  20. Constraining Light Colored Particles with Event Shapes

    Using recently developed techniques for computing event shapes with soft-collinear effective theory, CERN Large Electron Positron Collider event shape data are used to derive strong model-independent bounds on new colored particles. In the effective field theory computation, colored particles contribute in loops not only to the running of {alpha}{sub s} but also to the running of hard, jet, and soft functions. Moreover, the differential distribution in the effective theory explicitly probes many energy scales, so even shapes have a strong sensitivity to new particle thresholds. Using thrust data from ALEPH and OPAL, colored adjoint fermions (such as a gluino) below 51.0 GeV are ruled out to 95% confidence. This is nearly an order-of-magnitude improvement over the previous model-independent bound of 6.3 GeV.

    The DOE Knowledge Base is a library of detailed information whose purpose is to support the United States National Data Center (USNDC) in its mission to monitor compliance with the Comprehensive Test Ban Treaty (CTBT). One of the important tasks which the USNDC must accomplish is to periodically perform detailed analysis of events of high interest, so-called "Special Events", to provide the national authority with information needed to make policy decisions. In this paper we investigate some possible uses of the Knowledge Base for Special Event Analysis (SEA), and make recommendations for improving Knowledge Base support for SEA. To analyze an event in detail, there are two basic types of data which must be used sensor-derived data (wave- forms, arrivals, events, etc.) and regiohalized contextual data (known sources, geological characteristics, etc.). Cur- rently there is no single package which can provide full access to both types of data, so for our study we use a separate package for each MatSeis, the Sandia Labs-developed MATLAB-based seismic analysis package, for wave- form data analysis, and ArcView, an ESRI product, for contextual data analysis. Both packages are well-suited to pro- totyping because they provide a rich set of currently available functionality and yet are also flexible and easily extensible, . Using these tools and Phase I Knowledge Base data sets, we show how the Knowledge Base can improve both the speed and the quality of SEA. Empirically-derived interpolated correction information can be accessed to improve both location estimates and associated error estimates. This information can in turn be used to identi~ any known nearby sources (e.g. mines, volcanos), which may then trigger specialized processing of the sensor data. Based on the location estimate, preferred magnitude formulas and discriminants can be retrieved, and any known blockages can be identified to prevent miscalculations.     Long-term daily precipitation data from NCDC are used to investigate the changes of light rain events from 1973-2009 over North America, Europe and Asia. Results reveal that the trend of light rain events presents a remarkably diverse feature in different regions, while an overall decrease trend can be found over the continents in northern hemisphere. In North America, most of stations show a decrease trend for light rain on the annual basis but a decrease trend can also be found for moderate and heavy rain. The opposite trends are observed over the stations in Europe and the trend of light rain is not significant when averaged for all the stations. In Asia, especially East Asia, the light rain days show an overwhelming decrease trend with high spatial coherency. Meanwhile the moderate and heavy rain events (> 10 mm/day) have increased, suggesting a remarkable shift of precipitation from light to heavy rain in East Asia. While both the warming at a global scale and increased atmospheric aerosols due to air pollution at a regional scale (e.g. East Asia) may have affected the light rain changes, it remains a challenging task to quantitatively detect and separate the cause of light rain changes in different regions. ?

This workshop was seen as a chance for SSL manufacturers large and small to get the inside scoop from a group of people that specify, pay for, install, use, maintain, and dispose of lighting systems for nearly every type of application.     The US Department of Energy and Caterpillar entered a Cooperative Agreement to develop compression ignition engine technology suitable for the light truck/SUV market. Caterpillar, in collaboration with a suitable commercialization partner, developed a new Compression Ignition Direct Injection (CIDI) engine technology to dramatically improve the emissions and performance of light truck engines. The overall program objective was to demonstrate engine prototypes by 2004, with an order of magnitude emission reduction while meeting challenging fuel consumption goals. Program emphasis was placed on developing and incorporating cutting edge technologies that could remove the current impediments to commercialization of CIDI power sources in light truck applications. The major obstacle to commercialization is emissions regulations with secondary concerns of driveability and NVH (noise, vibration and harshness). The target emissions levels were 0.05 g/mile NOx and 0.01 g/mile PM to be compliant with the EPA Tier 2 fleet average requirements of 0.07 g/mile and the CARB LEV 2 of 0.05 g/mile for NOx, both have a PM requirement of 0.01 g/mile. The program team developed a combustion process that fundamentally shifted the classic NOx vs. PM behavior of CIDI engines. The NOx vs. PM shift was accomplished with a form of Homogeneous Charge Compression Ignition (HCCI). The HCCI concept centers on appropriate mixing of air and fuel in the compression process and controlling the inception and rate of combustion through various means such as variable valve timing, inlet charge temperature and pressure control. Caterpillar has adapted an existing Caterpillar design of a single injector that: (1) creates the appropriate fuel and air mixture for HCCI, (2) is capable of a more conventional injection to overcome the low power density problems of current HCCI implementations, (3) provides a mixed mode where both the HCCI and conventional combustion are functioning in the same combustion cycle

  1. One Size Does Not Fit All: Human Failure Event Decomposition and Task Analysis

    In the probabilistic safety assessments (PSAs) used in the nuclear industry, human failure events (HFEs) are determined as a subset of hardware failures, namely those hardware failures that could be triggered or exacerbated by human action or inaction. This approach is top-down, starting with hardware faults and deducing human contributions to those faults. Elsewhere, more traditionally human factors driven approaches would tend to look at opportunities for human errors first in a task analysis and then identify which of those errors is risk significant. The intersection of top-down and bottom-up approaches to defining HFEs has not been carefully studied. Ideally, both approaches should arrive at the same set of HFEs. This question remains central as human reliability analysis (HRA) methods are generalized to new domains like oil and gas. The HFEs used in nuclear PSAs tend to be top-down—defined as a subset of the PSA—whereas the HFEs used in petroleum quantitative risk assessments (QRAs) are more likely to be bottom-up—derived from a task analysis conducted by human factors experts. The marriage of these approaches is necessary in order to ensure that HRA methods developed for top-down HFEs are also sufficient for bottom-up applications. In this paper, I first review top-down and bottom-up approaches for defining HFEs and then present a seven-step guideline to ensure a task analysis completed as part of human error identification decomposes to a level suitable for use as HFEs. This guideline illustrates an effective way to bridge the bottom-up approach with top-down requirements.

    A complete external events probabilistic risk assessment has been performed for the N-Reactor power plant, making full use of all insights gained during the past ten years' developments in risk assessment methodologies. A detailed screening analysis was performed which showed that all external events had negligible contribution to core damage frequency except fires, seismic events, and external flooding. A limited scope analysis of the external flooding risk indicated that it is not a major risk contributor. Detailed analyses of the fire and seismic risks resulted in total (mean) core damage frequencies of 1.96E-5 and 4.60E-05 per reactor year, respectively. Detailed uncertainty analyses were performed for both fire and seismic risks. These results show that the core damage frequency profile for these events is comparable to that found for existing commercial power plants if proposed fixes are completed as part of the restart program. 108 refs., 85 figs., 80 tabs.

    Nuclear power has contributed almost 20% of the total amount of electricity generated in the United States over the past two decades. High capacity factors and low operating costs make nuclear power plants (NPPs) some of the most economical power generators available. Further, nuclear power remains the single largest contributor (nearly 70%) of non-greenhouse gas-emitting electric power generation in the United States. Even when major refurbishments are performed to extend operating life, these plants continue to represent cost-effective, low-carbon assets to the nation’s electrical generation capability. By the end of 2014, about one-third of the existing domestic fleet will have passed their 40th anniversary of power operations, and about one-half of the fleet will reach the same 40-year mark within this decade. Recognizing the challenges associated with pursuing extended service life of commercial nuclear power plants, the U.S. Department of Energy’s (DOE) Office of Nuclear Energy (NE) and the Electric Power Research Institute (EPRI) have established separate but complementary research and development programs (DOE-NE’s Light Water Reactor Sustainability [LWRS] Program and EPRI’s Long-Term Operations [LTO] Program) to address these challenges. To ensure that a proper linkage is maintained between the programs, DOE-NE and EPRI executed a memorandum of understanding in late 2010 to “establish guiding principles under which research activities (between LWRS and LTO) could be coordinated to the benefit of both parties.” This document represents the third annual revision to the initial version (March 2011) of the plan as called for in the memorandum of understanding.

    Environmental concerns are leading to the replacement of aromatic hydrocarbons in gasoline by high-octane-number branched paraffins and oxygenated compounds such as methyl t-butyl ether. The ether is produced from methanol and isobutylene, and the latter can be formed from n-butane by isomerization followed by dehydrogenation. Paraffin isomerization reactions are catalyzed by very strong acids such as aluminum chloride supported on alumina. The aluminum chloride-containing catalysts are corrosive, and their disposal is expensive. Alternatively, hydroisomerization is catalyzed by zeolite-supported metals at high temperatures, but high temperatures do not favor branched products at equilibrium. Thus there is a need for improved catalysts and processes for the isomerization of n-butane and other straight-chain paraffins. Consequently, researchers have sought for solid acids that are noncorrosive and active enough to catalyze isomerization of paraffins at low temperatures. For example, sulfated zirconia catalyzes isomerization of n-butane at temperatures as low as 25{degrees}C. The addition of iron and manganese promoters has been reported to increase the activity of sulfated zirconia for n-butane isomerization by three orders of magnitude. Although the high activity of this catalyst is now established, the reaction network is not known, and the mechanism has not been investigated. The goal of this work is to investigate low-temperature reactions of light paraffins catalyzed by solid superacids of the sulfated zirconia type. The present report is concerned with catalysis of n-butane conversion catalyzed by the Fe- and Mn- promoted sulfated zirconia described in the previous report in this series.

    The primary goal of this project is to evaluate the potential value of solid superacid catalysts of the sulfated zirconia type for light hydrocarbon conversion. The key experiments include testing of the performance of such catalysts in a flow reactor fed with streams containing, for example, n-butane or propane. A solid superacid catalyst was prepared by addition of iron and manganese to sulfated zirconium hydroxide followed by calcination. The catalyst was tested for n-butane conversion in a packed-bed flow reactor at temperatures of 40 to 225{degrees}C with the reactant partial pressure in the range of 0.0025-0.01 attn. The predominant catalytic reaction was n-butane isomerization, and this was accompanied at 40{degrees}C by near stoichiometric disproportionation. The C3/C5 molar ratio was generally greater than 1, consistent with conversion of the secondary C5 products. As the temperature increased, the selectivity for isomerization decreased and that for disproportionation increased. In a typical experiment the activity of the catalyst increased for about 1 h on stream and then declined rapidly. The rate maxima as a function of time on stream were taken as a measure of the initial activity of the catalyst. For example, the approximate rate of isomerization of n-butane at the maximum was 4.3 x 10-8 mol/(g of catalyst {center_dot} s) with a feed n-butane partial pressure of 0.0025 atm at 75{degrees}C. With a feed n-butane partial pressure of 0.005 atm at 40{degrees}C and a conversion of 1 1%, the molar ratio of propane to i-butane was 0.03, and with the same feed composition at 100{degrees}C, this ratio at a conversion of 50% was 0.1. The iron- and manganese-promoted solid superacid catalyst is potentially of value for practical low-temperature paraffin isomerization accompanied by disproportionation of n-butane.

    The Light Duty Utility Arm (LDUA) System is being developed by the US Department of Energy`s (DOE`s) Office of Technology Development (OTD, EM-50) to obtain information about the conditions and contents of the DOE`s underground storage tanks. Many of these tanks are deteriorating and contain hazardous, radioactive waste generated over the past 50 years as a result of defense materials production at a member of DOE sites. Stabilization and remediation of these waste tanks is a high priority for the DOE`s environmental restoration program. The LDUA System will provide the capability to obtain vital data needed to develop safe and cost-effective tank remediation plans, to respond to ongoing questions about tank integrity and leakage, and to quickly investigate tank events that raise safety concerns. In-tank demonstrations of the LDUA System are planned for three DOE sites in 1996 and 1997: Hanford, Idaho National Engineering Laboratory (INEL), and Oak Ridge National Laboratory (ORNL). This paper provides a general description of the system design and discusses a number of planned applications of this technology to support the DOE`s environmental restoration program, as well as potential applications in other areas. Supporting papers by other authors provide additional in-depth technical information on specific areas of the system design.

    NFPA 101, section 5-9 mandates that, where required by building classification, all designated emergency egress routes be provided with adequate emergency lighting in the event of a normal lighting outage. Emergency lighting is to be arranged so that egress routes are illuminated to an average of 1.0 footcandle with a minimum at any point of 0.1 footcandle, as measured at floor level. These levels are permitted to drop to 60% of their original value over the required 90 minute emergency lighting duration after a power outage. The Plutonium Finishing Plant (PFP) has two designations for battery powered egress lights ''Emergency Lights'' are those battery powered lights required by NFPA 101 to provide lighting along officially designated egress routes in those buildings meeting the correct occupancy requirements. Emergency Lights are maintained on a monthly basis by procedure ZSR-12N-001. ''Backup Lights'' are battery powered lights not required by NFPA, but installed in areas where additional light may be needed. The Backup Light locations were identified by PFP Safety and Engineering based on several factors. (1) General occupancy and type of work in the area. Areas occupied briefly during a shiftly surveillance do not require backup lighting while a room occupied fairly frequently or for significant lengths of time will need one or two Backup lights to provide general illumination of the egress points. (2) Complexity of the egress routes. Office spaces with a standard hallway/room configuration will not require Backup Lights while a large room with several subdivisions or irregularly placed rooms, doors, and equipment will require Backup Lights to make egress safer. (3) Reasonable balance between the safety benefits of additional lighting and the man-hours/exposure required for periodic light maintenance. In some plant areas such as building 236-Z, the additional maintenance time and risk of contamination do not warrant having Backup Lights installed in all rooms

The structure includes a thermal emitter that can, but does not have to, include a first photonic crystal on its surface to tailor thermal emission coupled to, in a high-view-factor geometry, a second photonic filter selected to reflect infrared radiation back to the emitter while passing visible light.     The Risk-Informed Safety Margin Characterization (RISMC) pathway is a set of activities defined under the U.S. Department of Energy (DOE) Light Water Reactor Sustainability Program. The overarching objective of RISMC is to support plant life-extension decision-making by providing a state-of-knowledge characterization of safety margins in key systems, structures, and components (SSCs). A technical challenge at the core of this effort is to establish the conceptual and technical feasibility of analyzing safety margin in a risk-informed way, which, unlike conventionally defined deterministic margin analysis, would be founded on probabilistic characterizations of uncertainty in SSC performance. In the context of probabilistic risk assessment (PRA) technology, there has arisen a general consensus about the distinctive roles of two types of uncertainty: aleatory and epistemic, where the former represents irreducible, random variability inherent in a system, whereas the latter represents a state of knowledge uncertainty on the part of the analyst about the system which is, in principle, reducible through further research. While there is often some ambiguity about how any one contributing uncertainty in an analysis should be classified, there has nevertheless emerged a broad consensus on the meanings of these uncertainty types in the PRA setting. However, while RISMC methodology shares some features with conventional PRA, it will nevertheless be a distinctive methodology set. Therefore, the paradigms for classification of uncertainty in the PRA setting may not fully port to the RISMC environment. Yet the notion of risk-informed margin is based on the characterization of uncertainty, and it is therefore critical to establish a common understanding of uncertainty in the RISMC setting.

    a prominent characteristic of earth-sheltered and underground buildings, as well as buildings designed to accommodate more uses within the same perimeters, is the prominence of interior space without direct access to natural light and view opportunities. Solar Optics, a technique for illuminating interior spaces with natural light, offers a way to satisfy the well-documented human affinity for natural light. The system, which uses a heliostat to track the sun and lenses and mirrors to direct the light to remote interior spaces, is more efficient than converting solar radiation into electricity. Through the use of cold mirrors, it is also possible to separate the infrared portion of the spectrum from visible light, thereby creating a cool light source that can reduce a building's space cooling demand. Solar Optics also offers energy savings by transmitting light through a small aperture, as opposed to a large window. Several design problems must still be addressed. The system will be demonstrated in a new building at the University of Minnesota. Because this is a limited demonstration, it does not include the integration of a natural light system with a central source light system...another promising application of Solar Optics.

    The glow-in-the-dark stereotype that characterizes the popular image of nuclear materials is not accidental. When the French scientist, Henri Becquerel, first discovered radioactivity in 1896, he was interested in luminescence. Radioluminescence, the production of light from a mixture of energetic and passive materials, is probably the oldest practical application of the unstable nucleus. Tritium-based radioluminescent lighting, in spite of the biologically favorable character of the gaseous tritium isotope, was included in the general tightening of environmental and safety regulations. Tritium light manufacturers would have to meet two fundamental conditions: (1) The benefit clearly outweighed the risk, to the extent that even the perceived risk of a skeptical public would be overcome. (2) The need was significant enough that the customer/user would be willing and able to afford the cost of regulation that was imposed both in the manufacture, use and eventual disposal of nuclear materials. In 1981, researchers at Oak Ridge National Laboratory were investigating larger radioluminescent applications using byproduct nuclear material such as krypton-85, as well as tritium. By 1982, it appeared that large source, (100 Curies or more) tritium gas tube, lights might be useful for marking runways and drop zones for military operations and perhaps even special civilian aviation applications. The successful development of this idea depended on making the light bright enough and demonstrating that large gas tube sources could be used and maintained safely in the environment. This successful DOE program is now in the process of being completed and closed-out. Working closely with the tritium light industry, State governments and other Federal agencies, the basic program goals have been achieved. This is a detailed report of what they have learned, proven, and discovered. 91 refs., 29 figs., 5 tabs. (JF)

    Optical vortices and orbital angular momentum are currently topical subjects in the optics literature. Although seemingly esoteric, they are, in fact, the generic state of light and arise whenever three or more plane waves interfere. To be observed by eye the light must be monochromatic. Laser speckle is one such example, where the optical energy circulates around each black spot, giving a local orbital angular momentum. This talk with report three on-going studies. First, when considering a volume of interfering waves, the laser specs map out threads of complete darkness embedded in the light. Do these threads form loops? Links? Or even knots? Second, when looking through a rapidly spinning window, the image of the world on the other side is rotated: true or false? Finally, the entanglement of orbital angular momentum states means measuring how the angular position of one photons sets the angular momentum of another: is this an angular version of the EPR (Einstein, Podolsky, and Rosen) paradox?

These FEPs represent areas of natural system processes that have the potential to produce disruptive events (DE) that could impact repository performance and are related to the geologic processes of tectonism, structural deformation, seismicity, and igneous activity. Collectively, they are referred to as the DE FEPs. This evaluation determines which of the DE FEPs are excluded from modeling used to support the total system performance assessment for license application (TSPA-LA). The evaluation is based on the data and results presented in supporting analysis reports, model reports, technical information, or corroborative documents that are cited in the individual FEP discussions in Section 6.2 of this analysis report.

    The purpose of this analysis report is to evaluate and document the inclusion or exclusion of the disruptive events features, events, and processes (FEPs) with respect to modeling used to support the total system performance assessment for license application (TSPA-LA). A screening decision, either ''Included'' or ''Excluded,'' is given for each FEP, along with the technical basis for screening decisions. This information is required by the U.S. Nuclear Regulatory Commission (NRC) at 10 CFR 63.114 (d), (e), and (f) [DIRS 156605]. The FEPs addressed in this report deal with both seismic and igneous disruptive events, such as fault displacements through the repository and an igneous intrusion into the repository. For included FEPs, this analysis summarizes the implementation of the FEP in TSPA-LA (i.e., how the FEP is included). For excluded FEPs, this analysis provides the technical basis for exclusion from TSPA-LA (i.e., why the FEP is excluded). Previous versions of this report were developed to support the total system performance assessments (TSPA) for various prior repository designs. This revision addresses the repository design for the license application (LA).

    The IceCube Neutrino Observatory is located in the ice near the geographic South Pole. Particle showers from neutrino interactions in the ice produce light which is detected by IceCube modules, and the amount and pattern of deposited light are used to reconstruct the properties of the incident neutrino. Since light is scattered and absorbed by ice between the neutrino interaction vertex and the sensor, IceCube event reconstruction depends on understanding the propagation of light through the ice. This paper presents the current status of modeling light propagation in South Pole ice, including the recent observation of an azimuthal anisotropy in the scattering.

    In the computer interpretation of seismic data, the critical first step is to identify the general class of an unknown event. For example, the classification might be: teleseismic, regional, local, vehicular, or noise. Self-organizing neural networks (SONNs) can be used for classifying such events. Both Kohonen and Adaptive Resonance Theory (ART) SONNs are useful for this purpose. Given the detection of a seismic event and the corresponding signal, computation is made of: the time-frequency distribution, its binary representation, and finally a shift-invariant representation, which is the magnitude of the two-dimensional Fourier transform (2-D FFT) of the binary time-frequency distribution. This pre-processed input is fed into the SONNs. These neural networks are able to group events that look similar. The ART SONN has an advantage in classifying the event because the types of cluster groups do not need to be pre-defined. The results from the SONNs together with an expert seismologist's classification are then used to derive event classification probabilities.

    Cummins has successfully completed the Light Duty Efficient Clean Combustion (LDECC) cooperative program with DoE. This program was established in 2007 in support of the Department of Energy’s Vehicles Technologies Advanced Combustion and Emissions Control initiative to remove critical barriers to the commercialization of advanced, high efficiency, emissions compliant internal combustion (IC) engines for light duty vehicles. Work in this area expanded the fundamental knowledge of engine combustion to new regimes and advanced the knowledge of fuel requirements for these diesel engines to realize their full potential. All of our objectives were met with fuel efficiency improvement targets exceeded.

    A system is described for receiving a stream of events and scoring the events based on anomalousness and maliciousness (or other classification). The system can include a plurality of anomaly detectors that together implement an algorithm to identify low-probability events and detect atypical traffic patterns. The anomaly detector provides for comparability of disparate sources of data (e.g., network flow data and firewall logs.) Additionally, the anomaly detector allows for regulatability, meaning that the algorithm can be user configurable to adjust a number of false alerts. The anomaly detector can be used for a variety of probability density functions, including normal Gaussian distributions, irregular distributions, as well as functions associated with continuous or discrete variables.

    A means and method for single event time of flight mass spectrometry for analysis of specimen materials. The method of the invention includes pulsing an ion source imposing at least one pulsed ion onto the specimen to produce a corresponding emission of at least one electrically charged particle. The emitted particle is then dissociated into a charged ion component and an uncharged neutral component. The ion and neutral components are then detected. The time of flight of the components are recorded and can be used to analyze the predecessor of the components, and therefore the specimen material. When more than one ion particle is emitted from the specimen per single ion impact, the single event time of flight mass spectrometer described here furnis This invention was made with Government support under Contract No. W-7405-ENG82 awarded by the Department of Energy.     Lighting represents a substantial fraction of commercial electricity consumption. A wide range of initiatives in the Department of Energy`s (DOE) National Energy Strategy have focused on commercial lighting as a potential source of energy conservation. This report provides a statistical profile of commercial lighting, to examine the potential for lighting energy conservation in commercial buildings. The principal conclusion from this analysis is that energy use for lighting could be reduced by as much as a factor of four using currently available technology. The analysis is based primarily on the Energy Information Administration`s (EIA) 1986 Commercial Buildings Energy Consumption Survey (CBECS). The more recent 1989 survey had less detail on lighting, for budget reasons. While changes have occurred in the commercial building stock since 1986, the relationships identified by this analysis are expected to remain generally valid. In addition, the analytic approach developed here can be applied to the data that will be collected in the 1992 CBECS.

    Understanding light-tissue interaction is fundamental in the field of Biomedical Optics. It has important implications for both therapeutic and diagnostic technologies. In this program, light transport in scattering tissue is modeled by absorption and scattering events as each photon travels through the tissue. the path of each photon is determined statistically by calculating probabilities of scattering and absorption. Other meausured quantities are total reflected light, total transmitted light, and total heat absorbed.

    A flux detection apparatus can include a radioactive sample having a decay rate capable of changing in response to interaction with a first particle or a field, and a detector associated with the radioactive sample. The detector is responsive to a second particle or radiation formed by decay of the radioactive sample. The rate of decay of the radioactive sample can be correlated to flux of the first particle or the field. Detection of the first particle or the field can provide an early warning for an impending solar event.
