    The objective of Phase I under this project is to develop a 5 kW Solid Oxide Fuel Cell power system for a range of fuels and applications. During Phase I, the following will be accomplished: Develop and demonstrate technology transfer efforts on a 5 kW stationary distributed power generation system that incorporates steam reforming of natural gas with piped-in water (Demonstration System A); and Initiate development of a 5 kW system for later mass-market automotive auxiliary power unit application, which will incorporate Catalytic Partial Oxidation (CPO) reforming of gasoline, with anode exhaust gas injected into an ultra-lean burn internal combustion engine. This technical progress report covers work performed by Delphi from July through December 2002 under Department of Energy Cooperative Agreement DE-FC-02NT41246 for the 5 kW mass-market automotive (gasoline) auxiliary power unit. This report highlights technical results of the work performed under the following tasks for the automotive 5 kW system: Task 1--System Design and Integration; Task 2--Solid Oxide Fuel Cell Stack Developments; Task 3--Reformer Developments; Task 4--Development of Balance of Plant (BOP) Components; Task 5--Manufacturing Development (Privately Funded); Task 6--System Fabrication; and Task 7--System Testing.

    The Greater Cincinnati Energy Alliance (Energy Alliance) is a nonprofit economic development agency dedicated to helping Greater Cincinnati and Northern Kentucky communities reduce energy consumption. The Energy Alliance has launched programs to educate homeowners, commercial property owners, and nonprofit organizations about energy efficiency opportunities they can use to drive energy use reductions and financial savings, while extending significant focus to creating/retaining jobs through these programs. The mission of the Energy Alliance is based on the premise that investment in energy efficiency can lead to transformative economic development in a region. With support from seven municipalities, the Energy Alliance began operation in early 2010 and has been among the fastest growing nonprofit organizations in the Greater Cincinnati/Northern Kentucky area. The Energy Alliance offers two programs endorsed by the Department of Energy: the Home Performance with ENERGY STAR® Program for homeowners and the Better Buildings Performance Program for commercial entities. Both programs couple expert guidance, project management, and education in energy efficiency best practices with incentives and innovative energy efficiency financing to help building owners effectively invest in the energy efficiency, comfort, health, longevity, and environmental impact of their residential or commercial buildings. The Energy Alliance has raised over $23 million of public and private capital to build a robust market for energy efficiency investment. Of the $23 million, $17 million was a direct grant from the Department of Energy Better Buildings Neighborhood Program (BBNP). The organization’s investments in energy efficiency projects in the residential and commercial sector have led to well over $50 million in direct economic activity and created over 375,000 hours of labor created or retained. During Phase I, the following will be accomplished: Develop and demonstrate technology transfer efforts on a 5 kW stationary distributed power generation system that incorporates steam reforming of natural gas with the option of piped-in water (Demonstration System A). Initiate development of a 5 kW system for later mass-market automotive auxiliary power unit application, which will incorporate Catalytic Partial Oxidation (CPO) reforming of gasoline, with anode exhaust gas injected into an ultra-lean burn internal combustion engine. This technical progress report covers work performed by Delphi from January 1, 2003 to June 30, 2003, under Department of Energy Cooperative Agreement DE-FC-02NT41246.     Tungsten-halogen (halogen) lamps have traditionally been used to light surgical tasks in hospitals, even though they are in many respects ill-suited to the application due to the large percentage of radiant energy outside the visible spectrum and issues with color rendering/quality. Light-emitting diode (LED) technology offers potential for adjustable color and improved color rendition/quality, while simultaneously reducing side-effects from non-visible radiant energy. It also has the potential for significant energy savings, although this is a fairly narrow application in the larger commercial building energy use sector. Based on analysis of available products and Hospital Energy Alliance member interest, it is recommended that a product specification and field measurement procedure be developed for implementation in demonstration projects.

    This report summarizes the work performed for Phase I (October 2001 - August 2006) under Cooperative Agreement DE-FC26-01NT41245 for the U. S. Department of Energy, National Energy Technology Laboratory (DOE/NETL) entitled 'Solid State Energy Conversion Alliance (SECA) Solid Oxide Fuel Cell Program'. The program focuses on the development of a low-cost, high-performance 3-to-10-kW solid oxide fuel cell (SOFC) system suitable for a broad spectrum of power-generation applications. During Phase I of the program significant progress has been made in the area of SOFC technology. A high-efficiency low-cost system was designed and supporting technology developed such as fuel processing, controls, thermal management, and power electronics. Phase I culminated in the successful demonstration of a prototype system that achieved a peak efficiency of 41%, a high-volume cost of $724/kW, a peak power of 5.4 kW, and a degradation rate of 1.8% per 500 hours. . An improved prototype system was designed, assembled, and delivered to DOE/NETL at the end of the program. This prototype achieved an extraordinary peak efficiency of 49.6%.

    The Carbon Issues Task Force has the responsibility to evaluate emissions reduction and carbon offset credit options, geologic carbon sequestration and carbon capture, terrestrial carbon sequestration on forest lands, and terrestrial carbon sequestration on agricultural lands. They have worked diligently to identify ways in which Idaho can position itself to benefit from potential carbon-related federal legislation, including identifying opportunities for Idaho to engage in carbon sequestration efforts, barriers to development of these options, and ways in which these barriers can be overcome. These are the experts to which we will turn when faced with federal greenhouse gas-related legislation and how we should best react to protect and provide for Idaho’s interests. Note that the conclusions and recommended options in this report are not intended to be exhaustive, but rather form a starting point for an informed dialogue regarding the way-forward in developing Idaho energy resources.

    It is difficult to relate the properties of liquids and glasses directly to their structure because of complexity in the structure that defies precise definition. The potential energy landscape (PEL) approach is a very insightful way to conceptualize the structure-property relationship in liquids and glasses, particularly the effect of temperature and history. However, because of the highly multidimensional nature of the PEL it is hard to determine, or even visualize, the actual details of the energy landscape. In this article we introduce a modified concept of the local energy landscape (LEL), which is limited in phase space, and demonstrate itsmore » usefulness using molecular dynamics simulation on a simple liquid at high temperatures. The local energy landscape is given as a function of the local coordination number, the number of the nearest-neighbor atoms. The excitation in the LEL corresponds to the so-called β-relaxation process. The LEL offers a simple but useful starting point to discuss complex phenomena in liquids and glasses.« less

    The Accelerated Strategic Computing Initiative (ASCI) program is designed to provide the computational resources which are required to provide a simulation based approach to the Science Based Stockpile Stewardship (SBSS) program. The capability to predict the properties of energetic materials is one of the areas of interest to the US Department of Energy`s (DOE) ASCI program. This capability will support computational assessments of the safety and reliability of systems containing explosives and other energetic materials subjected to normal and abnormal environments. Several research elements related to energetic material properties are described in more detail below. They are: (A) calculation of decomposition rates, (B) molecular potential functions, (C) physical properties and transport coefficients, (D) molecular energization mechanisms, (E) fracture/failure of energetic material crystals, (F) grain-grain and grain- binder interactions, and (G) aging effects in energetic material. These elements have in common the need to develop computational methods that have a strong foundation in basic physical principles. They will generally have to be implemented to run efficiently on advanced parallel computing platforms to achieve sufficient accuracy.

    The natural gas industry is in a position to benefit significantly from the inherent environmental advantages of natural gas and access to a large reserves base. Concurrently, the domestic natural gas industry will be undergoing extensive regulatory and structural changes in the coming years as a result of the implementation of FERC Order 636. The competition between fuels is intensifying, and the number of new market players and consumer demands are rising. As all sectors of the industry are facing new risk resulting from changes in access to storage, balancing, excess capacity, capacity release programs, and from the entry of gas marketers and aggregators, companies must increasingly rely on strategic alliances to remain competitive and stable. Strategic alliances are cooperative relationships between gas companies, pipelines, end-users, producers, marketers, as well as government bodies and labor unions. The principal goals of strategic alliances are to reduce risks, leverage resources and competitiveness, achieve long-term objectives, and build flexibility. Brooklyn Union has been involved in strategic alliances in the areas of (1) exploration, production, and supply; (2) transportation and storage; (3) marketing and market development; (4) regulatory and legislative activities; and (5) environmental activities. These alliances have allowed Brooklyn Union to diversify its gas supply, cooperatively support new pipelines, introduce new products and services, retain customers, generate new business, and assist in the enactment of reasonable Federal and State regulations and energy policies. Brooklyn Union recognizes that in the future the natural gas industry must continue to form strategic alliances to better serve the customer. Through strategic alliances the industry can increase the value and importance of natural gas as America`s premier energy source.

    An examination is made of the incentives which influence the decisions by local governments to adopt energy-efficiency programs, either unilaterally or in partnership with the Federal government. It is found that there is significant potential for improved energy efficiency in urban residential, commercial, and industrial buildings and that exploiting these opportunities is in the interest of both Federal and local governments. Unless there is a unique combination of strong local leadership, a tradition of resource management, and external energy shocks, communities are unlikely to realize this potential. Conflicting demands, traditional perceptions, and lack of funding pose a major barrier to a strong unilateral commitment by local governments. A Federal-local partnership built upon and complementary to existing efforts in areas such as housing, social welfare, and economic development offers an excellent opportunity to realize the inherent potential of local energy-efficiency programs. At the local level, energy is not perceived as an isolated issue, but one which is part of a number of problems arising from the continuing increase in energy prices.

    We analyze a collapse mechanism of energy localization in nonlinear fiber arrays. The nonlinear fiber array is suggested as a device to amplify and compress optical pulses. Pulse propagation in one-dimensional fiber arrays has features of collapse (self-focusing) dynamics. Collapse-type compression leads to the localization of all energy initially dispersed in array into a few fibers. Numerical simulations demonstrate the robustness of the suggested compression mechanism.

    This meeting is the sixteenth oilheat industry technology meeting held since 1984 and the third since the National Oilheat Research Alliance (NORA) was formed. This year's symposium is a very important part of the effort in technology transfer, which is supported by the Oilheat Research Fuel Flexibility Program under the United States Department of Energy, Distributed Energy and Electricity Reliability Program (DEER). The foremost reason for the conference is to provide a platform for the exchange of information and perspectives among international researchers, engineers, manufacturers, service technicians, and marketers of oil-fired space-conditioning equipment. The conference provides a conduit by which information and ideas can be exchanged to examine present technologies, as well as helping to develop the future course for oil heating advancement. These conferences also serve as a stage for unifying government representatives, researchers, fuel oil marketers, and other members of the oil-heat industry in addressing technology advancements in this important energy use sector.     A review is presented of the development and evolution of state and local energy programs during the 1970's. The origins of the federal government's relationship with state and local governments are traced and the implication of the new federal agenda for that relationship is explored. A major focus is on the disagreement between state and local officials over their respective roles and the effect of that disagreement on federal policy. The responsibilities of both state and local governments, if both choose to have an energy presence, are examined. Four energy functions are assessed: planning and implementation; transferring information; subsidized financial assistance; and regulation and standard-setting. The relative strengths and weaknesses of assigning responsibility for each to one level of government versus another are determined. Certain services are best handled by one government or the other. For certain functions, the potential societal benefits of increased cooperation and collaboration may be significant. Some of the existing models for such cooperation and collaboration are reviewed. Attempts to extract from these models those attributes which may be relevant to the design of future state and local programs are also reviewed. (MCW)

Specifically, Delphi-Battelle will fabricate and test a 5 kW stationary power generation system consisting of a SOFC stack, a steam reformer for natural gas, and balance-of-plant (BOP) components, having an expected efficiency of {>=}35 percent (AC/LHV). In Phase II and Phase III, the emphasis will be to improve the SOFC stack, reduce start-up time, improve thermal cyclability, demonstrate operation on diesel fuel, and substantially reduce materials and manufacturing cost by integrating several functions into one component and thus reducing the number of components in the system. In Phase II, Delphi-Battelle will fabricate and demonstrate two SOFC systems: an improved stationary power generation system consisting of an improved SOFC stack with integrated reformation of natural gas, and the BOP components, with an expected efficiency of {>=}40 percent (AC/LHV), and a mobile 5 kW system for heavy-duty trucks and military power applications consisting of an SOFC stack, reformer utilizing anode tailgate recycle for diesel fuel, and BOP components, with an expected efficiency of {>=}30 percent (DC/LHV).     The Sequestration Training, Outreach, Research and Education (STORE) Alliance at The University of Texas at Austin completed its activity under Department of Energy Funding (DE- FE0002254) on September 1, 2013. The program began as a partnership between the Institute for Geophysics, the Bureau of Economic Geology and the Petroleum and Geosystems Engineering Department at UT. The initial vision of the program was to promote better understanding of CO2 utilization and storage science and engineering technology through programs and opportunities centered on training, outreach, research and technology transfer, and education. With over 8,000 hrs of formal training and education (and almost 4,500 of those hours awarded as continuing education credits) to almost 1,100 people, STORE programs and activities have provided benefits to the Carbon Storage Program of the Department of Energy by helping to build a skilled workforce for the future CCS and larger energy industry, and fostering scientific public literacy needed to continue the U.S. leadership position in climate change mitigation and energy technologies and application. Now in sustaining mode, the program is housed at the Center for Petroleum and Geosystems Engineering, and benefits from partnerships with the Gulf Coast Carbon Center, TOPCORP and other programs at the university receiving industry funding.

    The supply, demand, and net imports of seven fuel types of four final consuming sectors for Bureau of Economic Analysis Areas (BEAs), states, census regions, and the nation in 1975 are presented. The data are formatted to present regional energy availability from primary extraction as well as from regional transformation processes. Extensive tables depict energy balances between availability and use for each specific fuel. In keeping with the Metric Conversion Act of 1975, this volume is reported in joules rather than in Btu's. The objective of this series is to provide a consistent base of historic and projected energy information within a standard format. Such a framework should aid regional policymakers in their consideration of regional-growth issues that may be influenced by the regional energy system. For analysis of specific regions, however, this basic data should be supplemented by additional information which only the local policy analyst can bring to bear in his assessment of the energy conditions that characterize his region.

DOE FY05 funded research, technical assistance, and education and outreach activities have helped to provide Vermont farmers and entrepreneurs with important feedstock production, feedstock logistics, and biomass conversion information that did not exist prior as we work to develop an instate biodiesel sector. The efficacy of producing oilseed crops in New England is now established: Oilseed crops can grow well in Vermont, and good yields are achievable given improved harvesting equipment and techniques. DOE FY05 funds used for technology and infrastructure development have expanded Vermont's pool of renewable electricity and liquid fuel generation. It is now clear that on-farm energy production provides an opportunity for Vermont farmers and entrepreneurs to reduce on-farm expenditures of feed and fuel while providing for their energy security. Meanwhile they are developing new value-added revenue sources (e.g., locally produced livestock meal), retaining more dollars in the local economy, and reducing greenhouse gas emissions.

    Funding was provided to Brookhaven National Laboratory in the fourth quarter of FY93 to establish a regional alliance as defined by Dr. Clyde Frank during his visit to BNL on March 7, 1993. In collaboration with the Long Island Research Institute (LIRI), BNL developed a business plan for the Northeast Waste Management Alliance (NEWMA). Concurrently, informal discussions were initiated with representatives of the waste management industry, and meetings were held with local and state regulatory and governmental personnel to obtain their enthusiasm and involvement. A subcontract to LIRI was written to enable it to formalize interactions with companies offering new waste management technologies selected for their dual value to the DOE and local governments in the Northeast. LIRI was founded to develop and coordinate economic growth via introduction of new technologies. As a not-for-profit institution it is in an ideal position to manage the development of NEWMA through ready access to venture capital and strong interactions with the business community, universities, and BNL. Another subcontract was written with a professor at SUNY/Stony Brook to perform an evaluation of new pyrolitic processes, some of which may be appropriate for development by NEWMA. Independent endorsement of the business plan recently by another organization, GETF, with broad knowledge of DOE/EM-50 objectives, provides a further incentive for moving rapidly to implement the NEWMA strategy. This report describes progress made during the last quarter of FY93.

    The purpose of this study is to generally inform the U.S. Department of Energys Building Energy Codes Program of the local, effective energy code adoption rate for a sample set of 21 states, some which have adopted statewide codes and some that have not. Information related to the residential energy code adoption process and status at the local jurisdiction was examined for each of the states. Energy code status information was gathered for approximately 2,800 jurisdictions, which effectively covered approximately 80 percent of the new residential building construction in the 21 states included in the study.

    We study the spreading of initially localized excitations in one-dimensional disordered granular crystals. We thereby investigate localization phenomena in strongly nonlinear systems, which we demonstrate to be fundamentally different from localization in linear and weakly nonlinear systems. We conduct a thorough comparison of wave dynamics in chains with three different types of disorder: an uncorrelated (Anderson-like) disorder and two types of correlated disorders (which are produced by random dimer arrangements), and for two families of initial conditions: displacement perturbations and velocity perturbations. We find for strongly precompressed (i.e., weakly nonlinear) chains that the dynamics strongly depends on the initial condition.more » Furthermore, for displacement perturbations, the long-time asymptotic behavior of the second moment m~2 has oscillations that depend on the type of disorder, with a complex trend that is markedly different from a power law and which is particularly evident for an Anderson-like disorder.« less

    Energy filtering has been widely considered as a suitable tool to increase the thermoelectric performances of several classes of materials. In its essence, energy filtering provides a way to increase the Seebeck coefficient by introducing a strongly energy-dependent scattering mechanism. Under certain conditions, however, potential barriers may lead to carrier localization, that may also affect the thermoelectric properties of a material. A model is proposed, actually showing that randomly distributed potential barriers (as those found, e.g., in polycrystalline films) may lead to the simultaneous occurrence of energy filtering and carrier localization. Localization is shown to cause a decrease of the actual carrier density that, along with the quantum tunneling of carriers, may result in an unexpected increase of the power factor with the doping level. The model is corroborated toward experimental data gathered by several authors on degenerate polycrystalline silicon and lead telluride. - Graphical abstract: In heavily doped semiconductors potential barriers may lead to both carrier energy filtering and localization. This may lead to an enhancement of the thermoelectric properties of the material, resulting in an unexpected increase of the power factor with the doping level. Highlights: Black-Right-Pointing-Pointer Potential barriers are shown to lead to carrier localization in thermoelectric materials. Black-Right-Pointing-Pointer Evidence is put forward of the formation of a mobility edge. Black-Right-Pointing-Pointer Energy filtering and localization may explain the enhancement of power factor in degenerate semiconductors.
