    In May 2007, Forest City Military Communities won a US Department of Energy Solar America Showcase Award. As part of this award, executives and staff from Forest City Military Communities worked side-by-side with a DOE technical assistance team to overcome technical obstacles encountered by this large-scale real estate developer and manager. This paper describes the solar technical assistance that was provided and the key solar experiences acquired by Forest City Military Communities over an 18 month period.

    The Department has issued a Final Rule revising the existing contractor regulations covering contractor legal management requirements at 10 C.F.R. 719 (Federal Register May 3, 2013; http://www.gpo.gov/fdsys/pkg/FR-2013-05-03/pdf/2013-10485.pdf). One unusual aspect of the Final Rule is that it requires Contracting Officers to attempt to execute bilateral modifications to existing affected contracts to apply the Final Rule's revisions to those contracts. We will issue an Acquisition Letter shortly with suggested contract modification language. (The Final Rule's revisions "… are designed to clarify and streamline existing requirements, improve efficiency of contractor legal management, and facilitate oversight over the expenditure of taxpayer dollars." The contract modifications will state the revisions will only apply to costs incurred from date the bilateral modifications are executed forward. The revisions are administrative in nature. Regarding costs contractors have not yet incurred, the revisions could have been communicated to contractors without using a Final Rule to incorporate them into current contracts. Consequently, the modifications do not require equitable adjustments.)

    This paper reviews the public service responsibilities of lawyers, and how they can fulfill the annual goal of performing pro bono services by serving certain public involvement groups, including organization involved in Constitutional issues and environmental protection matters. Public involvement groups should consider their needs for legal services and consider soliciting lawyers to serve on their boards or to volunteer legal services which will assist those lawyers in fulfilling their professional obligations under Rules of Professional Conduct. The group should identify specific activities and tasks that require the skills and training of a lawyer, including corporate governance issues; conflict-of-interest questions; the statutory construction of laws, regulations and ordinances; or analysis of potential liability. The addition of a lawyer to advisory boards for governmental agencies and for non-profit boards of charitable, religious, civic, community, environmental and educational organizations may provide those boards with knowledge, analytical approaches and insights that complement the abilities of other board members. Rules of Professional Conduct applicable to lawyers include admonitions for lawyers to provide 'Public Service'. Representative of many rules, the American Bar Association Model Rule 6.1, entitled 'Voluntary Pro Bono Publico Service' addresses every lawyer's professional responsibility to provide legal services to those 'unable to pay'. This Model Rule exhorts each lawyer to provide fifty (50) hours of legal services without fee or expectation of fee to persons of limited means or charitable, religious or civic, community, governmental and educational organizations or to individuals, groups or organizations seeking 'to secure or protect civil rights, civil liberties, or public rights, or charitable, religious, civic, community, governmental and educational organizations in matters in furtherance of their purposes, where the payment of

    An improved distributed amplifier system employing feedback for stabilization is presented. In accordance with the disclosed invention, a signal to be amplified is applled to one end of a suitable terminated grid transmission line. At intervals along the transmission line, the signal is fed to stable, resistance-capacitance coupled amplifiers incorporating feedback loops therein. The output current from each amplifier is passed through an additional tube to minimize the electrostatic capacitance between the tube elements of the last stage of the amplifier, and fed to appropriate points on an output transmission line, similar to the grid line, but terminated at the opposite (input) end. The output taken from the unterminated end of the plate transmission line is proportional to the input voltage impressed upon the grid line.

This is particularly important as methods evolve of evaluating the costs and benefits of water conservation programs. The purpose of this article is to provide an introduction to the issues surrounding externalities, including their definition, methods of internalizing externalities, and a survey of ways to estimate costs and benefits of externalities. Although most discussions of externalities emphasize negative effects on the environment, this article will illustrate both positive and negative externalities associated with practicing water conservation.

    There has been invented a method for incorporating additives into polymers comprising: (a) forming an aqueous or alcohol-based colloidal system of the polymer; (b) emulsifying the colloidal system with a compressed fluid; and (c) contacting the colloidal polymer with the additive in the presence of the compressed fluid. The colloidal polymer can be contacted with the additive by having the additive in the compressed fluid used for emulsification or by adding the additive to the colloidal system before or after emulsification with the compressed fluid. The invention process can be carried out either as a batch process or as a continuous on-line process.

    This report presents the preliminary findings from the first phase of the Environmental Survey of the United States Department of Energy (DOE), Kansas City Plant (KCP), conducted March 23 through April 3, 1987. The Survey is being conducted by a multidisciplinary team of environmental specialists, led and managed by the Office of Environment, Safety and Health's Office of Environmental Audit. Individual team members are outside experts being supplied by a private contractor. The objective of the Survey is to identify environmental problems and areas of environmental risk associated with the KCP. The Survey covers all environmental media and all areas of environmental regulations. It is being performed in accordance with the DOE Environmental Survey Manual. This phase of the Survey involves the review of existing site environmental data observations of the operations performed at the KCP, and interviews with site personnel. The Survey team developed a Sampling and Analysis Plan to assist in further assessing certain environmental problems identified during its on-site activities. The Sampling and Analysis Plan is being executed by DOE's Argonne National Laboratory. When completed, the results will be incorporated into the KCP Environmental Survey Interim Report. The Interim Report will reflect the final determinations of the KCP Survey. 94 refs., 39 figs., 55 tabs.

    Because the Chemical Weapons Convention (CWC) contains the best developed verification regime in multilaterial arms control history, some have raised concerns for the chemical industry that have legal implications. Chief among these are safeguarding confidential business information and protecting constitutional rights during inspections. This discussion will show how the CWC and proposed national implementing legislation work together to allay these concerns. Both concerns are legitimate. Confidential business information could be lost to a national government or the CWC governing body accidentially or purposely. The CWC regime of routine and challenge inspections are searches under the constitution and could, if abused, potentially conflict with recognized commercial privacy interests. Neither concern justifies opposition to the convention, but both need to be addressed in national implementing legislation. Proposed US legislation goes far in this direction, but can be improved.

    The present invention generally relates to luminescent and/or optically absorbing compositions and/or precursors to those compositions, including solid films incorporating these compositions/precursors, exhibiting increased luminescent lifetimes, quantum yields, enhanced stabilities and/or amplified emissions. The present invention also relates to sensors and methods for sensing analytes through luminescent and/or optically absorbing properties of these compositions and/or precursors. Examples of analytes detectable by the invention include electrophiles, alkylating agents, thionyl halides, and phosphate ester groups including phosphoryl halides, cyanides and thioates such as those found in certain chemical warfare agents. The present invention additionally relates to devices and methods for amplifying emissions, such as those produced using the above-described compositions and/or precursors, by incorporating the composition and/or precursor within a polymer having an energy migration pathway. In some cases, the compositions and/or precursors thereof include a compound capable of undergoing a cyclization reaction.

  17. Brigham City Hydro Generation Project

    Brigham City owns and operates its own municipal power system which currently includes several hydroelectric facilities. This project was to update the efficiency and capacity of current hydro production due to increased water flow demands that could pass through existing generation facilities. During 2006-2012, this project completed efficiency evaluation as it related to its main objective by completing a feasibility study, undergoing necessary City Council approvals and required federal environmental reviews. As a result of Phase 1 of the project, a feasibility study was conducted to determine feasibility of hydro and solar portions of the original proposal. The results indicated that the existing Hydro plant which was constructed in the 1960’s was running at approximately 77% efficiency or less. Brigham City proposes that the efficiency calculations be refined to determine the economic feasibility of improving or replacing the existing equipment with new high efficiency equipment design specifically for the site. Brigham City completed the Feasibility Assessment of this project, and determined that the Upper Hydro that supplies the main culinary water to the city was feasible to continue with. Brigham City Council provided their approval of feasibility assessment’s results. The Upper Hydro Project include removal of the existing powerhouse equipment and controls and demolition of a section of concrete encased penstock, replacement of penstock just upstream of the turbine inlet, turbine bypass, turbine shut-off and bypass valves, turbine and generator package, control equipment, assembly, start-up, commissioning, Supervisory Control And Data Acquisition (SCADA), and the replacement of a section of conductors to the step-up transformer. Brigham City increased the existing 575 KW turbine and generator with an 825 KW turbine and generator. Following the results of the feasibility assessment Brigham City pursued required environmental reviews with the DOE and

    This work presents a generalized theoretical framework that allows incorporation of opponent models into adversary search. We present the M* algorithm, a generalization of minimax that uses an arbitrary opponent model to simulate the opponent`s search. The opponent model is a recursive structure consisting of the opponent`s evaluation function and its model of the player. We demonstrate experimentally the potential benefit of using an opponent model. Pruning in M* is impossible in the general case. We prove a sufficient condition for pruning and present the {alpha}{beta}* algorithm which returns the M* value of a tree while searching only necessary branches.

    The fluoropolymer compositions of the present invention generally incorporate ingredients comprising one or more fluoropolymers, an ultraviolet light protection component (hereinafter UV protection component), and optionally one or more additional ingredients if desired. The UV protection component includes a combination of at least one hindered tertiary amine (HTA) compound having a certain structure and a weight average molecular weight of at least 1000. This tertiary amine is used in combination with at least one organic, UV light absorbing compound (UVLA compound) having a weight average molecular weight greater than 500. When the HTA compound and the UVLA compound are selected according to principles of the present invention, the UV protection component provides fluoropolymer compositions with significantly improved weatherability characteristics for protecting underlying materials, features, structures, components, and/or the like. In particular, fluoropolymer compositions incorporating the UV protection component of the present invention have unexpectedly improved ability to resist blackening, coloration, or other de gradation that may be caused by UV exposure. As a consequence, devices protected by these compositions would be expected to have dramatically improved service life. The compositions have a wide range of uses but are particularly useful for forming protective layers in optoelectronic devices.

    The technical analyses in support of U.S. energy conservation standards for residential appliances and commercial equipment have typically assumed that manufacturing costs and retail prices remain constant during the projected 30-year analysis period. There is, however, considerable evidence that this assumption does not reflect real market prices. Costs and prices generally fall in relation to cumulative production, a phenomenon known as experience and modeled by a fairly robust empirical experience curve. Using price data from the Bureau of Labor Statistics, and shipment data obtained as part of the standards analysis process, we present U.S. experience curves for room air conditioners, clothes dryers, central air conditioners, furnaces, and refrigerators and freezers. These allow us to develop more representative appliance price projections than the assumption-based approach of constant prices. These experience curves were incorporated into recent energy conservation standards for these products. The impact on the national modeling can be significant, often increasing the net present value of potential standard levels in the analysis. In some cases a previously cost-negative potential standard level demonstrates a benefit when incorporating experience. These results imply that past energy conservation standards analyses may have undervalued the economic benefits of potential standard levels.

    There are two types of the so-called low emission sources in Cracow: over 1,000 local boiler houses and several thousand solid fuel-fired stoves. The accomplishment of each of 5 sub-projects offered under the American-Polish program entails solving the technical, financial, legal and public relations-related problems. The elimination of the low emission source requires, therefore, a joint effort of the following pairs: (a) local authorities, (b) investors, (c) owners and users of low emission sources, and (d) inhabitants involved in particular projects. The results of the studies developed by POLINVEST indicate that the accomplishment of the projects for the elimination of low emission sources will require financial incentives. Bearing in mind the today`s resources available from the community budget, this process may last as long as a dozen or so years. The task of the authorities of Cracow City is making a long-range operational strategy enabling reduction of low emission sources in Cracow.

  15. Determining the Effectiveness of Incorporating Geographic Information Into Vehicle Performance Algorithms

    This thesis presents a research study using one year of driving data obtained from plug-in hybrid electric vehicles (PHEV) located in Sacramento and San Francisco, California to determine the effectiveness of incorporating geographic information into vehicle performance algorithms. Sacramento and San Francisco were chosen because of the availability of high resolution (1/9 arc second) digital elevation data. First, I present a method for obtaining instantaneous road slope, given a latitude and longitude, and introduce its use into common driving intensity algorithms. I show that for trips characterized by >40m of net elevation change (from key on to key off), the use of instantaneous road slope significantly changes the results of driving intensity calculations. For trips exhibiting elevation loss, algorithms ignoring road slope overestimated driving intensity by as much as 211 Wh/mile, while for trips exhibiting elevation gain these algorithms underestimated driving intensity by as much as 333 Wh/mile. Second, I describe and test an algorithm that incorporates vehicle route type into computations of city and highway fuel economy. Route type was determined by intersecting trip GPS points with ESRI StreetMap road types and assigning each trip as either city or highway route type according to whichever road type comprised the largest distance traveled. The fuel economy results produced by the geographic classification were compared to the fuel economy results produced by algorithms that assign route type based on average speed or driving style. Most results were within 1 mile per gallon ({approx}3%) of one another; the largest difference was 1.4 miles per gallon for charge depleting highway trips. The methods for acquiring and using geographic data introduced in this thesis will enable other vehicle technology researchers to incorporate geographic data into their research problems.

These treatment technologies can be applied in permeable reactive walls and/or funnel and gate systems. The application of modified pillared clays in active containment systems provides a mechanism for producing permeable reactive walls with versatile properties. These pillared clays are suitably modified to incorporate reactive intercalatants capable of reacting with both a broad range of organic pollutants of varying molecular size, polarity and reactivity. Heavy metals can be removed from contaminated water by conventional ion-exchange and other reactive processes within the clay structure. Complex contamination problems can be addressed by the application of more than one modified clay on a site specific basis. This paper briefly describes the active containment system and the structure/chemistry of the modified pillared clay technology, illustrating potential applications of the in-situ treatment process for contaminated site remediation.

    The social and legal framework within which bioremediation technologies must be researched, developed, and deployed in the US are discussed in this report. Discussions focus on policies, laws and regulations, intellectual property, technology transfer, and stakeholder concerns. These discussions are intended to help program managers, scientists and engineers understand the social and legal framework within which they work, and be cognizant of relevant issues that must be navigated during bioremediation technology research, development, and deployment activities. While this report focuses on the legal and social environment within which the DOE operates, the laws, regulations and social processes could apply to DoD and other sites nationwide. This report identifies specific issues related to bioremediation technologies, including those involving the use of plants; native, naturally occurring microbes; non-native, naturally occurring microbes; genetically engineered organisms; and microbial products (e.g., enzymes, surfactants, chelating compounds). It considers issues that fall within the following general categories: US biotechnology policy and the regulation of field releases of organisms; US environmental laws and waste cleanup regulations; intellectual property and patenting issues; technology transfer procedures for commercializing technology developed through government-funded research; stakeholder concerns about bioremediation proposals; and methods for assuring public involvement in technology development and deployment.

    Today's typical probabilistic cost analysis assumes an ''ideal'' project that is devoid of the human and organizational considerations that heavily influence the success and cost of real-world projects. In the real world ''Money Allocated Is Money Spent'' (MAIMS principle); cost underruns are rarely available to protect against cost overruns while task overruns are passed on to the total project cost. Realistic cost estimates therefore require a modified probabilistic cost analysis that simultaneously models the cost management strategy including budget allocation. Psychological influences such as overconfidence in assessing uncertainties and dependencies among cost elements and risks are other important considerations that are generally not addressed. It should then be no surprise that actual project costs often exceed the initial estimates and are delivered late and/or with a reduced scope. This paper presents a practical probabilistic cost analysis model that incorporates recent findings in human behavior and judgment under uncertainty, dependencies among cost elements, the MAIMS principle, and project management practices. Uncertain cost elements are elicited from experts using the direct fractile assessment method and fitted with three-parameter Weibull distributions. The full correlation matrix is specified in terms of two parameters that characterize correlations among cost elements in the same and in different subsystems. The analysis is readily implemented using standard Monte Carlo simulation tools such as {at}Risk and Crystal Ball{reg_sign}. The analysis of a representative design and engineering project substantiates that today's typical probabilistic cost analysis is likely to severely underestimate project cost for probability of success values of importance to contractors and procuring activities. The proposed approach provides a framework for developing a viable cost management strategy for allocating baseline budgets and contingencies. Given the

    Case study on high performance building features of the Twenty River Terrace, Battery Park City building. Breezes off the Hudson River waft through Battery Park City, a planned development of residential and commercial buildings and open space at the tip of lower Manhattan. A riverfront walkway and several connecting public parks sprinkled with public art flank Battery Park City on one side, and New York's busy financial district vibrates on the other. Construction continues on Battery Park's newest building, Twenty River Terrace, the first residential apartment building to embrace sustainable design in a systematic way, and the first to follow the Hugh L. Carey Battery Park City Authority Residential Environmental Guidelines. According to the guidelines, which all future Battery Park City development must follow, they ''establish a process for the creation of environmentally responsible residential buildings that are appreciably ahead of current standards and practices for development.'' As a result of the guidelines, and the architects' commitment to incorporating best practices, this 27-story apartment building operates 35% more efficiently than required by the New York State Energy Code, and generates some of its own electricity from building-integrated photovoltaics, especially in the summer when New York power plants struggle to keep up with air-conditioning demands. The Authority hopes the guidelines will be a good model for other developments, in Manhattan and across the world, for incorporating energy-efficient design and renewable energy. The principles of environmentally sound, people-centered planning and development addressed by Twenty River Terrace continue to be a focus of the redevelopment of lower Manhattan.

    The City of Tallahassee's Innovative Energy Initiatives program sought, first, to evaluate customer response and acceptance to in-home Smart Meter-enabled technologies that allow customers intelligent control of their energy usage. Additionally, this project is in furtherance of the City of Tallahassee's ongoing efforts to expand and enhance the City's Smart Grid capacity and give consumers more tools with which to effectively manage their energy consumption. This enhancement would become possible by establishing an "operations or command center" environment that would be designed as a dual use facility for the City's employees - field and network staff - and systems responsible for a Smart Grid network. A command center would also support the City's Office of Electric Delivery and Energy Reliability's objective to overcome barriers to the deployment of new technologies that will ensure a truly modern and robust grid capable of meeting the demands of the 2151 century.

    Natural resource damages liability is a major development in environmental law. Government authorities are increasingly seeking damage claims for injury to natural resources, invoking the natural resource damages (NRD) provisions of the federal Superfund statute and the Oil Pollution Act. The number of Claims asserted is increasing, and the amounts sought range to hundreds of millions of dollars, with some claims exceeding $1 billion. Some assert that the federal NRD program is an awakening sleeping giant that could threaten to rival the Superfund cleanup program in cost and the potential for imposing far-reaching liabilities on a wide range of businesses as well as the federal government. Lawyers, economists, and other experts on NRD have become fully engaged in comprehensive analyses of the legal, economic and policy issues presented by NRD claims, including a full review of the NRD litigating record. Many critics find that existing NRD law and practice is flawed; produces excessive liability claims, skewed incentives and economic waste; and urgently needs reform. Changes have been recommended to improve the law and refocus the NRD program on achieving cost-effective restoration of injured natural resources. These analytical endeavors are especially timely because Congress is currently considering significant changes in NRD law. This overview will provide a brief background summary of the NRD program and highlight some of the central legal and scientific issues facing government policy makers and litigants in NRD cases.

    It has long been recognized that incorporation of pollution prevention (P2) into projects during the design phase yields superior results as compared to modification of facilities after construction. Generation of waste during construction can be minimized, products containing recycled materials can be incorporated into the facility, and the processes or systems can be optimized for P2 from the beginning. However, design engineers must have the proper mindset and training in order to achieve this, since standard engineering practice does not necessarily lead to construction of systems that are optimized for P2. It was determined that incorporation of P2 principles and methods into command media that govern the conduct of design and construction was one way of achieving P2 objectives during design. This would incorporate certain P2 elements into criteria and standard designs so that these elements are automatically incorporated into the designs. The Central Engineering Services (CES) Command Media, which provide direction, methodology, and criteria for performance of engineering design and construction, consist of Engineering Procedures, Master Design Criteria, Technical Specifications, and Engineering Standards. Incorporated in these documents are regulatory requirements, national consensus codes and standards, accepted and proven practices and designs, as well as DOE Orders governing design and construction. The documents were reviewed to identify potential areas into which P2 principles, practices, and methodologies could be incorporated.

The paper in Part I examines definitional questions, assesses in Part II the ability of courts and quasi-courts to evaluate risks associated with the product, examines in Part III the utility of common law remedies for injuries or associated with or arising from LPG, analyzes in Part IV the statutory regulation of LPG, concentrating particularly on the Dangerous Goods (Class 2 - Gases) Regulations 1980, discusses in Part V recent planning case-law concerning LPG development, and concludes that some reform is necessary to produce a more-coherent and precise regulatory regime that takes into account both the needs of developers and those affected by the development of LPG.

We have shown that gasifier slag can be incorporated into foamed glass, which is currently being manufactured as an abrasive and as an insulating material. The slag we add to foamed glass does not simply act as filler, but improves the mechanical properties of the product.     Brochure describes the Clean Cities program and includes the contact information for its 85 coalitions. Sponsored by the U.S. Department of Energy's (DOE) Vehicle Technologies Program (VTP), Clean Cities is a government-industry partnership that reduces petroleum consumption in the transportation sector. Clean Cities contributes to the energy, environmental, and economic security of the United States by supporting local decisions to reduce our dependence on imported petroleum. Established in 1993 in response to the Energy Policy Act (EPAct) of 1992, the partnership provides tools and resources for voluntary, community-centered programs to reduce consumption of petroleum-based fuels. In nearly 100 coalitions, government agencies and private companies voluntarily come together under the umbrella of Clean Cities. The partnership helps all parties identify mutual interests and meet the objectives of reducing the use of petroleum, developing regional economic opportunities, and improving air quality. Clean Cities deploys technologies and practices developed by VTP. These include idle-reduction equipment, electric-drive vehicles, fuel economy measures, and renewable and alternative fuels, such as natural gas, liquefied petroleum gas (propane), electricity, hydrogen, biofuels, and biogas. Idle-reduction equipment is targeted primarily to buses and heavy-duty trucks, which use more than 2 billion gallons of fuel every year in the United States while idling. Clean Cities fuel economy measures include public education on vehicle choice and fuel-efficient driving practices.

    The study describes the results of a survey of 547 local water supply systems serving some 31 million residents of urban areas in the states of Alabama, California, Florida, Oklahoma, Tennessee and Wyoming. While examining the legal and administrative aspects of drought management, the survey also included the assessment of the current status of drought preparedness and long-term drought protection among the responding water supply systems. The rate of legal or administrative problems encountered during drought response was surprisingly low, affecting only twenty percent of all implementing systems. The low incidence of difficulties counters a widespread assumption that the legal environment frequently restrains or constricts drought response efforts.

    Metal nanoparticles were incorporated into wood. Ionic liquids were used to expand the wood cell wall structure for nanoparticle incorporation into the cell wall structure. Nanoparticles of elemental gold or silver were found to be effective surface enhanced Raman spectroscopy (SERS) imaging contrast or sensing agents. Nanoparticles of elemental iron were found to be efficient microwave absorbers and caused localized heating for disrupting the integrity of the lignocellulosic matrix. Controls suggest that the localized heating around the iron nanoparticles reduces losses of cellulose in the form of water, volatiles and CO.sub.2. The ionic liquid is needed during the incorporation process at room temperature. The use of small amounts of ionic liquid combined with the absence of an ionic liquid purification step and a lower energy and water use are expected to reduce costs in an up-scaled pretreatment process.

    Technetium (Tc) can be incorporated into a number of different solids including spinel, sodalite, rutile, tin dioxide, pyrochlore, perovskite, goethite, layered double hydroxides, cements, and alloys. Synthetic routes are possible for each of these phases, ranging from high temperature ceramic sintering to ball-milling of constituent oxides. However, in practice, Tc has only been incorporated into solid materials by a limited number of the possible syntheses. Reviewing the diverse ways in which Tc-immobilizing materials can be made shows the range of options available.

    While culture has a significant effect on the appropriate interpretation of textual data, the incorporation of cultural considerations into data transformations has not been systematic. Recognizing that the successful prevention of terrorist activities could hinge on the knowledge of the subcultures, Anthropologist and DHS intern Faith Nibbs has been addressing the need to incorporate cultural knowledge into the analytical process. In this Brown Bag she will present how cultural ideology is being used to understand how the rhetoric of group leaders influences the likelihood of their constituents to engage in violent or radicalized behavior, and how violent intent modeling can benefit from understanding that process.

    Highlights: • We propose a reverse logistics network for MSW involving waste pickers. • A generic facility location mathematical model was validated in a Brazilian city. • The results enable to predict the capacity for screening and storage centres (SSC). • We minimise the costs for transporting MSW with screening and storage centres. • The use of SSC can be a potential source of revenue and a better use of MSW. - Abstract: This study proposes a reverse logistics network involved in the management of municipal solid waste (MSW) to solve the challenge of economically managing these wastes considering the recent legal requirements of the Brazilian Waste Management Policy. The feasibility of the allocation of MSW material recovery facilities (MRF) as intermediate points between the generators of these wastes and the options for reuse and disposal was evaluated, as well as the participation of associations and cooperatives of waste pickers. This network was mathematically modelled and validated through a scenario analysis of the municipality of São Mateus, which makes the location model more complete and applicable in practice. The mathematical model allows the determination of the number of facilities required for the reverse logistics network, their location, capacities, and product flows between these facilities. The fixed costs of installation and operation of the proposed MRF were balanced with the reduction of transport costs, allowing the inclusion of waste pickers to the reverse logistics network. The main contribution of this study lies in the proposition of a reverse logistics network for MSW simultaneously involving legal, environmental, economic and social criteria, which is a very complex goal. This study can guide practices in other countries that have realities similar to those in Brazil of accelerated urbanisation without adequate planning for solid waste management, added to the strong presence of waste pickers that, through the
