    Microfabrication enables many exciting experimental possibilities for medicine and biology that are not attainable through traditional methods. However, in order for microfabricated devices to have an impact they must not only provide a robust solution to a current unmet need, but also be simple enough to seamlessly integrate into standard protocols. Broad dissemination of bioMEMS has been stymied by the common aim of replacing established and well accepted protocols with equally or more complex devices, methods, or materials. The marriage of a complex, difficult to fabricate bioMEMS device with a highly variable biological system is rarely successful. Instead, the design philosophy of my lab aims to leverage a beneficial microscale phenomena (e.g. fast diffusion at the microscale) within a bioMEMS device and adapt to established methods (e.g. multiwell plate cell culture) and demonstrate a new paradigm for the field (adapt instead of replace). In order for the field of bioMEMS to mature beyond novel proof-of-concept demonstrations, researchers must focus on developing systems leveraging these phenomena and integrating into standard labs, which have largely been ignored. Towards this aim, the Integrative Bioengineering Institute has been established.

    The integrated microbial genomes (IMG) system is a data management, analysis and annotation platform for all publicly available genomes. IMG contains both draft and complete JGI microbial genomes integrated with all other publicly available genomes from all three domains of life, together with a large number of plasmids and viruses. IMG provides tools and viewers for analyzing and annotating genomes, genes and functions, individually or in a comparative context.     Environmental remediation efforts that are underway at hundreds of contaminated sites in the United States will not be able to remediate large portions of those sites to conditions that would permit unrestricted access. Rather, large volumes of waste materials, contaminated soils and cleanup residuals will have to be isolated either in place or in new, often on-site, disposal cells with long term monitoring, maintenance and institutional control needs. The challenge continues to be to provide engineering systems and controls that can ensure the protection of public health and the environment over very long time horizons (hundreds to perhaps thousands of years) with minimal intervention. Effective long term management of legacy hazardous and nuclear waste requires an integrated approach that addresses both the engineered containment and control system itself and the institutional controls and other responsibilities that are needed. Decisions concerning system design, monitoring and maintenance, and the institutional controls that will be employed are best done through a "risk-nformed, performance-based" approach. Such an approach should incorporate an analysis of potential "failure" modes and consequences for all important system features, together with lessons learned from experience with systems already in place. The authors will present the preliminary results of a case study approach that included several sites where contamination isolation systems including institutional controls have been implemented. The results are being used together with failure trees and logic diagrams that have been developed for both the engineered barriers and the institutional controls. The use of these analytical tools to evaluate the potential for different levels of failure and associated consequences will be discussed. Of special interest is the robustness of different approaches to providing long-term protection through redundancy and defense in depth.

    The importance of STEM education to our national prosperity and global competitiveness was recently reinforced by the Obama administration support for Change the Equation. Change the Equation is a multi-entity initiative formed in response to the rapidly increasing demand for STEM related careers and the potential lack of preparation by many Americans to be employed in these positions. To address the issue many are calling for increased emphasis on K-12 STEM education, as early preparation in STEM provides the foundation essential for further learning and competencies (National Research Council, 2007). Achieving and sustaining depth and breadth of K-12 STEM education is inextricably linked to ongoing professional development of K-12 educators. The need for teacher continuing education in STEM education and the link between teacher effectiveness and student preparation in STEM was the impetus behind our i- STEM professional development summer institute. The i-STEM initiative is a collaborative effort between business, industry, government, K-12, and higher education. Although the organization is working on a number of projects, including policy, research, communication, and collaborations, the i-STEM group has directed significant resources toward K-12 educator professional development opportunities in STEM. Our report focuses on the structure and impact of the intensive four-day i-STEM residential professional development institute which we designed to increase the capacity of grade 4-9 teachers to teach STEM content. We structured the summer institute using the outcome of a survey we conducted of grade 4-9 teachers’ to assess their STEM professional development needs, the extant literature on teacher development, the increasing need for a STEM informed society, and our desire to use evidence based practices to enhance teacher capacity to teach STEM content. We developed this investigation to determine if our summer institute influenced the participating teachers

    The U.S. Department of Energy (DOE) recognizes the need to transform the energy infrastructure of the U.S. and elsewhere to systems that can drastically reduce environmental impacts in an efficient and economically viable manner while utilizing both hydrocarbon resources and clean energy generation sources. Thus, DOE is supporting research and development that could lead to more efficient utilization of clean energy generation sources, including renewable and nuclear options. A concept being advanced by the DOE Offices of Nuclear Energy (NE) and Energy Efficiency and Renewable Energy (EERE) is tighter coupling of nuclear and renewable energy sources in a manner that produces new energy currency for the combined electricity grid, industrial manufacturing, and the transportation energy sectors. This integration concept has been referred to as a “hybrid system” that is capable of providing the right type of energy, at the right time, in the right place. At the direction of DOE-NE and DOE-EERE leadership, project leads at Idaho National Laboratory (INL), National Renewable Energy Laboratory (NREL) and Massachusetts Institute of Technology (MIT) have identified and engaged stakeholders in discussing integrated energy systems that would optimize renewable and nuclear energy integration on a region-by-region basis. Subsequent work will entail conduct of technical, economic, environmental and socio-political evaluations of the leading integrated system options based on a set of criteria established with stakeholder input. The Foundational Workshop for Integrated Nuclear – Renewable Energy Systems was organized around the following objectives: 1. Identify and refine priority region-specific opportunities for integrated nuclear-renewable energy systems in the U.S.; 2. Select Figures of Merit (FOM) to rank and prioritize candidate systems; 3. Pete Beckman, who served as the ALCF's Director for the past few years, has been named director of the newly created Exascale Technology and Computing Institute (ETCi). The institute will focus on developing exascale computing to extend scientific discovery and solve critical science and engineering problems. Just as Pete's leadership propelled the ALCF to great success, we know that that ETCi will benefit immensely from his expertise and experience. Without question, the future of supercomputing is certainly in good hands. I would like to thank Pete for all his effort over the past two years, during which he oversaw the establishing of ALCF2, the deployment of the Magellan project, increases in utilization, availability, and number of projects using ALCF1. He managed the rapid growth of ALCF staff and made the facility what it is today. All the staff and users are better for Pete's efforts.

    The Fiscal Year (FY) 2003-2007 Institutional Plan describes the strategic directions and key issues that Lawrence Berkeley National Laboratory management must address with the Department of Energy (DOE) in charting its future as a multiprogram national laboratory. The Plan provides an overview of the Laboratory's mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. The Plan facilitates the Department of Energy's ongoing efforts to strengthen the Integrated Laboratory System. Preparation and review of the Institutional Plan is one element of the Department of Energy's strategic management planning activities, implemented through an annual planning process. The Plan supports the President's Management Agenda and the Government Performance and Results Act of 1993. The Plan complements the current performance-based contract between the Department of Energy and the Regents of the University of California, and summarizes Best Management Practices for a potential future results-based contract as a basis for achieving DOE goals and the Laboratory's scientific and operations objectives. It identifies technical and administrative directions in the context of national energy policy and research needs and the Department of Energy's program planning initiatives. Preparation of the Plan is coordinated by the Planning and Strategic Development Office from information contributed by Berkeley Lab's scientific and support divisions and DOE comments on prior years' plans. The Laboratory Mission section identifies the specific strengths of Berkeley Lab that contribute to the mission in general and the Integrated Laboratory System in particular.     Catalysis is one of the most valuable contributors to our economy and historically an area where the United States has enjoyed, but is now losing, international leadership. While other countries are stepping up their work in this area, support for advanced catalysis research and development in the U.S. has diminished. Yet, more than ever, innovative and improved catalyst technologies are imperative for new energy production processes to ease our dependence on imported resources, for new energy-efficient and environmentally benign chemical production processes, and for new emission reduction technologies to minimize the environmental impact of an active and growing economy. Addressing growing concerns about the future direction of U.S. catalysis science, experts from the catalysis community met at a workshop to determine and recommend advanced resources needed to address the grand challenges for catalysis research and development. The workshop's primary conclusion: To recapture our position as the leader in catalysis innovation and practice, and promote crucial breakthroughs, the U.S. must establish one or more well-funded and well-equipped National Catalysis Research Institutes competitively selected, centered in the national laboratories and, by charter, networked to other national laboratories, universities, and industry. The Institute(s) will be the center of a national collaboratory that gives catalysis researchers access to the most advanced techniques available in the scientific enterprise. The importance of catalysis to our energy, economic, and environmental security cannot be overemphasized. Catalysis is a vital part of our core industrial infrastructure, as it is integral to chemical processing and petroleum refining, and is critical to proposed advances needed to secure a sustainable energy future. Advances in catalysis could reduce our need for foreign oil by making better use of domestic carbon resources, for example, allowing cost-effective and zero

    The International Power Institute (IPI) at Morehouse College has organized a team to design and create a Short Term Training Program for ESKOM Union Leaders which will last four weeks and take place at a location in South Africa to be designated by ESKOM. This proposal envisions a group of no more than 25 union leaders to be trained at the same time but the program could be expanded to accommodate up to 40 trainees. The program is designed around interactive training with lectures followed by discussion, case studies, trainee work groups, homework assignments and two field study visits. Also, the program is designed to have a number of ESKOM management people join the course for one day in the second week and one day at the end, in each case after a half day of preparation in separate sessions from the union leaders, to share with the trainees expectations and, at the end of the program, their course experiences. In addition, IPI has prepared a follow on proposal for a Long Term Training Program. This LT program is specified in less detail but can be expanded based on future discussions with ESKOM management. The training program is designed with the following objectives: determine and identify the most pressing problems facing ESKOM Union Leadership in their relationship with management; instill in the union leadership a heightened sense of purpose and willingness to take ownership of a process that will increase effective outcomes of meaningful, good faith bargaining; develop skills and experience leading to improved union administration; enhance realistic expectations and improve process knowledge to facilitate future labor negotiations and grievance proceedings; and provide participants with enhanced skills and knowledge to develop and/or strengthen a functioning, democratic work culture and structure internal to the union.

    The National Institute for Nano-Engineering (NINE) is a government/university/industry collaboration formed to help develop the next generation of nano-engineering innovation leaders for the United States. NINE involves students in large scale multi-disciplinary research projects focused on developing nano-enabled solutions to important national problems. The NINE program is based on the growing understanding that science and engineering education and innovation can be strengthened by involvement of university students and faculty with the world-class capabilities and facilities of government laboratories supplemented by guidance and support from industry collaborators. A number of recent reports have highlighted global competitiveness issues that the Unites States faces in the coming decades. Technology innovation, the ability to progress from emerging technologies to products that change the way people live, is a key to global leadership and economic prosperity for nations and their people. One of the top technology and economic drivers for the coming decades will the spectrum of emerging capabilities that fall into the category of nanotechnologies. NINE was established as a national innovation hub in the exciting and rapidly developing field of nano-engineering. It is intended to be a model of a novel partnership between universities and companies throughout the nation and the Department of Energy, with Sandia National Laboratories as the host lab for NINE. Successful technology innovation requires the integration of technical research and development with additional expertise from other areas including manufacturing, business, marketing, intellectual property, and the interface between technology and society. NINE was created to address this need for a new integrated approach to science and engineering research, education and innovation in a way that takes advantage of the nation's investment in facilities and capabilities at the national laboratories.

    The initial federal funding for the Colorado State University Smart Grid Integration Laboratory is through a Congressionally Directed Project (CDP), DE-OE0000070 Smart Grid Integration Laboratory. The original program requested in three one-year increments for staff acquisition, curriculum development, and instrumentation all which will benefit the Laboratory. This report focuses on the initial phase of staff acquisition which was directed and administered by DOE NETL/ West Virginia under Project Officer Tom George. Using this CDP funding, we have developed the leadership and intellectual capacity for the SGIC. This was accomplished by investing (hiring) a core team of Smart Grid Systems engineering faculty focused on education, research, and innovation of a secure and smart grid infrastructure. The Smart Grid Integration Laboratory will be housed with the separately funded Integrid Laboratory as part of CSU's overall Smart Grid Integration Center (SGIC). The period of performance of this grant was 10/1/2009 to 9/30/2011 which included one no cost extension due to time delays in faculty hiring. The Smart Grid Integration Laboratory's focus is to build foundations to help graduate and undergraduates acquire systems engineering knowledge; conduct innovative research; and team externally with grid smart organizations. Using the results of the separately funded Smart Grid Workforce Education Workshop (May 2009) sponsored by the City of Fort Collins, Northern Colorado Clean Energy Cluster, Colorado State University Continuing Education, Spirae, and Siemens has been used to guide the hiring of faculty, program curriculum and education plan. This project develops faculty leaders with the intellectual capacity to inspire its students to become leaders that substantially contribute to the development and maintenance of Smart Grid infrastructure through topics such as: (1) Distributed energy systems modeling and control; (2) Energy and power conversion; (3) Simulation of

    The Cyclotron Institute at Texas A&M University has upgraded its accelerator facilities to extend research capabilities with both stable and radioactive beams. The upgrade is divided into three major tasks: (1) re-commission the K-150 (88”) cyclotron, couple it to existing beam lines to provide intense stable beams into the K-500 experimental areas and use it as a driver to produce radioactive beams; (2) develop light ion and heavy ion guides for stopping radioactive ions created with the K-150 beams; and (3) transport 1+ ions from the ion guides into a charge-breeding electron-cyclotron-resonance ion source (CB-ECR) to produce highly-charged radioactive ions for acceleration in the K-500 cyclotron. When completed, the upgraded facility will provide high-quality re-accelerated secondary beams in a unique energy range in the world.

Leadership system software must face and overcome issues that will undoubtedly be exacerbated at the exascale. The operating system (OS) must be as unobtrusive as possible and possess more stability, reliability, and fault tolerance during application execution. As applications will be more likely at the exascale to experience loss of resources during an execution, the OS must mitigate such a loss with a range of responses. New fault tolerance paradigms must be developed and integrated into applications. Just as application input and output must not be an afterthought in hardware design, job management, too, must not be an afterthought in system software design.     The FY 2001-2005 Institutional Plan provides an overview of the Ernest Orlando Lawrence Berkeley National Laboratory (Berkeley Lab, the Laboratory) mission, strategic plan, initiatives, and the resources required to fulfill its role in support of national needs in fundamental science and technology, energy resources, and environmental quality. To advance the Department of Energy's ongoing efforts to define the Integrated Laboratory System, the Berkeley Lab Institutional Plan reflects the strategic elements of our planning efforts. The Institutional Plan is a management report that supports the Department of Energy's mission and programs and is an element of the Department of Energy's strategic management planning activities, developed through an annual planning process. The Plan supports the Government Performance and Results Act of 1993 and complements the performance-based contract between the Department of Energy and the Regents of the University of California. It identifies technical and administrative directions in the context of the national energy policy and research needs and the Department of Energy's program planning initiatives. This center will provide a one-of-a-kind centralized facility for the accumulation of information for use by Institutions of Higher Learning, the U.S. Government, and Regulatory Agencies and approved users. This initiative will enhance and extend High Performance Computing (HPC) resources in Nevada to support critical national and international needs in "scientific confirmation". The PA Institute will be promoted as the leading Modeling, Learning and Research Center worldwide. The program proposes to utilize the existing supercomputing capabilities and alliances of the University of Nevada Las Vegas as a base, and to extend these resource and capabilities through a collaborative relationship with its membership. The PA Institute will provide an academic setting for interactive sharing, learning, mentoring and monitoring of multi-disciplinary performance assessment and performance confirmation information.     In accordance with the Southern States Energy Board (SSEB) proposal, as incorporated into NETL/DE-FC26-97FT34199, the objective of this agreement is to streamline the environmental technology permitting process site-to-site, state-to-state, and industry-to-industry to achieve remediation and waste processing faster, better and cheaper. SSEB is working with member Governors, legislators and regulators to build consensus on streamlining the permitting process for new and innovative technologies for addressing the legacy of environmental problems from 50 years of weapons research, development and production. This report reviews mechanisms whereby industry consortiums and the Department of Energy (DOE) have been working with State regulators and other officials in technology deployment decisions within the DOE complex. The historic development of relationships with State regulators is reviewed and the current nature of the relationships examined. The report contains observations from internal DOE reviews as well as recommendations from the General Accounting Office (GAO) and other external organizations. The report discusses reorganization initiatives leading up to a DOE Top-to-Bottom review of the Environmental Management (EM) Program and highlights points of consideration for maintaining effective linkages with State regulators. It notes how the proposed changes will place new demands upon the National Energy Technology Laboratory (NETL) and how NETL can leverage its resources by refocusing existing EM efforts specifically to states that have DOE facilities within their borders (host-states). Finally, the report discusses how SSEB's Permitting Leadership in the United States (PLUS) program can provide the foundation for elements of NETL's technical assistance program that are delivered to regulators and other decision- makers in host-states.     This report assesses the use of institutional change principles and the institutional impact of award-winning projects through interviews with 22 Department of Energy Federal Energy Management Program (DOE FEMP) award winners. Award winners identified institutional facilitators and barriers in their projects and programs as well as factors in their implementation processes, thus providing information that can guide other efforts. We found that award winners do use strategies based on eight principles of institutional change, most frequently in terms of making changes to infrastructure, engaging leadership, and capitalizing on multiple motivations for making an energy efficiency improvement. The principles drawn on the least often were commitment and social empowerment. Award winners also faced five major types of obstacles that were institutional in nature: lack of resources, constraints of rules, psychological barriers, lack of information, and communication problems. We also used the seven categories of Energy Management Excellence (EME) as a lens to interpret the interview data and assess whether these categories relate to established institutional change principles. We found that the eight principles reflect strategies that have been found to be useful in improving energy efficiency in organizations, whereas the EME categories capture more of a blend of social contextual factors and strategies. The EME categories fill in some of the social context gaps that facilitate institutional change and energy management excellence, for example, personal persistence, a culture that supports creativity and innovation, regular engagement with tenants, contractors, and staff at all levels. Taking together the use of principles, EME criteria, and obstacles faced by interviewees, we make recommendations for how FEMP can better foster institutional change in federal agencies.

    During the DOE Onsite Review in August 1996, Sandia`s Executive Vice President formally proposed combining Sandia`s Institutional Plan and Operating Plan, and their associated processes. The Assistant Secretary for Defense Programs subsequently approved a pilot plan to do so. This pilot plan is intended to comply with one of our new strategic objectives (see section 3.7), which entails creating an infrastructure that is a competitive advantage for our strategic missions. Therefore, Sandia`s planning organization integrated the information in the two plans and collected the data with a unified call. These data can not be combined in multiple ways, depending on customer requirements. Recently, executive management revamped Sandia`s Strategic Plan by creating eight new strategic objectives: four primary whats and four supporting hows. The new strategic objectives are set forth in chapters 3 through 5 of this document. The four primary objectives cover nuclear weapons responsibilities, nonproliferation and materials control, energy and critical infrastructures, and emerging national security threats. The major programmatic initiatives in chapter 7 are grouped accordingly. However, the programmatic descriptions in chapter 6 and the associated funding tables in chapter 9 continue to be presented by DOE Budget and Reporting Code, as in previous Sandia institutional plans. As an aid to the reader, the four primary strategic objectives in chapter 3 are cross-referenced to the program information in chapter 6.

    Building on the two previous trips to Central America last year, International Power Institute (IPI) and its partner Tennessee Valley Infrastructure Group (TVIG) have focused their attention this quarter on project sites in Honduras. TVIG's unit--an Integrated Infrastructure Platform or IIP--combines water and electricity production in a single integrated unit, thereby providing both products at a lower cost than could be attained for each one separately. Because of the unmet demand for clean drinking water and electricity in remote towns throughout the developing world, the need for such units is widespread. Previous visits to Honduras have resulted in strong in-country commercial interest, support in the form of memorandums of understanding by key government agencies, and identification of four prospective project sites for IIP installations. From March 5 to March 15 and with IPI support and participation, representatives from the TVIG, Tennessee Valley Authority (TVA), IPI, and market research firm International Business Initiatives (IBI) conducted an intensive survey of project opportunities in the four communities, to establish how IIPs might help these four communities enhance their economic development, A key aspect of the projects examined is the need to make them economically self-supporting so that they will be viable in the private sector. Summary of specific project site studies follow here, and feasibility studies for the four sites are included as attachments.

  16. Developing an institutional strategy for transporting defense transuranic waste materials

    In late 1988, the US Department of Energy (DOE) expects to begin emplacing transuranic waste materials in the Waste Isolation Pilot Plant (WIPP), an R and D facility to demonstrate the safe disposal of radioactive wastes resulting from defense program activities. Transuranic wastes are production-related materials, e.g., clothes, rags, tools, and similar items. These materials are contaminated with alpha-emitting transuranium radionuclides with half-lives of > 20 yr and concentrations > 100 nCi/g. Much of the institutional groundwork has been done with local communities and the State of New Mexico on the siting and construction of the facility. A key to the success of the emplacement demonstration, however, will be a qualified transportation system together with institutional acceptance of the proposed shipments. The DOE's Defense Transuranic Waste Program, and its contractors, has lead responsibility for achieving this goal. The Joint Integration Office (JIO) of the DOE, located in Albuquerque, New Mexico, is taking the lead in implementing an integrated strategy for assessing nationwide institutional concerns over transportation of defense transuranic wastes and in developing ways to resolve or mitigate these concerns. Parallel prototype programs are under way to introduce both the new packaging systems and the institutional strategy to interested publics and organizations.

    Congressional Earmark Funding was used to create a Postdoctoral Environmental Fellowship Program, interdisciplinary Environmental Working Groups, and special initiatives to create a dialogue around the environment at the University of Massachusetts Amherst to mobilize faculty to work together to respond to emerging environmental needs and to build institutional capacity to launch programmatic environmental activities across campus over time. Developing these networks of expertise will enable the University to more effectively and swiftly respond to emerging environmental needs and assume a leadership role in varied environmental fields. Over the course of the project 20 proposals were submitted to a variety of funding agencies involving faculty teams from 19 academic departments; 4 projects were awarded totaling $950,000; special events were organized including the Environmental Lecture Series which attracted more than 1,000 attendees over the course of the project; 75 University faculty became involved in one or more Working Groups (original three Working Groups plus Phase 2 Working Groups); an expertise database was developed with approximately 275 faculty involved in environmental research and education as part of a campus-wide network of environmental expertise; 12 University centers and partners participated; and the three Environmental Fellows produced 3 publications as well as a number of presentations and papers in progress.

    The Oak Ridge Institutional Cluster (OIC) provides general purpose computational resources for the ORNL staff to run computation heavy jobs that are larger than desktop applications but do not quite require the scale and power of the Oak Ridge Leadership Computing Facility (OLCF). This report details the efforts made and conclusions derived in performing a short test drive of the cluster resources on Phase 5 of the OIC. EnergyPlus was used in the analysis as a candidate user program and the overall software environment was evaluated against anticipated challenges experienced with resources such as the shared memory-Nautilus (JICS) and Titan (OLCF). The OIC performed within reason and was found to be acceptable in the context of running EnergyPlus simulations. The number of cores per node and the availability of scratch space per node allow non-traditional desktop focused applications to leverage parallel ensemble execution. Although only individual runs of EnergyPlus were executed, the software environment on the OIC appeared suitable to run ensemble simulations with some modifications to the Autotune workflow. From a standpoint of general usability, the system supports common Linux libraries, compilers, standard job scheduling software (Torque/Moab), and the OpenMPI library (the only MPI library) for MPI communications. The file system is a Panasas file system which literature indicates to be an efficient file system.

    The Wabash River Integrated Methanol and Power Production from Clean Coal Technologies (IMPPCCT) project is evaluating integrated electrical power generation and methanol production through clean coal technologies. The project is conducted by a multi-industry team lead previously by Gasification Engineering Corporation (GEC). The project is now under the leadership of ConocoPhillips Company (COP) after it acquired GEC and the E-Gas{trademark} gasification technology from Global Energy in July 2003. The Phase I of this project was supported by Air Products and Chemicals, Inc., Dow Chemical Company, Dow Corning Corporation, Methanex Corporation, and Siemens Westinghouse Power Corporation, while the Phase II is supported by Gas Technology Institute, TDA Research, Inc., and Nucon International, Inc. The two project phases planned for execution include: (1) Feasibility study and conceptual design for an integrated demonstration facility at Global Energy's existing Wabash River Energy Limited (WREL) plant in West Terre Haute, Indiana, and for a fence-line commercial embodiment plants (CEP) operated at Dow Chemical or Dow Corning chemical plant locations (2) Research, development, and testing (RD&T) to define any technology gaps or critical design and integration issues. The WREL facility was designed, constructed, and operated under a project selected and co-funded under the Round IV of the United States Department of Energy's (DOE's) Clean Coal Technology Program. In this project, coal and/or other solid fuel feedstocks are gasified in an oxygen-blown, entrained-flow gasifier with continuous slag removal and a dry particulate removal system. The resulting product synthesis gas is used to fuel a combustion turbine generator whose exhaust is integrated with a heat recovery steam generator to drive a refurbished steam turbine generator. The gasifier uses technology initially developed by The Dow Chemical Company (the Destec Gasification Process), and now acquired and

In Section 1 of this plan, the authors set forth their vision, mission, core competencies, strategic view, and related material. This section illustrates integration with the vision, mission, priorities, and core businesses of DOE. They define strategies, tactics, and guidelines and describe how they measure progress.     Radiation detecting and measuring systems, particularly a compact, integrating, background monitor, are discussed. One of the principal features of the system is the use of an electrometer tube where the input of the tube is directly connected to an electrode of the radiation detector and a capacitor is coupled to the tube input. When a predetermined quantity of radiation has been integrated, a trigger signal is fed to a recorder and a charge is delivered to the capacitor to render the tube inoperative. The capacitor is then recharged for the next period of operation. With this arrangement there is a substantial reduction in lead lengths and the principal components may be enclosed and hermetically sealed to insure low leakage.

    Abstract The Large Hadron Collider (LHC), operating at the international CERN Laboratory in Geneva, Switzerland, is leading Big Data driven scientific explorations. Experiments at the LHC explore the funda- mental nature of matter and the basic forces that shape our universe, and were recently credited for the dis- covery of a Higgs boson. ATLAS, one of the largest collaborations ever assembled in the sciences, is at the forefront of research at the LHC. To address an unprecedented multi-petabyte data processing challenge, the ATLAS experiment is relying on a heterogeneous distributed computational infrastructure. The ATLAS experiment uses PanDA (Production and Data Analysis) Workload Management System for managing the workflow for all data processing on over 140 data centers. Through PanDA, ATLAS physicists see a single computing facility that enables rapid scientific breakthroughs for the experiment, even though the data cen- ters are physically scattered all over the world. While PanDA currently uses more than 250000 cores with a peak performance of 0.3+ petaFLOPS, next LHC data taking runs will require more resources than Grid computing can possibly provide. To alleviate these challenges, LHC experiments are engaged in an ambitious program to expand the current computing model to include additional resources such as the opportunistic use of supercomputers. We will describe a project aimed at integration of PanDA WMS with supercomputers in United States, Europe and Russia (in particular with Titan supercomputer at Oak Ridge Leadership Com- puting Facility (OLCF), Supercomputer at the National Research Center Kurchatov Institute , IT4 in Ostrava, and others). The current approach utilizes a modified PanDA pilot framework for job submission to the supercomputers batch queues and local data management, with light-weight MPI wrappers to run single- threaded workloads in parallel on Titan s multi-core worker nodes.     This patent relates to an improved acceleration integrator and more particularly to apparatus of this nature which is gyrostabilized. The device may be used to sense the attainment by an airborne vehicle of a predetermined velocitv or distance along a given vector path. In its broad aspects, the acceleration integrator utilizes a magnetized element rotatable driven by a synchronous motor and having a cylin drical flux gap and a restrained eddy- current drag cap deposed to move into the gap. The angular velocity imparted to the rotatable cap shaft is transmitted in a positive manner to the magnetized element through a servo feedback loop. The resultant angular velocity of tae cap is proportional to the acceleration of the housing in this manner and means may be used to measure the velocity and operate switches at a pre-set magnitude. To make the above-described dcvice sensitive to acceleration in only one direction the magnetized element forms the spinning inertia element of a free gyroscope, and the outer housing functions as a gimbal of a gyroscope.
