    The US DOE, through the Biofuels Systems Division (BSD) is addressing the issues surrounding US vulnerability to petroleum supply. The BSD goal is to develop technologies that are competitive with fossil fuels, in both cost and environmental performance, by the end of the decade. This document contains summaries of ongoing research sponsored by the DOE BSD. A summary sheet is presented for each project funded or in existence during FY 1993. Each summary sheet contains and account of project funding, objectives, accomplishments and current status, and significant publications.

    This invention provides a device which includes a locator, a kinematic mount positioned on a conventional tooling machine, a part carrier disposed on the locator and a retainer ring. The locator has disposed therein a plurality of steel balls, placed in an equidistant position circumferentially around the locator. The kinematic mount includes a plurality of magnets which are in registry with the steel balls on the locator. In operation, a blank part to be machined is placed between a surface of a locator and the retainer ring (fitting within the part carrier). When the locator (with a blank part to be machined) is coupled to the kinematic mount, the part is thus exposed for the desired machining process. Because the locator is removably attachable to the kinematic mount, it can easily be removed from the mount, reversed, and reinserted onto the mount for additional machining. Further, the locator can likewise be removed from the mount and placed onto another tooling machine having a properly aligned kinematic mount. Because of the unique design and use of magnetic forces of the present invention, positioning errors of less than 0.25 micrometer for each machining process can be achieved.

    A locator with a part support is used to hold a part onto the kinematic mount of a tooling machine so that the part can be held in or replaced in exactly the same position relative to the cutting tool for machining different surfaces of the part or for performing different machining operations on the same or different surfaces of the part. The locator has disposed therein a plurality of steel balls placed at equidistant positions around the planar surface of the locator and the kinematic mount has a plurality of magnets which alternate with grooves which accommodate the portions of the steel balls projecting from the locator. The part support holds the part to be machined securely in place in the locator. The locator can be easily detached from the kinematic mount, turned over, and replaced onto the same kinematic mount or another kinematic mount on another tooling machine without removing the part to be machined from the locator so that there is no need to touch or reposition the part within the locator, thereby assuring exact replication of the position of the part in relation to the cutting tool on the tooling machine for each machining operation on the part.

    Following is complete draft.Geothermal Summary for AAPG Explorer J. L. Renner, Idaho National Laboratory Geothermal energy is used to produce electricity in 24 countries. The United States has the largest capacity (2,544 MWe) followed by Philippines (1,931 MWe), Mexico (953 MWe), Indonesia (797 MWe), and Italy (791 MWe) (Bertani, 2005). When Chevron Corporation purchased Unocal Corporation they became the leading producer of geothermal energy worldwide with projects in Indonesia and the Philippines. The U. S. geothermal industry is booming thanks to increasing energy prices, renewable portfolio standards, and a production tax credit. California (2,244 MWe) is the leading producer, followed by Nevada (243 MWe), Utah (26 MWe) and Hawaii (30 MWe) and Alaska (0.4 MWe) (Bertani, 2005). Alaska joined the producing states with two 0.4 KWe power plants placed on line at Chena Hot Springs during 2006. The plant uses 30 liters per second of 75C water from shallow wells. Power production is assisted by the availability of gravity fed, 7C cooling water (http://www.yourownpower.com/) A 13 MWe binary power plant is expected to begin production in the fall of 2007 at Raft River in southeastern Idaho. Idaho also is a leader in direct use of geothermal energy with the state capital building and several other state and Boise City buildings as well as commercial and residential space heated using fluids from several, interconnected geothermal systems. The Energy Policy Act of 2005 modified leasing provisions and royalty rates for both geothermal electrical production and direct use. Pursuant to the legislation the Bureau of Land management and Minerals Management Service published final regulations for continued geothermal leasing, operations and royalty collection in the Federal Register (Vol. 72, No. 84 Wednesday May 2, 2007, BLM p. 24358-24446, MMS p. 24448-24469).     The disclosure herein provides an apparatus for location of a quantity of current vectors in an electrical device, where the current vector has a known direction and a known relative magnitude to an input current supplied to the electrical device. Mathematical constants used in Biot-Savart superposition equations are determined for the electrical device, the orientation of the apparatus, and relative magnitude of the current vector and the input current, and the apparatus utilizes magnetic field sensors oriented to a sensing plane to provide current vector location based on the solution of the Biot-Savart superposition equations. Description of required orientations between the apparatus and the electrical device are disclosed and various methods of determining the mathematical constants are presented.

    A task was undertaken to determine primarily the permeation behavior of various glove compounds from four manufacturers. As part of the basic characterization task, the opportunity to obtain additional mechanical and thermal properties presented itself. Consequently, a total of fifteen gloves were characterized for permeation, Thermogravimetric Analysis, Puncture Resistance, Tensile Properties and Dynamic Mechanical Analysis. Detailed reports were written for each characterization technique used. This report contains the summary of the results.

    ABS>This patent presents a method for locating a ground in a d-c circult having a number of parallel branches connected across a d-c source or generator. The complete method comprises the steps of locating the ground with reference to the mildpoint of the parallel branches by connecting a potentiometer across the terminals of the circuit and connecting the slider of the potentiometer to ground through a current indicating instrument, adjusting the slider to right or left of the mildpoint so as to cause the instrument to indicate zero, connecting the terminal of the network which is farthest from the ground as thus indicated by the potentiometer to ground through a condenser, impressing a ripple voltage on the circuit, and then measuring the ripple voltage at the midpoint of each parallel branch to find the branch in which is the lowest value of ripple voltage, and then measuring the distribution of the ripple voltage along this branch to determine the point at which the ripple voltage drops off to zero or substantially zero due to the existence of a ground. The invention has particular application where a circuit ground is present which will disappear if the normal circuit voltage is removed.

    Radiation portal monitors used for interdiction of illicit materials at borders include highly sensitive neutron detection systems. The main reason for having neutron detection capability is to detect fission neutrons from plutonium. Most currently deployed radiation portal monitors (RPMs) use neutron detectors based upon 3He-filled gas proportional counters, which are the most common large area neutron detector. This type of neutron detector is used in the TSA and other RPMs installed in international locations and in the Ludlum and Science Applications International Corporation RPMs deployed primarily for domestic applications. There is a declining supply of 3He in the world and, thus, methods to reduce the use of this gas in RPMs with minimal changes to the current system designs and sensitivity to cargo-borne neutrons are being investigated. Four technologies have been identified as being currently commercially available, potential alternative neutron detectors to replace the use of 3He in RPMs. These technologies are: 1) Boron trifluoride-filled proportional counters, 2) Boron-lined proportional counters, 3) Lithium-loaded glass fibers, and 4) Coated wavelength-shifting plastic fibers. Reported here is a summary of the testing carried out at Pacific Northwest National Laboratory on these technologies to date, as well as measurements on 3He tubes at various pressures. Details on these measurements are available in the referenced reports. Sponsors of these tests include the Department of Energy (DOE), Department of Homeland Security (DHS), and the Department of Defense (DoD), as well as internal Pacific Northwest National Laboratory funds.

    The purpose of this report is to present the current design and implementation of the DIORAMA location type object (LocationType) and to provide examples and use cases. The LocationType object is included in the diorama-app package in the diorama::types namespace. Abstractly, the object is intended to capture the full time history of the location of an object or reference point. For example, a location may be speci ed as a near-Earth orbit in terms of a two-line element set, in which case the location type is capable of propagating the orbit both forward and backward in time to provide a location for any given time. Alternatively, the location may be speci ed as a xed set of geodetic coordinates (latitude, longitude, and altitude), in which case the geodetic location of the object is expected to remain constant for all time. From an implementation perspective, the location type is de ned as a union of multiple independent objects defi ned in the DIORAMA tle library. Types presently included in the union are listed and described in subsections below, and all conversions or transformation between these location types are handled by utilities provided by the tle library with the exception of the \\special-values" location type.

    Traditional site characterization methods rely on preplanned sampling programs and off-site analysis of samples to determine the extent and level of hazardous waste contamination. This process is costly and time-consuming. Static work plans specify the numbers and locations of samples to be collected, as well as the analyses to be performed on collected samples. Sampling crews are mobilized, samples are collected, and the crews are demobilized before final results become available. Additional sampling programs are often required to resolve uncertainties raised by the initial sampling and analysis results. The drawbacks of a traditional approach to sampling program design and execution are high costs per sample, pressure to over sample while at the site, and inevitable surprises in the analytical results that require additional sampling to resolve. A key step in the characterization of hazardous wastes at U.S. Department of Energy (DOE) sites is determination of the extent of contamination. The proper number and placement of sampling locations is required to both minimize characterization costs and guarantee that contamination extent can be estimated with reasonable confidence. Because ''soft'' information (i.e., historical records, computer modeling results, past experience, etc.) for a site are usually just as important as ''hard'' laboratory results, the approach taken must include a quantitative way of accounting for both hard and soft site data. An alternative to traditional sampling programs is Adaptive Sampling and Analysis Programs (ASAPs). ASAPs rely on field analytical methods to generate sample results quickly enough to have an impact on the course of the sampling program. Rather than a static work plan, ASAPs are based on dynamic work plans that specify the logic for how sampling numbers, locations, and analyses will be determined as the program proceeds. To ensure that the sampling stays on track, ASAPs also rely on rapid, field-level decision making

    An effective risk assessment system is needed to address the threat posed by an active or passive insider who, acting alone or in collusion, could attempt diversion or theft of nuclear material. The material control and accountability (MC&A) system effectiveness tool (MSET) is a self-assessment or inspection tool utilizing probabilistic risk assessment (PRA) methodology to calculate the system effectiveness of a nuclear facility's material protection, control, and accountability (MPC&A) system. The MSET process is divided into four distinct and separate parts: (1) Completion of the questionnaire that assembles information about the operations of every aspect of the MPC&A system; (2) Conversion of questionnaire data into numeric values associated with risk; (3) Analysis of the numeric data utilizing the MPC&A fault tree and the SAPHIRE computer software; and (4) Self-assessment using the MSET reports to perform the effectiveness evaluation of the facility's MPC&A system. The process should lead to confirmation that mitigating features of the system effectively minimize the threat, or it could lead to the conclusion that system improvements or upgrades are necessary to achieve acceptable protection against the threat. If the need for system improvements or upgrades is indicated when the system is analyzed, MSET provides the capability to evaluate potential or actual system improvements or upgrades. A facility's MC&A system can be evaluated at a point in time. The system can be reevaluated after upgrades are implemented or after other system changes occur. The total system or specific subareas within the system can be evaluated. Areas of potential system improvement can be assessed to determine where the most beneficial and cost-effective improvements should be made. Analyses of risk importance factors show that sustainability is essential for optimal performance and reveals where performance degradation has the greatest impact on total system risk. The risk importance factors show the amount of risk reduction achievable with potential upgrades and the amount of risk reduction achieved after upgrades are completed. Applying the risk assessment tool gives support to budget prioritization by showing where budget support levels must be sustained for MC&A functions most important to risk. Results of the risk assessment are also useful in supporting funding justifications for system improvements that significantly reduce system risk. The functional model, the system risk assessment tool, and the facility evaluation questionnaire are valuable educational tools for MPC&A personnel. These educational tools provide a framework for ongoing dialogue between organizations regarding the design, development, implementation, operation, assessment, and sustainability of MPC&A systems. An organization considering the use of MSET as an analytical tool for evaluating the effectiveness of its MPC&A system will benefit from conducting a complete MSET exercise at an existing nuclear facility.

    A radio location system comprises a wireless transmitter that outputs two megahertz period bursts of two gigahertz radar carrier signals. A receiver system determines the position of the transmitter by the relative arrival of the radar bursts at several component receivers set up to have a favorable geometry and each one having a known location. One receiver provides a synchronizing gating pulse to itself and all the other receivers to sample the ether for the radar pulse. The rate of the synchronizing gating pulse is slightly offset from the rate of the radar bursts themselves, so that each sample collects one finely-detailed piece of information about the time-of-flight of the radar pulse to each receiver each pulse period. Thousands of sequential pulse periods provide corresponding thousand of pieces of information about the time-of-flight of the radar pulse to each receiver, in expanded, not real time. Therefore the signal processing can be done with relatively low-frequency, inexpensive components. A conventional microcomputer is then used to find the position of the transmitter by geometric triangulation based on the relative time-of-flight information.

    The AFIP-6 (ATR Full-size-plate In center flux trap Position) Characterization Summary Report outlines the fresh fuel characterization efforts performed during the AFIP-6 experiment. The AFIP-6 experiment was designed to evaluate the performance of monolithic uranium-molybdenum (U-Mo) fuels at a scale prototypic of Advanced Test Reactor (ATR) fuel plates (45-inches long). The AFIP-6 test was the first test with plates that were swaged into the rails of the assembly. This test served to examine the effects of a plate in a swaged condition with longer fuel zones (22.5-inches long), that were centered in the plate. AFIP-6 test plates employed a zirconium interlayer that was co-rolled with the fuel foil. Previous mini-plate and AFIP irradiation experiments performed in ATR have demonstrated the stable behavior of the interface between the U-Mo fuel and the zirconium interlayer.

    This note summarizes both the beam-based and various laboratory measurements of quadrupole magnets, units 387 and 428, used for QM02 in the LCLS Injector. These were undertaken because of a consistent discrepancy between accelerator model predictions and beam observations which seemed to indicate a weak QM02. A report 'QM02 Strength Measurement', by Welch and Wu, describes the discrepancy and beam-based measurements on unit 387. Subsequently, unit 387 was replaced by unit 428, refinements were made to analysis of the beam-based measurements were made, and additional magnetic measurements were made on unit 387 in the lab. These new results are summarized in this note. The principle results are: (1) Laboratory measurements of integrated gradient for the same magnet, or for different magnets of the same type, are all within 1% of each other at gradients of interest. These cases cover three independent types of measurements, disassembly/reassembly of the units, and extended periods of time between measurements. (2) Standardization, or lack thereof, can cause integrated gradient errors of approximately 0.2 kG, which can amount to a few percent of the strength of the magnet depending on the setting. (3) Model-independent beam-based measurements indicate the magnets are actually weaker than expected by about 2 percent, but these measurements are subject to the uncertainty of the BPMS1 location. (4) The standardization cycle is effective. (5) The stainless steel BPM vacuum chamber inside the magnets has no significant effect on the beam. The discrepancy between the accelerator model predictions and the actual orbit response is not resolved, but the evidence points away from magnetic strength errors as the source. Differences between the model locations and effective locations of BPM's is a possible culprit. This idea is explored in Section 2.     A helicopter magnetic survey was conducted in August 2007 over 15.6 sq mi at the Naval Petroleum Reserve No. 3s (NPR-3) Teapot Dome Field near Casper, Wyoming. The surveys purpose was to accurately locate wells drilled there during more than 90 years of continuous oilfield operation. The survey was conducted at low altitude and with closely spaced flight lines to improve the detection of wells with weak magnetic response and to increase the resolution of closely spaced wells. The survey was in preparation for a planned CO2 flood for EOR, which requires a complete well inventory with accurate locations for all existing wells. The magnetic survey was intended to locate wells missing from the well database and to provide accurate locations for all wells. The ability of the helicopter magnetic survey to accurately locate wells was accomplished by comparing airborne well picks with well locations from an intense ground search of a small test area.

    The individual engineering project summaries follow the program overview. The summaries are ordered alphabetically by name of institution and so the table of contents lists all the institutions at which projects were sponsored in fiscal year 1995. Each project entry begins with an institutional-departmental heading. The names of investigators are listed immediately below the title. The funding level for fiscal year 1995 appears to the right of title; it is followed by the budget activity number. These numbers categorize the projects for budgetary purposes and the categories are described in the budget number index. A separate index of Principal Investigators includes phone number, fax number and e-mail address, where available. The fiscal year in which either the project began or was renewed and the anticipated duration in years are indicated respectively by the first two and last digits of the sequence directly below the budget activity number. The summary description of the project completes the entry.

Electricity can cost over $0.50/kwh. 

  16. Method of locating underground mines fires

    An improved method of locating an underground mine fire by comparing the pattern of measured combustion product arrival times at detector locations with a real time computer-generated array of simulated patterns. A number of electronic fire detection devices are linked thru telemetry to a control station on the surface. The mine's ventilation is modeled on a digital computer using network analysis software. The time reguired to locate a fire consists of the time required to model the mines' ventilation, generate the arrival time array, scan the array, and to match measured arrival time patterns to the simulated patterns.

    This study presents an assessment of multiple approaches to determine the home and/or other important locations to a Twitter user. In this study, we present a unique approach to the problem of geotagged data sparsity in social media when performing geoinferencing tasks. Given the sparsity of explicitly geotagged Twitter data, the ability to perform accurate and reliable user geolocation from a limited number of geotagged posts has proven to be quite useful. In our survey, we have achieved accuracy rates of over 86% in matching Twitter user profile locations with their inferred home locations derived from geotagged posts.

    This report documents the Basic Energy Sciences (BES) Engineering Research Program for fiscal year 1996; it provides a summary for each of the program projects in addition to a brief program overview. The report is intended to provide staff of Congressional committees, other executive departments, and other DOE offices with substantive program information so as to facilitate governmental overview and coordination of Federal research programs. Of equal importance, its availability facilitates communication of program information to interested research engineers and scientists. Each BES Division administers basic, mission oriented research programs in the area indicated by its title. The BES Engineering Research Program is one such program; it is administered by the Engineering and Geosciences Division of BES. In preparing this report the principal investigators were asked to submit summaries for their projects that were specifically applicable to fiscal year 1996. The summaries received have been edited if necessary, but the press for timely publication made it impractical to have the investigators review and approve the revised summaries prior to publication. For more information about a given project, it is suggested that the investigators be contacted directly.

    Some advances have been made in utility locating in recent years and standards have been recently published to try and categorize the level of information known about the utility in the subsurface. At the same time some characterization about the level of effort or technology in the geophysicist approach to utility locating may be generalized.
