    A new report from the National Renewable Energy Laboratory (NREL) explores the role of alternative fuels and energy efficient vehicles in motor fuel taxes. Throughout the United States, it is common practice for federal, state, and local governments to tax motor fuels on a per gallon basis to fund construction and maintenance of our transportation infrastructure. In recent years, however, expenses have outpaced revenues creating substantial funding shortfalls that have required supplemental funding sources. While rising infrastructure costs and the decreasing purchasing power of the gas tax are significant factors contributing to the shortfall, the increased use of alternative fuels and more stringent fuel economy standards are also exacerbating revenue shortfalls. The current dynamic places vehicle efficiency and petroleum use reduction polices at direct odds with policies promoting robust transportation infrastructure. Understanding the energy, transportation, and environmental tradeoffs of motor fuel tax policies can be complicated, but recent experiences at the state level are helping policymakers align their energy and environmental priorities with highway funding requirements.

    Motor fuel taxes were established to finance our nation’s transportation infrastructure, yet evolving economic, political, and technological influences are constraining this ability. At the federal level, the Highway Trust Fund (HTF), which is primarily funded by motor fuel taxes, has become increasingly dependent on general fund contributions and short-term reauthorizations to prevent insolvency. As a result, there are discussions at both the federal and state levels in which stakeholders are examining the future of motor fuel excise taxes as well as the role of electric and alternative fuel vehicles in that future. On July 1, 2015, six states increased their motor fuel tax rates.

    The Annual Energy Outlook 2007 (AEO) reference case and alternative cases generally assume compliance with current laws and regulations affecting the energy sector. Some provisions of the U.S. Tax Code are scheduled to expire, or may be subject to adjustment, before the end of the projection period. In general, scheduled expirations and adjustments provided in legislation or regulations are assumed to occur, unless there is significant historical evidence to support an alternative assumption. This section examines the AEO2007 treatment of three provisions that could have significant impacts on U.S. energy markets: the gasoline excise tax, biofuel (ethanol and biodiesel) tax credits, and the production tax credit for electricity generation from certain renewable resources.

    The Scandinavian countries, and in particular Norway and Sweden, have since 1990/91 taxed CO{sub 2}-emissions with carbon tax of about US $150 per ton of CO{sub 2}. One may therefore say that these countries have placed themselves in a role as {open_quotes}carbon tax laboratories{close_quotes}. These very high CO{sub 2}-taxes have been in place for about four years and the first lessons from this experience are reported. In general it would seem as if the taxation mechanism is less efficient than economists have expected. The CO{sub 2}-emissions are increasing in both Norway and Sweden and the stabilization goal to the year 2000 will not be achieved in spite of the high taxation. The fossil fuel industry will have to learn to live with the climate change question which is inherently hostile to fossil fuels. It is argued that a more informed and active participation by the fossil fuel industry is needed in the climate change discussion. In addition the image of fossil fuels will benefit from showing real and potential improvement in the area of greenhouse gas emissions in the whole energy chain from production to combustion. The R&D effort being done into CO{sub 2}-capture and -disposal is creating such an option for the future. It is argued that the image of the entire fossil fuel industry will benefit from the creation of a {open_quotes}CO{sub 2}-free{close_quote} option or vision for oil, gas and coal. A number of examples are shown where today (or in the near future) actual CO{sub 2}-disposal in underground formations are taking place.

    This report documents a review of State practices of reporting International Fuel Tax Agreement (IFTA) data to the U.S. Federal Highway Administration (FHWA). The purpose of the review is described in a notice published in the Federal Register (Vol. 65, No. 160, August 17, 2000, 50269-50272). The purpose is ''to increase the understanding of States on the importance of reporting adjusted IFTA data to the FHWA'', and ''to develop additional guidance on IFTA reporting''. The purpose is not to critique IFTA or any State. The review includes a survey of the forty eight IFTA member States, which was conducted January-April 2002. The States' responses to the survey are discussed in this report. The organization of the report follows further discussion in the Federal Register notice. Section 2 of the report is a general overview of IFTA. Section 3 describes in more detail how each State collects IFTA revenues. Section 4 is about how States separate out revenues not related to gallons of motor-fuel and direct motor-fuel gallon taxes. Section 5 describes how States calculate net IFTA gallons and the time delay in the processing. Section 6 is about difficulties in processing and reporting IFTA data. Timeliness is discussed further in Section 7, and alternatives for IFTA calculations if complete IFTA data are not available are discussed in Section 8. The IFTA survey questionnaire and instructions are in Appendices A and B. The survey responses of the States and the review of the IFTA system suggest that IFTA collections and data reporting are for the most part working well. Possible exceptions include (1) using off-road fuel use in IFTA mileage-per-gallon (mpg) estimates, (2) inconsistencies among States in definitions of taxable mileage or taxable fuel and consequential reporting differences, and (3) possible misinterpretations of ''net taxable gallons''.

    The US Department of Energy LMFBR Lines-of-Assurance are briefly stated and local faults are given perspective with an historical review and definition to help define the constraints of LMFBR fuel-element designs. Local-fault-propagation (fuel-element failure-propagation and blockage propagation) perceptions are reviewed. Fuel pin designs and major LMFBR parameters affecting pin performance are summarized. The interpretation of failed-fuel data is aided by a discussion of the effects of nonprototypicalities. The fuel-pin endurance expected in the US, USSR, France, UK, Japan, and West Germany is outlined. Finally, fuel-failure detection and location by delayed-neutron and gaseous-fission-product monitors are briefly discussed to better realize the operational limits.

    This study addresses the over-prediction of local power when the burn-up distribution in each half-element of the NBSR is assumed to be uniform. A single-element model was utilized to quantify the impact of axial and plate-wise burn-up on the power distribution within the NBSR fuel elements for both high-enriched uranium (HEU) and low-enriched uranium (LEU) fuel. To validate this approach, key parameters in the single-element model were compared to parameters from an equilibrium core model, including neutron energy spectrum, power distribution, and integral U-235 vector. The power distribution changes significantly when incorporating local burn-up effects and has lower power peaking relative to the uniform burn-up case. In the uniform burn-up case, the axial relative power peaking is over-predicted by as much as 59% in the HEU single-element and 46% in the LEU single-element with uniform burn-up. In the uniform burn-up case, the plate-wise power peaking is over-predicted by as much as 23% in the HEU single-element and 18% in the LEU single-element. The degree of over-prediction increases as a function of burn-up cycle, with the greatest over-prediction at the end of Cycle 8. The thermal flux peak is always in the mid-plane gap; this causes the local cumulative burn-up near the mid-plane gap to be significantly higher than the fuel element average. Uniform burn-up distribution throughout a half-element also causes a bias in fuel element reactivity worth, due primarily to the neutronic importance of the fissile inventory in the mid-plane gap region.

    The fuel cell should be a most important option for Asian countries now building up their electricity networks. The fuel cell is ideal for the schemes for distributed generation which are more reliable and efficient than the centralized schemes so far favoured by the industrialized countries in the West. Not yet developed small combined cycle power plants with advanced radial gas turbines and compact steam turbines will be the competition. Hot combustion is favoured today but cold combustion may win in the long run thanks to its environmental advantages. Emission standards are in general determined by what is feasible with available technology. The simple conclusion is that the fuel cell has to prove that it is competitive to the turbines in cost engineering terms. A second most important requirement is that the fuel cell option has to be superior with respect to electrical efficiency.

    The goal of this research was to provide a proof-of-concept (POC) system for preventing non-taxable (non-highway diesel use) or low-taxable (jet fuel) petrochemical products from being blended with taxable fuel products and preventing taxable fuel products from cross-jurisdiction evasion. The research worked to fill the need to validate the legitimacy of individual loads, offloads, and movements by integrating and validating, on a near-real-time basis, information from global positioning system (GPS), valve sensors, level sensors, and fuel-marker sensors.

    The retrofit or conversion of automotive engines to operate on liquid petroleum gas (LPG) or propane fuel is one of many potentially cost-effective strategies for reducing a local government's annual fleet operating and maintenance costs. The cost effectiveness of an LPG conversion decision is highly dependent on the initial conversion cost, vehicle type, current and projected fuel costs, vehicle fuel economy (miles per gallon), and yearly average mileage. A series of plots have been developed which indicate simple paybacks for the conversion of several vehicle types (passenger car, small and standard pickups, and two and three ton trucks) over a wide range of fuel economies and annual usage patterns. A simple payback of less than three years can be achieved for vehicles with poor fuel economy and high annual use. The figures provided in this report may be used by fleet management personnel as a screening tool to identify those passenger cars, small or standard pickups, or light duty trucks which are candidates for LPG conversion. In addition to examining the benefits of an LPG conversion, local governments should also consider the competing energy management strategies of downsizing, and the acquisition of fuel efficient, diesel powered vehicles.

    The Feed System Innovation for Gasification of Locally Economical Alternative Fuels (FIGLEAF) project was conducted by the Energy & Environmental Research Center and Gasification Engineering Corporation of Houston, Texas (a subsidiary of Global Energy Inc., Cincinnati, Ohio), with 80% cofunding from the U.S. Department of Energy (DOE). The goal of the project was to identify and evaluate low-value fuels that could serve as alternative feedstocks and to develop a feed system to facilitate their use in integrated gasification combined-cycle and gasification coproduction facilities. The long-term goal, to be accomplished in a subsequent project, is to install a feed system for the selected fuel(s) at Global Energy's commercial-scale 262-MW Wabash River Coal Gasification Facility in West Terre Haute, Indiana. The feasibility study undertaken for the project consisted of identifying and evaluating the economic feasibility of potential fuel sources, developing a feed system design capable of providing a fuel at 400 psig to the second stage of the E-Gas (Destec) gasifier to be cogasified with coal, performing bench- and pilot-scale testing to verify concepts and clarify decision-based options, reviewing information on high-pressure feed system designs, and determining the economics of cofeeding alternative feedstocks with the conceptual feed system design. A preliminary assessment of feedstock availability within Indiana and Illinois was conducted. Feedstocks evaluated included those with potential tipping fees to offset processing cost: sewage sludge, municipal solid waste, used railroad ties, urban wood waste (UWW), and used tires/tire-derived fuel. Agricultural residues and dedicated energy crop fuels were not considered since they would have a net positive cost to the plant.     Wood pellet manufacturing in the Intermountain West is a recently founded and rapidly expanding energy industry for small-scale producers. Within a three-year period, the total number of manufacturers in the region has increased from seven to twelve (Folk et al., 1988). Small-scale industry development is evolving because a supply of raw materials from small and some medium-sized primary and secondary wood processors that has been largely unused. For the residue producer considering pellet fuel manufacturing, the wastewood generated from primary products often carries a cost associated with residue disposal when methods at-e stockpiling, landfilling or incinerating. Regional processors use these methods for a variety of reasons, including the relatively small amounts of residue produced, residue form, mixed residue types, high transportation costs and lack of a local market, convenience and absence of regulation. Direct costs associated with residue disposal include the expenses required to own and operate residue handling equipment, costs for operating and maintaining a combustor and tipping fees charged to accept wood waste at public landfills. Economic and social costs related to environmental concerns may also be incurred to include local air and water quality degradation from open-air combustion and leachate movement into streams and drinking water.

    We present simulated fuel economy and emissions city transit buses powered by conventional diesel engines and diesel-hybrid electric powertrains of varying size. Six representative city drive cycles were included in the study. In addition, we included previously published aftertreatment device models for control of CO, HC, NOx, and particulate matter (PM) emissions. Our results reveal that bus hybridization can significantly enhance fuel economy by reducing engine idling time, reducing demands for accessory loads, exploiting regenerative braking, and shifting engine operation to speeds and loads with higher fuel efficiency. Increased hybridization also tends to monotonically reduce engine-out emissions, but trends in the tailpipe (post-aftertreatment) emissions involve more complex interactions that significantly depend on motor size and drive cycle details.

    There are inconsistencies in the EIA published end-use price data with respect to Federal, state, and local government sales and excise taxes; some publications include end-use taxes and others do not. The reason for including these taxes in end-use energy prices is to provide consistent and accurate information on the total cost of energy purchased by the final consumer.     The newly restructured natural gas industry is providing greater opportunities for independent energy producers searching to match fuel supply contracts with project needs. Order No. 636's unbundling of the services offered by pipelines completed the deregulation of the gas industry started by the Natural Gas Policy Act of 1978, which began a phased deregulation of wellhead natural gas prices. Traditionally, the pipelines aggregated gas from numerous producers, transported it, stored it if necessary and sold it to a local distribution company or major customer, such as an electric generator. Order No. 636 separates pipeline transportation, sales and storage services and provides open access to pipelines. Customers are now subject to balancing requirements, scheduling penalties and operational flow orders, but there are new flexibilities in purchase and receipt of gas. The capacity release provisions allow those with excess transportation capacity entitlements to market that capacity. The order also favors the straight fixed-variable rate design which increases demand charges by including all fixed charges, including a pipeline's return and taxes, in the demand component of the rate. Under the previous modified fixed-variable methodology, a pipeline's fixed-cost recovery and earnings depended at least in part on maintaining throughput. Critics say the change will reduce the pipelines' incentive to operate efficiently and to market gas aggressively to power generators.

    Tax loads and required revenues are estimated for current and future solar central receiver and gas-fired plants competing in the same market. An economic measure of tax equity is used to evaluate the equity of the tax loads under past and present tax codes. The same measure is used to devise a tax strategy which produces the following two types of equitable taxation: (1) the two plants carry nearly equal tax loads, and (2) local, state and federal governments receive the same distribution of revenues from the solar plant as from the gas-fired plant `Me results show that central receivers (and likely other capital-intensive technologies) carry higher tax loads compared to competing gasfired generation, that tax loads are highly correlated with competitiveness, and that equitable taxation is feasible within the boundaries of the study.

    A recent US Supreme Court decision effectively highlights the continuing disparity that exists in the taxation of regulated vs. nonregulated energy companies that engage in similar activities. While the federal case (General Motors Corp., vs. Tracy) and its decision involved natural gas utilities and natural gas marketers and how they are taxed locally, some noted electric utility industry professionals said the ruling has the potential of impacting the electric utility industry as it deregulates and works through the tax inequities that exist between it and independent unregulated power marketers. According to the Washington, DC-based law firm Chadbourne & Park LLP, under the Supreme Court ruling, which was handed down in late February and favored gas utilities, {open_quotes}a state can discriminate in favor of regulated utilities by exempting natural gas purchased from local distribution companies from sales taxes while collecting taxes on so-called selfhelp gas bought from gas producers at the wellhead or from independent marketers.{close_quotes} The US Supreme Court ruling appears to be important for the electric utility industry and independent power marketers in that there currently exists similar disparities with respect to taxation. The case involved Ohio and a tax it levies on natural gas. Ohio collects a 5 percent sales or use tax on gas purchased for consumption. According to Chadbourne & Park, in Ohio this tax can be as much as 7 percent when local taxes are tacked on to the state`s 5 percent tax. However, local distribution companies (LDC) are exempt from this tax. LDCs are essentially the local natural gas company or companies that many states, such as Ohio, have. In Ohio, these natural gas companies, which have generally been interpreted as those companies that produce, transport and deliver natural gas to Ohio consumers, are fully exempt from sales and use taxes.

    The State and Local Government Partnership project has built relationships between the Department of Energy (DOE), regional states, and municipalities. CCAT implemented this project using a structure that included leadership by the DOE. Outreach was undertaken through collaborative meetings, workshops, and briefings; the development of technical models and local energy plans; support for state stakeholder groups; and implementation of strategies to facilitate the deployment of hydrogen and fuel cell technologies. The final guidance documents provided to stakeholders consisted of individual strategic state “Roadmaps” to serve as development plans. These “Roadmaps” confirm economic impacts, identify deployment targets, and compare policies and incentives for facility development in each of the regional states. The partnerships developed through this project have improved the exchange of knowledge between state and local government stakeholders and is expected to increase the deployment of hydrogen and fuel cell technologies in early market applications, consistent with the DOE’s market transformation efforts. Technically accurate and objective information was, and continues to be, provided to improve public and stakeholder perceptions regarding the use of hydrogen and fuel cell technologies. Based on the “Roadmaps” and studies conducted for this project, there is the potential to generate approximately 10.75 million megawatt hours (MWh) of electricity annually from hydrogen and fuel cell technologies at potential host sites in the Northeast regional states, through the development of 1,364 to 1,818 megawatts (MW) of fuel cell electric generation capacity.     British Columbia began collecting increased tax revenue on fossil fuels on July 1 with a promise to rebate those taxes through reduced income and business tax rates. This 'revenue recycling' plan makes little progress toward the province's goal to reduce CO{sub 2} emissions 33% by 2020, yet it is hailed by proponents as a legislative milestone. Others believe BC residents are victims of another governmental 'bait and switch' program. This paper examines the legislation. 2 figs.

    Volatile fuel prices affect both the cost and price of electricity in a liberalized market. Generators with the price-setting technology will face less risk to their profit margins than those with costs that are not correlated with price, even if those costs are not volatile. Emissions permit prices may respond to relative fuel prices, further increasing volatility. This paper simulates the impact of this on generators' profits, comparing an emissions trading scheme and a carbon tax against predictions for the UK in 2020. The carbon tax reduces the volatility faced by nuclear generators, but raises that faced by fossil fuel stations. Optimal portfolios would contain a higher proportion of nuclear plant if a carbon tax was adopted.
