia. To accomplish this, SAPLE breaks from more traditional directory application approaches by aiming to return the correct set of results while placing minimal constraints on the user's query. Two key features form the core of SAPLE: advanced search query interpretation and inexact string matching. SAPLE's query interpretation permits the user to perform compound queries when typing into a single search field; where able, SAPLE infers the type of field that the user intends to search on based on the value of the search term. SAPLE's inexact string matching feature yields a high-quality ranking of personnel search results even when there are no exact matches to the user's query. This paper explores these two key features, describing in detail the architecture and operation of SAPLE. Finally, an extensive analysis on logged search query data taken from an 11-week sample period is presented.

This Addendum to the Final Environmental Assessment for the Proposed Amendment to Presidential Permit PP-63 and Associated Modifications to 500 kV International Transmission Line: Forbes, Minnesota to Manitoba, Canada (DOE/EA-587) addresses Northern States Power Company's (NSP) proposed expansion of the Forbes Substation. The applicant has requested that the expansion take place on the west side of the substation, within the existing property line, instead of on the north side as originally proposed. All of the proposed construction would take place on property already owned by NSP. DOE has reviewed the environmental impacts associated with this minor modification and has determined that the conclusions reached in the environmental assessment and Finding of No Significant Impact prepared in connection with NSP's original amendment request remain valid.

    2006-12-22

Groundwater at Camp Ripley, Minnesota, is recharged both on post and off site and discharged to rivers, wetlands, and pumping wells. The subsurface geologic materials have a wide range of permeabilities and are arranged in a complex fashion as a result of the region's multiple glacial advances. Correlation of individual glacial geologic units is difficult, even between nearby boreholes, because of the heterogeneities in the subsurface. This report documents the creation of a numerical model of groundwater flow for Camp Ripley and hydrologically related areas to the west and southwest. The model relies on a hydrogeological conceptual model built on the findings of a University of Minnesota-Duluth drilling and sampling program conducted in 2001. Because of the site's stratigraphic complexity, a geostatistical approach was taken to handle the uncertainty of the subsurface correlation. The U.S. Geological Survey's MODFLOW code was used to create the steady-state model, which includes input data from a variety of sources and is calibrated to water levels in monitoring wells across much of the site. This model was used for several applications. Wellhead protection zones were delineated for on-site production wells H, L, and N. The zones were determined on the basis of a probabilistic assessment of the groundwater captured by these wells; the assessment, in turn, had been based on multiple realizations of the study area's stratigraphy and groundwater flowfield. An additional application of the model was for estimating flowpaths and times of travel for groundwater at Camp Ripley's range areas and waste management facilities.

  15. Proposed amendment for Presidential Permit PP-63 and associated modifications to 500 kV international transmission line, Forbes, Minnesota to Manitoba, Canada Northern States Power Company. Final Environmental Assessment

    SciTech Connect

    Not Available

    1992-02-01

Northern States Power Company, (NSP), a Minnesota investor owned utility has applied to the Office of Fossil Energy, United States Department of Energy, to amend Presidential Permit PP-63 to allow for alterations to the 500 kV transmission line and as sedated facilities currently regulated by this permit. The alterations proposed for the 500 kV line owned by NSP are part of a long term effort sponsored by NSP to upgrade the existing NSP transmission system to allow for increased exchange of electricity with the Manitoba Hydro-Electric Board. Presidential Permit PP-63 authorized NSP to construct, connect, operate and maintain a 500 kV line at the United States/Canadian border approximately seven-and-a-half miles west of Warroad in Roseau County, Minnesota. This line connects with a 500 kV line owned and operated by the Manitoba Hydro-Electric Board (MHEB), which extends from Dorsey, Manitoba, Canada to the United States/Canadian border. NSP proposes to increase the electricity transfer capability of this transmission facility by constructing a new 80-acre substation on the existing 500 kV line in Roseau County, Minnesota, and upgrading the existing substation at Forbes, Minnesota. The proposed Roseau substation would contain two 41.5 ohm series capacitor banks. In addition, static VAR compensators are to be installed at the existing Forbes Substation. Approximately 5 acres would be added to the 30-acre Forbes site to house the additional equipment. No new lines would enter or exit the facility. NSP proposes to place the new Roseau Substation in service in May 1993 and to complete the upgrading of the Forbes Substation in March 1994. The primary, initial purpose of these modifications is to enable NSP to import 400 megawatts of electric power from MHEB during the summer months to meet peak electrical demand in the Minneapolis-St. Paul area. It is expected that this power transfer would begin in 1993.
