    Capacity building programs help poor and disadvantaged communities to improve their ability to participate in the environmental decision-making processes. They encourage citizen involvement, and provide the tools that enable them to do so. Capacity building enables communities that would otherwise be excluded to participate in the process, leading to better, and more just decisions. The Department of Energy (DOE) continues to be committed to promoting environmental justice and involving its stakeholders more directly in the planning and decision-making process for environmental cleanup. DOE's Environmental Management Program (EM) is in full support of this commitment. Through its environmental justice project, EM provides communities with the capacity to effectively contribute to a complex technical decision-making process by furnishing access to computers, the Internet, training and technical assistance. DOE's Dr. Samuel P. Massie Chairs of Excellence Program (Massie Chairs) function as technical advisors to many of these community projects. The Massie Chairs consist of nationally and internationally recognized engineers and scientists from nine Historically Black Colleges and Universities (HBCUs) and one Hispanic Serving Institution (HIS). This paper will discuss capacity building initiatives in various jurisdictions.

    This brochure addresses gaps in actionable knowledge that can help reduce the plug load capacities designed into buildings. Prospective building occupants and real estate brokers lack accurate references for plug and process load (PPL) capacity requirements, so they often request 5-10 W/ft2 in their lease agreements. This brochure should be used to make these decisions so systems can operate more energy efficiently; upfront capital costs will also decrease. This information can also be used to drive changes in negotiations about PPL energy demands. It should enable brokers and tenants to agree about lower PPL capacities. Owner-occupied buildings will also benefit. Overestimating PPL capacity leads designers to oversize electrical infrastructure and cooling systems.

  15. Inventory of U.S.-led International Activities on Building Energy Efficiency Initial Findings

    Several U.S. Government agencies promote energy efficiency in buildings internationally. The types and scope of activities vary by agency. Those with the largest role include the U.S. Agency for International Development (USAID), the U.S. Department of State and the Environmental Protection Agency (EPA). Both USAID and the Department of State have a substantial presence overseas, which may present some complementarities with the Department of Energy’s efforts to reach out to other countries. Generally speaking, USAID focuses on capacity building and policy issues; the Department of State focuses on broad diplomatic efforts and some targeted grants in support of these efforts, and EPA has more targeted roles linked to ENERGY STAR appliances and a few other activities. Several additional agencies are also involved in trade-related efforts to promote energy efficiency in buildings. These include the Department of Commerce, the Export-Import Bank, the Overseas Private Investment Corporation and the Trade and Development Agency (TDA). This initial synthesis report is designed to summarize broad trends and activities relating to international cooperation on energy efficiency in buildings, which can help the U.S. Department of Energy (DOE) in developing its own strategy in this area. The Pacific Northwest National Laboratory will develop a more complete synthesis report later in 2010 as it populates a database on international projects on building energy efficiency.

    The U.S. DOE GATEWAY Demonstration Program supports demonstrations of high-performance solid-state lighting (SSL) products in order to develop empirical data and experience with the in-the-field applications of this advanced lighting technology. This report describes the process and results of the 2013 - 2014 GATEWAY demonstration of SSL technology in the Nadine McGuire Theatre and Dance Pavilion at the University of Florida, Gainesville, FL. The LED solutions combined with dimming controls utilized in four interior spaces - the Acting Studio, Dance Studio, Scene Shop, and Dressing Room - received high marks from instructors, students/performers, and reduced energy use in all cases. The report discusses in depth and detail of each project area including specifications, energy savings, and user observations. The report concludes with lessons learned during the demonstration.

    Background: Despite the continued growth of Health Impact Assessment (HIA) in the US, there is little research on HIA capacity-building. A comprehensive study of longer-term training outcomes may reveal opportunities for improving capacity building activities and HIA practice. Methods: We conducted in-depth interviews with HIA trainees in the United States to assess their outcomes and needs. Using a training evaluation framework, we measured outcomes across a spectrum of reaction, learning, behavior and results. Results: From 2006 to 2012, four organizations trained over 2200 people in at least 75 in-person HIA trainings in 29 states. We interviewed 48 trainees, selected both randomly and purposefully. The mean duration between training and interview was 3.4 years. Trainees reported that their training objectives were met, especially when relevant case-studies were used. They established new collaborations at the trainings and maintained them. Training appeared to catalyze more holistic thinking and practice, including a range of HIA-related activities. Many trainees disseminated what they learned and engaged in components of HIA, even without dedicated funding. Going forward, trainees need assistance with quantitative methods, project management, community engagement, framing recommendations, and evaluation. Conclusions: The research revealed opportunities for a range of HIA stakeholders to refine and coordinate training resources, apply a competency framework and leverage complimentary workforce development efforts, and sensitize and build the capacity of communities. - Highlights: • We interviewed HIA trainees in the United States to assess longer-term outcomes. • Training appeared to catalyze a range of beneficial partnerships and activities. • Trainees reported outstanding needs for specific skills and competencies. • There are various opportunities to improve training and capacity-building.

  3. Capacity building in rural Guatemala by implementing a solid waste management program

    The development and implementation of a solid waste management program served to build local capacity in San Mateo Ixtatan between 2002 and 2003 as part of a public health action plan. The program was developed and implemented in two phases: (1) the identification and education of a working team from the community; and (2) the completion of a solid waste classification and quantification study. Social capital and the water cycle were two public health approaches utilized to build a sustainable program. The activities accomplished gained support from the community and municipal authorities. A description of the tasks completed and findings of the solid waste classification and quantification performed by a local working group are presented in this paper.

    From July 2005 to July 2007, the Schatz Energy Research Center (SERC) assisted the Yurok Tribe in the implementation of a program designed to build the Tribe’s own capacity to improve energy efficiency and maintain and repair renewable energy systems in Tribal homes on the Yurok Reservation. Funding for this effort was provided by the U.S. Department of Energy’s Tribal Program under First Steps grant award #DE-FG36-05GO15166. The program’s centerpiece was a house-by-house needs assessment, in which Tribal staff visited and conducted energy audits at over fifty homes. The visits included assessment of household energy efficiency and condition of existing renewable energy systems. Staff also provided energy education to residents, evaluated potential sites for new household renewable energy systems, and performed minor repairs as needed on renewable energy systems.

    This project, “Building Surface Science Capacity to Serve the Automobile Industry in Southeastern Michigan” was carried out in two phases: (1) the 2009 – 2012 renovation of space in the new EMU Science Complex, which included the Surface Science Laboratory (SSL), a very vigorous research lab at EMU that carries on a variety of research projects to serve the auto and other industries in Michigan; and (2) the 2013 purchase of several pieces of equipment to further enhance the research capability of the SSL. The funding granted by the DoE was proposed to “renovate the space in the Science Complex to include SSL and purchase equipment for tribological and electrochemical impedance measurements in the lab, thus SSL will serve the auto and other industries in Michigan better.” We believe we have fully accomplished the mission.

    Plug and process load power requirements are frequently overestimated because designers often use estimates based on 'nameplate' data, or design assumptions are high because information is not available. This generally results in oversized heating, ventilation, and air-conditioning systems; increased initial construction costs; and increased energy use caused by inefficiencies at low, part-load operation. Rightsizing of chillers in two buildings reduced whole-building energy use by 3%-4%. If an integrated design approach could enable 3% whole-building energy savings in all U.S. office buildings stock, it could save 34 TBtu of site energy per year.

    This article, which will appear in RESIDENTIAL LIGHTING MAGAZINE, interviews PNNL's Kelly Gordon and presents the interview in question and answer format. The topic is a light emitting diode (LED) lighting also known as solid state lighting. Solid state lighting will be a new category in an energy efficient lighting fixture design competition called Lighting for Tomorrow sponsored by the US Department of Energy Emerging Technologies Office, the American Institute for Lighting, and the Consortium for Energy Efficiency. LED technology has been around since the ’60s, but it has been used mostly for indicator lights on electronics equipment. The big breakthrough was the development in the 1990s of blue LEDs which can be combined with the red and green LEDs that already existed to make white light. LEDs produce 25 to 40 lumens of light per watt of energy used, almost as much as a CFL (50 lumens per watt) and much more efficient than incandescent sources, which are around 15 lumens per watt. They are much longer lived and practical in harsh environments unsuitable for incandescent lighting. They are ready for niche applications now, like under-counter lighting and may be practical for additional applications as technological challenges are worked out and the technology is advancing in leaps and bounds.

A first portion of said blue light from said LEDs is transmitted through said domes and a second portion of said blue light is converted into a red light by a first phosphor contained in said domes. A cover is disposed over all of said light sources that transmits at least a portion of said red and blue light emitted by said light sources. The cover contains a second phosphor that emits a yellow light in response to said blue light. The red, blue and yellow light combining to form the white light and the white light having a color rendering index (CRI) of at least about 80.

    Heating, ventilation, air-conditioning and refrigeration (HVACR) account for approximately one- third of building energy consumption. Magnetic refrigeration presents an opportunity for significant energy savings and emissions reduction for serving the building heating, cooling, and refrigeration loads. In this paper, we have examined the magnet and MCE material requirements for scaling magnetic refrigeration systems for commercial building cooling applications. Scaling relationships governing the resources required for magnetic refrigeration systems have been developed. As system refrigeration capacity increases, the use of superconducting magnet systems becomes more applicable, and a comparison is presented of system requirements for permanent and superconducting (SC) magnetization systems. Included in this analysis is an investigation of the ability of superconducting magnet based systems to overcome the parasitic power penalty of the cryocooler used to keep SC windings at cryogenic temperatures. Scaling relationships were used to develop the initial specification for a SC magnet-based active magnetic regeneration (AMR) system. An optimized superconducting magnet was designed to support this system. In this analysis, we show that the SC magnet system consisting of two 0.38 m3 regenerators is capable of producing 285 kW of cooling power with a T of 28 K. A system COP of 4.02 including cryocooler and fan losses which illustrates that an SC magnet-based system can operate with efficiency comparable to traditional systems and deliver large cooling powers of 285.4 kW (81.2 Tons).

    The Building Transmission Capacity grant activities focused on educating both policy makers (primarily at Public Utility Commissions) and utilities across the West. Western Grid Group (WGG), the grant recipient, chose three methods to reach these audiences - direct outreach, a website that contains information on policies and strategies to integrate more variable generation resources, and a report - The Best of the West, Policies and Practices to Support Transition to a Lower-Carbon Electric Sector in the Western Interconnection and that highlights what is working in the West. While all avenues for education are effective the Best of the West report is the first west-wide assessment of its kind. The report details incremental changes that are working to integrate variable generation but it also expounds on what fundamental or transformative changes are needed to get to the 20% wind penetration and beyond.

    ADEPT Project: The CUNY Energy Institute is developing less expensive, more efficient, smaller, and longer-lasting power converters for energy-efficient LED lights. LEDs produce light more efficiently than incandescent lights and last significantly longer than compact fluorescent bulbs, but they require more sophisticated power converter technology, which increases their cost. LEDs need more sophisticated converters because they require a different type of power (low voltage direct current, or DC) than what's generally supplied by power outlets. The CUNY Energy Institute is developing sophisticated power converters for LEDs that contain capacitors made from new, nanoscale materials. Capacitors are electrical components that are used to store energy. CUNY's unique capacitors are configured with advanced power circuits to more efficiently control and convert power to the LED lighting source. They also eliminate the need for large magnetic components, instead relying on networks of capacitors that can be easily printed on plastic substrate. CUNY's prototype LED power converter already meets DOE's 2020 projections for the energy efficiency of LED power converters.

    We report on research results in this project which synergize advanced material science approaches with fundamental optical physics concepts pertaining to light-matter interaction, with the goal of solving seminal problems for the development of very high performance light emitting diodes (LEDs) in the blue and green for Solid State Lighting applications. Accomplishments in the duration of the contract period include (i) heteroepitaxy of nitrogen-polar LEDs on sapphire, (ii) heteroepitaxy of semipolar (11{bar 2}2) green LEDs on sapphire, (iii) synthesis of quantum-dot loaded nanoporous GaN that emits white light without phosphor conversion, (iv) demonstration of the highest quality semipolar (11{bar 2}2) GaN on sapphire using orientation-controlled epitaxy, (v) synthesis of nanoscale GaN and InGaN medium, and (vi) development of a novel liftoff process for manufacturing GaN thin-film vertical LEDs. The body of results is presented in this report shows how a solid foundation has been laid, with several noticeable accomplishments, for innovative research, consistent with the stated milestones.

    The Advanced Simulation and Computing (ASC) Program (formerly know as Accelerated Strategic Computing Initiative, ASCI) has led the world in capability computing for the last ten years. Capability computing is defined as a world-class platform (in the Top10 of the Top500.org list) with scientific simulations running at scale on the platform. Example systems are ASCI Red, Blue-Pacific, Blue-Mountain, White, Q, RedStorm, and Purple. ASC applications have scaled to multiple thousands of CPUs and accomplished a long list of mission milestones on these ASC capability platforms. However, the computing demands of the ASC and Stockpile Stewardship programs also include a vast number of smaller scale runs for day-to-day simulations. Indeed, every 'hero' capability run requires many hundreds to thousands of much smaller runs in preparation and post processing activities. In addition, there are many aspects of the Stockpile Stewardship Program (SSP) that can be directly accomplished with these so-called 'capacity' calculations. The need for capacity is now so great within the program that it is increasingly difficult to allocate the computer resources required by the larger capability runs. To rectify the current 'capacity' computing resource shortfall, the ASC program has allocated a large portion of the overall ASC platforms budget to 'capacity' systems. In addition, within the next five to ten years the Life Extension Programs (LEPs) for major nuclear weapons systems must be accomplished. These LEPs and other SSP programmatic elements will further drive the need for capacity calculations and hence 'capacity' systems as well as future ASC capability calculations on 'capability' systems. To respond to this new workload analysis, the ASC program will be making a large sustained strategic investment in these capacity systems over the next ten years, starting with the United States Government Fiscal Year 2007 (GFY07).     Prominent barriers facing the U.S. green building industry include the fact that government bodies that supervise health, fire safety, land, and other public operations are slow to revise codes to accommodate green building (regulatory barrier). In China, the lack of a green building professional accreditation process similar to the Leadership in Energy and Environmental Design (LEED) AP process limits the green building workforce capacity development (informational barrier). The main policies highlighted in this report to tackle these barriers are 1) comprehensive codes and labeling plan (informational, institutional), 2) government-led targets and demonstrations (risk), 3) education and awareness programs (informational), 4) fiscal policy that supports green building investment (financial), and 5) integrated design promotion (institutional, financial).

    The SP-100 program was established in 1983 by DOD, DOE, and NASA as a joint program to develop the technology necessary for space nuclear power systems for military and civil application. During FY86 and 87, the NASA SP-100 Advanced Technology Program was devised to maintain the momentum of promising technology advancement efforts started during Phase I of SP-100 and to strengthen, in key areas, the chances for successful development and growth capability of space nuclear reactor power systems for future space applications. In FY88, the Advanced Technology Program was incorporated into NASA`s new Civil Space Technology Initiative (CSTI). The CSTI Program was established to provide the foundation for technology development in automation and robotics, information, propulsion, and power. The CSTI High Capacity Power Program builds on the technology efforts of the SP-100 program, incorporates the previous NASA SP-100 Advanced Technology project, and provides a bridge to NASA Project Pathfinder. The elements of CSTI High Capacity Power development include Conversion Systems, Thermal Management, Power Management, System Diagnostics, and Environmental Interactions. Technology advancement in all areas, including materials, is required to assure the high reliability and 7 to 10 year lifetime demanded for future space nuclear power systems. The overall program will develop and demonstrate the technology base required to provide a wide range of modular power systems as well as allowing mission independence from solar and orbital attitude requirements. Several recent advancements in CSTI High Capacity power development will be discussed.

    A strong systems approach to designing and building practical LED-based replacement lamps is lacking. The general method of taking high-performance LEDs and marrying them to standard printed circuit boards, drivers and a heat sink has fallen short of the promise of LED lighting. In this program, a top-down assessment of requirements and a bottom-up reinvention of LED sources, electronics, optics and mechanics have resulted in the highest performance lamp possible. The team, comprised of Color Kinetics, the leaders in LED lighting and Cree, the leaders in LED devices took an approach to reinvent the package, the driver and the overall form and aesthetic of a replacement source. The challenge was to create a new benchmark in LED lighting - the resultant lamp, a PAR38 equivalent, met the light output, color, color quality and efficacy marks set out in the program as well as being dimmable, which is important for market acceptance. The approach combined the use of multiple source die, a chip-on-board approach, a very efficient driver topology, the use of both direct emission and phosphor conversion, and a unique faceted optic to avoid the losses, artifacts and hotspots of lensed approaches. The integral heat sink provided a mechanical base and airflow using a chimney-effect for use in a wide variety of locations and orientations. These research results led to a much better understanding of the system effects of component level technologies. It was clear that best-of-breed sub-system results do not necessarily result in the best end result for the complete system. In doing this work, we did not neglect the practical aspects of these systems. These were not rarified results and commercially impractical but lent themselves to eventual commercial products in the marketplace. The end result - a high performance replacement lamp - will save significant energy while providing a high-quality light source.

    A dual LED and incandescent security lighting system uses a hybrid approach to LED illumination. It combines an ambient LED illuminator with a standard incandescent lamp on a motion control sensor. The LED illuminator will activate with the onset of darkness (daylight control) and typically remain on during the course of the night ("always on"). The LED illumination, typically amber, is sufficient to provide low to moderate level lighting coverage to the wall and ground area adjacent to and under the fixture. The incandescent lamp is integrated with a motion control circuit and sensor. When movement in the field of view is detected (after darkness), the incandescent lamp is switched on, providing an increased level of illumination to the area. Instead of an "always on" LED illuminator, the LEDs may also be switched off when the incandescent lamp is switched on.

    Recent innovations in light-emitting diode (LED) exit signs may make LED signs the best choice among the energy efficient options available. In the past, LED signs have offered low power consumption, projected long lamp life, and low maintenance requirements. Now, the best of the LED signs also offer improved optical designs that reduce their already low power consumption while improving visibility and appearance, and even reduce their cost. LED exit signs are gaining market share, and E Source expects this technology to eventually dominate over incandescent, compact fluorescent, and electroluminescent signs. More research is needed, however, to confirm manufacturers` claims of 20-year operating lives for LED signs. Conservative estimates place the number of exit signs in US buildings at about 40 million. Although each sign represents a very small part of a building`s load, exit signs are ready targets for energy efficiency upgrades -- they operate continuously and most use inefficient incandescent sources. With an LED sign, annual energy and maintenance costs can be reduced by more than 90 percent compared to a typical incandescent sign. Low annual costs help to offset the LED sign`s relatively high first cost. More than 25 utilities offer DSM incentives for energy efficient exit signs, and efficient alternatives are becoming more readily available. Recent improvements in optical designs enable many LED signs to visually out perform other sources. In addition to these benefits, LED exit signs have lower life cycle cost than most other options. The biggest barrier to their success, however, is that their first cost has been considerably higher than competing technologies.     Results from accelerated life tests (ALT) on mass-produced commercially available 6” downlights are reported along with results from commercial LEDs. The luminaires capture many of the design features found in modern luminaires. In general, a systems perspective is required to understand the reliability of these devices since LED failure is rare. In contrast, components such as drivers, lenses, and reflector are more likely to impact luminaire reliability than LEDs.

    An illumination grade warm white (WW) LED, having correlated color temperature (CCT) between 2800 K and 3500K and capable of producing 800 lm output at 100 lm/W, has been developed in this program. The high power WW LED is an ideal source for use as replacement for incandescent, and Halogen reflector and general purpose lamps of similar lumen value. Over the two year period, we have made following accomplishments: developed a high power warm white LED product and made over 50% improvements in light output and efficacy. The new high power WW LED product is a die on ceramic surface mountable LED package. It has four 1x1 mm{sup 2} InGaN pump dice flip chip attached to a ceramic submount in 2x2 array, covered by warm white phosphor ceramic platelets called Lumiramica and an overmolded silicone lens encapsulating the LED array. The performance goal was achieved through breakthroughs in following key areas: (1) High efficiency pump LED development through pump LED active region design and epi growth quality improvement (funded by internal programs). (2) Increase in injection efficiency (IE) represented by reduction in forward voltage (V{sub f}) through the improvement of the silver-based p-contact and a reduction in spreading resistance. The injection efficiency was increased from 80% at the start of the program to 96% at the end of the program at 700 mA/mm{sup 2}. (3) Improvement in thermal design as represented by reduction in thermal resistance from junction to case, through improvement of the die to submount connection in the thin film flip chip (TFFC) LED and choosing the submount material of high thermal conductivity. A thermal resistance of 1.72 K/W was demonstrated for the high power LED package. (4) Improvement in extraction efficiency from the LED package through improvement of InGaN die level and package level optical extraction efficiency improvement. (5) Improvement in phosphor system efficiency by improving the lumen equivalent (LE) and phosphor package

    This work's objective was the development of processes to double or triple the light output power from green and deep green (525 - 555 nm) AlGaInN light emitting diode (LED) dies within 3 years in reference to the Lumileds Luxeon II. The project paid particular effort to all aspects of the internal generation efficiency of light. LEDs in this spectral region show the highest potential for significant performance boosts and enable the realization of phosphor-free white LEDs comprised by red-green-blue LED modules. Such modules will perform at and outperform the efficacy target projections for white-light LED systems in the Department of Energy's accelerated roadmap of the SSL initiative.

    UV curing is a green technology that is largely underutilized because UV radiation sources like Hg Lamps are unreliable and difficult to use. High Power UV LEDs are now efficient enough to replace Hg Lamps, and offer significantly improved performance relative to Hg Lamps. In this study, a modular, scalable high power UV LED curing system was designed and tested, performing well in industrial coating evaluations. In order to achieve mechanical form factors similar to commercial Hg Lamp systems, a new patent pending design was employed enabling high irradiance at long working distances. While high power UV LEDs are currently only available at longer UVA wavelengths, rapid progress on UVC LEDs and the development of new formulations designed specifically for use with UV LED sources will converge to drive more rapid adoption of UV curing technology. An assessment of the environmental impact of replacing Hg Lamp systems with UV LED systems was performed. Since UV curing is used in only a small portion of the industrial printing, painting and coating markets, the ease of use of UV LED systems should increase the use of UV curing technology. Even a small penetration of the significant number of industrial applications still using oven curing and drying will lead to significant reductions in energy consumption and reductions in the emission of green house gases and solvent emissions.

The project is to build the system around the LEDs, and not to work on the LEDs themselves, in order that working products can be introduced soon after the LEDs reach suitable efficiency for mass-production of high-power light sources for general illumination.     Embodiments of the present invention are generally related to LED chips having improved overall emission by reducing the light-absorbing effects of barrier layers adjacent mirror contacts. In one embodiment, a LED chip comprises one or more LEDs, with each LED having an active region, a first contact under the active region having a highly reflective mirror, and a barrier layer adjacent the mirror. The barrier layer is smaller than the mirror such that it does not extend beyond the periphery of the mirror. In another possible embodiment, an insulator is further provided, with the insulator adjacent the barrier layer and adjacent portions of the mirror not contacted by the active region or by the barrier layer. In yet another embodiment, a second contact is provided on the active region. In a further embodiment, the barrier layer is smaller than the mirror such that the periphery of the mirror is at least 40% free of the barrier layer, and the second contact is below the first contact and accessible from the bottom of the chip.

    Solid State Lighting is a cost-effective, energy-conserving technology serving a rapidly expand- ing multi-billion dollar market. This program was designed to accelerate this lighting revolution by reducing the manufacturing cost of Illumination-Grade LEDs. The technical strategy was to investigate growth substrate alternatives to standard planar sapphire, select the most effective and compatible option, and demonstrate a significant increase in Lumen/$ with a marketable LED. The most obvious alternate substrate, silicon, was extensively studied in the first two years of the program. The superior thermal and mechanical properties of Si were expected to improve wavelength uniformity and hence color yield in the manufacture of high-power illumination- grade LEDs. However, improvements in efficiency and epitaxy uniformity on standard c-plane sapphire diminished the advantages of switching to Si. Furthermore, the cost of sapphire decreased significantly and the cost of processing Si devices using our thin film process was higher than expected. We concluded that GaN on Si was a viable technology but not a practical option for Philips Lumileds. Therefore in 2012 and 2013, we sought and received amendments which broadened the scope to include other substrates and extended the time of execution. Proprietary engineered substrates, off-axis (non-c-plane) sapphire, and c-plane patterned sapphire substrates (PSS) were all investigated in the final 18 months of this program. Excellent epitaxy quality was achieved on all three candidates; however we eliminated engineered substrates and non-c-plane sapphire because of their higher combined cost of substrate, device fabrication and packaging. Ultimately, by fabricating a flip-chip (FC) LED based upon c-plane PSS we attained a 42% reduction in LED manufacturing cost relative to our LUXEON Rebel product (Q1-2012). Combined with a flux gain from 85 to 102 Lm, the LUXEON Q delivered a 210% increase in Lm/$ over this time period. The

    Ilumisys and the National Center for Manufacturing Sciences (NCMS) partnered on a three-year project awarded by the United States (U.S.) Department of Energy (DOE), to quantify the impacts of LED lamps, incandescent lamps and fluorescent benchmark lamps over a product lifecycle – i.e. to develop a sustainable design and manufacturing strategy that addresses product manufacturing, use, recycling and disposal scenarios for LED-based lighting. Based on the knowledge gained from extensive product tear-down studies of fluorescent and screw-in lighting products, lifecycle assessment tools, and accelerated lifecycle testing protocols, an interactive Sustainable LED Design Guide has been developed to aid architectural and lighting designers and engineers in making design decisions that consider three important environmental impacts (greenhouse gas emissions, energy use and mercury emission) across all phases of the life of an LED lighting product. Critical information developed for the lifecycle analysis and product feature comparisons is the useful life of the lighting product as well as its performance. The Design Guide is available at www.ncms.org, and was developed based on operational and durability testing of a variety of lighting products including power consumption, light output, and useful life of a lamp in order to allow a more realistic comparison of lamp designs. This report describes the main project tasks, results and innovative features of the lifecycle assessment (LCA)-based design tools, and the key considerations driving the sustainable design of LED lighting systems. The Design Guide incorporates the following three novel features for efficiently evaluating LED lighting features in value-chains: • Bill-of-Materials (BOM) Builder – Designers may import process data for each component and supply functional data for the product, including power, consumption, lumen output and expected useful life. • Environmental Impact Review – Designs are

    We present a Knudsen heat capacity as a more appropriate and useful fluid property in micro/nanoscale gas systems than the constant pressure heat capacity. At these scales, different fluid processes come to the fore that are not normally observed at the macroscale. For thermodynamic analyses that include these Knudsen processes, using the Knudsen heat capacity can be more effective and physical. We calculate this heat capacity theoretically for non-ideal monatomic and diatomic gases, in particular, helium, nitrogen, and hydrogen. The quantum modification for para and ortho hydrogen is also considered. We numerically model the Knudsen heat capacity using molecular dynamics simulations for the considered gases, and compare these results with the theoretical ones.

Compatibility between a specific LED source and a specific phase-cut dimmer is often unknown and difficult to assess, and ensuring compatibility adds complexity to the design, specification, bidding, and construction observation phases for new buildings and major remodel projects. To maximize project success, this report provides both general guidance and step-by-step procedures for designing phase-controlled LED dimming on both new and existing projects, as well as real-world examples of how to use those procedures.

    This report addresses gaps in actionable knowledge that would help reduce the plug load capacities designed into buildings. Prospective building occupants and real estate brokers lack accurate references for plug and process load (PPL) capacity requirements, so they often request 5-10 W/ft2 in their lease agreements. Limited initial data, however, suggest that actual PPL densities in leased buildings are substantially lower. Overestimating PPL capacity leads designers to oversize electrical infrastructure and cooling systems. Better guidance will enable improved sizing and design of these systems, decrease upfront capital costs, and allow systems to operate more energy efficiently. The main focus of this report is to provide industry with reliable, objective third-party guidance to address the information gap in typical PPL densities for commercial building tenants. This could drive changes in negotiations about PPL energy demands.

  14. A Statistical Method Analyzing LED Lumen Depreciation and Projecting LED Life

    There is a strong need for a method to represent the potential life of LED products as a critical part of design decisions including cost-effectiveness analysis. The IES LM-80 test method is in place to collect lumen depreciation data but it does not provide for estimation of future long term depreciation. Separate estimation methods are being considered (TM-21) and this paper describes the analysis of a series of LED degradation models and subsequent development of an estimation method. The work involves analysis of a set of engineering models to determine their applicability and define a structure for their use in LED lumen output life based on a lumen output level such as the L70 metric. The analysis has provided valuable information on methods effectively estimating LED life time, and impacts of measurement uncertainties, test duration, interval and other test conditions on selecting degradation models and LED life time projection. A set of guidelines are recommended to estimate LED life from data obtained using the current LM-80 test method.

Respondents are operators of all operating and idle petroleum refineries (including new refineries under construction) and refineries shut down during the previous year, located in the 50 states, the District of Columbia, Puerto Rico, the Virgin Islands, Guam, and other U.S. possessions. The Refinery Capacity Report does not contain working and shell storage capacity data. This data is now being collected twice a year as of March 31 and September 30 on the Form EIA-810, "Monthly Refinery Report", and is now released as a separate report Working and Net Available Shell Storage Capacity.

    The Department of Energy (DOE) has sponsored research and development programs in Building 7602 at Oak Ridge National Laboratory (ORNL) since 1984. This work focused on development of advanced technology for processing nuclear fuels. Building 7602 was used for engineering-scale tests using depleted and natural uranium to simulate the nuclear fuel. In April 1994 the DOE Office of Nuclear Energy (NE) sent supplemental FY 1994 guidance to ORNL stating that in FY 1995 and beyond, Building 7602 is considered surplus to NE programs and missions and shall be shut down (deactivated) and maintained in a radiologically and industrially safe condition with minimal surveillance and maintenance (S&M). DOE-NE subsequently provided FY 1995 funding to support the deactivation activities. Deactivation of Building 7602 was initiated on October 1, 1994. The principal activity during the first quarter of FY 1995 was removal of process materials (chemicals and uranium) from the systems. The process systems were operated to achieve chemical solution concentrations needed for reuse or disposal of the solutions prior to removal of the materials from the systems. During this phase of deactivation the process materials processed and removed were: (1) Uranyl nitrate solution 30,178 L containing 4490 kg of uranium; (2) Nitric acid (neutralized) 9850 L containing less than 0.013 kg of uranium; (3) Organic solution 3346 L containing 265 kg of uranium; (4) Uranium oxide powder 95 kg; and (5) Miscellaneous chemicals. At the end of December 1994, the process systems and control systems were shut down and deactivated. Disposition of the process materials removed from the process systems in Building 7602 proved to be the most difficult part of the deactivation. An operational stand down and funding reductions at Y-12 prevented planned conversion of the uranyl nitrate solution to depleted uranium oxide powder. This led to disposal of the uranyl nitrate solution as waste.

    A switched-capacitor voltage converter which is particularly well-suited for receiving a line voltage from which to drive current through a series of light emitting diodes (LEDs). Input voltage is rectified in a multi-level rectifier network having switched capacitors in an ascending-bank configuration for passing voltages in uniform steps between zero volts up to full received voltage V.sub.DC. A regulator section, operating on V.sub.DC, comprises switched-capacitor stages of H-bridge switching and flying capacitors. A current controlled oscillator drives the states of the switched-capacitor stages and changes its frequency to maintain a constant current to the load. Embodiments are described for isolating the load from the mains, utilizing an LC tank circuit or a multi-primary-winding transformer.

    The capacity factors recently provided by the Energy Information Administration (EIA) indicated this plant performance metric had declined for geothermal power plants since 2008. Though capacity factor is a term commonly used by geothermal stakeholders to express the ability of a plant to produce power, it is a term frequently misunderstood and in some instances incorrectly used. In this paper we discuss how this capacity factor is defined and utilized by the EIA, including discussion on the information that the EIA requests from operations in their 923 and 860 forms that are submitted both monthly and annually by geothermal operators. A discussion is also provided regarding the entities utilizing the information in the EIA reports, and how those entities can misinterpret the data being supplied by the operators. The intent of the paper is to inform the facility operators as the importance of the accuracy of the data that they provide, and the implications of not providing the correct information.

    Rural buildings in China now account for more than half of Chinas total building energy use. Forty percent of the floorspace in China is in rural villages and towns. Most of these buildings are very energy inefficient, and may struggle to meet basic needs. They are cold in the winter, and often experience indoor air pollution from fuel use. The Chinese government plans to adopt a voluntary building energy code, or design standard, for rural homes. The goal is to build on Chinas success with codes in urban areas to improve efficiency and comfort in rural homes. The Chinese government recognizes rural buildings represent a major opportunity for improving national building energy efficiency. The challenges of rural China are also greater than those of urban areas in many ways because of the limited local capacity and low income levels. The Chinese government wants to expand on new programs to subsidize energy efficiency improvements in rural homes to build capacity for larger-scale improvement. This article summarizes the trends and status of rural building energy use in China. It then provides an overview of the new rural building design standard, and describes options and issues to move forward with implementation.

    An estimate of the design capacity for Spent Nuclear Fuel Project systems producing Multi-Canister Overpacks is developed based on completing fuel processing in a two year period. The design basis capacity for systems relates the desired annual processing rate to potential operating inefficiencies which may be actually experienced to project a design capacity for systems. The basis for estimating operating efficiency factors is described. Estimates of the design basis capacity were limited to systems actually producing the Multi-Canister Overpack. These systems include Fuel Retrieval, K Basin SNF Vacuum Drying, Canister Storage Building support for Staging and Storage, and Hot Vacuum conditioning. The capacity of other systems are assumed to be derived from these system capacities such that systems producing a Multi-Canister Overpack are not constrained.

    This report describes the process and results of a demonstration of solid-state lighting (SSL) technology in a commercial parking lot lighting application, under the U.S. Department of Energy (DOE) Solid-State Lighting Technology GATEWAY Demonstration Program. The parking lot is for customers and employees of a Walmart Supercenter in Leavenworth, Kansas and this installation represents the first use of the LED Parking Lot Performance Specification developed by the DOE’s Commercial Building Energy Alliance. The application is a parking lot covering more than a half million square feet, lighted primarily by light-emitting diodes (LEDs). Metal halide wall packs were installed along the building facade. This site is new construction, so the installed baseline(s) were hypothetical designs. It was acknowledged early on that deviating from Walmart’s typical design would reduce the illuminance on the site. Walmart primarily uses 1000W pulse-start metal halide (PMH) lamps. In order to provide a comparison between both typical design and a design using conventional luminaires providing a lower illuminance, a 400W PMH design was also considered. As mentioned already, the illuminance would be reduced by shifting from the PMH system to the LED system. The Illuminating Engineering Society of North America (IES) provides recommended minimum illuminance values for parking lots. All designs exceeded the recommended illuminance values in IES RP-20, some by a wider margin than others. Energy savings from installing the LED system compared to the different PMH systems varied. Compared to the 1000W PMH system, the LED system would save 63 percent of the energy. However, this corresponds to a 68 percent reduction in illuminance as well. In comparison to the 400W PMH system, the LED system would save 44 percent of the energy and provide similar minimum illuminance values at the time of relamping. The LED system cost more than either of the PMH systems when comparing initial costs

    Cree has developed a new, high-efficiency, low-cost, light emitting diode (LED) lamp module that should be capable of replacing standard, halogen, fluorescent and metal halide lamps based on the total cost of ownership. White LEDs are produced by combining one or more saturated color LEDs with a phosphor or other light down-converting media to achieve white broad-band illumination. This two year project addressed LED chip and package efficiency improvements to establish a technology platform suitable for low-cost, high-efficiency commercial luminaires. Novel photonic-crystal LEDs were developed to improve the light extraction efficiency of blue GaN-based LEDs compared to the baseline technology. Improved packaging designs that reduced down-conversion and absorption related light losses, led to a higher overall LED efficiency. Specifically, blue LEDs were demonstrated with light output nearing 600 mW and an external quantum efficiency greater than 60 percent (using 1 mm2 chips at an operating current of 350 mA). The results were achieved using a novel, production capable photonic-crystal LED fabrication process. These LEDs formed the basis for a multi-chip white lamp module prototype, which provided 510 lumens light output at a correlated color temperature (CCT) of 3875 K and an operating current of 350 mA per 1mm2 chip. The overall conversion efficiency at 4100 K improved to ~ 65%. The resulting efficacy is 112 lumens per watt (LPW) a 33% improvement over the start of the project. In addition, a proof-of-concept luminaire was demonstrated that provided a flux of 1700 lumens at a 3842 K CCT.

    The present invention relates to a high capacity oil burner comprising a cylindrical atomizer completely surrounded by a protective cylindrical housing having a diameter from 2 to 3 times greater than the diameter of said atomizer; liquid fuels being injected under pressure into said atomizer and accumulating within said atomizer in a chamber for the accumulation of liquid fuels, and compressed air being injected into a chamber for the accumulation of air; cylindrical holes communicating said chamber for the accumulation of liquid fuels with the outside and cylindrical holes communicating said chamber for the accumulation of air with said cylindrical holes communicating the chamber for the accumulation of liquids with the outside so that the injection of compressed air into said liquid fuel discharge holes atomizes said fuel which is expelled to the outside through the end portions of said discharge holes which are circumferentially positioned to be burnt by a pilot flame; said protecting cylindrical housing having at its ends perforated circular rings into which water is injected under pressure to form a protecting fan-like water curtain at the rear end of the housing and a fan-like water curtain at the flame to reduce the formation of soot; the burning efficiency of said burner being superior to 30 barrels of liquid fuel per day/kg of the apparatus.

    Builders generally use a 'spec and purchase' business management system (BMS) when implementing energy efficiency. A BMS is the overall operational and organizational systems and strategies that a builder uses to set up and run its company. This type of BMS treats building performance as a simple technology swap (e.g. a tank water heater to a tankless water heater) and typically compartmentalizes energy efficiency within one or two groups in the organization (e.g. purchasing and construction). While certain tools, such as details, checklists, and scopes of work, can assist builders in managing the quality of the construction of higher performance homes, they do nothing to address the underlying operational strategies and issues related to change management that builders face when they make high performance homes a core part of their mission. To achieve the systems integration necessary for attaining 40% + levels of energy efficiency, while capturing the cost tradeoffs, builders must use a 'systems approach' BMS, rather than a 'spec and purchase' BMS. The following attributes are inherent in a systems approach BMS; they are also generally seen in quality management systems (QMS), such as the National Housing Quality Certification program: Cultural and corporate alignment, Clear intent for quality and performance, Increased collaboration across internal and external teams, Better communication practices and systems, Disciplined approach to quality control, Measurement and verification of performance, Continuous feedback and improvement, and Whole house integrated design and specification.

    Because of the environmental concerns about some materials used in buildings, particularly chlorofluorocarbon (CFC) fluids used as the blowing agent for insulation materials and as refrigerants used in the air conditioning systems have led to a search for environmentally safe alternatives. For insulation materials, new non-CFC blowing agents are still under development. However, the old insulation materials in the buildings will stay because they do not pose any further environmental damage. It is a different story for refrigerants used in air conditioning systems. This study reports that the change-over from CFC to non-CFC refrigerants in the existing and future air conditioning equipment could be a chance not only to take care of the environmental concerns, but to save energy as well. Alternative air conditioning technologies, such as the desiccant dehumidification and absorption systems, and the potential of some natural substances, such as carbon dioxide, as the future refrigerants are also discussed.

  1. Low Cost Lithography Tool for High Brightness LED Manufacturing

    The objective of this activity was to address the need for improved manufacturing tools for LEDs. Improvements include lower cost (both capital equipment cost reductions and cost-ofownership reductions), better automation and better yields. To meet the DOE objective of $1- 2/kilolumen, it will be necessary to develop these highly automated manufacturing tools. Lithography is used extensively in the fabrication of high-brightness LEDs, but the tools used to date are not scalable to high-volume manufacturing. This activity addressed the LED lithography process. During R&D and low volume manufacturing, most LED companies use contact-printers. However, several industries have shown that these printers are incompatible with high volume manufacturing and the LED industry needs to evolve to projection steppers. The need for projection lithography tools for LED manufacturing is identified in the Solid State Lighting Manufacturing Roadmap Draft, June 2009. The Roadmap states that Projection tools are needed by 2011. This work will modify a stepper, originally designed for semiconductor manufacturing, for use in LED manufacturing. This work addresses improvements to yield, material handling, automation and throughput for LED manufacturing while reducing the capital equipment cost.

  2. High-Efficiency Non-Polar GaN-Based LEDs

    Inlustra Technologies with subcontractor U.C. Santa Barbara conducted a project with the principle goal of demonstrating high internal quantum efficiency blue (430 nm) and green (540nm) light emitting diodes (LEDs) on low-defect density non-polar GaN wafers. Inlustra pursued the fabrication of smooth thick a-plane and m-plane GaN films, as well as defect reduction techniques such as lateral epitaxial overgrowth (LEO) to uniformly lower dislocation density in these films. Limited free-standing wafers were produced as well. By the end of the reporting period, Inlustra had met its milestone of dislocation reduction to < 5 x 10{sup 6} cm{sup -2}. Stacking faults were still present in appreciable density ({approx} 1 x 10{sup 5} cm{sup -1}), but were not the primary focus of defect reduction since there have been no published studies establishing their detrimental effects on LED performance. Inlustra's LEO progress built a solid foundation upon which further commercial development of GaN substrates will occur. UCSB encountered multiple delays in its LED growth and fabrication efforts due to unavoidable facilities outages imposed by ongoing construction in an area adjacent to the metalorganic chemical vapor deposition (MOCVD) laboratory. This, combined with the large amount of ab initio optimization required for the MOCVD system used during the project, resulted in unsatisfactory LED progress. Although numerous blue-green photoluminescence results were obtained, only a few LED structures exhibited electroluminescence at appreciable levels. UCSB also conducting extensive modeling (led by Prof. Van de Walle) on the problem of non-radiative Auger recombination in GaN-based LED structures, which has been posited to contribute to LED efficiency 'droop' at elevated current density.     This paper reviews the concept of adaptive capacity and various approaches to assessing it, particularly with respect to climate variability and change. I find that adaptive capacity is a relatively under-researched topic within the sustainability science and global change communities, particularly since it is uniquely positioned to improve linkages between vulnerability and resilience research. I identify opportunities for advancing the measurement and characterization of adaptive capacity by combining insights from both vulnerability and resilience frameworks, and I suggest several assessment approaches for possible future development that draw from both frameworks and focus on analyzing the governance, institutions, and management that have helped foster adaptive capacity in light of recent climatic events.

    During this two-year Solid-State Lighting (SSL) Manufacturing R&D project Cree developed novel light emitting diode (LED) technologies contributing to a cost-optimized, efficient LED troffer luminaire platform emitting at ~3500K correlated color temperature (CCT) at a color rendering index (CRI) of >90. To successfully achieve program goals, Cree used a comprehensive approach to address cost reduction of the various optical, thermal and electrical subsystems in the luminaire without impacting performance. These developments built on Cree’s high- brightness, low-cost LED platforms to design a novel LED component architecture that will enable low-cost troffer luminaire designs with high total system efficacy. The project scope included cost reductions to nearly all major troffer subsystems as well as assembly costs. For example, no thermal management components were included in the troffer, owing to the optimized distribution of compact low- to mid-power LEDs. It is estimated that a significant manufacturing cost savings will result relative to Cree’s conventional troffers at the start of the project. A chief project accomplishment was the successful development of a new compact, high-efficacy LED component geometry with a broad far-field intensity distribution and even color point vs. emission angle. After further optimization and testing for production, the Cree XQ series of LEDs resulted. XQ LEDs are currently utilized in Cree’s AR series troffers, and they are being considered for use in other platforms. The XQ lens geometry influenced the independent development of Cree’s XB-E and XB-G high-voltage LEDs, which also have a broad intensity distribution at high efficacy, and are finding wide implementation in Cree’s omnidirectional A-lamps.
