    The Hawaii Energy Strategy program, or HES, is a set of seven projects which will produce an integrated energy strategy for the State of Hawaii. It will include a comprehensive energy vulnerability assessment with recommended courses of action to decrease Hawaii`s energy vulnerability and to better prepare for an effective response to any energy emergency or supply disruption. The seven projects are designed to increase understanding of Hawaii`s energy situation and to produce recommendations to achieve the State energy objectives of: Dependable, efficient, and economical state-wide energy systems capable of supporting the needs of the people, and increased energy self-sufficiency. The seven projects under the Hawaii Energy Strategy program include: Project 1: Develop Analytical Energy Forecasting Model for the State of Hawaii. Project 2: Fossil Energy Review and Analysis. Project 3: Renewable Energy Resource Assessment and Development Program. Project 4: Demand-Side Management Program. Project 5: Transportation Energy Strategy.     This paper reports that in a forest on the island of Hawaii, legal and regulatory activity has postponed the start-up of a small new power plant and imperilled the design and construction of several facilities like it. The same old story Hardly. The power plants at stake are not nuclear or coal- or even oil-fired, but geothermal, widely considered one of the more environmentally benign ways of generating electricity. In a further twist, the opposition is coming not only from the usual citizens; and environmental groups, but also from worshippers of a native good and, it has been alleged, growers of marijuana, a lucrative local crop. The clash occurs just as geothermal power sources have finally proven commercially viable, experts say, adding that technological advances and industry trends in the United States and elsewhere seem to factor great expansion in its use.

The PowerSaver loan program is a new, energy-focused variant of the Title I Property Improvement Loan Insurance Program (Title I Program) and is planned for introduction in early 2011. The PowerSaver pilot will provide lender insurance for secured and unsecured loans up to $25,000 to single family homeowners. These loans will specifically target residential energy efficiency and renewable energy improvements. HUD estimates the two-year pilot will fund approximately 24,000 loans worth up to $300 million; the program is not capped. The Federal Housing Administration (FHA), HUD's mortgage insurance unit, will provide up to $25 million in grants as incentives to participating lenders. FHA is seeking lenders in communities with existing programs for promoting residential energy upgrades.

    This white paper details the history, mechanics, status, and impact of the Native American Anemometer Loan Program (ALP) conducted by the U.S. Department of Energy's Wind Powering America (WPA) initiative. Originally conceived in 2000 and terminated (as a WPA activity) at the end of FY 2011, the ALP has resulted in the installation of anemometers at 90 locations. In addition, the ALP provided support for the installation of anemometers at 38 additional locations under a related ALP administered by the Western Area Power Administration.

    Title XVII of the Energy Policy Act 2005 (EPACT) authorized the Department of Energy (DOE) to issue loan guarantees for projects involving new or improved technologies to avoid, reduce, or sequester greenhouse gases (GHGs). The law specified that the amount of the guarantee would be up to 80% of a project's cost. EPACT2005 also specified that DOE must receive funds equal to the subsidy cost either through the federal appropriations process or from the firm receiving the guarantee. As discussed in Annual Energy Outlook 2007, this program, by lowering borrowing costs, can have a major impact on the economics of capital-intensive technologies.

    The Energy Policy Act of 2005 authorized the Department of Energy to guarantee loans for new or significantly improved energy production technologies that avoid, reduce, or sequester air pollutants and other greenhouse gases. As of December 2008, Congress authorized the Department to make $42.5 billion in loan guarantees to support innovative energy projects. These guarantees were authorized for up to 80% of the total project costs and were designed to promote the commercial use of innovative technologies. Under the terms of the Act, the loan guarantees are contingent upon reasonable prospect of repayment by the borrower. Consistent with the Energy Policy Act, the Department is responsible for soliciting and evaluating loan applications, approving loan guarantees, and monitoring project and loan guarantee performance. through December 2008, the Department had issued five solicitations for projects that support innovative clean coal technologies, energy efficiency, renewable energy, advanced electricity transmission and distribution, and nuclear and fossil energy projects. These solicitations were issued in three phases with the first in August 2006, and the final in September 2008. Eleven substantially complete applications requesting approximately $8.2 billion in loan guarantees had been received by the Department in response to the first solicitation. The Department had begun the review of applications and was in the process of completing due diligence procedures necessary to evaluate projects received in response to the first solicitation. Under current plans, the Department is to issue its first loan guarantees in the spring of 2009. Because of the importance of this program as part of an effort to address the Nation's most challenging and pressing energy needs; and, the potential risk of loss to the United States taxpayers should default occur, we initiated this review to evaluate the Department's progress in establishing internal and operational controls over

    RLA Consulting (RLA) has been retained by the State of Hawaii Department of Business, Economic Development and Tourism (DBEDT) to conduct a Renewable Energy Resource Assessment and Development Program. This three-phase program is part of the Hawaii Energy Strategy (HES), which is a multi-faceted program intended to produce an integrated energy strategy for the State of Hawaii. The purpose of Phase 1 of the project, Development of a Renewable Energy Resource Assessment Plan, is to better define the most promising potential renewable energy projects and to establish the most suitable locations for project development in the state. In order to accomplish this goal, RLA has identified constraints and requirements for renewable energy projects from six different renewable energy resources: wind, solar, biomass, hydro, wave, and ocean thermal. These criteria were applied to areas with sufficient resource for commercial development and the results of Phase 1 are lists of projects with the most promising development potential for each of the technologies under consideration. Consideration of geothermal energy was added to this investigation under a separate contract with DBEDT. In addition to the project lists, a monitoring plan was developed with recommended locations and a data collection methodology for obtaining additional wind and solar data.     In 1988 the Governor`s Energy Management Center of Texas received approval from the US Department of Energy to establish a $98.6 million state-wide retrofit demonstration revolving loan program to fund energy-conserving retrofits in state, public school, and local government buildings. As part of this program, a first-of-its-kind, statewide Monitoring and Analysis Program (MAP) was established to verify energy and dollar savings of the retrofits, reduce energy costs by identifying operational and maintenance improvements, improve retrofit selection in future rounds of the LoanSTAR program, and initiate a data base of energy use in institutional and commercial buildings located in Texas. This report discusses the LoanSTAR MAP with an emphasis on the process of acquiring and analyzing data to measure savings from energy conservation retrofits when budgets are a constraint. This report includes a discussion of the program structure, basic measurement techniques, data archiving and handling, data reporting and analysis, and includes selected examples from LoanSTAR agencies. A summary of the program results for the first two years of monitoring is also included.

    Title XVII of EPACT2005 [20] authorized the Department of Energy (DOE) to issue loan guarantees to new or improved technology projects that avoid, reduce, or sequester greenhouse gases. In 2006, DOE issued its first solicitation for $4 billion in loan guarantees for non-nuclear technologies. The issue of the size of the program was addressed subsequently in the Consolidated Appropriation Act of 2008 (the FY08 Appropriations Act) passed in December 2008, which limited future solicitations to $38.5 billion and stated that authority to make the guarantees would end on September 30, 2009. The legislation also allocated the $38.5 billion cap as follows: $18.5 billion for nuclear plants; $6 billion for CCS technologies; $2 billion for advanced coal gasification units; $2 billion for advanced nuclear facilities for the front end of the nuclear fuel cycle; and $10 billion for renewable, conservation, distributed energy, and transmission/ distribution technologies. DOE also was required to submit all future solicitations to both the House and Senate Appropriations Committees for approval.

  2. THE HAWAII INFRARED PARALLAX PROGRAM. I. ULTRACOOL BINARIES AND THE L/T TRANSITION

    We present the first results from our high-precision infrared (IR) astrometry program at the Canada-France-Hawaii Telescope. We measure parallaxes for 83 ultracool dwarfs (spectral types M6-T9) in 49 systems, with a median uncertainty of 1.1 mas (2.3%) and as good as 0.7 mas (0.8%). We provide the first parallaxes for 48 objects in 29 systems, and for another 27 objects in 17 systems, we significantly improve upon published results, with a median (best) improvement of 1.7 times (5 times). Three systems show astrometric perturbations indicative of orbital motion; two are known binaries (2MASS J0518-2828AB and 2MASS J1404-3159AB) and one is spectrally peculiar (SDSS J0805+4812). In addition, we present here a large set of Keck adaptive optics imaging that more than triples the number of binaries with L6-T5 components that have both multi-band photometry and distances. Our data enable an unprecedented look at the photometric properties of brown dwarfs as they cool through the L/T transition. Going from Almost-Equal-To L8 to Almost-Equal-To T4.5, flux in the Y and J bands increases by Almost-Equal-To 0.7 mag and Almost-Equal-To 0.5 mag, respectively (the Y- and J-band 'bumps'), while flux in the H, K, and L' bands declines monotonically. This wavelength dependence is consistent with cloud clearing over a narrow range of temperature, since condensate opacity is expected to dominate at 1.0-1.3 {mu}m. Interestingly, despite more than doubling the near-IR census of L/T transition objects, we find a conspicuous paucity of objects on the color-magnitude diagram just blueward of the late-L/early-T sequence. This 'L/T gap' occurs at (J - H){sub MKO} 0.1-0.3 mag, (J - K){sub MKO} = 0.0-0.4 mag, and implies that the last phases of cloud evolution occur rapidly. Finally, we provide a comprehensive update to the absolute magnitudes of ultracool dwarfs as a function of spectral type using a combined sample of 314 objects.

    Qualified Energy Conservation Bonds (QECBs) are federally-subsidized debt instruments that enable state, tribal, and local government issuers to borrow money to fund a range of qualified energy conservation projects. QECBs offer issuers very attractive borrowing rates and long terms, and can fund low-interest energy efficiency loans for home and commercial property owners. Saint Louis County, MO recently issued over $10 million of QECBs to finance the Saint Louis County SAVES residential energy efficiency loan program. The county's experience negotiating QECB regulations and restrictions can inform future issuers.

It has seasonally directional winds, of which the most energetic come from the southern direction. The vertical wind profile shows moderate wind shear that varies by season as well.

    On July 2, 1976, an event took place in the desolate area of Puna, on the island of Hawaii, which showed great promise of reducing Hawaii's dependence on fuel oil. This great event was the flashing of Hawaii's first geothermal well which was named HGP-A. The discovery of geothermal energy was a blessing to Hawaii since the electric utilities are dependent upon fuel oil for its own electric generating units. Over 50% of their revenues pay for imported fuel oil. Last year (1979) about $167.1 million left the state to pay for this precious oil. The HGP-A well was drilled to a depth of 6450 feet and the temperature at the bottom of the hole was measured at 676 F, making it one of the hottest wells in the world.

    This report addresses Hawaii electric system reliability issues; greater emphasis is placed on short-term reliability but resource adequacy is reviewed in reference to electric consumers' views of reliability %E2%80%9Cworth%E2%80%9D and the reserve capacity required to deliver that value. The report begins with a description of the Hawaii electric system to the extent permitted by publicly available data. Electrical engineering literature in the area of electric reliability is researched and briefly reviewed. North American Electric Reliability Corporation standards and measures for generation and transmission are reviewed and identified as to their appropriateness for various portions of the electric grid and for application in Hawaii. Analysis of frequency data supplied by the State of Hawaii Public Utilities Commission is presented together with comparison and contrast of performance of each of the systems for two years, 2010 and 2011. Literature tracing the development of reliability economics is reviewed and referenced. A method is explained for integrating system cost with outage cost to determine the optimal resource adequacy given customers' views of the value contributed by reliable electric supply. The report concludes with findings and recommendations for reliability in the State of Hawaii.

    The Hawaii Energy Strategy (HES) Program is a seven-project effort led by the State of Hawaii Department of Business, Economic Development & Tourism (DBEDT) to investigate a wide spectrum of Hawaii energy issues. The East-West Center`s Program on Resources: Energy and Minerals, has been assigned HES Project 2, Fossil Energy Review, which focuses on fossil energy use in Hawaii and the greater regional and global markets. HES Project 2 has four parts: Task I (World and Regional Fossil Energy Dynamics) covers petroleum, natural gas, and coal in global and regional contexts, along with a discussion of energy and the environment. Task II (Fossil Energy in Hawaii) focuses more closely on fossil energy use in Hawaii: current utilization and trends, the structure of imports, possible future sources of supply, fuel substitutability, and energy security. Task III`s emphasis is Greenfield Options; that is, fossil energy sources not yet used in Hawaii. This task is divided into two sections: first, an in-depth {open_quotes}Assessment of Coal Technology Options and Implications for the State of Hawaii,{close_quotes} along with a spreadsheet analysis model, which was subcontracted to the Environmental Assessment and Information Sciences Division of Argonne National Laboratory; and second, a chapter on liquefied natural gas (LNG) in the Asia-Pacific market and the issues surrounding possible introduction of LNG into the Hawaii market.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program. The island of Kauai was not studied during the current phase of investigation. Geothermal field studies were not considered to be warranted due to the absence of significant geochemical or geophysical indications of a geothermal resource. The great age of volcanism on this island would further suggest that should a thermal resource be present, it would be of low temperature. The geothermal field studies conducted on Oahu focused on the caldera complexes of the two volcanic systems which form the island: Waianae volcano and Koolau volcano. The results of these studies and the interpreted probability for a resource are presented.

    The Hawaii Geothermal Resources Assessment Program was initiated in 1978. The preliminary phase of this effort identified 20 Potential Geothermal Resource Areas (PGRA's) using available geological, geochemical and geophysical data. The second phase of the Assessment Program undertook a series of field studies, utilizing a variety of geothermal exploration techniques, in an effort to confirm the presence of thermal anomalies in the identified PGRA's and, if confirmed, to more completely characterize them. A total of 15 PGRA's on four of the five major islands in the Hawaiian chain were subject to at least a preliminary field analysis. The remaining five were not considered to have sufficient resource potential to warrant study under the personnel and budget constraints of the program.

    Electricity produced from burning sugarcane bagasse has provided as much as 10 percent of Hawaii`s electricity supply in the past. As sugarcane production has ceased on the islands of Oahu and Hawaii and diminished on Maui and Kauai, the role of biomass energy will be reduced unless economically viable alternatives can be identified. An empirical biomass yield and cost system model linked to a geographical information system has been developed at the University of Hawaii. This short-rotation forestry decision support system was used to estimate dedicated biomass feedstock supplies and delivered costs of tropical hardwoods for ethanol, methanol, and electricity production. Output from the system model was incorporated in a linear programming optimization model to identify the mix of tree plantation practices, wood processing technologies, and end-products that results in the highest economic return on investment under given market situations. An application of these decision-support tools is presented for hypothetical integrated forest product systems established at two former sugarcane plantations in Hawaii. Results indicate that the optimal profit opportunity exists for the production of medium density fibreboard and plywood, with annual net return estimates of approximately $3.5 million at the Hamakua plantation on the island of Hawaii and $2.2 million at the Waialua plantation on Oahu. Sensitivity analyses of the effects of different milling capacities, end-product market prices, increased plantation areas, and forced saw milling were performed. Potential economic credits for carbon sequestration and wastewater effluent management were estimated. While biofuels are not identified as an economical viable component, energy co-products may help reduce market risk via product diversification in such forestry ventures.

    The Hawaii Scientific Observation Hole (SOH) program was planned, funded, and initiated in 1988 by the Hawaii Natural Energy Institute, an institute within the School of Ocean and Earth Science and Technology, at the University of Hawaii at Manoa. Initial funding for the SOH program was $3.25 million supplied by the State of Hawaii to drill six, 4,000 foot scientific observation holes on Maui and the Big Island of Hawaii to confirm and stimulate geothermal resource development in Hawaii. After a lengthy permitting process, three SOHs, totaling 18,890 feet of mostly core drilling were finally drilled along the Kilauea East Rift Zone (KERZ) in the Puna district on the Big Island. The SOH program was highly successful in meeting the highly restrictive permitting conditions imposed on the program, and in developing slim hole drilling techniques, establishing subsurface geological conditions, and initiating an assessment and characterization of the geothermal resources potential of Hawaii - - even though permitting specifically prohibited pumping or flowing the holes to obtain data of subsurface fluid conditions. The first hole, SOH-4, reached a depth of 2,000 meters, recorded a/bottom hole temperature of 306.1 C, and established subsurface thermal continuity along the KERZ between the HGP-A and the True/Mid-Pacific Geothermal Venture wells. Although evidence of fossil reservoir conditions were encountered, no zones with obvious reservoir potential were found. The second hole SOH-1, was drilled to a depth of 1,684 meters, recorded a bottom hole temperature of 206.1 C, effectively doubled the size of the Hawaii Geothermal Project-Abbott/Puna Geothermal Venture (HGP-A/PGV) proven/probable reservoir, and defined the northern limit of the HGP-A/PGV reservoir. The final hole, SOH-2, was drilled to a depth of 2,073 meters, recorded a bottom hole temperature of 350.5 C, and has sufficient indicated permeability to be designated as a potential discovery.

    Noi'i 0 Puna - The Puna Research Center (PRC), located on the grounds of the HGP-A power plant site in Puna, Hawaii, was dedicated on August 24, 1985. Research projects, supported by the U.S. Department of Energy (USDOE), State, County, utility, and the private sector have been initiated in the areas of geothermal reservoir engineering, silica utilization, and corrosion of materials. An international geothermal applications workshop was held in Hilo, Hawaii the day before the dedication to discuss common problems and methods of solution by cooperative research. The three main categories addressed were process chemistry design, reservoir engineering, and agriculture/aquaculture applications. The workshop identified how PRC might be used for these research purposes. The advantages provided by PRC include the availability of non-proprietary information, an operational power plant with adjacent laboratory, proximity of private wells, the Fellows in Renewable Energy Engineering program, and strong support from the State, County, and utility. A second workshop is in the planning stages to follow through on the recommendations and will be held in the Orient next year. The Community Geothermal Technology Program, featuring projects conducted by individuals and companies in the local community, has been funded and will actively initiate projects this month. This program received matching funds from the USDOE, County of Hawaii and the private sector.
